为了加强施工现场的管理，确保本工程质量、文明施工，同时为保障全体施工作业人员的人身安全，根据《中华人民共和国建筑法》、《建筑工程质量管理条例》及施工、监理合同规定，特制订本制度：

一、施工单位必须与进入三亚通讯生产楼工程项目（以下简称本项目）施工现场进行施工作业的班组签订“安全施工责任书”，对分包施工区域（段）及居住的生活区的安全全面负责。

二、施工单位必须对本单位成员进行安全教育，定期检查分管区域的安全情况，发生工程质量、安全事故应及时处理和上报。

1、路线交叉情况

由于沿线涉及到的交口较多，特别是天水路、礼河路、物流大道、扶疏路、颖河路等车流量比较大，做好与各相交路口的施工交通组织，对后续施工非常很重要，在开工前根据交通管理部门具体意见以及施工组织情况制定科学、合理的施工组织顺序及交通组织方案，确保周边交通顺畅及施工安全。

2、管线情况

因原铜陵北路为既有道路，地下管线较为复杂，沿线均存在高压线路长廊、地下供电排管、移动、联通、有线、电信、燃气、供水、交通信号等管网，迁移和保护非常重要，特别是高压长廊直接影响高架桥上部结构施工，其工作的顺利与否将严重制约着工程进度，为确保开工后工程顺利开展以及减少或避免其他管杆线的影响，会同建设单位提前做好其他产权单位的协调工作，做好迁移、临时过渡等相关工作，并与相关产权单位密切联系，以备施工出现管杆线影响因素能及时进行处理，把对周边居民和单位的正常生活和工作影响程度减小到最少。施工前应对地下管线做好必要的勘察，作出明显的标志，防止施工中漏水、漏气和漏电、爆炸烧伤等事故。

4、既有绿化保护及迁移

既有铜陵北路（北二环-天水路）全线东西侧分隔带均有大量乔木及灌木，局部行道树法梧等，且长势较好；绿化迁改受季节影响巨大，本项目针对绿化迁改进度和保护工作尤为重要，直接影响施工工期。

4、天水路-新汴河路段

该段道路约400米长，目前均为荒地，但土方外运工程量较大，后期施工单位进场后，应立即寻找合法的弃土场，重难点在于两侧物流园及厂房围墙的保护工作，主线土方外运约3米深，对两侧围墙造成一定的倒塌风险。道路东侧10KV杆线影响主体施工，开工前需与供电部门落实迁改方案。

天水路-新汴河路

总体来说，铜陵北路高架工程项目工程量大，地下管网较复杂，牵涉产权单位多，沿线商业街及门面较多，施工过程中除基本的控制要点外，还须注意通行安全、文明施工、各单位部门之间的协调等方方面面的问题。具体方案将在质量、进度、安全文明施工及重难点中详细说明。
