入到学习中文的行列中来。我不期待你们也争金夺银，而是希望你们通过学习中文，更多地理解和支持你们的亲人参赛，更好地参与我们的中文活动。Tonight would be a good occasion for me to speak in Mandarin.Yet I fully understand that some of you do not speak Mandarin or have only just started learning.So I will continue my speech in English.I want to encourage the families and friends of UK contestants to join the ranks of Mandarin learners.You may not win prizes in competitions like your loved ones.But by learning Mandarin, you would give even stronger support to your dear ones in their competition.And you would appreciate more our Mandarin events.我在今年初就提议举办今天的招待会，使馆教育处也筹措了一段时间，但一直是“万事俱备、只欠东风”。终于，我们迎来了期待已久的这股强劲“东风”。上个月，在中国举行的第10届“汉语桥”世界大学生中文比赛决赛阶段中，英国赛区选拔推荐的董鹏德、大米、田原皓和罗斌四位同学分别荣获一个一等奖，两个二等奖和一个三等奖，另外，董鹏德被授予“汉语语言使者”称号，田原皓获最佳网络人气奖。如果说去年亚非学院蒋思哲同学摘得第九届世界大学生“汉语桥”大赛桂冠是“脱颖而出”、“一枝独秀”的话，今年，你们则是“群体性崛起”和“集体爆发”，创下了“英国队”参赛以来最好成绩。祝贺你们！所以，今天招待会第一层意义是“庆功宴”。I came up with the idea of hosting this reception earlier this year.The Education Section of the Embassy has been working on it for some time.I'm glad that today, as the competitions have drawn to a close, we are finally able to celebrate Chinese and British success.The annual 'Chinese Bridge' competition was created by Hanban in China.Since its start, over 800,000 students around the world have taken part in preliminary stages of the competition.This is a wonderful contribution to building cross-cultural understanding between young people from all around the globe.Let me now turn to the British success in this contest.Last month, the finals of the 10th 'Chinese Bridge' Chinese Proficiency Competition for Foreign College Students were held in China.I am delighted that the British team became a big winner in the competitions.I warmly congratulate the four members of the team, Peter Dolby, James Bilbow, Alexander Odahara and Adon Lawley.Respectively they won a first prize, two second prizes and a third prize.In addition, Peter Dolby was awarded the title of 'Chinese Language Envoy', and Alexander Odahara was named the 'most popular contestant' by Chinese internet users.A few months ago I gave a farewell message to this British team as they set off for China.I said that last year the British team had set a high challenge.This was Stewart Johnson's top prize in the 9th competition in 2010.This year's British team have certainly risen to the challenge.Theirs was the best performance Britain has ever achieved in the 'Chinese Bridge' contest.Their success this year is a superb achievement.Their win provides a shining light on the excellence of Mandarin teaching in Britain.As such,perhaps I may suggest the prizes belong to all Mandarin learners and teachers in this country.The success and prizes are a symbol of the progress in boosting the teaching of Mandarin in Britain.So my sincere congratulations to all British students and teachers of Mandarin!Today's event is first and foremost to celebrate your winning these prizes.第二层意义是“壮行宴”。近年，不仅是英国大学生连奏凯歌，中小学生在“汉语桥”比赛中同样可圈可点，参加比赛人数越来越多，成绩越来越好。在去年的比赛中，来自惠灵顿中学的冉皓立同学获得了最佳演讲奖。今年的世界中学生“汉语桥”中文比赛开赛在即，听说即将代表英国参赛的代表队---卡尔迪语法学校正在全力准备，我衷心预祝你们发挥出色，再创佳绩。Second, we are here to wish you more victories!In addition to university students winning prizes, Mandarin students in primary and secondary schools are also doing extraordinarily well in the 'Chinese Bridge' competition.We have seen more of them join this contest.And equally striking is that their performances are getting stronger year by year.Last year, Harry Randall from Wellington College won a prize for the best individual speech.This year's competition for secondary school students is just around the corner.I am told that the team selected to represent Britain in 2011, the Calday Grammar School, is preparing with great vigour.I wish these school contestants every success!

