一、明确教科研工作的指导方针和发展目标

1.我市教科研工作的指导方针是：以科学发展观为指导，认真贯彻国家、省和盐城市《中长期教育改革和发展规划纲要》的精神，全面落实教科研在教育发展中的先导地位，为教育决策和教育实践提供科学优质高效的服务，促进全市各地、各学校将提高教育教学质量和办学水平真正转移到依靠教科研的正确轨道上来。

2.根据国家、省和盐城市《中长期教育改革和发展规划纲要》的精神，我市教科研工作的发展目标是：进一步调动全市广大教育工作者的教科研积极性，营造浓厚的教科研学术氛围，建立学科交叉、队伍整合、资源共享的教科研体系，完善教科研与教学实践融为一体的工作制度，创新科研评价和激励机制，提高各级各类教科研机构的工作效率，形成一批对全市教育改革和发展具有重要推动作用的教科研成果。

二、创新教科研工作的管理和运行机制

四、强化教科研队伍建设
