中美学制教育比较对照图

美国大柢采用 6+3+4 教育方式,即小学6年(幼稚园到五年级)、中学3年(六年级到八年级)、高中4年(九年级到十二年级),不过各学区可以自行制定各级学校的学制,比如有些学区就采取 7+3+3 的方式,有些学校则是 K-8 年级全包,因此实际情形各地不同。

(1)两个学区都同意:如果原学区和欲转入学区申请批准的话就可以执行。但是两方都可以随时反悔⋯⋯

(2)父母工作地点(Allen Bill):加州可就近到家长工作的地方附近学校就读,前提是这份工作必须是全职且人在现场的工作(physically employed full-time)。如果要走这条路,那么必须向原学区和欲转入学区提供如工资单等文件来进行申请核准。这条是最可行的方法。(3)开放注册法案(Open Enrollment Act):加州教育部会列出一份学术表现差的1千所学校名单,如果学生就读其中一间学校,可以申请转学到比较好的学校。不过据悉落实情况效果不是很好,来源依据:加州教育部网站。

要注意的是,学区、学校、学生彼此间竞争激烈,虽然法律保障大家有跨学区就读的权利,但事实要不是学区/学校拒绝,不然就是欲转入学校学生名额已满而拒收。没有公民、绿卡或是合法居留身份 可以读公立学校吗?

理论上义务教育只提供给合法居民,不收国际生。但多年前的Plyler v.Doe 判定只要正值学龄,不论何人都应享有教育的权利,所以理论上学校不应要求出示移民相关资料。然而矛盾的是,如果纯拿观光签证来读书,不仅待在境内的期限短不便就学,还违反签证目的而属违法,有朝一日被查到的话恐怕更麻烦。所以大多数国际学生都是选择就读私立学校。不过也有些招不满学生的公立学校可以透过交换学生的方式发给 F1 学生签证(似乎仅限高中且限一年),但还是得看各学区和各校规定,每州每区每校的做法和弹性都不同,建议直接向目标单位求证查询最准。学期制度

新学年从八月中到九月初这段时间开始,隔年五、六月结束,大多数分成上(秋季)下(春季)两学期,有暑假和圣诞节、寒假比较长的假期,另外还有感恩节、复活节(春假)的较短假期。

美国小学|幼稚园到五年级 Kindergarten8th Grade 注册年龄:满11岁

注册时间:各校规定不一,很多学校都是从四月开始且是 By Appointment Only。

注册文件:正本出生证明和(或)护照;疫苗纪录;一到两种住处证明(Proof of Residency)为(1)Escrow 或房贷或地产税单或租屋合约证明(2)瓦斯费或水费或电费帐单;父母的证件;成绩单及其他校方要求文件。上下课时间:各学区、各校、各年级规定不一定,但大约都从早上7、8点到下午2、3点,其中周三会晚一点上课,大概8点-8点半左右。

交通方式:搭校车(可上学区官网查校车的时间路线和费用等相关规定)或家长接送。上课方式:小学和高中之间的过渡期,这时候已经没有固定教室、没有班导师,而要跑堂上课了,所以会有在走廊上的置物柜(像电影电视里面的那样)可以放课本。美国高中|九年级到十二年级 9th Grade-12th Grade 和中国、台湾不一样,美国没有统一的全国性大考试来依照成绩登记分发高中。如果要念私立高中,在刚升上八年级那一年就要陆续参考私校的招生资讯并进行准备,参加独立招生考试和其他性向测验等等,也可以参加 Open House 导览。如果想直接读公立高中,那一样是就近就读学区内高中并事先进行注册。注册年龄:满14岁

第五篇:美国线介绍

美国线

1、FMC(Federal Maritime Council)(美国联邦海事委员会):

系掌握美国进/出口航商及海运事务的官方组织。Carrier必向它申请。并Filing B/L(将B/L存档备案。File“存档”)购买Bond(该Bond类似保险)。分为Annual Bond(annual本义为“的”)及B/L Bond两种。

Annual Bond之Beneficiary(受益人)为美国政府&Customs。主要之原因系恐美进口商C/S(consignees)因故不提领货物且不支付Freight而弃货,美国Customs除逾期后拍卖外并可依合约向Insurance Co.求偿以支付该批CGO(cargo)于USA所产生之各项storage(堆存费)、duties(税金)ect.B/L Bond:万一CGOS短少(shortage)、damage(损坏)、按合约可提供一定自付额及coverage(保险)范围、(其年保费约为USD11000、而coverage(保险金额)约为USD150000)基于以上之规定,有购买Bond且FMC Filing之B/L,才可于USA市场上有合用效力。

