适应角色转变,扎实开展团的工作
———共青团铁东区委书记的述职报告
2011年是适应角色转变、思想进一步成熟的一年。这一年,自己能够坚持正确的政治方向,紧紧围绕党的中心,立足本职岗位,较好地完成本线的工作任务。自己政治觉悟、理论水平、思想素质、工作作风等各方面有了明显的进步和提高。总的来说,收获很大,感触颇深。
一、以德为先,进一步提升个人思想素质
过去的一年,我以一个共产党员的标准,以一个团干部的标准严格要求自己,在个人的道德修养、党性锻炼、思想素质上有了很大的进步。一是道德修养进一步提高。作为一个团干部,我的一言一行、我的自身形象将直接影响到团委各成员,甚至更广大的青少年。因此,在日常的工作和生活中,我每时每刻提醒自己,从小事做起,注重细节问题,做到干净做人、公正做事,以平常心看待自己的工作,要求自己在工作中诚实、守信、廉洁、自律,起好表率作用。二是党性锻炼得到不断加强。不断加强自己的党性锻炼,我严格按照《党章》和《中国共产党党员纪律处分条例》来要求和约束自己的行为,牢记党的宗旨,在团的工作中,以广大青少年的权益为出发点,务求时效。三是政治思想素质不断提高。一年来,我继续加强学习,积极参加理论中心组学习,经常自发利用休息时间学习,积极参加团省委组织赴井冈山革命传统与理想信念教育专题培训班、区委区政府组织赴清华大学县域经济培训班,通过“看、听、学、思”,进一步加深了对马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想的理解,进一步系统掌握了党在农村的路线、方针、政策以及对共青团工作的要求。特别是党的十七届六中全会以来,我通过学习原文、听专家讲课等,开拓了思想新境界,政治思想素质有了新的飞跃。
二、以能为先,进一步加强组织工作能力
在上级领导的信任和支持下,我本人也自加压力,抓住一切机会学习,注重与同事、与兄弟单位团委书记的交流,虚心请教,不耻下问,使各项工作都有序地开展。一是工作的统筹安排能力不断加强。我尽量做到工作提前一步,有计划、有安排、有预见性,保持思路清晰和决策的科学,力求操作有序,顺利开展。二是工作的协调能力不断加强。在工作中,我注重与上级的及时衔接、汇报,同时也注重与基层的交流沟通,听取多方意见和建议,从大局出发,对上做好配合,对下做好团结。三是有创新地开展工作。在工作中,我注重不断创新,使工作保持生机,使管理不断趋向人性化、合理化。
三、以勤为先,进一步提高团的业务水平
担任团委书记以来,认真了解情况、掌握知识,积极向团委领导、向前任书记学习、请教,了解团情、团史,努力掌握团的基本运作方式程序,便于更好地开展工作。加强沟通了解,增加感情,深入基层,了解基层团组织和团员青年的有关情况,以“活动”来强化自己的知识和水平。一年来,我立足以活动来促使自己尽快适应角色,迎接挑战。今年五四,团区委以全区人居环境整治为依托,以“五四火炬传承九十二载生生不息,铁东青年投入人居环境立志强区”为引领,积极开展了“共青团路,红领巾街”,“铁东青年林”等一系列活动。在活动中,增长了知识,深化了理解,使自己对团务工作有了全面的、系统的提高,为今后更好地提高团的业务水平打下了坚实的基础。
四、以绩为先,进一步完善团的组织建设
把《关于进一步深化“党建带团建”工作的实施意见》落到实处,把党的要求贯彻落实到团的建设中去,使团的建设纳入党的建设的总体规划。依托党建,从政策层面来解决和落实基层团组织存在的问题和困难。一是基层团干部的待遇问题。积极争取党组织在团干部配备上的重视和支持,基层团干“转业”得到了很好的安排(叶赫的荣威,住建局遇良,卫生局王国宴等);二是解决好基层团组织活动的经费问题。积极争取专项,今年为每个乡镇街道从团省委争取经费三千元,共计三万六千元;三是团的基层组织格局创新工作。按照“1+4+N”模式,通过换届调整选配了大批乡镇(街道)团干部,变原有的“团干部兼职”模式为现在的“兼职团干部”模式,提升了基层团组织的凝聚力和战斗力。此次工作得到了团市委的充分认可,2011年四平市组织部班工作会议在我区召开。
以服务青年需求为目的,从单一组织青年开展活动转到生产环节,开展就业培训、创业交流、贫富结对;以服务党政中心为目的,发挥团组织自身优势,引导青年树立市场意识和投资意识,强化科技意识和参与意识,投身知识化、信息化和现代化、文明创建、环境整治、植绿护绿、社会治安等活动,把党政思路实践好。突出做好当前新兴的农村、社区和非公经济组织建团工作,延长团的工作手臂,丰富团的组织形式。先后与农联社、吉林银行等多家金融机构积极协调,为青年创业就业提供帮扶支持。特别是吉林银行的“吉青时代”小额贷款项目更得到团省委的无偿贴息。
五、以廉为先,进一步保持清正廉明形象
作为新任职的年轻干部、党员干部,我既感受到了组织的信任与关怀,同时也感受到了责任重大。我区在党委和政府的带领下,励精图治、奋发图强,取得了辉煌的成绩。越是这种时候,就越需要我们这些干部保持清醒的头脑,保持共产党员的先进本色。深知,作为一级干部,应该努力做到“清正廉洁”。古人说“物必自腐而虫生”,腐败现象表现上看来是经济问题、道德问题,但深层次的原因却是理想信念出了问题。要不断加强实践锻炼,要结合党的历史经验、改革开放和社会主义建设的实践以及自己的工作和思想实际,来刻苦磨炼自己。勇于剖析自己,积极开展自我批评,净化自己的灵魂。不断增强拒腐防变意识。在思想上、在行动上、生活中争作表率。在团区委开展“争做勤廉表率,竭诚服务青年”主题教育,召开机关党风廉政建设宣传教育活动动员会,全面启动党风廉政建设宣教活动。按照学习贯彻区委、区纪委关于党风廉政建设和反腐败工作的部署和要求,学习党的十七届六中精神,强化组织领导,制定工作计划。我们根据2011年党风廉政建设责任制考评要求,为了做好党风廉政建设和反腐败工作,成立了团区委党风廉政建设领导小组,并由我任组长。按照“一岗双责”的责任要求,明确了单位正职领导作为第一责任人,每年约谈团干部一次,就有关廉洁从政个人“不准”和“禁止”行为适时对所管的团干部进行廉政谈话。
