怒族婚礼:三天不够
怒族有着悠久的历史,他们主要都住在中国西南部的云南省,这个民族有一些有特色的婚礼风俗。就像是民谣唱到:“阿姨的女儿不会向别人屈服。”因为妈妈的兄弟有极高的社会地位,未婚的女子会优先考虑和表兄弟姐妹间的婚姻。
和中国大部分普通的婚礼相比怒族的婚礼有一些不同的婚姻习俗。在某些地方流行男人住在他妻子家,而且寡妇如果再婚也不会被其他人所歧视。有些地方曾近还流行过同族结婚,女孩子们被当做是家中财产一样保护在闺房中。永恒的爱的誓言后忙碌的准备
婚礼之前所有的男孩女孩都可以自由地参加社会活动。当他们彼此爱上对方时,他们各自要给对方一份礼物作为定情信物有手镯等。然后男孩会找媒人去女孩家上门提亲。双方的父母心照不宣,就顺水推舟撮合成亲了。
怒族男女结婚,一般定日子在龙年或蛇年举办婚礼,因为龙和蛇在怒族的观念中是吉祥如意的象征。婚礼前几天,全村寨的各家各户都派出得力的男子或女子,到男方家帮忙料理结婚的有关事务。女方家也显得格外奔忙:做嫁衣、买首饰、请女傧相、邀请宾客。男女双方都会以大肥猪为礼物。如果女方家送了一头,那男方必须回以两头。在贡山独龙族怒族自治县的怒族通常男方会送女方父母特定的礼物,还会送女方的哥哥一件农具和一头猪。持续三天三夜的婚礼
迎亲是怒族婚礼中最为热闹的场面。迎亲队伍中一定要选有一名歌手前往,只有新郎将女方挡路的歌手唱败,方能将新娘接走。
结婚当天,新郎邀约两个最好的朋友,背一筐柴和一筐肉桂在肩上,带着一罐酒和其他礼物,去女方家接新娘。到了女方家,他们受到热情的接待,女方家以最好的饭菜招待他们。当太阳升起并笼罩整个村寨时,新郎就接着新娘出发。女方家送亲的人们熙熙攘攘,簇拥着新娘走出村寨。几个年轻力壮的小伙子背着一头大肥猪和一大坛白酒走在前面,后面是抬着嫁妆的送亲队伍。新娘身着怒族的盛装,脸上盖一块色彩鲜艳的薄布,由一群女伴陪着,走在人群中间。当陪送新娘的队伍进入男方村寨时,早已在旁迎候的男方家的人忙上去给背猪、背白酒和抬嫁妆的人们连连敬酒。来到新郎家门口时,新郎的舅舅和舅母要向送亲的人们敬一杯竹筒酒,敬完送亲的人们,新郎、新娘才能迈进男方家的门。新娘和送亲的队伍进了男方家院子后,男方家的人接过女方家带来的礼物,热情地招呼女方送亲的人们。这时候,新郎要上去牵住新娘的手,把新娘迎进房中。一见新娘进入房中,送亲者中一男子即用火药枪朝天鸣放三枪,以示庆贺。其余送亲的人则跳起怒族的足踏舞,以有节奏的舞步跟着进入房中,并在房中的火塘边跳满一圈。接着,由一德高望重的老人向新郎新娘祝婚,祝福新人婚后幸福吉祥、子孙满堂等。之后,男方家的人热情地向送亲的人们连连敬酒,喝得送亲者一个个面红耳赤,情绪高涨。
怒族的婚礼是歌舞的盛会,青年人弹奏起琵琶调,吹起口弦曲,跳起琵琶舞和锅庄舞,尽情欢歌。在房里,老年人边向新婚夫妇祝福,边唱婚礼歌。在房前院子里,随着愉快的旋律,村里的男孩和女孩对唱并翩翩起舞,院子里溢满欢乐。婚礼歌的内容十分丰富,从人类的起源到先民的生活,从男女相爱到婚礼婚俗等。婚礼歌很长,要分几次才能唱完,中间歌手要同新郎新娘一块吃手抓饭,吃完后再接着唱,有时要一直唱到第二天的黎明。第二天,男方家要给前来参加婚礼的人们每人送一份饭菜,宾客这才高高兴兴地离去。
婚筵是所有礼仪中规模最大的筵席。婚前新郎要带猪肉﹑米等物去岳父家并帮助砍柴和耕地,然后才能举行婚筵。婚筵时不但酒肉要丰盛,场地也要布置一新。新郎﹑新娘要一起喝祝婚酒,姑娘们要向他们拋洒面粉,以此表示吉祥如意。
举办婚礼三天后,新郎新娘分别由陪郎和陪娘陪伴并分开就寝,陪娘每天还要代替新娘背水、煮饭,陪娘回家时,男方家会赠以礼物表示感谢。
