第一篇：“疯狂宝马撞人案”反常中的正常
疯狂“宝马”撞人事件的主角苏秀文被哈尔滨市道里区人民法院一审以犯交通肇事罪，当庭判处有期徒刑二年，缓刑三年。负责事故处理的哈尔滨市道里交警大队有关负责人在近日证实，苏秀文不是黑龙江省或哈尔滨市曾任和现任领导的亲属。苏秀文今年44岁，无职业，其丈夫关明波系哈尔滨一私营公司董事长，苏所驾驶的宝马SUV车也是公司所有。
然而，在此前网上盛传苏秀文是黑龙江省政协主席或某黑龙江省副省长的儿媳妇。继而，网上对于此案的声讨不绝于耳。无疑，本案中关于苏秀文的身份问题是最为瞩目的问题，而如果有关方面对苏的身份的证实属实，那恐怕要让众多网民大跌眼镜。
一起交通肇事案，犯罪的主角却被网民认为有着特殊的背景，看起来，公众称疑有些离谱。然而，在貌视反常的公众称疑中，却孕育着合理成份，公众的理性不容嘲笑。
这一事件的双方从开始就是一场强者与弱者的对话，且看苏秀文驾驶的是牌照黑AL6666，价值为127万的宝马，死者丈夫代义权驾驶却是牌照为08哈市44085号农用四轮车，装载的是赖以谋生的大葱。再看苏秀文在事发是“苏怀抱三条大中华若无其事伫立一旁”，看来是有恃无恐。如此的对话背景，公众对于本案的处理自然充满着比普通案件更强烈的要求得到公正处理的渴望。而此后的案件的处理加剧了公众的疑虑，且不说公众怀疑的苏秀文的故意杀人罪能否成立，就是以交通肇事罪判处其有期徒刑二年，缓刑三年也的确有些难平众怨。对于一个将1人撞死、7人撞成轻伤、5人撞成轻微伤的案件，法官在量刑上是否酌情考虑到犯罪的动机、损害后果、犯罪的时间、社会对犯罪的正常反映等因素，是否考虑到判决的社会效果呢？公众当然有理由追问是不是有其他因素干扰司法，自由裁量权是否被滥用？如此进在而联想到某些特权人士在一案件上的特殊处理，将怀疑指向苏秀文是否具有特殊身份就不足为奇。
看来，公众对于苏秀文的合理怀疑并不反常，因为中国古代社会处刑原则便有一条是“刑不上大夫”，公然宣称法律面前不平等。以集中华法系之大成的《唐律》为例，对于不同等维级的官僚、贵族有名目繁多的减免制度，诸如“八议”、“请、减、赎”、“官当、免官”等制度。新中国成立后，我们的宪法高高张扬“法律面前人人平等”的原则，但是历经多次运动，特别是“十年浩劫”，使民众对于纸上的法律在现实中的作用有某种深深的怀疑。近年来，一些官员、名人、富豪屡屡违法乱纪，却没得到有效查处，“刑不上大夫”又加上了“刑不上名人”、“刑不上富豪”。在这种特有的语境下，一个理性的公民，当然会对某些不合理的现象产生敏感的联想。
在笔者看来，反常的是在依法治国方略提出的今天，我们却一再听到有关某些官员、富豪为所欲为、有恃无恐的事件；反常的是在许多案件的处理过程中，有关部门对于案件的调查遮遮掩掩，公众不能得以充分知情，在处理程序上，违反程序正义的行为一再出现；反常的法院的许多判决不能充分说理，不能给予公众合理解释，民意与法官的判决经常处于一种紧张的状态。所以，一昧去指责民众的不理性是无济于事的，在一个法治社会，要使民众不至于经常对当事人的身份产生一些反常的联想，便应当在司法的公正、程序的正义等方面下大力气，多做文章。唯有“法律面前人人平等”从纸上回归现实，从应然走向实然，身份的意识逐渐被淡化，民众对于司法的信心得以充分的增强，各种反常的联想才会失去其生存的土壤，这也许是我们在建设一个法治社会中必须加以直面与深思的。

疯狂中的沉默者
——读《贝多芬传》有感 他沉默了，失聪的他陷入了无尽的孤独，没有一个浪漫快乐的童年，沉醉音乐的他又一次的陷入了绝望的挣扎，对于一个音乐家来说，声音绝对不能消失在他的耳旁，还有什么比一个音乐家听不到动听的声音更痛苦的呢？命运像是在捉弄他，他在命运的眼中只是用来玩弄的小虫罢了，但是“我要扼住命运的喉咙！”这是一个沉默者的自我安慰吗？不，这是一个疯狂的人向命运发出的挑战。
逆立的头发下是一双燃烧着的疯狂的眼睛，灰蓝的虹膜折射着忧郁、愤怒乃至蛮狠，从他那古怪得不对称的脸上其实也探出温柔与热情，单却留下了痛苦的印迹，那便是贝多芬。
