1.建立有效的进出口单证复核或者纠错制度或者程序。

在申报前或者委托申报前有专门部门或者岗位人员对进出口单证涉及的价格、归类、原产地、数量、品名、规格等内容的真实性、准确性和规范性进行内部复核。

2.关务、仓管、物流、财务等部门要加强协调和沟通，保证内部信息传递的完整、准确。

3.加强对境外供应商订单数据的审核，要求和敦促境外供应商保证数据的准确，必要时可签订协议明确责任。

D、在任何一种结汇方式 下，若客户有要求扣款或减价时，必须取得经理的批准后方可放单。E、业务员对单据要跟踪查询，直到单据安全到达对方手中。F、任何正本单据在交接过程中都要做好登记和签收工作。

4.3报核员进出口报关时必须控制好手册的使用，手册执行完毕后核销结案并建立完整的加工贸易合同档案。

4.5保税货物入库后，仓库人员必须严格执行《加工贸易管理制度》，不得擅自挪用、出售经海关特准进口的保税货物。

4.6其他进出口业务管理及手续依照3.0 5采购人员必须按国家法律法规及合法途径采购进口货物，不得非法收购走私进口货物。6公司不得违反国家进出口管理法规，擅自无证进出口货物。本制度自发文即日起生效，任何人违反应追究行政或法律责任。

报关管理制度 1目的

为了规范报关管理，使报关业务更加有效，准确与符合法规要求 2范围

适用于企业货物进出口报关业务。

3公司属自理报关企业，仅为本企业办理进出口货物报关手续，由于出口口岸的限制，一般通过口岸的代理报关企业代为办理手续。

4货物出口时报关业务员必须在货物装船前一或二个工作日（特殊情况除外）进行报关业务。5报关业务前必须做好以下单据：

5.1出口业务：出口报关缺乏委托书，出口发票、装箱单、报关单、出口商检委托书，出口商检换证凭条或凭证，出口核销单。如涉及加工贸易业务的必须提供手册报关。以上文件制作完后要有相关的人员进行核对并签字确认。

5.2进口业务：进口报关委托书，进口发票、装箱单、提单和其他特殊单证，如手册、进口许可证、无木质包装声明等。6报关业务管理 6.1出口业务

6.1.1业务员必须在货物出运至少7天前制作好出口报关单证；

6.1.2报关资料须经公司单证审核员复核，尤其在产品规格、数量、金额、港口等方面进行严格检查，并作好复核合格率的登记，作为年终考核的依据。

6.1.3出口业务操作员在报关日至少2-3个工作日前，寄全套报关资料给报关行/报关公司，并做好交接手续，同时要求报关行/报关公司回传交接单；

6.1.4报关行/报关公司必须在报关日向海关申报并递交所需的报关资料；

6.1.5货物出运二个月内，报关行/报关公司须将海关签发的核销单、报关单退回企业。6.2进口业务

6.2.1业务员先取得进口货物正本单据。

6.2.2货物到港口后，业务员必须将进口发票、装箱单、提单、报关委托书及其他特殊单证寄往指定报关行，委托当地报关行办理进口成本清关手续。

6.2.3海关等有关主管部门一经放行，业务员应及时安排拖柜并通知公司指定仓库做好卸货准备。6.2.4货到公司后，业务员应及时报告海关和检验检疫部门前来查验，不得擅自开箱卸货。查验合格后方可投入生产使用。

7进出口业务操作人员必须做好进出口各种报关单据及记录的留档。8企业必须每次在海关备案满三年前参加年审工作。

9本制度随相关的新出台的政策和法规作相应调整，未尽事项参照海关有关规定。

外汇核销管理制度 1目的

外汇核销是进出口业务重要组成部分，直接影响企业进出口业务的进度以及退税是否按时到位。按国家政策法规制定该制度是为了完善外汇核销工作，加快业务流程，规范企业进出口行为。2.范围

