面对民众对食物的恐慌,我们必须扪心自问,究竟是什么原因造成各类食品安全问题的频发。总结起来,主要有三点原因。
第一,我国的法律法规不健全,没有良好的监管食品生产和加工的机制(而国外在这方面早就推行了HACCP管理制度)。国家没有健全的监管体制,就会使得食品生产各部门为所欲为,不守约束。当食品安全问题出现时,国家也缺少惩处制度,无法明确相关责任。比如说在农产品批发市场,相关部门在进行农产品抽检工作,一旦遇到了不合格的农产品,相关部门应该怎么处罚、产品是否应该立即销毁、怎么追踪溯源找到产地、怎么整改,这些问题都是由于有关法律法规不健全而导致的。
第二,社会道德水准下滑,商家诚信缺失并且盲目追求利益。面对市场上那些劣质低廉的食品时,我们除了认识到法律法规的不完善外,还应该将矛头指向食品厂商。在中国,商家普遍缺乏道德准则,为了赚取超额利润,不惜牺牲百姓的健康,在人们赖以生存的食品上动手脚。例如三鹿奶粉中的三聚氰胺,早在一年前就在美国的宠物食品中查出。针对此事件,美国已明令禁止往宠物食品中添加三聚氰胺,而中国的知名企业却往婴儿的奶粉中添加。这已经不再是单个企业的社会责任,而是整个行业的诚信危机、社会责任问题。
第三,我国消费者的食品安全意识薄弱。消费者在选择食品的时候,易受各种因素导向。而消费者的不慎选择,也给不法商家提供了可乘之机。比如因为有些消费者喜欢买颜色鲜艳的肉类,肉制品商家就会加入亚硝酸盐来保持肉的鲜红;有些消费者认为米线为白色才是最好的,商家才会加入吊白块来保持其劲道。所以从某种角度上说,消费者为商家的各种不法行为提供了理由和借口。
那么,面对如此严峻的食品安全现状时,我们应该怎么做才能保护民众食品安全的最后一道防线呢?对应以上总结出来的原因,对策也主要有三种。
首先,完善我国食品安全法,加强食品安全监管体制,严格市场准入制度。除完善《食品安全法》不足的地方外,各有关部门应该落实到实处,对每个上架食品严格审查,对违法生产的商家进行严惩,严把市场准入关;另外也应重视媒体的监管力度,对每个生产厂家走访调查,对不合格产品进行曝光。从而在源头遏制毒食品的蔓延。
其次,商家应该树立以人为本的信念,重树道德体系,承担起社会责任。食品生产者也应该自觉遵守食品安全有关的法律法规。有报道显示:市场上的散装油70%以上都是地沟油,70%以上的中国人也都吃过地沟油。这不仅损害民众身体健康,还使得中国民众对食品安全信心大打折扣。如果商家能够诚信经营,不卖、不掺地沟油,那食品市场的秩序是不是会规整很多呢?人们对食品安全的信心是不是也会增强很多呢? 最后,消费者应该增强自我保护意识,树立正确的消费观念,遇到食品问题积极利用相关法规维护自身合法权益。具体点说,在购买食品时,要注意看生产日期,保质期、贮藏条件、配料等等,如发现有问题,可以直接找商家,也可以找当地的消费者协会投诉,还可以到当地工商部门举报。
综上所述,食品安全问题产生的原因,有时候是监管不力,有时候是制度缺失,但更多的方面,还是市场有这方面的需求,才让某些无良生产者有了可趁之机。所以,政府、厂商和消费者都应该各司其职,做好自己的工作,防止类似的食品安全问题再次发生。尽管我国食品安全形势严峻,但是我还是对其抱有信心。据新闻报道,自十届全国人大以来,已有3000多人次的全国人大代表提出食品安全卫生方面的议案、意见和建议。所以我相信,只要各部门、厂商和我们消费者重视食品安全问题,并对现有病症采取对应措施,那么中国的食品业将会有灿烂的未来。
