一.寻找学校，索取资料

所谓寻找学校，就是在做出自费留学的决定后，以你所期望达到的留学目标(拿一个什么样的文凭、读什么课程)和到哪个国家留学为选择的标准，结合自己现有的文凭水平和学习能力，在你所钟情的那个国家找到能够接受你的一所学校。

这部分工作主要是查询留学信息，即根据个人的基本情况和设想，进行留学信息的收集整理。内容大体包括：

1.对留学意向国家的政治、经济、文化背景和教育体制、学术水平进行较为全面的了解；

2.全面了解和掌握国外学校的情况，包括历史、学费、学制、专业、师资配备、教学设施、学术地位、学生人数等，要特别注意该校国际学生有多少，其中有多少中国学生在读。此外，还要落实该学校颁发的文凭是否受到我国的承认；

3.该学校的住宿、交通、医疗保险情况如何；

4.该学校在中国是否有授权代理招生的留学中介公司；

5.留学签证情况；

6.该国政府是否允许留学生合法打工；

7.本专业在该国的就业情况；

8.毕业之后可否移民。

你需要在了解以上基础的情况下对就读国别、学校和专业进行初步确定。此外，建议你不要先入为主，要多方选择、比较和鉴别，只有通过比较，才能做出最佳选择。要注意搜集其他国家学校信息和我国的相关法律法规，包括：我国关于自费留学的基本政策；留学中介机构的认证；还有哪些国家和院校接受你的专业；它们的教育现状和教育制度怎样，文凭是否受到我国认可，学制是多长，学费和生活费标准怎样，招生条件如何；其他国家的自费留学签证情况；是否允许留学生打工，母语是什么，地理和气候条件怎样；毕业生的就业走向如何，等等。

三.入学申请

收到国外学校免费的报名表之后，要认真完整地填写，随同个人学历证明、最近的学习成绩单、推荐信、个人简历、语言考试成绩单等资料寄往所申请的学校。此时，一般均需同时交纳一定数量的报名费用。由于中国学生对申请学校往往持随意的态度，有的甚至同时申请多达7-8所学校，而学校开出录取通知书后却见不到人来，因而有越来越多的国外学校倾向于向中国学生征收报名费了。申请表格寄出以后，通常申请正式课程的需要等待1-2个月的时间才会有回信，申请英语学习短期课程的则快得多，一般只需2-3个星期。不过，还得加上邮件往来的时间，因此，为了给签证办理留有充裕的时间，建议你越早申请越好，一般提前1年就比较从容，除了短期课程，一般离开学前6个月申请就显得非常仓促了。另外，有些学校的课程是有年龄和英文程度等限制的，比如，大多数大学的语言中心对申请人都有年龄限制，一般要满16-17岁才可以，在申请时一定要注意。

在申请课程的同时，你可以向学校申请学生宿舍或寄宿家庭等住宿安排。如果你自认为学习成绩优异，特别是对于那些就读研究生以上课程的学生来说，可以一并申请国外的奖学金等对留学生的经济资助，说不定会给你个惊喜。

一般课程申请所必备的文件有：最高学历和成绩单，最高学历毕业证书，填写完整的学校申请表格，照片，财力证明，报名费；

四.办理因私出国护照、出境卡和准备签证资料

一旦你的入学申请获得国外院校批准，就会向你发出录取通知书，收到以后，可持录取通知书向户口所在地公安机关申请办理因私出国护照和出境卡。现在，我国公民因私申请出境的手续已经简化，一般公民凭本人户口簿或身份证就可以领取出国申请审批表，申请人只须提交与出国相关的证明材料即可。出国留学学生一般持因私普通护照。与此同时，你可以着手准备申请国外入境签证所需的各种资料，包括个人学历、成绩单、工作经历的证明；个人及家庭收入、资金和财产证明；家庭成员的关系证明等。

