【美国的战争三难】

1、战争成本增大。伊、阿战争证明:人民的对侵略战争的反抗,使战役上的速决变成战略上的持久战,使二战时希特勒,东条以战养战掠夺战败国资源、人力支撑 战争不可能。美国越追求战争的现代化,屠杀人类的武器越先进,杀害的人越多,人民的反抗越坚决、持久,美国陷入世界人民战争的海洋之中。

2、炮灰难解决。美国士兵的尸体证明“非接触,零伤亡”理论的破产。美国内反战情绪高涨,对政府打阿富汗和伊拉克两场战争一直心存不满。

盟友拒绝增兵。伊拉克战争,美自己撕下假面具,露出侵略本质。欧盟基于自身利益,又深陷债务危机,也不愿绑在美国的战车上;扑从国光死人分不到相应的战争红利,英法拒绝增兵。

3、缺少庞大的军费。每年约7000亿美元。开辟新的战场需几万亿甚至十几万亿。以战争为职业的美国当然清楚兵马未动粮草先行的规律。在为解决军费之前,不能轻烟战争。

随着美国军力的下降,仆从国、被保护国对美信心动摇,美国必须加大仍然强大的表演力度,否则更收不上保护费,每年正常维持的军费要大幅增加。

而并非是美国为了保持全球战略平衡进行的军事战略调整。科索沃战争之后,美国认为已经基本把巴尔干半岛摆平,为了保持全球战略平衡,原先以欧洲为重点的战 略布局可以朝亚太地区倾斜了,但由于“9·11”事件的到来,使美国推迟了本已着手开始的战略调整。因此,这次调整是上一次调整的继续。

笔者以为,每个国家都有自己的秘密武器,是应对突发战争的杀手锏,不具有政治威慑的作用。人家要让你知道了秘密武器,那还打个鸟。日前笔者得到自美情报有关中国六代机资料:中国正在研制的多功能歼击机(代号为“火龙”)获得重大科学技术突破,其先进性属于第六代飞机;该机的主要特点是更加先进的气动结构,新型控制系统,机载雷达的能力大为提高,可打击地面目标。该机还具有超级机动能力,如可进行“普加乔夫眼镜蛇机动”,可使其大为扩大使用机载武器的能力,破坏敌歼击机的进攻,退出其武器杀伤区。

“火龙”型机的驾驶导航系统用于完成飞机在简单和复杂气象条件下,在任何季节和昼夜情况下、在陆地和海面上、在任何地形条件下的所有飞行阶段的导航和驾驶任务。在导航设备中包括惯性导航系统、多普勒速度和侧流测量仪、自动无线电罗盘、远距(卫星)导航无线电技术系统、近距导航无线电技术系统、相互座标确定设备、信标无线电接收机等设备。

根据这一情报,加上前面刚刚曝光的J-20、J-31等战机,可见中国战机的研发速度如此强悍。此外,中国已经研制成功反隐身激光雷达,由此可见,中国已经在打造隐身战机的同时,把目光已经投向反隐身作战。这对美国一直赖以自豪的隐形战机世界战略部署来说,将直接构成威胁。说的透彻一点,美军的隐形战机对中国来说不再神秘,反之,中国的六代机对美国而言却成为神秘的怪物。

美国再次公开宣布:包括核保护伞在内,基于美国遏制力的日本防卫没有动摇!既然美国对钓鱼岛的主权归属不持立场,美国就应该在钓鱼岛问题上说三道四。可美国却一再宣称:钓鱼岛处在日本管辖之下并适用于《美日安保条约》,美国反对任何损害日本管辖的单边行动。

毫无疑问,美国的所作所为本质上就是要支持日本霸占中国领土钓鱼岛!

众所周知,钓鱼岛及附属岛屿和相关海域自古属于中国。可是,美国最近接连不断地用战争恐吓中国,企图逼迫中国放弃固有领土,其可恶程度前所未有。

美国支持企图强占中国领土的敌人,自然也就成为中国维护领土主权完整的最大敌人!无论怎样中国也算得上是核大国,美国悍然用战争恐吓中国这样的核大国,并且是帮助其盟国日本企图霸占中国领土,美国究竟想干什么?美国究竟要干什么!

首先,美国或许以为其军事实力对中国具有必胜把握。

中国国防部长访问美国时曾坦率地表示,中国武器装备水平及军力落后美国20年,梁部长谦虚真诚的话带给美国人无尽的自豪。

美国一向把最先进的科技成果运用在军事上,已经实现模块化、数字化部队,空军装备四代机,海军保持10艘核动力航母和大量核潜艇,美军的太空部队、信息部队、网络部队全球领先,美国还嫌不够,以2000枚以上的核弹头作为其决定性的战略力量。

尽管美国陆军在现役中仅占三分之一,但美军的综合战力绝对全球第一,尤其是在军事现代化方面更是全球领头羊。

近几十年来,美国发动的战争众多,其中规模较大的海湾战争、空袭南联盟和阿富汗战争,造就了美军的众多神话,同时助长了其本来就狂妄的个性,尤其是美军的中下级军官更是如此,曾经有美军军官以为其所谓战略轰炸机可以在中国来去自由就是最好的例证。

正是基于上述原因,美国或许以为其军事实力对中国具有必胜的把握。其次,美国或许真的抓住了中国的软肋。美智库建议:向中国开战,美债便可一笔勾销

截止年末,中国拥有超过30000亿美元的外汇储备,居全球第一。这样海量的外汇储备既是国家的财富,也是中国的软肋。

狡诈的美国早就看清这一点,肆无忌惮地玩超宽松货币政策:财政赤字债务化,高额债务又通过超宽松货币政策实现了货币化,再通过货币缓慢贬值来稀释债务,实际上就是赖债。

中国现在超过30000亿美元的外汇储备,十年后可能贬值到不足3000亿美元的水平,中国的外汇储备从某种意义上说就是纸上财富,如果不很好地加以应对,必将成为致命软肋。

美国有所谓智库曾经建议,向中国发动一场战争消耗在7000亿美元左右,而美国政府欠下中国的上万亿美元则可以一笔勾销,中国持有的外汇储备更将变成真正的纸上财富。

这对中国意味着什么不言而喻!