适用于本企业出口外汇核销管理

3公司指定专人负责外汇核销工作，操作员必须接受外汇管理局培训并取得核销员资格。4出口核销

4.1核销员必须通过企业向外汇核销主管单位申请，取得外汇核销员资格，电子口岸IC卡后才可上岗操作。

4.2核销员必须通过电子口岸，在网上申请外汇核销单的申领。

4.3外汇核销主管单位同意申请后，凭核销员证和电子口岸IC卡到当地外汇管理局领取纸质核销单。

4.4核销员必须在空白核销单上盖好公章和企业名称+代码章，并作好空白出口核销单登记工作。4.5出口业务操作员在寄发出口报关资料时，必须向核销员领取核销单，并在登记本上详细记录。4.6核销员必须根据登记表上的出口口岸，在电子口岸作好相应出口港口的备案。4.7核销员必须在出货后1-2个月内，负责核销单位的催退工作。4.8收到报关后的核销单及报关单后，核销员应及时进行网上交单。

4.9公司财务部门在出口收汇后，应尽快将正确的出口收汇水单递交外汇核销员，并作了交接手续，同时核销员必须作好水单登记工作。

4.10核销员必须在规定地核销期内，整理好整套核销资料，包括出口外汇核销单、出口报关单核销专用联、出口发票、出口收汇水单等，如有特殊情况，则根据要求提供特殊的单据。要在五个工作日到当地外汇管理局办理核销手续。

4.11核销员核销后，必须整理好税务资料，递交财务部。4.12核销员作好已核销登记，把已核销的核销退税联及报关单退税联移交财务部，并作好签收登记。

4.13核销员在出口外汇核销过程中遇到问题与困难，要及时向部门主管反映。5进口外汇核销工作制度

5.1核销员必须在远期信用证付款到期日，将进口合同项下的金额通过银行付汇，并根据要求填写《付汇核销单》；

5.2核销员及时持进口报关单、进口发票、进口装箱单、提单、进口合同、付汇核销单到当地外汇管理局办理核销。

6.企业对进出口核销单、报关单及进出口以票内容的真实性负责。在核销过程中有任何单据内容不符合，核销员必须按外管局要求，写出详细说明并提供真实有效的证据。

6.1对于不能在外管局要求的时限内收汇的，要提前报告外管局并取得有效的解决方案。6.2核销单在传递过程中一旦遗失，要及时向外管局报告，并配合外管局做好挂失工作。7核销员必须做到档案内容完整、装订齐全、统一编号、归档齐全。保管工作必须责任到人，具体按《档案管理制度》执行。

8本企业内核销员变更，要及时报外管局备案。

9未尽事宜参照《出口收汇核销管理办法实施细则》执行。

出口退税管理制度 1目的

出口退税是使出口商品以不含税价格进入国际市场，避免对跨国流动物品重复征税，以促进对外贸易的发展。2 范围

本公司出口货物已缴的增值税或消费税等间接税税款。财务部指派专人负责出口退税事务，出口退税办税人员应符合税务部门的要求。4 办税员应严格按照税务机关对出口退税的要求进行操作。5公司出品的货物应严格区分自产货物出口、进料加工出口。

5.1自产货物出口，每月应统计当有月的出口总值并记录每一张出口发票的外币FOB价，计算当月的进项增值税金额并据此填制纳税申报表及进行纳税申报；同时应及时整理相应的一票二单，做到票单相符，如票据不齐全的应建立跟踪档案并提醒相关人员及时提供各种单证。

5.2对于收购的出口货物，除作好相应的销售额统计及填制申报纳税申报表外，要特别注意购发票及专用缴款书的商品名称、数量等内容是否与出口发票一致，同时应与相应的出口报关单进行核对，报关单位未及时退回的应查询网上报关资料，如发现差异的应及时查明原因并做好相应补救措施。

