——在亚太经合组织工商领导人峰会上的演讲

尊敬的米仓弘昌主席,女士们,先生们,朋友们:
非常高兴同亚太工商界的朋友们相聚在美丽的港口城市横滨,围绕“亚太新兴市场国家”这一主题交换看法。
越来越多新兴市场国家快速发展,是21世纪国际政治经济发展中的突出现象。新兴市场国家顺应经济全球化深入发展和国际产业分工转移的趋势,根据本国国情,调整和完善经济发展战略,形成了各具特色的经济发展道路和发展模式。新兴市场国家发展动力强劲、发展可持续性强,逐渐成为世界经济增长的重要引擎。特别是在应对国际金融危机的过程中,新兴市场国家率先实现经济复苏并保持较快增长,为促进世界经济复苏发挥了重要作用,在国际舞台上的作用日益受到各方关注。
亚太地区聚集了诸多新兴市场国家,其发展和未来走向对亚太地区乃至世界具有重要影响。这次亚太经合组织工商领导人峰会以“亚太新兴市场国家”为主题展开讨论,具有重要现实意义。我愿借此机会谈几点看法。
第一,亚太新兴市场国家为世界发展作出重要贡献,将继续提供巨大发展机遇。亚太新兴市场国家快速发展,直接改变了许多国家和地区的落后面貌,改善了亿万人民生活,为缩小发展差距、减少贫困人口、实现联合国千年发展目标作出重要贡献。亚太新兴市场国家积极参与国际经贸合作,供应大量能源和原材料,为其他国家发展提供了充足资源;出口物美价廉的工业制成品,为各国提供了丰富多样的商品;进口大量商品和服务,为世界经济增长提供了市场和动力;吸纳巨额外资,为国际资本流动提供了重要目的地。亚太新兴市场国家将在资源、产品、市场、资本等方面为世界经济发展创造更多机遇。国际社会应该同亚太新兴市场国家一道努力,抓住机遇,挖掘潜力,促进各国共同发展繁荣。
第二,亚太新兴市场国家发展迅速,但仍面临诸多艰巨挑战。我们应该看到,虽然亚太新兴市场国家发展取得显著成就,但生产力总体水平不高,自主创新能力有待加强,长期形成的结构性矛盾和粗放型增长方式尚未根本改变。亚太新兴市场国家普遍面临着发展经济、改善民生的艰巨任务,面临着工业化、城镇化、现代化的崭新课题,面临着促进城乡、区域、经济社会协调发展的重大挑战,面临着健全制度体系、提升创新能力等紧迫问题。亚太新兴市场国家在实现全面发展方面仍有很长的路要走,还需要长期艰苦努力。国际社会应该用全面、客观、历史的眼光看待亚太新兴市场国家发展,在认可其发展成就的同时,全面看待和充分理解其面临的困难和挑战。
第三,亚太新兴市场国家积极应对全球性挑战,承担的国际责任应该与其发展阶段相适应。亚太新兴市场国家作为国际社会重要成员,积极和建设性参与国际合作,同各方一道应对国际金融危机、气候变化、能源资源安全、公共卫生安全、重大自然灾害等全球性挑战。亚太新兴市场国家积极参与南南合作,帮助其他发展中国家加快发展,为国际发展事业、促进各国共同发展作出贡献。同时,我们也应该看到,亚太新兴市场国家自身仍处于发展的初级阶段,其能力和资源等有限,要求他们承担超出能力和发展阶段的责任和义务,不但无助于国际合作和世界经济发展,反而将损害亚太新兴市场国家发展。国际社会应该鼓励亚太新兴市场国家立足自身国情、发展阶段和水平,承担力所能及的国际责任。
第四,国际社会应该完善国际经济金融体系,为亚太新兴市场国家同各国共同发展营造良好环境。现行国际经济金融体系对亚太新兴市场国家发展发挥了积极作用。同时,现行国际经济金融体系也需要改进和完善,以适应世界经济格局发展变化。国际社会应该通过合理的变革和调整,逐步完善国际经济金融体系,推进国际金融监管改革、国际金融机构改革、货币体系改革,建立公平、公正、包容、有序的国际金融新秩序。国际社会应该反对各种形式的保护主义,倡导和支持自由贸易,以对话和协商妥善处理贸易摩擦,推动世界贸易组织多哈回合谈判在锁定已有成果的基础上取得全面均衡的成果,尽早实现发展回合目标。国际社会应该在发展问题上采取更多实际行动,保障发展资源,完善发展机制,促进发展合作,确保如期实现联合国千年发展目标。
女士们、先生们!