第三是“感谢宴”。中国人向来是尊师重教，学生取得优良成绩，自然要归功于老师的悉心辅导。所以，我要感谢孔子学院和孔子课堂的院长、老师们，更要感谢长期在英国各大、中、小学从事中文教育、默默耕耘的老师们，你们辛苦了！我高兴地得知，你们的队伍正在壮大，你们的学生越来越多，你们的事业不断发展。目前在英国，“汉语热”持续升温，近10万英国人正在学习中文；超过500所英国中小学开设了汉语课程，一些学校甚至将中文作为必修课；54所大学开设了中文课程，特别值得一提的是，曾经培养了众多优秀中文人才的杜伦大学在停招若干年以后，决定于今年10月恢复招收中文专业学生；孔子学院和孔子课堂经过6年的发展，数量已分别增加到17所和57间，在欧洲名列首位。就在前天，我还参加了在英国议会举行的英国孔子学院年会，勉励孔子学院和孔子课堂加强可持续发展，不断提高教学质量，更深入地介绍中国文化。Third, our gathering tonight is a thank-you reception.We Chinese have an age-old tradition of respecting teachers and valuing education.So the Chinese custom is for part of the credit for students' success to go to their teachers.In this spirit, let me thank the leaders and faculty of the Confucius Institutes and Confucius Classrooms.Also, I must thank all those Mandarin teachers who have worked so hard and so long with their students in universities, secondary and primary schools up and down the country.Across Britain, I am much encouraged to note the growth of Mandarin teaching.It is clear Mandarin learning is gaining wider popularity in Britain.The

evidence is that there are more Mandarin teachers and learners every year.This enthusiasm for learning about China means that around 100,000 British people are learning Mandarin.As I speak, over 500 secondary and primary schools teach Mandarin.Some schools have even put Mandarin on their curriculum as a compulsory course.Meanwhile, Mandarin courses are taking a more prominent position in higher education.Mandarin is now available in 54 UK universities.I am particularly pleased to note the progress at Durham University.Over many years this university has trained so many excellent Mandarin learners.After a break of some years it is excellent news Durham has decided to enrol Mandarin 'major' students again in October this year.After 6 years of expansion, the numbers of Confucius Institutes and Confucius Classrooms have risen to 17 and 57 respectively.This growth is putting Britain way ahead of any other European country in Mandarin teaching.The day before yesterday, I attended the UK Confucius Institute Annual Conference held in the House of Parliament.In my address, I encouraged the Confucius Institutes and Confucius Classrooms in the UK to pursue these themes:

· I believe they should strengthen the sustainability of the foundations established.· In turn this will provide a platform to provide higher quality courses and so expose every more people to the Chinese culture and language.当然，我也要感谢英国参赛选手的亲友，特别是家长。正是由于你们的支持和鼓励，英国同学们不仅在汉语学习不不断取得进步，而且在各项比赛中摘金夺银。《金融时报》最近报道，根据对英国富时100指数公司所作调查，随着英国努力扩大对华出口，许多英国大企业都希望雇用有在华经历、了解中国（当然包括懂得中文）的人才担任公司高管，甚至进入公司董事会。我想，这应当是一个给你们信心、令你们鼓舞的好消息，你们的付出、孩子的努力必将得到回报。As we celebrate this expansion and success, let us give thought to the families and friends of students.My deep thanks go to the families and friends of the young students, especially those of you with us today.I'm sure your support and encouragement to Mandarin learning is a key factor in the progress and success we are witnessing among the students.I believe that the study of Mandarin may also advance the careers of British students.The evidence is in a recent survey reported by the The Financial Times.This survey found that many FTSE 100 companies seek to hire senior executives and board members with a China background and knowledge of Chinese language and culture.This is a clear, encouraging signal that should give you confidence in your choice of Mandarin study.Your hard work will be rewarded one day.最后，今晚的招待会也是“欢迎宴”。在英国学习汉语只是第一步，要真正了解中国，我认为还是要到中国去留学。因为，当代中国是如此充满活力和富于变化，只有实地到中国观察和体会，才能真切地感受到中国的快速、全面发展及其深刻影响，才能深刻地理解中国为什么

