有关当今金融危机的几个问题

历史新课程的重要特点之一就是要体现时代性，强调知识的运用，从历史中汲取营养，为现实服务。在讲二战后资本主义货币体系时，针对学生的思维特点，老师可以联系当今的金融危机，向学生设臵四个问题。
问题一：2008年金融危机席卷全球，西方国家的许多富豪一夜之间成了穷光蛋，国家的金融体系也遭受巨大冲击，一些像冰岛这样的国家更是度日艰难。为了稳定其货币体系，需要依靠国际组织的支持，在由世界银行和国际货币基金组织构成的世界金融体系中，冰岛应向哪个组织申请贷款？
不少人认为应该找世界银行，因为银行是发放贷款的。这个问题的相关知识在教科书上的叙述很简单，并不清楚，而学生又缺乏相应的知识储备，让学生讨论也不适宜，所以只能由老师讲清楚。国际货币基金组织（IMF）是联合国的专门机构，是政府间国际金融组织，它与世界银行一起成为世界两大金融机构，其功能是协调和稳定汇率，或者说是监察汇率的变化，主要角色是核数师，工作是记录各国之间的贸易数字和各国间的债务，并主持制定各国货币经济政策。世界银行（Word Bank）也是联合国属下的专门机构，负责长期贷款的国际金融机构，是世界银行集团的俗称，“世界银行”这个名称一直是用于指国际复兴开发银行（IBRD）和国际开发协会（IDA）。这些机构联合向发展中国家提供低息贷款、无息贷款和赠款。今天它的主要任务是资助国家客服贫困，在减轻贫困和提高生活水品的使命中发挥作用，其主要角色是对发展中成员国提供长期贷款。世界银行不是银行，而是一个专门机构，拥有184个成员国，这些国家对世界银行资金的筹措和使用共同负责。国际货币基金组织和世界银行究竟有哪些不同呢？首先，两者的目的不同。国际货币基金组织是为了调整国际货币关系而建立的，其宗旨：一是向会员国提供短期（3—5年）贷款，以平衡其国际收支的逆差，但是这种与一般的商业贷款不同，具有较为苛刻的条件和鲜明的政策性，例如，1997年亚洲金融危机爆发后，国际货币基金组织成为国际金融领域重要的协调和仲裁者，对各国进行了经济援助和干预；二是促进各国间的货币合作，维持国际经济的稳定，世界银行是一个主要协调对发展中国家长期贷款和投资而产生的国际金融组织，其宗旨是对发展中国家的成员国提供长期（一般为50年）贷款和投资，以促进其经济的发展和生产水平的提高。其次，两者的作用不同。国际货币基金组织对国际金融和经济危机的防范起到了积极作用，在指导会员国拜托国际收支困境方面发挥了巨大的作用，如1997年的亚洲金融危机，该组织向泰国、印尼、韩国提供了1000多亿美元的贷款，使之减轻和拜托了国际收支的困难状况，使东南业经济秩序得以恢复正常。世界银行在一定程度上促进了发展中国家的经济发展，通过对会员国中的发展中国家的政府或政府担保的私人企业提供贷款和技术帮助，对发展中国家的基础工业以及农业的发展起了促进作用，如中国自1981年起，多次获得世界银行的贷款，在西部大开发、农业经济结构调整、教育事业的发展等方面，取得了良好效果。
所以，对于今天深陷金融危机的冰岛、巴基斯坦等国家来说，要稳定本国货币体系，应向国际货币基金组织申请贷款，逐渐摆脱国际收支的困境。而像我国在四川汶川大地震后，大规模的基础设施需要重建，急需大量资金，我国又是发展中国家，所以可以向世界银行申请贷款。
问题二：从美国开始的金融危机演变为金融海啸席卷全球，这暴露了现行的世界货币体真的不掉线吗？？、？？？？？？？？？？？？ 系的缺陷，那么二战后世界货币体系是怎样建立和演变的呢？
英镑曾是资本主义世界最重要的储备货币，直至二战前，40％左右的国际贸易仍使用英镑结算的。经过第二次世界大战，英国遭到重大的损失和破坏，以英镑为中心的资本主义货币体系难以维持。战后，美国登上了资本主义世界盟主地位，美元的国际地位引起国际黄金储备的巨大实力而空前稳固，1945年，美国的黄金储备已占到世界黄金储备总量的59％。这就使建立一个以美元为中心的世界货币体系成为可能。在这一背景下，1944年7月，在美国新罕布什尔州的布雷顿森林，美、英、法、苏、中等44个国家的代表举行了联合国国际货币金融会议。会议通过了以美国怀特计划为基础的《联合国货币金融会议最后决议书》及其附件，这些文件统称为《布雷顿森林协定》。1945年，根据《布雷顿森林协定》，国际货币基金组织和国际开发银行即世界银行成立，这样，以美元为中心的世界货币体系建立起来了，这就是布雷顿森林体系。这个体系实际上确立了“两个挂钩原则”，即美元与黄金挂钩以及各国货币与美元挂钩的原则。所谓美元和黄金挂钩，即多国协助美国政府维持35美元等于1盎司黄金的官价水平，美国政府承担各国政府或中央银行按黄金官价用美元向美国兑换黄金的义务；所谓各国货币与美元挂钩，即各国货币与美元保持固定的汇率。美国政府根据35美元等于1盎司黄金的官价，规定1美元的含金量为0.88867克，其他各国政府也规定本国货币的含金量，然后按照各国货币含金量之比，确定各国货币对美元的法定汇率，这一汇率不得随意变动。这样一来，美元就成为黄金的等价物。各国货币只有通过美元才能同黄金挂钩，美元成为资本主义国家进行国际清算的支付手段和主要储备货币。美元的霸权地位便确立了。
