各位媒体朋友:

欢迎大家出席2012年伦敦书展“市场焦点”中国主宾国活动的首场新闻发布会!

千百年来书籍一直在我们的生活中占有举足轻重的地位。我想大家都知道古罗马政治家西塞罗的名言:“没有书籍的房间就像没有灵魂的躯体。”在过去的两千多年里,中国人最早发明了纸张和活字印刷术。

中国高度重视一年一度的伦敦书展。这是享誉41年的全球出版业盛会,也是世界第二大国际图书版权交易会。更让我们高兴的是中国将成为本届伦敦书展的“市场焦点”。中国出版业将会带着新视角和新概念在本次书展亮相。

中国主宾国活动时间为4月16日至18日伦敦书展期间。主会场在EARLS COURT,同时各场活动将遍布伦敦甚至英国。

中国作家、小说家、剧作家、记者、艺术家、演奏家、制作人和出版商等将云集伦敦,他们都是活动的主角,同时中国领导人将出席活动开幕式及相关活动。

中方将组织300多场各种类型的活动,内容涉及文化、出版、文学、艺术、教育、经济等领域,形式包括高端对话、出版交流活动、作家学者交流、图书展示和文化艺术展览等。

伦敦书展“中国市场焦点”是中国出版业与英国及国际同行的一次深度交流机会。中国出版业组成了“国家队”,阵容整齐强大,展品丰富精美,立足于充分展示中国出版业的最新水平,借鉴吸取国外同行的发展经验,促进中国出版业进一步走向世界。

伦敦书展“中国市场焦点”是中英两国庆祝建立大使级外交关系40周年的一项重要活动。我们高兴地看到,40年来,中英关系持续发展,两国政治互信在不断增加,经贸合作在不断拓展,人文交流在不断深化。伦敦书展中国主宾国活动既是今年中英关系中的一大盛事,也是促进中英人文领域交流与合作的一大契机。

伦敦书展“中国市场焦点”是展现中国文化事业繁荣和各项事业全面发展的一个重要平台。中国的发展是全面的发展,我们不仅大力发展经济,在短短30多年内使中国成为世界第二大经济体,而且高度重视文化建设,努力满足人民群众日益增长的文化和精神需求。中国不仅是经济大国,而且也是文化大国。我相信,具有五千年深厚文化底蕴和不断改革创新、与时俱进的中国应当能为世界文明发展做出更大贡献。

尊敬的中国银行副行长岳毅先生,中国银行伦敦分行总经理、中国银行(英国)公司执行总裁葛奇先生,英格兰银行市场执行理事保罗·费舍尔(PAUL FISHER)先生,女士们、先生们:

Vice President Yue Yi, Mr Kenneth Ge, Mr Paul Fisher, Executive Director for Markets of Bank of England, Distinguished guests, Ladies and Gentlemen,首先,我祝贺中国银行伦敦分行暨中国银行(英国)有限公司乔迁之喜。

This is the second such event I attended during my six months in London.The last one was the relocation of the CCPIT London Office early July.In fact, there has been quite some good news about Chinese businesses in the UK recently.A latest UKTI report ranks China as the 6th largest investor in the UK last year with investments in 74 projects.According to Think London, China was the second largest new investor in London, with 24 companies opened or expanded in London last year.By the end of last year, FDI from China in the UK reached 620 million US dollars.就金融企业而言,目前,中国在英国有三家分行(中国银行、建设银行和中国工商银行)、一家子行和多家代表处。我听说,中国农业银行也正在积极筹备将伦敦代表处升格为分行。这些表明,中国机构和企业重视英国市场和伦敦金融中心的地位,看中英国优良的投资发展环境。我期待着今后收到更多中资企业成立、迁址仪式的邀请,也非常乐意到场祝贺。

In the financial sector, Chinese banks have set up three branches(Bank of China, Construction Bank of China and Industrial & Commercial Bank of China), one subsidiary and quite a few offices in the UK.I heard that the Agricultural Bank of China are also planning to upgrade its London Office to a branch.This shows that Chinese businesses are increasingly taking the UK market as a big priority and are seeking to leverage London's status as a financial centre to expand their UK and European business.I'm sure there will be more occasions like today and I will be happy to attend.中国银行伦敦分行于1929年设立,是中国银行业在海外设立的第一家分支机构。历经八十余载风雨,今天的中国银行伦敦分行依旧焕发着青春、充满着朝气:

The Bank of China London Branch, which was set up in 1929, was the first overseas branch of a Chinese bank.81 years on, this branch is brimming with vigor and vitality.一是规模不断扩大。分行先后在伦敦金融城以及伦敦唐人街、曼彻斯特、格拉斯哥和伯明翰等地设立了营业部门,2007年又成功建立中国银行(英国)有限公司。

First, it has set up offices in the City, London China Town, and in Manchester, Glasgow and Birmingham.Its UK subsidiary-Bank of China(UK)Limited, in particular, has won it access to the EU market.二是客户日益多元。分行积极支持中国企业来英国投资发展,并为英国企业到中国投资提供融资和贷款。

Secondly, it has built a diverse customers' base.The London Branch has cultivated the custom of local Chinese communities and businesses by actively supporting them in their UK ventures with financial facilities.三是员工日益本土化和国际化。分行包容的企业文化和良好的发展前景吸引了许多英国当地人才。目前员工数量超过200名,其中当地人占90%,且许多从事中高层管理工作。

Sir Howard Davies, Ladies and Gentlemen,首先,感谢戴维斯院长的盛情邀请,使我有机会来到伦敦政治经济学院(LSE)发表演讲。

The LSE has a well-deserved reputation for academic excellence.It prides itself on its diversity of students from over 140 countries.Many of them then returned home to become leaders in their respective fields.Among them are some distinguished Chinese diplomats, including the current Chinese Foreign Minister Mr Yang Jiechi.I am delighted to learn that the LSE is now home to over 500 Chinese students.此次LSE中国发展学会在2011年岁初举办主题为―中国的国际融合:前景与挑战‖的―中国发展论坛‖,我认为恰逢其时:一是中西方关系近年来发展较快; 二是中国去年刚刚超过日本成为世界第二大经济体。中国的发展越来越引起外界的关注,人们也越来越关心中国与世界的融合问题,实际上就是中国与世界的关系问题。

The LSE China Development Forum comes at an interesting time, with the interesting theme of “Prospects and Challenges–China's global integration”.This is a time of fast development of China's relations with the West.This is also a time when China again comes under the spotlight, after overtaking Japan to become the second largest economy.China's development is attracting growing international attention.People are wondering about how this would impact the international system and where China's relations with the world are headed.关于这个问题,这几年外界观点很多,大致有这么几种:

People in the West tend to look at China from many different perspectives:

一是―威胁论‖。根据西方近代史上的经验,―国强必霸‖,因此西方一些人认为中国的发展是威胁,世界政治格局的演变是一种零和游戏,你升我降,你兴我衰,中国的―韬光养晦‖政策就是―卧薪尝胆‖。持这种观点的人去年非常得意,他们自以为找到了新的例证,将中国在南海、钓鱼岛问题上正当维护自己主权的行动视作―强硬‖,认为中国外交已经开始咄咄逼人。我想,我们还是应该听听美国国务卿克林顿上周是如何评价这种观点的:―在亚太和美国,有人把中国的增长看成是威胁,或将导致冷战式冲突,或将使美国衰败‖,―我们不接受这些看法‖。事实上,坚持原则立场同是否强硬是两码事,国家之间打交道,重要的是看是否占 ―理‖,―理直‖才能―气壮‖,―理屈‖自然―词穷‖。维护国家的主权、安全和发展利益,这就是中国外交的―理‖,也是国际关系中的―理‖。

Some see China as a threat.They look at the modern history of Western nations and conclude that “Rising powers are bound to seek hegemony”.They see the shifting balance in the international political landscape with a zero-sum mentality.They believe China is “hiding its capabilities and biding its time” before pressing forward to dominate the region and ultimately the world.They

point to recent acts by China to safeguard its sovereignty in the East and South China Seas as evidence of China's assertiveness.Let me quote from Secretary Hilary Clinton, who spoke about this just last week–“Some in the region and some here at home see China's growth as a threat that will lead either to Cold-War-style conflict or American decline.…We reject those views.” I believe upholding principles and being assertive are two different things.What really matters is whether a country is on the right side.You can only make a strong case with good reasons.For China, safeguarding its interests in sovereignty, security and development is the right thing to do.This is a major principle in China's foreign policy, and is also a principle in international relations.二是―责任论‖,说是责任论,实际上是说中国―不负责任‖。他们认为中国作为国际体系的一份子,享受了现行体系的好处,如经济全球化和贸易自由化,但没有做到也不愿去尽一个大国的责任,权利与责任不平衡,实力与作用不匹配,中国只是在―搭便车‖。持这种观点的人眼里就盯着气候变化、朝核、世界经济失衡等几个问题,其实就拿这几个问题来指责中国―不负责任‖也显得苍白无力。比如,朝鲜半岛局势最近出现缓和,大家公认中国再次发挥了积极作用。更何况,中国积极参与国际经济金融体系改革和治理,积极参加联合国维和行动和打击海盗,积极推动气候变化、国际发展等全球性问题的解决。

Some believe China should take up more international responsibilities.These people complain that China has not fully honored its obligations.They believe that China free-rides the current international system.It benefits significantly from globalization and trade liberalization, but is reluctant to assume the responsibilities of a major power.They criticize China for lack of responsibility in climate change, the Korean nuclear issue and global economic imbalances, etc.Nothing could be further from the truth.China has played an active role recently in easing tensions on the Korean Peninsula.China is taking an active part in the reform of the international economic and financial structures, in UN peacekeeping missions and in the fight against piracy.It is committed to working with other countries for solutions to global issues from climate change to international development.三是,我称为―跛脚论‖。认为中国经济发展赶上了世界的步伐,但政治、意识形态和价值观上中国仍是―异类‖,两只脚不是一般长,走得不是一样快。这样的观点,我认为实际上是将自己的价值标准套用到别人的头上,是一种―自我中心论‖,同时也是罔顾事实。中国改革开放的三十多年,难道只有经济上的快速发展,没有同步的政治与社会的进步和飞跃?两者的脱离理论上不成立,实践中也难以想象。事实上,与30多年前相比,中国不仅是经济发生了天翻地覆的变化,中国的政治生态、社会结构都取得了大发展,中国政治制度正朝着稳定、民主和效率的方向协调和均衡前进,中国社会既开放,又多元;中国人民不仅生活得更加富裕,而且更加幸福。

Others see China as “a laggard” in certain aspects.They believe that despite China's economic strength, it has not kept pace in the areas of politics, ideology and values.This reflects a self-centred attempt to impose Western values and standards onto China.It defies common sense and logic to believe three decades of reform and opening-up have only brought China economic growth, but not political and social progress.Such logic is flawed in theory and in practice, as China has come a long way in its political and social development.Its political system is making balanced and coordinated progress towards stability, democracy and efficiency.And Chinese

society has become more open and diverse, resulting in people not only becoming wealthier, but also happier.四是―不定论‖。对中国的走向既怀希望,又有疑虑。持这种观点的人,在西方恐怕不在少数。这种观点看似很中立,其实同样有害,因为它可能导致西方迷茫甚至误判,丧失的不仅是合作的机会,而且是自身发展的机遇。

Lastly, some believe China's future is uncertain.They are torn between hope and fear for China's development, but unsure which way China will turn.This view of China has a large following in the West.It may sound neutral, but it can easily lead to confusion and even miscalculation.That could result in lost opportunities for cooperation and damage to their own development.那么,中国自己到底怎么看与世界的关系和融合问题。我认为,中国在三年前就将这个问题看得很清楚、说得很透彻。胡锦涛总书记在2007年向中共十七大作报告时指出:中国与世界的关系发生了历史性变化;中国发展进步离不开世界,世界繁荣稳定也离不开中国;中国的前途命运日益紧密地同世界的前途命运联系在一起。经过国际金融危机的洗礼后,我们对这个看法更加坚定和明确。那就是中国追求和谐发展,中国与世界的关系是一种良性互动。这种关系的特点有三:

So, how does China see its role and relationship with the world? China made this very clear three years ago.In his report to the 17th National Congress of the Communist Party in 2007, President Hu Jintao commented that “China's relations with the world have gone through historic changes.China cannot develop in isolation from the world, and the world's prosperity and stability requires China's contribution.China's future and destiny are increasingly linked to the rest of the world.” The international financial crisis has only reaffirmed China's commitment to harmonious development and a positive relationship with the world.To achieve the goals of successful development:

一是和平发展。中国仍然是一个发展中国家,发展是硬道理。中国争取和平的国际环境发展自己,又以自身的发展促进世界和平。我们奉行防御性国防政策,永远不称霸,永远不搞扩张;主张不干涉别国内部事务和谈判解决国际争端,致力于维护世界的和平与稳定。

