十八大以来，新闻报道中出现了大量热点词汇。这些“热词”的英文翻译纷繁多样，现提供由中国日报新闻热词编纂小组收集、评议汇编的官方译法，供大家参考。
1.打铁还需自身硬: One must be strong to forge iron.背景：中共中央总书记习近平2012年11月15日在十八届中央政治局常委与中外记者见面时说，新形势下，我们党面临着许多严峻挑战，党内存在着许多亟待解决的问题。尤其是一些党员干部中发生的贪污腐败、脱离群众、形式主义、官僚主义等问题，必须下大气力解决。全党必须警醒起来。
习近平说，打铁还需自身硬。我们的责任，就是同全党同志一道，坚持党要管党、从严治党，切实解决自身存在的突出问题，切实改进工作作风，密切联系群众，使我们的党始终成为中国特色社会主义事业的坚强领导核心。

4.关于改进工作作风、密切联系群众的八项规定： An eight-point code to cut bureaucracy and maintain close ties with the people
背景：中共中央政治局2012年12月4日召开会议，审议并一致同意中央政治局关于改进工作作风、密切联系群众的八项规定。规定包括，要轻车简从、减少陪同、简化接待，不张贴悬挂标语横幅，不安排群众迎送，不铺设迎宾地毯，不摆放花草，不安排宴请。要精简会议活动，切实改进会风，严格控制以中央名义召开的各类全国性会议和举行的重大活动，不开泛泛部署工作和提要求的会，等等。
5.坚持“老虎”、“苍蝇”一起打：To tackle corruption, the Party must crack down on the “flies” at the bottom and the “tigers” higher up.背景：总书记2012年1月22日在中纪委全会上说，从严治党，惩治这一手决不能放松。要坚持“老虎”、“苍蝇”一起打，既坚决查处领导干部违纪违法案件，又切实解决发生在群众身边的不正之风和腐败问题。6.把权力关进制度的笼子: Power should be contained within a cage of regulation.背景：中共中央总书记习近平2013年1月22日中纪委全会上强调，要有腐必反、有贪必肃，坚持“老虎”、“苍蝇”一起打；同时要加强对权力运行的制约和监督，把权力关进制度的笼子里；并要以踏石留印、抓铁有痕的劲头抓工作作风。

11.给权力涂上防腐剂戴上紧箍咒: Power should be executed with caution and responsibility.背景：2013年3月26日国务院召开第一次廉政工作会议，李克强总理发表讲话。他强调，要坚定不移地把反腐倡廉推向深入，坚持有贪必肃、有腐必反，用制度管权、管钱、管人，给权力涂上防腐剂、戴上“紧箍咒”，真正形成不能贪、不敢贪的反腐机制。
12.说真话、交实底：Be upfront and present the facts
背景：国务院总理李克强2013年3月26日在国务院召开第一次廉政工作会议上强调：“现在社会已经是一个透明度很高的社会,我国微博的用户有数以亿计,有些政府信息不及时公开,社会上就议论纷纷,产生负面影响。与其如此,还不如我们主动及时地公开,向群众‘说真话、交实底’!”

近日，我国在世界最高峰建成了首个无人值守地震台。珠峰地震台的建成填补了西藏日喀则南部地区的监测空白，增强了我国中尼边界地区的地震监测能力，还将为地学工作者提供这一区域的第一手地震观测资料，将大大增强我国在青藏高原国际地学和防震减灾领域的科技竞争能力。请看相关报道：
China has built its first unattended seismic monitoring station at the foot of Mount Qomolangma, the world's highest mountain.我国在“世界屋脊”珠穆朗玛峰脚下建成了首个无人值守地震台。
在上面的报道中，seismic monitoring station是“地震监测台”，简称“地震台”。地震台是利用各种地震仪器进行地震观测的观测点，是开展地震观测和地震科学研究的基层机构。这次建成的地震台是unattended seismic monitoring station（无人值守地震台），unattended在这里表示not watched（无人看守的）意思，有时还表示neglected（被忽视的）意思，比如：Never leave your luggage unattended.（千万注意看好你的行李。）
Seismic一词的意思是“地震的，地震性的，地震引起的，易发生地震的”，和它相组合的短语都和地震有关。例如：seismic waves（地震波）；seismic focus/origin（震源）；seismic zone（地震带）；seismic catastrophe（地震灾难）。
地震台中不可缺少的就是地震勘探（seismic prospecting）的工具——地震仪（seismograph），通过它可以测量地震活动度（seismicity）和地震波速（seismic velocity）。
38.钓鱼执法 entrapment
查处黑车本是一件好事，但若是为了多得罚款，而安排“钓钩”进行“钓鱼执法”，让好心的正当车主“被钓鱼”，可就另当别论了。近日，上海陆续出现涉嫌“钓鱼执法”的争议或诉讼，双方各执一词，但我们相信真相终究会大白于天下。请看相关报道：
