为维护学校正常的教育教学秩序和生活秩序，保障研究生合法权益，促进研究生德、智、体、美全面发展，依据《普通高等学校学生管理规定》（中华人民共和国教育部令第21号）及其他有关法律、法规，特制定本规定。本规定适用于在我校接受研究生学历教育的博士、硕士研究生。
第一章 入学与注册
第一条 我校按国家招生规定录取的新生，持录取通知书,按学校有关要求和规定的期限到校办理入学手续。因故不能按期入学者，应向学校请假，假期一般不得超过2周。未请假或请假逾期者，除因不可抗力等正当事由以外，视为放弃入学资格。
第二条 新生报到后，学校在3个月内将按照国家招生规定对其进行复查。复查合格者予以注册，取得学籍。新生应填写《中南大学研究生登记表》，领取研究生证和校徽。研究生要积极投保各种人身保险，保险费用自理。
第三条 新生有下列情况之一者，由本人提出申请，经研究生培养管理办审核，可予保留入学资格：
（一）因故不能按期到校学习，出具有关单位证明，经审核，确系情况特殊者；
（二）自愿到工矿企业、学校等基层部门工作锻炼，有接收单位者；
（三）在体检复查中发现患有疾病不能坚持正常学习，经医院诊断在1年内可治愈的。
第四条 保留入学资格的期限为1年，保留入学资格的新生，不具有学籍，不享受在校研究生待遇。
第五条 保留入学资格的研究生，必须在保留期满前3个月以书面形式向研究生培养管理办提出入学申请，同时附上新生所在地（单位）对其在保留入学期间的鉴定；因病休学者应同时提交二级甲等以上医院的健康状况诊断证明。符合以上条件者，由研究生培养管理办审核，签发入学报到通知书，按第七条办理入学报到手续。
第六条 新生有下列情况之一者，取消入学资格：
（一）入学进行健康复查不符合国家招生体检标准者或隐瞒具有不符合招生体检标准的既往病史者；
（二）保留入学资格期满的新生未按规定申请入学，或虽申请入学但经复查不合格者；
（三）申请保留入学资格的研究生经批准后在2周内不办理手续者；
（四）经查实，有弄虚作假、徇私舞弊行为者；
（五）经查实，有其它严重问题者。
第七条 每学期正式上课前，研究生要交清本学年的培养成本费（学费），并凭收款发票和本人研究生证在规定时间到所在学院、研究院（所）、附属医院报到注册。因故不能如期注册者应事先请假，履行暂缓注册手续，否则按旷课处理（旷课1天按6学时计）。未按学校规定缴纳培养成本费或者其他不符合注册条件的不予注册。
家庭经济困难的研究生可以申请贷款或者其他形式资助，办理相关手续后注册。
第二章 考核与成绩记载
第八条 研究生应当参加研究生培养方案规定的课程学习和各培养环节的训练（以下统称课程），并参加考核，考核成绩记入成绩册，并归入本人档案。研究生根据培养方案在导师的指导下制订个人培养计划，根据个人培养计划按学期选修课程，必须遵守学校研究生选修课程的规定。
第九条 考核分为考试和考查两种。考核方式可以是笔试开卷、笔试闭卷、笔试和口试相结合、课程论文等；成绩评定可以采用百分制或者等级制（A+，A，A-，B+，B，B-，C+，C，C-，D）。考核不合格（成绩在59分以下或为D）的课程须在下一次开课时重修。考核成绩与绩点的对应关系如下表1。加权平均绩点（GPA）是研究生课程绩点乘以学分的累加除以总学分，是研究生参与评优评奖的一项指标。

第十条在读全日制研究生根据《中南大学在读全日制硕士研究生攻读第二学位暂行办法》可以攻读第二硕士学位，研究生根据《研究生教育优质课程互选协议》可以跨校修读研究生课程。
第三章 转专业与转学
第十一条 学校一般不受理研究生转学、转专业。如因学科专业调整或是学校学科建设与发展的需要，或有其它特殊情况必须转学、转专业的，须经转出和转入培养单位批准。学校根据社会对人才需求情况的发展变化，经研究生同意，必要时可以适当调整研究生所学的学科专业。
