应李肇星外长邀请，法国外交部长布拉齐将于2月28日至3月1日对中国进行正式访问。

下面请大家提问。

问：三名美国参议员要求美国政府重新审议对华正常贸易关系待遇。他们称中国操纵人民币汇率、知识产权保护不力并对美设置贸易壁垒，导致美对华贸易逆差严重。中方对WANG FENG 2013-4-20 此有何评论？

答：中美互为重要的贸易伙伴，近年来中美经贸关系发展总体是良好的，给两国人民也带来了实在的利益。近年来，美对华出口增长迅速。据美方统计，美国对华出口年均增长21％。

中美贸易不平衡是客观存在的，但这与双方的统计方法不同有关。中方不追求长期大额贸易顺差，愿意进一步扩大进口美国商品，努力改善两国贸易不平衡状况。同时，我们希望美方在放宽对华高科技产品出口限制等方面采取积极行动。

保护知识产权是中国的国家战略。保护知识产权是中国扩大开放、改善投资环境和提高自主创新能力的需要。中国政府在保护知识产权方面态度是明确的，决心是坚定的，行动是积极的，成效也是有目共睹的。我们今后将继续健全有关法律体系，加大执法力度，严厉打击各种侵权行为，依法保护各国知识产权权利人在华合法权益。

问：中方如何评价中、印、俄三国外长昨天在新德里举行的三方会晤？

答：中国、印度和俄罗斯三国外长2月14日在新德里举行了会晤，对三边合作的重点领域进行积极探讨，并达成重要共识。

三国外长还就伊朗核问题、朝核问题、中东、伊拉克、阿富汗和上海合作组织、东亚合作以及其他国际和地区问题交换了意见。会晤后，三国外长发表了《中印俄外长会晤联合公报》。三国外长强调，中印俄三国合作的目的是促进国际和谐和相互理解，促进三国的发展以及地区和世界的和平、稳定与发展。三国的合作不针对其他任何国家。

问：中国对今天在法国召开的法非首脑会议有何评论？对与欧盟合作促进非洲发展持何立场？

问：中方对本次六方会谈的结果有何评价？朝鲜将暂时还是永久性关闭宁边核反应堆？

答：在各方的共同努力下，本次会议通过了共同文件，也确定了在未来60天各方落实共同声明的起步行动。这标志着六方会谈向前迈出了重要一步，半岛无核化的进程也进入了实质性阶段。我们希望各方切实履行各自承诺，把起步行动落到实处。中方愿与各方一道尽快启动相关工作，履行相应的义务。WANG FENG 2013-4-20

问：关于六方会谈，2013-4-20 会见，之后与麻生外相会谈。中方非常重视李肇星外长对日本的访问。这次访问目的是进一步推动中日关系的改善和发展，并为温家宝总理访问日本做准备。今年是中日邦交正常化35周年和中日文化体育交流年，中日关系发展面临重要契机。我们希望双方共同努力，维护和推动中日关系改善和发展的势头。

姜瑜：女士们，先生们，下午好！

现在我愿意回答各位的提问。

问：据报道，在苏丹被绑架的中国公民中有人已经遇害。请予以证实并介绍有关情况。

答：据目前苏方向中国驻苏丹使馆通报，10月27日，中国中石油公司在苏被绑架的9名工作人员中，4人遇害、4人获救、1人失踪。

我人员被绑架事件发生后，党中央、国务院高度重视，十分关注他们的安危，胡锦涛主席、温家宝总理作出重要批示，要求外交部全力营救我被绑人员。外交部等有关部门和中国驻苏使馆与苏方保持密切联系，多渠道开展工作，为解救我被绑人员做出了极大努力。

中国政府对我4名被绑人员不幸遇难表示沉痛哀悼，对其家属表示深切慰问。我们对绑匪惨无人道地杀害手无寸铁的中国公司人员的恐怖主义行径表示强烈愤慨和谴责。中国外交部已指示驻苏使馆和中石油赴苏联合工作组继续全力营救失踪人员，同时抓紧处理好有关善后事宜。

中方珍视中苏友谊与友好合作关系，要求苏方在确保我失踪人员安全的情况下继续全力开展营救，并严惩凶手，同时采取一切有力措施保护我在苏人员生命和财产安全。

问：请介绍遭受三聚氰胺污染鸡蛋的扩散范围。你是否担心三聚氰胺污染问题还会蔓延到其他食品？

答：关于这个具体问题，我建议你向主管部门提问。中国政府高度重视食品安全问题。如果发现有问题，可通过正常渠道向有关部门反映，我们愿意协助调查。如果调查确有问题，我想主管部门会要求有关企业召回相关产品。

