海员基本常识

一、船上组织系统

远洋货轮一般都在万吨以上,全船人员一般定员19—24人。除船长、政委外,高级船员8人,普通船员10人,厨师2人。船员组织系统分为甲板部、轮机部。每个部门内部都有明确的岗位分工。

1、甲板部。主要负责船舶航海、船体保养和船舶营运中的货物积载、装卸设备、航行中的货物照管;主管驾驶设备包括导航仪器、信号设备、航海图书资料和通讯设备;负责救生、消防、堵漏器材的管理;主管舱、锚、系缆和装卸设备的一般保养;负责货舱系统和舱外淡水,压载水和污水系统的使用和处理。

2、轮机部。主要负责主机、锅炉、辅机及各类机电设备的管理,使用和维护保养;负责全船电力系统的管理和维护工作。

3、事务部。主要负责全船人员的伙食,生活服务和财务工作。

二、船上人员职责:人员职责可分为三个级别

1、管理级

⑴船长:船长是船舶领导人,负责船舶安全运输生产和行政管理工作,对公司经理负责。主要工作包括领导全体船员贯彻国家的方针政策,法令法规和公司下达的各项指示和规定;优质全面地完成运输生产和其他任务,最大限度地保障船舶和生命财产的安全以及发挥船舶正常航海和运货;严守国际公约和地区性规定和承担应尽的国际义务;遇到应急情况时果断而稳妥地处理各项事务。

⑵大副:主持甲板日常工作,协助船长做好安全生产和船舶航行,担任航行值班;主管货物装卸、运输和甲板部的保养工作;负责制定并组织实施甲板部各项工作计划;负责编制货物积载计划、维护保养计划;主持安全月活动和相关安全工作。

⑶轮机长:是全船机械、电力、电气设备的技术总负责人。全面负责轮机部的生产和行政管理工作;检查轮机部各项规章制度的执行以使各种设备保持良好的技术状态。

⑷大管轮:在轮机长的领导下,参加机舱值班,维护机舱正常的工作秩序;主管推进装置及附加设备,锅炉以及润滑冷却、燃油、起动空气、超重动力和应急装置的使用和维护。

2、操作级

⑴二副:履行航行和停泊所规定的值班职责;主管驾驶设备包括航海仪器和操舵仪等的正确使用和日常维护;负责航海图书资料,通告及日常管理和更正工作,以及各种记录的登录。⑵三副:履行航行和停泊所规定的值班职责;主管救生、消防设备的日常管理和维护工作。⑶二管轮:履行值班职责,主管辅机及其附属系统、应急发电系统与燃油柜、驳运泵、分油机、空压机、油水分离设备和污油柜的使用和维护工作。

⑷三管轮:履行值班职责,主管副锅炉及其附属系统、各种水泵、甲板机械、应急设备和各种管系。

⑸事务员[管事]:具体负责全船的生活服务工作;办理进出港有关手续和有关客运工作。⑹无线电员[报务员]:负责船舶无线电通讯和无线电导航仪器设备的技术管理工作。

3、支持级

⑴水手长:在大副领导下,具体负责木匠和水手工作;做好锚、缆、装卸设备的养护维修工作;带领水手做好油漆、帆缆、高空、舷外、起重、操舵及其他船艺工作。

⑵木匠:执行木工及有关航次维修和保养工作;负责起锚机的操作和保养工作;负责淡水舱、压载舱及植物油舱的测量及维护工作。

⑶一水:执行操舵、航行值班职责和日常甲板部维护保养工作。

⑷二水:执行带缆、收放舷梯和甲板部各种工艺工作。

⑸机工:在轮机员的领导下,执行机炉舱和机械设备的检修、保养工作。

⑹服务员(大台):负责生活场所卫生、生活用品保养以及接待工作。

⑺厨师:负责船员的伙食工作。

三、海员综合知识问答

1、什么叫海员?海员包括哪些人员?

答:在海轮上工作的人员统称海员。海员分两大类:高级海员和普通海员。在轮船上从事管理性工作的海员叫高级海员,又称干部海员。包括船长、轮机长、大副、二副、三副、大管轮、二管轮、三管轮。轮船上协助高级海员从事具体性工作的海员叫普通海员,又称工人海员。

2、甲类、乙类和丙类海员是如何划分的?

答:世界贸易主要靠海上运输,因此海运是朝阳行业。据BIMCO/ISF(国际运输联合会)调查报告分析:“全球性的船员紧缺,就世界范围看,目前全世界大概需要100万海员,其中普通海员占60万”。我国是世界上航运线最长的国家之一,有延绵18000多公里的海岸线,自身存在着较大的海员缺口。国外更是缺少海员,世界海员市场是一个供不应求的市场,至少未来十年,海员能够百分之百的就业。现在国际航运市场竞争激烈,海员工资在航运支出中占很大比重,不同国家航运支出成本之所以差别很大,关键就因为海员工资高低差别悬殊。现在欧美等发达国家基本不再使用本国的高薪海员,而是转向中国、菲律宾等发展中国家劳动力廉价的低薪海员,这样航运公司就降低了成本,增加了收益。目前中国海员外派量每年都以两位数增长,再则,随着中国经济的迅速崛起,地方上航运公司不断发展壮大,这样,对海员的需求量就特别大。目前航运学院毕业生都是供不应求,就拿普通的浙江交通职业技术学院来说,航海专业毕业生就业率达100%,供给与需求的比例是1:4。

5、海员能不能作为一种职业?职业前景如何?

答:很早以前,海员就是一个令人向往的职业,谁家里有人做国际海员,走起路来都挺胸抬头。海员不仅挣得多,能周游世界,还能不时给家里人捎上一些舶来品,真是令人羡慕。今天,海员仍然是一种很好的职业:一是采取“定单式”培训,培训就业率比任何重点大学都高;二是职业收入高,投入的培训费上船后一年就可以收回;三是劳动强度小,现代船舶自动化程度高,海员在船上主要是值班,坐办公室;四是升迁机会多,普通海员可以升高级海员,直至船长(轮机长)。

答:船上工资每月底发放,劳务费、奖金每次干完活后马上就发放,工资从不拖欠。如遇船运公司破产,支付不了工资时,船舶所在国家的海事部门就可以将船舶先行拍卖,首先是支付船员工资。如遇船东拖欠工资,海员可向海事局投拆,这样船东的船舶很可能被扣押,待发放工资后放行。

12、海员的劳动强度怎么样?

答:航行当中,船上人员每天按三班轮流,每班8个小时;高级海员在驾驶台、机舱控制室或自己的室内值班;普通海员(机工、水手)干些杂活;下班之后是自由时间,可以看录像、打牌、下棋、聊天、甲板散步等。在码头期间,海员不负责装卸货,装卸货的工作由所到国家的码头工人完成,海员除值班的以外,其他人员可以下地旅游各国风光、购物等。

答:如果属于公司原因不能安置,退还一切学费;如果因海员个人原因不能就业,责任自己承担。

答:学历上要求高中毕业或相当于高中文化,其他条件同普通海员。

2、高级海员的培训时间多长?培训地点在何地?

答:培训时间2至3年,取得国家承认的航海专业大专或中专学历。培训地点大连、上海、天津等海事大学或航海职业技术学院。

3、高级海员经过培训是否都能取得各种证书?淘汰率多大?

答:面试合格、体检合格,入学后只要完成培训内容,一般都能取得各种证书。

4、高级海员的实习时间多长?实习费用或待遇如何?

答:实习一年。实习费用或待遇各公司规定不同。