要走一条适合中国国情的发展道路,同时也是一条和平发展道路。今晚，蒋思哲和董鹏德同学没能前来参加招待会，这是因为他们已经开始自己的在华留学生活。我既为他们今晚的缺席感到遗憾，更为他们新的在华留学生活感到高兴。而且，像他们这样的留学机会现在越来越多。今年中国政府出台了《留学中国计划》，确立了今后十年赴华留学发展的战略目标，即到2020年，使中国成为亚洲最大的留学目的地国家，每年外国留学人员达到50万人。为此，中国将加大资金投入，创新培养模式，提高教育质量，完善服务管理，特别是要增加奖学金名额。我们欢迎越来越多的英国年轻人到中国留学，了解中国的悠久文化，体验当代中国的无穷魅力。Last but not least, our gathering tonight is a welcome reception.Learning Mandarin in Britain is merely the first step.To see China as it is, I believe a study experience in China is a must.China today is so vibrant and it changes so fast.Without first hand observation, it's difficult to feel China's development and what this means to world.Without visiting China it's even more difficult to understand why China has taken a path that fits in well with its realities, which is a path of peaceful development.Tonight, I regret that Peter Dolby and Stewart Johnson are not with us at the reception.Yet I am pleased that both of them have begun to study in China.I'm sure we will hear more such stories, because more opportunities will be offered to foreign students.To facilitate this process, this year, the Chinese government unveiled its Study in China Program.This is a strategy that aims to encourage more international students to be educated in China over the next ten years.By 2020, China will host 500,000 international students every year.That's more than any other country in Asia.To reach this strategic objective, China will take these steps: · provide more finance,· build new training facilities,· raise education standards

Welcome to the reception tonight celebrating the 62nd anniversary of the founding of the People‟s Republic of China.62年前，面对一个积贫积弱、百废待兴的国家，新中国的缔造者们为她的未来描绘了一幅图景，那就是中华民族“勇敢而勤劳地工作，创造自己的文明和幸福，同时促进世界的和平和自由。”

years ago China was a poor and weak country badly in need of reconstruction.The founding fathers of the People‟s Republic articulated a vision for the future of the country.Their blueprint was a call to action to the Chinese people.The message was this: · „Let us work hard to create our own civilization.· We will build a happy life and contribute to world peace and freedom.‟

Just 5 hours ago, China‟s Tiangong-1 space module was successfully launched.It is another important step in our program to build a space station.Progress in China‟s space exploration will make new contribution to international scientific research and peaceful use of space.我们对中国过去62年取得的成就感到骄傲，更对中国的未来充满信心。

Recently, the Chinese government published a white paper that is called „China‟s Peaceful Development.This document reaffirms to the world China‟s commitment:

· China is committed to a path of peaceful development.We see this as the only path leading to China‟s modernization and prosperity and greater contribution by China to the progress of human civilization.中国将坚持科学发展。我们将以人为本，始终尊重人权和人的价值，走共同富裕道路；我们将促进全面协调可持续发展，全面推进经济、政治、文化、社会及生态各领域建设。

· China pursues scientific development.In essence it means that in China we take a people-first approach and respect human rights and human values.Our mission is to deliver a prosperous life to all our people.We seek balanced and sustainable development in all aspects.China‟s aim is to promote all-round progress in economic, political, cultural, social and ecological fields.中国将坚持自主发展。我们将从本国国情出发，主要依靠自身力量和改革创新推动经济社会发展，不把问题和矛盾转嫁给别国。