问：我想对在苏丹被绑架人质的遇害表示哀悼。请介绍中方如何解救其他人以及如何防止类似事件再次发生。第二个问题，美军昨日袭击了叙利亚的一个民事目标，造成了8人死亡和几人受伤。中方如何看待这一对主权国家的侵略行径？

问：国际金融峰会下个月将在美国举行，请问中方对此次峰会有何期待？有些国家提出要改革国际金融体系，中方对此有何主张和建议？

答：中方已收到美方关于出席二十国集团领导人“金融市场和世界经济峰会”的邀请，将予以积极考虑。中方希望此次会议既能务实、高效地解决当前和今后的问题，又能体现平等、互利、共赢的全球发展伙伴关系，为稳定金融市场、促进世界经济发展作出积极贡献。

这次金融危机暴露了现行国际金融体系的弊端与不足。国际社会应着眼长远，在所有利益攸关方充分协商的基础上，对国际金融体系进行有效、全面的改革，推动建立公平、公正、包容、有序的国际金融体系，为世界经济保持稳定发展和繁荣提供有力保障。我们呼吁加强国际金融监管合作，推动国际金融组织改革，提高发展中国家在国际金融组织中的代表性和发言权。

问：我也对在苏丹被绑架的中国工人的遇害表示哀悼。据我所知，中国苏丹问题特使刘贵今正在苏丹，他此访的目的是什么？是否还留在那儿参与惨案的善后处理工作？

问：请介绍胡锦涛主席即将对古巴进行访问的情况。他将会见古巴哪些领导人？双方是否会签署合作协议？

答：关于胡锦涛主席出席亚太经合组织领导人非正式会议并顺访拉美一些国家，有关工作正在积极准备中，我们会适时发布消息。

问：上周，**表示他已放弃与中央政府谈判。据报道，本周中央政府将与**方面进行新一轮谈判。本轮谈判是否仍将如期举行？你对**的表态有何评论？

答：据我了解，中央政府与**方面接触磋商的具体事宜正在进一步沟通中，目前我没有进一步的细节可以公布。我需要指出的是，中央政府对**喇嘛的政策是一贯的、明确的，中央对与**方面接谈的态度也是认真的。我们希望通过接触使**方面进一步认清形势，真正拿出诚意和行动，在有生之年为西藏人民做点有益的事情。我们注意到**方面近期的一些说法。中国有句古话，“听其言，观其行”。如果**方面真的有意改善与中央政府的关系，他们就应该认真履行在7月北京接谈时做出的承诺。

问：能否介绍在苏丹遇害的几名中国工人的具体身份？这些工人为何会在双方仍在谈判期间遇害？

答：这几名工人是中石油公司员工，其他具体信息我还没有得到。他们是在苏丹方面进行营救的过程中被绑匪杀害的。

问：昨天，“绿色和平组织”、“世界自然基金会”等组织发表报告敦促中国政府针对煤炭能耗征收“碳排放税”以减少因燃烧煤炭对环境和公众健康所造成的严重影响，以及促进煤炭公平定价。中方对该报告作何反应？

答：我觉得这些组织不了解中国节能环保政策。中国高度重视清洁能源的开发与利用，并一直努力扩大清洁能源在能源结构中的比例。中国颁布了《可再生能源法》，鼓励发展风能、太阳能、水能、生物质能、地热能、海洋能等可再生能源。此外，中国政府也高度重视煤炭的清洁利用问题，采取了大量措施控制燃煤粉尘、二氧化硫、二氧化碳等的排放，取得了良好效果。我们认为，国际社会应大力加强节能技术研发和推广，推动能源综合利用，支持和促进各国提高能效。

问：你刚才表示中国将继续与苏丹开展友好合作，这是否意味着在被绑架中国工人遇难事件发生后中国公司不会停止在苏丹的各项业务？第二个问题，中方哪位领导人将出席11月中旬在美国举行的金融峰会？第三个问题，中国将以一种合法贸易的形式从南非购买象牙，你如何确保购入的象牙不会在别处被非法出售？

答：关于第一个问题，前面已回答了。中方有关公司将继续本着平等互利原则与苏方开展合作。中国政府一直非常重视和关心海外中国公民的安全问题。我们对近期发生的一些事件表示高度关注，采取了积极、迅速和有效的行动处理这些问题。我们要求有关国家采取切实有力的措施保证中国公民的生命和财产安全，同时我们也提醒海外中国公司和中国公民加强自身安全保护意识，确保平安。