经过改革开放30多年来的努力,中国经济实力不断增强,国内生产总值大幅提升,主要农产品和工业品产量居世界第一位,成为世界第一大货物出口国和第二大货物进口国,成为诸多新兴市场国家中的重要一员。同时,中国人口多、底子薄,城乡区域发展不平衡、资源环境约束强化、科技创新能力不强等问题突出。中国要实现现代化建设的目标还需要长期艰苦奋斗。中国面临的问题只有通过发展才能解决。前不久,我们制定了未来5年中国经济社会发展的蓝图。未来5年,我们将坚持把发展作为第一要务,坚持以科学发展为主题,以加快转变经济发展方式为主线,深化改革开放,保障和改善民生,重点加快调整国民收入分配结构、城乡结构、区域结构、产业结构,加快推进科技创新,加快建设社会保障体系,努力推动经济社会又好又快发展。
与此同时,中国将坚定不移走和平发展道路,坚持把自身发展与各国共同繁荣紧密结合起来,努力推动共同发展。我们将着重在以下方面作出努力。
(一)继续坚持开放的发展。坚持对外开放的基本国策、奉行互利共赢的开放战略、发展开放型经济,是中国经济持续快速发展的一条成功经验。中国将继续坚持开放的发展,不断拓展对外开放广度和深度,深化沿海开放、加快内地开放、提升沿边开放,以开放促改革,以开放促发展,以开放惠民生。中国将通过持续的招商引资、引进人才,为现代化建设提供必要资金、先进技术、宝贵管理经验、优秀人力资源。中国将继续致力于营造开放透明的法律环境、公平竞争的市场环境、稳定有序的经营环境,为各方投资创造良好条件。
(二)继续坚持共同发展。中国致力于以自身发展促进世界发展,同时在世界发展中寻求自身更好发展。中国将积极参与应对全球性挑战的国际合作,为世界经济增长而努力。中国将加大投入,继续通过南南合作框架向其他发展中国家提供力所能及的帮助,帮助其实现联合国千年发展目标、增强自主发展能力。中国将本着负责任的态度参与国际规则制订,推动世界经济形成更加合理的产业分工结构、更加均衡的金融贸易结构、更加科学的资源配置结构、更加公平的利益共享结构,推动世界经济持续协调发展。
(三)继续坚持内外平衡发展。中国将加快经济发展方式转变和经济结构调整,着力构建扩大内需特别是消费需求的长效机制。中国将通过促进居民收入和消费可持续增长、加快新农村建设、实施区域发展总体战略等措施进一步挖掘国内市场潜力,着力培育内需增长新动力。中国将坚持把促进国际收支平衡作为保持宏观经济稳定的重要任务,统筹利用国际国内两个市场、两种资源。中国将继续按照主动性、可控性、渐进性的原则,稳步推进人民币汇率形成机制改革。
(四)继续坚持可持续发展。中国将坚持实施节约资源和保护环境的基本国策,通过完善法规和标准,加强自然资源节约和管理,推动形成节约能源资源和保护生态环境的产业结构、增长方式、消费模式。中国将通过经济结构调整,大力发展循环经济和绿色经济,实现经济和生态协调发展。中国将通过科技创新,发展低碳技术、新能源和可再生能源技术,全面增强应对气候变化能力。中国将坚持共同但有区别的责任原则,同国际社会合作应对气候变化。
女士们、先生们!
中国和世界在经济全球化进程中已经形成利益交融的局面。中国越发展,给世界带来的机遇和作出的贡献就越大。中国巨大的市场容量、不断完善的基础设施、日臻完备的产业配套能力、公平竞争的市场环境正在吸引越来越多跨国企业到中国投资兴业,也为亚太工商界提供了更多商机。我们欢迎亚太工商界人士积极参与中国改革开放和现代化进程,共享中国繁荣进步带来的机遇和成果。中国愿同各方携手努力,共同规划和建设人类更加美好的明天!

Yokohama, 13 November 2010 Chairman Hiromasa Yonekura, Ladies and Gentlemen, Dear Friends, I am delighted to meet you, friends from the Asia-Pacific business community, in the beautiful port city of Yokohama and exchange views with you on the topic of “Emerging Markets in the Asia Pacific”.The rapid development of more and more emerging markets is a salient feature of the international political and economic landscape in the 21st century.In keeping with the trend toward economic globalization and industrial relocation, emerging markets have adjusted and improved economic development strategies in the light of their national circumstances and embraced economic development paths and models with distinctive features.With robust and sustained development, they have become an important engine driving world economic growth.In the fight against the international financial crisis, emerging markets were the first to achieve an economic rebound and fairly rapid growth and played an important part in promoting world economic recovery.Countries across the world are now paying greater attention to the role of the emerging markets on the international stage.There are many emerging markets in the Asia-Pacific region.Their development and their future will have a major impact not only on the Asia Pacific, but also the whole world.It is therefore highly relevant for this CEO summit to choose “Emerging Markets in the Asia Pacific” as the theme of discussion.I wish to take this opportunity to share with you the following observations.First, Asia-Pacific emerging markets have made important contribution to world development and will continue to offer enormous development opportunities.The rapid development of emerging markets in our region has changed the state of backwardness in many countries and regions and improved the lives of hundreds of millions of people.It has contributed significantly to the endeavor to narrow development gaps, reduce poverty and attain the UN Millennium Development Goals(MDGs).The Asia-Pacific emerging markets have actively engaged in international business cooperation.By supplying a huge amount of energy and raw materials, they have provided sufficient resources for the development of other countries.By exporting quality yet inexpensive manufactured products, they have offered a rich variety of goods to other markets.By importing goods and services on a large scale, they have provided market and dynamism for world economic growth.And by attracting vast foreign direct investment, they have made themselves major destinations for international capital flow.Looking ahead, emerging markets in the Asia Pacific will offer even more opportunities for world economic development in terms of resources, goods, market and capital.The international community should work with them to seize opportunities, tap the potential and promote the common development and prosperity of all countries.Second, Asia-Pacific emerging markets still face many daunting challenges despite their rapid development.We must recognize that although emerging markets in our region have scored remarkable achievements in development, the overall level of their productivity is not high and their ability for innovation is not strong.They are confronted with structural problems accumulated over the years and their extensive growth model is yet to be changed in a fundamental way.For them, developing the economy and improving people's livelihood remains an arduous task and achieving industrialization, urbanization and modernization is an unprecedented endeavor.They must meet the major challenge of ensuring coordinated development between urban and rural areas, among different regions and between the economic sector and the social sector.And they have a pressing need to improve their institutions and enhance their innovation capabilities.In short, they still have a long way to go before they can achieve comprehensive development and they must make sustained and strenuous efforts.The international