美国中情局触角遍布全世界,其搜集情报的能力令人叹服。美国的众多盟友如以色列的摩萨德等也非等闲之辈,美国与其特杆盟友合作几乎可以搜罗到全世界的任何情报。前苏联解体、东欧剧变及近来中东颜色革命都有美国中情局的影子在活动。

美国中情局对于中国花的功夫更大,大到中国最高领导人更替、国家战略、军事情报、高科技武器、秘密军事基地等,小到个人资产包括中国的巨富及最高层领导人的个人及家庭资产,都成为美国中情局搜罗之列。

大的方面中国有国家安全部应对,相信国家安全部的实力不会弱于美国中情局多少,小的方面如个人及家庭资产但愿不要成为软肋而影响国家的最终决策。

中美互派留学生众多,尤以中国派出更多,这些留学生很多都没有学成回国,成为美国的人才资源,回国人员中的绝大多数都抱定报效祖之心,也曾经出现被美国中情局收买利用而成为国家叛徒之众,这些中国不得不防。

第三,美国认定中国不敢与其战略决战。

战略决战赌的就是国家的命运。没有实力不敢赌,逆势而为将导致国家利益严重受损。有了实力但缺乏战略决战的决策能力,该赌而不敢赌必将导致大好机会白白流失,国家利益永恒受损。

1962年的中印边界之战,中国完胜印度,前线将领张国华指挥有方值得夸赞,但之前中央开会的战略决策更值得称道,以毛泽东为首的第一代领导集体高超的战略决策能力早就成为全球经典。

尽管中国后来的让步导致失去了战争胜利应得的土地,但现在的中国军队依然敢于用不到10000人的兵力对峙印度100000人以上的军队,这个对比让人回味甚多。

上个世纪80年代,中英香港回归谈判波澜起伏,伟人邓小平的战略决策能力至今让人称道。

任韧:在中日关于钓鱼岛的争议当中,我们看到日本是得到了美国明确而且直接有利的支持,为什么中国没有办法从俄罗斯得到同样的支持呢? 冯绍雷:我觉得您提的是一个很好的问题。首先,我觉得美国对日本的支持还要从两个方面来看:一方面日美之间是盟国,而中俄之间都已经明确宣布了不准备重复冷战时期的结盟对抗做法,这是一个区别;美国对日本给予支持,很大程度上恐怕是美国借同盟之行,控制日本超出美国所能控制范围的过于张扬的做法,它有这样一个战略意图在内。

美国对于日本的不放心实际上是路人皆知的。所以在这种情况之下我们不必去简单地攀比日美是同盟。我觉得借鉴冷战的经验教训,还是要把和平跟发展放在东北亚地区,放在全球大国关系的一个重要地位上来考虑。同时,我也想起了普京总统有一次在和我们见面的时候,有日本学者提出了日俄之间的领土争端问题。普京笑了笑就回答他说,我奉劝(警告意味浓重)日本朋友,请他们看看中俄之间是怎么处理冷战之后这么复杂的领土边界问题的。

为什么我们能把几十年来这么尖锐的一个领土争端问题能够处理这么好,使之得到解决,我希望日本朋友好好的要思考一下这个问题(奉劝不要跟中国动武)。我觉得这个回答很清晰地指出了日本在对领土争端这个问题上所持态度,以及他背后的这样一个复杂的背景。

从当前来看,我对这个态度的整个形势的发展还是持一个谨慎乐观的态度。我觉得到年这个大选年结束之后,无论是美国、中国、俄国,主要领导人有可能在一个比较长的时间内稳定的主政。

比起日本现在起劲的在叫,美国日暮途穷只得夹着尾巴做人默不做声。小日本的那点心思就是想让中国和美国趁早干起来,它好趁机挣脱狗链子。

可没想到的是美国的衰落的速度要比他想象的快得多,而且现在常规战争怎么打,是要花钱的,以美国现在穷得连政府都能关门的地步,指望再去打一场中等强度的战争都根本不可能了,更别指望和大国打大战争了。

所以,小国根本就不要想像能从中捞点好处了,只有死的命。

其实,对于日本现在的投机来说,它唯一的出路也就是唯一的生路就是突然换爹,趁美国病,再瞅准机会要美国命,带着投名状改投俄罗斯的门下,把北方四岛也不要了,喊俄罗斯个爹,俄罗斯能不认么? 以俄罗斯那见利益眼开的毛病不该不要吧。俄罗斯收了好处就得罩着日本了,中国总不能核平日本了吧。最起码能保着命了,相信小日本多年以后还是站能起来,至于还能不能穿上裤子那还真不好说了。

钓鱼岛对中日来说都极其重要,两国在钓鱼岛问题上都没有退路,唯有尽最大的能力去战胜对方,钓鱼岛才有可能成为本国日后腾飞的利器。钓鱼岛附近海域拥有大量油气资源,可为日本经济的发展提供巨大动力,并且钓鱼岛也是遏制和监视中国的战略支点,一旦日本军事占领钓鱼岛,其不仅可以威胁中国东南沿海发达地区,监视中国海军的各种活动,也将制约中国势力向太平洋腹地扩张的步伐,其将直接影响到日本今后的命运。

钓鱼岛对日本来说,只能成功,不许失败,但目前日本却在钓鱼岛问题上逐渐失利,而以日本民族的特性,其为了重新获得对钓鱼岛的决定控制权,不排除日本会对中国采取突袭的方式,来达到自己的目的。