Firstly, China's development is peaceful.China is still a developing country and development remains our top priority.China needs a peaceful international environment to develop, and is ready to contribute more to world peace as it develops.China's development of defence capabilities are for self-defence.Hegemony or expansion is neither a tradition nor an option for China.We stand for non-interference in the internal affairs of other countries and call for negotiated solutions to international disputes.二是开放包容。中国的发展是开放的发展。不久前,中国制定了―十二五‖规划,强调要必须实行更加积极主动的开放战略,拓展新的开放领域和空间,积极参与全 球经济治理和区域合作,不断提高对外开放水平。我们将以更加开放的姿态面向世界,以更加虚心的态度借鉴人类文明优秀成果和吸收各国发展有益经验,以更加务 实的行动加强国际交流合作。

Secondly, China's development is open and inclusive.Development can never be achieved behind closed doors.China recently formulated its “12th Five-Year Plan”, which called for greater openness in more areas, and a more active role in global economic governance and regional cooperation.To achieve this, we will engage with the world with an open mind.We will borrow from the fine cultural traditions and useful experiences of other countries, and strengthen international exchanges and cooperation.三是互利共赢。中国古人说:―君子爱财,取之有道‖。中国要发展,但我们不动别人的奶酪,相反,我们愿和别人一起来把合作的蛋糕做大,共同分享。中国支持欧盟采取的金融稳定措施,这就是互利。欧元垮了,中国经济难免受损。这就是全球化时代的特点:相互依赖、利益共生。

Thirdly, China's development is a win-win.As an old Chinese saying goes, “A noble man acquires wealth by honourable means”.China's development will not be achieved through a beggar-thy-neighbour approach.On the contrary, we will work with others to make the world economy bigger and share the benefits with others.China supports the EU's financial stabilisation measures, as they are in China's interests.The Chinese economy would not escape should the euro collapse.We are all together in a world of interdependence and interconnected interests between countries as a result of globalisation.女士们、先生们,Ladies and Gentlemen,中国的发展是一个进行时,这既是自我超越,也是与世界不断融合的过程。在这一过程中,中国正在主动适应自身地位发生的一些变化,克服―成长的烦恼‖,向外 部世界有效宣示自己的意图和政策。700年前,意大利诗人但丁在其长篇史诗《神曲》中曾经写道:―走自己的路,让别人说去吧‖。但今天,我们要做的是: ―走自己的路,让别人理解‖。我们真诚希望世界看到中国的发展带来的机遇,并且善于抓住这个机遇,加强互惠合作,造福各自人民。

China's development is an on-going process.It requires efforts by itself.It also calls for closer interaction with the world.China is adapting to its new position in the world and trying to overcome its “growing pains”.More than 700 years ago, the Italian poet Dante wrote in his epic poem the Divine Comedy, “Go your own way;let others talk!” What we are doing today is to: “Go our own way;but let others understand!” We hope the world will appreciate and take the opportunities created by China's development, and work closely with China to bring real benefits to the people.就在昨天,胡锦涛主席结束了对美国的国事访问,访问意义重大,成果丰硕,开启了中美关系的新篇章。中美两国都强调,致力于从战略高度和长远角度出发,加强 对话、交流和合作,发展求同存异、平等互信的政治关系,深化全面合作、互利共赢的经济关系,开展共同应对挑战的全球伙伴合作,推进人民广泛参与的中美友好 事业,并建立深入沟通、坦诚对话的高层交往模式。如果中美这两个政治社会制度、历史文化背景和经济发展阶段迥异的大国,能在新时期发展相互尊重、互利共赢 的合作伙伴关系,那么我们还有什么理由怀疑中

国与世界关系的前景?

Yesterday President Hu Jintao just concluded his state visit to the United States.This was an important and fruitful visit that opens a new chapter in China-US relations.China and the United States stress the importance to approach China-US relationship from a strategic and long-term perspective by stepping up dialogue, exchanges and cooperation.We are committed to a political relationship of equality and mutual trust, focusing on areas of agreement rather than differences;We are equally committed to an economic relationship of cooperation and mutual benefit;We are also committed to a global partnership to meet global challenges.We will encourage closer interaction and friendship between our two peoples, and foster a good relationship of deep-going discussions and candid dialogue at the top level.If China and the United States, two major countries with very different social systems, cultural traditions and stages of development, are committed to working together to build a cooperative partnership based on mutual respect and mutual benefit, why should we doubt the future of China's relations with the world?!

It’s no secret that those of us here tonight have had our differences over the last two years.The debates have been contentious;we have fought fiercely for our beliefs.And that’s a good thing.That’s what a robust democracy demands.That’s what helps set us apart as a nation.我们这些今晚出席这一活动的人在过去两年曾存在分歧,这不是秘密。辩论是非常激烈的,我们为我们各自的观点进行了激烈的斗争。这是一件好事,这是强有力的民主所要求的。这种争论帮助美国成为区别于其它国家的民主国家。

What would you change about the world? What do you want to be when you grow up?‖

Our schools share this responsibility.When a child walks into a classroom, it should be a place of high expectations and high performance.But too many schools don’t meet this test.That’s why instead of just pouring money into a system that’s not working, we launched a competition called Race to the Top.To all fifty states, we said, ―If you show us the most innovative plans to improve teacher quality and student achievement, we’ll show you the money.‖

我们的学校也有责任。当一名儿童步入教

Take a school like Bruce Randolph in Denver.Three years ago, it was rated one of the worst schools in Colorado;located on turf between two rival gangs.But last May, 97% of the seniors received their diploma.Most will be the first in their family to go to college.And after the first year of the school’s transformation, the principal who made it possible wiped away tears when a student said ―Thank you, Mrs.Waters, for showing… that we are smart and we can make it.‖

Let’s also remember that after parents, the biggest impact on a child’s success comes from the man or woman at the front of the classroom.In South Korea, teachers are known as ―nation builders.‖ Here in America, it’s time we treated the people who educate our children with the same level of respect.We want to reward good teachers and stop making excuses for bad ones.And over the next ten years, with so many Baby Boomers retiring from our classrooms, we want to prepare 100,000 new teachers in the fields of science, technology, engineering, and math.让我们也记住,除了父母之外,对一个孩子成功的最大影响来自于站在教室前的男女教师们。在韩国,教师们被称作―国家建造者‖。在美国,现是我们该以同样程 度的尊重对待那些教育我们孩子的人的时候了。我们应当奖励好教师,停止为糟糕的教师找借口。在未来十年,由于非常多的婴儿潮一代教师将退休,我们将需要准 备10万名科学、技术、工程和数学学科教师。