community should view the development of Asia-Pacific emerging markets in a holistic and objective way and put it in a historical perspective.While acknowledging their development achievements, the international community must fully appreciate their difficulties and challenges.Third, Asia-Pacific emerging markets have actively responded to global challenges and the international responsibilities they undertake should be commensurate with their development stage.As important members of the international community, the Asia-Pacific emerging markets have taken an active and constructive part in international cooperation and worked with various parties to counter such global challenges as the international financial crisis, climate change, energy and resources security, public health security and serious natural disasters.They have been energetically engaged in South-South cooperation, helping other developing countries speed up development and contributing to the cause of international development and the common development of all countries.We must remember, however, that the Asia-Pacific emerging markets are still at the primary stage of development, and both their capabilities and resources are limited.To ask them to take on responsibilities and obligations beyond their capabilities and development stage will do no good to international cooperation and world economic development.It can only damage the development of Asia-Pacific emerging markets.The international community should encourage emerging markets in the Asia Pacific to assume international responsibilities on the basis of their capabilities, national circumstances and stage and level of development.Fourth, the international community should improve the international economic and financial systems and create an enabling environment for the common development of emerging markets and all other countries.The existing international economic and financial systems have played a positive role in the development of emerging markets in the Asia Pacific.But it is necessary to further improve them through appropriate reform and adjustment measures and adapt them to the changing economic situation.It is important to advance reform of international financial supervision and regulation, international financial institutions and the international monetary system with a view to establishing a fair, just, inclusive and well-managed new international financial order.The international community should oppose protectionism in all manifestations, call for and support free trade, and handle trade frictions through dialogue and consultations.It should work for comprehensive and balanced outcomes of the Doha Round negotiations on the basis of the existing achievements in order to realize the goals of the development round at an early date.The international community should take more concrete actions on development to secure resources, improve mechanisms, enhance cooperation, and ensure the attainment of the UN MDGs as scheduled.Ladies and Gentlemen, Over the past 30 years since reform and opening-up, China's economy has enjoyed continuous growth and its GDP has risen to a much higher level.China is now the biggest producer of major agricultural and industrial products and the largest exporter and second largest importer of goods.With these achievements, China has become one of the major emerging markets.At the same time, China, a country with a big population and weak economic foundation, is confronted with some formidable challenges, including development disparities between the urban and rural areas and among different regions, serious resources and environmental constraints and inadequate innovation capabilities.To achieve modernization, we must make persistent and strenuous efforts.And we can only overcome our difficulties through development.We have recently formulated the blueprint for China's economic and social development in the coming five years.We will continue to take development as our top priority, stick to the scientific approach to development, transform the economic development pattern at a faster pace, deepen reform and opening-up, and ensure and improve people's well-being.We will focus our effort on expediting the adjustment of income distribution structure, urban and rural development structure, regional development structure and industrial structure, promoting scientific and technological innovation, and strengthening the social security system.We will make every effort to achieve sound and rapid economic and social development.China will be firmly committed to the path of peaceful development.While pursuing our own development, we will bear in mind the need for shared prosperity of all nations and strive for common development.We will make great effort in the following areas: First, we will continue to pursue open development.To ensure sustained and fast economic growth, we must adhere to the basic policy of opening-up, pursue a win-win strategy of opening-up and develop an open economy.This is a conclusion we have drawn from our development.We will stay on the path of open development and further expand the breadth and depth of opening-up.We will deepen the level of opening-up in the coastal areas, accelerate opening-up in the inland areas and upgrade opening-up in the border areas.Through opening-up, we will push forward reform, spur development and improve people's well-being.We will continue to bring in investment and talent from overseas