从以往的历史经验来看,偷袭已成日本对外战争的惯例,1894年7月25日日本对清王朝不宣而战,在朝鲜丰岛海面突袭了北洋水师的战舰,引爆了中日甲午战争,由于日本蓄谋已久,最终以清王朝的惨败而告终。同样在1904年2月8日夜间,日本不宣而战,偷袭停泊在中国旅顺港的俄国舰队,引爆日俄战争,最终日本获得胜利。

而在1931年9月18日的沈阳,日本同样以突袭的方式发动九一八事变,占领了中国整个东部。同样在1941年12月7日清晨日本突袭美国珍珠港,偷袭几乎造成美国太平洋舰队损失殆尽,为日军在太平洋战争初期取得主动权。从以往的历次突袭战争中,日本似乎都取得重大胜利,所以说在钓鱼岛问题上日本一旦无路可退,完全不排除日本突袭钓鱼岛的可能性。

目前由于和平宪法的制约,日本并不是一个正常国家,其将遵守“放弃战争”的国策,并没有对他国发动战争的权利。钓鱼岛只是美国利用日本牵制中国的棋子,中日在钓鱼岛保持“斗而不破”的局面才符合美国的利益,若钓鱼岛主权归属尘埃落定,不符合美国的战略布局。

而钓鱼岛面积狭小,易攻难守,就算偷袭成功也很难守住,这点中日两国都心知肚明。由于种种因素的制约,日本在钓鱼岛发动突袭的可能性很小,但也不能完全排除这种可能性。日本本想以切香肠的方式通过法理将钓鱼岛窃为己有,以该纠纷宣扬“中国危胁论”,同时以中国威胁为借口,突破制约日本发展军力的和平宪法,使日本重新成为正常国家。

如何看待目前的中日关系,如何看待大批政客参拜靖国神社的问题,如何看待台日渔业协定问题,以及昨天中国海监成功驱离日本80多名右翼人士赴钓鱼岛“调查”等问题,是把握中日关系大局的问题,只有理清头绪方能正确判断,才能看清钓鱼岛问题的走向。

近一段时期在钓鱼岛问题上出现的新问题就是台湾和日本签订了渔业协定,也就是说台湾渔民可以在钓鱼岛12海里外打鱼了,我认为我们应该把这件事当成两岸共同保钓取得的重大成果之一,不应一概反对。台湾当局虽然觉得同日本的关系非常重要,但也不会糊涂到不要钓鱼岛主权而只要渔权。

另外就是马英九在处理南海问题上的六项主张也明确了和平及共同开发,而且他不与大陆联手的原因也是出自他们认为的台湾是美国的小弟,就和日本、菲律宾也认为是美国的小弟一样,都想拉美国这个大哥保全自己的利益。所以,基于这种认识,中国是不会轻易用武力手段打击美国小弟的——即使菲律宾再弱,当然也和美国也不敢轻易对朝鲜下手一样。

现在我们在钓鱼岛问题上明显地占据了上风,钓鱼岛12海里外日本已经“不要”了。就像当年侵华日军龟缩在炮楼据点一样,想保住最后一块领地,其结果还是要被八路军一窝端,落个彻底毁灭的下场。前不久中国海军舰艇太平洋训练归来又一次在钓鱼岛巡航,虽然日本报道说没进入24海里,但也没看到日本自卫队有何举动。事实上日本也不想因为钓鱼岛问题继续影响中日经济的正常发展,但日本存在整体右倾化的趋势,这一点不可否认,但总体上讲,日本已在钓鱼岛问题上服软。从昨天我们8艘海监船突然出现并成功驱离日本右翼多艘船只的情况看,所谓日本保安厅船只护航也只是装装样子,并没打算对中国的海监执法做坚决的对抗,更没有打算军事干预这么一说,这无疑同中国海监飞机首次进入钓鱼岛巡航所引起的对抗最高点来说已降温不少,我想这其中的主要原因还在于我们的坚持,现代的中国完全有能力扞卫自己的海洋权益,习近平的中国更显示了这种力量,日本早就感到了乏力与无助,只好听从美国的话,尽量不在钓鱼岛问题上惹是生非,把温度降下来。

同时美国也无力分身解决由这些自己指使、小弟造成的麻烦,只能把绳子收得再紧一些。这一切,我们从安倍在美国国务卿克里到访日赴硫磺岛跪拜二战亡灵就可以看出日本对美国说和的不满,对美国在钓鱼岛问题上的立场摇摆不满。实际上这是自去年4月黄岩岛事件以来,美国欲加大对中国围堵的失败,朝鲜半岛的核危机给了中国突破的机会,美国的重返亚太战略挨到了当头一棒,这不仅造成了日本这帮小兄弟的沮丧,而且也显示了美国的无奈,因为在中国崛起后它必须调整它的全球战略。

再就是日本副首相兼财相的麻生太郎要访华,按理说这应该是中日回复高层交往的开端,但他却参拜了靖国神社,这究竟是怎样的一种安排?据说这次日本大批政客参拜获得了美国的首肯,但安倍却只送了供品,这是否为他实现访华做准备?但不管怎么说,我认为中日双方都不愿在钓鱼岛问题上引发战争,更多的是要修复和恢复正常的经贸来往,把钓鱼岛问题放一放。

可日本右翼不断制造事端的结果也只能让中国加大对钓鱼岛的监控力度,昨天我们8艘海监船如此神速地突防钓鱼岛,充分说明了我们对钓鱼岛的实际控制力度的加强,显示了一种志在必得的信心,只是要彻底收回钓鱼岛还需要时间。

不过正如第二代居里 夫妇在50年代初向中国学者所说的:请转告毛泽东同志,你们要反对核武器首先就要先拥有核武器。从1955年开始,中国开始两弹研制,这种情况下中国也有必要进行核实验。60年代初期美国、前苏联、英国都完成了原子弹、氢弹的大量实验,于1963年 7月签订了一个部分禁止核实验条约,等于是自己实验完了就不许别人再实验了。

