基础教育阶段英语分九级
在新课标中，整个基础教育阶段的英语课程按照能力水平设为9个级别。设置分级课程目标借鉴了国际上通用的分级方式，力求体现不同年龄段学生的学习需求和认知特点。按照设计，在义务教育六年级结束时要达到二级标准，可以用简单的英语做游戏，在老师的帮助下表演小故事或短剧，认识600-700个单词等;五级为初中毕业时需要达到的标准，这时候可以独立起草短文、短信，认识1500-1600个单词等。七级为高中毕业时要求达到的基本要求，而八级和九级是为愿意进一步提高英语水平高中生设定的目标。

据了解，目前中小学使用的课标是教育部2001年颁布的，经过10年的使用，教育部门发现一些内容、要求有待调整和完善。教育部有关负责人表示，此次修订完善义务教育各学科课标，是为适应新时期全面实施素质教育的要求，深化基础教育课程改革，提高教育质量。对照新老课标，市教委基教二处处长李奕表示，新课标特别提出培养学生的创新能力、学习能力和实践应用能力，为高中课程标准形成更好衔接，有利于老师更为系统地开展教学。以英语学科为例，新课标要求英语教学要重视培养学生的创新意识，激发学生的学习兴趣，培养学生独立思考的习惯，教育部《英语课程标准》研制组专家张连仲教授说：“老课标培育的孩子对学习英语实际应用能力差，主要是缺乏相应的语言环境和互动性，新课标的颁布，从各个层面都有所提高。特别是加强了创造能力和实践应用能力。因此，伴随着新教材的使用以及部分实验区外研通点读笔的使用，相信会大幅度提高该地区学生的英语水平，更快适应新课标的改革。

在新的世纪大潮流涌动下，经济全球化也伴随着经济政治文化在国际范围内飞速蓬勃发展。文化作为一个国家的软实力既能强国，也成为衡量一个国家强大与否的关键因素。而在我国，除了继承与弘扬自己的传统文化这一重要任务，还必须得用心学习国际文化知识。则英语作为国际通用语言也就成了我们所要掌握的一项重要语言技能和语言知识。
这样一个关键时期，英语课程标准就像语文数学的课程标准就成为一必不可少的存在，甚至更重要的存在。它不仅是对老师的教学行为进行指导，也是一种规范；它也是师范生在校学习时对自我要求成长的依据。作为一个将成为小学英语教师的在校大学生，对英语课程标准的解读就是一个必须而艰巨的任务了，但我想也是一个我们自己将获益匪浅的的任务。
那么什么是英语教学大纲？什么是课程标准？课程标准的内容是什么？且又存在着怎样的问题呢？
摘要：义务教育阶段的英语课程标准具有工具性和人文性双重性质。而对课程标准的解读也得从这两性质出发，在熟悉课程标准的基本内容基础之上，一步一步来理解英语课程标准的进步和发展，了解它各个阶段的特点。时代的发展既伴随着人们思想的转变，也要求着教育领域里的各个方面各个问题不断被进步和不断被改革。虽然进步，但总有问题会随着进步而出现，然后再促进其进步，那么现今我们遇到的问题是什么呢？
一、我国基础英语教学大纲的发展
教学大纲（Syllabus）
狭义的“课程标准”，包括三方面的内容，及规定教学目标，决定教学内容，体现实施内容和目标的次序和进程。
英语教学大纲
英语教学大纲是英语教学的指导性、纲领性文件。它规定英语教学的目标、要求、理念、方式方法、教材、测试等。近年来，它更多的是指对某一课程在某个/些阶段中的教学内容清单及选材和排序的原则等。