Of course, the education race doesn’t end with a high school diploma.To compete, higher education must be within reach of every American.That’s why we’ve ended the unwarranted taxpayer subsidies that went to banks, and used the savings to make college affordable for millions of students.And this year, I ask Congress to go further, and make permanent our tuition tax credit – worth $10,000 for four years of college.当然,教育竞赛不会止步于高中毕业证。为了竞争,必须让每位美国人都有接受高等教育的机会。这就是我们为什么结束向银行提供没有充分根据的税款补贴,用节 省下来的钱来使数百万学生能有能力上大学。我今年将请求国会采取进一步措施,使我们的学费税收抵免永久化,对一个人四年的大学来说,这笔钱相当于1万美 元。

Because people need to be able to train for new jobs and careers in today’s fast-changing economy, we are also revitalizing America’s community colleges.Last month, I saw the promise of these schools at Forsyth Tech in North Carolina.Many of the students there used to work in the surrounding factories that have since left town.One mother of two, a woman named Kathy Proctor, had worked in the furniture industry since she was 18 years

old.And she told me she’s earning her degree in biotechnology now, at 55 years old, not just because the furniture jobs are gone, but because she wants to inspire her children to pursue their dreams too.As Kathy said, ―I hope it tells them to never give up.‖

Now, I’ve heard rumors that a few of you have some concerns about the new health care law.So let me be the first to say that anything can be

Now, the final step – a critical step – in winning the future is to make sure we aren’t buried under a mountain of debt.现在,赢得未来的最后一步最关键的一步是确保我们不会葬身于如山的债务之中。

We are living with a legacy of deficit-spending that began almost a decade ago.And in the wake of the financial crisis, some of that was necessary to keep credit flowing, save jobs, and put money in people’s pockets.几乎从10年前开始,赤字财政几乎就一直与我们形影相随。在金融危机爆发后,这在一定程度上对于保持银行流动性、保护就业以及增加人民收入来说是必要的。

bigger.In the coming months, my administration will develop a proposal to merge, consolidate, and reorganize the federal government in a way that best serves the goal of a more competitive

alliances for progress in the Americas.Around the globe, we are standing with those who take

responsibility – helping farmers grow more food;

supporting doctors who care for the sick;and

Brandon started a company in Berlin, Pennsylvania that specializes in a new kind of drilling

technology.One day last summer, he saw the news that halfway across the world, 33 men were

Sir John Boyd, Chairman of Asia House, Ladies and Gentlemen,我很高兴应邀出席亚洲之家举办的“亚洲商业领袖峰会”午宴。首先,我要对峰会的召开表示热烈祝贺!

It gives me great pleasure to attend the First Asian Business Leaders Summit.I wish to begin by warmly congratulating Asia House on the opening of this summit.中国有一句古诗,叫“东边日出西边雨”,这本是形容天气阴晴不定,但如果用它来形容当前的世界经济似乎非常贴切。美、欧经济受金融危机的深层次影响,如同伦敦的冬季,“阴雨连绵”。相比之下,亚洲经济充满“阳光”,保持良好增长势头。国际货币基金组织10月6日新发表的《世界经济展望》认为,明年亚洲经济整体增幅可能为6.7%,虽较今年的7.9%有所放缓,但亚洲“仍是全球增长最快的地区”。

As an ancient Chinese saying goes, “It is sunny in the east while rainy in the west.” This may well serve as a summary of the current global economy, with the American and European economies are still just in the rainy season, as the result of the financial crisis, whereas the Asian economy is in the summer sun with robust growth.The latest IMF World Economic Outlook estimated that the Asian economy will grow by 6.7% in 2011.This will be lower than this year's 7.9% but still is enough to make it the fastest growing region.过去十年里,中国一直是亚洲经济增长最快的经济体。中国经济持续快速增长,为亚洲和世界经济的增长做出了重要贡献。当前,世界普遍关注中国的经济走势、投资环境和人民币汇率等问题,我愿就此谈一下个人的看法,希望能对各位有所帮助。

China's sustained fast growth has contributed to Asian and world growth over the past decade.And I would like to share with you my thoughts on China's economic future, investment climate and the RMB exchange rate, which I know has attracted much attention.第一个问题是中国的经济走势。我认为这须从短期和长期两个角度看。从短期看,最近公布的中国国民经济运行数据显示,中国经济目前增长动力依然较强,虽然经济增速放缓,但没有异常变化。今年第三季度经济增长率预计为9.2%,四季度预计为8.5%,全年预计为9.8%。城镇固定资产投资增速高位趋稳,1-8月份,城镇固定资产投资同比增长24.8%。社会消费品零售总额平稳较快增长,1-8月份,社会消费品零售总额同比增长18.2%。通货膨胀处在一个适当、温和的水平。8月份,居民消费价格同比上涨3.5%,工业品出厂价格同比上涨4.3%。9月的中国制造业采购经理指数(PMI)为53.8%,高于8月2.1个百分点,已连续十九个月位于临界点——50%以上的扩张区间。由于中国正处在由经济较快增长向稳定增长过渡的关键时期,经济增速适当回落并非坏事,反而有助于防止经济增长由偏快转向过热,有利于加快经济结构调整和发展方式转变。

China's economic future should be viewed with both a short and long term perspective.In the short term, the latest statistics point to strong momentum for growth.With the economy expected to grow by 9.2% in the third quarter, 8.5% in the fourth, and 9.8% for the whole year;Urban fixed asset investment is growing at a high yet steady rate of 24.8% for the first 8 months;Retail sales are up by 18.2% for the same period;Inflation is at a moderate level, as the consumer price was up by 3.5% year-on-year and industrial product up by 4.3% for August;The September PMI stood at 53.8%, 2.1 percentage points higher than that of August, above 50% for 19 consecutive months.China is at a crucial point, where a shift from fast to more sustainable levels of growth is imperative.And a reasonable slowdown will help prevent overheating, and assist economic restructuring and industrial upgrading.从长期来看,中国正处在工业化和城镇化加速上升阶段,投资、消费需求旺盛。中国的工业化仍处于中期发展阶段,与发达国家相比,仍有很大的追赶空间。未来20年,中国还将有3亿多人口从农村迁移到城市。中国民间投资已占到国内总投资的一半以上,日益成为中国经济发展的重要动力。中国的消费结构正从吃、穿为主向行和住方向发展,汽车、住房、旅游和高端服务需求强劲。中国区域经济发展不平衡,西部地区欠发达,但这也意味着西部地区发展还有巨大潜力。因此,中国经济未来发展并不缺乏动力,我们有理由保持乐观。

In the long run, China is in a fast process of industrialisation and urbanisation, with huge demand for investment and consumption.China's industrialisation is still at a much lower level than that of the advanced economies.But more than 300 million people will move from rural China to the cities in the next 20 years.And private investment now accounts for more than half of total domestic investment, and has become a major engine driving economic growth.The Chinese used to spend the largest part of their income on food and clothes, but now cars and housing have taken their place.Although there is a huge demand for cars, housing, tourism and high-end services across many areas of China, there are also less developed regions such as western China where food and clothing are still the essentials.This shows economic imbalances in the country, but can also be seen as great potential for further development.We have every reason to be optimistic about China's economic future.第二个问题是中国的投资环境,这个问题在座的各位企业家可能更加关心。最近,中国领导人多次就外界的一些关切发表了讲话,总的精神就是请大家放心,中国的投资环境只会越来越好。坚持对外开放基本国策、奉行互利共赢的开放战略,是改革开放30多年来中国经济持续快速发展的成功经验。这样一条成功的经验,我们为什么要放弃?!