Local transport supervisors did not entrap a van driver while investigating illegal cab operations, according to urban management authorities in the Pudong New Area of Shanghai.Sun said he believed it was obviously entrapment and “felt so angry and insulted” that he cut off his finger to protest the alleged trap.上海浦东新区的城管人员称，地方交管人员在调查黑车非法营运时，没有诱捕这位货车司机。但孙先生（货车司机）认为这很明显就是一起“钓鱼执法”案件，并“感到非常恼怒和受辱”，他自断手指以抗议所谓的“钓鱼执法”行为。
报道中的entrapment就是指“钓鱼执法”，指在掌握一定证据的同时，为了抓获已知犯罪嫌疑人，而通过“诱惑”方式，以利引之，使其落网。如装扮成乘客搭乘illegal cab（黑车），在司机收取费用时将其抓获的行为。Entrap在这里表示“诱捕，使入圈套、陷阱等”，诱使某人（做某事），则用entrap somebody into doing something.来表示，例如He felt he had been entrapped into marrying her.（他觉得和她结婚是上了当。）
39.友好城市 sister city
正在墨西哥访问的北京市市长郭金龙与墨西哥城市长埃布拉德19日签署了北京市与墨西哥城缔结友好城市协议及交流合作备忘录，从而开启了两市扩大交流、深化合作的新起点。请看新华社的报道：
The capital cities of China and Mexico became sister cities on Monday after visiting Beijing Mayor Guo Jinlong and Mexico City Mayor Marcelo Ebrard signed an agreement on establishing such ties.周一，在墨西哥访问的北京市市长郭金龙和墨西哥城市长马塞洛•埃布拉德签订协议，中墨两国首都确立了友好城市的关系。
在上面的报道中，sister city就是“友好城市”的意思，也可以翻译成“姐妹城市”，西方国家有时还称之为twin city。友好城市指的是将地域上或政治上无关的城镇或城市配对起来，以期达到增加居民或文化交流的目的。友好城市之间时常会互相提供exchange student（交换学生），以及经济或文化上的交流或合作。
和sister city相似的用法还有sister school（姐妹校），sister ship（姐妹船，同型船），sister company（姊妹公司）等。Sister除了有“姐妹”的意思，还可以指“护士”或“修女，女教友”。例如：the night sister（夜班护士）；a Christian sister（基督教女教友）。
40.主宾国 guest of honor
10月13日至18日期间的2009年法兰克福书展上，中国首次以主宾国的身份亮相书展。参与此次书展的有来自100多个国家的40万部书，吸引了18万国际游客。请看新华社的报道：
The 61st Frankfurt Book Fair closed Sunday, with China handing over theguest of honor to Argentina for the next event.在周日闭幕的第61届法兰克福书展上，中国将主宾国的身份移交给了下一届书展的主宾国阿根廷。
在上面的报道中，guest of honor就是“主宾国”的意思。法兰克福书展是世界上最大的书展，每年都确定一个主宾国，在整个法兰克福书展期间主宾国是一个宣传的主题。主宾国除了参加书展以外，还要配合这个书展搞一些文化活动，主宾国的展台一般都比较大。在上文中的特定语境中表示“主宾国”，在其他场合则可表示“主客、贵宾”的意思。请看例句：To leave before the guest of honor would be out of the way.（先于主客离去是很不礼貌的。）和guest相关的词组还有很多。Tom的老爸开了一个guesthouse（家庭旅馆：向旅游者等提供住宿的住家）。最近guest night（游客过夜）比较多，guest room/guest chamber（客房）有些供不应求，他们除了准备丰盛的晚餐外，还请了一些guest performers（表演嘉宾）来助兴，客人们对Tom家的服务十分满意，纷纷在guestbook（宾客意见簿）上留言称赞。
41.拆迁费 relocation compensation
为多得拆迁费，各地上演着一出出闹剧，有人为了多得拆迁费假离婚，还有人为了同样的目的与87岁老妇假结婚。最近北京八号线地铁二期北延工程的开工，又引发了人们对地铁沿线拆迁费的猜测。

Shopkeepers said the final compensation should be about 30,000 to 50,000 yuan, based on current relocation compensation in Beijing.店主称，基于现行的北京市拆迁费标准，最终的拆迁补偿应该可以达到每平米3万至5万元人民币。
文中的relocation compensation就 是指“拆迁费”，也称为“拆迁补偿”，是指拆建单位依照规定标准向被拆迁房屋的所有权人或使用人支付的各种补偿金。此次subway expansion（地铁扩建）将穿越central north-south axis of Beijing（北京市中轴线），所涉及的planned demolition zone（计划内拆迁地）的居民就十分关注compensation scheme（补偿机制）的制定。