A close dialogue between Chinese and British leaders is a key factor in the strength of Sino-UK relations.We are encouraged to see a productive year for our relations in 2011.Premier Wen Jiabao and Vice Premier Li Keqiang both visited Britain.Vice Premier Wang Qishan came this month to co-chair the China-UK Economic and Financial Dialogue.Just this week State Councilor Dai Bingguo came to London to co-host the Strategic Dialogue.These visits and dialogues have further increased our common understandings.Both countries now agree on the need to boost our cooperation with new ideas and new approaches, while managing differences on the basis of mutual respect and mutual adjustment.This positive approach will help us to seek common ground despite our differences and promote common development.This year, trade between us has continued its double-digit growth.British exports to China have remained robust.These rose 28.6 percent year-on-year in the first 8 months of this year.That is faster than any of Britain‟s top 15 export markets.And China is still a leading investor in Britain.Our people-to-people exchanges have further deepened.The best example is the rapid increase of people of all ages studying Mandarin in many parts of this country.So far 2011 has shown a deepening of Sino-UK relations in all areas.This trend will continue.A couple of months from now, a pair of giant pandas from China will settle in Britain as “Ambassadors of China-UK friendship”.展望明年，中英将迎来建立大使级外交关系40周年，英国将举办第30届夏季奥运会，中国将成为伦敦书展主宾国。我相信，双方围绕这些重要节点，共同作出努力，中英明年的交流将更加广泛深入，合作将更加富有成果。

Next year will be another milestone in China-Britain relations: · We will celebrate 40 years of full diplomatic relations.· Britain will host the 30th Summer Olympic Games.· And China has been named the Guest of Honour of the 2012 London Book Fair.I have the confidence that together, we will use these landmark events to great effect.These will be the catalysts to widen exchanges and create ever more productive cooperation between our countries.最后，我提议，In closing, please join me in a toast:

驻英国大使刘晓明在英国中资企业协会新年招待会上的讲话

2013年1月4日，伦敦海德公园饭店

英国中资企业协会会长杨世成先生，48家集团俱乐部主席佩里先生，伦敦工商会会长斯坦布里奇先生，女士们，先生们：

新年伊始，很高兴出席英国中资企业协会举办的新年招待会，使我有机会同中英两国企业家欢聚一堂，共迎新年。

刚刚过去的2012年，是中英两国企业家值得共同自豪的一年。去年1-11月，据中方统计中英双边贸易增长了7.1%，达到570亿美元。这一成绩的取得来之不易，因为同期中国同欧盟的贸易下降了4.1%，英国是中国在欧盟主要贸易伙伴中唯一出口和进口都实现正增长的国家。特别值得一提的是，中国从英进口前11个月增长了17.8%，增幅在欧盟成员国中居第一位。

刚刚过去的2012年，是中国企业表现突出的一年。中国企业对英投资连出大手笔。根据不完全统计，2012年中国企业通过参股并购在英投资80多亿美元，超过近几年总和。中投公司、光明集团、中石化、中海油、华为，不仅榜上有名，而且成为排头兵。我相信，今后，中英双方在基础设施、油气、核能、海上风电、食品工业、信息技术等领域，还将取得更多突破，开展更多资本、项目合作。

刚刚过去的2012年，也是在英国的中资企业喜事不断的一年。去年，我就参加了农行开业典礼、工行迁址、中国电信在英开展新业务、南航开通直航等多场中资企业活动。我也了解到，华为（英国）公司等中资企业在英签了大合同，将进一步加大在英投资，扩大招收雇员。这表明，中国企业在英国正在不断发展壮大。

随着中英经贸合作的不断发展，有11年历史的英国中资企业协会的队伍也在不断壮大，成员目前已经达到120多家。作为在英中资企业的联盟，我衷心希望协会今后在中英经贸合作中发挥更大更重要的作用。