在2012年即将到来之际,共青团区委迎来组织部考核组,对共青团区委一年来的工作进的实地测评,感谢组织的帮助与关怀,今后我们更要自觉地接受组织的监督与考核。铁东区的发展已经取得了令人瞩目的成就,而今又开始了新的征途。广大青年有幸成为亲历者,成为追随者,同时我们也是共享发展成果的受益者。我们应该心怀感恩,心存畏惧,“做一个组织和群众信赖的人,做一个同事和朋友敬重的人,做一个亲属子女可以引以为荣的人,做一个回顾人生能够问心无愧的人”。我们要牢记党的宗旨,全面贯彻党的方针路线,高举中国特色社会主义伟大旗帜,弘扬“攻坚克难、求富图强”的四平精神,坚定不移的实施 “五区”战略的发展规划,为建设富裕和谐新铁东的伟大目标而不懈奋斗。

All this is happening before our eyes and yet we act as if we have all the time we want and all the solutions.I'm only a child and I don't have all the solutions, but I want you to realize, neither do you!You don't know how to fix the holes in our ozone layer.You don't know how to bring salmon back up a dead stream.You don't know how to bring back an animal now extinct.And you can't bring back forests that once grew where there is now desert.If you don't know how to fix it, please stop breaking it!Here, you may be delegates of your governments, business people, organizers , reporters or politiciansand all of you are somebody's child.I'm only a child yet I know we are all part of a family, five billion strong, in fact, 30 million species strong and we all share the same air, water and soilwe have watches, bicycles, computers and television sets.Two days ago here in Brazil, we were shocked when we spent some time with some children living on the streets.And this is what one child told us: “I wish I was rich and if I were, I would give all the street children food, clothes, medicine, shelter and love and affection.” If a child on the street who has nothing, is willing to share, why are we who have everything still so greedy? (演讲全文)大家好,我是瑟玟.铃木,代表ECO发言。ECO是儿童环保团体(Environmental Children's Organization)的缩写。我们是一群十二岁到十三岁的加拿大儿童团体,为了改变世界的现状而努力。我们自筹旅费,从加拿大来到巴西,经历一万公 里的旅程,只为了告诉各位大人们,必须改变现在的世界。
今天我来到这里,没有任何动机。我从事环保运动,是为了自己的未来而奋斗。失去自己的未来,跟选举落败和股票惨跌是不能一概而论的。
我在此要说的内容,是为了所有活在未来的孩子,也为了世界上那些饱受饥饿之苦却无人关心的孩子们,以及无路可走而死亡殆尽的无数动物。
我现在很怕站在太阳底下,因为臭氧层有破洞。就连呼吸都会感到害怕,因为空气中可能会有毒。我跟爸爸常去温哥华钓鱼。直到几年前,发现了得癌症的鱼为止。而现在,我们几乎每天都会听到动植物绝 种的消息。它们永远不会再活过来了。
我这一生当中有个梦想,希望有一天能够看到一片丛林,里头有各种野生动物和许多飞舞的鸟儿、蝴蝶。
可是,到了我们的下一代,是不是再也无法拥有这样的梦想?你们在我这个年纪时,是否曾经担心过这样的问题呢?
