中国国内有3000多万归侨侨眷，海外有几千万华人华侨，此为中国经济发展的一大优势。据不完全统计，改革开放以来，侨资占中国吸收外资总额的70%左右，海外华侨华人向中国公益事业捐款达400亿元人民币，仅2005年中国接受的海外移民汇款便达213亿美元，世界排名仅次于印度

First of all, it can bring foreign investment in order to promote China's economic development.There are over 30 million returned overseas Chinese and thousands of Chinese all over the world.They are introducing foreign investment, promoting the development of china’s economy and it became a strong advantage to the Chinese economy.Since reform and opening up, the overseas investment is about 70% of total foreign investment.The donation from returned overseas Chinese is about 40 billion Yuan.In 2005, the money donated from overseas is more than $ 21.3 billion, rank only second to India in the world.引进国外高新科技 提高自主创新能力，从而提高综合国力。

自主创新已被公认为推动企业、国家经济发展的主要动力来源。上海市人大代表李逸平说：“提倡自主创新，并不是说全部从头开始，完全依靠自己的力量，而是强调在开放前提下的创新。能够跟外国先进技术嫁接的，我们可以在引进之后进行集成创新。而引进国外高新科技的最终目的就是实现自主创新。

自主创新让企业迸发出惊人的力量。上海著名的上海振华港口机械(集团)股份有限公司，凭借20多项领先世界的核心技术，已经连续多年占据全球市场的大半江山，30万美元起家的微创医疗器械公司，研发出国内第一个具有完全自主知识产权的冠脉药物支架，首次进入垄断的日欧市场。Secondly, it can Introduce foreign higher technology, promote the independent creativity, and improve comprehensive national power.Independent creativity is known as the main driving force to the economic development.Li nipin, NPC member in Shanghai, said, ‘’we call for independent creativity not means do everything from beginning and just by ourselves’ power, we can use foreign higher technology to help reach the final goal that independent creativity become the reality.3.引进国外的人才到中国，促进中国发展

中国外专局局长季允石透露，2011年中国大力引进国外高层次人才和紧缺人才。要大力引进国外先进种植、养殖技术和生产经营方式，提升中国农业发展水平。着力引进发展先进装备制造、企业技术改造和现代服务业等方面的高层次人才。推广低炭技术，重点引进控制温室气体排放、资源有效利用和绿色节能等方面的外国专家。

中国外专局提供的数据显示，5年来，中国共引进境外专家230万人次，其中经济领域约159.6万人次，教科文卫和其他社会发展领域约69.6万人次，为中国经济的全面发展增添了动力。Thirdly, it can introduce foreign talent to China in order to develop our country.季允石 Ji Yunshi, The director general ofSAFEA(外专局)said that, China introduced the high level foreign talent and shortage talented person in 2011.In 2012 China continue to introduce the foreign talent to inject new ideas and high technology for improving our agriculture, industry and service.The data of SAFEA s in recent 5 years, china had introduced 2300000 foreign experts.159600 of these experts are in the economic area and 69600 are in science, education culture and health area.These foreign talents bring power to Chinese economy.4.把中国优秀文化弘扬到国外

华侨华人通过遍及世界的中餐馆传播中华美食，通过会馆社团传播儒家思想，通过兴建华文学校、创办华文报刊、出版华文书籍将中国语言文学传播异域。华侨华人实为中华传统文化的载体与传播者。

中国政府真的不需要过于忧虑，首先移民是一个全球化的趋势，即使他人不在中国，同样可以宣传中国文化，以蔡志忠为例，他是台湾知名的漫画家，现在生活在加拿大，但他仍然在中国发表作品；其次中国、加拿大两国交替地生活更利于传递文化，范立欣到加拿大后有了更广阔的视野，如今回到中国拍摄的作品有其独特的风格，这对中国来说是好事；最后我要说的是移民后更便于他们传播中国文化。”

last but not least,the oversea Chinese can spread our Chinese culture to the foreigners by living in the foreign country.Most of the oversea Chinese run some Chinese restaurants, so they can spread the Chinese food in this way.Our government doesn’t need to worry about it too much, and emigration has become global trend, although Chinese emigrations are not in china, but they used their own way to make contribution to china.Take caizhizhong –a famous cartoonist of Taiwanas an example, now he is in Canada, but he still published his works in china.And that is good for communication of culture.That is all we want to say.Thank you..富人移民，除了能够开启高质量的生活，追求更高层次的物质精神文明，同时，绝大多数移民者本身仅仅是获得一个海外通行证，主要的工作和事业还是集中在中国。毕竟，当前中国的高速发展，具备的广阔机遇空间，已经吸引大量的外籍人士以及海外华侨到中国投资创业，所以，富人即使移民到海外，发展的重心还是在中国。对于移民者而言，既获取了移民身份，开启高层生活，又实现了投资盈利，更重要的是，为祖国的经济金融稳定做出了积极的贡献。总之，中国的富人移民，实际上在更大程度上实现了个人价值和社会价值的有机统一，除了能够提高自己的层次地位，更重要的是，为中国的经济发展作出积极贡献！

