关于做好我校推荐2013届优秀本科毕业生免试攻读硕士学位研究生工作的通知

各学院、各有关单位：

根据教育部教学司•关于做好2013年推荐优秀应届本科毕业生免试攻读研究生工作的通知‣和教学„2006‟14号及省教育厅有关文件精神，结合我校实际，现将推荐2013届优秀本科毕业生免试攻读硕士学位研究生工作的有关事项通知如下：

一、组织领导

（一）学校成立推免生遴选工作领导组 组长：王伦

副组长：刘新跃 李进华

成员：朱家存 陈文兵 台启权 胡传志 许勇 顾凌 刘桂云邵登辉

领导组下设办公室，办公室设在教务处，许勇任办公室主任，胡炜佳 桂晓骏 井方明为工作人员。

（二）各学院成立领导小组

由院长或书记任组长，分管教学工作的副院长和分管学生工作的副书记任副组长。

二、推荐种类

为推动研究生招生制度改革和研究生教育结构的调整，教育部2013年推免生名额分为学术型、专业学位和中国青年志愿者研究生支教团三个部分，其中我校学术型推免名额为116名，专业学位推免名额为79名，中国青年志愿者研究生支教服务团8名。具体名额分配见附件1。

学术型名额用于推荐优秀应届本科毕业生攻读学术型硕士学位研究生或专业学位硕士研究生；专业学位名额仅限用于推荐优秀应届本科毕业生攻读专业学位硕士研究生。（推免生登记表中将作标注，以示区别）。

研究生支教团专项推免计划，推免对象和条件、推荐办法和工作程序仍按•关于印发†全国普通高等学校推荐优秀应届本科毕业生免试攻读硕士学位研究生工作管理办法（试行）‡的通知‣（教学„2006‟14号）、•关于为支持中国青年志愿者扶贫接力计划第十届研究生支教团下达专项推免计划的通知‣（教学司„2007‟25号）和团中央关于第十五届研究生支教团的有关文件要求执行。最终入围人选报校推免生遴选工作领导组审定。具体工作安排详见•关于招募中国青年志愿者安徽师范大学2013年研究生支教团队员的通知‣。

三、推荐条件

（一）学术型、专业学位型以及研究生支教团都需要满足以下基本条件

1、纳入国家普通本科招生计划录取的应届毕业生（不含独立学院学生）。

2、具有高尚的爱国主义情操和集体主义精神，社会主义信念坚定，社会责任感强，遵纪守法，积极向上，身心健康。品行表现优良，无任何违法违纪受处分记录。

3、勤奋学习，刻苦钻研，成绩优秀。学术研究兴趣浓厚，有较强的创新精神、科研潜质和专业能力倾向。

4、诚实守信，学风端正，无任何考试作弊和剽窃他人学术成果记录。所有专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等）无重修重考。

（二）除满足上述基本条件外，三种推荐类型应分别满足以下条件

1、学术型应满足以下条件

（1）所有的专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等，具体科目依照该专业人才培养方案）成绩排序列该专业前15%，综合测评的平均成绩，名次列该专业前30%，转专业学生的专业课成绩和综合测评成绩按第二、第三学年计算参加排名，未转专业学

生的专业课成绩和综合测评成绩按前三年成绩计算参加排名。

（2）非外国语学院学生全国大学英语四级考试成绩在425分以上（含425分），外国语学院学生要求通过相应语种专业四级。

符合上述条件者，按专业必修课成绩排名推荐。

2、专业学位型应满足以下条件

（1）所有的专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等，具体科目依照该专业人才培养方案）成绩排序列该专业前20%，综合测评的平均成绩，名次列该专业前35%，转专业学生的专业课成绩和综合测评成绩按第二、第三学年计算参加排名，未转专业学生的专业课成绩和综合测评成绩按前三年成绩计算参加排名。

（2）非外国语学院学生全国大学英语四级考试成绩在420分以上（含420分），外国语学院学生要求通过相应语种专业四级。

符合上述条件者，按专业必修课成绩排名推荐。

3、研究生支教团应满足如下条件

（1）具有较高政治思想素质、较强专业能力、奉献精神和志愿服务经历；曾担任学生干部；能胜任扶贫支教工作。

（2）所有的专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等，具体科目依照该专业人才培养方案）成绩排序列该专业前30%，综合测评的平均成绩，名次列该专业前30%，转专业学生的专业课成绩和综合测评成绩按第二、第三学年计算参加排名，未转专业学生的专业课成绩和综合测评成绩按前三年成绩计算参加排名。