这么重要的事情,并且事态如此严重,我们人类却仍然用不以为意的轻松态度来面对。我只是一个小孩,坦白说,不知道该如何挽救这个危机。可是,希望你们大人能够明白,即使是你们也无法解决!
你们不知道,该如何填补臭氧层的破洞吧? 你们不知道,该如何让鲑鱼重回变成死水的河川吧? 你们不知道,该如何才能让绝种的动物复活吧? 还有,现在已经变成沙漠的地方,你们也不知道该如何再造成森林吧?
如果不知道该如何恢复,就请别再继续破坏下去吧!
在座当中除了政府、企业和团体人士的代表,也许还有媒体人士和政治家吧?你们是别人的母亲、父亲、姐妹、兄弟、叔叔伯伯、阿姨婶婶,而你们每个人同样也都是为人子女吧!
我还是个孩子,但我知道在场的每个人,都是同一个大家庭的一员。
我们是个拥有五十亿以上人口的大家庭。不,其实,是由三千万种生物所构成的家庭。
无论国境与各国政府如何将我们区隔,这一点仍然不会改变。
虽然我是个孩子,但是我明白,大家身为这个大家庭的一员,就必须为单一的目标团结行动。
我很愤怒,却没有迷失自己。
我很害怕,可是,要把自己的感受传达给全世界,我却不害怕。
在我的国家,我们浪费了许多东西。买了就丢,然后再买过?再丢。这样浪费物资的北方国家,根本无法将资源分享给贫困的国家。即使物资充裕,我们却害怕施舍、害怕失去自己手中的资产。
在加拿大的我们,享有充分的饮食与居家生活。时钟、脚踏车、电脑、电视……要数遍我们所拥有的东西,大概要花上好几天吧!
两天前,我在巴西这里遇到一群无家可归的流浪儿。我们很惊讶,因为其中有个孩子跟我们说:「我真想变有钱。如果我有钱的话,我要给所有无家可归的孩子们,食物、衣 服、药品、房子,以及爱与温暖。」
一个失去一切的流浪儿,都会想到互相分享,那么拥有一切的我们,又为什么要这么贪婪?这些不幸的孩子们,年纪都和我相仿,令我无法忘怀。我们出生在不同的地方,却过着如此天差地别的人生。
我可能也会是住在里约贫民窟的孩子之一,或是索马利亚的饥饿儿童、中东战争的牺牲者,又或许是在印度当乞丐。
我虽然还是孩子,却很清楚,如果把花在战争上的钱,全部用来解决贫穷与环境问题,地球将会变成一颗美丽的星球吧!
在学校……不,即使是在幼稚园,你们都在告诉我们,该如何在这世界上遵守规范。
比如说:
不要互相争执,要以沟通的方式共同解? M问题,尊重他人,弄乱的东西要自己整理,不随便伤害其他生物,相互分享,及不能贪得无厌。
那么,你们又为什么做出这些不要我们去做的事呢?
请不要忘记,你们为什么要来参加这场会议,还有,是为了谁而这么做的。
是为了你们的孩子,也就是我们。各位正透过这样的会议,决定我们要在什么样的世界里成长。
父母总是告诫孩子,「一切都会顺利的」,或是「我们已经尽力而为」、「这又不是世界末日」。
但我不认为,大人们还能再用这种话来告诫小孩了。
毕竟,你们有将孩子的未来排在第一顺位吗?