中国那个时候还没有核实验,就坚决禁止条约,提出全面彻底干净坚决的禁止和销毁核武器,想保持核垄断的美国和前苏联自然不可能答应了。当时法国刚刚实验成 功原子弹,还想继续完善,也反对禁止核实验,中国当时的态度是仅仅停止核实验而不销毁核武器,这只有利于掌握了大量的核武器的超级大国,等于是限制发展中 国家,特别是中国发展核反基地。中国发展核武器从来都是为了防御,而且从一开始承诺不首先使用核武器,因此例来对核试验采取十分克制的态度。

这说明中国并不想大力发展核武器,只是以拥有少量的核反击力量为满足。进入80年代以后,由于国际形势变化,全世界人民反对核实验的呼声日益强烈。到了克林顿政府时代,美国就积极主张国际社会尽快签订一项全面禁止核实验条 约。俄罗斯、英国、法国也支持。中国过去一惯主张在全面核裁军的范围内实现全部禁止核实验,不赞成单独进行核实验。不过看到国际上的呼声,再看到很长时间 达不到销毁和禁止核武器,那么先进行核实验防止核扩散也有利于世界和平。

因此从1991年1月份,国际上谈判全面禁止核实验条约的时候,中国政府就改变了过去的态度,支持早日缔结这一条约,并参加了谈判过程,和其 他国家共同努力,在1996年促成了全面禁止核试验条约。中国立刻签署了这一条约,表示这个条约一旦生效之后,中国信守条约不再进行核实验。

1996年7月29日中国进行了最后一次核实验之后,宣布暂停。不过中国政府使用暂停一词说明是有一定保留的,这就说明如果国际安全形势恶化,或者其他大 国不遵守条约,中国还可以恢复核实验。果然1996年以后的事实证明,国际上核扩散的趋势并没有得到遏制,从1996年到今天,这15年来,中国一直没有 进行核实验。

不过这不等于不再发展核武器,经过几十年的努力,中国现在已经建立起一支精干有效的核自卫力量,在不再进行核实验的情况下,中国仍然能够维护 和发展这一力量,这就说明我国已经有雄厚的核科学技术储备,并有着保卫自身安全的充分自信心。

OBAMA:I'm here with students at Wakefield High School in Arlington, Virginia.And we've got students tuning in from all across America, kindergarten through 12th grade.I'm glad you all could join us today.I know that for many of you, today is the first day of school.And for those of you in kindergarten, or starting middle or high school, it's your first day in a new school, so it's understandable if you're a little nervous.I imagine there are some seniors out there who are feeling pretty good right now, with just one more year to go.And no matter what grade you're in, some of you are probably wishing it were still summer and you could've stayed in bed just a

little longer this morning.I know that feeling.When I was young, my family lived in Indonesia for a few years, and my mother didn't have the money to send me where all the American kids went to school.So she decided to teach me extra lessons herself, Monday through Friday--at 4:30 in the morning.Now I wasn't too happy about getting up that early.A lot of times, I'd fall asleep right there at the kitchen table.But whenever I'd complain, my mother would just give me one of those looks and say, “This is no picnic for me either,buster.”

So I know some of you are still adjusting to being back at school.But I'm here today because I have something important to discuss with you.I'm here because I want to talk with you about your education and what's expected of all of you in this new school year.Now I've given a lot of speeches about education.And I've talked a lot about responsibility.I've talked about your teachers' responsibility for inspiring you, and pushing you to learn.I've talked about your parents' responsibility for making sure you stay on track, and get your homework done, and don't spend every waking hour in front of the TV or with

country.Now I know it's not always easy to do well in school.I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork.I get it.I know what that's like.My father left my family when I was two years old, and I was raised by a single mother who struggled at times to pay the bills and wasn't always able to give us things the other kids had.There were times when I missed having a father in my life.There were times when I was lonely and felt like I didn't fit in.So I wasn't always as focused as I should have been.I did some things I'm not proud of, and got in more trouble than I should have.And my life could have easily taken a turn for

the worse.But I was fortunate.I got a lot of second chances and had the opportunity to go to college, and law school, and follow my dreams.My wife, our first lady Michelle Obama, has a similar story.Neither of her parents had gone to college, and they didn't have much.But they worked hard, and she worked hard, so that she could go to the best schools in

this country.Some of you might not have those advantages.Maybe you don't have adults in your life who give you the support that you need.Maybe someone in your family has lost their job, and there's not enough money to go around.Maybe you live in a neighborhood where you don't feel safe, or have friends who are pressuring you to do things you know

aren't right.But at the end of the day, the circumstances of your life--what you look like, where you come from, how much money you have, what you've got going on at home--that's no excuse for neglecting your homework or having a bad attitude.That's no excuse for talking back to your teacher, or cutting class, or dropping out of school.That's

no excuse for not trying.Where you are right now doesn't have to determine where you'll end up.No one's written your destiny for you.Here in America, you write your own destiny.You make your own

