年乡镇党建工作考核实施办法

为了进一步完善和加强新形势下党建目标管理责任制考核工作,充分调动乡镇工作积极性,发挥考核激励和鞭策作用,切实搞好今年的党建考核工作,特制定本办法:

一、考核内容

乡镇党建工作考核分为共性目标和职能目标两块进行考核。

二、共性目标责任指标与计

分(50分)好范文,全国公务员共同天地

(一)领导班子和人才队伍建设(25分)

1、以学习“三个代表”重要思想和党的十六大、十六届三中、四中全会、县委十三届五次全会、县十五届三次人代会精神为重点,领导班子政治理论学习坚持经常,党委中心组理论学习每年不少于20次,做到有安排、有记录、有学习笔记、有心得体会、有考勤。

2、领导班子以民主集中制为核心的议事规则和各项制度健全,并能认真坚持,班子运转良好。

三、基层党组织建设职能目标责任指标与计分(70分)

(一)村组班子整顿建设情况(25分)

1、对村组班子底子清、情况明,能有针对性抓好村支部班子经常性建设,同时注重抓好村民委员会和群团组织的班子建设,并按月及时上报村级组织建设情况报表。

2、制定了村党组织书记建设规划,每年培育和树立了1—2名优秀村党组织书记新典型。

3、每月对村组干部培训1—2次,每次不少于1天,培训面不低于85。

4、督促指导村党组织按时按要求召开好民主生活会。

5、下工夫狠抓了“问题村”整建工作,乡镇党委责任落得实,解决了“问题村”存在的突出问题,按时限完成了整建工作任务。及时对缺职或需要调整的村级班子进行调整充实,缺职时间不超过3个月。

6、重视加强非公有制经济组织和社区党建工作,不断扩大党组织覆盖面。

(二)制度落实情况(15分)

7、坚持每月召开专题党委会,研究农村基层组织建设工作。

8、坚持党委成员联系包抓重点村制度和党建联系点制度,制订了包抓方案和帮扶措施,并定期到村上检查指导、解决问题,有工作日志或记录,每年驻村不少于30天,解决问题5—10件。

(三)党员教育管理及队伍建设情况(10分)

12、每个村每年培养入党积极分子3—5名,发展党员2—3名,流动党员管理有制度、有名册、有资料。

13、每个支部每年开展电化教育活动不少于12次,定期组织观看电教片。

14、乡镇党员干部每周参加政治学习不少于半天,农村党员干部

每月集中学习不少于1天,有计划、记录、考评总结。

15、能按时、按标准缴纳上解党费,党费管理实行专人负责,专帐登记。

(四)党建活动开展情况(10分)

(五)基层民主政治建设和信访维稳工作(10分)

19、每季度对政务、村务、财务进行一次公开。

20、全年没有越级上访事件发生,对信访案件和不稳定事件能够及时解决和处理。

三、考核办法

1、乡镇党建目标任务采取平时掌握与检查考核相结合的办法进行,需检查的每完成一项,由乡镇党委向县委组织部提出检查申请,县委组织部随时进行检查验收。

2、共性目标和职能目标的责任指标所得分占80,民主评议分占20。民主评议分由县党建工作领导小组对乡镇党建工作进行评议,评议分为工作作风、办事效率、工作质量、勤政廉洁四个方面,每个方面满分为5分。采取无记名评议办法,汇总后求出平均评议分,计入总分。

3、实行奖惩分制度。乡镇党建工作受好范文,全国公务员共同天地到表彰或批评通报的,在最后得分中分层次加分或减分。受中央、省委、市委、县委表彰的分别加奖10分、8分、6分、4分,奖励加分最高不超过10分;受到省委、市委、县委通报批评的,分别扣10分、8分、6分。

2011年一季度乡镇安全生产督查情况汇报

根据县安委会统一安排,2011年3月22日至3月31日,县安监局组成督查组对***、***等17个单位进行了一季度安全生产督查,并对13家企业进行了执法检查。现将有关情况汇报如下:

一、基本情况

今年以来,各单位能够按照县政府的要求,全面安排部署今年的安全生产工作,落实安全生产责任制,深入开展“安全生产基层基础深化年”活动,认真排查各类事故隐患,积极主动地开展安全生产大检查活动,确保了全县安全生产形势持续稳定。2011年一季度各单位未发生安全事故,实现了安全生产首季开门好。

