工作方案

为认真做好我市“六五”普法检查验收工作,根据省普法教育工作领导小组有关文件精神以及赣州市法制宣传教育工作领导小组•关于组织开展全市“六五”普法检查验收工作的通知‣(赣市法宣发„2015‟1号)精神,特制订如下工作方案。

一、指导思想

以党的十八大、十八届三中、四中全会和总书记系列重要讲话精神为指导,深入贯彻落实市委四届六次全会精神,全面检查验收各地、各部门实施“六五”普法规划和市人大常委会决议等情况,确保普法规划和决议的全面落实;总结普法工作经验,大力宣传先进典型,深入查找存在的问题和不足,为进一步深化法治宣传教育、全面完成法治赣州建设三大重点任务奠定坚实的基础。

二、检查验收对象

各县(市、区)、赣州经济技术开发区,市直、驻市单位;瑞金市不纳入市里的检查,由省里直接检查。

各县(市、区)、赣州经济技术开发区抽检5类单位,即:2个县直、驻县单位(含一个政法部门),2个乡镇(街道),1个村(居委会),1个企业,1个学校。被检单位中,检查组可随机选定1-2个,其余单位由县(市、区)推荐,检查组确定。

除以上5类单位外,各县(市、区)法宣办为必检单位。

三、时间安排

时间为8月17日至21日。

四、检查内容及标准

检查验收的主要内容是“六五”普法规划和市人大常委会决议的贯彻执行情况。重点检查普法和法治建设工作的组织领导和保障情况;宪法、中国特色社会主义法律体系及相关法律,特别是重点普及法律的学习宣传情况;领导干部、青少年等重点普法对象学法用法情况;“法律六进”活动开展情况;法治文化建设情况;依法治理和法治创建工作开展情况;运用新媒体新技术开展普法情况;普法的实际效果等。

具体检查内容及标准见•全市“六五”普法检查验收内容及标准‣(附件

3、附件4)。本次检查将作为被检单位“六五”普法工作是否达标和择优推荐先进的重要依据。

五、检查验收方式和程序

结合实际采取听取汇报、实地走访、查阅原始工作记录、召开座谈会等方式进行。

检查验收的程序为:

1、听取工作情况汇报:听取被检地方(单位)领导汇报实施 “六五”普法规划工作情况(包括工作成效、工作经验和存在的问题等);

2、查阅工作图文资料:检查组认真对照检查内容及标准,查阅有关文件资料。

3、实地检查有关单位:对县(市、区)进行检查时,除检查法宣办的工作以外,还应分类检查县直、驻县单位,乡(镇)、村(居)、企业、学校。

4、检查组反馈检查情况:对被检单位当面反馈检查评议意见(但不当场打分,不作结论性评价),在简要肯定成绩和工作亮点的同时,重点对存在的问题提出整改意见和要求。

5、报送检查工作情况汇报:检查结束后,每个检查组要针对被检县(市、区)“六五”普法工作情况撰写1000字左右的情况汇报;对被检市直、驻市单位要按工作成效从优到差进行排名;所有的检查资料由市司法局的同志带回并交市法宣办。

六、检查组人员组成

检查验收分为17个组,人员组成为:市法宣领导小组成员单位领导1名,成员单位工作人员1名,市司法局工作人员1名,共计3人。市法宣领导小组成员单位领导任组长,市司法局干部负责具体联络工作。请市法宣领导小组成员单位派遣车辆。

七、有关要求

1、各地、各单位要高度重视“六五”普法检查验收工作,精心安排、认真准备,被检单位要有书面的汇报材料。

2、检查验收严格按•全市“六五”普法检查验收内容及标准‣进行,全面深入了解“六五”普法规划实施情况,及时发现存在的问题和不足,推动工作进步。

3、市法宣领导小组成员单位具体负责本组的检查验收工作,领导小组成员因故不能参加本次检查的,由所在单位安排其他领 导参加。

4、各小组检查结束后,市法制宣传教育工作领导小组综合审定检查情况,将检查结果在全市范围内进行通报,并以适当方式对先进集体和先进个人进行表彰。

全市“六五”普法检查验收内容及标准(地方)

根据全市“六五”普法规划、决议以及省有关工作要求,特制定本检查验收内容和标准。

一、组织领导和保障措施

1.普法依法治理工作纳入当地国民经济和社会发展规划,纳入党委、政府目标管理;党委、人大、政府将普法和依法治理工作纳入重要议事日程,专题研究部署,听取情况汇报,加强检查监督,解决工作中遇到的实际问题。

2.党委、政府转发了“六五”普法规划,人大常委会作出加强法制宣传教育决议。

3.普法依法治理工作领导机构和工作制度健全,领导小组主要领导遇到人事变动时能及时调整、充实,每年召开全体成员会议,研究、部署和推进普法依法治理工作;各县(市、区)法宣办工作人员应不少于2人,并配备有电脑、网络、视听等必要的宣传设备。

4.普法主管部门认真做好“六五”普法规划实施的组织、协调、指导、检查工作,全年普法依法治理工作有计划、有重点、有检查、有创新,及时总结推广典型经验,分类指导基层工作;领导小组成员单位职责明确,充分发挥各自职能优势,支持、配合法治宣传教育工作的开展;建立“谁执法谁普法”的普法责任制,专业法主管部门除组织开展好本部门本行业本单位普法工作外,积极面向社会开展本部门专业法律法规的宣传教育。

