第七届全国压力容器学术会议暨第七届压力容器分会理事会于2009年10月28日至30日在无锡市召开。参加会议的有来自科研、设计、制造、使用、检验、高教和安全监察等系统的250多家单位共500多人,是历届会议人数最多的一次。中国工程院钟群鹏院士、林尚扬院士及英国皇家科学院R.A.ainsworth院士出席了开幕式。

第七届全国压力容器学术会议开幕式由第六届压力容器分会涂善东理事长主持并致开幕词。无锡市谈学明副市长代表无锡市人民政府向大会致词表示祝贺,中国机械工程学会张彦敏秘书长代表上级学会宣布第七届压力容器分会理事会聘任名单和授予荣誉理事长的决定。国家质检总局特种设备安全监察局局长、第七届压力容器分会理事长陈钢研究员在会上作了讲话,讲话强调了学会在国民经济发展和行业技术进步中的作用,充分肯定了上届压力容器学会理事会所取得的成绩,代表新一届理事会表示将压力容器分会的各项工作继续推向前进!合肥通用机械研究院窦万波副院长受陈学东院长的委托,代表挂靠单位合肥通用机械研究院致词,在介绍压力容器学会与合肥通用机械研究院的挂靠合作关系外,表示今后将一如既往地对学会提供支持,江苏大明金属制品有限公司周克明总经理代表会议承办单位致词欢迎全体与会代表。第六届压力容器分会邓立文秘书长向会议作了四年来的工作汇报,内容主要:

1、抓住机遇,面向国家战略需求,利用学会优势,积极组织和引领行业参与承担国家级重大课题,扩大学会在国家层面上的影响力;

2、面向国民经济主战场,结合实际需求,积极开展学术交流,促进压力容器行业技术进步,提高广大压力容器工作者的技术水平;

3、贴近企业,积极服务,努力促进企业技术水平和创新能力的提高,紧密联系会员,聚集学会活动力量,为学会的持续发展夯实基础;

4、充分发挥学会的桥梁和纽带作用,促进学科和人才培养事业发展;

5、重视《会刊》质量,提高出版水平,促进编辑出版工作的不断发展;

6、积极参与国际学术交流活动,创造条件,不断提升学会的国际地位和扩大学会的影响;

7、继续保持和省市压力容器学会联系与交往;

8、发扬“民主办会,和谐共进”的优良传统,努力加强学会自身建设。在开幕式上,中国机械工程学会张彦敏秘书长向第二届柳曾典理事长、第三届戴树和理事长、第四届李培宁理事长、第五届张立权理事长、第六届涂善东理事长颁发了由压力容器分会制作的青花瓷金嵌银金质纪念章和由中国机械工程学会授予的“荣誉理事长”证书。

会议分大会专题报告和分组宣读论文两部分。大会专题报告有14个:

中国工程院钟群鹏院士的“特种设备安全发展的若干问题和建议”、中国工程院林尚扬院士的“压力容器焊接新技术及其应用”、英国皇家科学院R.A.ainsworth院士的“英国结构完整性评估方法进展”、国家质检总局特种设备安全监察局宋继红副局长的“特种设备法规标准体系战略研究”、华东理工大学李培宁教授的“核电及石化承压设备合乎使用评定规程技术进展”、华东理工大学涂善东副校长的“重大装备的寿命预测与检测技术”、合肥通用机械研究院陈学东院长的“我国承压设备事故调查分析及基于风险的设计制造与维护”、山西太钢不锈钢股份有限公司柴志勇副总经理的“压力容器用不锈钢材料的现状及发展趋势”、中国特种设备检测研究院寿比南总师的“压力容器技术进展”、浙江大学郑津洋教授的“极端承压设备”、日本冶金上海首席代表福井勤博士的“高镍合金钢在压力容器中的应用”、江苏大明金属制品有限公司唐中海副总经理的“压力容器不锈钢配供服务模式的探讨”、: o5 @;^0 j7 S, V7 q

朱磊博士的“英国压力容器和管道技术进展”以及

南京工业大学赵建平教授代戴树和教授宣读的“融入六西格玛理念、强化风险控制措施和实现低碳经济的目标要求”等。

这些报告内容先进、有战略前瞻指导作用,对我国压力容器技术发展有重大的推动作用。会议分材料、设计、制造、使用管理等组宣读161篇论文,这些论文反映了我国近四年来在这些领域内取得的科研及工程实践的应用成果,具有很高的实用性,是我国压力容器行业的一笔宝贵财富。

第七届压力容器分会理事会于2009年10月28日晚举行,参会人员有第七届压力容器分会全体理事、荣誉理事长和顾问及秘书处成员。会议由陈钢理事长主持。会议首先审议了第六届压力容器分会秘书处提出的关于颁发学会工作纪念章的提议,一致同意向“陈翼云、洪德晓、邓立文等15人进行表彰。陈钢理事长在介绍回顾压力容器分会成立近30年来所取得的成绩之后致开幕词。会议听取了第七届压力容器分会杨铁成秘书长所作的关于第七届理事会工作目标和任务的初步设想介绍,工作目标是:以科学发展观为指导,紧跟国家的战略目标,结合企业的实际需求,积极开展各项学会活动,使我会成为国家政府主管部门的参谋,行业的带头人和企业的贴心顾问,同时,要创建一个品牌的学术交流平台,打造一份精品的学术期刊,形成一支在国内有威望、在国际上有影响的团队,进而提高我会的学术影响力、会员凝聚力和社会公信力。主要工作任务有:面向国家战略需求,坚持以理事会领导问为核心,积极搭建联系平台,组织和引领行业参与承担国家重大课题任务,运用学会团队力量,协同组织我会的理事单位、会员单位参与科技攻关,争取参与有关科技发展规划编制的咨询和论证工作,争取参与专业技术标准的制修订和宣贯工作,进一步提升我会在国家层面上和行业上的影响力;继续开展学术交流活动;积极开展面向企业的技术服务工作;加大国际交流工作的力度;继续深入做好会员工作;推进编辑出版工作;加强和省市压力容器学会的联系和合作;加强学会自身建设。会议围绕着工作设想进行了广泛讨论,提出了许多工作建议。最后,陈钢理事长作了会议总结,要求第七届理事会发扬六届理事会的优良作风,继续全面推进学会各项活动,在工作实践中逐步形成本届理事会的工作特色。并且利用本届理事会组成的特点,进一步拓展学会活动范围,提高学会的社会公信力,为我国压力容器技术发展和行业进步作更多的事情。三