future.That's what young people like you are doing every day, all

across America.Young people like Jazmin Perez, from Roma, Texas.Jazmin didn't speak English when she first started school.Hardly anyone in her hometown went to college, and neither of her parents had gone either.But she worked hard, earned good grades, got a scholarship to Brown University, and is now in graduate school, studying public health, on her way to being Dr.Jazmin Perez.I'm thinking about Andoni Schultz, from Los Altos, California, who's fought brain cancer since he was three.He's endured all sorts of treatments and surgeries, one of which affected his memory, so it took him much longer--hundreds of extra hours--to do his schoolwork.But he never fell behind, and he's headed to college this fall.And then there's Shantell Steve, from my hometown of Chicago, Illinois.Even when bouncing from foster home to foster home in the toughest neighborhoods, she managed to get a job at a local health center;start a program to keep young people out of gangs;and she's on track to graduate high school with honors and go on to college.Jazmin, Andoni and Shantell aren't any different from any of you.They faced challenges in their lives just like you do.But they refused to give up.They chose to take responsibility for their education and set goals for themselves.And I expect all of you to do the same.That's why today, I'm calling on each of you to set your own goals for your education--and to do everything you can to meet them.Your goal can be something as simple as doing all your homework, paying attention in class, or spending time each day reading a book.Maybe you'll decide to get involved in an extracurricular activity, or volunteer in your community.Maybe you'll decide to stand up for kids who are being teased or bullied because of who they are or how they look, because you believe, like I do, that all kids deserve a safe environment to study and learn.Maybe you'll decide to take better care of yourself so you can be more ready to learn.And along those lines, I hope you'll all wash your hands a lot, and stay home from school when you don't feel well, so we can keep people from getting the

to be any of those things.But the truth is, being successful is hard.You won't love every subject you study.You won't click with every teacher.Not every homework assignment will seem completely relevant to your life right this minute.And you won't necessarily succeed at everything the first time you try.That's OK.Some of the most successful people in the world are the ones who've had the most failures.JK Rowling's first Harry Potter book was rejected twelve times before it was finally published.Michael Jordan was cut from his high school basketball team, and he lost hundreds of games and missed thousands of shots during his career.But he once said, “I have failed over and over and over again in my life.And that is why I succeed.”

These people succeeded because they understand that you can't let your failures define you--you have to let them teach you.You have to let them show you what to do differently next time.If you get in trouble, that doesn't mean you're a troublemaker, it means you need to try harder to behave.If you get a bad grade, that doesn't mean you're stupid, it just means you need to spend more time

studying.No one's born being good at things, you become good at things through hard work.You're not a varsity athlete the first time you play a new sport.You don't hit every note the first time you sing a song.You've got to practice.It's the same with your schoolwork.You might have to do a math problem a few times before you get it right, or read something a few times before you understand it, or do a few drafts of a paper before it's good enough to hand in.Don't be afraid to ask questions.Don't be afraid to ask for help when you need it.I do that every day.Asking for help isn't a sign of weakness, it's a sign of strength.It shows you have the courage to admit when you don't know something, and to learn something new.So find an adult you trust--a parent, grandparent or teacher;a coach or counselor--and ask them to help you stay on track to

