12月26日,北京国家音乐产业基地授牌暨入园重大项目签约仪式在京举行。此举标志着我国国家音乐产业基地建设取得阶段性重要成果,涵盖北京、上海、广东三大国家音乐产业基地的国家音乐产业基地格局基本形成。
一、政策支持促基地发展
“音乐是文化创意产业的生力军,国家音乐产业基地是音像业转型升级的平台、国际关注的创新模式、新闻出版业的新增长点。”新闻出版总署出版管理司副司长朱启会的讲话道出了建设国家音乐产业基地的意义。早在2009年7月,新闻出版总署就出台了《关于促进我国音像业健康有序发展的若干意见》,提出建设国家音乐产业基地,推动民族音乐的创作和出版,促进音乐产业集群发展。
随着三个国家音乐产业基地的挂牌,其建设也得到了当地政府有关政策的扶持以及各有关部门的大力支持,如广东省委省政府将建立国家音乐产业基地作为广东省文化产业发展的一件大事、要事来抓;北京市发改委委员洪继元说,北京提出了“两轮驱动”、“多点支撑”的音乐产业发展格局。未来,音乐产业作为文化创意产业的重要组成部分,可以享受到北京市文化创意产业系列政策的支持以及北京市文化创意产业聚集区的相关政策。
“北京、上海和广东三个国家音乐产业基地要走差异化发展道路。”新闻出版总署出版管理司副司长朱启会如是说。目前经过各地的探索,在音乐产业基地的运作上,各基地根据自身特点明确发展定位、开拓发展思路,积极尝试创新业态拓展音乐产业外沿,搭建发展平台。
二、基地为产业带来曙光
自北京、上海、广东的国家音乐产业基地挂牌以来,三大基地以股权投资的形式为音乐创作人提供必要产地和资金,聚集产品,通过出版、发行、表演等相关产业帮助音乐产品孵化,最后实现利益共享,这种模式让各基地都吸引了国际国内众多的音乐公司和著名音乐人。
中国唱片总公司总经理周建潮认为,音乐产业有它自己内在的规律,音乐基地的建设也要符合规律,达到产业的集聚、创作的氛围、产业链的建设等多种目的。音乐产业基地建设的目标就是要实现“三个一批”,即培育一批优秀音乐作品、一批优秀音乐人和一批优秀音乐企业。“音乐产业现在还处于冬天,但无论从创作的角度,还是从消费的角度,怎么把链条打通,我们已经能看到一线曙光。”北京无限星空音乐集团CEO唐月明计划,数字音乐园区将在未来1年-3年建設完善的数字发行平台。
三、北京国家音乐产业基地的建设
作为全国的文化中心,北京是国内外音乐资源最多的城市,已成为全国“音乐消费”供给和需求双旺盛区域。目前,北京的音像制品出版发行额占到全国一半以上,音乐演出票房收入居全国之首,数字音乐市场规模约占全国的30%,北京集中了全国80%的音乐经纪公司,具有全国最具影响力的票务营销平台。
根据规划,北京国家音乐产业基地将利用10年时间成长为产业链条完整、产业业态丰富、高端环节突出、供给消费旺盛的音乐文化服务综合体,成长为国内外音乐机构聚集、音乐人才汇集、音乐活动集中、产业服务集成的音乐文化发展承载区,成长为支撑和引领全国音乐文化产业发展的核心承载区和全国文化产业发展示范区。