课程标准（Curriculum）
在国外，它是指反映教育管理部门或具体教育单位的所有教育功能的整体课程设置模式以及体现这些功能的教学活动和内容。
在我国，是由国家教育部基础教育司委派的英语课程标准研制工作组考察和研究了当今国内外基础教育外语课程的教学大纲、教材和教学现状并广泛听取了各地专家学者和英语教师意见的基础上，通过近三年的反复研讨和修改后制定出来的指导性文件。
第一阶段英语教学大纲的特点:
第一、外语成为我国中学的一门基础学科，受到了社会的普遍重视； 第二、已经注意到外语教育的差异性； 第三、强调外语教学的实践性；
第四、注意培养学生的兴趣，发挥他们的特长，使他们能生动、活泼、主动地学习； 第五、建议“根据中学不同的需要，编写出几套符合外语教学规律，受师生欢迎的好教材。”
第二阶段英语教学大纲的特点: 第一、科学
第二、规范 第三、开放 第四、完整
中小学英语课程的进步：
第一、教学目标：
1988年的九年义务教育初中英语大纲明确提出“提高整个中华民族的思想道德素质和科学文化素质”。
1992年的义务教育初中大纲则增加了“激发学生的学习兴趣，养成良好的学习习惯”，“使学生受到思想品德，爱国主义和社会主义等方面的教育，发展学生的思维能力和自学能力”。1996年全日制普通高中英语教学大纲明确提出了“提高中华民族的思想道德素质，文化科学素质和身体心理素质”的要求。
2000年义务教育初中大纲旗帜鲜明地提出要“以培养学生创新精神和实践能力为重点，全面推进素质教育”，在教学目的部分，不仅提出知识、技能、能力的要求，还提出了思想情感、道德品格、跨文化交际意识、智力和非智力因素开发等方面的要求，甚至把非智力因素（兴趣、信心、学习习惯、自主学习能力等）放在首位。
总的来说，英语课程教育目标在由单纯传授知识向提高学生全面素质的方向转变。
第二、教学要求：
在1986－1993年的五个大纲都提出了培养“在不同程度上通晓一些外国语的各方面的人才”，并反复批判片面追求升学率的倾向，强调中学开设英语课的双重目的——升学与就业。
从1992年义务教育初中英语大纲开始规定分级要求，即初中分成一级和二级要求，初
一、初二年级英语为必修课，初三选修。
1996以后的普高中学英语教学大纲规定了一级和二级目标要求，高中一、二年级英语为必修课，高三英语选修。一级或二级要求为基本要求，“上不封顶”，意思是凡有条件的学校可以超过大纲规定的要求。
也就是说，中学英语教学大纲必然由单
一、封闭型向灵活、开放型转化。
第三、教学观念和方法：
（1）明确英语教学的目的是培养学生运用语言进行交际的能力;
（2）提出了四项技能综合训练，不同阶段各有侧重;
（3）强调处理好语言教学和文化的关系;（4）注意发挥教师的指导作用，充分调动学生的学习主动性和积极性;
（5）重视利用直观教具和现代化教学手段，努力创设英语环境。
第四、语言和文化：
（1）语言技能的听说读写熟练掌握、语言知识的语音词汇词法的牢记及话题的应用表达；（2）情感态度的能动作用；（3）学习策略的反作用；
（4）文化意识在新国际视野里德步步升华。
第五、教师定位：
1.学习能力的培养者
2.课堂教学的研究者
3.学校课程的开发者
4.综合知识的掌握者
5.信息技术的应用者
6.教学教授的学习者
第六、教学手段特点：
实效性；
趣味性； 教育性； 创新性； 针对性。
第七、教材：
变化之一是现代化，主要反映在：
1.英语教材的内容逐渐贴近学生的生
活和现代社会生活，渗透思想情感的教育（即大纲提到的“寓思想教育于语言教学之中”或“树立符合素质教育精神的英语教育观”），渗透大量自然和社会科学知识。
2.教材多采用结构、功能、话题相结合的方法。
3.教材的编写注意学生生理和心理发展的特征，特别是年龄的特征，重视从教材内容、编排体系到呈现形式等方面提高趣味性，以激发学生的学习兴趣。
4.力求符合学生学习英语的认知规律，注意调节教材的难易程度和分量。5.运用现代教育技术编制多媒体教材。变化之二是多样化，主要表现在： 1.鼓励“一纲多本”；
2.引进多种外国教材，补充发达地区和外国语学校等不同类型学校的需求； 3.编写不同起点的教材，特别是小学起点的英语教材。