布雷顿森林体系的建立，在战后相当一段时间内，确实带来了国际贸易的发展，促进了全球经济体系。但布雷顿森林体系有着自身无法克服的缺陷，其致命的一点是：它以一国货币（美元）作为资产，具有内在的不稳定性。因为只有靠美国的长期贸易，才能使美元流散到世界各地，满足其他国家的美元需求，而美国如果要保持国际收支平衡，则会断绝国际储备的来源，从而引起国际清偿能力的不足。战后建立的布雷顿森林体系是以当时美国绝对优势的经济地位为基础，同时也是因为美国愿意并且能够向其他大国提供经济发展所需要的国际条件和能力。但是到了20实际70年代初，美国经济实力的相对削弱已经成为明显事实。在这种情况下，美国不愿意也无力继续履行它原先在货币、贸易方面承诺的义务，拒绝承担稳定美元的责任并实行贸易保护主义，1971年12月与1973年2月，美国政府被迫两次宣布美元贬值。资本主义各国纷纷采用浮动汇率，不再承担维持本国货币与美元固定汇率的义务。自此，战后形成的以美元为中心的资本主义世界国际货币体系终于瓦解。在这种情况下，西欧、日本不得不各行其是，更加依靠自身力量和主动性来对付动荡的世界经济和保护自己的利益，资本主义世界逐渐形成美国、西欧、日本三个中心。
布雷顿森林体系虽然瓦解了，但美国在国际货币基金组织和世界银行中的地位并无多少变化，仍居主导地位。而此次源于美国的金融危机便引发了国际社会对现行国际金融体系改革甚至重建的呼声。以英、法、德为代表的欧盟要求重建国际金融体系，西欧不甘心二战后失去的金融霸权，想重新取得过去的地位。中国等新兴经济体和日本主张对现行金融体系进行改革。中国经过30年的发展，经济获得巨大的成长，而且中美之间经济联系非常密切，中国还拥有美国5870亿（截止到2008年9月）美元的美国国债，而且美国仍是世界上最强大的国家，世界上尚无任何一种货币有实力取代美元，所以中国不主张推倒重来。但是，世界的经济格局已经发生了重大变化，特别是中国、巴西、印度、俄罗斯等新兴经济体在世界经济中占得比重越来越大。中国已成为世界第四大经济体。为了反应世界各国真实的经济实力，真的不掉线吗？？、？？？？？？？？？？？？
中国力主改革，以增加中国等在世界金融体系中的话语权，从而更多更好地维护我国的利益。因为金融危机是首先从美国开始的，美国也被迫同意改革，美国又是既有国际金融体系的主导者，获利最多，所以拒绝重建。问题之三：在当前严峻的金融形势下，中国应该如何应对？
这次金融危机对中国的实体经济也造成了一定影响。美国家庭消费靠信贷，这次信贷市场受损，消费大受打击。美国又是中国主要的出口市场之一，进而影响到中国的出口，中国靠出口导向取得经济增长战略会大打折扣，今后要转向内需市场。世界银行副行长、首席经济学家、中国人林毅夫认为，中国应该增加内需，而在这方面有很大的潜力。“一方面中国城乡差别很大，对农村建设有许多项目可做……另一方面，中国财政状况也比较好，有这个刺激内需的力量。”[1] 问题之四：这次金融危机被称为20世纪“大萧条”以来最严重的危机，它给人们留下了哪些深刻的教训和启示呢？
林毅夫在接受新华社记者专访时表示：“第一个要吸取的教训是，不能为了解决一个问题，却创造出一个更大的问题。”[2]2001年美国的互联网泡沫破灭，美国经济本就应该陷入衰退，但那次衰退，为什么那么短？因为美联储用降息来刺激房地产经济。由此造成美国房地产市场一度高度繁荣，代价是房地产泡沫是更大的泡沫，泡沫破灭以后就更难解决。随着2006年年初美国房地产泡沫破裂，次贷危机逐步显现，并愈演愈烈成为影响全球的金融危机。“第二个要吸取的教训是，要关注金融创新的隐患。”[2]美国金融衍生品越搞越复杂，监管又没跟上，这就给房地产市场泡沫的形成起了推波助澜的作用。金融的创新是必要的，也是不能禁止的，但创新后，应该了解这些创新产品的好处和存在的弊端，在监管上要跟上，不能只看到好处而疏忽了必要的监督。