父亲总是告诉我:「你的价值是以你所做的事,而不是以你所说的话来决定的。」
可是我却为了你们大人的所作所为在夜里哭泣。
你们总是说爱我们,那么,请用行动来证明。

简介:Severn Cullis-Suzuki,瑟玟‧卡莉丝‧铃木,一九七九年生,现居加拿大。她是知名的科学家与环境保护者铃木大卫(David Suzuki)的小孩。她 十岁时,便与朋友一同创立ECO(the Environmental Children's Organization)环保学习团体。一九九二年,瑟玟听说巴西里约热内卢将召开一项「决定自己的未来」的会议,她认为「小孩更应该去参加!」,于是 自己存下旅费,参与了「地球环境高峰会」。由于瑟玟在NGO摊位上的强力呼吁,使她争取到机会,在高峰会上以「儿童代表」的身份发表演讲。她年仅十二岁,却发表了一篇让大人极度感动的演讲,「里约的传说演讲」因而在全世界广为流传。
「地球环境高峰会」之后,在全球学校、企业、国际会议与集会争相邀请下展开活动的瑟玟,除了一九九三年获颁「全球500奖」(Global 500)以外,并成为一九九七~二○○一年间创立「联合国地球宪章」工作的青年代表。
二○○二年,瑟玟于美国耶鲁大学毕业,同时创立了NGO「SKYFISH PROJECT」(以瑟玟最喜欢的湖来命名)(http://www.xiexiebang.com)。最初的努力目标为「ROR(体认责任)」计划,已于国际间展开了宣传活动。并在日本NGO邀请下赴日,引起极大的迴响。守护美好土地的这份心意,经常成为瑟玟「行动」的原动。
《世界因你而改变》作者的书
这本特别的书,以中英对照、搭配图文的方式纪录她十二岁时的这场演讲,书后更收录了小女孩的人生经历和她改变世界的过程。她将提醒每一个我们,改变这个世界,保护我们的地球,并非是政府的责任,而是个人的责任。是一本单纯,但是非常撼动人心的作品。
在二00二年她发表于Time的文章中提到,现在已经不再是小孩子的她,所担心的是,人们依然不清扫自己所製造出来的溷乱,不面对自己的生活方式所应付出的代价,依然过度的掠取这个环境的一切。倾听小孩子的祈祷

我来替世界上所有饥饿的小孩讲话,因为他们的哭声没有人听到。我来替地球上正在死去的数不清的动物讲话,因为他们没有地方可去。必须有人听听我们的声音。
我现在不敢出去晒太阳,因为臭氧层有破洞。我害怕呼吸空气,因为我不知道里面有什么化学成分。
我曾经和爸爸一起在温哥华钓鱼,直到几年前我们发现鱼都得了癌症。现在每天我们都能听到动物和植物灭绝的消息——它们再也回不来了。
在我的生命里,我梦想着看见大群的野生动物,看见到处是鸟和蝴蝶的热带丛林,但是现在我不知道我的孩子还能不能看到它们存在。
你们象我这么大的时候也需要担心这些事情吗?
这些都在我们的眼前发生,可是我们却假装我们有无穷无尽的时间和办法去解决问题。我只是个小孩,我没有解决这些问题的答案,但是我想要你们知道,你们也没有!
你们没有办法修补臭氧层的破洞。你们不能让三文鱼回到已经干涸的河流,你们没有办法让灭绝的动物重新出现,你们也无法让已经变成沙漠的地方重新成为森林。
如果你们没有办法去修补,就请不要再去破坏!
在这里,你们也许是政府的代表、商业人士、组织者、记者或者政治家,但你们也是父亲和母亲,兄弟和姐妹,叔叔和阿姨——而且,你们所有人都是你们父母的小孩。
我只是一个小孩,可是我却知道我们都是一个大家庭的成员,这个家庭有五十亿人,三千万个物种,我们共享着同样的空气、水和土壤。国界和政府永远也改变不了这个事实。
我只是一个小孩,可是我却知道我们是一个整体,应该为了同样的目标一起努力。我很生气,但我不盲目。我很害怕,但我不怕把我的感觉告诉全世界。在我的国家,我们浪费太多,我们买了又扔掉,买了又扔掉,却不肯分享给需要的人。甚至当我们拥有的已经太多的时候,我们还是怕会失去财富,不愿与人分享。
我只是一个小孩,可是我却知道如果所有花在战争上的钱都被用来终止贫穷、找寻环境问题的答案,这个地球会变成多美好的地方!
