（一）为纪念中国人民抗日战争暨世界反法西斯战争胜利70周年，首部全景展现中国人民抗日战争作为世界反法西斯战争东方主战场历史地位及其贡献的大型纪录片《东方主战场》，今起将在中央电视台综合频道、科教频道等陆续播出。值得一提的是，该片将聚焦作为抗日战争最后一役的高邮战役。
由中央电视台、军事科学院政治部等联合摄制的大型纪录片《东方主战场》，是一部首次将中国抗日战争定位在世界格局中回顾那段历史的纪录片。全片共8集，分别是《东方危急》《共赴国难》《浴血坚持》《艰苦卓绝》《同盟抗敌》《民族血脉》《大地坚韧》《正义必胜》，以世界反法西斯战争及中国抗战各阶段与东方主战场主题有关的重大史实为依据，真实再现历史。
1945年8月15日，日本宣布无条件投降。1945年底，在苏皖边区政府南面还有一座县城没有解放，仍然被日伪军占据着，这就是高邮城。当年12月底，华中野战军司令员粟裕亲自部署指挥，发动了一次重大战役——高邮战役，用了一周时间成功收复高邮城。这场战役是中国抗日战争中对日寇的最后一战，高邮也是我军从日寇手中解放的最后一座县城。
今年5月，《东方主战场》摄制组特地来到高邮，专题拍摄了“抗战最后一役”相关内容，镜头聚焦了在侵华日军投降处旧址建成的，以照片、实物、油画、场景、微电影等形式展示高邮战役全过程的“抗日战争最后一役纪念馆”,并现场采访了当年参加受降仪式的亲历者——今年87岁的陈秀岚女士（时年16岁的陈秀岚是新四军一名文艺兵），她向我国和世界人民介绍了中国人民八年浴血抗战的历程。

（二）回望《东方主战场》最后一集，尽管其影像系统之“形”略显得有些散，其“神”却相当的聚焦，整个影像文本明确地指向一个意涵，那就是——正义的力量，必将战胜邪恶；文明的力量，终将战胜野蛮。纵观整个系列片，与这集赞美正义的力量主题相关，还能解读到更深层次的一些内涵，那就是一种对于历史的态度的变化：表现为由原本过多沉浸于屈辱苦难的哀怨倾诉，转向于对英雄正义的赞叹歌颂。
这种变化的出现，与现实的语境有关，与一个国家民族的自信心有关。解读历史，有多种方法，也会得到多重的结果。与影视界长期以来常见的消费主义姿态不同，系列片《东方主战场》的价值取向明晰理性得多。
面对人类历史上规模最大的这场战争，这部系列片在追溯、还原、梳理的同时，也着眼于沉淀、反思、超越。而对于这场纷繁复杂的战争的描述，采用的格局理念，以及具体的方法技巧，都成为这部系列片的明显特征。比如把发生在中国土地上的抗日战争，与整个亚洲的抗战，以及欧洲反法西斯战争，放置于同一个战争的大格局上来观照。同时，采用大量新的研究成果和数据还原构建真实的历史图景，印证中国作为世界反法西斯整个战线中不可替代作用，如发生在中国土地抗日战争长达14年，重要战役20余次，大小战斗20多万次；中国军民伤亡3500万，歼灭日军150余万，占日军整体伤亡总人数的70%,直接经济损失1000亿美元，间接经济损失5000亿美元；等等。同时，直面在中国的这场战争中国民党领导的正面战场和共产党领导的敌后战场，并对各自的功能和作用分别进行了描述。
以史为鉴，是对于历史最好的一种纪念和尊重。面对如此灾难深重这场民族浩劫，我们理应把它衍化为一笔财富和一股精神力量。对于“天下兴亡、匹夫有责的爱国情怀，视死如归、宁死不屈的民族气节，不畏强暴、血战到底的英雄气概，百折不挠、坚忍不拔的必胜信念”抗战精神的提取和内化，是整个中华民族积极必要的一项工程，遗憾的是，长期以来缺少认真严肃的对待。甚至在影视作品中，对待这段历史的姿态和心态时有偏差，出现类似抗战神剧、消解厚重历史的现象，偏离了历史认知方向，同时也稀释了历史价值。
抗战，应该对中华民族精神气质的塑造，发挥正面意义。这应该是对于那场灾难性战争最具价值的记忆，也是对于在那场战争中牺牲的人的最好缅怀。从这个意义上来说，《东方主战场》提供给人们思考的一种新纬度。