to support our modernization drive with the necessary capital, advanced technologies, valuable managerial expertise and outstanding human resources.We will continue to build an open and transparent legal environment, an enabling market environment for fair competition and a stable and orderly business environment so as to foster good conditions for investment by various parties.Second, we will continue to pursue common development.We are committed to promoting world development through our own development and achieving better development through world development.We will actively engage in international cooperation to meet global challenges and promote world economic growth.We will increase input and continue to provide assistance as our capacity permits to other developing countries within the framework of South-South cooperation and help them meet the UN MDGs and enhance their capacity for independent development.China will take part in international rule-making in a responsible way and work for a world economic structure that is more reasonable in the division of labor, more balanced in finance and trade, more rational in resources allocation and more equitable in interest-sharing.This will facilitate sustainable and balanced development of the world economy.Third, we will continue to pursue balanced growth of domestic and external demand.We will transform our economic development pattern and adjust the economic structure at a faster pace and make great effort to build a long-term mechanism that boosts domestic demand, particularly consumer demand.We will further tap the potential of our domestic market and nurture new sources of domestic demand.The measures we take in this regard include promoting sustainable increase in household income and spending, accelerating the development of the new countryside and implementing the overall strategy for regional development.We will seek a balanced BOP account, an important task in maintaining macroeconomic stability.We will continue to make good use of both domestic and international markets as well as domestic and international resources.We will continue to steadily move forward the reform of the RMB exchange rate regime in a self-initiated, controllable and gradual manner.Fourth, we will continue to pursue sustainable development.We will stick to the basic state policy of resource conservation and environmental protection.We will better conserve and manage natural resources through improved laws, regulations and standards and make our industrial structure, growth pattern and consumption model more effective in saving energy and resources and protecting the environment.We will vigorously develop circular and green economy through economic restructuring and pursue economic development and eco-conservation in a balanced way.We will develop low-carbon, new energy and renewable energy technologies through scientific and technological innovation and comprehensively enhance our capacity to tackle climate change.We will work with the rest of the international community to counter the climate challenge under the principle of common but differentiated responsibilities.Ladies and Gentlemen, Economic globalization has brought the interests of China and those of the world closely together.A more developed China will bring greater opportunities and make bigger contributions to the world.With its huge market, better infrastructure, stronger industrial support capacity and fair market environment, China has attracted more and more multinational companies to invest in the country and offered more and more opportunities to businesses in the Asia-Pacific region.We hope that the 本报美国檀香山11月12日电(记者吴绮敏、温宪、吴云)国家主席胡锦涛12日上午在美国夏威夷州首府檀香山出席亚太经合组织工商领导人峰会并发表主旨演讲(演讲全文见第二版)。胡锦涛指出,中国的发展是促进亚太地区和世界经济增长的重要力量,我们欢迎亚太工商界人士积极参与中国改革开放和现代化进程,共享中国经济发展带来的机遇和成果,共同创造亚太地区更加美好的未来。
当地时间9时20分许,胡锦涛在亚太经合组织工商领导人峰会组委会主席曼迪和副主席达克陪同下步入会场,全场热烈鼓掌。胡锦涛在主席台就座后,曼迪向与会者介绍胡锦涛并邀请胡锦涛发表主旨演讲。
在热烈的掌声中,胡锦涛发表题为《携手并进 共创未来》的主旨演讲。胡锦涛指出,本次峰会以“重新定义未来”为主题,有利于我们深刻认识世界和地区形势新变化新特点,准确把握未来一段时间世界经济和区域合作发展方向,探讨解决工商界关心的问题。
胡锦涛强调,当前形势下,我们必须坚定不移保增长、促稳定,尤其是要努力实现强劲增长,为亚太地区和世界经济发展增添动力。
第一,完善全球经济治理机制,建立更加平等、更加均衡的新型全球发展伙伴关系。新的全球经济治理机制应该反映世界经济格局变化,遵循相互尊重、集体决策原则,增加新兴市场国家和发展中国家的代表性和发言权。要促进发达国家和发展中国家相互理解、相互协调,共同推动世界经济平衡、包容、可持续、创新、安全增长。
第二,落实《亚太经合组织领导人增长战略》,实现绿色增长和创新增长。我们应该大力倡导绿色发展理念,尊重各成员根据其资源禀赋、发展阶段、能力水平等具体情况自主选择绿色增长道路。要加强环境技术传播和合作,帮助发展中成员发展环境产业。要加强科技创新领域国际合作,帮助各成员提高科技创新能力、实施科技创新和产业改造、推动科技成果产业化,推动世界经济发展更多依靠科技创新驱动。
第三,维护多边贸易体制,深化区域经济一体化。我们应该切实履行已经作出的承诺,坚决反对和共同抵制各种形式的保护主义,推动建立均衡、普惠、共赢的多边贸易体制。同时,要积极推动区域、次区域经济合作和自由贸易区建设。
第四,加强公共和私营部门合作,共同推动世界经济发展和经贸合作。政府部门应该更加重视工商界在经济发展中的作用,倾听工商界意见和建议,发挥工商界参与经济发展和区域合作的积极性和主动性。同时,充分利用亚太经合组织各层次各领域机制和平台,交流信息,拓展商机,深化合作,实现共赢。
胡锦涛指出,经过改革开放30多年的努力,中国经济实力不断增强,国内生产总值大幅提升,对外开放水平迈上新台阶。同时,中国发展中不平衡、不协调、不可持续问题依然突出。我们将坚持以科学发展为主题、以加快转变经济发展方式为主线,深化改革开放,着力保障和改善民生,促进经济长期平稳较快发展和社会和谐稳定,着重在几个方面作出努力。一是深化经济体制改革,改善商业投资环境,继续优化公共服务和管理,不断完善市场体系,为国内外投资者提供公平、稳定、透明的投资环境。二是大力发展绿色经济,提高生态文明水平,坚持绿色、低碳发展理念,以节能减排为重点,增强可持续发展和应对气候变化能力。三是加强知识产权保护,推进创新型国家建设,加大知识产权执法力度、司法保护力度,大力提高科技创新能力,努力实现从中国制造向中国创造的转变。四是提高对外开放水平,积极参与全球经济治理和区域合作,实行更加积极主动的开放战略,以开放促发展、促改革、促创新。
胡锦涛表示,中国的发展是促进亚太地区和世界经济增长的重要力量。中国经济结构转型加快,市场需求潜力巨大,资金供给充裕,科技和教育整体水平提升,基础设施日益完善,社会保障体系逐步健全,为亚太工商界在华投资兴业提供了难得机遇。我们欢迎亚太工商界人士积极参与中国改革开放和现代化进程,共享中国经济发展带来的机遇和成果。中方将同各方携手并进、真诚合作,共同创造亚太地区更加美好的未来。

尊敬的瓦尔达纳主席,女士们,先生们,朋友们:
今天,这里高朋满座、群英荟萃。有机会同亚太工商界的朋友们相聚在美丽的天堂之岛,我感到十分高兴。
这里不仅是举世闻名的旅游胜地,也是巴厘进程、巴厘路线图等的诞生地。这次亚太经合组织领导人非正式会议在巴厘岛举行,承载着亚太和世界的期待。
当前,世界经济复苏艰难曲折,亚太经济保持了良好发展势头,同时也面临着新的挑战。人们期待这次会议能为本地区乃至全球经济增长注入新的活力。
女士们、先生们、朋友们!