按传统习俗,新郎新娘在结婚的头三日内不能同居,只能在洞房里支两张床,分别由一名小伙子和一名姑娘陪伴新郎和新娘。到第四天,新郎带着新娘,再由男方家杀一头猪,装一罐酒,带到女方家,表示对新娘父母的孝敬。直到新郎才能带着妻子回家。这时,整个婚礼才算结束。
怒族的婚姻,基本上是一夫一妻制,但也还有许多原始婚姻的残余。如亚血缘族内婚,其配偶关系,大都在同一氏族甚至同一家庭内部都进行,一对男女叔伯兄弟姊妹之间,表兄弟姊妹之间均可婚配,甚至不同辈分之间也可婚配,只要不是亲生父母、子女,亲兄弟姊妹。此外,普遍还保留着“妻兄弟妇”制(妻子的兄弟和丈夫的姐妹结婚)。一些氏族,家族头人也有多妻的现象。男子婚后即与父母分居,组成自己的小家庭。

在这满目苍翠、万物葱茏,充满勃勃生机的美好时节,多吉才让主任委员和各位领导一行,在百忙之中不辞辛苦,莅临我县调研、指导工作,充分体现了党中央、全国人大对边疆少数民族的关心和厚爱,增强了我们做好各项工作的决心和信心。值此,我代表中共福贡县委、县人大常委会、县人民政府、县人民政协以及全县9万人民对各位领导的到来表示热烈的欢迎!现将我县人口较少民族——怒族经济社会发展情况作汇报如下。
一、基本县情
福贡地处滇西北横断山脉中段,北靠贡山,南接泸水,东临维西,西与缅甸联邦毗连,全县总面积为2724.64平方公里,固定耕地面积9.96万亩(旱地8.08万亩,水田1.88万亩),辖六乡一镇,57个村委会,92666人,是一个典型的边疆、民族、宗教、贫困为一体的国家级贫困县。边疆:地处边防一线,边境线长142.218公里,有7棵界桩(27---33号);民族:境内有20多个民族,以傈僳族、怒族为主体民族,少数民族人口占总人口的98.3%;宗教:信教群众5.6万多人,占总人口的68%;贫困:我县是国家扶贫开发工作 1 重点县,2005年全县生产总值完成2.28亿元,人均产值仅2458元(不到300美元);地方财政收入866万元,财政自给率仅为6%;全县8万多农业人口中还有低收入贫困人口7.4万人,其中绝对贫困人口4.7万人,贫困面、贫困程度及返贫率居全省各县之首。高山峡谷:境内群山耸立,江河纵横,山高、坡陡、谷深,全县固定耕地面积近10万亩,其中坡度在 25度以上的占了85%以上。
二、福贡县怒族经济社会发展情况
(一)历史发展过程
据有关资料记载,福贡怒族就其历史发展可以分为四个时期:一是在16世纪以前,还处于新石器时代的晚期,父系氏族社会的后期,主要以采集和狩猎为主;二是16世纪以后,怒族的家族公社组织走向瓦解,出现了私有制经济和家长奴隶制的社会形态,并进入以农业为主的定居生活;三是1912年至1949年云南地方政府及国民党设治局统治时期,随着汉、白等先进民族逐渐进入怒族地区经商落籍和铁制工具的输入,促进了怒族内部私有制的发展,从总体上来讲,解放前福贡怒族还处于原始社会向奴隶社会发展的过渡时期;四是解放以后,福贡怒族同全国各族人民一道跨入了社会主义社会。
(二)地理条件
福贡怒族群众主要居住在怒江两岸的碧罗雪山、高黎贡山海拔1200米至2200米的山腰和半山腰地带,主要分布于匹河怒族乡老姆登、知子罗、沙瓦、瓦娃、架究、托平、棉 2 谷、果科、普洛等9个村委会,还分布于子里甲、上帕、鹿马登、石月亮等4个乡镇的5个村委会,总人口有1.7万人,占全县总人口的18.2%。其中,匹河乡是全国唯一的怒族乡,怒族人口有9929人,占全乡总人口的85%,占全县怒族人口的58.8%。怒族聚居地区大多数属于大山区、石山区,山高坡陡谷深,交通不便,信息闭塞,自然环境恶劣,经济社会发展难度大。