第三篇：历史纪录片《东方主场》第二集共赴国难心得体会
印象中，近年来没有一部历史纪录片享受过大型纪录片《东方主战场》这么高的待遇，片子的热播既是难得的荣耀，更是一种巨大的压力。
也许没有人比我更适合评价《东方主战场》。毕竟我研究抗战已30年，参与历史纪录片创作也有16年，主创过与抗战直接相关的纪录片8部，包括抗战胜利 60周年中央电视台主推的纪录片《抗战》。这次深度介入《东方主战场》的创作，更有着全新的感受，国家立场、国际水准、扛鼎之作、一号工程等豪气干云的定位，令参与其中的创作者意识到了自己的渺小与使命的艰辛。用8集片子来承载4亿人14年抗战的历史，还要勾连起中国与世界，并要求文字简洁。对每一集的撰稿和编导而言，都是难以应付，又必须面对的巨大挑战。
昨晚观看《东方主战场》第二集，一幕幕共赴国难的勇壮场景令人心潮澎湃，不禁为编导的成功应对叫好。这一集中，仅有名有姓的国共将领就将近40位，涉及的大小战役近20个，此外还没有遗忘海军、空军的作战。头绪如此纷繁，却安排得环环相扣，凸显出全民族面对强敌宁愿站着死也不跪着生的惊人意志。
这里要赞一下张宝平编导，尽管片中内容极为庞杂，这位军人气质的导演仍然掌控自如，使得感人的细节依旧充沛，淞沪会战中一位死不瞑目的无名老兵、平型关大捷后朱德总司令感人至深的家书等令人难忘。本集最有特点的是，虽然战争是惨烈的，但画面并未只是血雨腥风，而是动静结合，做到好整以暇。观众可以欣赏到七七抗战爆发前夕卢沟桥的静谧夜色和石狮子的迥异表情;淞沪大战开场前，可以听到江海关大楼的悦耳钟声，见到学生忙于考试的场景;南京大屠杀的惨绝人寰和战前古城墙青藤缠绕、秦淮河的桨声灯影带来视觉上的震撼。这样的艺术处理，不仅画面上的黑白与彩色的节奏交替，避免观众视觉疲劳，同时更营造出和平的美好与战争的残酷的强烈对比。另外，值得一提的是，片中音乐的使用颇见功力，山西梆子的苍凉与平型关大捷的神奇、到敌人后方去的轻快而灵动的旋律与八路军、新四军勇敢的挺进敌后，肃杀的战场因为音乐恰到好处的引入而别有洞天。再加上动漫、地图的巧妙运用，本集充分展现了纪录片作为综合艺术的特有魅力。
看完第二集，我最强烈的的感受是，国难之际，中国没有了党派之争，没有了门户之见，没有了恩怨情仇。中国军队将士是不惧牺牲的整体，中华民族是骨肉相连的整体。片中将慕尼黑协定所体现的绥靖主义与中国铁血抗战的坚毅精神勾连比较，可谓是点睛之笔，因为当时全球范围内，只有中国举全国之力率先与危害世界和平的日本侵略势力展开生死之战，捍卫着民族的尊严，也捍卫着世界和平。
没有什么题材比伟大的抗战更能够长久吸引着观众，这场四亿人为尊严和生存而共同战斗的经历永远是中华民族强大的粘合剂，也是爱国主义精神丰富的营养剂。作为观众，作为一个抗战史研究者，我要向《东方主战场》编导们表示深深的敬意。

9月18日上午，临沂市委副书记张宏伟来到平邑县人民医院，代表临沂市委市政府看望张纪民家属潘进惠。张宏伟说，发生了这种事件我们感到非常痛心，说明我们的工作没有做好，真诚地向你和家人表示歉意，请相信调查组一定会依法迅速查明事件真相，对涉及到的违纪违法人员严肃处理，还你们一个公道。
张宏伟详细了解了潘进惠的病情，要求医院对潘进惠的身体状况作进一步的全面检查，安排专人精心医治调理，医疗费用要全部免除。张宏伟对潘进惠两 个女儿的情况十分关心，要求学校要安排责任心强的老师，认真细致地做好课程辅导、生活照料、心理疏导等工作，帮助孩子尽快走出家庭变故的影响。同时，要求平邑县要妥善安排好潘进惠出院后的住房问题，切实帮助解决好生活困难。
9月14日，山东省临沂市平邑县地方镇后东固村村民张纪民在家中被烧身亡。该事件是否与当地强拆有关、死者死因真相等一时成为舆论热议焦点。