世界经济仍然处于深度调整期,既有复苏迹象,也面临基础不稳、动力不足、速度不均的问题。主要发达经济体的结构性问题远未解决,加强宏观经济政策协调的必要性突出。新兴市场经济体增速放缓,外部风险和挑战增加。世界贸易组织多哈回合谈判举步维艰,贸易和投资保护主义有新的表现。实现世界经济全面复苏和健康成长,将是一个长期而曲折的过程。
面对世界经济形势带来的新挑战,无论是发达经济体还是发展中经济体,都在努力寻求新的增长动力。
增长动力从哪里来?我的看法是,只能从改革中来,从调整中来,从创新中来。亚太一直是世界经济增长的重要引擎,在世界经济复苏缺乏动力的背景下,亚太经济体应该拿出敢为天下先的勇气,推动建立发展创新、增长联动、利益融合的开放型经济发展方式。只有这样,才能做到“山重水复疑无路,柳暗花明又一村”,使亚太经济在世界经济复苏中发挥引领作用。
中国正在进行着这样的努力。上半年,中国经济同比增长7.6%,较之以往8%以上的增速确实有所放缓。一些朋友对中国经济前景有些担心,有的人提出了一些问题:中国经济会不会“硬着陆”?中国经济能不能持续健康发展?中国将如何应对?中国经济形势会给亚太带来什么影响?对此,我愿谈几点看法。
首先,我要强调的是,综合分析各方面情况,我对中国经济发展前景充满信心。
第一,信心来自于中国经济增速处在合理区间和预期目标内。中国经济增速从以前的两位数增长到2011年的9.3%和2012年的7.8%,再到今年上半年的7.6%,总体上实现了平稳过渡。7.6%的增长,在世界主要经济体中名列前茅。中国经济基本面是好的,经济增长及其他主要经济指标保持在预期目标之内,一切都在预料之中,没有什么意外发生。
中国经济增速有所趋缓是中国主动调控的结果。因为,实现我们确定的到2020年国内生产总值和城乡居民人均收入比2010年翻一番的目标,只要7%的增速就够了。我们在提出中长期发展目标时就充分进行了测算。同时,我们认识到,为了从根本上解决中国经济长远发展问题,必须坚定推动结构改革,宁可将增长速度降下来一些。任何一项事业,都需要远近兼顾、深谋远虑,杀鸡取卵、竭泽而渔式的发展是不会长久的。
第二,信心来自于中国经济发展质量和效益稳步提升。今年上半年,中国经济发展的特点是总体平稳、稳中有进。“稳”是指经济增长处在合理区间,“进”是指经济发展方式转变步伐加快。中国经济发展正在从以往过于依赖投资和出口拉动向更多依靠国内需求特别是消费需求拉动转变。从上半年经济数据看,结构调整的拉动作用正在显现,内需拉动经济增长7.5个百分点,其中消费拉动3.4个百分点。我们不再简单以国内生产总值增长率论英雄,而是强调以提高经济增长质量和效益为立足点。事实证明,这一政策是负责任的,既是对中国自身负责,也是对世界负责。
第三,信心来自于中国经济的强劲内生动力。中国经济发展的内生动力正在不断增加,并将继续增强。持续进行的新型城镇化,将为数以亿计的中国人从农村走向城市、走向更高水平的生活创造新空间。中国教育水平不断提高,新一代劳动者成长为素质更高、视野更广、技能更强的现代化、专业化人才。中国大力实施创新驱动发展战略,推动科技和经济紧密结合,推动科技创新和新兴产业发展。中国不断拓展的内需和消费市场,将释放巨大需求和消费动力。中国坚持以人为本的理念,推动发展成果惠及更广泛地区、更广大民众。这些都将转化为推动中国经济发展的强劲内在动力。
第四,信心来自于亚太发展的良好前景。在亚太各经济体共同努力下,亚太地区资金、信息、人员流动已经达到很高水平,产业分工日渐清晰,亚太大市场初具轮廓。正在酝酿的新科技革命和产业革命将为亚太地区积聚优势。亚太各经济体抗风险能力大大增强,汇率机制更加灵活,外汇储备水平显著提高,各种多边和双边金融安排为应对复杂局面提供了机制保障。中国对亚太发展前景抱有信心。受益于亚太经济增长大环境,中国实现了自身发展,同时又以自身发展为亚太经济增长作出了贡献。我相信,这一互动势头会越来越强劲,为亚太地区发展创造更多机遇。
我对中国经济持续健康发展抱着坚定信心。同时,我们对需求下滑、产能过剩、地方债务、影子银行等问题和挑战保持着清醒认识,对外部环境可能带来的冲击高度关注,正在采取稳妥应对举措,防患于未然。

中国要前进,就要全面深化改革开放。面对人民群众新期待,我们必须坚定改革开放信心,以更大的政治勇气和智慧、更有力的措施和办法推进改革开放,进一步解放思想、解放和发展社会生产力、解放和增强社会创造活力。
中国正在制定全面深化改革的总体方案,总的是要统筹推进经济、政治、文化、社会、生态文明建设等领域的改革,努力破解发展过程中出现的难题,消除经济持续健康发展的体制机制障碍,通过改革为经济发展增添新动力。

中国将坚定维护地区和平稳定,为亚太共赢夯实基础。我在今年博鳌亚洲论坛等多个场合说过,和平犹如空气和阳光,受益而不觉,失之则难存。没有和平,发展就是无源之水、无本之木。家和万事兴,中国是亚太大家庭的一员,愿意同所有家庭成员和睦相处、守望相助,也希望亚太各方能珍惜来之不易的和平稳定局面,共同推动建设一个持久和平、共同繁荣的和谐亚太。
中国将大力促进地区发展繁荣,为亚太共赢拓展机遇。中国是亚太许多经济体的最大贸易伙伴、最大出口市场、主要投资来源地。2012年,中国对亚洲经济增长的贡献率已经超过50%。截至2012年底,中国累计批准外商投资企业76万多家,外商直接投资约1.3万亿美元。中国已经同20个国家和地区签署了12个自由贸易协定,正在谈判的有6个,其中大多数自由贸易伙伴是亚太经合组织成员。今后5年,中国进口商品将超过10万亿美元,对外投资将超过5000亿美元,出境旅游将超过4亿人次。随着中国国内需求特别是消费和投资需求扩大,将给国外投资者带来更多合作机会。
中国将致力于构建横跨太平洋两岸、惠及各方的地区合作框架。太平洋之所以广大,是因为它没有任何自然阻隔,我们不应该为它设定人为的阻隔。我们要发挥亚太经合组织引领和协调作用,秉持开放包容、互利共赢思想,加强宏观经济政策协调、促进区域自由贸易安排的协调,深化区域一体化进程,防止出现“意大利面碗”现象,推动在太平洋两岸构建更紧密伙伴关系,共谋亚太长远发展。

中国对本次亚太经合组织领导人非正式会议充满期待,希望同亚太伙伴们携手同心,共同创建引领世界、惠及各方、造福子孙的美好亚太。对此,我愿分享4点愿景。
第一,亚太地区应该谋求共同发展。亚太各经济体联系紧密、利益交融,要充分发挥各自优势,优化经济资源配臵,完善产业布局,建设利益共享的亚太价值链,培育普惠各方的亚太大市场。发达经济体应该为发展中经济体提供更多支持和帮助,后者也要迎头赶上。只有缩小发展差距,亚太才能水涨船高。
第二,亚太地区应该坚持开放发展。第二次世界大战结束后,全球有13个经济体实现25年多的高速增长,其共同特征就是采取开放政策。我们要顺应时代潮流,维护自由、开放、非歧视的多边贸易体制,反对各种形式的保护主义。我们要携手建设开放型经济和区域合作框架,以开放包容精神推进亚太自由贸易区建设。
第三,亚太地区应该推动创新发展。单纯依靠财政刺激政策和非常规货币政策的增长不可持续,建立在过度资源消耗和环境污染基础上的增长得不偿失。我们既要创新发展思路,也要创新发展手段。要打破旧的思维定式和条条框框,坚持绿色发展、循环发展、低碳发展。要不断提高创新能力,用创新培育新兴产业,用创新发掘增长动力,用创新提升核心竞争力。
第四,亚太地区应该寻求联动发展。亚太各经济体利益交融,命运与共,一荣俱荣,一损俱损。在这个动态平衡的链条中,每个经济体的发展都会对其他经济体产生连锁反应。我们要牢固树立亚太命运共同体意识,以自身发展带动他人发展,以协调联动最大限度发挥各自优势,传导正能量,形成各经济体良性互动、协调发展的格局。
当前,亚洲国家特别是新兴市场和发展中国家的基础设施建设融资需求巨大,特别是近来还面临经济下行风险增大和金融市场动荡等严峻挑战,有必要动员更多资金进行基础设施建设,以保持经济持续稳定增长,促进区域互联互通和经济一体化。为此,中国倡议筹建亚洲基础设施投资银行,愿向包括东盟国家在内的本地区发展中国家的基础设施建设提供资金支持。新的亚洲基础设施投资银行将与域内外现有多边开发银行一道,共同合作,相互补充,共同促进亚洲经济的持续稳定发展。
女士们、先生们、朋友们!
