Thank you.Well, we’re all getting a little emotional and sentimental around here –(laughter)– with about a little over a week to go in my tenure. And I am so pleased to welcome all of you here.I see many, many familiar faces and some good friends in this audience.

And I particularly want to thank Assistant Secretary Kurt Campbell for driving not only this program, but so much that we have accomplished in the last four years to deepen and strengthen our relationship with China and others in the region, but particularly with China, as it is such a consequential relationship, one that we believe so strongly in.Ambassador Zhang, once again, welcome to the State Department.Because it is, for us, a way of making clear that our relations, government-to-government, are obviously essential. But it is those people-to-people ties that are going to determine the quality of the relationship for the future.

Our engagement with China today deals with a wide range of the most pressing challenges and the most exciting opportunities. And when we began looking at ways to make our exchanges with China more productive, we of course ramped up our diplomatic engagement. We took delegations of investors and entrepreneurs to China. We institutionalized the Strategic and Economic Dialogue. We are very clear that what we’ve tried to build, an architecture that will stand the test of time regardless of what is going on in either of our countries, has been an essential effort.

And in 2010, we launched the 100,000 Strong Initiative. And as Kurt said, this is aimed at increasing the number of American students studying in China to 100,000 over four years. We focused on student exchanges because we believe that the future is very clearly in the hands of the young people of both of our countries. And the more we can foster exchanges and understanding, mutual trust, the better off not only the relationship will be, but each of our countries individually. We have to have far more than conversations with diplomats or journalists or leaders or businesspeople. There’s nothing more important than trying to build a structure of exchanges between us when it comes to students and other young people.2010年,我们发起了“10万人留学中国计划”。

Now, we’ve made tremendous progress since 2010.We’ve already expanded study abroad programs. We’ve supported scholarship funds to help American students from underserved communities study in China. We’ve worked with EducationUSA to provide tools and resources for Chinese students seeking to study here. And the number of students coming between our two countries continues to grow. But we still have a lot of room for improvement.

So I’m happy today that we’re launching a permanent, independent nonprofit organization focused not only on our goal of 100,000 American students in China by 2014, but on continuing to strengthen the student exchanges for years to come. And I’m so grateful to all of our State Department partners who are here today who have helped put the 100,000 Strong Foundation together.

As I think back on the four years that I’ve been privileged to serve as Secretary of State, there are moments that just jump out of my memory bank. And one of them is when I finally got to our pavilion at the Shanghai Expo, which, as a number of you know, I am very proud to be called the mother of whenever I go to China because of the circumstances in which it was birthed.(Laughter.)But when I did get there for this magnificent expo that had been built up with pavilions from around the world and a magnificent Chinese pavilion, I was thrilled that the main attraction of our USA Pavilion were American students who had been studying Chinese, who were our designated hosts and greeters.

And I had the best time watching long lines of Chinese citizens who were coming to see our pavilion like they had been coming to see all of the pavilions looking surprised when some little African American girl would come up and start talking to them in Chinese, or some big tall Hispanic youngster would give them directions about how to go through the pavilion, or some other child – child;I’m so old, they’re all children –(laughter)– but some other student would come up and say something similar. And it was wonderful to watch the interchange. And I talked to some of the students.“Where were you from?” “Oh, from LA.” “Where are you from?” “Oh, from New York City.” And so many of these young people were first-generation college students in America who had just become taken with China, and so they were studying Chinese and now they were there as official representatives of the United States Government.

I say that because that’s what we want to see more of.We want to see Chinese youngsters here, American youngsters in China, and we want to see them breaking down the barriers that exist between any peoples from different cultures and experiences and histories and backgrounds. And I think that will happen because in ways that were unimaginable just a few years ago, young people in both China and the United States are global citizens. They are communicating with new tools of technology that were not even dreamt of a decade ago.And so they are already building cyber or Internet relationships, and we want to give them a chance to form the real deal – getting to know each other, getting to understand each other.

So I’m thrilled that we’re announcing this foundation.I thank everyone here at the State Department and all of our partners who are making this possible. And I’m also very excited because this is a perfect example of a public-private partnership, and nobody does it better than the United States. We really are good at this because we have a long tradition of understanding that we have to have both government action and government involvement, but where most of life takes place in our country is not there;it’s outside of government. It’s in these other institutions – colleges and universities, foundations and philanthropies, individual efforts of all kind.So we are deeply grateful that you have understood our vision for 100,000 Strong and are making it a reality.

And with that, let me turn it back to Assistant Secretary Campbell.Thank you all.(Applause.)

Remarks at the Opening Session of the U.S.-China Strategic and Economic Dialogue

by U.S.Secretary of State Hillary Rodham Clinton

May 9, 2011

Sidney R.Yates Auditorium

Department of the Interior

Washington, D.C.

Good morning. It is such an honor to host Vice Premier Wang, State Councilor Dai, and the entire Chinese delegation on behalf of Secretary Geithner and myself.I am very pleased that we are joined by so many officials and experts from throughout both the United States Government and the Government of China, and we are delighted that we will shortly be joined by Vice President Biden, and I know President Obama is looking forward to meeting with the leadership of our two governmental teams later today.

The Strategic and Economic Dialogue is the premier forum in a bilateral relationship that is as important and complex as any in the world.Since we first gathered in Washington back in 2009, the depth and breadth of our discussions and the participation across our two governments have grown significantly.

Now more than ever, with two years of Dialogues behind us, success depends on our ability to translate good words into concrete actions on the issues that matter most to our people. So as we begin this third round, we will keep that goal in clear focus.