5.3每月应根据税务机关的要求及时做好各类税务报表并及时上报，对于出口单证未及时获得的，要建立跟踪档案并每月进行检查。

6办税员应经常与税务机关保持联系，及时了解国家有关出口退税政策，如发现有政策变动的应及时作相应调整并及时汇报领导，对税务机关退回的税款应及时通知出纳作好接收工作。

单证议付管理规定 1目的

单证议付是出口业务中至关重要的环节，直接影响到收汇的及时与否。为了规范出口业务单证议付工作，特制定本制度。2范围

适用于本公司进出口业务单证议付操作 3内容

3.1信用证及客户议付要求资料的分析和传递； 3.2合同的管理及传递 3.3议付单证的审核 3.4议付单证的交付及管理 3.5议付单证的留存 4操作制度

4.1要求进出口部门在出货前一个月提供合同、信用证（如是其他付款方式，则提供客户要求和银行资料）及生产部门的生产任务书

4.2客户开立信用证，收到银行到证通后，单证议付操作员必须到通知行取证，并作好到证登记。4.3单证员及时根据合同、形式发票对信用证进行核对分析，列出不符合项及软条款项目，反馈给进出口部门和生产部门

4.4生产制造部门与进出口部门根据信用证或合同中规定的出货条件，确认是否对出货前一系列工作计划的安排作适当调整

4.5单证员必须在货物出运前一周，根据信用证或合同条款审核出口单证，并作好单证审核记录，同时根据信用证规定，做好其他单证的准备工作

4.6货物出运后，单证员应督促单证操作员取得海运单据及各类议付单证

4.7单证备齐后，单证员应重新进行审核，严格根据“单单一致，单证一致”的要求：

4.8在信用证规定的交单和有效期限内，单证员应及时将规定提交的单证交到议付行进行议付，并请银行在议付登记本上作好相应的单证交接手续。若议付行对单据有异议时，单证员必须耐心解释或及时更正，需担保时，汇报主管出具担保书

4.9在D/P或D/A结汇方式下，单证员要向业务员取得准确的国外代收行详细地址。并提供给委托行

4.10在T/T结汇方式下，单证员一定要收到财务部的货款到帐通知后，再将正本单据寄国外客户或业务员

4.11在任何一种结汇方式下，若客户有扣款或减价要求时，必须取得销售副总以上的批准方可放单。

3.1一般贸易项下进出口业务单证的管理 3.1.1存档内容：进出口报关资料（包括进出口合同、进出口发票、进出口装箱单、进出口报关单、进出口商检证书、核销单），进出口议付资料（包括进出口信用证或其他单证要求、议付发票、议付装箱单、提单、产地证、其他规定存档交单据）； 3.1.2按合同号顺序制作进出口合同台帐以及进出口明细 3.2加工贸易进出口业务单证的管理

3.2.1存档内容：进出口报关资料（包括进出口发票、进出口装箱单、进出口报关单、进出口提单），进出口合同资料（进出口合同、进出口信用证、手册、加工贸易审批进程中各主管部门所有审批文件、手册核销资料）；

3.2.2单证员必须根据手册号进行存档管理 4工作制度

4.1每一项业务操作完毕，操作员必须一周内整理留档资料进行存档； 4.2月末由部门内档案管理人员进行检查，检查留档是否按规定操作；

4.7根据《中华人民共和国海关稽查条例》规定，进出口业务及与之直接关系产生的资料，一般贸易应自办结海关手续后保存三年，加工贸易应自办结海关核销手续后保存三年，减免税设备应自办结海关解除监管（监管期：生产设备为五年）手续后保存三年。4.8查阅档案，必须经档案管理负责人批准。

4.9档案销毁，必须经档案管理负责人上一级领导批准。5本制度未尽事宜，在工作不断补充完善。

销售财务工作是企业开展销售活动中得一项重要方面，在这一过程重，第一，按计划和合同发出商品，是销售人员的职责；第二，按照等价交换的原则收回货款，是销售财务人员的职责。签订合同发出商品是决定企业由没有活干、能否生存发展的前提；而收回货款则是企业付出和经营能否获得回报和持续发展的关键。随着市场经济活动的逐步完善和发展，销售财务的地位越来越显得重要，原有计划经济的一套销售会计结算模式已不能适应新形势的需要，必须不断进行补充、完善和发展。

