关注民生福祉尽职帮村工作 推动富强村新农村建设工作的全面发展
各位领导、同志们:
按照区委组织部的安排,我于2006年6月1日至南广镇富强村担任支部副书记,作为帮村干部协助富强村两委的新农村建设工作,在这一年的时间里,我按照新农村建设的“生活宽裕、生产发展、乡风文明、村容整洁、管理民主”的指导方针,在南广党委政府的支持下,和村两委干部密切配合,积极推进富强村的发展建设,取得一定的成绩,并在遭遇几十年罕见的干旱缺水、旅发大会的召开、新农合工作的开展等重大事件中锻炼了应变和组织能力,使自己对农村复杂多变的民情掌握有了很大的提高,现将一些主要的工作情况向各位领导和同志汇报如下:
一.广泛摸底调查,理清发展思路,为进一步的工作开展夯实基础
(一)按照组织上要求,吃住在农户家中,并借此机会和村委干部、农户进行了深入的接触,多次到农户家中访谈,倾听他们的想法和建议,了解群众的思想状态和生活、生产情况,掌握老百姓最关心的热点、难点问题,关注一些影响安定团结和工作开展的重要人际关系。逐渐对富强村的现阶段的发展情况、存在障碍、优点劣势、热点难点问题有了一个比较全面的认识。
(二)对全村的地理地貌、自然环境、交通状况、基础设施、主要的种植业、养殖业以及人口数量、分布情况、主要收入来源都做到心中有数,根据本村的特点作到因地制宜、扬长避短,充分发挥本村的优势,理清发展方向,并积极和书记、村长及其他村委干部交换意见,大胆阐述自己的想法和意见,得到村两委干部的支持,达成了共识,形成了初步的发展思路。
二.抓好基层党建工作,不断凝聚发展精神动力,为新农村建设提供可靠的保障。
(一)加强支部建设、推进基层民主政治建设。在支委成员的支持下,坚持和完善了支部党员民主生活会,加强支部的凝聚力。同时,在党员学习内容上采取灵活多变的方式,由单纯的政治思想学习转变为理论学习与专业培训相结合,加强对党员的思想素质和文化素质的教育,通过积极争取,由区卫生局向富强村捐赠一台电脑和打印机,使村党员干部能够掌握先进的科学技术和工作方式,形成新观念、新技术的学习氛围。鼓励党员带头致富,公开村两委的一些发展思路,通过全体党员的集体讨论,确立一些切实可行的方案,积极推行党务、村务、社务公开,涉及到重大决策,要以2/3的群众签字同意。
(二)起好示范作用、增强支部的影响力和号召力。树立“一名党员一面旗帜”的思想,加强党员干部的带头示范作用。富强村四社由于宜长路建设和农网改造的历史遗留问题较多,部分群众之间发生严重的分歧,矛盾不断激化,群众情绪波动很大,矛盾的症结在于四社的强劳力不足,改造的地点偏僻难行,导致农网改造的电杆不能及时到位,加之在宜长路建设时由于土地的划分的遗留问题,从而引发了一系列纠纷,为了妥善的解决遗留问题,保证农网改造的顺利按时完成,我和村支部书记带头为群众抬电杆,在此过程中许多党员同志也纷纷不计报酬的自觉参与进来,使农网改造工作按时完成,此一举动在整个富强村产生很大的反响,村支部在群众中树立起了比较高的威望,四社的诸多矛盾也迎刃而解。外出打工的许多村民在得知这一情况后也纷纷打电话对支部的这一举动表示赞赏。不仅如此,在富强
村的许多工作中,党员干部越来越多的发挥着先锋模范作用,在卫生村建设、新型农村合作医疗工作的开展、帮助群众脱贫致富的工作中,村支部确确实实起到了坚强的核心作用,群众的拥护和支持又反过来促进了党员干部的工作热情,使村支部在群众中的号召力和影响力不断提高。
三.务实苦干深谋发展,多方争取积极引进,稳步推进富强村各项工作
(一)实干打基础、扎实做好富强村常规工作
1.落实全村的沼气池建设。主动上门向群众宣传沼气池的好处,树立沼气使用户典型,积极向农牧局反映,及时组织对农户沼气池的验收,并按相关政策给予补助,以提高农户建设沼气池的积极性。2006年共完成沼气建设21口。
