天津市静海区降低实体经济企业成本工作

前期实施方案

为全面贯彻落实市委、市政府关于有效降低实体企业成本的意见精神,根据《天津市降低实体经济企业成本第一批政策措施》(津政办发〔2016〕13号),结合全区实际和部门业务职能,制定如下分工方案。

一、设立“降成本工作组” 牵头单位:区发展改革委

成员单位:区财政局、区人社局(人事、劳动)、区商务委、区金融局、区工业经委、区科委、区国税局、区地税局、区审批局、区信息中心

二、设立“降成本帮扶工作组” 牵头单位:区发展改革委

成员单位:区财政局、区人社局(人事、劳动)、区商务委、区金融局、区工业经委、区科委、区国税局、区地税局、区审批局、信息中心

三、工作分工和主责单位

1、降低企业税费负担(区国税局、区地税局)

(1)全面实施“营改增”。落实国家扩大“营改增”试点政策,把试点范围扩展至建筑业、房地产业、金融业和生活性服务业,实现增值税全面替代营业税。做好征管衔接,完善配套政策,实现平稳过渡(区国税局)。

(2)落实固定资产加速折旧企业所得税优惠政策。对生物药品制造业,专用设备制造业,铁路、船舶、航空航天和其他运输设备制造业,计算机、通信和其他电子设备制造业,仪器仪表制造业,信息传输、软件和信息技术服务业等6个行业和轻工、纺织、机械、汽车等4个领域重点行业的企业新购进的固定资产,可由企业选择缩短折旧年限或采取加速折旧的方法。对上述行业的小型微利企业新购进的研发和生产经营共用的仪器、设备,单位价值不超过100万元的,允许一次性计入当期成本费用在计算应纳税所得额时扣除,不再分计算折旧;单位价值超过100万元的,可缩短折旧年限或采取加速折旧的方法。对所有行业企业新购进的专门用于研发的仪器、设备,单位价值不超过100万元的,允许一次性计入当期成本费用在计算应纳税所得额时扣除,不再分计算折旧;单位价值超过100万元的,可缩短折旧年限或采取加速折旧的方法(区国税局)。(3)严格执行小微企业税收优惠政策。对年应纳税所得额在30万元以下(含30万元)的小微企业,减按50%计入应纳税所得,并按20%的税率缴纳企业所得税(区国税局);对月销售额不超过3万元的小微企业,免征增值税和营业税。加大优惠政策的宣传和实施力度,让企业应知尽知、应享尽享(区地税局)。

(4)免征部分行政事业性收费。对符合条件的小微企业免征教育费附加、地方教育附加、水利建设基金、文化事业建设费、残疾人就业保障金等政府性基金(区财政局)。

(5)引导企业用足用好自由贸易试验区和自主创新示范区政策。鼓励企业向两个区域集聚,享受资产评估增值分期纳税、研发费用加计扣除、职工教育经费税前扣除、股权奖励个人所得税5年分期缴纳、有限合伙制创业投资企业法人合伙人企业所得税优惠、5年以上(含5年)非独占许可使用权转让所得税优惠、中小高新技术企业向股东转赠股本的个人所得税5年分期缴纳等优惠政策(区地税局)。

2、降低企业人工成本

(1)降低失业、生育、工伤保险缴费费率。企业缴纳失业保险费率由2%降至1%;缴纳生育保险费率由0.8%降至0.5%;缴纳工伤保险基准费率最低标准由0.5%降至0.2%,最高标准由2%降至1.9%,调整后综合费率水平由0.67%下调至0.54%(区人社局)。

(2)允许困难企业暂缓缴纳养老保险费。困难企业暂时无力足额缴纳养老保险费的,经申请并提供担保、抵押,可暂缓缴纳单位应缴部分,期限暂定1年。缓缴的养老保险费不计收滞纳金(区人社局)。

(3)允许困难企业阶段性调整医疗保险缴费模式。经职工大会或职工代表大会同意,困难企业可以将医疗保险缴费模式由统账结合改为大病统筹,缴费费率由11%调整为8%。生产经营好转后可再改为统账结合模式(区人社局)。

(4)合理控制企业最低工资标准调整幅度。2016年企业最低工资标准拟由1850元调整为1950元,增长5.4%,执行起始时间延后至7月1日(区人社局)。

(5)扩大稳岗政策实施范围。支持企业在去库存、去产能、实现优化升级过程中,多渠道分流安置富余人员。对暂时遇到困难但不裁员不减薪的企业,给予一定的稳岗补贴;补贴政策到期后生产经营仍存在困难的企业,享受补贴的次数由1次提高到3次。鼓励企业利用降低成本带来的部分收益提高一线职工收入,稳定就业岗位(区人社局)。