9月17日，山东临沂市委市政府正式回应媒体，认为这是一起因基层干部法纪观念淡薄、作风简单粗暴、强制拆迁引发的群众生命财产受到严重侵害的 恶劣事件，要求充分认识这起事件的严重性，并立即成立调查工作组，依法处置“平邑9·14”事件，切实维护群众利益，维护公平正义。
此前，平邑官方发布的三次相关微博均将该事件定性为“平邑9.14民宅火灾事件”，并公布火灾起因初步调查结果，排除他人人为纵火，火灾系死者自身行为所致。
经临沂市“平邑9·14”事件调查处置工作组调查确认，在地方镇东崮社区后东崮村旧村改造房屋拆迁过程中，有关人员对当事人张纪民死亡负有责任。
目前，平邑县公安机关已依法对平邑县地方镇党委副书记魏运波、平邑县地方镇东崮工作区书记兼东崮社区党总支书记管彦省、平邑县地方镇政府工作人员高群等相关责任人刑事拘留。
据了解，临沂市已成立由市委领导牵头，纪委、检察、公安、消防等部门组成的临沂市“平邑9·14”事件调查处置工作组，依法迅速查清张纪民房屋 起火和死亡原因，组织精干力量查清拆迁过程中是否存在失职渎职、违纪违法行为，是否存在严重侵害群众合法利益的行为，查清张纪民家属被抓被打事实真相，以 事实为依据，对相关责任人依法依纪追究问责，还群众一个公道。
此外，平邑县地方镇东崮社区旧村改造项目拆迁工作被责令立即停止，将进一步听取群众意见，切实做到政策到位、补偿到位、思想工作到位，依靠群众做好拆迁安置工作。
强拆之火
山东平邑农民张纪民被烧死前后

事发前张纪民妻子潘进惠被打后扔在路边
那天是星期一，潘进惠一早送两个女儿上学，先送12岁的小女儿文文到村小学，再把16岁的大女儿靖靖送到镇中学。过了惯常的回家时间，张纪民开始是担心妻子出了意外，随后又担心她“被人绑架了”。
当时，张纪民的堂哥张纪友也接到了找人电话。张纪友称，张纪民在电话中表露出担忧，说房屋拆迁还没谈拢，怕有人使坏。
潘进惠确实遇到了麻烦。事后她回忆，离开大女儿学校不远，自己正骑着电动车，被8个二十来岁的小青年强行带上了一辆面包车，“有车在路边停着，下来一个人，拖着我就上车，我就喊救命，他就说你再吆喝我就杀你……”
另据张纪民的大嫂范文香转述，潘进惠被带上车后，手机马上被掏走，且遭到恐吓、殴打和以刀威胁。车行四五个小时后，潘进惠被扔到村里的马路边，昏迷过去，后被范文香发现。范文香描述，当时潘进惠耳朵、嘴唇青紫，脸上发黄，脸上还趴着几只苍蝇。
范文香摇醒潘进惠，被告知送完大女儿回家途中“遭遇绑架”。潘进惠的手机和电动车都不见了，但当时她身边有王开兰守着。王开兰是邻村西东崮村的村支书，其并未回复范文香为何要守着潘进惠，但后在范文香的要求下将潘进惠送到医院。
对于潘进惠的遭遇，官方最新通报提到：“查清张纪民家属被抓被打事实真相，以事实为依据，坚决依纪依法对相关责任人追究问责。”
事发当日，拖运挖掘机到强拆现场的大卡车。
潘进惠失联同时张纪民家遭数十人围堵
就在张家亲属找寻潘进惠之时，张纪民家遭到四五十个身份不明人员的围堵。多名目击者指出，带头的是地方镇东崮工作区书记兼东崮社区党总支书记管彦省。目 击村民称，这群人有的开面包车、有的骑摩托到达，用白酒瓶和矿泉水瓶带了浅黄色的液体，“应该是汽油”，还带有4个红色的干粉灭火器。目击者还描述，这些 年轻人开的是无牌车，部分人身上有文身和刺青。
“他们是来搞拆迁的。”张纪友见来者不善，怕张纪民被打，马上与张纪民通电话。张纪友还记得，自己劝说张纪民尽量妥协，同意政府要求，为了人身安全宁愿放弃楼房，张纪民则回复称，这群年轻人不敢打他，他们没那么大胆量。
事态僵持，有人报警。张纪友称，大约上午9点40分，现场来了另一辆汽车，但很快就离开了。