2、W/C(WEST COAST)西岸:

主要有LAX(Los Angeles,CA洛杉基)、LBH(Long Beach,CA长滩)、OAK(Oakland,CA奥克兰)(注:New Zealand 之Auckland 汉译名也为“奥克兰”)、SEA(SEATTLE,WA西雅图)(有的船东是挂靠TACOMA,WA,两个港口距离很近)

3、E/C(East Coast)东岸:

每家航商(carrier、Liner)靠(call)E/C之港口均有不同,但一定都会靠New York.E/C主要港口有:New York、SAV(Savannah)莎瓦纳、NFK(Norfolk)诺福克MIA(Miami)迈阿密

注:E/C之Boston.MA(MA为州名简写)(波士顿)较特殊,通常用Barge(驳船)由E/C的NY或别的大港T/S(转运)。另加约USD400/UNIT之T/S费。

4、G/P或G/C(Gulf Port或Gulf Coast)墨西哥湾主要有Tampa(坦帕)、Houston休士顿、Miami迈阿密

对目的地(目的港)为E/C与G/P之货物,其SVC(Service)方式有:

a)MLB(Miniland Bridge):迷你路桥——岸跨岸

远东→W/C的Main Ports。卸柜经由火车(注:不可用拖车—公路运输)全程内陆转运至E/C或G/C()Gulf coast)各主要港口,通常要换3~4次火车,但Inland全程(FM W/C TO E/C OR G/P)的T/T(transit time运输时间)比起A/W(All Water)(全水路)来要短不少(一般5~7日即到,而全水路下从W/C至E/C要10~20日!)

注:Inland运输有二种:铁路与拖车(公路)(Inland:内陆)

b)A/W(全水路All Water)经Panama Canal绕行至E/C或G/C各港,自HKG至目的港全程约需27~32days。其特点是Direct Call不经Inland运输

除以上两种运输方式(目的地均为W/C或G/C之海港)外,美线常见的还有以下几种运输方式:

I)IPI(Interior“内陆的内部的”)Point Intermodel(“多式联运”之义≈Multimodel)

IPI与MLB的区别在于:前者目的地非W/C、G/C之海港而是“IPI点”(也称“内陆点”Inland points、interior points)另:IPI按柜(货)之Port of Discharge(卸船港)之不同有两种。

a)于W/C卸船后转Inland运输(火车或拖车)

b)于E/C或G/C卸船后转内陆运输,此种情况称为R-IPI

例如:于Savannah(E/C港口)拖车到Atlanta(为IPI点)即为R-IPI

II)OCP(overland common points)对于目的地在落基山脉以东且货量较大的Inland points可采用OCP

注:OCP与MLB、A/W、IPI及下文讲的Micro-Bridge、RAMP的本质区别在于:OCP条款下海运的航商(Carrier)仅负责到W/C,而由Forwarder或Consignee自行安排从W/C至Destination的Inland运输。柜子经C/S(即Consignees)拆吉后归还于当地(W/C)船公司之堆场(实为carrier租的),Salt Lake City(盐湖城)即为一颇具代表性之内陆点

OCP地区:North Dakota北达科他州,South Dakota南达科他州,Neberaska内布达斯加州,Colorado科罗拉州,New Mexico新墨西哥州以东地区。另外,Canada也有一个OCP地区。

OCP非多式联运而其他的全是。

III)Micro Bridge或Micro-land Bridge(注:它不可简写为MLB!)称为“微陆桥”(岸至内陆点)

由W/C or E/C之Base Ports经由Inland(Train or Truck拖车)转运至IPI内陆点

通常Micro Bridge的目的地为几个有名之内陆城市:CHI(Chicago)、Phoneix(凤凰城)、Detroit(底特律)etc.其实Micro Bridge与IPI极相似。

以上三种运输条款与提单中的填制方法是:例,Vancouer OCP Montereal,在Port of Discharge栏显示Vancouer OCP,在Final Destination栏显示Montereal,于Description of Goods栏显示In transit to Montereal。

MLB:eg:Port of Discharge为LBH(Long Beach 长滩,于WC),Place of Delivery为MLB Houston。

IPI:eg:Port of Discharge为LBH,Place of Delivery为IPI Memphis,TN。

注:OCP下CNEE(收货人)可要求保税运输,于destination结关提货。事实上,现行的地区运输费率与OCP已相差无几,加上OCP下收货人需于WC办理中转手续,因此目前OCP使用得不多。

