据《武汉晨报》1月5日报道，近日武汉一名女硕士因求职碰壁，索性将简历上学历改为本科，“冒充”本科生求职，引发全社会对硕士生就业困境的关注。

全国高等学校学生信息咨询与就业指导中心《全国高校毕业生就业状况》显示，从考研(微博)人数首次突破百万的2005年开始，一直到2009年，硕士生就业率连续下降。2009年和2010年，硕士生的就业率甚至不敌本科生。一份来自江苏省人才市场的统计也表明，2011年高校毕业生中，硕士研究生就业率为86.6%，本科生为90.3%，专科生为94.1%，硕士生就业率比专科生低近8个百分点，就业与学历呈现出倒挂现象。

这似乎在表明，学历文凭已不再是理想工作的“通行证”。对比2003年的教育统计数据和2012年全国研究生招生计划，每年新招研究生人数从220007人增长到517200人，10年间扩张了1.35倍。就业紧张也随之而来。根据人社部最新劳动统计年鉴，2010年城镇失业人口中25~29岁男性，本科学历的失业率为28.7%，硕士为53.3%，同一年龄区间的女性，本科学历的失业率为37.8%，硕士为57.1%。处于这一年龄区间的硕士生大多刚刚毕业，面临首次就业，却比本科生的失业率高出近20个百分点。在30~34岁区间，硕士生的整体失业率也高于本科生，女性差别更明显，本科为8.2%，硕士为28.6%。

教育部统计数据表明，目前有约160万研究生在校等待就业，每年毕业季就会新增50万硕士毕业生。但市场上并没有足够多的合适岗位对口新增毕业生。辽宁省第三季度的职业供求报告显示，该季度有10061名硕士求职，却只有8143个岗位需要研究生以上，只占全部岗位的1.5%。

研究生就业之所以出现困难，究其原因主要有三：一是研究生扩招后，部分高校软件和硬件不相配套，培养质量没有跟上；二是研究生的就业期望普遍较高，辛苦多读了几年书，都希望获得更好的职位薪水，宁肯待业在家也不愿“屈就”；三是在很多用人单位看来，招用研究生既要支付高薪酬，又要担心他们“眼高手低”，权衡之下，显然本科生“性价比”更高。

据《参考消息》报道，由于扩招严重，很多高校的研究生人数已经超过本科生。但我国研究生教育仍存在科研能力差，“产学研”链条断裂，缺乏既能胜任理论教学、又能指导学生实践的“双师型导师”等问题，致使部分研究生的能力并没有得到很大提升。

据新华网报道，目前高校或研究院的硕士生导师，是以教授和研究员为主体，大多从事的是理论研究，对学生的实际需求和发展给予的帮助有限，更无法提供训练平台。研究生在实际培养中，过分强调理论研究水平，出校门时空有一套见解却毫无解决问题的能力。其结

果是，虽然培养了大量人才，却无视就业市场需要，高校和企业都消化不了，只能“贬值”。

从用人单位的角度来看，如今中小企业是主要的就业岗位提供者，但对研究生的吸引力有限。一方面，产业结构影响了企业用人方向；另一方面，较小的发展空间和不规范的用工标准，也让研究生顾虑颇多。辽宁省人社厅发布的2012年上半年辽宁省职业供求数据表明，由于该省以劳动密集型产业为主，对熟练工要求较多，企业对本科生和硕士生的需求量只是高职生的20%。

由此可见，想要转变硕士生“产能过剩”的现状，要从高校、个人和市场三方面入手。高校转变培养观念，以“社会可用的高水平人才”为培养标准；硕士生在加强实践能力的基础上，适当调整求职心态；产业结构的调整和升级，经济增长方式的转变，更会从根本上缓解高水平人才的就业压力。

“建议高校建立一个就业数据库。”北京师范大学(微博)管理学院教授王建民表示，我们的研究生扩招缺乏整体设计，招生没有和就业联系，没有和经济转型、社会发展联系。我们应该根据出口调整研究生招生，根据社会需求建立反馈机制。在这方面，国外一些一流大学的培养模式值得借鉴，比如，哈佛大学长期与校友保持联系，并进行系统、完善的跟踪调查，根据校友和市场的反馈，来调整学校的招生和培养，始终保持了就业和招生、专业设置的动态平衡。

记者多方采访获悉，此次专项审核采取统一部署、分级负责、自上而下、分批实施的方式，达到坚决整治干部人事档案造假问题，确保干部人事档案真实、准确、完整、规范。此次专项审核，将从2014年10月持续至2016年6月。

据介绍，此次全面审核，重点审核干部的出生时间、参加工作时间、入党时间、学历学位、工作经历、干部身份、家庭主要成员及重要社会关系等重要信息，尤其是对档案材料是否涂改造假，干部信息是否真实准确，重要原始依据材料是否完整规范等方面进行重点审核。

干部档案是记载干部基本信息、政治思想、业务能力、工作表现、工作实绩等内容的文件材料，是历史、全面地考察干部的重要依据。记者在多地采访了解到，档案造假在一些政府机关和企事业单位中几乎成为公开的秘密。

