)“十一五”期间,黑龙江省农业综合开发集中财力物力,重点扶持大农业、大装备、大科技建设,共投入资金94.4亿元,成为粮食连续增产的重要力量,做出现代农业发展的大文章。
大文章首先体现在土地连片开发、集约经营和提高规模化水平上。立项上坚持规模立项,连片开发。连片开发5万亩以上的项目占开发面积的70%以上。通过对重点乡镇实行连续扶持,多数粮食主产县已形成整乡推进格局。全省三大水系的40多个灌区连片开发面积达到1500多万亩。2006年以来,农业综合开发集中资金,重点建设八大优质粮食生产示范区,规划建设高标准农田350万亩,新增粮食生产能力20亿斤。围绕建设八大示范区,全省重点扶持示范区内16家辐射带动能力强的农业产业化龙头企业,支持龙头企业自建基地、与农户共建基地,从而使企业与农户的利益联结机制更加紧密。
全省农业综合开发突出装备大型农业机械,扶持组建农机合作社建设,加快机械化进程。直接投入财政资金2.29亿元,新增大中型机械1200台套,促进土地流转210万亩,转移劳动力3万多人。通过投入购机补贴资金,吸引地方、企业、农民投入2.43亿元,购置大中型机械1946台套,配套农机具3120台套。

2011年前三季度黑龙江省农业经济运行情况
发布时间:2011-11-15 今年以来,我省深入贯彻落实中央农村工作会议、国务院粮食生产电视电话会议和省委农村工作会议精神,统一思想、快速行动,确保粮食稳产增产、农民增收。前三季度,我省农村经济总量稳步增长,粮食生产有望实现八连增、蔬菜生产恢复性增长,畜禽生产量保持稳定,呈现如下特点:
一、农村经济总量平稳增长
前三季度,我省实现农林牧渔业增加值480.7亿元,总量比去年同期增加83.3亿元,按可比价格计算比上年同期增长5.8%,增幅同比下降0.2个百分点。增幅回落的主要原因是畜牧业生产特别是生猪下降导致的,生猪出栏增幅比去年同期下降3.9个百分点,影响今年三季度牧业增加值仅增长1.9%,比去年同期下降1.8个百分点。其中,农业增加值114.1亿元,增长12.5%;林业增加值49.3亿元,增长9.7%;牧业增加值278.1亿元,增长1.9%;渔业增加值14亿元,增长8.4%;农林牧渔服务业增加值25.1亿元,增长8%。
二、粮食产量再创新高,有望实现八连增
我省粮食生产总体形势好于上年,在种植面积增加、结构调整和单产增加三重因素促进下,我省粮食产量有望实现“八连丰”,再创历史新高。粮食增产主要来源于以下三个因素:
一是强农惠农力度大,农民种植业收入不断增加。在国家一系列惠农政策和“2011年全国粮食稳定和增产行动意见”带动下,2011年我省粮食播种面积比上年增长1.6%,其中,水稻增长15.88%,玉米增长12.85%,大豆下降22.7%。结构调整和面积增加,带动了我省粮食增产。同时,国家今年对我省粳稻最低收购价格为2.56元/公斤,比上年提高21.9%,调整幅度为历年最高。今秋,我省水稻、玉米、大豆开市收购价格分别为2.6元/公斤、1.7元/公斤、4元/公斤,均较上年有不同程度的增长。
二是气候适宜奠定丰收基础。今年我省气象条件总体是气候适宜,积温、降水、日照相对充足,没有发生大面积的自然灾害。虽然,牡丹江地区春播后持续的低温多雨、后期又发生伏季干旱造成该地区农作物出现一定程度的减产,但总体看全省其它地区气候条件较往年更适宜粮食作物生长,尤其是在小麦产区黑河等地,今年气候条件对小麦播种、出苗和生长发育极为有利,小麦长势较好,多为一类苗。目前小麦收获完毕,单产水平较上年增长8%左右。