工商界是推动经济和贸易发展的主力军,也是推进亚太经合组织合作不可或缺的重要力量。中国高度重视工商界作用,愿意倾听工商界意见和建议,为工商界尤其是中小微企业深入便利参与经济发展和区域合作搭桥铺路。
今年8月,中国工商界成立了亚太经合组织中国工商理事会,为深入参与亚太经贸规则制定提供了机制保障,体现了中国工商界承担国际责任的积极态度。

这里不仅是举世闻名的旅游胜地,也是巴厘进程、巴厘路线图等的诞生地。这次亚太经合组织领导人非正式会议在巴厘岛举行,承载着亚太和世界的期待。
当前,世界经济复苏艰难曲折,亚太经济保持了良好发展势头,同时也面临着新的挑战。人们期待这次会议能为本地区乃至全球经济增长注入新的活力。

世界经济仍然处于深度调整期,既有复苏迹象,也面临基础不稳、动力不足、速度不均的问题。主要发达经济体的结构性问题远未解决,加强宏观经济政策协调的必要性突出。新兴市场经济体增速放缓,外部风险和挑战增加。世界贸易组织多哈回合谈判举步维艰,贸易和投资保护主义有新的表现。实现世界经济全面复苏和健康成长,将是一个长期而曲折的过程。
面对世界经济形势带来的新挑战,无论是发达经济体还是发展中经济体,都在努力寻求新的增长动力。
增长动力从哪里来?我的看法是,只能从改革中来,从调整中来,从创新中来。亚太一直是世界经济增长的重要引擎,在世界经济复苏缺乏动力的背景下,亚太经济体应该拿出敢为天下先的勇气,推动建立发展创新、增长联动、利益融合的开放型经济发展方式。只有这样,才能做到“山重水复疑无路,柳暗花明又一村”,使亚太经济在世界经济复苏中发挥引领作用。
中国正在进行着这样的努力。上半年,中国经济同比增长7.6%,较之以往8%以上的增速确实有所放缓。一些朋友对中国经济前景有些担心,有的人提出了一些问题:中国经济会不会“硬着陆”?中国经济能不能持续健康发展?中国将如何应对?中国经济形势会给亚太带来什么影响?对此,我愿谈几点看法。

当前,亚洲国家特别是新兴市场和发展中国家的基础设施建设融资需求巨大,特别是近来还面临经济下行风险增大和金融市场动荡等严峻挑战,有必要动员更多资金进行基础设施建设,以保持经济持续稳定增长,促进区域互联互通和经济一体化。为此,中国倡议筹建亚洲基础设施投资银行,愿向包括东盟国家在内的本地区发展中国家的基础设施建设提供资金支持。新的亚洲基础设施投资银行将与域内外现有多边开发银行一道,共同合作,相互补充,共同促进亚洲经济的持续稳定发展。

工商界是推动经济和贸易发展的主力军,也是推进亚太经合组织合作不可或缺的重要力量。中国高度重视工商界作用,愿意倾听工商界意见和建议,为工商界尤其是中小微企业深入便利参与经济发展和区域合作搭桥铺路。
今年8月,中国工商界成立了亚太经合组织中国工商理事会,为深入参与亚太经贸规则制定提供了机制保障,体现了中国工商界承担国际责任的积极态度。

Today’s Asia-Pacific is enjoying a rising standing in the world.A new round of revolution in science and technology, industries and energy is on the horizon.The increasingly close connection between Asia-Pacific economies has made regional economic integration all the more necessary and urgent.今天的亚太,也面临方方面面的挑战。国际金融危机后续影响尚未完全消除,一些经济体的复苏仍然脆弱,亚太经济提高质量和效益任务艰巨,新旧增长点转换任务艰巨。加快区域经济一体化进程方向和重点不一,各种区域自由贸易安排纷纷涌现,导致一些方面面临选择的困惑。
But today’s Asia-Pacific also faces challenges of all sorts.The impacts of the international financial crisis linger.Recovery in some economies remains fragile.The Asia-Pacific has daunting tasks of raising the quality and efficiency of the economy and replacing old growth areas with new ones.There are different directions and priorities in accelerating the regional economic integration process, and various regional free trade arrangements keep emerging, making it difficult for some to make a choice.亚太的未来,正处在关键的路口。是继续引领世界、创造美好未来,还是放慢脚步、等待被人超越?是深化一体化进程、还是陷入碎片化漩涡?是践行开放包容理念、共同开创亚太世纪,还是身体已进入21世纪而思维模式还停留在过去?