Let me now address the second issue: China's investment climate, which is of concern to you as business leaders and has been addressed by Chinese leaders recently.The message is one of reassurance: China remains open for business and investing in China will only get easier.There is no point in giving up on our policy of openness and mutual benefit, as it has proven successful for more than 30 years.目前中国22%的税收、28%的工业增加值、55%的进出口、50%的技术引进、约4500万人的就业,都来自外商投资企业的贡献。对外开放、吸引外资是双赢的。对中国来说,持续吸引外资为国家现代化建设提供了必要的资金、先进的技术和宝贵的管理经验以及众多国际化人才。对外商投资企业来说,则获得了可观的投资回报,不少在华外商投资企业成为其母公司全球业务的增长亮点和利润中心。

Opening-up has been a win-win for both China and foreign businesses, with foreign-invested enterprises account for 22% of China's tax revenue, 28% of its industrial added value, 55% of trade, 50% of technology import and 45 million jobs in China.Foreign investment brings funding, advanced technologies, valuable business know-how and international professionals to China.This in return offers business opportunities and growth prospects for their global business.当前,中国正积极致力于为广大外商投资企业营造更加开放、更加优化的投资环境。

China will foster a more open and enabling investment climate for foreign businesses in the following ways:

一是扩大开放透明。今年上半年,中国政府发布了《关于进一步做好利用外资工作的若干意见》,推出一系列创新举措,优化利用外资结构,扩大开放领域,促进利用外资方式多样化。比如,鼓励外资投向高端制造业、高新技术产业、现代服务业、新能源和节能环保等产业;鼓励外资以参股、并购等方式参与中国国内企业改组改造和兼并重组,拓宽外商投资企业境内融资渠道,更好地发挥利用外资在推动科技创新、产业升级和区域协调发展等方面的积极作用。

Firstly, increasing openness and transparency.Earlier this year, the Chinese government issued new rules which opened more sectors to foreign investment and channel more foreign capital into high-end manufacturing, high-tech industries, modern services, new energies and energy-saving and environment-friendly industries.Foreign companies will be encouraged to join in the reorganisation of Chinese businesses through share-holding, merger or acquisition, and will also be allowed wider access to Chinese funding.These measures will make it possible for foreign businesses to play a larger role in China's scientific innovation, upgrading of its industries and re-balancing of regional development.二是确保公平竞争。所有在中国依法注册的企业都享受国民待遇,在华外资企业制造的产品就是中国制造。中国政府鼓励自主创新的政策是覆盖中国境内所有企业的,当然适用于依法在中国设立的一切外商投资企业。今年4月,中国通过面向国内外投资者公开征求意见,对“自主创新”产品的认定标准进行了调整,确认外商投资企业是“中国制造”的组成部分,同中国本土资本投资企业适用同样的原产地规则,享受一视同仁的平等国民待遇。当前,中国政府正在以认真负责的态度对待加入世贸组织《政府采购协定》谈判。对涉及政府资金的采购和建设项目,中国政府将采取更加公开透明的办法,让内外资企业及其产品享受平等的待遇。

Secondly, promoting fair competition.The Chinese government's policy to encourage home-grown innovation applies to all companies in China, including all foreign-invested companies as their products are considered to be “made in China”.In April this year, China held a public consultation to review the criteria for certification of products of home-grown innovation.The results reaffirmed that foreign-invested companies enjoy the same rules of origin as their Chinese counterparts.The Chinese government places great importance on the negotiations to join the WTO Government Procurement Agreement.And it will make all procurement and construction projects involving official funding open and transparent to all Chinese and foreign-invested companies and treat their products equally.三是重视知识产权保护。中国已将保护知识产权提升为国家战略,并建立了比较完整的保护知识产权体系。2006至2010年,中国连续5年实施保护知识产权行动计划。中国政府不断加强知识产权行政执法力度,开展了打击网络侵权盗版等多个专项治理行动。今后,中国政府将继续完善市场体系,消除市场壁垒,维护市场秩序,保护投资者利益。同时我们还将进一步完善保护知识产权的体制机制、法律法规,为广大投资者和权利人提供更加有力有效的保护。

Thirdly, improving intellectual property rights(IPR)protection.A full-fledged system of IPR protection has been set up over the last 20 years, making IPR protection a national strategy in China.Between 2006 and 2010, annual IPR protection action plans were drawn up.Law enforcement for IPR was strengthened resulting in a heavy clamp-down on acts of piracy.In the years ahead, we will continue to improve our market economy by removing market barriers, and protect the rights and interests of investors.China will also improve laws and regulations on IPR protection to offer more effective and efficient protection to investors and IPR owners.我想谈的第三个问题是人民币汇率问题。最近,这个问题明显升温,国际上对中国压力很大,我想其中原因与某些国家的自身经济状况密切相关,同时这个问题也被“政治化”了。在此,我想谈几点看法:

The RMB exchange rate has been a hotly-debated issue and there was a lot of pressure on China.This has been due to the economic problems some countries have faced, and this issue has been unduly politicized.Let me outline my thoughts on this issue:

第一、世界经济失衡不是汇率问题造成的。有人认为,人民币币值低估是导致世界经济失衡的主要原因,这显然是舍本逐末,推卸自身问题和责任。世界经济失衡的主要原因是一些主要经济体消费与储蓄出现失衡,过度消费,储蓄不足,从而反映在一些国家与部分新兴经济体存在贸易不平衡,特别是美国的巨额贸易逆差和亚洲新兴经济体的贸易顺差。