张纪友曾给后东崮村村主任高学明打去电话，没有回应。范文香还曾当面找到高学明，被告知不知为何来了这么多不明身份的人，但高也不愿管、不愿问。事后，高学明告诉媒体，当时自己不在现场，不知道情况。
【“出人命了”】
张纪民家有五间红瓦砖房，位于一条新修的马路边，对面是正在施工的安置房建设工地。
“不知道到底是他被逼自焚，还是拆迁的人纵火”
张纪友赶到现场时，是上午11点多，已有大批村民围观。此时，一辆黄色推土车已把张纪民院子的西墙强行推倒。那群不明身份的年轻人冲进院子，随后房子开始冒烟起火。“他房子里有个煤气罐，我们也不知道到底是他自己被逼着自焚，还是拆迁的人纵火。”
火灭后，可见张纪民家的两只小煤气罐。
目击村民孔庆珍向媒体描述：“当时有50多个20岁上下的年轻人围着张纪民家院墙一圈，有人往里面扔石头、砖块，还有装着黄色液体的瓶子，西边院墙那有铲土机在推墙。”
“一直往里面扔东西，里面的人根本没办法出来。”另一位目击村民高树平称，不一会，院子里冒起了白烟，又过了几分钟冒起了黑烟，后来蹿起了四五米高的大火，“着火后，那些人继续往里面扔东西。”
“50多个人围着院墙禁止村民靠近救火”
孔庆珍和高树平均表示，50多个人围着院墙，禁止村民靠近，村民无法救火，只能看着火越烧越大。“这些人来的时候，车上放的有灭火器，后来他们还抱着灭火器喷东西，但火越来越大，这些人都跑了。”
事发后留在现场的灭火器。
据新华网现场调查，9月14日上午11时48分15秒，死者张纪民家房屋开始冒烟，伴有零星火光。其后，有不明身份人员往着火房屋扔石块等杂物，人群中 有一人拎着红色灭火器来回跑动，但并未去灭火。中午12时04分左右，有推土机从张纪民家西侧离去，此时张家西墙已倒塌。
南都记者获 得的一段现场视频显示，张纪民家起火后首先冒出的是黑烟，房子附近有多人围观，且不时往房子附近跑动。大约40秒后，冒出滚滚白烟，整个房屋被笼罩。此 时，视频拍摄者（女）开始喊出“报警”，旁边也有人（男）提出给高新（后东崮村支书）打电话，且念叨着“你看看，张纪民死定了”。
大约2分钟后，房屋喷出熊熊火舌，周边的人群开始喧闹。此时拍摄者（女）哭喊着大叫，“还不救人啊！救人啊！快点！”火势越来越大，拍摄者连续喊出多声“出人命了”。
另一段视频显示，着火房屋不远处就停放着一辆黄色推土机。确如新华网调查与诸多目击者所言，有数人从推土机的方向走向着火的房子，并朝着房子投掷杂物。随着火势加大，周边的人群开始逃散，有的骑车离开，有的乘面包车走。大约12分钟后，黄色推土机离开，房屋西侧的院墙倒塌。此时，房屋内已明显着火，浓烟 滚滚。再过5分钟后，房屋白烟减少，明火减弱，屋顶一片焦黑。
目击者拍摄的视频截图，可见张家的明火。
【“堂屋门外挂着锁”】
张纪民家起火时，正是西边东崮小学的放学时间，村民杨婶子接孩子正好从张纪民家背后路过。
村民杨婶子：当时门从外面插着，挂着锁
杨婶子称，她上午11点40分出门，去学校时已看见张纪民的房子开始冒烟。她曾驻足看，被一光头男子盘问后离开。等她接到孩子回来，恰好赶上推土机推张家的院墙。杨婶子描述，那群不明身份的年轻人站在墙外，带头的镇干部管彦省站在一辆黑色轿车旁，正在帮人传话。
张纪民家院子西墙倒下时，不少人向西跑开。杨婶子随即看到张纪民堂屋门前也起了大火。“我朝管彦省他们喊救人，他们就跑了。”
杨婶子转到张纪民院子东侧，绕过大门进了院子。她发现，此时大门已外倒在地。杨婶子看到，张纪民家堂屋的整个门板都被大火覆盖了。
杨婶子说：“当时门是从外面插着，并挂着锁。”对于着火的堂屋门，她已经不能用手去拿掉锁开门，而且也不确定锁是否是打开的，还是锁住的。
她大声喊着张纪民的小名“民子”，同时从西屋门口拿了个长棍，使劲捣堂屋门。“当时我只看到堂屋门整个门板着火，别处都没有火，但屋内都是浓烟，看不清任何东西。”
