从此,我走上了一条快乐的运输之路。每次运输,都有人和我联系,有的是货主直接和我联系,说是在中国发货网上看了我的信息,而且诚信度很好,值得合作。希望越来越多的货主和我联系。
我是河南濮阳的一位车主,拥有一辆自己的运输车(6.8米的高栏,载重8——12吨),常跑的路线是濮阳、洛阳、郑州等地。对我来说,运输不仅是我养家的手段,更是我热爱的工作。我喜欢车子在路上飞驰的感觉;也喜欢当货物安全送达时,顾客面上的笑容;更喜欢拿到运输费时的喜悦,有一种说不出的满足感,那是自己辛辛苦苦赚来的„„
但是,有苦也有甜。有的时候是把货物运送到了目的地,可是回程却没有找到合适的货源,那我们就只有选择等待或者空车回程。这两种都是赔本的事,等待期间的花费也是一笔很大的开销,空车回程就更提不上有钱赚,有的时候回程跑空车的话,那前面所赚的钱,等于是白赚。另一种情况是一直没有货源,在信息部的消息上,找不到合适的,自己就像是无头苍蝇一样,在众多的信息中迷茫、彷徨。

旅游信息管理网站的总体目标是:在计算机网络,数据库和先进的开发平台上,利用现有的软件,配置一定的硬件,分析和设计一个具有开放体系结构的、易扩充的、易维护的、具有良好人机交互界面的旅游信息管理网站,为决策者和管理者提供充足的信息、快捷的查询和有效的管理方式,减少不必要的损失和浪费,提高旅游信息管理的效率。

伴随着人们生活水平的提高,外出旅游的人越来越多,各地旅游资源越来越丰富,目前的旅游管理系统已满足不了人们对旅游资源日益扩大的需求,这就需要旅游管理系统不断创新,不断优化。如今信息产业的进步,旅游信息管理是旅游公司日常管理中的一项重要工作,设计一个好的系统将直接影响到旅游公司日常工作的管理和分配。旅游信息管理系统主要完成人员基本信息的管理,景点的管理和查询,客房查询和管理,预订信息的管理及查询,用户的信息统计,以及后台的管理。因此,只有加强对旅游信息资源的整合,规范化、系统化管理,才能使旅游行业运行更加合理、高效地运转,并且随着互联网云时代和电子商务时代的来临,B/S模式的网络旅游管理已成为创新改革的不二之选。
本文介绍是以MyEclipse为主要开发工具结合Struts2,Hibernate,Spring 框架制作完成的旅游信息网站管理系统。网站采用的是Microsoft SQL Server 2005数据库。通过网站开发应用技术的介绍、系统的分析、数据库的设计、网站的具体实现和系统测试这五章,详细阐述了旅游信息网站系统的开发过程。

Abstract
With the improvement of people's living standard, more and more people travel, tourism resources around more and more rich, tourism management system at present has been unable to meet the demand for tourism resources growing, which requires the tourism management system innovation, continuous optimization.Now the progress of the information industry, tourism information management is an important work in the daily management of tourism company, the design of a good system will directly affect the allocation and management of day-to-day work of the travel company.The tourism information management system mainly completes the management of basic information, query and management of scenic spots, room information and management, booking information management and query, statistical information of users, and the management of the background.Therefore, only to strengthen the integration of tourism information resources, standardization, system management, to make the tourism industry more rational, efficient operation, and with