自然界中的人类、生物和气候、土壤、水等环境条件之间存在着错综复杂的相互关系。人体的各个器官、各种机能之间都是保持平衡的，一旦某个环节失去了平衡，人就会生玻自然界也一样，一旦失去了生态平衡，便会产生种种不良后果。

森林是保持生态平衡的卫士。有了森林，地面就不怕风吹雨冲，水土就不易流失。大风遇到了防护林带，会被大大减弱;雨水沿着树干慢慢地流到地上，被枯枝落叶、草根树皮所堵截，能渗透到地下而不会迅速流走。在少雨的季节里，这些储藏在地下的水，一局部汇成溪流，流出森林，滋养农田，一局部经过树根的吸收、树叶的蒸腾，回到空中，又变成雨，再落下来。森林让气候变得稳定正常。

许多国家的护林实践说明，当国家森林覆盖率占全国总面积的30%以上，而且分布均匀时，国家就不会发生较大的风沙旱涝等自然灾害。可惜的是，我国的森林覆盖率仅有16.5%,这怎么不让我们深感焦虑呢!

保护环境，人人有责，但我们现在还只是学生，不可能为全人类的环境作出特别大的奉献，但我们可以从身边的环境做起，从保护学校的`环境做起，例如：遵守有关禁止乱扔各种废弃物的规定，把废弃物扔到指定的地点或容器中，防止使用一次性的饮料杯、饭盒、塑料袋，用纸盒等代替，这样可以大大减少垃圾，减轻垃圾处理工作的压力，保护花草树木，少赠送贺年卡，保持校园清洁等。

今年是开展创建全国绿化模范城市工作的关键之年，也是我市林业工作的“创建年”。“一年之计在于春”。年前，市政府就创建全国绿化模范城市工作进行了全面部署。

1月26日，进行了创模工作调度，今天市政府再次召开现场会议，就是进一步贯彻落实市委市政府关于创模工作的部署和杨书记在全市深入开展“植树造林突击月”活动的指示精神，在当前植树造林的黄金季节，对造林绿化工作进行再落实，再鼓劲，再掀植树造林新高潮。

刚才听了大家的汇报，又看了潘集区的现场，突出的印象，就是各级领导重视，任务落实，特别是潘集区各级领导勇于担当责任，我对全面完成今年的创模任务充满信心。

根据林业工作的特点来看，现在正是我们植树造林的有利时机。当前大家还要继续发扬敢打敢拼和连续作战的精神，全力以赴打好春季植树造林攻坚战。下面我就进一步抓好当前的植树造林工作再强调几点：

一、紧急动员，深入开展植树造林突击活动。

当前，要紧紧围绕创模工作的总体要求，大力开展创模和植树造林宣传，新闻媒体要把林业宣传纳入公益性宣传范围，努力营造人人关注生态、关注创模、参与植树造林的舆论氛围。各级各部门要全面动员、周密部署，积极组织、迅速掀起春季植树造林新高潮。

要以绿化、美化和生态安全为切入点，以全市3条线、10个面、50个示范点为重点，结合全市进行的'大建设，整体推进我市城乡绿化。要落实创模工作责()任制，单位负责同志尤其是主要负责同志，要切实担负起责任，深入基层、深入一线、深入施工现场，集中精力抓紧实施各项创模工程建设，确保在3月底前完成各项植树造林任务。

二、因地制宜，建设工程。

各地各部门要按照因地制宜、实事求是的原则，严格按国家规定的标准和要求，对各项创模重点工程建设做到同步规划、同步实施、同步验收，不留空白、死角，力争做到植一棵，活一棵，成一棵。

林业和园林绿化部门要组织技术人员深入植树造林一线，面向基层和群众进行技术培训、开展技术咨询、信息等各项服务，要大力推广运用新技术、新品种、新成果，加大工程建设的科技含量，建一流工程，创一流水平和效益。要突出重点、整体推进，对重点植树造林工程要坚持高起点、高标准，注重乡土树种搭配，乔灌花草合理配置，生态、经济、社会效益相结合，绿化美化净化相结合，真正做到适地适树、适种源，把各项创模工程打造成为和示范工程。

三、创新机制，落实相关政策。

要充分发挥政策和机制的推动作用，进一步落实好“谁造林谁所有，谁投入谁受益，谁经营谁得利”和“树随地走，谁栽谁有”的政策，及时明晰林权，发放林权证。各级各部门要进一步加大资金投入，拓展筹资渠道，积极争取各方面的资金投入。要充分尊重自然规律和市场经济规律，尊重群众意愿，实事求是，讲究实效，不搞“一刀切”，不搞形式主义，不搞强迫命令。

要强化改革创新意识，按照市场化的规律和要求，以利益关系为纽带，大胆创新造林和管护机制，大力推广股份合作、招标承包、反租倒包等经营形式，鼓励发展规模造林。要科学引导社会各界特别是企业和社会组织参与创模工程建设，形成有利于促进造林绿化发展的良性机制，激发创模工作活力。要不断丰富和完善义务植树活动的实现形式，努力提高适龄公民的尽责率，充分发挥广大人民群众的主力军作用。

四、巩固成果，加强林木管护。

植树造林三分栽、七分管，管护工作的难度特别大。要强化“树政府形象、讲工程效益”的责任意识，对管护工作做到常抓不懈，持之以恒。要坚持依法治林，严厉打击各种破坏林业资源建设成果的违法犯罪行为。要层层落实管护责任制，加强幼树抚育管理，把每一棵树木的管护责任都落实到乡(镇)、村和社区、单位直至护林员身上。当前特别是要抓好森林防火工作，以进一步巩固、提高和完善植树造林建设成果。

五、加强调度，严格督查通报。

市创模办要组织人员采取随机抽查、定期督查、全面检查和暗访等形式，对重点工作落实情况进行定期或不定期的督促检查，帮助基层解决实际问题和困难，积极推广好的典型和做法，并对当前植树造林情况进行定期通报。各期通报要及时报送到各级党委、政府和有关部门领导手中，以随时掌握工作进展动态。要严格考核奖惩，今明两年市委市政府已把创模工作任务纳入各县区、各部门、各单位的总体考核和干部政绩考核之中。当前对成绩突出的，要大张旗鼓地给予表彰奖励;对行动不快、工作不力、造林进度缓慢、造林质量低劣的单位及时予以通报批评，并追究领导责任。
