近年来，报关这个行业越来越受到大家的关注，因此掀起了一场考报关员资格证的热潮。这与我国外贸经济的发展是密不可分的，简单的来说就是，我们和外国公司需要相互来往，相互贸易，互惠共赢。而我们的报关员就好比是他们交往的纽带，连接两头，使贸易展开，进而发展下去。尽管大家热衷报关员的考试，可是对报关这门行业了解的并不透彻。下面我们一起来认识一下报关行业和报关员。

报关员是这样定义的：

报关员是指通过全国报关员资格考试，依法取得报关从业

资格，并在海关注册登记，代表所属企业（单位）向海关办理进出口货物报关纳税等通关手续，并依此为职业的人员。报关员不是自由职业者，只能受雇于一个依法向海关注册登记的进货物收发货人或者企业，并代表该企业向海关办理业务。我国海关法律规定禁止报关员非法接受他人委托从事业务。报关员必须具备一定的学识水平和实际业务能力，必须熟悉与货物进有关的法律、对易、商品，必须精通海关法律、法规、规章并具备办理业务的技能。

报关员的执业任务：

1．按照规定如实申报出口货物的商品编码、商品名称、规格型号、实际成交价格、原产地及相应优惠贸易协定代码等报关单有关项目，并办理填制报关单、提交报关单证等与申报有关的事宜；

2.申请办理缴纳税费和退税、补税事宜；

3.申请办理加工贸易合同备案（变更）、深加工结转、外发加工、内销、放弃核准、余料结转、核销及保税监管等事宜；

4.申请办理进出口货物减税、免税等事宜；

5.协助海关办理进出口货物的查验、结关等事宜；

6.应当由报关员办理的其他报关事宜。

报关员的考试内容及科目：

考试主要测试考生从事报关业务必备的知识和技能，考试内容包括报关专业知识、报关专业技能、报关相关知识以及与报关工作相关的法律、行政法规和海关规章。

一共包含以下三大部分内容：.报关专业知识：包括报关概述、报关与海关管理、报关与贸易管制等;.报关专业技能：包括报关程序、进出口商品归类、进出口税费的计算与缴纳、报关单证填制等;.报关相关知识：包括国际贸易知识、世界贸易组织、英语知识、报关工作相关法律法规等。

报关员考试报考的条件：

（一）报名参加考试的人员应当符合下列条件：

1．具有中华人民共和国国籍；

2．年满18周岁，具有完全民事行为能力；

3．具有大学专科毕业及以上学历。

普通高等学校2012年、2013年应届毕业生可以报名参加考试。

西部地区（内蒙古自治区、广西壮族自治区、重庆市、四川省、贵州省、云南省、西藏自治区、陕西省、甘肃省、青海省、宁夏回族自治区、新疆维吾尔自治区）考生报名条件放宽至高中毕业及同等学历。

报考所需材料：

1.身份证和学历证原件及复印件

报名时间：

网上预报名时间：一般在5月底-6月中旬

2012年考试报名时间：6月5日-6月30日；现场确认报名期限为6月20日至7月5日。
