1.情简单介绍德尔菲法的主要内容。答:(1)德尔菲法就是目前采用较多的对客流进行定性预测方法之一,它又称专家调查法。(2)在历史客流数据较少的情况下,借助预测者的专业只是和实际经验,并综合考虑多重影响因素对客流进行定性预测是有意义的。

(3)虽然参加定性预测的专家意见是一种主观判断,受到对问题认识差异的影响,但主观判断并不就是主观随意性,只要有相当数量对问题有研究的专家参加定性预测,尽管专家的预测结果不会完全一样,但会是围绕一个中心值波动,那么,这个中心值就是确定预测结果的客观基础。

(4)为了避免个人知识、经验和素质的局限性影响预测的精确度,德尔菲法选择一组专家作为征询意见的对象,同时为了防止互相影响而不能做到独立判断,专家的一件一般以匿名方式填写,调查的组织者将调查问卷寄给专家,征询他们的意见,在收到专家的意见后,将专家的意见进行归纳汇总形成新的调查问卷,然后对专家进行再征询,对经过归纳汇总的意见进行分析、判断和提出新的一件,经过这样多次反馈,当专家的意见逐步趋于一致,预测的结果也就基本形成了。