The Asia-Pacific stands at a crossroads.Shall we continue to lead the world in creating a bright future, or shall we slow down only to be outperformed by others? Shall we deepen the integration process, or shall we let ourselves slip into a vortex of fragmentation? Shall we embrace openness and inclusiveness to work together for an Asia-Pacific century, or shall we cling to an outdated mindset unfit for the 21st century?
大时代需要大格局,大格局需要大智慧。亚太发展前景取决于今天的决断和行动。我们有责任为本地区人民创造和实现亚太梦想。这个梦想,就是坚持亚太大家庭精神和命运共同体意识,顺应和平、发展、合作、共赢的时代潮流,共同致力于亚太繁荣进步;就是继续引领世界发展大势,为人类福祉作出更大贡献;就是让经济更有活力,贸易更加自由,投资更加便利,道路更加通畅,人与人交往更加密切;就是让人民过上更加安宁富足的生活,让孩子们成长得更好、工作得更好、生活得更好。
A great era calls for great vision, which in turn requires great wisdom.The development prospect of our region hinges on the decisions and actions we take today.We are duty-bound to create and fulfill an Asia-Pacific dream for our people.This dream is about acting in the spirit of the Asia-Pacific community and out of a sense of shared destinies, following the trend of our times, i.e.peace, development and mutually beneficial cooperation, and jointly working for the prosperity and progress of our region.It is about staying ahead of global development and making greater contribution to the well-being of mankind.It is about having more economic vibrancy, free trade and investment facilitation, better roads, and closer people-to-people exchanges.And it is about ensuring greater security and prosperity for our people and giving our children a better environment to grow, work and live.我们要为实现这一目标作出更大努力。

– We need to jointly build an open economy in the Asia-Pacific.Openness brings progress while close-door policy leads to backwardness.Opening-up was, has been and will remain an important prerequisite for the Asia-Pacific to grow.It means greater openness within our respective economies to give full scope to labor, know-how, technology, management and capital.It also means opening-up to each other so that the diversity and variety of member economies can be turned into potential and driver for development.While endeavoring to bring regional economic integration to a higher level and initiate the Free Trade Area of the Asia-Pacific(FTAAP), we should also remain committed to open regionalism and work for new and open economic institutions and regional cooperation architecture, so that the door of the Asia-Pacific will always be open to the entire world.——我们要不断发掘经济增长新动力。生活从不眷顾因循守旧、满足现状者,而将更多机遇留给勇于和善于改革创新的人们。在新一轮全球增长面前,惟改革者进,惟创新者强,惟改革创新者胜。我们要拿出敢为天下先的勇气,锐意改革,激励创新,积极探索适合自身发展需要的新道路新模式,不断寻求新增长点和驱动力。
– We need to explore new drivers for economic growth.Life never favors those who always follow the beaten path and content themselves with the status quo.Instead, life saves opportunities for people who are willing and able to reform and innovate.In this new round of global growth, only the reformers and innovators will emerge stronger and win.We need to be courageous and pioneering, vigorously pursue reform and innovation, actively explore a new path and model that meet our own development needs and look for new growth points and impetus.——我们要精心勾画全方位互联互通蓝图。亚太互联互通和基础设施建设不仅是实现区域经济一体化的前提,更事关各方长远发展。我们要共同致力于构建覆盖太平洋两岸的亚太互联互通格局,通过硬件的互联互通,拉近各经济体的距离,为联接亚太、通达世界铺设道路;通过软件的互联互通,加强政策、法律、规制的衔接和融合,携手打造便利、高效的亚太供应链;通过人员往来的互联互通,促进人民友好往来,让信任和友谊生根发芽。
– We need to draw a blueprint for comprehensive connectivity.Connectivity and infrastructure building in the Asia-Pacific is not only a necessity to achieve regional economic integration, but more importantly, it bears on the long-term development of all economies.We should work together to bring about connectivity covering both sides of the Pacific, which includes: hardware connectivity that brings the economies closer and paves the way for an Asia-Pacific connected with each other and the world;software connectivity that enhances alignment and coordination of policies, laws and regulations and creates convenient and efficient supply chains;and human connectivity that promotes people-to-people exchanges and fosters trust and friendship.基于上述,中国将“共建面向未来的亚太伙伴关系”确定为今年亚太经合组织会议的主题,并将推动区域经济一体化,促进经济创新发展、改革与增长,加强全方位基础设施与互联互通建设作为重点议题。
As such, China has made “Shaping the Future Through Asia-Pacific Partnership” the theme of this year’s APEC meeting and identified three major topics, namely, advancing regional economic integration;promoting innovative development, economic reform and growth;and strengthening comprehensive development in infrastructure and connectivity.我坚信,亚太经合组织领导人非正式会议在上述问题上达成的广泛共识,将为亚太持久发展注入新的动力。
I am convinced that broad consensus to be reached at the APEC Economic Leaders’ Meeting in these areas will give fresh impetus to the sustained development of the Asia-Pacific.女士们、先生们、朋友们!
