今天，《华盛顿邮报》正在努力尝试去理解中国的复杂性。去年本报就发表了好几篇有关中国市民社会的长篇报道。这些报道的主题多样，涉及到网络、工人、政府与个体的冲突等等。这些报道全面反映了中国的复杂性。

中国是一个大国，每天都在发生很多不同的事情，这些事情很多是自相矛盾的。比如，中国的经济成就在短时间内让成千上万的老百姓脱贫，这是其他国家望尘莫及的。但同时中国也面临很多矛盾。全世界都在拭目以待，看中国领导人如何解决这些矛盾。

我们都应该向中国学习。中国对我们未来生活的影响将会越来越大。在过去的50年中，在美国发生的一切影响到了全世界众多的地方。今天，中国的作用跟美国有异曲同工之妙。作为正在崛起的经济大国，中国将对世界—包括美国—发挥越来越大的影响力，尤其是在经济领域。中国人民将很快接受这样一个事实，那就是中国发生的事将对世界产生巨大的影响。

我到过中国3次。第一次是在1999年。第二次是2001年3月，期间我有幸采访了中国国家主席江泽民。第三次是2003年11月，期间我又采访了中国国务院总理温家宝。中国有令人难以置信的活力，中国文化也是如此丰富多彩。每次到中国，我都感觉自己看到和学到了一些新东西。中国的景色无与伦比，发展潜力巨大。我认为，中国如何应对今后的挑战将决定这个星球的未来。

我认为自己没有资格来评价中国的领导人。每当我采访中国领导人的时候，我都感到他们准备充分、应答自如、知识渊博、富有远见，对中国在世界舞台上扮演的角色充满了自信。中国如此庞大，有这么多的问题需要对付，人民贫富差距如此之大，世界上恐怕再也找不到比管理中国更复杂的工作了。这比当美国总统难得多，尽管两者有诸多不同之处。

Background Information 国际贸易中常用的付款方法

A.预付现金

货品付运前，进口商先向出口商支付全部货款。这付款方法通常用于小额交易或订造货品。

B.跟单信用证(D/C)

L/C是国际贸易中常用的付款方式，在与客户签订合同。客户依照合同开出信用证（L/C）。出口商一定要检查清楚信用证上的每个条款。是否有不合理的，如有不合理的条款，就要求客户进行修改。出口商要在信用证规定的有效期内完成生产，出货。并按照信用证上的要求准备好提单，发票等资料交到自己的受益行。受益行会交付到开证行。开证行核对所有的单证无误后会通知客户确认付款。然后放单给客户提货。

L/C付款方式相对来说，风险比较小，一般都是有信誉的银行担保。但是信用证对单证的要求很严，所以一定要特别注意这个方面。C.跟单托收

出口商如要在收款前或获得付款的承诺前保留对货品的控制权，可安排跟单托收。这种采用汇票的付款方式在国际贸易中十分普遍。

1.付款交单(D/P)

出口商透过托收银行，指示代收银行在收款后向进口商发放所有权及其他货运文件。

2.承兑交单(D/A)

出口商透过托收银行，指示代收银行在进口商承兑汇票后发放所有权及其他货运文件。

3.电汇(T/T)

电汇是汇出行应汇款人的申请，拍发加押电报或电传（Tested Cable/Telex）或者通过SWIFT给国外汇入行，指示其解付一定金额给收款人的一种汇款结算方式。4.付现交单（CAD）

属交货时付款之销售条件，此种付款方式为卖方买卖契约之约定，在出口地完成出口装运后，备妥货运单据（Shipping Documents）在出口地、进口地或第三国向买方指定银行或代理人按单据提示收取货款。若约定在进口地付款交付单据，则实际上与D/P十分相似，所不同的是D/P付款方式中，卖方需开出汇票(Draft)向买方收取货款。而CAD付款方式仅凭货运单据收取货款，并不开发汇票。Draft 汇票

汇票是由一个人向另一个人签发的，并给另一个人的一张无条件的书面支付命令，要求对方立即或在将来的某个时间或某一期间内支付一定金额给特定的人或其指定的人或持票人。在采用托收和信用证支付的情况下，汇票是主要出口单据之一。Acceptance 承兑

你出口之后肯定是委托银行去收汇的，银行将你的单据交到对方银行，如果客户想要提货必须先拿到单据，但是如果不付款银行就不会给单据，客户就会出汇票或承诺多长时间付款，这样从银行拿到单据去提货，然后到承诺的日期再付款。这就是承兑交单。