(三)经济社会发展情况
新中国成立后,特别是改革开放以来,党和国家对少数民族地区采取了扶贫攻坚、兴边富民、“两免一补”等一系列的扶持政策和措施,使怒族地区的面貌发生了巨大而深刻的变化。
一是经济较快发展。全县怒族人口人均经济收入684.8元,人均有粮311公斤,绝对贫困人口由原来的14119人下降到了7010人,下降面达49.6%。
二是基础设施得到加强。“十五”以来,根据国家政策和省、州的要求,在怒族地区实施了“四通五有一消除”为目标的一大批基础设施建设工程。5年来,共修建田间排灌沟渠77188.6米,开发整理土地2500亩,改造中低产农田地2338.15亩;14个怒族村有12个村已经有通村公路,通路里程132.4公里;安装80KVA变压器4台,架设输变线路10000米,通电率85%;完成安全饮水项目13个村,受益738户3100人。
三是扶贫工作成效显著。“十五”以来,国家采取安居 3 工程、温饱工程等特殊措施加大扶贫开发工作力度,使怒族地区的扶贫开发工作取得较好成效。5年来,怒族地区共建设完成安居房588户,实施了4个整村推进和1个安居工程、1个温饱村,受益260户1080人,发放小额贷款120万元,使1200户4800人脱贫。对5个村进行易地开发扶贫,受益 224户853人;其中,跨地州安臵36户117人,县内山头搬山脚188户736人;对11个村进行了消除茅草房工程,受益1017户4169人。
四是社会事业全面发展。“十五”以来,全县完成26所怒族聚居村学校危房改造工程,改造面积达10736m2,受益学生1101人;全县7个怒族村安装了远程教育接收设备,远程教育开通率达50%,为边远地区的怒族学生提供了与外界学生共享优质教育资源的条件;怒族人口基本实现了“普六”和“扫盲”目标。在14个怒族聚居村修建了13个村卫生室,受益3834户16103人,全县共有15355名怒族群众参加新型农村合作医疗,占怒族总人口的91%,怒族群众看病就医的条件日益得到改善。在5个怒族聚居的乡(镇)修建了文化站,怒族传统文化的保护和开发整理工作得到了进一步的加强。结合农村广播电视“村村通”工程,在14个怒族村全部安装了电视地面接收站,广播电视覆盖率40%,受益 1612户6770人;14个怒族村均修建了简易篮球场,怒族全民健身运动广泛开展,民族整体健康水平不断提高。
五是怒族干部群众的精神面貌发生了新的变化。扶贫开发等一系列的扶持政策和措施使怒族地区干部群众深切感 4 到党和政府的关怀和帮助,看到了前进的目标和希望,增强了脱贫致富的信心和决心。涌现了一批脱贫致富的怒族带头人。
怒族地区虽然在前进,在变化,但是由于历史和自然条件的原因,无论是建设的速度,还是发展的水平与外地相比,都有很大的差距,而且差距越拉越大,目前仍然是全省乃至全国最贫困的民族地区之一。全县共有怒族农业人口3322户,16874人。按国家核定的标准计算,至今全县还有绝对贫困人口(年收入668元以下)7010人。制约怒族地区经济社会发展的主要因素是:
一是自然条件差,灾害频繁。怒族地处边疆偏僻之地,远离经济文化发达地区,交通闭塞,地势陡峭,地形破碎,属典型的山区县,陡坡地多,平缓地少,人均耕地1.24亩; 滑坡、泥石流等自然灾害频繁,怒族群众因灾致贫、因灾返贫现象十分突出。
二是受历史因素影响较大,发展相对滞后。贫困也是历史的沉淀,怒族地区从解放前的原始社会末期奴隶社会初期一步跨入社会主义社会,但生产力难以实现相应的跨越,社会发育程度和生产力水平低,经济社会发展相对滞后。