二、课程标准内容概述
（一）“课程目标”与“内容标准”是什么关系？
1.“课程目标”主要是用简炼的文字从总体上来概述高中英语课程目标中横向展开的几个方面和纵向发展的几个阶段（级别）。
“内容标准”部分实际上是对“课程目标”部分陈述的目标的细化和具体化，即详细描述五个方面的目标（含对五个方面的再分类）以及这些目标在各个级别的具体要求。
2.值得注意的几点：
（1）“课程目标”部分用一个饼圆图来示意课程目标五个方面之间的关系以及这五个方面与综合语言运用能力之间的关系因此，这五个方面之间没有明显的先后顺序问题。
（2）“课程目标”部分对一至五级的目标做了总体概括。总体目标是对学生在某个阶段的综合语言运用能力的综合描述。
（3）“内容标准”部分列出的内容并不等同于以往教学大纲所说的教学内容。
（二）英语课程目标包括哪些方面？
（1）语言技能是语言运用能力的重要组成部分。
（2）知识也是语言能力的有机组成部分，是发展语言技能的重要基础。
（3）情感态度指影响学生学习过程和学习效果的相关因素，以及在学习过程中逐渐形成的祖国意识和国际视野。（4）学习策略指学生为了有效地学习语言和使用语言而采取的各种行动和步骤以及指导学习行为的各种理念和认识。（5）文化指文化知识、跨文化意识和跨文化交际能力。
（三）为什么要把情感态度列为课程目标？
（1）语言与情感态度有密切关系。
（2）情感态度对语言学习的结果有重要影响。
（3）情感态度本身就是学生全面发展的一个重要方面。
（四）如何理解情感态度目标？
（1）有些情感态度，如学习动机、学习兴趣、自信心，不仅与英语学习有密切的关系，而且还是在英语学习方面取得成功的前提条件。
（2）学生在英语学习过程中形成的各种情感态度，如动机、兴趣、自信、意志，可以转化到其他的学习活动之中以及学生将来从事的工作和社会活动之中。
（3）有些情感态度，如祖国意识和国际视野，在表面上与英语学习没有直接联系，但应该渗透到英语学习之中。(五）为什么要把学习策略列为课程目标？
（1）学生使用学习策略能够提高英语学习的效果。
（2）发展学习策略有利于学生形成自主学习的能力。
（3）培养学习策略有利于学生实现个性化学习。
（六）学习策略与学习方法有什么区别？
（1）学习策略包括学习者对学习的认识以及在学习过程中采取的具体做法、步骤等行为。根据这个定义，学习策略包括学习方法，但不是所有的学习策略都是方法。
（2）学习方法和学习策略的区别类似于足球中“技术”和“战术”的区别。
（3）策略的概念比方法的概念更全面，涵盖的内容更丰富。
（七）为什么说语言知识和语言技能既都是课程目标，也都是课程内容？
(1)语言知识与语言技能是同步发展的。
(2)语言知识和语言技能是不可分割的。
(3)《标准》并不要求学生为了知识而学习知识。
（八）文化意识和跨文化交际能力指什么？
（1）横向联系指同一级别中各种技能的相互渗透相互支持。纵向发展指语言技能从低级别向高级别逐步发展的过程。
（2）为了使技能目标在实际教学中具有可操作性，我们把一至五级的技能目标逐级描述，每一级目标又按听、说、读、写分别描述。这样做并不意味着这些技能是可以割裂的。相反，听、说、读、写四项技能在横向是紧密联系的，在纵向是逐步发展和提高的关系。
（九）文化意识和跨文化交际能力指什么？
（1）文化知识指学生了解的中外文化知识。
（2）文化理解指学生对中外文化及其差异的理解过程或理解能力。
（3）跨文化交际意识指对外国文化与本国文化的异同的敏感度以及在使用外语时根据目标语（如英语）文化来调整自己的语言理解和语言产出的自觉性（cultural awareness）。
（4）跨文化交际能力指根据文化环境，在理解并尊重交际双方的文化背景的前提下，恰当、得体地使用语言进行交际的能力。
（十）如何理解本国文化与外国文化的关系？
（1）学习外语要了解外国文化，更要了解和熟悉本国文化。（2）了解本国文化可以帮助我们更深刻地理解外国文化，提高对外国文化的鉴别能力和鉴赏能力。通过文化对比培养爱国主义精神。
三、中小学英语课程的存在的问题：
如何充分利用与开发英语课程资源？
新一轮的课程改革的一个显著变化是拓展和整合了课程资源。在英语课程的实施过程中，我们应当善于广泛开发和充分利用各种课程资源。为此，教师必须建立新的课程观、教材观、教师观和课程资源观，懂得课程资源的范围和种类，能正确使用教科书并恰当利用其他课程资源。英语课程资源的开发和利用的途径主要有以下几种：1.调查研究学生的兴趣类型、活动方式和手段。2.确定学生的现有发展基础和差异。3.为学生提供反馈资料。4.安排学生参加英语课外活动。5.总结和反思教学活动。
学英语的最佳年龄是多大？
有人认为孩子越早接触英语越好，因为英语和语文一样都是语言类的学习。对于语言类的学习越早越好，他们那时候的语言接受能力最强，对语言异常敏感。从生理系统上说，他们的语言接收系统呈开放状态。
还有人认为12岁以后学英语最佳，那时的他们已掌握语言学习的一般技巧，他们会知道怎么对学好一门语言是比较好的，他们接受老师所教学的能力也在增强。
文献综述：自2001年教育部正式启动新一轮基础教育课程改革以来，以学生发展为本的观念，以自主、合作、探究为主的学习方式，逐渐深入人心。基础教育课程改革带动了教育观念、课程理念、课程结构、课程管理、教学方法、学习方式的巨大变革。课程标准的逐步改革，使得想要成为一个有着独特思想的老师的我们，可以从以下方面入手：1.要面向全体学生。2.要创设自主、合作、探究的学习方式。3.要创设以人为本的情境教学。4.要培养学生的综合能力。5.有灵活有效的任务型教学。6.要有多样化的教学评价方式。
无论是作为老师还是学生，课程标准都是我们开展教学活动和进行课程学习的重要工具和指标。已学到和未开始的都是现在的我们要掌握的，已学到的是前辈们的不懈努力给予的，他们告诉我们课程标准的发展就像一部历史，里面的可挖掘宝藏有很多。我们在英语教育事业的领域里带着课程标准一路成长。未开始的就是我们的责任和任务了，未来教育事业的路还很长很长，问题和考验也会接踵而来，英语课程标准就会成为我们的武器，实践会验证我们的努力。我们的努力也随时在促进着课程标准的发展与进步。