（3）非外国语学院学生全国大学英语四级考试成绩在420分以上（含420分），外国语学院学生要求通过相应语种专业四级。

符合上述条件者，按照“公开招募、自愿报名、择优选拔”的方式进行工作。

（三）特殊学术专长或具有突出培养潜质者推荐条件 对有特殊学术专长或具有突出培养潜质者，经3名以上本校本专业教授联名推荐（若某个专业教授不足3人，可与相近专业教授联名推荐；学院工作领导小组须先将相近专业教授名单报教务处审核），经学校推免生遴选工作领导组组织考核合格者可不受专业成绩排名和综合排名限制（基本条件和其他对应条件应分别满足），但学生有关说明材料和教授推荐信要进行公示。特长生推荐名额占用所在学院推荐生名额。全校特长生总数不超过3人。我校只在学术型推免生名额中推荐特长生。

鉴于各学科专业的不同特点，特长生的具体推荐条件由各相关学院制定。各学院特长生推荐条件须经院学术委员会和党政联席会议讨论通过并及时公示，同时报学校推免生遴选工作领导组审核备案。针对特长生具有“特殊学术专长或突出培养潜质”的内涵特征, 其标识水准应相当高且可资核查与检验。各学院所确定的特长生推荐条件应科学合理、公平公正，具有较强的导向性和创新性。

学校推免生遴选工作领导组将对各学院推荐的每位特长生进行严格的资格审查。

（四）已经获得了推免资格，出现下列情况之一，推免资格被自动取消：

按标准4年学制毕业时若不能取得本科毕业证书和学士学位证书者；受到任何处分者；专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等）出现重修重考者；通过弄虚作假获得资格者；其他认定应取消资格者。

四、日程安排

（一）9月6日至10日，学校成立推免生遴选工作领导组，制定和下达学校关于推荐免试硕士生工作的实施意见；各学院成立推荐工作领导小组，分别向2013届学生传达学校的实施意见。

（二）9月11日至16日，各学院做好推荐对象的摸底排队及材料准备工作，初步确定符合推荐条件的免试生名

单，并将所有符合条件的学生向全体师生分专业张榜公示，征求师生意见。学院公示时应分别注明学术型、专业学位型以及研究生支教团。如果一个学生三者都符合，则同时公示。

（三）9月17日至23日，各学院征求学生本人意见，每个学生只能选择一种进行推荐；以专业课排名靠前的优先自由选择。学院须与学生就选择事宜达成书面协议，并留存材料备查。学院将最后确定的分专业名单按照1:1的比例进行公示，学术性和专业学位型可分别同时公示2-3名候补人选（必须注明候补）。没有进行候补公示的不能取得候补资格，各学院公示候补人员名单不得超过限额。

（四）9月24日，学院向学校领导组报送最终确定的分专业名单（按照1:1比例上报，公示的候补人选同时报送，不得超限报）及有关材料。学院报送名单时必须分别注明推荐类型。同时由学院领回本院学生的•全国推荐免试攻读硕士学位研究生（直博生）登记表‣，发给学生填写。材料报送的详细内容见后面的材料报送要求。

（五）9月25日至10月4日，学校将拟推荐的学术型、专业学位型以及研究生支教团人选（含候补人选）在校园网公示7天。

（六）10月5日至10月24日，获得推免资格的学生，自行联系接收单位，各学院也应积极协助学生联系接收单

位。在10月24日仍没有接收单位接收者，推免资格被自动取消。

在10月5日至10月24日期间，获得推免资格的学生主动放弃推免资格后，其相应专业、类型的候补学生可以获得推免资格。研究生支教团按照候补次序，进行递补。

（七）10月25日上午9:00，所有拿到正式接收函的推荐生亲自携带本人身份证和学生证，到南校区行政楼一楼第一会议室开会，会后领取校验码。

（八）10月25日至26日 9:00-22:00，考生登录研招网，凭校验码在研招网上填写报名信息，现场确认报名信息时间和要求详见各接收单位通知。同时将网上生成的报名序列号记录在•全国推荐免试攻读硕士学位研究生（直博生）登记表‣上。

（九）10月27日-11月初，所有推荐生将登记表交回学校领导组，学校领导组统一到省考试院盖章。推荐到外校的学生，凭学生证、身份证到教务处领回登记表（时间另行通知），并按接收单位的要求及时寄送到接收单位。被本校接收的学生，由领导组办公室直接送校研究生院招生办公室。

