新华网澳大利亚布里斯班11月15日电（记者陈贽 钱彤 孙浩）二十国集团领导人第九次峰会15日下午在澳大利亚布里斯班举行。国家主席习近平出席会议并发表题为《推动创新发展实现联动增长》的重要讲话，倡导做共促经济改革的发展伙伴，落实全面增长战略，推动世界经济从周期性复苏向可持续增长转变。习近平强调，中国将继续保持经济增长势头，为推动世界经济增长作出更大贡献。

本次峰会主题是经济增长、就业与抗风险。15日举行第一阶段会议。与会各成员领导人围绕世界经济形势、促进增长和就业等议题发言。澳大利亚总理阿博特主持会议。

习近平在讲话中指出，过去几年，世界经济逐步走出低谷，不断朝好的方向发展。同时，经济复苏之力并不强劲，金融市场还存在风险，国际贸易仍然在低位徘徊。我们当前的首要任务，就是协调宏观经济政策，共同破解发展难题，减少经济风险，实现经济繁荣、金融稳定、贸易发展、就业和民生改善。

习近平指出，不久前，亚太经合组织就推动亚太地区增长作出了规划。二十国集团也在作出努力，制定了全面增长战略。落实这一战略，重要的是发掘和培育持久增长的动力，形成各国发展创新、利益融合、增长联动的新局面。

习近平建议二十国集团从以下几方面作出努力。

第一，创新发展方式。各国要创新发展理念、政策、方式，特别是通过财税、金融、投资、竞争、贸易、就业等领域的结构改革，通过宏观经济政策和社会政策的结合，让创造财富的活力竞相迸发，让市场力量充分释放。我们要重视基础设施建设对经济的拉动效应。中方在主办亚太经合组织领导人非正式会议期间，将互联互通作为核心议题之一。中国支持二十国集团成立全球基础设施中心，支持世界银行成立全球基础设施基金，并将通过建设丝绸之路经济带、21世纪海上丝绸之路、亚洲基础设施投资银行、丝路基金等途径，为全球基础设施投资作出贡献。

第二，建设开放型世界经济。各国要维护多边贸易体制，构建互利共赢的全球价值链，培育全球大市场，反对贸易和投资保护主义，推动多哈回合谈判。

第三，完善全球经济治理。各国要致力于建设公平公正、包容有序的国际金融体系，提高新兴市场国家和发展中国家代表性和发言权，确保各国在国际经济合作中权利平等、机会平等、规则平等。

习近平强调，中国经济增长是世界经济增长的重要动力。根据国际组织测算，中国是二十国集团全面增长战略的最大贡献者之一。这样的贡献，源自中国自身稳增长、调结构、促改革、惠民生的政策措施。中国经济将继续保持强劲、可持续、平衡增长势头，每年增量相当于贡献了一个中等发达国家的经济规模。中国将为世界经济提供更多需求，创造更多市场机遇、投资机遇、增长机遇。

习近平宣布，中国将采纳国际货币基金组织数据公布特殊标准。

习近平最后指出，二十国集团成员要树立利益共同体和命运共同体意识，努力形成各国增长相互促进、相得益彰的合作共赢格局，让二十国集团真正成为世界经济的稳定器、全球增长的催化器、全球经济治理的推进器。

与会各成员领导人表示，当前世界经济复苏缓慢且不平衡，各经济体要齐心协力，推动世界经济强劲、可持续、平衡增长，创造更多就业。各国要着力进行经济结构调整，采取合理、稳定的财政货币政策，并加强宏观政策协调。各国要加大对基础设施建设投资，促进互联互通，克服经济增长瓶颈，有效应对地区动荡、埃博拉疫情等挑战，消除世界经济面临的风险。各成员领导人高度评价中国积极调整经济结构，转变经济发展方式，相信中国全面深化改革将推动中国经济持续健康发展，为世界经济发展作出更大贡献。