被病痛所折磨着如同身处于烈火，这几乎窒息了生的希望，毁灭了理性。但绝不低头，不认输，于是便疯狂起来，坚强地站起来，面对着命运的阻扰却不曾后退。《命运交响曲》正是他下的挑战书，开始的四个音符，强劲而有力沉重，仿佛是命运正在敲门。“他绝不能把我完全压倒”。

正常运行中的检查
一、锅炉运行人员在值班时，每小时必须对所属设备进行定期巡回检查，检查中发现异常情况及时处理，无法处理则需要按级汇报，并要求班长开出缺陷通知单，并做好记录，在交接班时，还应口头详细向接班人员说明情况，并记录在有关的记录簿内。
二、运行中的检查项目：
1、喷燃器出口完整，无结焦，出粉正常，炉膛火焰稳定，配风适当。
2、一、二次风道不漏粉，不漏风，各风门完好，开度正确。
3、控制室表盘各控制开关，风门、阀门、调节开关操作可靠灵活，开度指示与实际开度一致，各表计、信号，常用照明灯均良好。
4、汽水等所属系统各阀门开关位置正确，法兰阀盖、盘根及阀门本身不泄漏。
5、各管道支架应正常，保温良好，管道无泄漏现象。
6、楼梯、平台、通道、栏杆良好，走道无缺口，无影响运行的障碍物。
7、省煤器处无潮湿现象，省煤器、过热器、减温器、水冷壁联箱、手孔等承压部件无泄漏。
8、锅炉本体各人孔门、防爆门、看火门、关闭严密，炉墙各处无裂缝漏水痕迹，炉内无异常声音。
9、汽包水位计：
（1）水位计接头螺丝、导管、法兰、盘根不漏气，水位反映正常。（2）电接点水位计各接点完好不漏，工作电源正常。
9、安全门排汽管和疏水管完整、畅通、装设牢固。
10、木块分离器各部件完好，每班清理木块分离器一次。
11、制粉系统各风粉管道及设备不漏粉，不漏风，一旦发现应尽快联系检修人员消除。
12、电子称重式给煤机各部件完好，皮带运行正常，下煤正常。
13、粗粉分离器各部件完好，锁气器动作正常，防爆门完好。
14、细粉分离器锁气器动作正常，防爆门完好，按规定清理木屑分离器。
15、煤粉仓不漏粉，防爆门完好，人孔门关严，吸潮门位置正确。
16、制粉系统中风门开关位置正常，各电动执行器及传动装置良好。
17、粉仓测粉装置良好。
18、给粉机转动正常，无异声，靠背轮及销子连接良好，变速箱有油，无漏粉现象，每班接班后，拧紧立轴油杯一次。
19、各点火油完好，油嘴无结焦堵塞现象。20、油管道及阀门无漏油现象。
三、零米设备检查项目
1、磨煤机检查
（1）前后主轴承温度不超过50℃，冷却水及回水畅通。（2）前后主轴承下油正常，轴承间隙不往外漏油。
（3）润滑油系统正常，冷却水畅通，油泵及电动机运转正常。油箱油位正常，冷却水畅通，冬季如投用电加热装置应检查其装置正常。
（4）传动机构的各轴承声音正常，振动不超过16丝，温度不超过80℃。（5）减速箱两侧靠背轮连接良好，减速箱及小齿轮轴承地脚螺丝不松动。润滑油正常，冷却水畅通。
（6）电动机运行正常，接地线及进线桩头温度正常，电动机外壳温度不超过65℃，轴承温度不超过65℃，振动符合要求。（7）紧急停机装置完好，按钮保险罩上好。（8）磨煤机前后轴承不跑粉。
2、排粉风机检查
（1）各部件完好，运转无异声，外壳及人孔门不漏粉。（2）轴承温度不超过80℃，振动符合要求，油位在1/2~2/3。
（3）电动机运行正常，接地线及进线接头良好，电动机温度，轴承温度及振动符合规定指标。
（4）紧急停机装置完好，按钮保险罩上好。
3、检查引风机
（1）风机运行声音正常，无摩擦异常声音，振动不超过规定值。
（2）风机地脚螺栓，轴承罩地脚螺栓不松动，冷却水畅通，风机轴承温度振动符合规定，轴承油位在1/2~2/3。
（3）风机导向门连杆机传动装置各连接处良好，各部件完好。（4）风机外壳机人孔门不漏灰、不漏风。
（5）电动机运行无异常，电动机外壳温度及振动应正常不超指标，接地线、进线接头良好，地脚螺丝不松动。
4、检查冷灰斗：
（1）冷灰斗内无焦渣及杂物。（2）捞渣机运行正常，水封正常。
5、检查零米所有风、粉管道及各设备和地面上无积粉及自燃现象。
6、检查零米层所有照明应光亮充足。