一、业务独立运行，建立健全有关销售财务制度

随着市场发展，销售财务所包含的业务内容越来越多，内部分工也越来越细，而且不同于生产、供应等财务部门的日常收付、月终核算，是具有相对独立内容的针对产品销售的货款回收，因此，企业应当单独设立销售财务机构或专职销售会计，以统一管理用户信用等级考评会同预收款、产品来、用、余款的结算、应收帐款核对、销售费用、清理欠款等会计业务，并协调处理好同销售业务人员之间的关系，以共同研究、开发市场，同用户建立长期的相互信任、彼此了解伙伴关系。同时，要在遵守《会计法》和国家有关财经法规的前提下，建立健全“销售财务人员职责和标准”、“专款专用管理制度”、“应收帐款管理办法”等内部管理和考核制度，规范指导销售财务日常工作的开展。

二、规定财务会计业务控制程序

规定财务会计业务控制程序，主要是收入控制程序这个基本控制程序防止内部舞弊。下面是制造企业收入控制程序的一般情况：三线两点，所谓“三线”是指发票传递线、货币传递线、产品传递线：“两点”是指发票与货币核对点、产品与发票核对点。“三线两点”的主要精神就是把单、钱、货分离成三条互相独立的业务线进行传递，在三条传递线的终端设置两个核对点把这三条线联结起来进行控制。使经手产品的人，不经手发票帐单和货币；经手发票帐单的人，不经手产品和货币；经手货币的人，不经手产品和及发票帐单。从而形成三条业务传递线，而每一条业务传递线又由许多传递链条或传递环节所组成，这些链条和环节分别由不同的人员或部门担任，一环接一环，环环相扣，缺一不可，每向前传递一步，就对上一步的传递工作进行核查一次，以保证每条传递线、传递结果的正确性。最后再将三个传递结果集中在一起进行核对，这就进一步提高了整个控制系统的可靠程度。

“三线两点”的运作程序如下：

发票传递线：①销售合同一般由销售部门与购货单位签订，合同应载明本企业与购货单位之间就产品销售过程中的有关品种、质量、数量、价格、交货方式、交货期限、付款方式、交货地点、违约责任等方面达成一致意见，并以此作为规范销售行为的直接依据。销售合同的副本要送一份给财务会计部门。②在销售业务发生时，开票员根据销售合同开具销货发票（一般纳税人开具增值税发票）。增值税发票一般有×联，如第一联存根联，由开票方留存备查；第二联为发票联，是购货单位报销联；第三联为税款抵扣联，是优惠购货单位计算进项税款的证明；第四联为记账联，是本企业核算销售额和销项税额的主要凭证；第五联为提货联；第六联为出门证联（有些企业产品的出门证与发票分开，由财务会计部门另外单独填制）。③发票开好后，开票员留下×联，其余交收款处办理结算手续；④每日下班前，开票员将收款员退回的发票记帐联与存根联进行核对后，根据发票记帐联编制销售日报；⑤将发票记帐联附在销售日报的后面，一并送交的销售会计。

货币传递线：①收款员接到销售发票时，应审核发票上的购货单位、产品名称及规格、产品数量及单价，应复核销售发票上金额的计算是否正确。②复核后，收款员按照发票金额收款。如属转帐结算的销售业务，收款员应核实其通过银行转帐的款项是否已确实到帐；客户拿来支票和汇票结算的，应按有关支票和汇票收受程序办理；挂帐结算的，应审核其有无经规定的程序批准或合同上有无此约定。③货款点收或查实无误后，在发票上加盖“现金收讫”或“转帐收讫”的财务印章。如励志文章合同上规定或企业领导层批准属于“先提货后付款”的，应加盖其他财务印章或由批准人签字，并将发票的记帐联留下，退给开票员。④每天下班前，将本班收到的现金清点整理好后，编制收款报表。⑤将收款日报与现金一起交给出纳员。⑥出纳员将各收款处交来的现金送存银行，并汇总编制每日收款报告，把送存银行的回单附在其后，送交销售会计。