the Internet cloud era and the advent of the era of e-commerce, network tourism management based on B/S mode has become the innovation and reform of choice.In this paper is based on the MyEclipse as the main development tool with Struts2, Hibernate, tourism information web site management system Spring framework completed.The site uses Microsoft SQL Server 2005 database.Through the website development and application of technology introduction, system analysis, database design, the website concrete realization and system test in the five chapter, elaborated the development process of the tour information website system.Keywords:tourism,information,management system, JSP 3 目 录

西省煤炭工业厅关于做好煤矿生产安全事故应急预案编制修订等项工作的通知
各市煤炭工业局、各国有煤炭集团公司、山西正华实业集团公司:
2013年10月25日,国务院办公厅印发了《突发事件应急预案管理办法》(以下简称《办法》)。《生产经营单位生产安全事故应急预案编制导则》(GB/T29639-2013,以下简称《导则》)经2013年第10号国家标准公告,已于2013年10月1日起实施。为进一步增强煤矿生产安全事故应急预案的针对性、实用性和可操作性,有效应对煤矿生产安全事故,现将有关事项明确如下:
一、认真抓好《办法》和《导则》的学习培训和建设试点工作
近年来,各级煤炭管理部门和煤矿企业按照有关规章、标准积极推进应急预案编制工作,基本形成“横向到边、纵向到底”的预案体系,并在加强应急准备和有效应对煤矿事故灾难发挥了重要作用。但同时也存在着针对性、实用性、可操作性、衔接性不强和培训、演练不够到位等问题。为此,《办法》和《导则》进一步明确了应急预案的概念、规范了应急预案的分类及功能定位、内容要求和编制、评审、备案、发布程序等。《办法》还明确了应急预案的管理原则、应急演练、评估修订、培训宣传等有关事项,建立了应急预案的持续改进机制,强化了应急预案管理的组织保障。这些将对指导各级煤炭管理部门和煤矿企业做好生产安全事故应急预案编制工作,解决应急预案存在的问题,提高应急预案的编制质量起到重要推动作用。各市级煤炭管理部门和各国有煤炭集团公司(包括晋能集团公司、山西煤炭进出口集团公司、山西正华实业集团公司和中央在晋的煤炭集团公司,下同)要开展相关宣传和培训,认真组织学习贯彻《办法》和《导则》,深刻剖析并汲取吉林八宝煤业、四川杉木树煤矿和中石化黄岛输油管线泄漏引发爆燃等事故应急处置不力的教训,深入研究分析本领域、本部门、本企业应急预案编制和实施过程中存在的问题,从而为进一步保障应急预案编制和修订质量打下坚实基础。同煤、山西焦煤、阳煤、潞安、晋煤集团公司要按照实用管用和卡片化的要求,组织开展应急预案简明化标准化研究试点,推动煤矿企业各级各类应急预案编制工作。同时,通过编制范本,加强辅导,指导煤矿企业编制区队、班组和重点岗位现场应急处置要领,提高应急预案的实用性和可操作性。各市煤炭工业局根据所监管煤矿企业应急预案编制工作实际,也应开展相关工作。省煤炭厅将及时总结和推广应急预案编制过程中好做法、好范例,积极推进全省煤矿企业应急预案体系建设工作。
二、积极组织修订完善各级应急预案
各级煤炭管理部门和煤矿企业要对以往编制的应急预案进行一次盘点疏理,按照《办法》和《导则》规定的新要求、新标准,紧密结合本领域、本部门、本企业实际,认真组织重新修订应急预案。要成立以单位主要负责人(或分管负责人)为组长,吸收预案涉及主要部门和单位业务相关人员、有关专家及有现场处置经验的人员参加的预案编制工作小组;深入开展风险评估和应急资源调查,为编制应急预案提供依据,确保应急响应时资源调度有效有序;认真贯彻《突发事件应对法》、《山西省突发事件应对条例》、《国务院安委会关于进一步加强生产安全事故应急处置工作的通知》(安委〔2013〕8号)以及有关监测预警、信息报告及发布、应急响应、指挥协调、应急救援、现场管控、应急保障、善后处置等应急处置各项制度规定和应急预案管理规定,并将其作为部门和企业应急预案编制修订的重要依据。