关于第二个问题，中方正积极考虑参会事宜，在有关安排确定后发布消息。

关于你的第三个问题，中国政府在象牙贸易问题上的政策是清楚的。作为《濒危野生动植物物种国际贸易公约》的缔约方，中国政府一直认真履行公约义务，我们的努力也得到了国际社会的认可。今后我们将继续在坚持可持续发展以及遵守国际义务的前提下，进一步做好有关象牙贸易的工作。

问：根据日本方面的消息，朝鲜领导人金正日近日住院了。你是否有这方面的消息？

答：我没有听到这方面的消息。

问：中方事先是否对苏丹政府的救援计划知情？是否向其提出建议或提供后勤帮助？是否与反政府武装有过接触？

答：绑架事件发生后，中方通过多方面渠道全力开展营救，中国政府和苏丹政府为营救这些被绑架人员作了大量工作，付出了极大努力。

A: As for President Hu Jintao attending the APEC summit and visiting some Latin American countries, preparation is still under way and relevant information will be released in due course.Q: Last week, the Dalai Lama said that he has given up talks with the Central Government.It is reported that the Central Government will start a new round of talks with the Dalai Lama this week.Will it still held as scheduled? How do you comment on Dalai’s remarks?

A: So far as I know, the arrangement of the contact and consultation between the Central Government and Dalai’s representatives is still under negotiation.I do not have any further information to release.However, I must point out that the Central Government’s policy towards the Dalai Lama is consistent and clear.We are serious towards the contact and consultation.We hope that these contacts will help the Dalai Lama further recognize the current situation, display sincerity and take actions, so as to do something helpful for the Tibetan people in the rest of his life.We have also taken note of the recent remarks by Dalai side.As an old Chinese saying goes, actions speak louder than words.If the Dalai Lama and his representatives have the sincerity to improve the relationship with the Central Government, they should fulfill in real earnest the commitment they made at the previous meeting in Beijing this July.Q: Greenpeace and WWF released a report yesterday, urging the Chinese Government to introduce a “carbon tax” on coal in order to reduce the serious impact on environment and public health caused by burning coal, and to promote fair pricing of coal.What is China’s reaction to the report?

A: In my view, those organizations do not understand China’s policy on energy saving and environmental protection.The Chinese Government attaches great importance to the development and exploration of clean energy, and has been making great efforts to increase the share of clean energy in the energy mix.China has promulgated a renewable energy law and encouraged development of all sorts of renewable energy, including wind power, solar energy, water and hydro energy, biomass energy, thermal energy and sea energy.In addition, the Chinese Government also pay much attention to the clean use of coal, and has done a lot to control the emission of pollutants produced in burning coal, such as dust emission, sulfur dioxide and carbon dioxide, with positive progress been made so far.We believe that the international community should intensify investment in R&D and application of energy saving technologies so that countries can use energy in a comprehensive and efficient way.7 Q: Just now you said that China will continue its friendly cooperation with Sudan, does it mean Chinese companies will not withdraw their business in Sudan after the kidnapped Chinese workers being killed.My second question, which Chinese leaders will attend the world summit on financial crisis to be held in the US in November? The third question, China will buy ivory from South Africa through legal trade, how does China ensure those ivories will not be sold illegally to other countries?

A: I already made comments on your first question.Chinese companies will continue their cooperation with the Sudanese side based on the principle of equality and mutual benefit.The Chinese Government attaches great importance to the safety of overseas Chinese.We are highly concerned with the recent incident, and have actively taken rapid and effective actions to deal with those issues.We have asked relevant countries to take concrete measures to safeguard life and property of the overseas Chinese.At the same time, we also want to remind overseas Chinese companies and citizens to raise self protection awareness and take precautions.About your second question, we are giving it serious consideration.You will be briefed on the relevant arrangements when they are confirmed.About your third question, the Chinese Government’s policy on ivory trade is clear.As a contracting state of the Convention of International Trade in Endangered Species of Wild Fauna and Flora, the Chinese Government has been performing its obligations in real earnest.Our efforts are approved by the international community.In the future, we will continue to handle the ivory trade in light of sustainable development and our international obligations.Q: According to sources from Japan, DPRK leader Kim Jong Il is hospitalized recently.Do you have any information on this?