三是各项基础设施薄弱。受经济发展滞后的影响,加上长期以来投入不足,导致交通、农业、教育、卫生等各项基础设施十分落后。有445户2009名怒族群众没有实现通电;有60%的怒族群众不能接收广播电视;大部分村卫生室达不到标准,不能为群众提供基本医疗保障;有2个怒族聚居村 5 没有通公路;有60%的怒族群众没有安全的饮用水,还有大部分怒族群众无法享受到最基本的公共服务。
四是文化教育落后,发展办法不多。怒族人口平均受教育年限为4.7年,比全省平均受教育年限6.3年低1.6年,比全州平均受教育年限5.59年低0.89年。由于文化教育落后,广大怒族同胞发展办法不多,全县90%以上的怒族群众都从事农业生产,从事二、三产业和服务行业的较少,怒族同胞增收难度大。
五是发展和脱贫难度大。怒族群众大多居住在生产生活条件差,开发难度大的深山区、大山区、高寒山区。有些怒族群众聚居区已丧失了基本的生存条件,就地脱贫无望,必须易地脱贫。
(四)基本经验
在抓好怒族地区经济社会发展工作中,我们积累了一些做法和经验,最主要的有三条:
一是着力改善生产生活条件。全县所有的怒族聚居区都是山区,山高坡陡、交通不便、土地贫瘠、灌溉困难、水土流失、灾害频繁是共同特点,也是贫困的根本原因。不从根本上改变这种状况,就不能稳定脱贫。为此,在工作中,我们始终坚持以“四通五有一消除”为目标,切实加强各项基础设施建设,为怒族地区经济社会发展打下了一定的基础。今后还必须在改善生产生活条件上化工夫、下本钱。
二是因地制宜选择发展路子。我县怒族聚居地区在地理环境、自然气候等方面有同有异,选择的发展路子也各不相 6 同。在高寒山区发展畜牧业,半山腰发展经济林木,江边河谷一带发展交通运输和服务行业。匹河怒族乡重点发展了茶叶和荞麦种植、加工。这些都是因地制宜选择发展路子的例子。根据自己独特的条件和优势,只要扬长避短、发挥优势、宜农则农、宜林则林、宜牧则牧、宜商则商,选准发展的路子,就能够加快怒族同胞脱贫致富的步伐。
三是配套扶持、综合推进。怒族地区的贫困是多种因素综合造成的,怒族同胞脱贫很大程度上要靠生产生活环境的改善。因此,靠单项措施不能搞好脱贫;山、水、田、林、路、电各项措施不协调、不配套,也不能搞好脱贫。“十五”以来,根据国家的有关扶持政策,匹河怒族乡实施了“四通五有一消除”,成为实行配套扶持、综合推进的成功之举。在今后的扶贫工作中,必须坚持配套扶持、综合推进,才能实现贫困人口脱贫,脱贫人口致富。
三、贯彻落实国务院《扶持人口较少民族发展规划(2005---2010年)》的基本情况
为了深入贯彻国务院关于《扶持人口较少民族发展规划》,促进我县怒族经济社会的发展,我们主要抓了以下工作。
一是抓机构。2003年我县就成立了以分管副县长为组长,县发改委、扶贫办、财政、农业、林业、畜牧、教育、卫生等部门组成的怒族经济社会发展规划领导小组。
二是抓规划。根据国务院《扶持人口较少民族发展规划》,结合《农村扶贫开发纲要》和“兴边富民行动计划”,7 在认真分析,科学论证的基础上,根据“四通五有三达到”的扶持目标,编制了《福贡县人口较少特有民族(怒族)发展专项建设五年规划(2006—2010年)》。规划内容涵盖了14个怒族村的农田水利、交通、人畜饮水等经济基础设施和教育、卫生、文化、广电等社会事业基础设施。