三是农技助推成效显著。今年我省各市(地)按照国家农业部和省政府的要求,坚持把粮食稳产、增产贯彻到粮食生产全过程。进一步实施标准化生产,以全面积、全作物、全过程标准化为目标,加大标准化生产推进力度,深入开展粮食高产创建活动,实施模式化生产。全省严把应用良种、科学平衡施肥、标准化整地、机械精量播种等关键环节,大力推广各类高产栽培技术模式,实施精细化管理。按照全程标准化要求,加强创建示范田管理,带动农民增产、增效。
三、蔬菜种植面积增加,产量恢复性增长年初以来,在蔬菜价格逐年走高和新一轮“菜篮子”工程建设的推动下,农民发展蔬菜生产的积极性不断提升,我省蔬菜产业呈现出面积扩大、布局优化、规模发展的良好态势。今年蔬菜播种面积437.7万亩,比上年增长58.2%;其中,棚室蔬菜种植面积增长30%,食用菌种植数量增长25%以上,从目前的监测数据看食用菌产量、蔬菜产量均较上年有大幅度提升。
四、山产品采集业不断壮大,林业经济增长模式不断转变
尽管随着天然林保护工程不断深化,2011年我省木材采伐量计划大幅下调,但“天保工程”款项落实到位,大、小兴安岭等主要林区的林业管护资金均出现了100%的增长;加之今年我省林区降雨量充沛,山产品丰收,而且价格较高,今年山产品(木耳、蘑菇、药材、蓝莓)的采集量比上年增长80%以上,山产品的价格呈上升趋势(蕨菜售价6元/斤,是同期的1倍;蓝莓售价20元/斤,是同期的1.2倍;蘑菇售价8元/斤,比同期售价上涨75%)。综合以上因素,前三季度我省实现林业产值88.5亿元,比上年同期增长9.7%。我省林业经济初步实现了由采伐向管护、特色林产品采集方向转型。
五、畜产品价格高位运行,畜牧业出栏量趋于稳定
(一)生猪生产情况。据国家统计局黑龙江调查总队畜禽监测数据显示,前三季度我省生猪出栏量较上年同期有小幅提升。我省生猪供应充足,猪价没有随着消费需求增长而上涨,九月份生猪价格基本平稳。目前,活猪平均价格18.09元/公斤,与去年同期相比上涨54.32%,比全国平均价格低1.42元。猪粮比价8.15:1,出栏一头生猪可获利500元左右。但是,由于饲料价格不断上涨,仔猪价格保持较高水平,散养户补栏风险逐渐加大。
(二)禽蛋产品价格趋于稳定。据国家统计局黑龙江调查总队畜禽检测数据显示,前三季度我省禽蛋产量比上年同期增长4%。目前全省鸡蛋平均价格9.53元/公斤,上涨14.07%,比全国平均价格低1.44元,较中秋节前价格有所下降。九月份蛋鸡养殖效益40元左右;肉鸡养殖效益在6元左右。
(三)牛羊出栏量与上年持平。据国家统计局黑龙江调查总队畜禽监测数据显示,前三季度我省牛、羊出栏量与上年基本持平。全省牛肉平均价格34.3元/公斤,同比上涨11.23%。全省羊肉平均价格37.14元/公斤,同比上涨27.39%。
(四)饲料价格不断上涨,农户补栏欲望不强。前三季度,全省玉米平均价格2.22元/公斤,比上年同期上涨26.5%。全省豆粕平均价格3.37元/公斤,上涨0.56%。全省育肥猪饲料平均价格2.68元/公斤,上涨8.98%。全省肉鸡配合饲料平均价格2.77元/公斤,上涨8.59%。全省蛋鸡配合饲料平均价格2.59元/公斤,上涨7.74%。在饲料价格不断上涨,农户对畜产品价格高位稳定信心不足的影响下,农户补栏欲望不强,猪、牛、羊、禽存栏量基本与上年持平。
六、农业服务业快速崛起,劳动力价格大幅上涨
前三季度我省农林牧渔服务业实现产值52.2亿元,比上年同期增长12.9%。增长原因主要来源于两方面:一是受我省播种面积增加、种植业服务业出现劳动力季节性短缺现象,农村劳务价格大幅上涨;二是由于“天保工程”范围扩大、拨付资金增加的影响,林区林业服务部门劳动量增加,工资标准较上年增长100%,加之为农业生产服务的项目逐步形成产业化、规范化、工厂化等。