Our work really begins with our commitment to better understanding one another, to building trust between each other, and to working to avoid misunderstanding and miscalculation. We all know that fears and misperceptions linger on both sides of the Pacific.I will be very open about that. Some in our country see China’s progress as a threat to the United States. Some in China worry that America seeks to constrain China’s growth. We reject both those views. We both have much more to gain from cooperation than from conflict. The fact is that a thriving America is good for China and a thriving China is good for America. But to work together, we need to be able to understand each other’s intentions and interests. And we must demystify long-term plans and aspirations.

We are also working to build greater understanding and trust between our citizens and to foster stronger ties between our students, our businesses, and our communities, expanding on the consultations that were held here in Washington last month.

China and the United States face a wide range of common regional and global challenges. How our two countries work together to meet those challenges will help define the trajectory, not only of our relationship going forward, but the future peace, prosperity, and progress of the world.Whether it’s the global financial crisis, or the upheaval in the Middle East, recent history has underscored the link between our economies and global security and stability. And that intersection is at the heart of our dialogue. So we will be discussing the need to work together to rebalance the global economy and assure strong, sustained future growth.

There are some very important international security issues we will be discussing. As permanent members of the United Nations Security Council, the United States and China came together to enact tough sanctions on Iran, and now we are working to implement them. Our two countries share a vital interest in maintaining peace and stability on the Korean Peninsula, and that includes the complete denuclearization of the peninsula. So we continue to urge North Korea to take concrete actions to improve relations with South Korea and to refrain from further provocations, and we want to see North Korea take irreversible steps to fulfill its international obligations toward denuclearization.

Now, like any two great nations – in fact, I would argue like any two people – we have our differences. And like friends, we discuss those differences honestly and forthrightly. We will be continuing the discussion of the recent U.S.-China Human Rights Dialogue just held in Beijing. We have made very clear, publicly and privately, our concern about human rights. We worry about the impact on our domestic politics and on the politics and the stability in China and the region. And we know over the long arch of history that societies that work toward respecting human rights are going to be more prosperous, stable, and successful. That has certainly been proven time and time again, but most particularly in the last months.

So this dialogue offers us a forum to have these candid discussions while continuing to focus on where we are going to cooperate effectively. As my friend State Councilor Dai knows, I am fond

of finding Chinese sayings and proverbs, and I used one that has, for me, been the real inspiration for our participation back in 2009, that China and the United States are like people in the same boat, and we have to row in the same direction to get anywhere.Well, there’s also wise Chinese expression that says, “When confronted by mountains, one finds a way through. When blocked by a river, one finds a way to bridge to the other side.”Well, we are here to keep building those bridges, and we are not doing this alone. We are part of a web of institutions and relationships across the Asia Pacific and the world.

The United States is practicing what we call forward deployed diplomacy. We’re expanding our presence in people, programs, and high-level engagement. We’ve renewed our bonds with our allies. We broaden our involvement with multilateral institutions. And the first time ever this year, President Obama will participate in the East Asia Summit. So we have a lot of work ahead of us, both bilaterally and regionally and globally, and we have a lot to cover in a short time.

So again, I am delighted to welcome all of you here to express my confidence in this relationship and in the importance of this dialogue.

Internet

We need to understand there is no one formula for how women should lead our lifes. That is why we must respect the choices that each women makes for herself and her family.Every woman desevers the chance to realise her own God-given potential. But we must recognize that women will never gain full dignity until their human rights are respected and protected.

Women also have a crucial role to play in establishing peace worldwide. In regions torn apart by war, it is often the women who find ways to reach across differences and discover common ground as mothers, caretakers, and grassroots advocates. When women are afforded their basic rights, they flourish. And so do their children, families, communities, and nations.

The status of the world's women is not only a matter of morality and justice. It is also a political, economic, and social imperative.Put simply, the world cannot make lasting progress if women and girls in the 21st century are denied their rights and left behind.

And as the United Nations strives to better support the world's women, it would benefit from having more women in more of its leadership positions.Just as there are talented women working unnoticed in every corner of the world, there are women with great talent and experience whose potential leadership is still largely untapped, and they deserve the chance to serve and lead.

U.S.Secretary of State Bill Clinton speech, 2010 March Eighth International Women's Day

March 8th is International Women’s Day—a day to reflect on the progress the world has made in advancing women’s rights, and to recognize what work remains to be done.

This year marks an anniversary very close to my heart.Fifteen years ago, along with women and men from around the world I attended the United Nations Fourth World Conference on Women in Beijing. The message from that conference rang loudly and clearly, and still echoes across cultures and continents: Human rights are women’s rights, and women’s rights are human rights.

One hundred and eighty-nine countries represented at Beijing adopted a Platform for Action that pledged to increase women’s access to education, healthcare, jobs, and credit, and to protect their right to live free from violence. We have made great progress, but there is a long way to go.Women are still the majority of the world’s poor, unhealthy, underfed, and uneducated. They rarely cause violent conflicts but too often bear their consequences.Women are absent from negotiations about

peace and security to end those conflicts.Their voices simply are not being heard.

Today, the United States is making women a cornerstone of foreign policy because we think it’s the right thing to do, but we also believe it’s the smart thing to do as well.Investing in the potential of the world’s women and girls is one of the surest ways to achieve global economic progress, political stability, and greater prosperity for women — and men — the world over.

So on this International Women’s Day, let us rededicate ourselves to advancing and protecting the rights of women and girls, and to join together to ensure that no one is left behind in the 21st century.