第十二条 校内转学院和转学科专业由本人申请（委托培养和定向研究生申请转学科专业必须有所在工作单位人事部门同意的公函），按《中南大学研究生转学院和转学科专业审批表》的程序办理审批手续。转学科专业者根据转入学科专业的研究生培养方案并结合本人的实际情况适当延长在校学习时间。
第十三条 研究生如患病或者确有特殊困难，无法继续在我校学习的，可以申请转学。第十四条 研究生有下列情形之一，不得转学：
（一）入学未满一学期的；
（二）招生时确定为定向、委托培养的；
（三）应予退学的；
（四）跨学科门类的；
（五）其他无正当理由的。
第十五条 研究生转学，经本人申请，导师和所在二级单位同意，经转入单位同意，报湖南省教育厅确认转学理由正当，可以办理转学手续；跨省转学者由湖南省教育厅商转入地省级教育行政部门，按转学条件确认后办理转学手续。须转户口的由转入地省级教育行政部门将有关文件抄送转入单位所在地公安部门。
第十六条 特殊情况须转学或转专业者，应在第二学期第三周以前办理。
第四章 休学与复学
第十七条 研究生有下列情况之一者，应予休学：
（一）因病不能坚持正常学习，经校医院或指定医院确诊在短期内能够治愈，需要休养治疗的；
（二）一学期累计病假和事假超过4周的；
（三）公派到国外高校进行联合培养的；
（四）进行创业实践的；
（五）应征参加中国人民解放军（含中国人民武装警察部队）的；
（六）有其它特殊情况的。
第十八条 研究生休学按学期或学年计算，期满后仍不能复学者，可继续申请休学，但累计不得超过2学年（第十七条第四款为3学年）。休学者的学习年限可以顺延。
研究生应征参加中国人民解放军（含中国人民武装警察部队），其休学期限延长至退役后1年。
第十九条 经批准休学的研究生应离开学校，学校保留其学籍。研究生休学期间，不享受在校学习研究生待遇。休学期间的医疗费按学校有关规定处理，其它费用本人自理。第二十条 研究生休学，由本人提出申请，并附上有关证明，导师签署意见，填写《中南大学研究生学籍异动审批表》，按审批表的程序办理有关手续。
第二十一条 经批准休学的研究生，应于期满前3个月，提交复学申请。因病休学的复学，须先向校医院提交二级甲等以上医院的诊断证明，并经校医院复查合格。复学申请经批准后，办理复学手续。
第二十二条 研究生在休学期间必须遵守国家的法律、法规。如有违法乱纪行为，按《中南大学学生违纪处分条例（试行）》进行处理。
第五章 退学
第二十三条 研究生有下列情况之一者，应予退学：
（一）博士生有1门学位课程考核不合格经重修后仍不合格的，或2门课程考核不合格的；硕士生有2门学位课程考核不合格或3门课程考核不合格的，或2门课程考核不合格经重修后仍不合格的，或1门学位课程考核不合格经两次重修后仍不合格的；
（二）经考核，不宜继续培养的；
（三）在科研工作或学位论文中伪造实验数据经教育不改的；
（四）超过学校规定的最长学习年限的；
（五）未经请假离校连续2周未参加学校规定的教学和培养活动的，或一学期旷课累计超过70学时的；
（六）经批准自费出国留学的；
（七）休学期满，超过2周未提出复学申请的，或申请复学经复查不合格的；
（八）新学期开学后无故超过2周不按规定到学校办理报到注册手续的；
（九）经中南大学湘雅一、二或三医院诊断，患有疾病或者意外伤残无法继续在校学习的；
（十）本人申请退学的。
第二十四条 研究生退学由本人或导师或二级培养单位提出，按《中南大学研究生学籍异动审批表》的有关程序办理手续，并附有关材料，经研究生培养管理办审核，报校务会议研究决定。
第二十五条 研究生退学由学校出具退学决定书并送交本人，无法送达的在校园网上公告，同时报湖南省教育厅备案。研究生应在收到退学决定书之日起7个工作日内办理好离校手续离校，学校按本规定第三十四条发放学历证书。
