据新华社电 国务院常务会议昨日部署完善研究生教育投入机制，决定从2014年秋季学期起，向所有纳入国家招生计划的新入学研究生收取学费。
为完善研究生教育投入机制，改善研究生学习、科研和生活条件，提高研究生培养质量，会议确定了以下政策：
（一）完善财政拨款制度。中央财政对国家招生计划内的中央部门所属高校全日制研究生，安排生均综合定额拨款，并建立拨款标准动态调整机制，逐步提高拨款水平；中央财政设立绩效拨款，由学校自主安排用于研究生培养。各地要参照这一模式，建立健全地方高校研究生教育拨款制度。
（二）完善研究生奖助政策体系。设立研究生国家奖学金，每年奖励4.5万名研究生。从2014年秋季学期起，将研究生普通奖学金调整为国家助学金，每年资助标准博士生不低于10000元、硕士生不低于6000元；同时设立研究生学业奖学金。加大研究生助教、助研和助管岗位津贴资助力度。提高国家助学贷款最高限额。落实和完善鼓励捐资助学的优惠政策。
（三）建立健全研究生教育收费制度。从2014年秋季学期起，向所有纳入国家招生计划的新入学研究生收取学费。现阶段全日制学术学位研究生收费标准，原则上每年硕士生不超过8000元、博士生不超过10000元，全日制专业学位研究生以及已按规定实行收费政策的研究生暂执行原收费政策。
研究生奖学金制度变革一：打破“公费”、“自费”之间的界限
我国旧的研究生资助模式是所谓的“公费”和“自费”制度。在研究生入学之初，高校的研究生招录部门会根据学生的入学成绩和本科表现评定其在研究生阶段所享受的待遇。成绩靠前、科研成果较多或者本科表现较好的同学会得到公费的待遇，而其他稍逊的同学则只能得到半公费或者自费的待遇。享受公费待遇的同学不但不用交学费，而且每月还能从学校领到国家补贴的生活费用，而半公费的同学则需要缴纳一半的学费，自费的同学则需要缴纳全额的学费，不过半公费和自费的同学也能每月从学校领到一定数额的国家研究生补贴。
旧的制度的弊端在于“一次评定，全程适用”。也就说，若是入学时被评为公费，即使在读研期间表现再平庸，也能在读研期间全程享受公费待遇，而对于那么没有获得公费资格的同学，即使读研期间表现得相当出色，也没有办法由半公费或者自费转为公费待遇。旧的以“公费”和“自费”为核心要素的奖助制度起不到倡导学习、鼓励创新和科研的作用，在经济大潮日益冲击高校校园的背景下尤其显得僵化不堪。
实行新的奖助金制度以后，研究生第一年入学时的奖助金等级由入学成绩决定。推荐免试的同学基本上都能获得高于学费的奖助金，参加研究生入学考试的同学中的成绩优秀者，也能获得高于学费的奖助金，其他的同学则能获得相应的较低等级的奖助金或者需要自己筹集学费。但是，第一年评定的奖助金等级并不会适用于第二年。第二年，学校会根据研究生的在校表现情况重新评定奖助金等级，也是说奖助金评定实行的是动态的管理模式。与第一年完全由入学成绩决定所获得的奖助金等级不同，第二年的奖助金评定在学习成绩之外会引入其他因素，比如科研成果、发表论文、社会活动等等。此外，新的奖助制度还设有配套的“三助”岗位，即学校设立一定数量的助研、助管和助教岗位，在校研究生可以申请相关岗位获得相应的劳务回报，并且这些岗位对所有学生都是开放的。这样一来，奖学金制度的改革，更有利于激发学生的科研态度，对学术的追求更加向往。
研究生奖学金制度变革二：更注重知识及科研
新的奖助制度有如下优点：
（1）通过阶段性考核，对于创新思维敏捷、创新能力强、科研成果丰硕的研究生，可申请高一等级的奖助学金和各类科研创新基金；同时对于学业懒散、成果产出不显著的研究生可申请到的奖助学金和各类基金就会相对减低或没有。通过这种资助方式使研究生自身价值体现、创新热情的激发与科学研究紧密联系起来，还原了研究生培养过程的特征，即科学研究是研究生教育的本质。
（2）合理的资助体系可以进一步发挥以科学研究为主导的导师负责制，赋予导师更大的招生及培养的自主权，从而调动导师培养研究生的积极性。通过改革激发责任感，使其为课题项目投入更多的时间与精力。从长远来看，也有利于培养研究生及开展科研工作，也更能体现研究生导师的教育价值。缺乏科研课题或研究生培养质量不佳的导师将面临着更大的压力。通过动态调整导师研究生招生数量，可使各种资源更好地得到配置。
我国的研究生奖学金制度正在不断完善当中，将更有利于刺激同学们的学习及参加科研的热情，说了这么多，提醒广大考研学子，既然决定了考研，就要用心对待，千万不要因为学习成绩不佳而影响了奖学金的评定，毕竟读研的费用也是一笔不小的费用，能够获得研究生奖学金将大大减轻费用负担，而且也是一项能力的象征，同学们应该努力争取。
当下中国教育的现实却是，义务教育并不义务，也变成了变相的收费教育。既然政府没有承担起义务教育阶段应有的义务，又何以单方面要求老百姓必须承担起非义务教育阶段出资的义务？