产品传递线：①仓库保管人员根据盖有“现金收讫”、“转帐收讫”等财务会计确认印章的发票提货联发货；②发货后，仓库保管员在发票上加盖“货已发”的仓库印戳，将提货联留下。③产品出厂时，门卫人员应索回发票的出门证联，检查出门联上有无财务和仓库上述印戳，核对产品的数量后放行。④仓库保管员在下班前，将留下的发票提货联按顺序整理好，填制“发货日报表”，然后将提货联附在“发货日报表”后面送交财务会计部。⑤门卫人员也必须将收回的出门证交到财务会计部。

发票与货币核对点：发票与货币的核对实际上是销售部门交来的销售日报与出纳部门汇总编制的每日收款报告的核对，但从根本上说仍是发票和货币的核对。核对的执行人是销售会计人员或其他专设的稽核人员。

发票与货币核对的具体步骤是：①复核销售部门交来的销售日报及其所附的发票；检查销售日报上的数量金额与发票加总的数量金额是否一致。②审核出纳部门交来的每日收款报告及所附银行回单或现金入库（入本企业保险柜）单是否合法、真实、正确；检查银行回单或现金入库单与收款报告的有关项目是否相符。③最后将审核后的收款报告、销售日报的有关数额相核对。

产品与发票核对点：核对的执行人仍然是销售会计人员或其他专设的稽核人。方法是：①先将仓库交来的提货联与发货日报表进行核对，检查发货日报表有关数字编制的正确性。②再将发货日报表的有关数量数据与销售日报的有关数量数据相核对，以验证产品发出的数量与销售记账的数量是否相符。③必要时将门卫交回的出门证与销售发票相核对。

后边这两个核对点，是整个收入程序的关键控制点。发票与货币的核对，是保证帐款相符、揭露现金结算错弊的关键；产品与发票的核对，是保证单单相符、帐实相符的重要环节。两者缺一不可，如果缺少发票与货币的核对，则应该收进的款项是否全部收入，现金是否发生短缺或被截留等现象都很难发现并控制；如果缺少产品与发票的核对点，则实际收入与产品的实际发生是否一致，以及有无利用发票作弊，开出大头小尾、上联与下联不一致的发票以及涂改发货数量等问题，也很难被揭露和控制。

因此，对于销售会计来说，在销售收入记账前，认真进行上述两项核对，是极其重要的。发票与货币、产品与发票不核对清楚，不能记账。

三、充实业务内容

销售业务人员在开发市场、承揽合同时，遇到的用户千差万别，各有各自的特点，如有的用户信誉很好，但合同需求量不大；有的用户信用不好，但合同需求量很大；有的用户前期信誉良好，但后期信誉大大下降等等，在对待各不同用户货款结算的政策上，需采取不同的办法，这些以前都是没有的。

综合起来，应充实的内容如下：

加强对用户信用等级和考察评定。建立用户档案，针对用户的订货量、存欠款、存欠料等具体情况，对用户进行信用等级测定，可分为A、B、C、D、E五类等级。

对预收款比例的掌握控制。依据五个信用等级对用户采取不同的预收款比例，按100％、80％、60％、40％、20％等订货合同金额收预收款。

规范对用户来料受托加工产品货款和来料的清算。用户来料加工的货款和来料必须按所签合同的执行情况随进掌握，以避免以出欠款、欠料情况。

加大对用户有老欠款又订新合同货款的控制。对历史形成的老欠款用户只要仍和企业有合同往来的，采取新订合同货款不能拖欠，老欠款慢慢归还的办法，一方面企业有了市场，另一方面，也避免老欠款成为呆坏帐。