(6)加大对企业的职业培训补贴力度。继续实施百万技能人才培训福利计划,落实职业培训补贴办法,安排10亿元资金,对企业职工参加职业培训的,按照人才需求紧缺程度,相应给予培训成本100%、90%、80%的培训费补贴和100%的技能鉴定费补贴(区人社局)。

3、降低融资成本

(1)提高中小微企业信用贷款风险补偿比例。安排60亿元财政资金,对高新技术企业中的中小企业、科技小巨人企业、出口型外贸中小企业和涉农中小微企业的信用贷款本金损失,将风险补偿比例由50%提高至70%,带动全市中小微企业贷款增长30%、平均融资成本降低0.5至1个百分点(区金融局)。

(2)降低企业融资租赁成本。安排30亿元财政资金,对1000家符合条件的中小企业和科研院所,采用融资租赁方式购置先进设备,给予租赁利息5个百分点的补贴。重点支持科技型中小企业、万企转型升级、智能工厂和智能车间、“机器换人”等智能化改造(区工业经委)。

3、降低重大建设项目资金成本。争取国家专项建设基金支持,为棚户区改造、养老服务体系建设、重大水利工程、城镇基础设施和战略性产业等方面的重大建设项目提供长期低成本资金(区发展改革委)。

4、降低政府性投融资公司融资成本。利用置换债券、地方政府债券、各类企业债券、境外低息资金和社会资金,实现政府性投融资公司综合融资成本降低1个百分点以上(区金融局)。

4、降低能源资源成本

降低企业用气、用电价格。一般工商业企业用气价格下调至2.77元/立方米,集中供热企业用气价格下调至2.37元/立方米。自2016年1月1日起,一般工商业企业用电价格平均下调3.13分/千瓦时(区发展改革委)。

5、降低物流成本

降低企业通港通关费用。取消港口速遣费。企业在天津国际贸易单一窗口报关,免交报关信息传输费(区商务委)。

6、降低制度性交易成本

取消部分涉企收费。取消旧机动车交易综合服务费、机动车安全性能检测线行政事业性收费、动物及动物产品检疫费、森林植物检疫费、树木赔偿和补偿费。取消质量专业技术人员职业资格、企业法律顾问执业资格、注册资产评估师执业资格、助理广告师和广告师职业资格、咨询工程师(投资)职业资格、土地估价师、土地登记代理人职业资格、房地产经纪人执业资格、物业管理师资格、注册税务师执业资格等10项考试费用(区发展改革委)。

7、降低创新创业成本

降低科技型企业成长成本。安排50亿元财政资金,支持科技小巨人企业成长,用于设立政府担保基金、产业并购引导基金、创业投资引导基金和天使投资引导基金,支持市级产业技术研究院、企业重点实验室、重大创新项目建设和“杀手锏”产品开发等,对首次获批的国家高新技术企业、完成股份制改造的科技型企业和获评中国驰名商标、名牌产品等国家品牌的企业给予补贴与奖励(区科委)。

8、降低生产经营成本和管理费用

在审批局建立企业代办服务中心,安排专门人员,拨付经费,采取政府购买服务方式,对企业办理相关审批手续提供无偿代办服务(区审批局)。

9、制作专题网站并负责信息维护(区信息中心)。

四、近期工作

1、请各任务牵头单位,根据本方案内容,在与上级业务主管部门深入沟通的基础上,制定具体实施方案,明确工作目标、重点举措、实施路径和保障措施,并于2016年2月25日前,报送区发展改革委。

2、请各单位明确1位分管领导和1名联络员,具体承担本部门“降成本”相关工作和具体帮扶工作。

3、即日起,各单位要建立热点电话,并由专人负责,具体解答“降成本”相关问题。

4、为确保相关政策落实到位,全面摸清静海企业“降成本”底数,请各单位结合责任分工,提出调研摸底内容、企业类型、范围和具体指标,并于2016年2月24日前,报送区发展改革委。

一、指导思想

四、招生要求:

走马学区核实规定的地块范围,及居住在走马村范围内的适龄儿童和符合条件的流动人口的适龄儿童。

六、招生工作具体时间安排:

1、5月中旬,落实招生事宜,做好适龄儿童的核查。

2、5月下旬,召开校招生工作会议。下发各村组张贴招生公告 3、6月1日——6月20日做好分发通知工作。

4、8月30日新生统一报到,收新生的预防接种卡,办理补充新生注册手续。

5、9月10前上报区教育局新学期人数数据备案。

我们相信,只要有高度的责任感,上下一心,团结合作,我校的招生工作一定能完满完成。