退学的研究生不得申请复学，但不包括自费出国留学的。
第二十六条 退学研究生按已有毕业学历和就业政策实现就业的，由学校报湖南省毕业生就业部门办理相关手续；在退学决定书签发之日起1年内没有聘用单位的，档案、户口退
回其家庭户籍所在地。
第二十七条 研究生对退学决定有异议的，在接到学校决定书之日起5个工作日内，可以向学校学生申诉处理委员会提出书面申诉。
第二十八条 学生申诉处理委员会对研究生提出的申诉进行复查，并在接到书面申诉之日起15个工作日内，作出复查结论并告知申诉人。需要改变原决定的，由学生申诉处理委员会提交学校重新研究决定。
第二十九条 研究生对复查决定有异议的，在接到学校复查决定书之日起15个工作日内，可以向湖南省教育厅提出书面申诉。
第三十条 从退学决定或者复查决定送交之日起，研究生在申诉期内未提出申诉的，学校或者湖南省教育厅不再受理其提出的申诉。
第六章 毕业、结业与肄业
第三十一条 研究生实行弹性学制。博士研究生的学制为3—6年，在学的最长年限为6年，允许博士研究生分三阶段完成学业。
攻读理学、工学硕士学位研究生的学制为2.5—5年；攻读医学硕士学位、医学专业硕士学位研究生的学制为3—5年；攻读哲学、经济学、法学、教育学、文学、历史学、管理学硕士学位研究生的学制为2—5年。硕士研究生在学的最长年限为5年，允许硕士研究生分两阶段完成学业。
第三十二条 研究生按培养方案的规定，完成课程学习和必修环节的学分，成绩合格，经本人申请，导师同意，学位分委员会审核批准，方可组织进行学位论文答辩。申请答辩的成绩打印和审核由所在二级单位负责，并在除寒假和暑假外的单数月份中旬第一周集中进行办理。
第三十三条 在毕业前研究生要如实填写《毕业研究生登记表》，其所在的院、所（教研室、科室）要认真组织做好毕业研究生的鉴定工作。鉴定内容包括德、智、体、美等方面，如政治态度、思想意识、科研或专业能力、健康状态等。鉴定必须实事求是，并与本人见面，允许本人保留意见。
第三十四条 学校严格按照研究生招生时确定的办学类型和学习形式，填写、颁发学历证书、学位证书。
研究生通过学位（毕业）论文答辩，准予毕业并发给毕业证书。
研究生学位（毕业）论文答辩未通过者，准予结业并发给结业证书。经答辩委员会同意，可以在1年内修改论文再进行学位论文答辩1次，答辩通过者，换发毕业证书。
研究生学满1学年以上退学的，发给肄业证书。
研究生学习未满1年或虽满1年但成绩不合格因某种原因而中断学习的，或被开除学籍的，发给学习证明。
第三十五条 学校按高等教育学历证书电子注册管理制度，每年将颁发的毕（结）业证书信息报湖南省教育厅注册，并由湖南省教育厅报国务院教育行政部门备案。
第三十六条 对攻读第二学位的研究生完成该学科专业研究生培养方案的课程学习，发给研究生课程进修结业证书。
第三十七条 对违反国家研究生招生规定入学者，或因学术失范而被校学位评定委员会取消学位者，学校不发给学历证书、学位证书；已发的学历证书、学位证书，学校予以追回并报教育行政部门宣布证书无效。
第三十八条 毕业证书、结业证书，肄业证书和学习证明均属学校学历证书，并按有关规定印制。
毕业、结业、肄业证书和学位证书遗失或者损坏，经本人申请，学校核实后出具相应的证明
书。证明书与原证书具有同等效力。
第三十九条 毕业研究生依据国家有关规定就业，并须按学校规定的期限办理离校手续。
第七章 附则
第四十条 对来自港澳台地区的研究生、来华留学研究生、在职攻读硕士学位研究生的管理参照本规定实施。
第四十一条 本规定自2005年9月1日起施行。原《中南大学研究生学籍管理规定》（中大研字〔2001〕17号）同时废止。其他有关文件规定与本规定不一致的，以本规定为准。