对于“精英”和“新富阶层”移民，用“人才流动”比用“人才流失”形容更为准确。出国移民所导致的“人才流失”其实并没有传说中的那么夸张。移民中，有一些人才原本就没有流出，大部分事业的重心仍然在中国;而海外留学和工作的海归人才，事实“回流”的比例在提升。据教育部网站数据显示，各类留学回国人员总数目前有一半留学生是选择学成之后回国发展。“现在回流非常明显。与其中国的高等院校是美国大学的出国预备基地，我们为什么不把美国包括其他教育发达的国家，当作我们中国的博士或博士后的培养基地呢 ”移民专家认为，应该以一种更加开放的理念对待出国留学和移民。

“绝对是目前世界上数量最大、损失最多的人才流失国”。

就绝对规模而言，中国人才的外流数量的确称冠全球，可这首先是因为中国人口基数庞大。评价一种人口趋势，我们需要观察目标群体及其对应总体的关系。这就好比估算一个分数，要看分子，也要看分母。利用世界银行发布的最新数据，法国学者多克尔（Frédéric Docquier）等人计算了各国人口流入发达国家的比率。他们发现，2000年以前，仅有3.1%受过高等教育的中国人在22岁后迁移到了发达国家。中国的人才外流率在193个国家中位居第158位，同样是人口大国的印度还略高于中国（3.4%）。几十个非洲和拉美国家的外流率都在20%以上，它们才是发展经济学家关注的“问题国家”。

关于举办第十六届“外研社﹒亚马逊杯”全国大学生英语辩论赛

湖北大学选拔赛的通知

为进一步加强高校校园文化建设，引导和帮助广大青年学生强化学习意识、培养国际眼光，提高独立思考、语言表达、组织协调等方面能力，团中央学校部、全国学联秘书处、北京外国语大学将于近期联合组织开展第十六届“外研社﹒亚马逊杯”全国大学生英语辩论赛。湖北大学选拔赛的具体事宜通知如下。

一、组织机构

主办单位：共青团湖北大学委员会

承办单位：湖北大学英语外国语学院

二、参赛对象

湖北大学中国籍本科在校生，专业、年级不限（注：在往届“外研社杯”全国大学生英语辩论赛及“CCTV杯”全国英语演讲比赛中获得出国奖项的选手，不能再次参赛）。

四、报名方式

报名的同学按两人一组的方式，下载附件中的报名表，将报名表填写完成后发送至报名邮箱：hubu_charlene@126.com.报名邮件主题格式为“辩手1学院、姓名+辩手2学院、姓名”。

本次比赛采用团队报名方式，每支队伍需由两名辩手组成。

五、报名及比赛时间

报名时间为即日起至4月19日12点

比赛时间为4月22（周日）

六、比赛赛制

初赛：

初赛采用英国议会制辩论的方式进行，采用的是积分循环赛制。选出8支队伍参加复赛。

复赛：

复赛采用英国议会制辩论的方式进行，采用的是积分循环赛制。选出4支队伍参加决赛。

决赛：

决赛采用英国议会制辩论方式，根据各队的得分最终决出冠亚季军，冠军队伍将代表湖北大学参加华中地区总决赛。

*选拔赛基于同队两名辩手的综合得分进行考量，即可能出现一人得分很高但另一人表现不佳，而两人同时被淘汰的情况。

七、奖项设置

湖北大学选拔赛设冠军队一支，亚军队一支，季军队二支，最佳辩手奖一名，最佳语音奖一名，最佳台风奖一名，最佳表现力奖一名。

以上奖项均将提供由团中央、全国学联、北京外国语大学联合提供的证书及奖品，并可进入辩论赛人才库，还将有机会获得国内外知名企业的实习和面试机会。

本次比赛是由团中央、全国学联、北京外国语大学联合主办，外研社、中国教育电视台共同承办的全国性赛事。全国决赛获奖者由组委会全额资助，选择参加世界大学生英文辩论赛、澳亚大学生英文辩论赛、全亚大学生英文辩论赛以及赴韩国等地的国际文化交流活动。