一是发挥鼓励吸引作用。希望你们多现身说法，向国内企业介绍在英投资、发展的成功经验和秘诀，吸引更多的中国企业“走出来”，开拓英国和欧洲市场，走国际化经营道路。

二是发挥交流促进作用。希望你们不仅成为中资企业之间的交流平台，更能加强与英国行业组织、企业协会的联系，如48家集团俱乐部、英中贸协、伦敦工商会等，经常与他们联合举办一些丰富多彩的活动，使中国企业家更好地了解英国企业家，使中资企业更好地了解英国企业，为两国企业之间合作牵线搭桥。

三是发挥“代言人”作用。中资企业在英发展，需要树立良好的企业形象，这不仅需要每个中资企业自身的努力，也需要中资企业协会成为“集体代言人”，积极主动地向英国各界介绍中国企业，不仅介绍他们吃苦耐劳的创业精神，而且介绍他们注重回馈的社会责任感，同时积极反映中资企业的合理诉求，维护他们的合法权益。

总之，我希望在2013年，英国中资企业协会能继续抓住中英经贸合作不断发展的良好机遇，有针对性地开展工作，创造性地发挥作用，努力促进协会成员的发展壮大，努力促进中英经贸合作的互利共赢。

各位选手、各位评委、各位来宾： Judges and contestants, Ladies and gentlemen，首先，祝贺“汉语桥”世界大学生中文比赛十周岁生日。我很高兴再次出席英国区预选赛。当你再到一个地方或再次出席一项活动，中国有一句唐诗叫：“前度刘郎今又来”。恰好我姓“刘”，所以这句话形容今天的场合是再贴切不过了。

I have real pleasure attending this 10th “Chinese Bridge” Competition.I enjoyed it so much last year – so it's very good to be back!We Chinese people love poetry and are always looking for amusing word links.So I cannot resist giving you a link about 'coming back'as I am indeed a Mr Liu come back again!This 10th anniversary must be a celebration – as the competition is now a huge success.The aim of the competition – to use an English pun – is to to create a deeper 'bridge of understanding'.It has united college students worldwide.Since it started in China in 2002 a hundred thousand students from more than seventy countries have competed.Now that's something well worth celebrating!Also we should give a big cheer for how the competition is boosting the learning of the Chinese language worldwide.Making learning fun is a sure recipe for success.I am certain that formula is the why the competition is a winner.我再度前来，是要给各位选手加一把油，希望再次给你们带来好运。去年，英国赛区选拔的蒋思哲等三位同学在中国举行的总决赛中取得了特等奖及两个三等奖这一前所未有的好成绩。我希望今年你们再接再厉，能有新的优秀选手脱颖而出，再创佳绩。我也希望你们不仅仅把这里当作是一个赛场，更把这里当作是一个展现学习成果的舞台，互相交流学习心得的平台。

I come back to bring you good luck again.The same event last year produced three finalists.One of them, Mr Stewart Johnson, went on to win the very top prize in China.The other two won third prizes in the finals.That was Britain's best ever performance.I wish you the very best of luck to achieve the success of the UK contestants last year – and they set you a rather high standard!So there's the challenge!I wish you more world-beating success from you British contestants this year!

我再度前来，是要给在英的“汉语热”添一把火。我高兴地看到，近10万英国人正在学习中文，英格兰1/6的中小学开设了汉语课程，英国54所大学开设了中文课程，其中7所大学设有中文专业，13所孔子学院和54间孔子课堂在英落地生根。不久前，我应邀与查尔斯王子一同为威尔士兰德福瑞公学孔子课堂揭牌，令我意外的是，查尔斯王子用非常标准的汉语对我说：“威尔士欢迎你！”我想，有你们的王储亲作表率，你们的汉语一定会学得更好！