走进上海世博会
盼啊盼啊，终于来到了上海世博会。一进世博园，我们就被眼前的场面惊呆了，世博园内人山人海，排队的长龙弯弯曲曲，一眼望不到尾。随着川流不息的人群，我们开始了世博之旅。
恐怖的排队

在世博园内，我们几个小朋友最喜欢的是敲章。敲章也就是盖章，在世博园内盖章的人太多，声音此起彼伏，人们形象的称为敲章。每游一个馆，我们就会在护照上敲一个章。在澳大利亚馆，工作人员把敲章提示编成了顺口溜，用蹩脚的汉语向每位游客提示，“盖章在楼下，盖章在楼下，盖章盖章盖章盖章，盖章在楼下”。如果不敲章，我们就觉得心里很失落。游览法国馆的时候，我们排了两个多小时的队，进去后到处找盖章的地方都没有找到，一打听才知道，法国馆不盖章，我们顿时像泄了气的皮球。但是，只要一看见有敲章的，筋疲力尽的我们一下子精神抖擞，跑前跑后，左敲一个章，右敲一个章，把护照全都敲满了。看着那么多的章子，我们几个小朋友高兴得哈哈大笑。
美丽的“小白菜”
说到“小白菜”，你们可别误会哟，那可不是生活中的吃的蔬菜，是人们对世博园中志愿者的尊称，因为她们穿的是白绿相间T恤，与小白菜的颜色相似，所以人们称她们“小白菜”。在游览的间隙，我和郑心怡去采访了一位“小白菜”。听“小白菜”介绍，她们都是从上海各个大学经过细致挑选出来的，在这工作已经有半个多月了，都没有一点报酬。正说着，一个小男孩与妈妈走散了，跑来向她求助，她对我们抱歉地笑笑，牵着小男孩去找他妈妈了。看着她们忙碌的身影，我觉得这些大哥哥大姐姐真了不起，她们才是最美丽的。

世博会的人就是多，很多场馆门口人山人海，排队少只有5分钟，多则五六个小时以上。我首先去了位于德中同行之家。这个场馆外面看起来是些竹条和玻璃。进去后我们在那里玩了一个游戏，是由传统的中国影子游戏和现在先进的科学技术糅合而成，游戏是这样的：一次放行12个人，12个人共建一座小区，这座小区需要通过大家的努力，让自己的房屋成形，让它通水、通电，植上树，细说一下，房屋是前面的一块显示屏上所显示的你的影子成形的，通水和通电需要大家手拉手，根据影子，它会显示出电线和水管，这之间，需要很好的配合。植树和房屋成型差不多，最后我们造成了一个美丽的城市。
由于时间的关系，好多馆都没有去。但浦西的中国航空馆里的项目活动吸引了千名观众，我和妈妈也不例外。中国航空馆，像一朵千变万化的云朵，充分表现了“飞”与“翔”的理念，表达了中国古代人民对飞的无限憧憬和希望，也表达了人类超越地心吸引力的梦想。因此，展馆外形如同一个无限的符号“ ∞”，是不是很有趣？美观是有了，但可不能华而无实。放心吧，展示绝对美奂美轮。航空馆有两大看点，第一是惊险神奇的4D电影，这一拥有不同声、光、电、气、水等特效体验，让人在云中飞腾，领悟了中国飞行的历史和未来。我觉得不是仅仅在坐“过山车”，而是在欣赏美丽的电影佳作。第二就是模拟飞机了，我早就盼望自己能亲手尝试开那庞大的空中巨鹰。这个项目也十分受大众欢迎。排队从一点半开始，到一点时就已经排得人山人海，幸好放弃了中餐来排队。还没轮到我呢，头脑里已浮现出刺激的感觉。又过了一小时，我终于走进了隔壁的展馆，抢了一架飞机，启动起来，飞机在我和一位苏州的仁兄的驾驶下飞了起来，八十码起飞，机舱开始往上抬，人也由此飞了起来。由于我们操控不和，飞机一下一上，一左一右，到处颠簸，可真让我们身临其境。

Certificate Craze On Campus
In recent years, getting a certificate has become a new craze among college students.Just randomly ask a student on campus what he or she is busy doing;quite possibly, you may get the answer that he or she is preparing for a certificate of some kind.Why does this craze appear?
There are mainly two reasons behind this phenomenon.First, it is the employment pressure that forces college students to get more certificates.With the admission expansion of colleges, a lot more graduates have to face the fierce competition in the job market.How can one make himself more competitive? More certificates at hand, maybe.Second, diploma and certificates are still important standards by which many employers measure a person’s ability.In order to increase the qualifications for a job, the students compel themselves to run from one exam to another.From my point of view, we should be more rational when it comes to certificates, since certificates do not necessarily prove one’s ability.Being crazy in getting certifications blindly is nothing but wasting time.To conclude, we should focus on improving our ability but not getting a certificate of no practical value.佳句临摩