话题：当代社会男人压力大还是女人压力大

正方一辩：我方观点是当今社会男人的压力比女人的压力大。在当今社会事实是男人承受的压力远大于女人的压力，不仅从社会角度，从工作角度，从家庭角度都对男人有更多的要求，男人被要求能够很好的处理社会交际，能够出色的工作，能够赚取更多的钱，能够很好的照顾家庭和孩子。因此，在当代社会，男人承受了比女人更多的心理压力。Our view is that the pressure of men is more than women in today's society.The fact is that the men’s pressure is far greater than women, not only from a social point of view, from the working point of view, from the families point of view , the society has more demands on men, men are required to have good social communication, excellent work, to earn more money, to take care of their families.Therefore, in contemporary society, men suffer more psychological pressure than women.反方一辩:我方的观点是当今社会女人的压力比男人压力大，随着社会的发展，女人在社会中的角色发生了重大变化，原来的女人只需要在家相夫教子就行，但是那个年代早已一去不复返了。女人在当今社会不仅要照顾家庭，而且自身也承担着社会中巨大的工作压力，因此，我方坚持认为在当今社会，女人承受了更大的压力。

In many graduates seeking jobs in the hard conditions, CET4 is relatively important.often the major graduate institutions as a prerequisite for graduation.Many companies will start their recruitment as a threshold, for most positions, English has become an essential professional quality, naturally companies generally adopted as the recruitment of the study projects.English

Test is not only a school assessment of English skills, but also a prerequisite for future

employment.Therefore we believe that CET-4 should be maintained.反方一辩：我方认为应该取消大学英语四级考试。大学英语四级考试仅仅只能体现出考生的英语考试水平和答题能力，它并不能代表考生整体的英语水平和平时的英语交际能力。在当代社会，英语固然重要，但是强制性的考试来充斥整个大学英语学习，花费学生大量精力和时间来通过这个考试，是完全没有意义的。

We think that we should abolish CET-4.CET-4 can only reflect the candidates’ level of English test and answering capabilities.It does not imply that a candidate s‘ English level and English

Although the CET-4 test help more students master a skill, However, CET-4 is only a test and can not reflect the more practical things.Stressed on this English test make our students ignore the importance of professional capabilities and master the ability to blinding pursue the English exam, This is the development of society that affect the final actual level of English skills and the

communication between us has not been more improved.Such measures are not as good as its no existence, therefore, we must insist that the CET-4 should be abolished.

第四篇：英语辩论赛

唇枪舌战展风采，争锋相对辩天下 ——寝室文化节系列活动之英语辩论赛

11月9日晚，寝室文化节系列活动开幕式暨英语辩论赛在第五教学楼504、505教室隆重举行，参加本次比赛的21个寝室的成员将与对手展开一场唇枪舌战。来自研一以及研二的评委也秉着公平公正的态度为各队参赛选手打分。

比赛开始之前，主持人向大家介绍了辩论赛的整个流程：首先由正方一辩陈词立论，时间为一分半钟，然后反方二辩对正方一辩盘问，时间为一分钟，正方只回答不提问。然后轮到反方。接着进入自由辩论阶段，时间总共为三分钟，由反方任何一位辩手开始，双方轮流发言，直至时间用完。最后双方各有一分钟时间总结自己观点，反驳对方观点。

比赛的第一场战火很快被点燃。继正方慷慨激昂的陈词立论后，反方立即提出了犀利的问题请正方辩解。在随后的环节中，双方更是争锋相对、步步紧逼，现场气氛迅速升温，达到了白热化阶段。比赛继续进行，进入自由辩论环节。反方辩手们精辟巧妙的措辞，展现出咄咄逼人的气势。正方辩手也毫不示弱，他们通过多重角度论证了己方的观点。在最后总结陈词的环节，正反双方辩手清晰的思路和纯正流利的英语给观众留下了深刻的印象。

之后各组辩论的激烈程度绝不亚于第一组，双方胜负难辨，精彩绝伦。每支队伍的表现都相当出色，展示了当代研究生看问题的角度、思考问题的方式以及随机应变的能力。最后，橘园十舍212的同学以26.5的好成绩取得胜利。

辩论赛结束后，在座的评委对每一个队伍的优缺点做了点评，使在场的参赛选手和观众都受益匪浅。

第五篇：英语辩论赛

正方：经济发展反方：环境保护

正方一辩陈述：China is a developing country , and the economy power is far behind the developed countries.We know that environment protection need high-technology, High-tech personnel, and science research.They all need a lot of money, and money is created by economy.first priority to the development of economy,when our economy strength becomes strong,we can optimize the economic structure fundamentally to block the source of the environment problems.and we need the technology, capital and other supports to solving the environmental problems,we can not protect our environment without enough money.only in this way can environment protection be provided for human survival and development.So,I think we should give first priority to the development of economy.反方一辩陈述：we know the protect the environmentis the essential requirement of economic development.but we know,The environment problems have become increasingly prominent, and some local regions’ environment has been polluted to a dangerous extent that poses a great threat to our existence.And nature land and raw materials to human is limited,so it placed us in a completely passive position.So, we must get to the bottom of the problem and learn from the past.That is, in the course of development, we should consider the effect of pollution and receive environment protection in first priority.Please question