(一)思想重视,全县安全生产会议精神落实较好。2月23日全县安全生产会议召开会,各单位迅速行动,立即对照责任书要求,及时召开了乡镇负责人、安全领导小组成员、企业(村)负责人参加的有关会议,把安全工作会议精神传达贯彻到每一个企业、村,并层层签订了责任书,按照考核结果兑现奖惩。通过督查,大部分单位都与所属企业村签订了安全管理目标责任书,17个单位共签订责任书份。**在2月25日召开的安全生产工作会上,与所属49家单位签订了安全目标管理责任书,并按照《***安全生产目标管理责任制考核奖惩规定》,落实各类奖励资金-1-

14200元,对201012个安全生产先进单位和11名先进个人进行了表彰;***加大了奖励资金的投入力度,在拨付专项资金8700元奖励先进单位和个人的基础上,又拿出3000元对安监办进行了专门奖励,极大的调动了安监人员工作的积极性;***严格考核奖惩,在3月21日召开的安全生产工作会议上,对20105个先进单位和9名先进个进行了表彰奖励,共落实专项奖励资金17700元,*****等单位均都对所监管重点企业收取一定数量的保证多,利用经济手段,确保企业做好安全生产工作。

(二)工作计划制定及时。各乡镇根据县政府制定的安

全生产工作工作计划和要点,结合各自实际,以政府文件形式制定出台了工作计划和要点,即做到了贯彻落实上级精神,又能切合自身特点,对全年的安全生产工作统筹考虑,把握重点,提前安排,心中有数,将“安全生产基层基础深化年年”的各项措施纳入到全年的工作重点中,“安全生产基层基础深化年”的要求贯穿全年的工作,一季度集中行动做到了有计划、有部署、有总结,成效明显。

(三)安全生产检查工作扎实有效。各乡镇都按照省、市、县统一部署,紧密结合实际,制定了切实可行的工作方案,把各项任务具体化,明细化,认真组织开展了企业自查和检查活动,基本做到了企业一周一查,乡镇一月一查。一季度各乡镇结合春

节期间安全生产检查、“两会”期间安全生产检查和第一次集中行动,共检查企业家次,下达现场检查记录份,查出各类问题条,目前已全部整改。**制作了《安全工作情况月报表》和《安全检查隐患登记表》,要求企业安排专人负责信息的收集、汇总、分析及上报,每次检查后,及时开展“回头看”活动,确保隐患整改到位。并印发了《***安全生产工作简报》,对每季度安全生产工作情况进行通报;****按照**[200**]33号要求,印发了《***安全生产“一岗双责”实施意见》,从制度上对领导带队检查安全生产工作进行了规范和要求;**落实安全生产工作季通报制度,对平时检查中查出的问题和隐患,形成通报,下发到各有关单位,实行隐患“销号”制度,确保隐患整改到位;华丰镇认真落实节后复工检查制度,期间共查处并整改各类隐患28条,下达整改责令书8份,奠定了一季度安全生产工作基础;****针对学校、幼儿园等重点部位道路交通安全隐患较多的实际,由安监办牵头,督促有关单位设立安全标志,及时消除隐患;**按“安全生产基层基础深化年”要求,于1月15日至25日,对辖区内所有企业进行了全面检查,期间共查出各类隐患43条,现场责令整改28条,限期整改15条,确保了“两节”期间安全生产形势稳定;***深入开展打非治违专项检查,在检查院、法院、公安局等单位的配备下,出动各类车辆100余台资,执法人员200余人次,对全

县所有非法选矿厂和粘土砖窑进行强行关闭,至目前已关闭非法选矿厂12家,粘土砖窑10余家;***扎实开展日常安全执法检查工作,一季度共检查31矿次,查出各类问题361条,提出建议与要求167条,下达现场执法检查笔录31份、责令整改指令书31份。

二、存在的问题

一是对安监工作不够重视。部分乡镇、街道对安监工作不够重视,体现有两个方面。一方面工作重检查,轻落实,对上级检查疲予应付,工作停留在表面上。另一方面,基层安监作用发挥不明显。据调查,乡镇安监站人员根据分工,大多数还兼有党政办、民政办以及包村等其他工作任务,无固定专职专责从事安监工作人员,且部分安监人员在编不在岗,变动性大,对安全生产工作投入的精力不足,工作不深入,监管不得力,措施不过硬。督查期间,个别乡镇出现人员不到岗情况。此外,个别乡镇至今还未落实安监站办公场地。