I come back to heat up the Mandarin fever.The contest is motivating the learning of Mandarin.I cannot tell you just how thrilled I am by that.Nearly one hundred thousand people are learning Mandarin in Britain.In your secondary and primary schools54 British universities teach Mandarin.7 of those universities offer Mandarin as a major subject.Then there are 13 Confucius Institutes and 54 Confucius Classrooms that have been opened.On a personal note, not long ago, I had the honour of joining His Royal Highness the Prince of Wales in the opening ceremony of a Confucius Classroom at Llandovery College in Wales.His Royal Highness said to me“Wei Er Shi Huan Ying Ni!”(Wales Welcomes You).What a wonderful example of leadership by the Prince to encourage young people to learn Mandarin!His example is very valuable.我再度前来，是要给正在学习汉语的广大英国青年鼓一把劲。语言是文化的载体，是交流的工具。希望你们通过汉语学习，了解中国五千年文明历史及深厚文化传统，了解今天的中国正在努力建设一个和谐、民主、繁荣、现代化的国家。就在上周，中国全国人民代表大会通过了“十二五”规划，这是中国未来五年发展的蓝图，其核心就是要转变经济发展方式，调整经济结构，大力发展社会事业，保障和改善民生。中国不会单纯满足于经济总量成为世界第二，而是要使所有民众充分享受发展的成果，真正实现国强和民富。你们学习汉语，了解中国，可以说正当其时，精彩无限，前途无量。

I come back to cheer on the young Britons who started learning Mandarin.Languages are the most important carriers of cultural messagesThe National People's Congress.This 'blueprint' stresses the importance of adjusting China's growth model.This means changing the economy from dependency on exports to encouraging consumption inside China.The plan will strengthen social programmesand so improve the quality of people's lives.But, growing in size and quantity is by no means China's goal.What China is after is high quality growth and a happy life for its people.The aim is for every Chinese to share in the success of development.The 'blueprint' wants China and its people to more and more “go out” into the world.All this points to very great advantages for young Britons to start learning Mandarin and begin to really understand China.我再度前来，是要给中英友谊喝一声彩。中国和英国都是两个伟大的国家，都为人类文明的发展作出了重要贡献。中国和英国都在努力促进经济增长，双方经济互补性强，合作潜力大；中国和英国都是大国，在国际事务中发挥着重要作用。今天的中英关系，是全面的关系、合作的关系、伙伴的关系。中英关系从来没有像现在这样广泛和深入，从来没有像现在这样充满发展动力和机遇。中英关系的发展需要两国人民的全力支持、参与和投入，特别是需要两国年轻人的继承和创新。你们学习汉语的过程，也是与中国接触和交流的过程，希望你们多与中国青年接触和交流。我常说，青年是国家的未来，也是中英关系的未来。希望中英两国青年通过语言和思想的交流，增进了解和理解，培植中英友谊之花，孕育中英友谊之果，为中英关系奠定更加美好的未来。

I come back to cheer for China-Uk friendship.China and the UK share much a great deal.We are both great nations who have made tremendous contributions to human civilisation.A key shared attribute is our inventiveness.A simple example is in creating revolutions in communications.China gave the world paper and printing.In turn UK used paper and printing to create another communications revolution.This was the invention of the postage stamps and low cost mail delivery.Both our countries play a major role in global affairs.Both are increasingly drawn together to promote economic development.Often our exchanges stress economics and trade.But I believe the optimal way to accelerate trade and economics is with much deeper cultural understanding.That is why this competition has such huge significance.Through building the bridge we link the young people of the world.Young people are the future and so the future of our friendship.最后，我愿用中文对今天的参赛选手说：“中国欢迎你们！”，“祝你们再次载誉而归！”

To conclude.I cannot grant magic wishes to make you all champions – but let me wish all the contestants best of luck.现在我宣布第十届“汉语桥”世界大学生中文比赛英国区预选赛正式开始！

H.E.Ambassador Liu Xiaoming March 2011, The Savoy Hotel, London 各位代表，女士们、先生们：

Fellow delegates, Ladies and Gentlemen，很高兴参加《泰晤士报》举办的非洲峰会，就国际社会如何共同促进非洲发展交换看法。

It is a real pleasure for me to attend the Times CEO Summit on Africa and share with you my views on what we can do to help Africa.说起非洲，这与我的外交生涯密不可分。我第一次作为外交官常驻是在非洲南端的赞比亚，第一次出任大使则是在非洲北端的埃及。因此，我与非洲很有缘分，也很有感情。我一直很关注非洲大陆各方面的发展与进步。