2.关注留守儿童。开展未成年人思想道德教育工作,在镇先教办的安排下,针对我村因父母外出务工致留守儿童较多的情况、积极开展未成年人的思想道德教育工作,成立未成年人思想道德领导小组,确立村委的留守儿童帮扶对象,并和富强小学相互配合,共同开展未成年人的思想道德教育工作。
3.保证红层打井工作的顺利实施。在镇政府的统一安排下,安排各社作好本社农户红层打井的申请、协议书的填写,要求各社队长对本社的农户一定要作到挨家挨户征求意见,不能发生遗漏,保障了全村300余口机井打井工作的顺利完成。
4.关心群众疾苦。针对农村的实际情况,着力解决“看病难、看病贵”的问题,八社的余小龙,当兵退伍后患有严重的癫痫病,三年来一直发病不断,丧失了劳动力,并导致家庭不和。经与区人民医院衔接,由区人民医院副院长(神经内科专家)陈蓓亲自为余小龙制定治疗方案,并鼓励余小龙树立战胜疾病的信心,同时和书记利用晚上时间到余小龙家中召集其家庭成员作思想工作,为余小龙治病创造良好的生活和劳动环境,减轻他的思想压力。二社的五保户丁正才,患双侧疝气,因无钱看病,导致病情日益严重,影响到生活,将其安排到技术力量比较好的李庄镇卫生院顺利的开展了手术治疗,并为其减免了大半费用,安排专人护理,解除了老人的后顾之忧。七社特困户于庭兵,患有严重的心肺疾病,双下肢水肿,无钱医治,经与民政局和南广镇卫生院衔接,由南广镇卫生院先予于庭兵治疗,再由民政局落实医疗救助,目前于庭兵病情已得到控制。
5.开展思想工作,协调群众矛盾。由于农村工作的特殊性,在平时的思想工作中既注意到方式方法,同时也考虑到农民群众的感受,兼顾各方的利益。二社20余户农户因宜长路建设时的水井征用补论文联盟www.xiexiebang.com整理偿费发生纠纷,经和书记商量,召集这20余户农户开会集体作思想工作,最终达成全体农户都比较满意的协议,化解了纠纷。一社两家农户因土地发生矛盾,其中一户农户向另一户农户田中倾倒碎玻璃,造成了恶劣的影响。和书记一起对两户农户的过激行为提出了严肃的批评,带头到田中清除碎玻璃,并按照公正的原则为两家农户划定地界,取得两家比较满意的结果。
6解决农民困难、保持和谐稳定。2006年7-10月,由于遭遇了几十年来罕见的持续干旱,我村五、六、七社出现了严重缺水现象,人畜饮水困难,发生了农户阻碍红层找水打井队正常施工的行为,为了了解农户的实际困难,我顶着炎炎烈日逐个跑遍了五、六、七社所有缺
水的农户,在掌握了全面情况后,一方面针对不同的情况分别作群众的思想工作,保持他们的情绪稳定,消除对村两委干部的误解,同时在书记、村长的安排下,及时组织打井施工队和村民的协调会,加强沟通。另一方面积极向镇、区国土局呼吁,在镇党委、政府领导和镇驻村领导的协调和帮助下,为缺水的农户多争取了80余口机井的指标,及时妥善解决了大部分群众的饮水问题,保障了打井队的施工顺利进行,带头闹事的村民也主动归还了打井部件,维护了社会安定。
(二)以经济发展为核心、实现共同富裕的目标
针对富强村的地理、资源、人口分布的特点,提出一社一品的发展思路,根据全村九个社的特点,分别实行不同的发展目标,统合全社资源,在群众自愿的基础上把各自为政,小规模的种植业、养殖业整合成规模性的产业,形成本地区内的产业优势,同时兼顾发展村级企业。