二是日常管理工作不规范。大部分乡镇、街道安全生产管理台账、各种报表不齐全;安全生产会议记录、安全生产检查记录、安全隐患排查治理记录等不齐全;无安全事故隐患和危险源台账,事故隐患无整改方案和防范措施;未制定事故应急处理预案。此外,还存在文档整理归档混乱等问题,离示范单位建设还有差距。

三是日常监督检查和专项整治有待加强。第一季度,乡镇、街道开展综合性安全生产专项整治活动较少,专项整治仅突出交通安全领域,对烟花爆竹、危险化学品、非煤矿山、农村食品医药安全、建筑施工等行业领域缺乏统筹安排。此外,通过督查,交通安全整治还是暴露出一些突出问题,城乡交界,乡镇交界农用车非法载客、人货混装现象严重,特别是城乡交界地段,基本处于失控状态,日常监管和专项整治有待加强。

四是安全生产示范单位创建工作推进滞后。乡镇、街道对安全生产示范单位创建工作重视不够,安全生产示范乡镇、示范社区、示范村寨创建工作有待加强。

三、下一步工作建议

(一)进一步加强基层安监队伍建设,确保安监队伍稳定。乡镇、街道安全生产工作仍是我市安全生产的薄弱环节,面临的形势仍十分严峻。各级各部门务必站在贯彻落实科学发展观,构建安全生产保障体系,夯实安全生产基层基础工作的高度,严格按照“明确职责、授以权力、加强培训、发挥作用”的原则,切实加强基层安监队伍建设,确保安监队伍稳定,促进乡镇、街道安全生产工作水平实现整体提升。

(二)突出抓好安全隐患排查和专项整治。要切实抓好道路交通、非煤矿山、危险化学品、食品药品、建筑施工以及特种设

备、压力容器等重点行业、重点领域安全隐患的排查与专项整治,着力防范安全生产事故。

(三)日常管理工作要进一步规范。各种报表、台账规范科学;有完整的安全生产会议记录,安全生产检查记录,事故报告及处理记录,隐患排查与整治登记台账;有比较完善的安全生产应急救援预案等。

(四)切实加强安全生产示范单位创建工作。要把安全生产示范社区、示范村寨作为当前基层安全生产示范单位创建工作的重要内容抓紧抓实,高度重视,精心组织,确保抓出成效。

第五篇:乡镇 考核工作方案

乡镇 考核工作方案

根据中央和盛市有关文件精神,特制定本方案,乡镇 考核工作方案。

一、考核时间

结合乡镇年终综合考核或干部考核考察工作进行。

二、考核内容

主要考核以下六个方面(具体考核内容见考核评分表):

1、落实农村基层组织建设工作责任制情况;

2、乡村领导班子和干部队伍建设情况;

3、农村基层组织载体建设情况;

4、构建城乡统筹的基层党建新格局情况;

5、农村基层民-主政治建设情况;

6、工作保障情况。

三、考核程序

1、召开述职测评会,由乡镇党委书记进行口头述职,与会人员进行测评打分。

2、查阅乡镇有关农组工作资料,党委会议室、农组办、党务政务公开栏等软硬件建设情况,规划方案《乡镇 考核工作方案》。

3、个别访谈,了解核实:乡镇党委书记对农组和选派选聘工作重要性的认识和思路情况;主动协调解决农组和选派选聘工作中存在的难点和热点问题情况;乡镇领导班子的团结协调状况。

4、考核组统计群众测评分;召开考核组全体人员会议,按照考核内容及评分办法,对所考核的乡镇逐项逐条进行评分,并将群众测评分、考核组评分按1:1的比例计算最后得分。

5、考核组根据考核中掌握的情况撰写考核汇报材料,对乡镇农组工作情况作出总体评价,指出存在的问题和不足。

四、有关要求

考核要形成书面汇报材料,汇报材料、乡镇党委书记述职材料、《考核评分表》和《考核登记表》(附电子版)须于汇报结束后一并交县农组办。