Africa was an important part of my diplomatic career.My first posting as a young diplomat was in Zambia, a southern African country and my first ambassadorial post was in Egypt, a northern African country.I became attached to the continent and have followed its development closely.应当说，近年非洲大陆总体经济形势有起色，经济平均增长超过4%。但同时，非洲也面临不少挑战，受国际金融危机影响非洲经济增速出现下滑，水旱灾害频繁，粮食减产，生态环境恶化。国际社会有责任，也有义务向非洲国家提供帮助，并采取切实有效措施帮助非洲国家早日消除贫困，实现经济发展，推动千年发展目标如期实现。

Africa has been doing well in recent years, with annual growth of over 4%.Yet, Africa still confronts many challenges, from economic slowdown to frequent natural disasters, falling food production and environmental degradation.The international community is duty-bound to help Africa grow its economy, reduce poverty and attain the Millennium Development Goals.关于中国与非洲的关系，这些年倍受关注。在我看来，中非关系和中国对非政策可以从四个方面概括：“历史悠久、真诚无私、平等互利、开放包容”。

In recent years, China-Africa relations have been discussed with much interest by the outside world.I would characterize China-Africa relations in the following 4 key terms:

第一，历史悠久。中国不是这几年才出现在非洲。600多年前，郑和下西洋时曾4次抵达东非。上世纪五十年代起，非洲开始民族解放运动，中国始终与非洲兄弟站在一起。中非之间的合作也就是从那时开始积淀，并经受了半个多世纪的考验。

First, long history.China's interaction with Africa is by no means something new.Over 600 years ago, Admiral Zheng He, the famous Chinese navigator, reached East Africa 4 times.China firmly stood with its African brothers in the 1950s in their independence struggle.China-Africa partnership has since stood the test of time and gone from strength to strength.第二，真诚无私。上世纪后半期，当中国自身经济还十分困难的时候，中国就开始向非洲提供无私援助。中国对非援助覆盖53个非洲国家，援建了900多个成套项目。坦赞铁路既是中国无私援助的范例，也是中非友谊的象征，我当年就曾目睹铁路通车。达累斯萨拉姆市郊还建有当时牺牲的中国援建人员的公墓。几十年来，中国先后向非洲派出1.7万人次医疗队员。从2000年至2009年，中国免除了35个非洲国家的312笔债务，总额达189.6亿元人民币。中国还为3万多名非洲留学生提供奖学金，并为非洲培训3万多各类人才。

Second, selfless assistance.China started to offer assistance to Africa from the second half of the last century despite serious economic difficulties at home.I personally witnessed the inauguration of the Tanzania-Zambia

Railway, an example of China's selfless assistance and a symbol of China-Africa friendship.Even today there is a cemetery in Dar-es-Salaam where Chinese railway engineers and workers were buried.China has since provided assistance to over 50 African countries and helped build more than 800 projects.A total of 17 thousand Chinese medical workers have been sent to Africa over the past decades.From 2000 to 2009, China cancelled 312 debts owed by 35 African countries with a total value of 18.96 billion RMB(nearly 1.9 billion pounnds).China also offered scholarships to over 30 thousand African students and trained more than 30 thousand African professionals.第三，平等互利。中非在政治上相互尊重和相互支持，中国从不把自己的意志强加给非洲国家。中非经贸合作更是 “南南合作”的典范。双方在贸易、投资、基础设施建设等领域广泛开展合作。

Third, equality and mutual benefit.China and Africa respect and support each other politically.China never imposes its will on Africa countries.China-Africa economic and business partnership is an example of South-South cooperation, covering extensive areas of trade, investment and infrastructure development.自2009年起，中国成为非洲第一大贸易伙伴国，双边贸易额连续超过一千亿美元。中国已经与45个非洲国家签署了双边贸易协议。中非贸易绝不是有些人所说的单纯的能源和资源贸易，双边贸易结构日趋优化。近年来，非洲的工业制成品和农产品陆续进入中国市场，受到中国消费者的欢迎。