1.积极引进外资,促进产业结构调整。(1)在镇党委政府、区国土部门的支持下,指导我村一社利用本社的石料资源,积极引进投资商改建了一条约3公里的村级公路进行石料的开发加工,制定了合理的分配方案,此举不仅在政府、村社未投入一分钱的情况的实现了基础设施建设,全社社员的收入也将得到大幅提高,同时也安排了全村部分富余的劳动力,达到一举三得的效果。(2)扶持村里有特色的种种植、养殖经济,使之形成规模化、产业化。四社的村民丁刚在蘑菇种植上有较高的技术,其种植的蘑菇在市场上供不应求,但由于受场地和资金所限,规模一直难以扩大,目前已联系到投资商愿意投入资金和丁刚合作开展蘑菇种植。
2.多方争取支持,为群众谋实利。通过向区林业局积极衔接,由区林业局无偿为我村提供的约一万株优质木材柜桉树苗也即将落户到富强村,由于柜桉木材具有较高的经济价值,能达到造林致富的目的。
(三)大力改善村容村貌、打造优良的生活、生产环境
为了使村容村貌更上一个新台阶,村两委经多次讨论决定在2005年获得区级卫生村的基础上,2006年争取实现创建市级卫生村的目标,从2006年8月开始,由镇党委、政府支持投入资金,全村开始进行大规模的改厕、改圈、改水、硬化道路、除灭四害,指导规范卫生制度、检查方案,积极开展全村卫生户检查评比工作,挨家挨户上门推广沼气池的应用,多次组织全村性的卫生整治活动,不仅使全村的村容村貌得到进一步改善,也同时向村民宣传了良好的卫生知识,改变了村民的卫生习惯,在2006年11月22顺利通过市爱卫办的检查验收,得到市爱卫办领导的高度评价,被评为市级卫生村。
(四)精心组织、广泛动员、保障新农合工作顺利实施
2007年1月我区新型农村合作医疗工作正式启动,按照镇党委、政府的安排部署,从1月16日召开新型农村合作医疗启动动员大会,到2月20日上报我村实际参合人数,要在一个月时间内完成全村550户、2200多农民的宣传动员、参合收费工作,时间紧、任务重。由于大部分农民群众由于不了解党中央国务院制定的这项解决农民看病难、看病贵的政策,参合热情不高,为了保证绝大多数村民能够了解这项政策,享受国家给予的农民的优惠,我和村两委干部充分认清形势,迎难而上,及时召开村两委党员干部、各社社长、村民代表动员会,精心组织工作方案,分成三个小组分片对全村9个社的农户挨家挨户上门宣传、动员,对部分不理解新农合政策的农户集中力量反复上门宣传新农合工作的目的、意义及给农民群众带来的实惠,经过村两委党员干部不懈的努力,到新农合参合工作结束时,全村参合率达到90%,圆满超额完成镇政府下达的85%参合率指标。
四.工作中存在的不足和欠缺
(一)对群众疾苦的关心力度不够。尤其对特困户、五保户的实际困难没能作到彻底的解决。虽然客观上受到政策、实际情况的限制,但在主观上未能充分发挥自己的积极性。
(二)在农村中的工作方式尚未完善、有所欠缺。在工作中,还没完全掌握与群众的沟通技巧,在协调和以农民群众乐于接受的工作方式上尚欠火侯。对农村工作中的一些实际情况没有完全了解,作到心中有数。
(三)部分制定的工作计划没有落实。在和村两委干部制定的发展计划中,有部分项目未能得到落实,一方面有资金、技术及农民群众不接受的困难,另一方面更主要的原因在于实地调研、考察论证上不够充分,暴露出我在由于农村工作经验上的不足而导致考虑方案上的不成熟。
一年来的帮村工作,不仅使我各方面的能力有了长足的进步,富强村的新农村建设工作也渐入佳境,在我和村两委干部的共同努力下,在镇党委政府的扶持下,富强村在支部建设、民主建设、经济发展、村容村貌、乡风文明等方面都有了进一步的发展,富强村的各项工作都取得了优异的成绩,在2006年年终目标考评中,富强村两项目标考核全部获得一等奖,有两名村干部荣获个人先进,同时,通过一年来的共同学习、工作经历,我和富强村的干部建立了深厚的感情,真正切身感受了农村的真实面貌、农民群众朴素的愿望和亟待发展的迫切要求,这段难忘的经历必将对我将来的思想、工作产生深远的影响。