总的来看,前三季度我省农业经济保持着良好的增长态势,全年粮食产量有望实现八连增,林业经济出现了新的增长点,但从全年看农业经济发展趋势仍不明朗,主要表现在三个方面:一是目前我省主要大田作物都已收割完毕,农户手中握有大量的存粮,如何指导农户适时、优价的出售手中粮食,尽快实现实物的变现,是今年我省农民纯收入和种植业产值继续强势增长的关键。二是今年我省蔬菜等经济作物无论从面积上还是产量上都出现了大幅反弹,产量剧增,菜农扎堆卖菜,互相压价,损害了菜农的利益,容易引起明年蔬菜播种面积的变化和价格的起伏。三是目前畜禽价格高位运行,散户养殖户补栏积极性不高,势必对全年农业经济形势造成影响。
建议有关部门:时刻关注粮食、畜产品的价格走势和养殖户投入产出情况,指导农户进行农业生产,同时为菜农寻找新的市场,增加菜农种菜积极性。

王忠林说,2011年,在省委、省政府的正确领导下,省农委深入贯彻落实科学发展观和省委“八大经济区”、“十大工程”的战略部署,大力推进以“四大”、“八化”为标志的现代化大农业建设,经受住了市场通胀压力加大、cpi屡创新高、银根政策紧缩等诸多压力挑战,全省“三农”工作捷报频传,硕果累累,亮点纷呈。
王忠林阐述了2011年工作责任目标完成情况和取得的成绩。
一.粮食总产和商品量夺得全国双第一。在2008年以来全省粮食产量平均每年以100多亿斤速度增长的基础上,2011年再夺特大丰收,达到1114.1亿斤,超目标114.1亿斤。粮食增速比全国平均快6.6个百分点,粮食增量占全国的22.6%,粮食总产超过河南省跃居全国第一位,成为全国唯一的粮食总产和商品量双第一的省份。得到中央的充分肯定,在中央农村工作会上第一个作大会发言,受国务院表彰奖励的粮食生产先进单位和个人数量均居全国榜首。
二.农民人均纯收入预计突破七千元。全省转移农村劳动力530.7万人,实现劳务收入407.7亿元,超目标27.7亿元;绿色食品种植面积发展到6430万亩,超目标30万亩,实物产量达2950万吨,完成了目标任务;杂粮、花卉、饲草等高效经济作物,种植面积达到2314.8万亩,超目标314.8万亩;全省农产品进出口贸易额达到30.5亿美元,超目标0.5亿元。据农村固定观察点测算,2011年农民实际人均纯收入增量有望继续超过一千元,增长15%以上。
三.新农村建设发生显着变化。35个重点示范村主导产业清晰、村屯环境优化、社会事业完善、村风文明和谐,在其示范引导、带动促进下,全省新农村建设蓬勃发展、蒸蒸日上。分散建设向集中建设转变,6.6万户、25万农民集中到城市、小城镇和中心村;典型示范向全面推进铺开,3085个村开展达标建设,相当于前两批的2.5倍;旧村改造向整村新建提升,177个村实施了整村新建;建设手段由政府投入为主向多元投入转变,116个村通过宅基地置换等市场化手段引进资金76.6亿元,同比增加近2倍。
四.现代大农机建设取得新进展。新组建大型现代农机专业合作社118个,超目标18个,总数达到558个。全省新增200马力以上大型拖拉机463台,新增水稻插秧机1.3万台、收获机3500台、玉米收获机3100台。2011年全省秋整地1.4亿亩,整地数量增加、水旱田同步、连片规模扩大、质量标准提高,主要得益于农机化的加快推进。
五.农业科技创新步伐加快。全省农村粮食高产创建田8631万亩,比非创建田亩平均增产10%以上。水稻大棚数量增、科技含量高,智能化水平快速提升,全省有2410万亩水稻实现了统一智能浸种催芽育苗。盐碱地种稻种草、长效抗旱节水、玉米和大豆育苗移栽等技术试验取得显着成效。在盐碱地ph值10.5和盐碱水ph值8.86以上情况下,杜蒙县330亩盐碱地水稻试验第一年就获亩产509斤。
六.农民专业合作社数量质量同步提升。全省农民专业合作社发展到2.1万个,位居全国第7位。农民成员发展到20.63万人,带动农户近100万户。联合社发展到267个。探索建立了按交易量与按投入分配以及按家庭成员分配相结合的多种分配形式,有1464个农民专业合作社对社员实行二次分配。克山县仁发农机合作社实行国家补贴、农民投资及土地面积按比例分配后,国家补贴所获收益依法按成员平均分配,充分体现了合作性。