2013年4月任山西太原市质量检验协会秘书长的王红英，自1991年来3次涂改出生日期，从实际的1976年3月14日最后改为1978年12月 15日;轰动一时的河北石家庄“骗官书记”王亚丽，档案中除性别是真的外，姓名、年龄、履历均是假的，其档案中90多枚公章中，有1/3以上是假的。

在中纪委公布的2014年中央巡视组两轮巡视整改情况中，巡视涉及的20个省份中15个省份的整改通报提及整治干部档案造假，其中河北处理了11名身份造假的干部。

一位基层干部表示，档案造假在当地并不鲜见，只要将公安户籍和人事档案部门疏通好，涂改年龄等信息并非难事。有的干部甚至能将档案涂改年轻10岁。

主客因素导致造假前仆后继

记者梳理发现，目前干部档案造假主要集中在改“三龄”：年龄、工龄和党龄;改“两历”：履历和学历;改“身份”：骗取干部身份等方面。比如2014 年被中组部通报的山西运城市经济技术开发区副主任黄梅芳，其父经人介绍，进入稷山县委组织部干部档案管理室，将黄梅芳出生日期从1972年4月涂改为 1975年4月，并撤换了其入团申请书。

业内人士分析，在近年来各地加大对档案造假现象的查处和曝光力度的背景下，不少干部对于“档案美容”依旧前仆后继，关键有主客观两方面因素导致。

在主观方面，当前，组织部门对领导干部的选拔任用，在年龄、学历、工作经历等多方面都有了更加明确和具体的要求，有些条件不够的干部为了“占位子”、“争帽子”，即便知道有风险，却依然将改档案当成火线上位的“临门一脚”。

中国社会科学院政治学研究所执行研究员刘山鹰说，很多干部为争取提拔、延长任期，往往不择手段改小年龄，以至于出现按部分干部的履历推算，读初中时就已计算工龄等怪象。

此外，档案管理疏松、纠错机制缺乏、造假成本低等，也在客观上导致部分干部档案造假。

“每个县委组织部、县人事局各有一个档案室，级别稍高的干部档案在组织部，一般干部档案在人事局，满屋子数千份干部档案其实就一人管，管好办公室不被偷就不错了。” 曾在广西担任过 基层县委 组织部部长的一名干部说，只要疏通管档案的干部，就可以实现对档案的修改，包括删除一些敏感信息都能轻松做到。

西南政法大学教授陈步雷说，公民居民身份证是从1986年开始编制的，但电子化管理在2000年前后才实现，此前采取的是户口本与户籍卡片管理，当时要想修改或作伪较为简单。

“现在缺乏对干部档案造假的纠错机制，一旦发现问题，如何启动调查程序、谁去调查、怎么调查，制度上都没有这个安排。现在查出来的档案造假问题，一般都是举报引起社会舆论或者领导重视了，才会进入调查，而这些调查都没有固定程序，随意性较大。”一位基层组织部门负责人说。

有专家认为，干部档案造假一个重要原因是违规成本太低。造假问题一旦被发现，几乎都是党纪处理，更轻的则可能是政治前途暂时遇阻。

据相关通报，年龄造假的黄梅芳仅受到党内严重警告处分，对其进行诫勉谈话。

预防档案造假腐败机制有待建立

据介绍，此次档案造假全国性专项审核，对存在档案造假的，要责令干部本人及相关责任人作出书面检查，并予以纠正;情节严重、影响恶劣的，要给予组织处理或党纪政纪处分。涉嫌档案造假，经组织调查一时难以查清的，要记录在案，未查清前不得提拔或重用。

此次专项审核，能否遏制档案造假成风的“潜规则”?不少专家表示，干部档案造假属于严重的腐败行为，应建立预防造假腐败的体制机制，确保干部“不敢、不能、不想”造假。

陈步雷等专家建议，在“不能造假”方面，应建立干部档案数据库并全国联网，即使干部异地交流也能实现查询。改变人事档案的“黑箱”化管理模式，扩大干部基本信息的公开化，为社会监督创造条件。同时进一步实现干部基本信息阳光化、公开化，让试图弄虚作假、瞒天过海者暴露在人民群众的雪亮眼睛之下。

在“不想造假”方面，应改变在干部选拔任用过程中年龄、学历“一刀切”的状况。有舆论认为，在现行干部选拔任用过程中，只要达到一定年龄界限就不再予以提拔、甚至必须“退居二线”，只有具备一定学历文凭，才能获得提拔重用。于是，就出现了“年龄越填越小、学历越填越高”的档案造假现象。

加大对档案造假骗官行为的惩处力度，实现“不敢造假”。业内人士建议，要建立完善的追责机制和“一案多查”制度，既要追究造假者的责任，更要追究档案管理者以及授意或参与篡改、造假的相关人员的责任。

陈步雷认为，当前公务员法等相关法规中并未对如何惩处公务员档案造假等不道德行为做出明确规定，应修订公务员法，强化公务人员的道德意识。对一些造假骗官行为，应以诈骗罪追究其法律责任。