12:06 P.M.EDT THE PRESIDENT: Hello, everybody!Thank you.Thank you.Thank you, everybody.All right, everybody go ahead and have a seat.How is everybody doing today?(Applause.)How about Tim Spicer?(Applause.)I am here with students at Wakefield High School in Arlington, Virginia.And we've got students tuning in from all across America, from kindergarten through 12th grade.And I am just so glad that all could join us today.And I want to thank Wakefield for being such an outstanding host.Give yourselves a big round of applause.(Applause.)I know that for many of you, today is the first day of school.And for those of you in kindergarten, or starting middle or high school, it's your first day in a new school, so it's understandable if you're a little nervous.I imagine there are some seniors out there who are feeling pretty good right now--(applause)--with just one more year to go.And no matter what grade you're in, some of you are probably wishing it were still summer and you could've stayed in bed just a little bit longer this morning.I know that feeling.When I was young, my family lived overseas.I lived in Indonesia for a few years.And my mother, she didn't have the money to send me where all the American kids went to school, but she thought it was important for me to keep up with an American education.So she decided to teach me extra lessons herself, Monday through Friday.But because she had to go to work, the only time she could do it was at 4:30 in the morning.Now, as you might imagine, I wasn't too happy about getting up that early.And a lot of times, I'd fall asleep right there at the kitchen table.But whenever I'd complain, my mother would just give me one of those looks and she'd say, “This is no picnic for me either, buster.”(Laughter.)So I know that some of you are still adjusting to being back at school.But I'm here today because I have something important to discuss with you.I'm here because I want to talk with you about your education and what's expected of all of you in this new school year.Now, I've given a lot of speeches about education.And I've talked about responsibility a lot.I've talked about teachers' responsibility for inspiring students and pushing you to learn.I've talked about your parents' responsibility for making sure you stay on track, and you get your homework done, and don't spend every waking hour in front of the TV or with the Xbox.I've talked a lot about your government's responsibility for setting high standards, and supporting teachers and principals, and turning around schools that aren't working, where students aren't getting the opportunities that they deserve.But at the end of the day, we can have the most dedicated teachers, the most supportive parents, the best schools in the world--and none of it will make a difference, none of it will matter unless all of you fulfill your responsibilities, unless you show up to those schools, unless you pay attention to those teachers, unless you listen to your parents and grandparents and other adults and put in the hard work it takes to succeed.That's what I want to focus on today: the responsibility each of you has for your education.I want to start with the responsibility you have to yourself.Every single one of you has something that you're good at.Every single one of you has something to offer.And you have a responsibility to yourself to discover what that is.That's the opportunity an education can provide.Maybe you could be a great writer--maybe even good enough to write a book or articles in a newspaper--but you might not know it until you write that English paper--that English class paper that's assigned to you.Maybe you could be an innovator or an inventor--maybe even good enough to come up with the next iPhone or the new medicine or vaccine--but you might not know it until you do your project for your science class.Maybe you could be a mayor or a senator or a Supreme Court justice--but you might not know that until you join student government or the debate team.And no matter what you want to do with your life, I guarantee that you'll need an education to do it.You want to be a doctor, or a teacher, or a police officer? You want to be a nurse or an architect, a lawyer or a member of our military? You're going to need a good education for every single one of those careers.You cannot drop out of school and just drop into a good job.You've got to train for it and work for it and learn for it.And this isn't just important for your own life and your own future.What you make of your education will decide nothing less than the future of this country.The future of America depends on you.What you're learning in school today will determine whether we as a nation can meet our greatest challenges in the future.You'll need the knowledge and problem-solving skills you learn in science and math to cure diseases like cancer and AIDS, and to develop new energy technologies and protect our environment.You'll need the insights and critical-thinking skills you gain in history and social studies to fight poverty and homelessness, crime and discrimination, and make our nation more fair and more free.You'll need the creativity and ingenuity you develop in all your classes to build new companies that will create new jobs and boost our economy.We need every single one of you to develop your talents and your skills and your intellect so you can help us old folks solve our most difficult problems.If you don't do that--if you quit on school--you're not just quitting on yourself, you're quitting on your country.Now, I know it's not always easy to do well in school.I know a lot of you have challenges in your lives right now that can make it hard to focus on your schoolwork.I get it.I know what it's like.My father left my family when I was two years old, and I was raised by a single mom who had to work and who struggled at times to pay the bills and wasn't always able to give us the things that other kids had.There were times when I missed having a father in my life.There were times when I was lonely and I felt like I didn't fit in.So I wasn't always as focused as I should have been on school, and I did some things I'm not proud of, and I got in more trouble than I should have.And my life could have easily taken a turn for the worse.But I was--I was lucky.I got a lot of second chances, and I had the opportunity to go to college and law school and follow my dreams.My wife, our First Lady Michelle Obama, she has a similar story.Neither of her parents had gone to college, and they didn't have a lot of money.But they worked hard, and she worked hard, so that she could go to the best schools in this country.Some of you might not have those advantages.Maybe you don't have adults in your life who give you the support that you need.Maybe someone in your family has lost their job and there's not enough money to go around.Maybe you live in a neighborhood where you don't feel safe, or have friends who are pressuring you to do things you know aren't right.But at the end of the day, the circumstances of your life--what you look like, where you come from, how much money you have, what you've got going on at home--none of that is an excuse for neglecting your homework or having a bad attitude in school.That's no excuse for talking back to your teacher, or cutting class, or dropping out of school.There is no excuse for not trying.Where you are right now doesn't have to determine where you'll end up.No one's written your destiny for you, because here in America, you write your own destiny.You make your own future.That's what young people like you are doing every day, all across America.Young people like Jazmin Perez, from Roma, Texas.Jazmin didn't speak English when she first started school.Neither of her parents had gone to college.But she worked hard, earned good grades, and got a scholarship to Brown University--is now in graduate school, studying public health, on her way to becoming Dr.Jazmin Perez.I'm thinking about Andoni Schultz, from Los Altos, California, who's fought brain cancer since he was three.He's had to endure all sorts of treatments and surgeries, one of which affected his memory, so it took him much longer--hundreds of extra hours--to do his schoolwork.But he never fell behind.He's headed to college this fall.And then there's Shantell Steve, from my hometown of Chicago, Illinois.Even when bouncing from foster home to foster home in the toughest neighborhoods in the city, she managed to get a job at a local health care center, start a program to keep young people out of gangs, and she's on track to graduate high school with honors and go on to college.And Jazmin, Andoni, and Shantell aren't any different from any of you.They face challenges in their lives just like you do.In some cases they've got it a lot worse off than many of you.But they refused to give up.They chose to take responsibility for their lives, for their education, and set goals for themselves.And I expect all of you to do the same.That's why today I'm calling on each of you to set your own goals for your education--and do everything you can to meet them.Your goal can be something as simple as doing all your homework, paying attention in class, or spending some time each day reading a book.Maybe you'll decide to get involved in an extracurricular activity, or volunteer in your community.Maybe you'll decide to stand up for kids who are being teased or bullied because of who they are or how they look, because you believe, like I do, that all young people deserve a safe environment to study and learn.Maybe you'll decide to take better care of yourself so you can be more ready to learn.And along those lines, by the way, I hope all of you are washing your hands a lot, and that you stay home from school when you don't feel well, so we can keep people from getting the flu this fall and winter.But whatever you resolve to do, I want you to commit to it.I want you to really work at it.I know that sometimes you get that sense from TV that you can be rich and successful without any hard work--that your ticket to success is through rapping or basketball or being a reality TV star.Chances are you're not going to be any of those things.The truth is, being successful is hard.You won't love every subject that you study.You won't click with every teacher that you have.Not every homework assignment will seem completely relevant to your life right at this minute.And you won't necessarily succeed at everything the first time you try.That's okay.Some of the most successful people in the world are the ones who've had the most failures.J.K.Rowling's--who wrote Harry Potter--her first Harry Potter book was rejected 12 times before it was finally published.Michael Jordan was cut from his high school basketball team.He lost hundreds of games and missed thousands of shots during his career.But he once said, “I have failed over and over and over again in my life.And that's why I succeed.” These people succeeded because they understood that you can't let your failures define you--you have to let your failures teach you.You have to let them show you what to do differently the next time.So if you get into trouble, that doesn't mean you're a troublemaker, it means you need to try harder to act right.If you get a bad grade, that doesn't mean you're stupid, it just means you need to spend more time studying.No one's born being good at all things.You become good at things through hard work.You're not a varsity athlete the first time you play a new sport.You don't hit every note the first time you sing a song.You've got to practice.The same principle applies to your schoolwork.You might have to do a math problem a few times before you get it right.You might have to read something 各位同学好!谢谢!谢谢每一位同学!好,现在请每一位同学就座。今天大家都过得怎么样?(欢呼)蒂姆·斯培塞(校长,演讲主持人——译注),开始吧?(欢呼)我现在正和弗吉尼亚州阿灵顿市的韦克菲尔德高中的同学们在一起。全美国从幼儿园到高中毕业班都在收听收看。我很高兴同大家分享这一时刻。我还要特别感谢好客的东道主,韦克菲尔德高中。来,给你们自己一个欢呼。(欢呼)