Ⅳ)RAMP:内陆CY柜场,船公司只负责运至Consignee所在地附近的与船公司有合约(Bond)的CY堆场内,而从此CY堆场至Consignee那段则由Consignee自行安排拖车运到。例如Chicago即为所有Carrier(船公司)均提供至内陆RAMP之重要地点 另:若Carrier于Consignee当地并无RAMP可供放置重/吉柜者。(例如Phoneix),通常carrier会提供全程(to door)之SVC(service).但其拖车头之waiting hours通常为2hrs(小时)(此时间用于Consignee拆吉,此2hrs为free的)超过2hrs则收取USD45~50/HR之罚金(fine)

注:运输条款中DR(Door)to RAMP即指上文讲的RAMP方式

(P/P=Port to prot;即CY&CY;P/D=port to door; P/R=Port to RAMP5、谈谈美国线常识:

I)其国内Inland point 分区范围:

a)Group 1:除了GROUP1.2.3的其他点

b)Group 2:MI、OH、IN、KY、TN、AL、AR州

c)Group 3:靠近东岸的NY、PA、WV、VA、NC、SC、GA、FL及其以东的各州

d)Group 4:美国西岸三个州CA、OH、WA

II)美国国内道路限重很严格,各州之间之法律规定均有不同(约15~17tons不等),故对五金、磁砖、石制品等重货之手电揽收要特别小心!通常小柜不可over(超)17MT、以免遭每次USD2000~3000之交通罚款

III)Mixed load:指一个柜内有三个Item(三种货)以上(三个CGOS品名),其O/F(海运费)适用混装货的运费,如没有混装货的运费,则按照运费最高的货物运费计算

straight load:一个柜中为单一CGO品名(一个Item)

IV)美国线之B/L上所show(显示)之Document No.指:同行与航商所签之合约(aunnual bond)之编号(同行:指货代)V)B/L签发份数的表示法:

eg:original×3SETS+COPY×5SETS 示:三正五副

而美国线客户通常只需original×3SETS+COPY×2SET(二正一副)

10)以下为几种美线常见之附加费、i)SPS:Shanghai Port Surchange、上海港口附加费含义与广东之ORC相当。

ii)PSS:美线之PSS通常于01/JUN~30/NOV(6月11日至11月30日:长达半年)

金额为:USD225/300/340/375、PER20′/40′/40′HQ/45′HQ(2002年)

其实美线通常最旺的季节为May~Oct(5~10月).因远东→美国的X’MAS

产品(Christmas产品)最晚需10月底于美市场铺好货

注:对货量大或频之客户、PSS可减低收取。

iii)BSC含义相当于BAF

ⅳ)DDC:到港提货费。其性质类似HKG之THC(吊柜费)

ⅴ)EBS:USD60/80/90/100/(per 20′/40′/40′HQ/45′HQ)(2002年)

11)Carrier(船公司)对去美国之货的OFFER(报价=quotation)一般依价值类别不同而分为四类:GROUP A~D(通常GROUP A>B>C>D)(注:这儿的GROUPA~D与以前讲美线内陆点分区范围时所言之GROUP1~4完全不相关)此GROUP RATE 亦称BOX RATE or WINDOW RATE、船公司之客户(Forwarder或大的exporter)必以自己实际出口之品名向carrier申报、询价(Inquire)并详实show(显示)于B/L中、不可欺骗!此受FMC管制与规范。故Forwarder 于报价前务必向exporter问清品名、用途、材质etc,以找出其于carrier之归类及对应之Group Rate。

12)Bullet Rate(=Special Rate特价 bullet本义为“子弹”之义)

若客户之出货量大或频繁,F(Forwarder)为争取此potential(潜在的)货载,可于已与Carrier签定之Bond(合约)之外,向Carrier Filing(原形为file“提出”)Special(bullet)rate 请求。

13)FAK(Freight All Kinds)各品名均适用之“均一运价”)

由于美国线CY柜系依品名不同而有Group A~D的不同OFFER(报价),而对于Carrier提供之Group Rate(A~D)中未列出或不明之Commodity(商品),一般均采用GROUP A的价钱(即于GROUP A~D中查不到的所有货物全部算FAK货)

14)Canada之DDC:USD18/RT(东西岸同),RT=Revenue Ton=F.T.=Freight Ton运费吨

15)一般而言,远东一北美东向之报价系依品名不同而报(offer)一个全包价、内容含:O/F(=O/FRT=Ocean freight)+FAF(=BAF)+DDC、(全包价为三项之和)于美当地不另向客户(目的港客户)额外征收DDC。

但一定要注意,作为货代在向同行(CO-LO即Co-loader)拿价钱(询价)时(或:出口商(厂)向货代询价时,若货量不大却得到的价钱较低,则需反复追问其报价中是否已包含DDC与FAF二项。因有些人报价时仅报O/F(纯海运费)而后于美国再向C(consignee)收取DDC。对华南同行CFS、CONSOL(consolidator做拼箱者)之报价中,常不按常理收费,其算法及分区极为紊乱,询价时当小心。

