雷起云曾用名雷盛鸣、雷腾蛟，1932年，雷起云加入中国共产党，1937年参加八路军。1937年，雷起云进入延安抗日军政大学学习。

抗日战争时期，雷起云参加了反“扫荡”、反“摩擦”、百团大战、豫北反击等战役战斗。解放战争时期，雷起云参加了上党、同蒲、临汾、吕梁、晋南、豫西、平汉、洛阳、宛西、宛东、淮海、渡江、浙赣线追歼等战役战斗。其中，在解放南昌的过程中，雷起云经历了一场恶仗，为战争胜利作出了巨大贡献。

1949年5月16日，陈赓决定以13军前卫师37师攻占南昌。接到兵团命令后，37师先遣团110团从南昌东南30里的河里绿村强渡抚河，迅速包围谢埠镇。白崇禧即令南昌城郊的夏威兵团188师和175师共1万余人，分三路包围110团。

在敌众我寡、援兵未到的情况下，一场恶战在南昌城外围抚河西岸展开。从21日早上到傍晚，敌军以数十倍于我的兵力发起了8次密集进攻。据记载，战后从阵地撤下，9连只剩下包括连长在内的13人，司号员和通讯员都牺牲了。

21日上午，111团、110团1营赶到增援遭受敌军围攻的110团2营和3营，与敌军反复冲杀。在激战中，110团3营再次陷入敌军包围之中，被逼到一片杂草丛生的坟地。下午3时，师长周学义、政委雷起云分别率领111团、109团采取分割包围、各个击破的战术，迅速向十华观迂回侧击，将国民党军队175师截断，全面制止了敌军的进攻。5月22日拂晓，退守南昌城内的夏威兵团主力不战自溃，乘天色朦胧弃城西逃，当日下午，宣告南昌解放。

1950年4月1日，云南军区滇南卫戍区（第4兵团第13军37师兼）成立，雷起云任37师政委。1950年5月，第二野战军和所属兵团番号取消，所辖部队划归西南军区建制，雷起云任云南军区滇南卫戍区37师政委。1951年起，雷起云任解放军军政治部主任、云南军区政治部副主任、昆明军区兼云南军区政治部副主任。

1958年9月至1964年6月，共有200余名开国将军积极响应中央军委号召，下连当兵。时任昆明军区政治部副主任的雷起云（时为大校军衔）作为其中一员，下连当兵，给人留下了极其深刻的印象。

1965年，雷起云任昆明军区政治部主任。

“文革”中，云南大乱，此时，发生了一件事，对雷起云影响极深。

1967年12月18日，云南造反派组织“炮派”和“八派”在东风百货大楼激战。早晨6时，10名未穿军装的解放军战士由军区招待所路过东风路，行至东风商店和省供销社之间遭枪击，当场打死1人，打伤1人。“炮派”指责枪击解放军战士系“八派”所为。当时，昆明军区和云南省军区内部也分为支持“炮派”和支持“八派”的两派。昆明军区“无革派”、云南省军区“无革派”、302“联指”、步校“革联”即卷入“炮派”攻打东风百货大楼，独立师亦发表慰问信，支持“炮派”。

18日下午，昆明军区机关部分指战员为此揪斗了昆明军区参谋长崔建功少将和昆明军区政治部主任雷起云，强迫崔建功和雷起云承认“八派”打死解放军，雷起云被罚跪，崔建功被强迫抬尸游行。

19日，昆明军区“无革派”、云南省军区通讯团和空指的部分指战员，在云南省军区副司令员熊奎少将的带领下，上街示威游行，高呼“打倒李成芳”“严惩东风大楼杀人凶手”的口号。当日，东风大楼被“炮派”攻占。

其实，雷起云在11月22日已被批斗。原因是“炮派”要在云南“肃清薄一波的影响”。昆明军区和云南省军区的高级将领中，李成芳、黎锡福、胡荣贵、雷起云、王砚泉、徐其孝等，都是在决死第1纵队工作过的干部，自然为“炮派”不容。

后来“炮派”失势，昆明军区领导在北京办学习班，确定昆明军区党委由徐其孝、雷起云等负责。昆明军区主要领导回昆明后，雷起云又任北京毛泽东思想学习班云南班领导小组组长。