三是抓落实。根据“国家扶持,省负总责,县抓落实,整村推进”的要求,我们采取了安居工程、温饱工程、易地开发、消除茅草房等综合扶贫措施。2001年以来,共投入匹河怒族乡各项扶贫资金700多万元,实施了安居工程、温饱村工程、易地开发、消除茅草房等扶贫项目。共完成安居房建设1041户,受益人口达4372人,使46%的农村人口搬进了新居。实施通电工程4件,解决了2个村委会、8个村民小组、345户1580人的生产生活用电问题。实施人饮工程2件和道路建设2件,改善了2个村委会6个村民小组群众生产生活条件和农副产品运输条件。实施水利工程3件和农田建设410亩,改善了原有水田300亩的灌溉条件,解决了新开水田200亩的农用水,为贫困群众增产打下了基础。学校和卫生室建设,改善了4个村10个村民小组儿童读书和群众就医条件。
四、贯彻落实国家民族政策,为较少民族经济发展提供权益保障的基本情况
在贯彻落实国家民族政策,为较少民族发展提供权益保障方面我们主要做了以下几个方面工作:
一是加强领导。成立了以县委副书记为组长,县人大、8 县政府、县政协分管联系领导任副组长,相关部门为成员的民族宗教工作领导小组,切实加强对民族宗教工作的协调和领导。
二是强化宣传。充分利用广播电视、宣传画、标语等多种载体,加强民族团结宣传教育工作,深入开展党的民族理论、民族政策、民族法律和民族基本知识教育,特别是注重在青少年中广泛开展爱国主义和民族团结教育活动。通过宣传教育,使更多的少数民族群众了解党和国家对少数民族尤其是对人口较少民族的关心和支持。
三是抓好落实。结合福贡实际,切实抓好国家民族政策的落实工作,如近年来,我们认真贯彻实施了“兴边富民行动”计划、“两免一补”、“奖优免补”等国家民族政策。2005年,完成“兴边富民行动”项目投资3.3亿元,落实“两免一补”经费 万元受益学生 人,兑现“奖优免补”

五、加快人口较少民族经济社会发展的两点建议 一是加强人口较少民族聚居地区的基础设施建设。大部分少数民族聚居地区基础设施比较薄弱,制约了经济社会的发展。建议国家加大对人口较少民族地区的基础设施建设投入,改善人口较少民族地区的生产生活条件,增强自我发展的能力。
二是从实际出发制定并实施好特殊政策和措施。人口较少民族地区情况特殊,需要制定和实施特殊的政策措施,特别是在税收、信贷、物资供应、资源开发、项目资金扶持等方面制定并实施好特殊政策和特殊措施。
六、请求国家帮助福贡县解决的困难和问题
长期以来,福贡的干部群众在艰苦的环境中团结奋斗,开拓前进,为巩固边防建设边疆作出了重要贡献。但是,由于福贡特殊的社会历史条件和特定的自然地理区位,经济发展较为滞后,面对全国全省经济发展突飞猛进的新形势,福贡加快发展面临的挑战更加严竣,仅靠我们自身的力量没有国家的大力支持和外部力量的进一步推动,福贡与内地的差距就会越拉越大。我们恳请国家根据福贡的县情实际,特殊问题特殊对待,对边疆民族贫困地区的发展问题给予更多的支持和关注,实行特殊的优惠政策,进一步加大对我县的帮扶力度,切实加快福贡的经济社会发展。
一是在环境治理和生态保护上实行上级财政扶持补偿政策。我县生态恶化,脆弱的生态环境承载不了过量的人口压力,全县10万亩耕地面积中,坡度超过25度的占85%以上,现有的耕地分布区、人口聚居区基本上均属河谷生态恶化区。因此,请求国家给予扶持,将我县海拔1570米以下人为破坏严重地质灾害频繁的区域,列为水土保持和生态修复重点区进行重点治理,以根本解决生态环境恶化问题,实现可持续发展,给予相应的生态移民扶持政策,并对福贡县国家级保护区12.2万公顷,按每公顷每年100元的标准补助1212.4万元。