五.办理公证

公证就是国家公证人员根据国家赋予的权利，按照法定程序，证明特定的法律关系或法律事实的行为。我国公民在申请自费出国留学时，必须要办理公证。这类公证属于涉外公证范围。你需要公证的文件有：出生公证书，学历、学位和成绩公证，经历证书，亲属关系公证，经济担保公证。

六.申请签证

办理好护照之后，可立即向拟留学国家驻华使(领)馆申请入境签证。申请时需按要求填写有关表格，递交必需的证明材料，缴纳签证费。有的国家(比如美国、英国、加拿大等)在申请签证时会要求申请人前往使(领)馆进行面试。面试的目的是让签证官近距离观察和判断留学申请人的真实程度，即你是否一个真正的学生、你的留学目的是否纯正、你是否具备顺利完成留学的能力(主要看外语水平)，你有没有移民倾向。很多人都是因为到了这一关纷纷被签证官“挑下马来”，因此，为了保证不功亏一篑，事先找一个专业和经验丰富的留学咨询公司进行签证面试指导是很有必要的。

一些国家(如爱尔兰)可能要求在给予签证之前汇寄学费，对此务必要慎重，一定要落实你手里拿到的是正式的入学通知书，以及国际汇款账户的真实，即是否学校的专项户头。此外，有的学校要求提出申请就必须交付所有款项，所以，要至少在出发前3个月汇出。

一般向学校交费的方式有3种：到银行办理外币支票(Check)或汇票(Banker’s draft)邮寄，记得要给自己留一份复印件；电汇(Bank Transfer)，学校若提供转账银行的账号、地址和户头，不妨用此种方式，记住保存好收据；信用卡(Credit Card)，有的学校可以接受Visa、Master、AE卡等，用信用卡付费，别忘了要保存收据。

七.体检，订机票，准备行装

出国留学之前，按照国家有关规定需要进行身体检查、免疫检查和接种传染病疫苗，以保护公民的人身健康。另外，有的国家也要求申请人前往指定医院进行体检。

订机票的时候，要留意个别国家城市可能需要转机，订票之前要与有关航空公司说清楚，确定时间、航班和转机地点。另外，前往有些国家如日本、俄罗斯等可以采用乘船和国际列车方式。

出国其实不需要带太多的物品或衣物，通常国外的日常生活用品也是很便宜的，只要避开在观光地区购物就可以了。在出国之前，要留给家人一份学校、住宿地址和联系方式资料，以方便家人和你联络。

八.抵达

from”, written by Kristina Lane.This is about the situation of Middle East university students studying in United States of America after the accident happened.Actually, they are in the very difficult situation.They are dealt with in the same way as suspects.Many Arab students were arrested or detained as suspects of the terrorism just because they are from Arabic countries(Lane 5).Even if they were born in the US, and have US citizenships, they are still discriminated because of their race.Unfortunately, my Indian friend was attacked by Americans.We do not know why it happened, but he said that it was because of his race.The author mentions that, “I view it as a clear message that this country does not want Arab students to be in the country”(Lane 2).She appeals emotions, which is what Arab students feel now, and how some Americans feel to them.Not only Arab students but also people from all over the world have been dealt with American government strictly.For example, it is difficult to enter the US now and to get any kinds of visa.We have to be checked more than before at the airports.Even we can enter the US luckily;we have to submit many certificates to the government.Our all data is inputted into the computer.If you had a serious problem in another country, who would you ask to help? You would ask to people who are from same country.You could tell them exactly and they could understand why you are worried.You would better to find someone whom you can trust in another country.However, it is not good to be with someone who is from same country all the time.Once international students find someone who is from same country, they seem to be together anytime.When they feel homesick, they can encourage each other, and it is comfortable to be the people.However, as a result, they tend to restrict ourselves into the small group, and lose the chance to know the more diverse community.It does not make sense because we came to study another language and make many friends who are native speakers.This is just waste of money.In these advantages and disadvantages, there are similarities.In the case of language, if students try speaking a language to people who are the native speakers, they will improve their language skills.However, if they stick to only same ethnic