她用力打了三下，燃烧着的门就整个倒向屋内。她一直喊“民子我来救你，赶紧出来”，但没得到回应。随后，屋内的物品被堂屋门的火势引燃，大火渐渐蔓延，杨婶子只得退到院子外。
另一个角度看张家屋子正在燃烧。
村民王培仁：我捶了带头的镇干部管彦省
与杨婶子一样，67岁的老汉王培仁接完学生后，也走了张纪民屋后这条路。王培仁看到的情形是：张纪民的院子里，有一个年轻人站在距房子一两米的地方，正 手持灭火器往火里喷，旁边还有数人也在救火，另外的人在倒下的院墙外张望。王培仁说，灭火器喷了一会，没控制住火势，那几个年轻人就提着灭火器跑了。
其后，王培仁发现，张纪友跟另一人抓住了想要逃跑的镇干部管彦省。“我也穿过马路去拦管彦省，还捶了他三下。”管彦省后来被警方带走。
张纪友回忆，大约中午12点后，消防队也来到现场，火势很快得到控制。火灭了，张纪民被人从储物间抬出，已经是一具被烧焦的尸体。嫂子范文香说，尸体在 屋子偏房的东北角发现，那间屋内垛了棉花、棉被、花生、书本等易燃品。从现场传出的图片看，张纪民的尸体面目难辨，四肢呈环抱弯曲状，蜷缩在一起。
张纪民的侄子张勇带记者探访被烧院子，屋内几乎被烧光。
【并村改造】
张纪民之死由“强拆”引发，背后是当地近年来轰轰烈烈的“并村改造”运动。这是张家亲属和诸多受访村民一致的看法。
事发地后东崮村位于平邑县东南，隶属于地方镇东崮社区。东崮社区由前东崮、后东崮、西东崮三个行政村和杨家岭、华家岭两个自然村合并而成，占地960余 亩，总人口6000余人。近年来，该社区启动新的规划建设，要将村落改造成城镇社区，让农民集中上楼，同时建设各类社区配套设施。
宅基地按每平方米60元补助
在地方镇的诸多官方文件中，东崮社区建设都被当做重点。该镇2014年政府工作报告指出，东崮社区建设工程总投资1.6亿元，提升了城镇建设档次和水平，已完成16幢社区楼及配套工程。而在平邑县2015年1月下发的《2015年各镇街主要工作目标及重点工作》文件中，地方镇很大一块任务就是搞好东崮 社区一期配套，动工建设二期工程。
重点工程的基础是拆迁改造。当地村民介绍，当地“并村改造”2013年就已开始酝酿，2014年开 始启动拆迁。南都记者获得的一份《地方镇东崮社区拆迁安置方案》显示，当地拆迁补偿标准为：宅基地按每平方米60元补助；房屋补偿按房地产评估公司评估标 准执行，以评估公司实际评估补偿金额为准。而与之对应的，安置房的均价却是1100元/平方米。“拆迁安置户的房屋和宅基地补偿款抵顶安置房的购房款，不 足安置房价款的，在安置房交付使用时一次性结清，否则视为自动放弃安置楼房。超出安置楼房款的资金，在全部安置完后现场兑付。”
张纪民想要安置房，得补交10万元
张纪民家有五间房，院子长约15.5米，宽约13米。张纪民哥哥张纪华介绍，这座院子村委会评估补偿5.8万元。这意味着，张纪民要想住进满意的安置房，还需补交10万元左右。张纪民一家都不满意。
张纪民妻子潘进惠也证实，按镇里的补偿方案，家里只能获得5.8万元。镇、村两级多次就拆迁一事与他们家交涉，但因家庭困难，无力贴钱购置新建的安置房，且本村异地换房也未成功，所以双方一直没达成协议。双方最后一次协商是在大火事件发生前一天的9月13日。
张纪民的堂哥张纪友称，张纪民家本来已不打算再耗了，想着过几天就搬走，没想到遇到了强拆。
当地村民反馈，在张纪民事件爆发前，还有其他村民房子曾遭遇强拆，一些村民只能到亲朋好友家借住。
这个牌子后面，就是被拆迁村民安置房的小区。
村民们表示地方镇拆迁问题太多了
“去年11月份，拆迁人员趁我们全家人都不在家的时候，悄悄给拆完了，我们还没来得及搬家具。”邻村西东崮村村民潘传国说，房屋被强拆后，他们一家6口人至今仍在村委会借住，而镇村两级依然互相推诿，谁都不负责任。