规范企业对有意垫资的新产品的货款管理。企业开发研制的新产品为了抢占市场、开发市场，而垫资推销试用的产品，销售财务必须有一套供需双方签订的正式合同文本，以确保垫资的产品能最终收回货款或收回产品样本。按“专款专用”原则进行货款结算。这是企业财务结算中必须遵循的一项基本原则，也是保障企业利益，防止“死合同”给企业造成损失的重要措施之一。防止造成合同执行完毕后无人要的“死合同”的情况发生。

四、先审核，后核算，严格控制销售费用

根据销售财务的工作流程，即：见到合同——收预收款——执行完毕——收齐货款——填制记帐凭证——开发票——审核——发票交用户提货或通知铁路发运——核算，审核岗位是销售财务工作的“守门员”性质的岗位，它关系到货款是否正确无误收到、记帐科目是否合乎规定。此岗位的设立，很大程度上为销售收入的实现、降低应收帐款金额提供了保障，要选择责任心强、素质高、经验丰富的人员负责此岗位。

加大清欠力度，减少呆坏帐损失。计划经济时期形成的大量应收帐款中有相当一部分已经或将要成为呆坏帐，若不加大力度清理，必将给企业造成很大损失。

重视其它业务收入管理。企业在销售产品的同时，要相应地为用户提供辅助性劳务和垫付产品的铁路运费、汽车运费、保险费、包装费等费用，还有对使用企业包装周转箱收周转使用款、对超过合同约定提货期的货物收取一定的仓储保管费等，这些收入也是企业收入的一个重要方面，是企业总收入的补充，其他业务收入占产品销售收入的l——3％，数额相当可观，如果稍有不注意，将会造成应收的收入收不回来，使企业蒙受损失。因此，在销售财务实际工作中，应改变过去只重视产品收人管理，忽视其他业务收入的做法，把其他业务收入提高到和产品收入同等重要的地位加以规范管理，保证每一笔其他业务收入按时收回。

分析货款回收好坏，为开发市场提供信息。销售财务应每月每季进行简单和半年进行详细的销售资金回收情况分析，对合同执件中货款回收、欠款清理、销售费用等进行系统分析，并对高附加值高收入的产品，有市场开发潜力的产品提出意见，充分发挥销售财务的作用，变“算死帐”为“算活帐”；为企业经营决策和开发市场提供信息。同时，财务人员也要和用户建立良好的商业信誉关系，做到优质高效地服务市场、服务用户。

销售财务做为企业财务管理中的一个主要方面，其完善和发展同企业的管理水平、社会经济环境紧密相关，应做为企业财务管理系统中的一个方面加以重视和研究，最大限度地发挥其作用，为企业生产经营做出应有的贡献。

7月下旬，位于陕西省南部的略阳县连续遭受多轮暴雨袭击，19个乡镇降雨量超过100毫米，部分地区超200毫米。强降雨导致山洪暴发，河水猛涨，境内多处发生山体滑坡和泥石流。正在略阳县白石沟乡境内施工的二公司十天高速36标项目部，由于施工区域处在磨坝河河滩内，突然爆发的山洪灾害不仅造成项目部和各工程队驻地严重进水，两座梁场也被泥沙完全掩埋，大量钢模板等施工物资被洪水卷走，交通阻隔，通讯中断，供电线路被毁，项目部和各工程队1000余名人员被洪水围困长达72小时。面对突如其来的重大自然灾害，二公司十天高速36标项目部的全体参建员工在项目经理姬拥军、项目书记张志贵等人的带领下，积极抗灾自救，实现了无一人伤亡的目标，并将洪灾损失降到最低点。患难见真情，真情共患难。没有豪言壮语，没有感天动地，在漫长的72小时里，广大受灾被困人员用自己默默无闻的平凡行为，用镇定坚强的精神品格，谱写了一曲壮丽的英雄之歌。就在项目部积极组织抗灾自救过程中，二公司以党政工团联合名义向项目部发来慰问信，对全体员工不畏艰难，积极有效组