China became Africa's No.1 trading partner in 2009.Two-way trade has since exceeded 100 billion US dollars.China signed bilateral trade agreements with 45 African countries.China-Africa trade is by no means all about energy and resources.Trade has become more balanced in recent years.Industrial and agricultural products of Africa are increasingly popular among Chinese customers.截至目前，中非相互直接投资存量均已突破100亿美元。再说到赞比亚，赞比亚-中国经贸合作区是中国在非洲设立的第一个境外经贸合作区，目前已引进13家企业，完成实际投资6亿美元，为当地提供就业岗位6000多个。这种新的投资形式既形成了产业集群，提高了企业效益，也为当地经济做出了贡献，其成功经验正在向毛里求斯、尼日利亚、埃及、埃塞俄比亚等国推广。

Two-way investment has exceeded 10 billion US dollars.Take Zambia as an example.13 companies have settled in the Zambia-China economic and trade cooperation zone, the first of such zones in Africa, with paid-in investment of 600 million US dollars and creating more than 6,000 jobs.Such a model of investment is being applied in other parts of Africa, such as Mauritius, Nigeria, Egypt and Ethiopia, as it contributes to the local economy by forming a cluster of businesses and increasing their efficiency.中国企业积极参与非洲国家基础设施建设，涉及房建、道路、水利水电、石化、电信、供水等多个领域，提高了当地人民的生活水平。过去十年，中国在非洲建设了6万公里道路和7000万平方米房屋。中国还为非洲基础设施建设积极提供融资支持。

Chinese businesses are also playing an active part in Africa's infrastructure development, building houses, water and power supply, and communications facilities to raise local people's living standards.In the past decade, China built 60,000 kilometres of road and 70 million square metre of housing for Africa.Many of these projects are built with Chinese financial support.第四，开放透明。中国与非洲发展关系光明磊落，也不具排它性，中国不会搞所谓的“新殖民主义”。近年来欧盟提出“中非欧”三方合作，我们对此持开放态度。事实上，中方已经与联合国粮农组织、世界银行等国际机构在非洲开展了许多三方合作项目。我们也希望三方合作遵循以下原则：一是要充分尊重非洲国家的意愿；二是任何一方都不应单方面制定“游戏规则”；三是合作结果会有利于非洲发展，提高效率，扩大成果；四是不强求合作，从易到难，循序渐进。

Fourth, openness and transparency.China-Africa cooperation is not exclusive, nor is it a tool of “neo-colonialism”.In recent years, EU proposed the idea of trilateral cooperation between China, Africa and EU.We are open-minded to the proposal.As a matter of fact, there is no lack of such trilateral cooperation – China has many projects in Africa in collaboration with the UN Food and Agriculture Organization and the World Bank.We hope that such cooperation will follow the following principles: One, African countries' wishes should be

respected;Two, no party should set the rule of the game unilaterally;Three, such cooperation should be efficient and serve Africa's development;Four, cooperation should be carried out on a voluntary basis, and proceed in an orderly way with easier areas first.中国是最大的发展中国家，人口占世界的1/5，非洲是发展中国家最集中的大陆，人口占世界的1/7。中非发展互利共赢的新型战略伙伴关系不仅有利于中国与非洲，也有利于世界的和平、稳定与发展。

China is the largest developing country in the world, while Africa is home to the largest number of developing countries.One has one fifth of the world's population, the other one seventh.Mutually beneficial cooperation not only serves common prosperity and development of China and Africa, but also contributes to peace and stability of the world.让我们携手努力，共同参与非洲的建设，推动非洲的和平、发展和进步。

Let us work together, help Africa to grow and contribute to a peaceful and prosperous future for the continent.谢谢。