5.加强普法教育专职队伍建设和培训,每年至少集中轮训一次; 12 建立普法志愿者、普法讲师团等队伍,定期开展法治宣讲活动。

6.普法经费纳入本级政府财政预算,足额及时拨付到位,确保专款专用,切实保证工作需要。

7.建立完善了普法依法治理工作考核评估、奖惩激励等制度,有效推动普法依法治理工作不断创新、科学发展。

8.及时报送工作信息,积极宣传报道工作经验和先进典型。9.普法依法治理档案齐全、管理规范。

二、普法教育工作情况

10.学习宣传党的十八大、十八届三中、四中全会精神,学习宣传宪法、中国特色社会主义法律体系和国家基本法律,深入开展社会主义法治理念宣传教育,认真开展与本地区经济社会发展密切相关的地方性法规学习宣传,围绕党委、政府的重大部署、重大任务和重点工作组织开展有声势、有效果的法治宣传教育主题活动。

11.按照全市2011年至2015年普法教育工作要点的安排部署,切实抓好了各全市公民重点普及法律法规的学习宣传,积极组织公民参加全省“百万网民学法律”知识竞赛,效果显著。

12.加强领导干部学法用法,完善并落实党委(党组)中心组学法、政府常务会议专题学法等制度,中心组集中学法每年不少于两次;法治教育纳入领导干部理论学习和培训规划,列为党校、行政学院和干部培训机构必修课,推进领导干部学法常态化、系统化和制度化;建立领导干部述法制度,把依法决策、依法管理、依法办事能力和个人遵守党纪国法的情况纳入领导干部年终综合考评的重要内容;全市领导干部法律知识统一考试的参考率和合格率均达到100%。

13.建立健全公务员法律知识培训、考试考核等制度,把法律知识纳入公务员职业准入考试考核的重要内容;执法人员持证上岗率达100%;公务员法律知识考试参考率和合格率达到100%;把学法用 法考试考核情况作为公务员任职、晋升和考核的重要依据。

14.加强青少年普法教育,推进学校法治教育课时、教材、师资、经费“四落实”;建立法治副校长(辅导员)制度,中小学基本配备法治副校长(辅导员),有效发挥其作用;建立多种形式的青少年法制教育基地。

15.加强企事业管理人员学法用法,完善和落实企业负责人学法制度、企业经营管理人员法治培训制度、企业法律顾问轮训制度、法律知识考试考核制度,并付诸实施;完善企业法律顾问制度,发挥法律顾问在企事业依法经营管理中的作用;采取多种形式对职工进行经常性法治宣传教育。

16.扎实开展农民法治宣传教育,引导农民依法参与民主选举、民主决策、民主管理和民主监督,对农村“两委”干部进行法治培训;培养一批农村“法律明白人”,发挥其在开展法治宣传、法律咨询和化解矛盾中的作用;加强农民工的法治宣传教育,增强农民工遵纪守法、依法维权意识。

17.普法效果好,进一步增强了全民尊法学法守法用法意识,形成办事依法、遇事找法、解决问题用法、化解矛盾靠法的良好法治环境。

三、“法律六进”及法治文化建设

18.认真组织开展“法律六进”(即法律进机关、进乡村、进社区、进学校、进企业、进单位)主题活动,结合工作实际,制定工作方案和措施,针对每一“进”组织开展形式多样的推进活动,加强工作考核和交流,有效推进“法律六进”活动向面上拓展,向基层延伸,“法律六进”活动成效显著。

I learned last May that you have to be careful in speaking to a group of professional communicators.After I conducted a writer' s workshop at the Toronto Conference of the International Association of Business Communicators, Janine Lichaczwrote asked me to speak here tonight and used the communication techniques I had recommended.She even included a footnote citing my lecture.I am susceptible to good communication and to flattery so I am pleased to be with you to discuss your topic for the evening, the use of language in the art of speech writing.I suppose we must begin by shaking our heads, woefully, over the sad state of language today, whether in formal speeches, casual conversation, or in writing.Most of us in this room no doubt agree with the generally negative tone of Time Magazine's year-end assessment which claims “our language has been besieged by vulgarities”.But to preserve our sanity as professionals in communication of us would probably join Time in optimistically expecting English somehow to survive and even to prosper.Expressions on Other Occasions Correcting the Title of the Presentation First of all, I would like to mention that the title of my presentation should be...Please allow me to correct a mistake in the title of my speech which appeared in the program.Instead of...it should read...Reading.Another Person's Paper Sometimes you are selected to read another person's paper, as he or she is absent.I shall read a paper by Dr.Li from Guangzhou, china, who regrets that he could not be here.The title of his paper is...I'm going to read the paper by Dr.Wang.It's a great pity that, because of a health problem, he could not be here.I was asked by the author to read his paper.He apologizes for not being able to come here.The next speaker, Prof.Zhang, regrets that she could not be here and has submitted her paper to me.I am not sure if I can present it as well as she expected.I am not sure whether I' 11 be able to be very confident in answering specific questions.However, I am somewhat familiar with his work, so I' 11 try my best.Checking the Microphone

First I want to check if all of you can hear me clearly.Am I speaking clearly and loudly enough for those in the rear of the room?