First, the RMB has not caused the global economic imbalances.Blaming the RMB is an attempt to shift responsibility.An important factor in the imbalances is the excessive spending and inadequate savings in some major economies, which has been reflected in trade imbalances, in particular the rising trade deficit of the US against emerging economies of Asia.第二、汇率与贸易顺差没有必然联系。中国对外贸易,对美国、欧盟是顺差,但对周边的日本、韩国和东盟是逆差;货物贸易是顺差,服务贸易是逆差;加工贸易是顺差,一般贸易是逆差。这显然与人民币汇率无多大关系,而是全球化条件下的贸易结构问题。同样,拿中美贸易来看,从1994年起到现在,人民币汇率一直在升值,特别是2005年7月人民币汇率形成机制进一步深化改革,到目前人民币兑美元升值22%。按照通常逻辑,人民币兑美元升值,中美贸易应当趋向平衡,但是2005至2009年,美对华贸易逆差不减反增。这恰恰说明了,中美贸易不平衡主要原因不是汇率问题,而是贸易结构问题。这里值得指出的一个现象是,美国在大量进口消费品的同时却对出口设置障碍,限制本国高新技术产品出口,放弃了自身的比较优势。

Second, adjusting the exchange rate is not an effective way to promote the balance of trade.Take China as an example.It has a trade surplus with the US and the EU, but a deficit with Japan, ROK and ASEAN;it has a surplus in the trade in goods and processing, but a deficit in the trade in services and general trade.This clearly has little to do with the RMB exchange rate, but is actually a matter of the globalised trade structure.Take China-US trade for example, the RMB has been on an upward track against the US dollar since 1994, and has appreciated by 22% since July 2005 when China introduced reforms to the exchange rate regime.If what we were told is true, this should have led to a more balanced trade between China and the US.Yet the years from 2005 to 2009 only saw a growing US deficit.This proves once again that China-US trade imbalances are not caused by the exchange rate, but rather are a structural issue.I should also add that the US has failed to make full use of its comparative advantage by putting up barriers to the export of high-tech products.第三,打货币战、贸易战不符合任何一方的利益。金融危机以来,中国一方面努力克服危机对自身带来的不利影响,另一方面向欧洲派出了采购团,稳定持有并购买欧元债券,帮助一些陷于财政困难的欧洲国家度过难关,所作所为有目共睹。中国去年对世界经济增长的贡献率达50%,只有中国经济保持平稳增长,才会有利于世界经济的逐步复苏。如果人民币大幅升值,中国经济必然受损,世界经济也难幸免。借口人民币汇率问题,打货币战、贸易战,对谁都没有好处。中国有句古训:“和则两利,斗则俱伤”。这对我们今天处理货币和贸易问题,实在是至理明言。

Third, a currency or trade war is in no one's interest.China has worked hard to overcome the adverse impact of the crisis.We sent buying missions to Europe, increased our Euro bonds holdings and helped some European countries out of difficulties.China also contributed 50% to world economic growth last year.A global economic recovery will only be possible if China maintains steady growth.Sharp RMB appreciation would not only be disastrous for China, but would also hurt the global economy.A currency or trade war is the last thing the global economy needs.As an old Chinese saying goes, “Cooperation benefits both and confrontation hurts all.” And this is how we believe the currency and trade issues should be addressed.第四,中国不是“汇率操纵国”,也不希望被别人操纵。近年来,中国致力于人民币汇率机制改革,目标是形成以市场供求为基础,参考一篮子货币进行调节、有管理的浮动汇率制度。汇率机制改革将是渐进性的,汇改的速度取决于中国的国际收支状况,人民币升值还是贬值要由市场来决定。有些人要求人民币一次性升值25%-40%,这是要操纵、逼迫我们开“倒车”,使中国正在进行的汇率机制改革半途而废。我们不会采取这样的“操纵疗法”。

Fourth, it is inappropriate to label China as a currency manipulator, and China does not want its currency to be manipulated by others.China has put in place a managed floating exchange rate regime, based on market supply and demand with reference to a basket of currencies.This reform should be gradual and market-based and should proceed at a pace consistent with China's international balance of payments position.Some have asked for a one-off appreciation of 25 to 40%.This would mean a setback for China's exchange rate reform, and such “manipulative therapy” will not be adopted by China.女士们、先生们,Ladies and Gentlemen,当前,在国际社会共同努力下,世界经济正逐步摆脱国际金融危机阴影,走向复苏,但复苏的基础不牢固、进程不平衡,存在较大不确定性。在这样的后金融危机时代,世界各国更要同舟共济,而不是同舟共“挤”;需要利人利己,而不是损人利己。

Thanks to the joint efforts of the international community, we have put the worst effects of the financial crisis behind us and the world is moving towards recovery.Yet the recovery is still in a fragile and unbalanced state, and faces many uncertainties.In this post-crisis era, it is important that countries work together for an all-win instead of a “beggar-thy-neighbour” approach.作为亚洲经济发展的“龙头”,中国将继续致力于改革开放,不断拓展对外开放广度和深度,以开放促改革,以开放促发展,以开放惠民生。中国将继续致力于可持续发展,加快转变经济发展方式,促进经济增长向消费、投资、出口协调拉动转变,向主要依靠科技进步、管理创新转变。

As a driving force for economic development in Asia, China will continue to reform and open up wider.This will contribute to more economic growth and benefit our people.We will promote sustainable development by upgrading the growth pattern and driving a balanced growth through consumption, investment, export, along with scientific and technological progress and managerial innovation.中国将继续致力于互利共赢,在实现本国发展的同时,不以牺牲别国利益为代价,而是坚持把共同利益的蛋糕做大,为亚洲、为世界的发展带来更大机遇。

China will stay committed to mutual benefit.Its development will not come at the cost of other countries' interests.On the contrary, it hopes to expand areas of common interest, so that other Asian countries and the rest of the world will share the opportunities that China's development brings.我希望出席本次亚洲商业领袖峰会的企业家们通过交流,增进了解,汇聚智慧,为推动世界经济的早日复苏和可持续增长作出积极贡献。

Mutual Benefit Through Collaboration – China & the World--Keynote Speech by H.E.Ambassador Liu Xiaoming at the LSE China Development Forum 2011 January 2011, LSE, London 尊敬的戴维斯院长,女士们,先生们: Sir Howard Davies, Ladies and Gentlemen,首先,感谢戴维斯院长的盛情邀请,使我有机会来到伦敦政治经济学院(LSE)发表演讲。