Compensation在这里指“补偿、赔偿”。在缴纳各项保险后，失业者会领到 unemployment compensation/benefit（失业补偿金），遇到工伤后会获得workmen's /workers’compensation（工伤赔偿）；在国际贸易领域，两国还会进行compensation trade（补偿贸易）。此外，compensation还可以指“薪酬”，variable compensation（可变报酬）就是指与绩效直接相关的薪酬形式。
42.视频博客 vlog
在blog（博客）风靡网络之后，玩家又推出了自己的视频博客，以影像代替了文字和图片，引发众人追捧。一些明星也开设了自己的视频博客，用以发布娱乐讯息，提高人气。请看外电的报道：
David Archuleta posted his latest vlog Monday from a Nashville studio.He used the vlog to announce his Christmas tour, which starts with two shows, Nov.24 and 25, in Salt Lake City, Utah.大卫•阿楚雷塔在纳什维尔的工作室发布了最新的视频博客。在视频博客中，他公布了自己的圣诞巡演计划，11月24日和25日他将在尤他州盐湖城举办两场演出，以此开启巡演大幕。
文中的vlog就是指“视频博客”，也称为“影像网络日志”，全称为video blog，是指在互联网上发布视频形式的网络日志，主题非常广泛，可以是博主对一些问题的讨论，也可以是日常生活的琐碎小事。Vlog一词刚刚被收录进今年的韦氏大词典中。和vlog一同被收录的还有webisode（网络视频短片）和sock puppet（马甲）两个词。Webisode特别指的是那些从电视节目中节选出来的视频，或者没有公开过的视频镜头，被上传到网上供人浏览。据悉，webisode一词或由 episode进化而来。Episode在英文中指“一段情节”，相对应的，webisode则是指“网络趣事，网络轶闻”等等。
而sock puppet 则是指人们熟知的“马甲”。Sock puppet英文本意为“袜子木偶”，最早出现在1959年。现在指使用假网络身份，比如人们在网络上经常使用“马甲”登录。
43.选美大赛 beauty pageant
前一阵的“环球小姐”选美大赛刚落幕，如今在匈牙利又举行了一场选美比赛。但不同于其他选美比赛的是，这次参加选美的佳丽必须是整过容的，而摘得桂冠的则被称为“整容小姐”。请看相关报道：
The Miss Plastic Hungary beauty pageant was held Friday in Budapest, Hungary.To qualify for the pageant, the Hungarian residents had to prove they'd gone fully under the knife-mere Botox or collagen injections did not count.Organizers claimed contestants were expected to show “a perfect harmony of body and soul.” Pageant queen was a 22-year-old girl, winning an apartment in Budapest.匈牙利周五在布达佩斯举行了2009“整容小姐”选美比赛。参赛者必须真正“动过刀子”，仅注射肉毒杆菌或胶原蛋白是不算在整容范畴之内的。组织者称，参赛者要展示出“身体和 3 心灵的完美和谐”。最后一名22岁的女子夺冠，奖品是一套位于布达佩斯的公寓。
在上面的报道中，beauty pageant就是“选美大赛”的意思。Pageant本身就有“选美大赛”的意思，还有一个常见的意思是“盛装庆典，游行”，刚刚结束的60周年国庆庆典上的“群众欢庆游行”就是mass pageant。
其他表示“比赛”的词还有match，game和competition。Match一般指竞技比赛，指事先安排好的正规比赛。如球类比赛、拳击等。如：I saw the box match on TV.（我在电视上看到了那场拳击比赛。）Game常指游戏、运动，若指每个比赛中的一局、一场等要用game，如：Our team won the first-three games.（我们队赢了头三局。）Competition指通过个人的体力、智力、技能的竞赛而获得名次的各种比赛，可以是体育方面的，也可以是其他方面的。如：He was in competition with 10 others, so he did well to win the race.（他与十个人竞争，他跑得快，才赢得了比赛。）
44.八卦网站 gossip site
近日美国迪士尼当红小天后麦莉•赛勒斯（Miley Cyrus）删掉了她在微型博客Twitter上的账户，这一举动在她的粉丝群中掀起了轩然大波。对此赛勒斯的解释是她不能容忍一些八卦网站把她在Twitter上的言论写成新闻故事。请看外电的报道：
“Everything that I type, everything that I do, some gossip site makes it news,” she added.她（赛勒斯）补充说：“我（在Twitter上）写的一切，我所做的一切，一些八卦网站都把它们编成了新闻。”