有媒体报道，教育部已经正式决定，自明年起在全国各高校实行研究生教育收费制。教育部一位负责人在接受媒体采访时表示，研究生教育收费改革是“合情合理”的。因为研究生教育本来就是非义务教育，个人理应承担费用。然而，从近期各大高校网站论坛的讨论看，这一看似合乎情理的改革仍然遭到质疑。
首先，客观上讲，研究生教育收费改革，无形中抬高了穷孩子接受更高层教育的门槛。偏远地区农村的孩子，本来在起跑线上就已经输给了城市里长大的同龄人。他们进入城市接受四年本科教育，远不足以弥补早期教育所造成的在素质上与城市孩子的差距，在竞争已近白热化的人才市场上将再次输给同龄的城里人。这也是近些年诸多农村出来的大学生选择继续就读研究生以进一步提高素质教育的一个重要原因。而研究生教育实行收费，这无疑将迫使他们中许多人只能放弃接受更高层次的教育，找一个回报率很低的工作。这反过来又会影响到贫困农村家庭的人力投资行为：因为高等教育费用已经让这些家庭不堪重负，本指望孩子毕业后能有一份尊严、体面且收入较高的工作，但事与愿违。所以，这种负面的示范效应将使更多的后续家庭不会投资于孩子接受高层次教育之上。长此以往，农村与城市在教育方面的鸿沟势必越拉越大。面对这种可能的后果，研究生教育改革也应该与其他改革举措一样，关照到“中国由世界上最大的城乡差距”这样一种现实。
然而，这还不是最重要的。我认为，更应该令人深思的是，从研究生教育收费改革中所透露出的某些信息，甚至关乎改革的程序正当性问题。
应该承认，中国教育部关于研究生教育收费的解释是成立的。然而，研究生教育收费改革的逻辑合理性并没有贯彻到其它教育改革领域。教育部既然认为非义务教育阶段个人理应承担费用，那么，从逻辑合理性的角度，很容易得出另外的结论：义务教育阶段应该由国家承担费用。然而，当下中国教育的现实却是，义务教育并不义务，也成了变相的收费教育。既然政府没有承担起义务教育阶段应有的义务，又何以单方面要求老百姓必须承担起非义务教育阶段出资的义务？
其实，研究生教育收费作为一项改革举措，其出台的程序背后就已经隐含了某种不对称博弈规则。据媒体透露，研究生教育收费改革的“始作俑者”是身为湖南人大代表的谢佑卿。在2002年3月6日下午召开的九届全国人大四次会议一次讨论会上，他仅仅以个人建议的形式提出了“关于研究生大部分教育费用应以个人自理为主”的主张。结果，人大会还没有结束，14日上午，教育部有关方面就向谢佑卿代表正式书面答复，感谢并采纳了他的建议。而与此相对比的一个严峻的现实是，连续几年的人大会，都有代表按规定程序联名提出农村义务教育应该免费的正式提案，却迟迟未得到落实。
由研究生教育收费改革联想到其他各方面改革举措，我们不能不对以下情况抱以警惕：因为改革主导与控制权的不对称性，可能造成改革过程中成本分摊与收益分享的不对称性。主导与控制改革路径的强势群体，可能首先想到的其实并不是改革合理性与否，而是想到改革的成本由谁承担，改革的成果由谁分享。从而在选择改革路径时，有利于自己的改革就推行，而不利于自己的改革就迟滞。
新制度经济学一向认为，改革作为一个制度变迁的过程，同时也是一个广义上的权利重新界定的过程。而权利的重新界定，必然造成利益格局的调整。这正如科斯所指出过的，“政府对权利的任何重新界定，都不可能达到双赢，而必定是有利于一些人而不利于另一些人”。正因此，科斯曾经深刻地指出，“经济学家与决
策者都要清楚我们讨论的问题具有交互性，即避免对A的损害将肯定会损害B的利益。我们必须决策的真正问题是，这个社会到底是应该允许A损害B，还是允许B损害A？”由此，对于包括研究生收费教育改革在内的任何一项改革举措，都不应该以其逻辑上的合理性，而掩盖了背后更重要也更具真实性的利益关系。惟其如此，才能更好地找到为改革所涉及到的利益各方都能接受的均衡点。品牌：长喜英语

据悉，中山大学、华南理工大学等高校2013年全国硕士研究生考试成绩日前已陆续公布，考生可登陆相关高校的研招网进行考分查询。预计各高校的复试分数线将于3月上旬公布。调剂手续将在全国硕士研究生招生复试最低分数线公布后办理，具体时间和办理手续考生可留意所报院校的研招网通知。

写调剂申请要简洁明了
张学阳表示，考生申请调剂应分三步走：
首先，调剂需要满足一定的条件，符合要求者可以实行网上调剂。对于参加网上报名，达到全国初试成绩基本要求未被第一志愿单位录取的统考、管理类联考、法硕联考考生，可以尝试调剂。考生可以登录中国研究生招生信息网的调剂系统根据提示信息填报调剂志愿。每位考生可填报两个平行志愿。考生必须留下联系电话，以便招生单位联系自己。一般来说，考生需要提供报考第一志愿盖章的成绩单原件，大部分学校都是需要的。