市县级煤炭管理部门要根据本级人民政府应急预案编制规划及目录,编制修订专项或部门应急预案。预案要侧重明确组织指挥机制、风险评估、监测预警、信息报告、应急处置措施、队伍物资保障及调动程序等内容,重点规范市县级层面应对行动,充分体现应急处置的主体职能。
各级煤矿企业应根据本单位组织管理体系、生产规模、危险源的性质以及可能发生的突发事件类型编制修订综合应急预案和各类专项应急预案。各国有煤炭集团公司还应编制修订针对重要基础设施、生命线工程等重要目标物保护和重大活动保障、应急资源保障等重要专项工作而制定的专项应急预案。基层煤矿企业还应建立健全现场处置方案,将应急处置措施细化、分解、落实到每个具体岗位,提高第一时间应对事故灾难水平。编制修订时要以《导则》为基础,并结合本单位特点,可对《导则》中的部分内容进行适当调整,从而保证应急预案的针对性、实用性和可操作性。
各级煤炭管理部门和煤矿企业可结合本领域、本部门和本企业实际情况,编制应急预案操作手册,内容一般包括风险隐患分析、处置工作程序、响应措施、应急队伍和装备物资情况,以及相关单位联络人员和电话等。
各级各类应急预案要注重系统性,应当广泛听取有关部门、单位和专家的意见,与相关预案作好衔接;要准确把握应急预案的涵义,避免编成能力建设的实施方案;不得生搬硬套,禁止将应急预案全权委托其他单位或个人进行编制修订。
三、严格落实应急预案评审备案有关规定
应急预案编制修订完成后应当组织评审,评审内容主要包括预案是否符合有关法律、法规、规章和标准以及有关部门和上级单位规范性文件要求,是否注重系统性并与有关应急预案进行了衔接,各方面意见是否一致,是否针对本地区、本单位重大危险源评估和应急资源实际,关键要素和主体内容是否完备,组织体系、责任分工是否合理明确,应急响应级别设计是否合理,应急响应程序、应对措施是否具体简明、管用可行。为保证各级应急预案衔接并符合事故应急处置实际,依据《生产安全事故应急预案管理办法》,按照分级管理的原则,基层煤矿企业的应急预案评审按照属地监管或隶属关系应当邀请属地市县级煤炭管理部门和各国有煤炭集团公司派员参加,各国有煤炭集团公司的应急预案评审应当邀请省级煤炭管理部门派员参加,参加应急预案评审的人员还应包括有关安全生产及应急管理的专家。应急预案经过评审后及时签发、公布。
各级应急预案应在印发后的20个工作日内依照有关规定进行备案。市级煤炭管理部门和各国有煤炭集团公司应急预案报省煤炭工业厅备案,其所属(辖)煤矿企业应急预案报市、县煤炭管理部门和国有煤炭集团公司备案。备案时应提交应急预案备案申请表,评审人员及专家的姓名、职务(或职级、职称),应急预案评审意见和结论,应急预案和预案操作手册文本及电子文档,风险评估和应急资源调查报告。
四、深入开展应急预案培训、宣传、演练和评估工作
各级煤炭管理部门和煤矿企业应当制定应急预案的培训、宣传和演练计划,建立相关制度,通过编发培训材料、举办培训班、开展工作研讨等方式,对与应急预案实施密切相关的领导和管理人员及专业救援人员等组织开展应急预案培训;充分利用互联网、广播、电视、报刊等多种媒体,制作通俗易懂、好记管用的宣传普及材料,向公众广泛宣传应急预案和应急知识。各级煤炭管理部门和各国有煤炭集团公司根据实际情况采取实战演练、桌面推演等方式,有针对性地组织开展人员广泛参与、处置联动性强、形式多样、节约高效的应急演练。所属(辖)煤矿企业根据本企业的事故预防重点,定期开展专项应急预案演练,并突出区队、班组一线职工,经常开展岗位现场应急处置演练。演练过程中应当对演练的执行情况、预案的合理性与可操作性、指挥协调和应急联动情况、应急人员的处置情况、演练所用设备装备的适用性等方面组织评估,提出完善预案、应急准备、应急机制、应急措施等方面的意见和建议,并及时上报应急演练评估总结报告。应建立应急预案定期评估制度,分析评价预案内容的针对性、实用性和可操作性,实现应急预案的动态优化和科学规范管理。同时,要根据有关情形的变化,及时组织修订应急预案。
五、切实强化应急预案管理的组织保障
各级煤炭管理部门和煤矿企业要进一步提高对应急预案工作重要性的认识,将应急预案工作纳入重要议事日程,并列入目标管理计划。各级煤矿企业要指定专门机构和人员负责相关具体工作,将应急预案规划、编制、审批、发布、演练、修订、培训、宣传教育等工作所需经费纳入预算统筹安排。各级煤炭管理部门要认真落实“管行业必须管安全、管业务必须管安全”的要求,对本行业应急预案管理工作加强指导和监督,强化应急预案的约束力,将预案落实情况作为执法检查和责任追究的依据。
为促进应急预案工作的落实,省煤炭厅将重点加强对各市级煤炭管理部门和各国有煤炭集团公司应急预案编制修订、评审备案和培训演练等项工作的检查指导,并抽查所属(辖)煤矿企业预案落实情况。同时,将预案编制修订、备案、培训和演练工作作为安全生产工作目标责任制考核的重要内容。凡未到省煤炭厅进行备案的、未上报应急培训和演练评估报告的,不予考评或视情扣减相应分值,对预案相关工作不落实的,予以通报批评。