我知道,对你们当中的许多人而言,今天是开学日,你们中有一些人刚入学或刚升学,这是上新学校的第一天,所以,假如你们感到有点儿紧张,那也很正常。我想那些毕业班的同学此时此刻自我感觉一定非常好——(欢呼)——因为再有一年他们就功德圆满、修成正果了。不过,我想,不管是哪个年级的,也许有的同学希望现在还是在过暑假,今天早晨可以在床上再赖一小会儿。

我知道这种感觉。我小时候曾移居海外,在印度尼西亚住过几年。妈妈没钱送我上美国孩子念书的学校。但她相信,接受美国教育对我至关重要。于是她决定星期一至五自己给我补课。但她又得去打工,所以只能每天凌晨 4:30 开始教我。当然,我也不喜欢那么早就爬起来,有好多次,我竟在餐桌上睡着了。我一撅起嘴来嘟囔,妈妈就会赏我一个脸子,说:“儍孩子,你以为我教你有多好玩?”(笑声)

所以,我理解你们许多同学还需要时间来调整,来适应开学。但我今天来到这里,是为了和你们讨论一些重要的事情。我要和你们讨论你们的教育问题,以及在新的学年里,你们都应当做些什么。

我做过许多次有关教育问题的讲话。我特别强调责任。

我讲过老师们有责任鼓励和启发你们,督促你们学习。

我讲过家长们有责任确保你们能在学习的状态,按部就班,完成家庭作业,不要把很多时光都花在电视和游戏机上。

我也多次谈到过政府有责任制定严格的教学标准,支持老师和校长们的工作,扭转某些学校工作失调、学生失学的现象。

但是,即使把一切做到最好,即使有最尽职的老师、鼎力支持的家长和最优越的教学设施,如果你们不恪尽自己那一份责任,一切也都会归于徒劳——除非你们能每天按时上学、注意听讲、把师长们的谆谆告诫铭记在心、付出成功所必需的努力,否则,一切都无济于事!这就是今天我要锁定的主题:对于你们所受的教育,你们每一个人都有责任,而且责无旁贷!

我先从你们对于自己都有什么责任讲起。

你们每一个人都有自己的专长。每一个人都会有所作为和贡献。发现自己——发现自己的潜质或潜能——首先就是你们自己的责任!

教育给了你们发现自己的机会。或许你会成为一位足以著书立说的大作家和记者,但是如果不在作文课上经常练习写作,你就永远不会意识到这一点。或许你会成为一位革新能手或发明家,让人们享用你开发的新一代手机,或救死扶伤的新药和疫苗,但如果你不上理科课、搞搞项目,就不会发现自己这方面的天赋。你将来还可能是一位市长、参议员或大法官,但若不参加学生会工作或辩论团队,就很可能毫无觉察、自我埋没,让机遇擦肩而过。

我可以向你们保证,不管你将来想要做什么工作和现在生活条件怎样,你都需要接受相应的教育,来实现自己的理想。你想成为一位医生、教师或警官?还是想成为一位护士、建筑师、律师或是军人?无论你选择哪一种职业,接受良好的教育都是必由之路,别无选择。不完成学业就得不到一份称心的工作。无论做什么,你都需要接受培训,都需要勤奋工作,都需要努力学习。

你们所受到的教育不仅会决定你们自己的生活和前途,更重要的是将会决定国家的未来。美国的将来依靠你们。你们今天在校学习的内容,决定着我们国家,将来能否应对各种重大挑战。

你们需要通过理科课程的学习,获取知识和解决问题的技能,治疗癌症和艾滋病,开发新能源技术和保护人类的生存环境。你们需要从文科学习中培养洞察力和批判性思维,消灭贫困、愚昧、犯罪和歧视现象,使我们的国家更加公平和自由。你们需要在各门课程的学习中,厚积薄发,开发自己的创新能力和独门绝技,创业并组建公司,扩大就业机会,振兴我们的经济。

我们需要你们每一个人都充分开发自己的聪明才智,以帮助我们老一代人,解决我们最困难的问题。如果你不去做,如果你辍学,你的自弃,不仅是在抛弃自己,更是在抛弃你的祖国。

我也知道在校学习并非总是轻车熟道、一帆风顺。我很了解你们在生活中面临着很多困难和挑战,使你们难以潜心学业。

我深有体会。我两岁时,父亲离开了我们,我由单身母亲抚育成人。她不得不去拼命打工、奋斗,有时连帐单都无力支付,别人家的孩子有的东西,她常常买不起给我们。在我幼小的心灵里,虽说有母爱恩深似海,却仍然留有一大片空白和缺憾——多少次我怀念起父爱如山,多少次我深感孤独无助,与周边环境格格不入。

我没有象应当做的那样,在校始终全心就读,也做过不该做的事情,招到过不应有的麻烦。如果没有这些弯路,我的人生道路还可以更加顺畅。

但是,我毕竟很幸运。我得到过很多第二次机会,得以重整旗鼓,后来还有机会上了大学和法学院,去追求自己的梦想。我的夫人,我们的第一夫人米歇尔·奥巴马,也有过类似的坎坷经历。她的双亲都没进过大学,他们也很穷。但是他们都努力工作,她也很勤奋,所以她就能到我国最高学府深造。

你们当中有些同学可能更加困难,可能在你们的生活中,没有成人能给出你们所需要的那些支持。你们家庭中可能会有人失业,经济拮据。可能你们生活在不够安全的邻里环境,或受到过行为不端朋友的影响。但无论如何,你的生活现状——你的外表、出身、家境——都不是你忽视家庭作业或在校表现不好的借口。你们没有顶撞老师、旷课或辍学的借口。你们没有不努力学习的借口。