在学校,甚至是在幼儿园,你们就教我们要做个乖孩子。你们教我们不要打架,要谦让,要尊重别人,要清理弄脏的地方,不要伤害动物,要分享,不要自私。
那你们为什么却在做着不让我们做的事? 不要忘了你们为什么来参加这些会议,为谁来参加——我们是你们的孩子。你们在决定着我们在什么样的世界里成长。父母在安慰孩子的时候应该能说“一切都会好的”“我们正在尽力”和“这不是世界末日”。但是我想你们再也说不出这些话了。你们真的还把我们放在头等重要的位臵吗?我爸爸总是说:“你所做的才代表了你,而不是你所说的。” 你们所做的事情,让我在夜晚哭泣。你们大人说你们爱我们。我恳请你们,言行一致。谢谢!

一九九二年六月十一日,联合国西元地球环境高峰会议,于巴西里约热内卢召开。一位十二岁的加拿大女孩,在冠盖云集的世界各国领导人面前,发表了一篇仅有六分钟的演说。她的演讲,让人们大受感动,并在全球广为流传,已被大家称作「里约的传奇演讲」。
“Hello, I am Severn Suzuki speaking for E.C.O-the Environmental Children’s Organization.We are a group of 12 and 13 year-olds trying to make a difference, Vanessa Suttie, Morgan Geisler, Michelle Quigg and me.We’ve raised all the money to come here ourselves, to come 5,000 miles to tell you adults you must change your ways.Coming up here today, I have no hidden agenda.I am fighting for my future.Losing my future is not like losing an election, or a few points on the stock market.”
“I am here to speak for all generations to come.I am here to speak on behalf of the starving children around the world whose cries go unheard.I am here to speak for the countless animals dying across this planet, because they have nowhere left to go.I am afraid to go out in the sun now, because of the holes in our ozone.I am afraid to breathe the air, because I don’t know what chemicals are in it.I used to go fishing in Vancouver, my home, with my Dad until, just a few years ago, we found a fish full of cancers.And now we hear of animals and plants going extinct every day, vanishing forever.In my life, I have dreamt of seeing the great herds of wild animals, jungles and rainforests full of birds and butterflies, but now I wonder if they will even exist for my children to see.”
“Did you have to worry of these things when you were my age? All this is happening before our eyes and yet we act as if we have all the time we want and all the solutions.I’m only a child and I don’t have all the solutions, but I want you to realize, neither do you.You don’t know how to fix the holes in our ozone layer.You don’t know how to bring the salmon back up a dead stream.You don’t know how to bring back an animal now extinct.And you can’t bring back the forest that once grew where there is now a desert.If you don’t know how to fix it, please stop breaking it.”
“Here you may be delegates of your governments, business people, organizers, reporters or politicians.But, really, you’re mothers and fathers, sisters and brothers, aunts and uncles and all of you are someone’s child.I’m only a child, yet I know we are all part of a family, 5 billion strong, in fact 30 million species strong.And borders and governments will never change that.I’m only a child, yet I know we are all in this together and should act as one single world towards one single goal.”
“In my anger, I am not blind and in my fear I am not afraid of telling the world how I feel.In my country we make so much waste, we buy and throw away, buy and throw away, buy and throw away and yet Northern countries will not share with the needy.Even when we have more than enough we are afraid to share, we are afraid to let go of some of our wealth.In Canada , we live the privileged life.We’ve plenty of food, water and shelter.We have watches, bicycles, computers and television sets.The list could go on for 2 days.Two days ago here in Brazil , we were shocked when we spent time with some children living on the streets.This is what one child told us, ‘I wish I was rich and if I were, I would give all the street children food, clothes, medicines, shelter and love and affection’.If a child on the street who has nothing is willing to share, why are we who have everything still so greedy? I can’t stop thinking that these are children my own age, that it makes a tremendous difference where you are born.And that I could be one of those children living in the favelas of Rio.I could be a child starving in Somalia , or a victim of war in the Middle East or a beggar in India.I am only a child, yet I know if all the money spent on war was spent on finding environmental answers ending poverty and in finding treaties, what a wonderful place this earth would be.”
“At school, even in kindergarten, you teach us how to behave in the world.You teach us to not to fight with others, to work things out, to respect others and to clean up our mess, not to hurt other creatures, to share, not be greedy.Then, why do you go out and do the things you tell us not to do? Do not forget why you are attending these conferences, who you are doing this for.We are your own children.You are deciding what kind of a world we are growing up in.Parents should be able to comfort their children by saying ‘Everything is going to be all right, it’s not the end of the world, and we are doing the best we can’.But I don’t think you can say that to us anymore.Are we even on your list of priorities?