《上海宣言》提出倡议，将10月31日上海世博会闭幕之日定为世界城市日，让上海世博会的理念与实践得以永续，激励人类为城市创新与和谐发展而不懈追求与奋斗！
据介绍，《上海宣言》是一份意愿性宣言，它是对世博会展览展示、文化活动和系列论坛思想成果的总结。在宣言初稿形成后，主办方充分听取和吸收了各参展方的建议，并对内容进行了适当调整。温家宝：一日观世博，胜读十年书

闭园日30万游客入园
上海世博会的最后一天，各个入口处依然滚动着“欢迎您参观2010年上海世博会”的大红字符，留给世界一个“曲终人难散”的美妙意境。数十万名游客仍久久地沉浸在世博园的欢乐海洋里，各场馆歌舞升平，众游客意犹未尽。
截至10月31日12点，石油馆排队12小时；截至15点，通用汽车馆排队7小时；截至17点，当日入园游客29.36万人，入园游客总数7307.38万人。在世博大道上，昨天照常巡游，所不同的是，在巡游车的车尾，贴着醒目标语：“记住世博，留恋上海，感谢世界，难说再见”。

“参加规模之最”——中国的盛情诚邀得到了国际社会积极响应，最终有189个国家、57个国际组织参展，轻而易举打破2000年德国汉诺威世博会保持的177个国家和国际组织参展的纪录，改写了历届世博会国际参展方数量的历史。
“参观游客之最”——184天的展期吸引海内外超7000万人次参观，刷新了大阪世博会累计入园6421.8770万人次的世界纪录，上海世博会成为历史上参观人数最多的一届世博会，将以最广泛的国际参与度载入世博会史册。

2010世博会的核心是创新和互动。创新是灵魂，而文化交流也是世博会的一项重要任务。在新纪元，2010世博会将致力于以人为本的发展，科技创新，文化差异以及双赢的未来合作，因此在新世纪高度的创新和互动将会是组成这一主旋律的重要音符。