May I begin by thanking Sir Howard for this honour of speaking at the London School of Economics and Political Science.其实,我与LSE还很有缘分。这是我第二次访问LSE。上一次是我刚上任不久来LSE出席“汉语桥”英国赛区的预赛。那是我来英国后的第一场公共活动,也是第一次演讲。由于预赛在LSE举行,又逢虎年,英国选手个个虎虎生威,一路过关斩将,最后伦敦大学亚非学院的蒋思哲(Stewart Johnson)获特等奖,开了英国选手在世界大学生“汉语桥”中文比赛总决赛中夺冠之先河。他们应感谢LSE给他们带来的好运。

In fact, this is my second visit to the LSE.I made my first public appearance and first speech as the Chinese Ambassador to the UK at the LSE.That was when I attended the Ninth Chinese Proficiency Competition here.As the competition was held in the LSE, and it was shortly after the start of the Year of Tiger, the British contestants put on a vigorous and truly outstanding performance.I'm glad to say that Stewart Johnson, an undergraduate at SOAS won the competition in the UK and went on to win the top prize in Beijing, becoming the first ever British student to win this prize.Maybe he should thank the LSE for this good luck.当然,真正让LSE闻名于世的还是它深厚的学术底蕴,使它成为社会科学教学与研究领域的知名学府。LSE也是国际化程度最高的学府之一,培养了140多个国家和地区的精英。值得一提的是,LSE与中国颇有渊源,中国一些杰出的外交官都曾在LSE深造,其中有中国现任外长杨洁篪先生。近年来到LSE求学的中国学生日益增加,目前已超过500人。

The LSE has a well-deserved reputation for academic excellence.It prides itself on its diversity of students from over 140 countries.Many of them then returned home to become leaders in their respective fields.Among them are some distinguished Chinese diplomats, including the current Chinese Foreign Minister Mr Yang Jiechi.I am delighted to learn that the LSE is now home to over 500 Chinese students.此次LSE中国发展学会在2011年岁初举办主题为“中国的国际融合:前景与挑战”的“中国发展论坛”,我认为恰逢其时:一是中西方关系近年来发展较快;二是中国去年刚刚超过日本成为世界第二大经济体。中国的发展越来越引起外界的关注,人们也越来越关心中国与世界的融合问题,实际上就是中国与世界的关系问题。

The LSE China Development Forum comes at an interesting time, with the interesting theme of “Prospects and Challenges–China's global integration”.This is a time of fast development of China's relations with the West.This is also a time when China again comes under the spotlight, after overtaking Japan to become the second largest economy.China's development is attracting growing international attention.People are wondering about how this would impact the international system and where China's relations with the world are headed.关于这个问题,这几年外界观点很多,大致有这么几种:

People in the West tend to look at China from many different perspectives:

一是“威胁论”。根据西方近代史上的经验,“国强必霸”,因此西方一些人认为中国的发展是威胁,世界政治格局的演变是一种零和游戏,你升我降,你兴我衰,中国的“韬光养晦”政策就是“卧薪尝胆”。持这种观点的人去年非常得意,他们自以为找到了新的例证,将中国在南海、钓鱼岛问题上正当维护自己主权的行动视作“强硬”,认为中国外交已经开始咄咄逼人。我想,我们还是应该听听美国国务卿克林顿上周是如何评价这种观点的:“在亚太和美国,有人把中国的增长看成是威胁,或将导致冷战式冲突,或将使美国衰败”,“我们不接受这些看法”。事实上,坚持原则立场同是否强硬是两码事,国家之间打交道,重要的是看是否占“理”,“理直”才能“气壮”,“理屈”自然“词穷”。维护国家的主权、安全和发展利益,这就是中国外交的“理”,也是国际关系中的“理”。

Some see China as a threat.They look at the modern history of Western nations and conclude that “Rising powers are bound to seek hegemony”.They see the shifting balance in the international political landscape with a zero-sum mentality.They believe China is “hiding its capabilities and biding its time” before pressing forward to dominate the region and ultimately the world.They point to recent acts by China to safeguard its sovereignty in the East and South China Seas as evidence of China's assertiveness.Let me quote from Secretary Hilary Clinton, who spoke about this just last week–“Some in the region and some here at home see China's growth as a threat that will lead either to Cold-War-style conflict or American decline.…We reject those views.” I believe upholding principles and being assertive are two different things.What really matters is whether a country is on the right side.You can only make a strong case with good reasons.For China, safeguarding its interests in sovereignty, security and development is the right thing to do.This is a major principle in China's foreign policy, and is also a principle in international relations.二是“责任论”,说是责任论,实际上是说中国“不负责任”。他们认为中国作为国际体系的一份子,享受了现行体系的好处,如经济全球化和贸易自由化,但没有做到也不愿去尽一个大国的责任,权利与责任不平衡,实力与作用不匹配,中国只是在“搭便车”。持这种观点的人眼里就盯着气候变化、朝核、世界经济失衡等几个问题,其实就拿这几个问题来指责中国“不负责任”也显得苍白无力。比如,朝鲜半岛局势最近出现缓和,大家公认中国再次发挥了积极作用。更何况,中国积极参与国际经济金融体系改革和治理,积极参加联合国维和行动和打击海盗,积极推动气候变化、国际发展等全球性问题的解决。

Some believe China should take up more international responsibilities.These people complain that China has not fully honoured its obligations.They believe that China free-rides the current international system.It benefits significantly from globalisation and trade liberalisation, but is reluctant to assume the responsibilities of a major power.They criticize China for lack of responsibility in climate change, the Korean nuclear issue and global economic imbalances, etc.Nothing could be further from the truth.China has played an active role recently in easing tensions on the Korean Peninsula.China is taking an active part in the reform of the international economic and financial structures, in UN peacekeeping missions and in the fight against piracy.It is committed to working with other countries for solutions to global issues from climate change to international development.三是,我称为“跛脚论”。认为中国经济发展赶上了世界的步伐,但政治、意识形态和价值观上中国仍是“异类”,两只脚不是一般长,走得不是一样快。这样的观点,我认为实际上是将自己的价值标准套用到别人的头上,是一种“自我中心论”,同时也是罔顾事实。中国改革开放的三十多年,难道只有经济上的快速发展,没有同步的政治与社会的进步和飞跃?两者的脱离理论上不成立,实践中也难以想象。事实上,与30多年前相比,中国不仅是经济发生了天翻地覆的变化,中国的政治生态、社会结构都取得了大发展,中国政治制度正朝着稳定、民主和效率的方向协调和均衡前进,中国社会既开放,又多元;中国人民不仅生活得更加富裕,而且更加幸福。