爱心传递 玉树、延安灾区捐款

二公司多次支持并参与抗灾救灾，每个急难时刻，二公司都会率先行动，以各种方式向灾区及贫困地区伸出援手、捐款捐物，用感恩的心去回馈社会，向灾区同胞献出自己的一份微薄之力。在2008汶川地震、2010玉树地震发生时，灾情牵动着亿万人的心，也牵动着二公司全体员工的心。为帮助灾区群众早日重建家园、恢复生产、渡过难关，公司党委在全公司开展了爱心捐款活动，全体员工纷纷慷慨解囊、踊跃捐款，尤其刚参加工作的大学生，从自己微薄的工资中给老区献上了一份爱心。短短一周的时间内，公司收到捐款近十万元。近几年以来，二公司始终以社会公益为己任，热心关注社会弱势群体，关注教育事业和慈善事业，积极主动履行企业公民的社会责任。社会责任已经成为一种企业文化，并在二公司每一位员工的心里生根发芽。

彰显央企责任 岷县地震救援

7月22日7时45分，甘肃省定西市岷县、漳县交界（北纬34.5度，东经104.2度）发生6.6级地震，造成人员惨重伤亡和巨大财产

损失，基础设施和农房遭到严重破坏。二公司宝兰客专项目本着“一方有难，八方支援”的人道主义精神，在灾情发生后的第一时间迅速做出反应，及时驰援岷县灾区。救援队抵达岷县灾区后，根据岷县抗震救灾指挥中心的安排部署，先后到达岷县禾驮乡、重灾区梅川镇马家沟村、兴文村、大占寺村开展了为期10天的艰难救援行动。10天的连续奋战，10天的艰难考验，10天的同舟共济，救援队员与村民们在共同面对无情的灾害中结下了深厚的情谊。返回时，梅川镇马家沟村、兴文村、大占寺村村民一路鸣炮将救援队员一直送至山下，并向救援队赠送了锦旗。

多一份关爱帮扶弱势群体

二公司巴达项目坚持为“贫困户”送温暖和“贫困生”送爱心活动，得到了地方政府的积极响应和肯定中秋节为孤寡老人送去了月饼，一块小小的月饼，却寄托着我们中铁人对老人的关爱他们的子女远离他们，我们用行动彰显中华民族传统美德；当了解到驷马小学蓝球架已不能使用，而校方又无力购买时，巴达项目从关爱红色老区孩子全面发展的观点出发，为他们送去一付钢化蓝球架，受到了当地群众的高度赞扬，先后被众多媒体上进行宣传报道，成立了蓝球队，统一购臵了运动服，多次与友邻单位、驷马小学等进行友谊赛，在业主举办的冬季体育比赛中，蓝球、拔河项目中都取得了较好的名次，既搞好了路地共建，凝聚了人心，又不断提升了企业知名度。经过他

们的积极筹划青年突击队正式授旗成立，并正在发挥生力军作用。

众志成城沈吉“亮剑”

2013年8月18日，强降雨致使沈吉线抚顺北至清源段受损严重，沈吉线被迫中断运营。从19日到22日清晨，二公司沈阳枢纽抢险队度过了最艰难的三天三夜，进行了一场艰难的、前所未有的抢险救援大会战。这一场决战，二公司抢险队共抽调挖掘机15台，装载机14台，自卸车180辆，人员600人；铺垫山皮石74850方，填充片石9670方，清淤2000方，道砟7200方。二公司抢险队负责的是沈吉线南杂木至苍石段最为严重的地段，本处地段前后共有泥石流、滑坡、路基损毁、轨道悬空等多种隐患40多处，对抢险队来说是个最大的挑战与考验。二公司作为中央企业，在大灾大难面前，临危不惧，勇于担当，履行社会责任更是央企的责任，是央企的使命。狭路相逢勇者胜，要敢于亮剑。东北抗洪抢险危难关头，挺身而出，用实际行动诠释央企的责任和忠诚！