五、材料报送要求

（一）特长生报送材料要求：

1、报送材料给学校领导组审查截止日期：9月13日，逾期不再受理；

2、报送材料内容（1）材料清单；

（2）学生本人申请，必须手写、签名；（3）教授推荐信，必须手写、签名；

（4）学院意见，学院推免工作领导小组成员须签名，并加盖学院公章；

（5）外语语种合格证书或成绩通知单复印件；（6）能证明“有特殊学术专长或具有突出培养潜质的人才”的各项支撑材料。

特长生在申请中，应详细注明本人申请理由，以及申请攻读的类型。教授应据实推荐，同时注明推荐该生攻读类型。学院领导小组根据本人申请以及教授推荐信，也可通过简单考核等形式，给出学院建议，是否同意推荐以及推荐类型。学校领导组审核确定最终是否推荐，以及推荐的类型。

（二）报送领导组最终确定的学术型和专业学位型名单材料要求

1、报送材料截止日期：9月24日

2、报送材料内容（1）材料清单；

（2）本学院推免生最终确定人员名单（加盖学院公章、学院工作领导小组成员签名）；

（3）该专业学生前三年专业必修课程（专业基础课程、专业方向课程、教师教育课程和专业实验课程等）总成绩排序表（加盖学院公章）；

（4）该专业学生前三年综合测评总成绩排序表（含每学年成绩）（加盖学院公章）；

（5）安徽师范大学免试攻读硕士学位研究生推荐表（详见附件3）；

（6）被推荐学生外语语种合格证书或成绩通知单复印件；

（7）被推荐学生成绩大表复印件（院长签字并加盖学院公章）；

（8）其他相关材料。

说明：第1、2、3、4项材料一个专业可以共用一份。

（三）报送研究生支教团材料要求

1、报送材料截止日期：9月24日

2、由校西部计划项目办统一报送至学校领导组。

六、注意事项

（一）关于公示

各学院必须将推荐免试生的初选名单及条件、推免生最终确定名单在师生易于监督的场合张榜公示（同时可在网络公示）。未经公示的，一律无效。

（二）关于学院名额分配

2013届推免名额按照学院进行分配，学院根据实际情况，合理确定各专业推荐名额，但不得与推荐条件相悖，并同时提供名额分配的依据。学院应于9月12日将名额分配方案报学校领导组审核确定，不报送名额分配方案的学院、学校领导组审核不同意名额分配方案的，所有推免工作视为无效，学校将收回该院推免名额重新分配给其他学院。

学院若没有符合推荐条件的学生，名额由学校收回，推免生遴选工作领导组重新对名额进行分配。

（三）关于领取检验码

1、推荐到外校的学生

外校接收函须到学院确认，学院领导小组成员均须签字，并加盖学院公章，方能领取校验码。

2、推荐到本校的学生

被安徽师范大学接收的学生，请相关学院统一提供名单，学院领导小组成员签字，加盖学院公章，指定专人报送学校领导组。学校领导组凭学院接收名单，发放校验码。

3、不能亲自领取校验码者

如推荐生本人不能亲自领取校验码者，由学院出具证明请人代领，辅导员须在证明上签字确认（加盖学院学院公章），代领人需携带代领人身份证和学生证。若代领人遗失或误用校验码等事故，一切责任由推荐生本人承担，学校不承担任何责任。

（四）关于出具推免生资格证明

在推免公示期未到，参加推免的学生如需要学校出具相关证明。请自行下载附件4填写，到学校教务处盖章即可。

（五）关于体检不合格等有关问题

获得推免的学生若体检不合格将不能获取推荐生资格，体检不合格学生及其他情况，应及时向推免生领导组汇报。

七、工作要求

（一）推荐免试硕士生工作涉及学生的切身利益，政策性强，各学院应高度重视，在学校统一领导下，严格按程序操作，做到公开、公平、公正，杜绝不正之风。

（二）推荐工作中，坚持贯彻德、智、体、美等全面发展原则，真正把品学兼优的毕业生推荐出来。

（三）学校鼓励各学院积极向“985工程”、东部“211工程”、中科院、社科院等高水平大学、科研院所推荐免试生。

（四）所有获得推免资格的学生，学校不予签发就业协议书（见附件3，学院存档）。

（五）在领取校验码后若有学生放弃推免资格，则扣除该生所在学院下年相应推免资格。

（六）如学院有弄虚作假者，一经查实，立即扣除学院当年相应推免指标。