Others see China as “a laggard” in certain aspects.They believe that despite China's economic strength, it has not kept pace in the areas of politics, ideology and values.This reflects a self-centred attempt to impose Western values and standards onto China.It defies common sense and logic to believe three decades of reform and opening-up have only brought China economic growth, but not political and social progress.Such logic is flawed in theory and in practice, as China has come a long way in its political and social development.Its political system

is making balanced and coordinated progress towards stability, democracy and efficiency.And Chinese society has become more open and diverse, resulting in people not only becoming wealthier, but also happier.四是“不定论”。对中国的走向既怀希望,又有疑虑。持这种观点的人,在西方恐怕不在少数。这种观点看似很中立,其实同样有害,因为它可能导致西方迷茫甚至误判,丧失的不仅是合作的机会,而且是自身发展的机遇。

Lastly, some believe China's future is uncertain.They are torn between hope and fear for China's development, but unsure which way China will turn.This view of China has a large following in the West.It may sound neutral, but it can easily lead to confusion and even miscalculation.That could result in lost opportunities for cooperation and damage to their own development.那么,中国自己到底怎么看与世界的关系和融合问题。我认为,中国在三年前就将这个问题看得很清楚、说得很透彻。胡锦涛总书记在2007年向中共十七大作报告时指出:中国与世界的关系发生了历史性变化;中国发展进步离不开世界,世界繁荣稳定也离不开中国;中国的前途命运日益紧密地同世界的前途命运联系在一起。经过国际金融危机的洗礼后,我们对这个看法更加坚定和明确。那就是中国追求和谐发展,中国与世界的关系是一种良性互动。这种关系的特点有三:

So, how does China see its role and relationship with the world? China made this very clear three years ago.In his report to the 17th National Congress of the Communist Party in 2007, President Hu Jintao commented that “China's relations with the world have gone through historic changes.China cannot develop in isolation from the world, and the world's prosperity and stability requires China's contribution.China's future and destiny are increasingly linked to the rest of the world.” The international financial crisis has only reaffirmed China's commitment to harmonious development and a positive relationship with the world.To achieve the goals of successful development:

一是和平发展。中国仍然是一个发展中国家,发展是硬道理。中国争取和平的国际环境发展自己,又以自身的发展促进世界和平。我们奉行防御性国防政策,永远不称霸,永远不搞扩张;主张不干涉别国内部事务和谈判解决国际争端,致力于维护世界的和平与稳定。

Firstly, China's development is peaceful.China is still a developing country and development remains our top priority.China needs a peaceful international environment to develop, and is ready to contribute more to world peace as it develops.China's development of defence capabilities are for self-defence.Hegemony or expansion is neither a tradition nor an option for China.We stand for non-interference in the internal affairs of other countries and call for negotiated solutions to international disputes.二是开放包容。中国的发展是开放的发展。不久前,中国制定了“十二五”规划,强调要必须实行更加积极主动的开放战略,拓展新的开放领域和空间,积极参与全球经济治理和区域合作,不断提高对外开放水平。我们将以更加开放的姿态面向世界,以更加虚心的态度借鉴人类文明优秀成果和吸收各国发展有益经验,以更加务实的行动加强国际交流合作。

Secondly, China's development is open and inclusive.Development can never be achieved behind closed doors.China recently formulated its “12th Five-Year Plan”, which called for greater openness in more areas, and a more active role in global economic governance and regional cooperation.To achieve this, we will engage with the world with an open mind.We will borrow from the fine cultural traditions and useful experiences of other countries, and strengthen international exchanges and cooperation.三是互利共赢。中国古人说:“君子爱财,取之有道。”中国要发展,但我们不动别人的奶酪,相反,我们愿和别人一起来把合作的蛋糕做大,共同分享。中国支持欧盟采取的金融稳定措施,这就是互利。欧元垮了,中国经济难免受损。这就是全球化时代的特点:相互依赖、利益共生。

Thirdly, China's development is a win-win.As an old Chinese saying goes, “A noble man acquires wealth by honourable means”.China's development will not be achieved through a beggar-thy-neighbour approach.On the contrary, we will work with others to make the world economy bigger and share the benefits with others.China supports the EU's financial stabilisation measures, as they are in China's interests.The Chinese economy would

not escape should the euro collapse.We are all together in a world of interdependence and interconnected interests between countries as a result of globalisation.女士们、先生们,Ladies and Gentlemen,中国的发展是一个进行时,这既是自我超越,也是与世界不断融合的过程。在这一过程中,中国正在主动适应自身地位发生的一些变化,克服“成长的烦恼”,向外部世界有效宣示自己的意图和政策。700年前,意大利诗人但丁在其长篇史诗《神曲》中曾经写道:“走自己的路,让别人说去吧。”但今天,我们要做的是:“走自己的路,让别人理解。”我们真诚希望世界看到中国的发展带来的机遇,并且善于抓住这个机遇,加强互惠合作,造福各自人民。

China's development is an on-going process.It requires efforts by itself.It also calls for closer interaction with the world.China is adapting to its new position in the world and trying to overcome its “growing pains”.More than 700 years ago, the Italian poet Dante wrote in his epic poem the Divine Comedy, “Go your own way;let others talk!” What we are doing today is to: “Go our own way;but let others understand!” We hope the world will appreciate and take the opportunities created by China's development, and work closely with China to bring real benefits to the people.就在昨天,胡锦涛主席结束了对美国的国事访问,访问意义重大,成果丰硕,开启了中美关系的新篇章。中美两国都强调,致力于从战略高度和长远角度出发,加强对话、交流和合作,发展求同存异、平等互信的政治关系,深化全面合作、互利共赢的经济关系,开展共同应对挑战的全球伙伴合作,推进人民广泛参与的中美友好事业,并建立深入沟通、坦诚对话的高层交往模式。如果中美这两个政治社会制度、历史文化背景和经济发展阶段迥异的大国,能在新时期发展相互尊重、互利共赢的合作伙伴关系,那么我们还有什么理由怀疑中国与世界关系的前景?

Yesterday President Hu Jintao just concluded his state visit to the United States.This was an important and fruitful visit that opens a new chapter in China-US relations.China and the United States stress the importance to approach China-US relationship from a strategic and long-term perspective by stepping up dialogue, exchanges and cooperation.We are committed to a political relationship of equality and mutual trust, focusing on areas of agreement rather than differences;We are equally committed to an economic relationship of cooperation and mutual benefit;We are also committed to a global partnership to meet global challenges.We will encourage closer interaction and friendship between our two peoples, and foster a good relationship of deep-going discussions and candid dialogue at the top level.If China and the United States, two major countries with very different social systems, cultural traditions and stages of development, are committed to working together to build a cooperative partnership based on mutual respect and mutual benefit, why should we doubt the future of China's relations with the world?!

最后,我预祝本次论坛顺利、成功。