2014年，有网友爆料后东崮村两人因为强拆服农药自杀。后东崮村多位村民向南都记者确认，此事确有发生，后来两人被救活，但房屋已被拆掉。
此外，据《大众日报》2013年6月报道，东崮社区前东崮村2012年末曾在村民不知情的情况下，被当地政府疑似“以租代征”圈占了2000亩耕地，租 期17年，租金每年每亩1000元，而这些租地因为“地方镇经济发展需要”，却将用作建新政府、医院、学校等设施。此事遭遇广泛质疑。2014年6月，《大众日报》追踪报道此事，当地土地流转中的疑似“以租代征”问题仍未得到解决。
张纪民的侄子张勇认为，当地政府就是看上了老百姓的土地，腾出土地搞开发，走着“吃土地出让金”的老路。
【官方声音】
此事最先由张纪民的亲属发布到网络，然后引爆舆论。
前四次官方通报都没有提“拆迁”
9月14日晚10点50分，平邑新闻中心在官微发布此事的第一份通报：“9月14日12时许，平邑县地方镇东崮社区后东崮村一户民宅发生火情。公安、消 防等部门接警后迅速赶往现场，及时控制火情并进行人员搜救。经勘查，现场发现一名死者，系户主张纪民，张妻因事外出，未在现场。事情发生后，有人在网上散 布谣言，扩大事态。目前，公安部门正对火灾原因进行调查，对于制造、散播谣言者将依法严惩。本微博将对相关进展情况及时发布。”
这里并未提及亲属所言的“强拆”，同时“严惩谣言”的表态也被亲属视为是当地官方的威胁。
9月15日，多家媒体报道此事，引发热议。平邑新闻中心在9月15日17时56分发布第二份通报，称已对相关人员采取强制措施。
9月16日0点57分，该平台发布第三份通报，称由临沂市成立了工作组，公安也已控制事件直接责任人。
9月16日中午12点26分，平邑新闻中心发布第四份通报：“经调查，张纪民分别于9月11、13日在平邑县地方镇供销加油站实名购买9公升汽油。经 省、市、县公安和消防部门现场勘查，走访调查，初步认定，排除他人人为纵火，火灾系死者张纪民自身行为所致。详情在进一步调查中。”
【死者亲属：镇政府想私了被我们拒绝】山东平邑新闻中心昨日通报，火灾系死者张纪民自身行为所致。今天下午，死者侄子告诉记者，市公安机关正对现场取证。并称，“媒体报道后政府想让我们提条件私了，被我们拒绝，我们只想要一个真相。”就此记者致电地方镇政府，工作人员称“不清楚”。京华记者 马金凤这些通报都未提及“强拆”，引发亲属向媒体连发9问质疑。
9月17日风向突变 三个干部被刑拘
昨日（17日），风向突变。先是平邑县的工作人员向新华网承认此事与拆迁有关，“负责拆迁的人员工作方法不对”。其后，在现场调查的临沂市公安局刑侦大队人员又向张家亲属表示，“昨天发布那个是谣言”。
昨晚，事件调查组绕开平邑新闻中心的官微平台，直接向媒体发布了此事的第五份通报：经调查初步确认，该事件负有直接责任的相关人员魏运波（地方镇党委副 书记）、管彦省（地方镇东崮工作区书记兼东崮社区党总支书记）、高群（地方镇政府工作人员）等已由公安机关刑事拘留。

临沂市委书记林海峰在这份通报中指出，这是一起因基层干部法纪观念淡薄、作风简单粗暴、强制拆迁引发的群众生命财产受到严重侵害的恶劣事件。
林海峰提出成立“平邑9.14”事件调查处置工作组，查清起火和张纪民死亡原因，查清拆迁过程中是否存在失职渎职、违纪违法行为，也要查清潘进惠被抓被 打的事实真相以追责。林海峰也就做好家属善后和媒体监督提出要求。与之同时，林海峰叫停了平邑县地方镇东崮社区旧村改造项目的拆迁工作，要求全市坚决防止 类似事件再次发生。
对于官方最新通报，张家亲属并未感到高兴——承认强拆了，东崮社区项目也停了，但张纪民却永远活不回来了——一位亲属表示，现在家里还在等一个公平公开的刑侦结果。
这或许是对死者所能有的最后的尊重。