看来麦莉•赛勒斯发飙是因为对这些八卦网站实在是忍无可忍了。“八卦网站”就是gossip site。虽然做明星风光无限，但是明星们也经常被各种不实的八卦新闻所困扰。除了八卦网站，还有“八卦杂志”（gossip magazine）。八卦杂志的专栏作家则可以用gossip columnist来表示。不过gossip columnist并不专指那些为八卦杂志写八卦文章的人，而且还可以指其他报纸和杂志中撰写轻松题材的作家，他们的题材可以是明星的隐私，也可以是社会新闻。Gossip一词的意思是“流言蜚语，小道消息”。例如：marketplace gossip（街谈巷议）。Gossip也可以指“爱传流言蜚语的人，爱说长道短的人”。近几年颇受青少年欢迎的热门美剧《绯闻女孩》（Gossip Girl）里面就描画了许多这样的人。
45.太空游客 space tourist
世界第七位太空游客、加拿大太阳马戏团的创始人、亿万富翁拉利伯特已随另外两位宇航员一起返回地球。他在国际空间站上曾干起杂技演员老本行，戴上小丑“红鼻子”道具与宇航员和家人同乐。请看外电的报道：
Wearing a red clown nose, the Canadian founder of Cirque du Soleil hosted an out-of-this-world performance event on Friday, saying he wanted to use his trip as aspace tourist to highlight the scarcity of water on Earth.加拿大太阳马戏团创始人戴着小丑的红鼻子，在周五上演了一场“天外表演”。他表示想利用这次作为太空游客的旅行，来警示人们地球水资源的缺乏。
文中的space tourist就是指“太空游客”。Entertainment tycoon（娱乐大亨）拉利伯特此次搭载俄罗斯Soyuz号飞船前往International Space Station（国际空间站），进行了一次space odyssey（太空冒险之旅）。
在manned orbiting laboratory（载人轨道实验室）内的宇航员，时常身穿space suit（太空服）进行space walk（太空行走）。在航天器发射前，需要选择合适的launch window（发射窗口期），在发射升空后，有时还需进行orbital transfer（变轨），以进入预定轨道。
46.豆腐渣工程 jerry-built project
近年来，各式各样的豆腐渣工程、半拉子工程，甚至借口搭车、巧立名目的形象工程、政绩工程并不鲜见。中央政府实施大规模经济刺激计划后，各地项目纷纷上马。为了从源头上防止出现重复建设和低水平投资等问题，政府有关部门已经发布通知，采取了一系列监管措施。请看新华社的报道：
It also asked inspectors to pay close attention to project quality and stop any “jerry-built projects”.The notice also asked central government departments to act promptly to implement the stimulus package.通知还要求监管人员严格审查工程质量，杜绝出现任何“豆腐渣工程”，并要求中央政府各部门立即实施经济刺激计划。
文中的jerry-built project就是指“豆腐渣工程”，指的是偷工减料建成的、粗制滥造的工程。Jerry在这里做形容词，意思就是“草率了事的，偷工减料的”。此外，各种image project（形象工程）、achievement project（政绩工程）也是waste both money and manpower（浪费了财力人力）。
中央还专门下发通知，要求禁止对industries with excess capacity（产能过剩行业）进行投资，并要求监管人员对资金是否被misappropriate（盗用）, intercepted（截留）, embezzled（挪用）or falsely claimed（谎报）进行审查，违规者将面临party or administrative punishment（党政处分），甚至criminal charges（刑事起诉）。
47.人口红利 demographic dividend
一直以来，人口红利都被认为是中国经济增长奇迹的重要源泉。然而随着中国人口结构的转变，中国传统的国家盈利模式受到重大冲击，中国的内生增长动力和比较优势将发生深刻改变，如何在可持续发展模式中，再造“二次人口红利”迫在眉睫。请看《中国日报》的报道：
The “demographic dividend” has long been thought an important source of China's remarkable economic performance.According to World Bank estimates, China's advantageous population age structure brought about by such a dividend has contributed more than 30 percent to the country's economic growth over the past decades.“人口红利”一直被视为中国经济增长奇迹的重要源泉。据世界银行估计，人口红利带来的人口年龄结构优势对中国近几十年来经济增长的贡献达到了30%以上。