16)对散货,按RT计费

17)送货地点方面:

依出口W/C客户之Destination(目的地)要求,若LA(LAX),则是市区(需负责从码头至市区的拖车),而LBH(长堤)则是港口。至于SFO(San Francisco)与OAK(Oakland),它们只隔一座桥,其情况亦同。于W/C、SEA(=STL即Seattle)与Tacoma(塔科马)一般Carrier OFFER(报价)相同之报价、至于Portland(PTL波特兰),其系由Seattle转运过去(Seattle离Portland很近)。许多Carrier须另加USD100/UNIT将其视为IPI。只有少数Carrier将其视BASE PORT(通常base port 基本港的运价低于IPI)

18)运费支付:P+C方式,指部分prepaid,部分collect(PPD+CLT)

19)美国IPI运输方式下,散货的计费方法很特别。1RT=363KGS=1CBM取大者计。凡密度大于363㎏/m3,按重量计费;反之则按尺码计费,而各承运人的运价本中,仅仅只告知每立方米的运价。对于密度大于363㎏/m3 的货而言,怎么算运价呢?(对于密度小于363㎏/m3者,直接按运价本上公布的每m3多少美元计算)我们先来一个推论。从以上规定中可推出,对密度正好是363㎏/m3的货(不妨称之为“临界货”)不管以重量还是以尺码计算,其结果都是一样的。设运价本中查知每m3运价为a美元,又设每㎏的运价为X美元(X为未知),则:“临界货”的运费:

①以尺码计,为1 m3×a美元/ m3=a美元

②以重量计,为363㎏×X美元/㎏=363X美元,由于对“临界货”而言二者相等,即a=363x → x=a/363(美元/㎏)

eg:甲货重400㎏,尺码为1m3(从运价本查知IPI运价USD120/m3.)甲货密度为400㎏/m3大于363㎏/m3,应以重量计费。而运价本中未告知每㎏多少运价,从上述公式可算出每㎏运费为120/363=0.331(美元/㎏),故甲应交运费为:400×0.331=132.4(美元)

乙货重400㎏,尺码为2m3,IPI运价同上,乙货密度为200㎏/m3 小于363㎏/m3,应以尺码计费,乙的运费应为120×2=240(美元),丙货,重726㎏,尺码为1m3,运费应为726×120/363=2×120=240(美元),丁货,重363㎏,尺码为2m3 ,运费应为2×120=240(美元)

20)美国内的主要港口:

①太平洋岸(W.C:美西):I)Seattle(西雅图)=SEA or STL;Portland Oregon(俄勒冈州的波特兰);Tacoma塔科马(W.A州);II)美西南岸:LA或LAX(Los Angeles)洛杉矶;LB或LBH(Long Beach)长滩或长堤(TWN称之为“长堤”); Oakland奥克兰(注:Auckland为NZ(New Zealand的)汉译也称“奥克兰”)。

②大西洋岸(美东E.C):(W.C.=West Coast;E.C.=East Coast)美东岸主要有:NY或NYK(New York);Savannah沙瓦纳;Baltimore巴尔的摩;Norfolk诺福克.Miami迈阿密;Charleston查尔(里)斯顿;Houston休斯顿;Boston(波斯顿);Philadelphia费城;New Orleans新奥尔良;Portland,Maine(缅因州的波特兰)(注:美西美东各有一Portland);

③Gulf沿岸:指Mexico Gulf墨西哥湾,即美南港口:Houston、New Orleans、Miami、Tampa坦帕、Mobile墨比尔(莫比尔)、Montpelier蒙彼利埃;(注:从大范围讲,美南Mexico Gulf之港口也可划入E.C;但若详分细分,则将Houston、New Orleans、Miami、Tampa、Mobile、Mobile、Montpelier划入Mexico Gulf港口)

21)IPI运输条款下的内陆公共点(Inland Common Points):Chicago芝加哥、Atlanta亚特兰大、Dallas达拉斯、Detroit底特律、Denver丹佛、St Louis圣路易斯、Milwaukee密尔瓦基(密尔沃基)、Washington华盛顿、Proviolence普勒维丹斯、Richmond里其蒙、Kansas堪萨斯城、Charlotte查洛特、Cincinnati辛辛那提、Salt Lake City盐湖城、San Diego圣地亚哥(圣迭戈)、Sacramento萨克拉门多、Memphis孟菲斯。注:美国的城市名后一般均需加上所在州的州名简写,因美国重名现象较普遍。