二是对福贡基础教育给予特殊优惠政策。我县农村贫困面广、贫困程度较深,农民子女上学难问题尤其突出。在现行的“两免一补”中,由于县财政困难,我县的“一补”是 10 按以2000年为基数,对全县4000人食宿生月补助50元/人(年补助200万元的标准),对半寄宿学生8000人,月补助15元/人(年补助120万元),全年按320万元进行定补(省级扶贫报帐资金补助59万元,县财政安排261万元)。因近年学生人数增加,增生无法增补,加之物价上涨,学生生活标准下降(全食宿生下降到月均33元),目前的生活标准无法保障学生健康的基本需要,严重地影响了正常的教育教学工作。要求将6000人的寄宿制学生生活补助,提高到每月80元,共需增加补助280万元,半寄宿制的8000人从人均15元提高到40元,共需增加补助200万元。以上两项共需增加“一补”支出480万元,请国家给予专项补助。
三是提高对农民的新型农村合作医疗补助标准。由于贫困,我县农村广大群众看病难的问题十分突出,新型农村合作医疗受到了农民的热烈欢迎,但由于我县贫困面大,收入水平低,自我保障能力弱,每年每人50元的医保经费仍然不能从根本上解决农民群众看病难的问题。我们恳请国家提高我县农民新型农村合作医疗补助标准,由目前的国家补助20元/人、省补助20元/人提高到国家补助60元/人、省补助20元/人,加上农民个人自负10元,总体标准达到90元左右。并加大县乡村三级医疗基础设施建设,从根本上缓解群众看病难问题。
四是加大对基层文化阵地建设的投入。我县地处边疆,有142.218公里的国境线,19条出境通道,民族众多,信仰基督教的群众占全县总人口的68%,共有教堂325所,有的 11 村寨全民信教现象十分突出,加强农村文化阵地建设,用社会主义思想牢固占领农村文化阵地,增强各族群众对境外敌对势力和宗教势力的反渗透能力,显得尤为紧迫和重要。请求国家给予资金扶持,在“十一五”期间加强对全县57个村委会的农村文化阵地相关设施建设,每村建一个文化活动室、一块体育健身场,需投资30万元,全县共需投入1710万元。同时,请国家投入资金对傈僳族、怒族民间传统文化加强保护与开发。重点扶持以“石月亮”、“亚哈巴”、“莫刮”“达比亚”、“起本”、“刮克”等六支民间民俗文艺团队建设,要求每支团队建设扶持100万元,共600万元。
五是加强以交通为重点的基础设施建设。由于长期以来投入不足,我县基础设施建设十分滞后,尤其是交通方面通达能力较差,与经济社会发展的要求极不适应。我们请求国家继续加大对福贡交通建设的投入,一是根据国防建设和经济社会发展的需要,请求将县境内129公里的沿江干线公路改建成二级公路,提高通达能力,缓解行路难问题,并为怒江大电开发创造进入条件;二是我县已被列为省州小城镇开发旅游重点县,根据全县小城镇建设规划,县城规模必须向江西发展,因此,必须建设上帕大桥,以适应县城扩建和发挥小城镇辐射功能,带动整个县域经济的发展。三是尽快建设福维公路。福贡至维西三级公路, 全长89.287公里(其中福贡境内43公里),是怒江峡谷腹地与东部地州相连接实现一日游三江的重要通道,对促进全县乃至全州经济发展具有重要的意义。今年2月省政府在丽江召开的旅游现场会上,12 已把福维公路列为“四纵四横”“八路一桥”中的重点建设项目,请求省里给予大力支持,解决所需建设资金,使工程早日开工建设。
各位领导,我县人口较少民族经济社会发展虽然还存在很多困难和问题,但我们坚信,只要有党中央、国务院的坚强领导,有党的民族政策的正确指导,在国家和省州各级政府的大力扶持下,我们一定能够克服和战胜各种困难,推动我县人口较少民族地区的经济社会又快又好的发展。