七.农产品市场营销迈出重大步伐。过去偏重“田间地头”,现在开始研究“市场端头”;过去是农业生产者,现在逐步成为农业生产经营者。全省农业以市场为导向,由注重种植向更重视营销转变。特别是我省第一次开通了马铃薯南销专列,首发早、数量多,收到了与其他马铃薯种植省不同的效果。自2004年甘肃首创发运马铃薯专列以来,全国共发10列。2011年除我省外其他省仅发1列,我省当年发运6列,数量之多创全国之最。全省商品薯和加工薯平均每公斤销售价格比常年分别高0.13元和0.1元,比甘肃、内蒙古等主产省(区)平均高0.2元以上。
八.蔬菜生产迅猛发展。全省蔬菜种植664.8万亩,比上年增加56万亩,超目标14.8万亩。其中设施蔬菜增长较快,面积54.5万亩,比上年增长35.9%;蔬菜总产1630多万吨,比上年增加200多万吨。全省菜农户均收入3.6万元,比上年提高10%以上。
九.绿色食品产业发展势头强劲。大项目建设加快推进,全省新建、续建投资亿元以上绿色食品加工大项目191个,固定资产投资241亿元,开工项目数量、投资额是近年最多的一年。大园区初具规模,形成了以肇东、富锦2个省级绿色食品产业园区为龙头,以宾西、双城等10个专业园区为基础的“2+10”园区发展格局。主要指标快速增长,全年绿色食品产业实现销售收入2000多亿元,比上年增长30%以上。
十.农机装备制造业实现重大突破。六大农机产业园区基础设施日益完善,引进美国爱科、迪尔、挪威格兰、洛阳一拖等大型农机制造企业19户,爱科(大庆)公司、格兰(大庆)公司、哈尔滨东金集团等5户企业已建成投产。截止11月底,全省规模以上农机生产企业实现主营业务收入45.8亿元,比上年增长40.9%。

------基本概况
黑龙江垦区地处东北亚经济区位中心,位于我国东北部小兴安岭山麓、松嫩平原和三江平原地区,属世界著名的三大黑土带之一,辖区总面积5.62万平方公里,其中耕地4000万亩,是国家级生态示范区。下辖9个分局、113个农牧场,分布在全省12个市、74个县(市、区)。总人口166.8万人,其中从业人员91.7万人。
1947年,按照党中央和毛主席“关于建立巩固的东北根据地”、“培养干部,积累经验,创造典型,示范农民”的重要指示,一批荣复军人来到北大荒,创建了宁安、赵光等第一批国营农场。1958年,王震将军率10万复转官兵挺进北大荒,掀起了垦区大规模开发建设的高潮。之后,由大批支边青年、大专院校毕业生和城市知青组成的百万大军相继投身垦区开发建设。经过三代人的艰苦奋斗,建成了我国耕地规模最大、现代化程度最高、综合生产能力最强的国家重要商品粮基地和粮食战略后备基地。在北大荒开发建设中,垦区人民还创造了以“艰苦奋斗、勇于开拓、顾全大局、无私奉献”为主要内涵的北大荒精神,它激励一代又一代北大荒人开拓前进,已经成为中华民族历久弥新的宝贵精神财富。
六十多年来,垦区已累计生产粮食4504亿斤,累计向国家交售商品粮3334亿斤,为保障国家粮食安全作出了积极贡献。目前,垦区粮食综合生产能力达到330亿斤,提供商品粮300亿斤,可保证京津沪三大直辖市、解放军三军、港澳地区和青藏甘宁四省区居民一年的口粮供应。作为国家重要商品粮基地,每到国家粮食出现短缺,垦区都发挥了重要作用。2003年“非典”期间,北京一度出现粮食短缺,垦区迅速向北京调运1.5万吨大米,及时缓解了粮食紧张局面。2008年汶川大地震后,垦区仅用三天时间就紧急加工2460吨优质大米,通过专列运往四川灾区,全力支援灾区抗震救灾,有效发挥了作为国家抓得住、调得动、能应对突发事件的“中华大粮仓”作用。