当天，习近平还出席二十国集团领导人峰会非正式讨论会，就经济改革议题发表讲话。习近平介绍了中国全面深化改革的目标和举措，强调中国经济进入了转方式调结构的机遇期、培育内生增长动力的机遇期，改善就业和民生的机遇期，中国经济进入新常态，增长动力充沛，发展前景光明。希望各国拿出敢破敢立的政治勇气，不断创新发展方式，做共促经济改革的发展伙伴。

在中国、美国、澳大利亚推动下，会议通过了《二十国集团领导人应对埃博拉疫情布里斯班声明》，赞赏各国作出的巨大贡献，呼吁加强国际合作，共同应对埃博拉疫情。

各区、县(市)人民政府，市政府各部门、各直属单位：

2016年二十国集团领导人峰会(以下简称G20杭州峰会)将于9月4日至5日在杭州召开。为确保与会各国代表团顺利抵达和离杭返程，尽量减少对全市交通和市民出行的影响，经国务院和省政府批准，现就G20杭州峰会期间调休放假的安排通知如下：

一、调休放假时间

9月1日至9月7日，共7天。其中：

2天为双休日：9月3日(星期六)、9月4日(星期日);

3天为调休：9月1日(星期四)上班调到8月28日(星期日)，9月6日(星期二)上班调到9月10日(星期六)，9月7日(星期三)上班调到9月11日(星期日);

2天为实际放假：9月2日(星期五)、9月5日(星期一)。

二、调休放假范围

杭州市9个城区：上城区、下城区、江干区、拱墅区、西湖区、滨江区、萧山区、余杭区、富阳区。

桐庐县、淳安县、建德市、临安市不实行调休放假。

三、调休放假对象

除保障G20杭州峰会和配套活动、城市运行等必要的工作岗位，以及承担峰会接待、维稳安保、医疗保障、新闻报道等任务的单位和人员外，在杭的中央部属、省级机关、事业单位和社会团体，杭州市及区(含下属乡镇、街道及基层组织)机关、事业单位和社会团体，驻杭机构等实行调休放假。市区企业和其他社会组织，可根据实际情况自行安排，原则上建议调休放假。

四、有关事项

在调休放假期间，有关部门和单位要认真做好应急值守、安全生产、安保维稳、市场供应等各项工作，确保社会生产生活正常进行。

G20有助中国与世界对接新常态

G20所提出的结构性改革，在很大程度上也体现出中国的意愿。这次G20杭州峰会的主题如包容和互联、创新等都体现了中国的诉求。但这并不是我们单独的需求，实际上这些诉求很多都是良性互动的，也会给其他国家带来机会。

中国虽然是世界上第二大经济大国，但还不能说是经济强国，如果未来中国在世界经济中从旁观者走向引领者，我们就有能力对世界发挥力量，但前提是我们自己得把自己做强了。所以我们需要从顶层设计入手，把供给侧结构性改革推进下去，不能像过去一样简单地靠需求拉动，因为这样产生的产能还是过剩的低端产能。

事实上，未来的世界经济充满变革。在第四次工业工业革命，也就是智能化革命中，我们中国也需要走上制高点。这种情况下，我们对G20提出的9大结构性改革也符合我们中国结构性改革的需求，即从要素驱动、资本驱动转向创新驱动，这恰恰是中国经济的新常态。换句话说，我们需要把中国的经济新常态和世界经济的新常态相对接，把我们的供给侧改革和其他国家的互联互通和产能合作连接起来，这样才能真正起到创新的作用。如果没有这些合作，那么我们也就是自拉自唱，效果有限。中国这些年并不是靠挤压其他国家的空间去谋求发展的，而很多国家实际上对中国抱有偏见。现在通过G20这样的一个平台，让各个国家把自己的意愿反映出来，找到利益的最大公约数，这样可能每一个国家最终得到的都不是原来设想的最大化的利益，但是至少比不合作要强。