你将来的地位和前途不取决于现在的处境。没有人能改写你的命运,只有你才会写下你自己的历史和命运,因为这是在美国。你的将来就在你自己的把握之中。

全美国象你们一样的年轻人,都在这样地书写着自己的历史和命运。

象德州罗马市的加兹敏·佩雷斯,她刚上学时连英语都不会讲。她的双亲也都没进过大学。但她刻苦学习,成绩优异,赢得了布朗大学的奖学金,现在又进了研究生院,主修公共卫生,正在脚踏实地、一步一步地实现着自我——倍受尊敬的加兹敏·佩雷斯医学博士。

我还在想着加州洛斯阿托的安多尼·舒尔兹。他从 3 岁起就得与脑癌殊死抗争,他不得不忍受着各种疗程和手术的煎熬,其中一项手术还严重损害了他的记忆力,以致他做功课要花去比别人多得多的时间——多花长达几百个小时。但他从不落人后。今年秋季他将升入大学。

此外还有来自伊州芝加哥的、我的小同乡姗特尔·斯蒂夫。作为孤儿,她多次被辗转更换托养家庭,而且社区治安不靖,但她努力争取到了在当地保健站工作的机会,还发起了一个让青少年远离犯罪团伙的公益活动。她在校品学兼优,即将荣升大学。

加兹敏、安多尼、姗特尔,和你们没有什么不同。他们在生命中面对的挑战就象你们所面对的一样。他们的境遇常常比你们很多同学更糟。但是他们拒绝屈服和放弃。他们选择了担当,对他们的生命负责,对他们所受的教育负责,他们还为自己设定了奋斗目标。我期待你们也都同样去做。

因此,今天我也要号召你们每一位同学,为自己的教育规划设定奋斗目标——并且尽最大努力去做好每一件事,去实现这些目标。你们的目标可以很简单,象完成家庭作业、上课注意听讲、每天花些时间读本书。或许你们还想参加课外活动、作个社区志愿者。或许你们想保护弱小,为那些受嘲弄或挨欺负的孩子主持公道,因为你们也都和我一样,认为每个孩子都应该有一个安全的学习环境。或许你们认为应当更好地照顾自己,以便能更好地学习。这些目标都很有意义。

顺便说,我也希望你们大家都多洗手,不舒服的时候就要多在家休息,预防秋冬季流感。

不管你们决定做什么,我都希望你们能负责任地、实实在在地去做。

我知道,有时候电视节目会给你们带来一种错觉,似乎无需努力也能成功或致富——以为只要饶舌、打球或作个电视真人秀明星就能一步登天。但在现实生活中,那些神话几乎无法复制。

事实上,成功更象是一项艰巨的系统工程。你不会对每门课程都情有独锺,也难以与每一位老师都合作默契,每次布置给你的家庭作业未必都能正中下怀、恰到好处。而且,并不是做每件事,你都能一步到位。所有这一切,环环相扣,都离成功太远太远。

世界上一些最成功的人往往都有过最惨痛的挫折和教训。《哈里·波特》的作者 J.K.罗琳的处女作在最终出版之前,退稿竟达 12 次之多。“飞人”迈克尔·乔丹在高中球队时就被刷掉过。在他的职业生涯中,几百场比赛败北,几千次投篮失误。他说过,“我屡败屡战,这就是我成功的秘诀。”

成功人士之所以成功,就是因为他们懂得,不能让失败左右自己,但你必须让这些失败教会你,下一次应当怎样改进?所以,如果你闯了祸,并不说明你天生就是捣蛋鬼,而是表明你应当更严格地要求自己。如果没考好,也并非是自己笨,而是意味着你得多花些时间学习才能追上来。

人非生而知之,更何谈全能?只有努力才会学有专长。涉足新的体育项目时,你绝不会一开始就驾轻就熟;啼声初试,也不可能把歌唱得字正腔圆。都需要多练习。做功课也如是。解数学题你可能得好几次才能算出正确的答案。阅读时可能得反反复复才能看懂它。一篇佳作在能拿得出手之前,肯定你还得再三润色。

勤学还要好问,不要羞于启齿。需要时就不要怕求助于人。每天我都会不耻下问和求助于人。求助并非示弱,它恰恰是自强的标志,显示你有勇气承认自己的不足。虚怀若谷,自能有容乃大,让你学到新东西,与时俱进。所以,找一位你信得过的师长——父母、祖父母、老师、教练或辅导员,求助于他们,使自己在通往目标的正轨上阔步前进。

即使是在和逆境拼搏,即使是失落彷徨、有被抛弃的感觉,你都绝不要抛弃自己。你抛弃了自己,你也就抛弃了你的祖国。

美国的历史绝不是懦夫知难而退的败绩,而是全民锐意进取、勇攀高峰的凯歌。美国人民是那样地爱国,大家无不全力以赴。

美国历史,就是 250 年前坐在你们座位的那些学生,后来革命建国的故事。年轻人,75 年前坐在你们座位上的那些学生,后来战胜了大萧条,赢得了二战。他们争取过民权,还把人类送上了月球。20 年前坐在你们座位上的那些学生,后来创建了 Google,Twitter,Facebook,改变了我们相互沟通的方式。

所以,今天我也要问你们每一位同学,你们将来要贡献什么?你们将要解决什么难题?你们将会有什么发明发现?20 年后、50 年后、100 年后,一位总统来到这里演讲,他会怎样评价你们为美国所做的一切?

为了你们能够圆满地回答上述问题,为了确保你们得到所需要的教育,你们的家庭、你们的老师和我,都在努力地做着每一件工作,修缮教室,准备教学用的书籍、设备和计算机,等等。但是,你们也要担负起你们的那些责任。所以,我期待着你们,要严肃认真地对待新学年。我期待着你们全力以赴地做好每一件事情。我期待着你们每一位同学的成功。请不要让我们失望,不要让你们的家庭失望,不要让你们的国家失望。更不要让你们自己失望。让我们都引以为荣、无比骄傲。