作为我国农业先进生产力的代表,垦区始终以维护国家粮食安全为己任,始终坚持现代农业发展方向,全力促进经济社会快速健康发展。改革开放特别是“十五”以来,垦区全面贯彻落实科学发展观,不断加大改革创新力度,有力地推进了农业现代化、农垦工业化和农场城镇化,经济社会发展取得了辉煌成就。2009年,实现生产总值545.3亿元,农场职工家庭人均纯收入10936元,同比分别增长18.7%和13.7%。
现代农业持续快速发展。垦区已基本建成防洪、除涝、灌溉和水土保持四大水利工程体系,一半以上的耕地有设施保护。引进世界先进农业机械,装备了266个现代农机作业区,农业综合机械化率达96%。建成了以高等院校和科研院所为骨干的科研体系,农业科技贡献率达67%以上,高于全国平均水平20个百分点。坚持科技创新与推广应用相结合,农业技术推广应用居国内领先水平,实现了全过程、全面积、全作物的标准化。在全国率先启动绿色食品工程,年生产绿色无公害农产品1000万吨,成为全国最大的绿色食品生产基地。大力发展现代畜牧业,形成了布局区域化、饲养标准化、生产规模化、经营产业化、防疫程序化发展格局,成为优质畜产品生产基地。
工业经济逐步发展壮大。垦区坚持产业化经营,着力打造了国家级和省级重点产业化龙头企业18家,形成了米、面、油、乳、肉、药、薯等十大支柱产业,培育了“北大荒”、“完达山”、“九三”等中国驰名商标。九三油脂、完达山乳业、北大荒米业、北大荒麦芽的生产能力居国内同行前列,生产销售网络已遍布全国、远销海外。引进世界一流的生产线,消化吸收国际先进技术,大豆异黄酮、维生素E、乳珍、冻干粉针等20多项产品的核心技术在国内领先。目前,垦区年粮食加工转化能力已达到2000万吨。
现代服务业发展势头强劲。垦区所属的北大荒种业集团是全省规模最大的种子产业集团,营销网络覆盖全省,辐射吉林、辽宁和内蒙古,年供种量占全省的1/3。阳光农业保险公司的业务网点覆盖全省11个市,正在向东北三省一区延伸。北大荒商贸集团的运输网络遍布垦区,辐射各港口城市和发达地区。依托丰富的旅游资源,垦区旅游产业蓬勃发展,以北大荒文化、现代农业观光和边疆风景游览为主题的特色观光旅游线路,成为展示北大荒新形象的重要载体。垦区对外经贸合作的触角已延伸到世界六大洲,与60多个国家和地区建立贸易往来和经济技术合作关系,初步构建了全方位、宽领域、多层次的对外开放格局。
社会事业同步协调发展。垦区坚持一手抓经济发展,一手抓社会事业建设,形成了分级办学的终生教育体系,人均受教育年限11.3年,高于全国平均水平2.8年;建立健全了三级医疗卫生服务体系,每千人口拥有医生6.7人、住院床位4.7张,人均占有卫生资源高于全国平均水平,基层卫生所覆盖率100%;建成了养老、失业、医疗、工伤和生育“五险合一”的社会保险体系;公路交通四通八达,晴雨通车里程达1.51万公里;广播电视通信网络全面覆盖,电话入户率72.2%;农场城镇化率达62%,城镇绿化林覆盖率达到30%,初步建成了以分局中心城镇为核心,以农场重点城镇为骨干,辐射带动管理区的城乡一体化格局。
体制机制不断创新。积极推进农业经营制度改革,建立了以家庭承包经营为基础、统分结合的双层经营体制。大力推进土地适度规模经营,土地适度规模经营面积超过70%。大力实施农业产业化经营,积极推进国有企业改革,实现了国有存量资产和增量投入向主导产业、优势企业和名牌产品集聚。围绕促进农场城镇化,调整农场内部组织结构,积极推进撤队建区改革,撤销了2241个生产队建制,集中设立了500多个管理区,进一步提高了行政效率,降低了行政成本。积极推进内部政企分开和集团化改革,北大荒集团总公司运营已进入正轨,北大荒集团整体竞争优势日益增强。