在上面的报道中，demographic dividend就 是“人口红利”。所谓“人口红利”，是指一个国家的劳动年龄人口占总人口比重较大，抚养率比较低，为经济发展创造了有利的人口条件，整个国家的经济呈高储蓄、高投资和高增长的局面。一国人口生育率的迅速下降在造成人口老龄化加速的同时，少儿抚养比亦迅速下降，劳动年龄人口比例上升，在老年人口比例达到较高水平之前，将形成一个劳动力资源相对丰富、抚养负担轻、于经济发展十分有利的“黄金时期”，人口经济学家称之为“人口红利”。中国目前的人口年龄结构就处 在人口红利的阶段。目前中国正面临aging of population（人口老龄化），现在计划生育（family planning）政策也开始调整，允许only-child couples（独生子女夫妇）have a second child（生二胎）。对于即将 5 到来的aging society（老龄化社会），现在提倡healthy aging（健康老龄化）。为了保证经济的持续繁荣，社会也在努力营造second demographic dividend（二次人口红利）。
48.煤矿爆炸 mine blast
11月21日凌晨2时30分左右，黑龙江龙煤集团鹤岗分公司新兴煤矿发生瓦斯爆炸。截至23日6时，已确认104人遇难，4人下落不明，65人受伤，其中6人重伤。请看《中国日报》的报道：
The country's top work safety official has blamed poor management and inadequate safety precautions for Saturday's mine blast in Heilongjiang province that claimed at least 104 lives.国家安监总局局长表示上周六发生在黑龙江省的煤矿爆炸事故原因在于管理不善和安全措施不健全。该煤矿爆炸已造成至少104人遇难。
在上面的报道中，mine blast就是指“煤矿爆炸”，完整的表达应该为coal mine blast，在上文的特定语境中 mine特指“煤矿”。一般来说，mine可以指代任何资源的“矿、矿井、矿山“，例如：an opencut coal mine（露天煤矿）；work a mine（开采矿山）。此外mine也可以指“源泉，宝库”，例如：a mine of information（丰富的信息库）。Blast表示“爆炸”，例如：a car-bomb blast（汽车炸弹爆炸）；gas blast（煤气爆炸）。除了blast外，explosion和outburst也可以表示“爆炸”的意思。Outburst所指的爆发主要是火山喷发、太阳黑子大爆发，另外也可以用来指情感的爆发，例如：an outburst of anger（勃然大怒）。Explosion和blast一样可以指炸弹的爆炸，而且它也可以用来指情感的爆发。例如：explosions of loud laughter（阵阵大笑）。
49.气荒 gas shortage
进入11月份以来，中国部分地区出现大范围雨雪低温天气，天然气需求量大幅攀升。一些地区供需矛盾比较突出，武汉、重庆、西安、南京、杭州等地相继出现天然气供应紧张的情况。

Energy analysts have blamed the country's “monopolistic natural gas market” for one of the most serious gas shortages in decades, made worse by high gas consumption amid freezing temperatures and snowstorms in the south.能源分析家们把这次几十年来罕见的严重“气荒”归咎为国内“天然气市场的垄断”。南方低温和暴风雪天气致使天然气消耗居高，从而使得此次“气荒”更加严重。在上面的报道中，gas shortage就是时下面临的“气荒”，也就是天然气供应不足。相似地，“油荒”则是oil shortage，“粮荒”是food shortage。Shortage是“不足，缺少”的意思，例如：ease the housing shortage（缓解房荒）。
除了用shortage外，我们还可以用 insufficiency，deficiency，scarcity来表示“不足，缺少”。例如：an insufficiency of funds（资金缺乏）；During the war, children suffered from a deficiency of food.（战争期间孩子们遭受食物不足之苦）；The scarcity of skilled workers is worrying the government.（熟练工人的缺乏困扰着政府）。Deficiency除了表示“不足，缺少”外，还可以表示“缺点，缺陷”，例如：Cosmetics do not always cover up the deficiencies of nature.（化妆品不能掩饰所有天生的缺陷。）
50.汇率“微调” rate fine-tuning
中央经济工作会议即将召开，在热钱大量涌入，人民币升值压力加大的情况下，外界密切关注明年人民币汇率的走向。我国外交部副部长张志军在中欧领导人峰会前的新闻发布会上重申将维持人民币汇率稳定，不过承诺将进一步发挥市场在人民币汇率形成中的作用。请看《中国日报》的报道：