A: I haven’t been informed of such news.Q: Did you know about the rescue plan of the Sudanese Government beforehand? Did you provide any suggestions or logistical assistance? 张业遂副部长指出，中方坚持实现半岛无核化，坚持维护半岛和平稳定，坚持通过对话协商解决问题。中方积极评价朴槿惠总统提出的半岛信任进程，支持韩朝改善关系。各方应积极开展对话磋商，为早日重启六方会谈创造条件，共同努力维护半岛和平稳定，推动形势早日转圜。

问：第一，当前中国经济出现下滑态势而美国经济开始复苏，这将对中美元首会晤时的经贸议题和有关举措产生何种影响？第二，奥巴马总统可能在中美元首会晤中要求中方利用自身经济影响劝说朝鲜弃核，中方将作何回应？

答：关于第一个问题，当前中国正在进行深入的经济结构调整，我们的目标是促进经济又好又快增长，今年制定了切实可行的经济增长指标，目前经济总体运行情况良好。我们一直认为，美国经济的恢复不仅对美国，而且对世界经济也是有利的。我们愿与美方在应对当前国际社会面临的经济困难、推动世界经济复苏方面共同努力。

关于中美经贸合作，前不久，习近平主席在与奥巴马总统通电话时指出，中美之间应坚持平等对话，坦诚沟通，防止经贸问题政治化，使中美经贸关系互利共赢的基本格局越来越稳固，这有利于中美两国人民，也有利于世界经济的发展。

在此次中美元首会晤期间，双方将就涉及两国关系发展的重要问题进行深入的战略沟通，加强战略互信，我想有关经济问题也是其中重要的组成部分。

关于第二个问题，在朝鲜半岛问题上，中方坚持实现朝鲜半岛无核化，坚持维护朝鲜半岛和平稳定，坚持通过对话协商解决有关问题，这符合有关各方共同利益，也是有关各方共同责任。在当前形势下，各方应增进接触交流，推动局势转圜，为早日重启六方会谈创造条件，致力于实现半岛无核化和东北亚长治久安。

问：据报道，美国务卿克里将于6月13日至15日访问中东，与巴以双方讨论和谈进程。中方对此有何评论？在推动巴以和谈问题上有何进一步考虑？

答：当前，巴以复谈面临重要契机。中方支持国际社会有关各方进一步加大促和力度，推动巴以双方相向而行，尽早实现复谈。中方一直积极支持并推动中东和平进程，不久前先后接待巴以两国领导人访华，并提出关于解决巴勒斯坦问题的四点主张。中国中东问题特使目前正在埃及、约旦等地区国家访问。中方将一如既往地致力于劝和促谈，为推动巴勒斯坦问题早日得到全面、公正解决作出不懈努力。

问：据报道，日本内阁官房长官菅义伟日前反驳中方称，日中双方就钓鱼岛问题从来不存在搁置争议共识。中方对此有何评论？

答：中日邦交正常化谈判和缔结和平友好条约时，两国老一辈领导人从中日关系大局出发，就“把钓鱼岛问题放一放，留待以后解决”达成重要谅解和共识，这是历史事实。日方去年以来的所作所为背弃和破坏了上述谅解和共识，这是导致当前钓鱼岛局势紧张的根源。我们再次敦促日本政府正视历史，尊重事实，重视日本国内如前内阁官房长官野中广务等有识之士的呼声，即承认中日之间曾就搁置钓鱼岛争议达成共识，回到通过对话磋商管控和解决钓鱼岛问题的轨道上来。

问：中方对美国和日本拟于10日起在美加利福尼亚州举行夺岛联合军演有何看法？

答：我们希望有关方面以本地区的和平稳定为重，多做有利于增进政治安全互信、维护地区和平与稳定的事。

问：据报道，朝鲜最高领导人金正恩特使崔龙海近期访华后，目前似无迹象显示朝将弃核。你对此有何评论？

答：正如我刚才指出的，实现朝鲜半岛无核化、维护朝鲜半岛和平稳定、通过对话协商解决有关问题是大势所趋、人心所向，符合有关各方共同利益，也是各方应尽的责任。在当前形势下，我们呼吁有关各方多做有利于缓和局势的事情、有利于各方改善关系的事情、有利于早日重启六方会谈的事情。

六方会谈自2003年启动以来，尽管经历曲折，但历史和事实已经表明，六方会谈是维护朝鲜半岛和平稳定、推进朝鲜半岛无核化的重要机制，也是有关各方接触对话、改善关系的重要平台。我们希望有关各方信守9·19共同声明中所做承诺，切实落实声明中各项要求，共同致力于实现半岛无核化，实现东北亚地区的长治久安。中方将为此做出不懈努力。点评