1970年起，雷起云任昆明军区副政委兼政治部主任、副政委、武汉军区顾问（副大军区职待遇）。

金秋时节，我们沙湾小学又迎来了一年一度的运动会。这次我有幸入选运动员代表参加了跳长绳比赛，心中充满了兴奋与期待。这可是我校的一项传统的集体比赛项目，主要考察同学们的团体协作精神。各班都派出了最强阵容，冲击冠军。我班也不例外，为了取得好成绩，白老师在赛前对我们进行了“魔鬼”训练。

终于等到了比赛那天，各支队伍齐聚操场，纷纷摩拳擦掌，严阵以待。我们四（2）班代表队也早早做好了准备，大家既紧张又激动，卯足了劲儿，准备在比赛中大显身手，为班级争光。老师更是跑前跑后，不停的给大家叮嘱比赛要领，鼓舞斗志。

比赛有序地进行着，转眼就轮到我们了。随着裁判一声令下，比赛开始了，只见长绳飞快地转动起来，同学们一个接一个跑动起来。我的眼睛紧盯着绳子的起落，心中默默地数着“一、二、三”。到我了，我紧随着前一位队员的脚步冲进了绳圈，纵身一跳又迅速冲了出去。只见我们的队伍犹如一条长龙在跳绳间穿梭，头尾相连，犹如行云流水，看的人眼花缭乱。哎呀，不好！李滨航的脚被绳子绊了一下，长龙出现了停顿。大家一下子紧张起来，我的心提到了嗓子眼。站在旁边的胡老师急忙大声喊道：“快出去！绳子别停！”迅速地，大家恢复了镇定，调整好状态，绳子又甩了起来。比赛渐入佳境，绳子越甩越快，大家的配合也越来越默契，速度不断加快。此时的我已经无暇顾及场上的其他队伍，耳边只听见绳子划过地面的“啪啪”声，眼中只看见飞速转动的绳子。不知跳了多久，一声哨响，比赛结束了。此时此刻，同学们个个满头大汗，虽然有些累了，但更多的是兴奋。

接下来是紧张的成绩核对时间，同学们焦急的等待着，议论着。终于，成绩出来了，第一名是四（3）班，我们班获得了第三名。大家顿时高兴地跳跃起来，因为这是我们取得的最好名次！兴奋之余又略有点遗憾，同学们互相鼓励，约好明年的运动会一定会取得更好的成绩。

跳长绳比赛结束了，虽然我们并没有获得冠军，但是成绩中凝聚了老师和我们全体同学辛勤的努力，也让我们认识到集体的荣誉高于一切，团结就是力量！

目前职工主要来自原成教院、省外贸学校、外贸职工大学、南理工技工学校的职工组成，职工来源复杂，不仅人多而且思想也不稳定，由于国家对成人教育办学方向的调整，学院传统的办学项目，急剧萎缩，学院面临极大的生存压力，作为院长也面临极大的挑战，他深知自己身上肩负的历史使命，但该同志始终以自己的乐观自信去感染每一位教职工，能从大局出发，主动与每一位职工谈心，关心群众疾苦，急群众所急，想群众所想，切实帮助职工解决实际困难，他主动慰问患病住院的职工，学院有两位同志身患癌症，他得知情况后第一时间赶往探望，帮助他们解决实际困难，鼓励他们战胜。使这两位同志身受感动、在春节期间主动慰问老同志，老同志过生日时能够及时送去生日蛋糕，把学院的温暖，送到病房、家庭。学院有20位教职工住房“两证”由于历史原因未能得到办理，他上任后与有关同志，多次到相关部门了解政策，经多方争取，终于将拖了近10年的历史问题解决了，原“两校”职工的公费医疗也是如此，这些问题的解决，较好地稳定了教职工的思想情绪。由于他急职工之所急，想职工之所想，时刻关心职工的切身利益，虽然学院的办学转型艰难而漫长，但学院教职工的工作热情又重新得以激发，很多同志见到他不再是抱怨，问他怎么办，而是主动出谋划策，积极地想办法，提供一切可以利用的社会资源。他经常在公众场合表达他的感受，他说：“我很感动，在学院面临巨大困难的时候，学院职工们能够不抱怨，高度信任、高度支持，给了我巨大的信心与工作动力”。

无论是做党委书记还是做院长期间，他都非常重视共青团工作，学院配备专职团委书记，每年两期团校、两期党校，他都亲自抽出时间来给学生上课，平时每学期还要举办两次以上专题讲座，他幽默的授课，爽朗的笑声，给了成教学生们无比的自信，学生们课后都愿意跟他交流，他始终认为学生是根本，是学院的工作重心。有时还抽空到学生宿舍、食堂与学生交流、了解学生的需求，及时帮学生解决实际困难。