Ladies and Gentlemen, Dear Friends,去年,在亚太经合组织工商领导人峰会上,我向朋友们介绍了对中国经济发展的信心和继续深化改革的决心。一年过去了,我很高兴,我当时的观点得到了印证。
At last year’s APEC CEO Summit, I expressed our confidence in China’s economic development and our commitment to further reform.Now, one year has passed and I am pleased that what we envisioned has come true.今年前3个季度,中国国内生产总值同比增长7.4%,各项主要经济指标处于合理区间。当前,中国经济保持稳定发展态势,城镇就业持续增加,居民收入、企业效益、财政收入平稳增长。更重要的是,结构调整出现积极变化,服务业增长势头显著,内需不断扩大。
In the first three quarters of this year, China’s GDP grew by 7.4% on a year-on-year basis with all major economic indicators within the reasonable range.China’s economy has been growing steadily, with continuous increase in urban employment and steady rise in household income, business profit and fiscal revenue.More importantly, structural readjustment has seen good progress with the service industry growing with a strong momentum and domestic demand expanding.中国经济呈现出新常态,有几个主要特点。一是从高速增长转为中高速增长。二是经济结构不断优化升级,第三产业、消费需求逐步成为主体,城乡区域差距逐步缩小,居民收入占比上升,发展成果惠及更广大民众。三是从要素驱动、投资驱动转向创新驱动。新常态将给中国带来新的发展机遇。
A new normal of China’s economy has emerged with several notable features.First, the economy has shifted gear from the previous high speed to a medium-to-high speed growth.Second, the economic structure is constantly improved and upgraded.The tertiary industry and consumption demand are becoming the main driver.Urban-rural and regional disparities are narrowing.Household income is going up as a percentage of national income.The benefits of development are reaching more people.Third, the economy is increasingly driven by innovation instead of input and investment.The new normal will bring new development opportunities for China.第一,新常态下,中国经济增速虽然放缓,实际增量依然可观。经过30多年高速增长,中国经济体量已今非昔比。2013年一年中国经济的增量就相当于1994年全年经济总量,可以在全世界排到第十七位。即使是7%左右的增长,无论是速度还是体量,在全球也是名列前茅的。
First, under the new normal conditions, China’s economy has still registered considerable increment albeit the slowdown.After over 30 years of rapid growth, the size of China’s economy is nothing like what it was.The increment in 2013 alone is equivalent to the annual economic aggregate of 1994 and big enough to rank as the 17th in the world.Even a growth rate of around 7% would place the Chinese economy among the top in the world in both speed and increment.第二,新常态下,中国经济增长更趋平稳,增长动力更为多元。有人担心,中国经济增速会不会进一步回落、能不能爬坡过坎。风险确实有,但没那么可怕。中国经济的强韧性是防范风险的最有力支撑。我们创新宏观调控思路和方式,以目前确定的战略和所拥有的政策储备,我们有信心、有能力应对各种可能出现的风险。我们正在协同推进新型工业化、信息化、城镇化、农业现代化,这有利于化解各种“成长的烦恼”。中国经济更多依赖国内消费需求拉动,避免依赖出口的外部风险。
Second, under the new normal conditions, China’s economic growth has become more stable and been driven by more diverse forces.Some worry whether the Chinese economy will see further decline in growth rate and be unable to overcome difficulties.Indeed there are risks, but not that formidable.Resilience best equips the Chinese economy against risks.We have adopted innovative ideas and approaches in macroeconomic management.And given the strategies and policy options at our disposal, we have the confidence and capability to cope with potential risks.We are also advancing the new type of industrialization, IT application, urbanization and agricultural modernization in a coordinated way, which will help relieve “growing pains”.Moreover, the Chinese economy is now driven more by domestic consumer demand, thus steering clear of external risks from overreliance on export.第三,新常态下,中国经济结构优化升级,发展前景更加稳定。今年前3个季度,中国最终消费对经济增长的贡献率为48.5%,超过投资;服务业增加值占比46.7%,继续超过第二产业;高新技术产业和装备制造业增速分别为12.3%和11.1%,明显高于工业平均增速;单位国内生产总值能耗下降4.6%。这些数据显示,中国经济结构正在发生深刻变化,质量更好,结构更优。Third, under the new normal conditions, the Chinese economic structure has been improved and upgraded, heralding a more stable development prospect.In the first three quarters of this year, final consumption overtook investment by contributing 48.5% to economic growth.The value added of the services industry, accounting for 46.7% of GDP, continued to surpass that of the secondary industry.Hi-tech industry and equipment manufacturing industry grew by 12.3% and 11.1% respectively, notably higher than the average industrial growth rate.The per unit GDP energy consumption dropped by 4.6%.These figures show that the Chinese economy is undergoing profound structural changes and improving in quality and structure.第四,新常态下,中国政府大力简政放权,市场活力进一步释放。简言之,就是要放开市场这只“看不见的手”,用好政府这只“看得见的手”。比如,我们改革了企业登记制度,前3个季度全国新登记注册市场主体920万户,新增企业数量较去年增长60%以上。
Fourth, under the new normal conditions, the Chinese government has vigorously streamlined administration and delegated power, further unleashing market vitality.Simply put, we have lifted restrictions on the “invisible hand” of the market and ensured the proper role of the “visible hand” of the government.For example, we have introduced reform in business registration.In the first three quarters of this year, the number of newly registered market entities reached 9.2 million and the number of new enterprises increased by more than 60% over the same period last year.同时,我们也清醒认识到,新常态也伴随着新矛盾新问题,一些潜在风险渐渐浮出水面。能不能适应新常态,关键在于全面深化改革的力度。
That said, we are also soberly aware that the new normal is accompanied by new challenges and new problems.In fact, some potential risks are already emerging.The intensity of our endeavor to comprehensively deepen reform will determine whether we will successfully adapt ourselves to the new normal.我在去年工商领导人峰会上说过,中国改革已进入攻坚期和深水区,我们要敢于啃硬骨头,敢于涉险滩,敢于向积存多年的顽疾开刀。中国共产党十八届三中全会就全面深化改革作出总体部署,涉及15个领域、330多项重大改革举措。目前,这些改革举措正在逐项落实。开弓没有回头箭,我们将坚定不移把改革事业推向深入。
At the CEO Summit last year, I said that China’s reform has entered the deep water zone where tough challenges must be met, and that we need to have the courage to crack the “hard nuts”, ford dangerous rapids and take on deep-seated problems that have been built up over the years.To that end, overall arrangements were made at the Third Plenum of the 18th CPC Central Committee, involving 15 areas and over 330 major reform measures.These reform measures are being implemented in an orderly fashion.An arrow shot cannot be turned back.We will advance reform with firm resolve.我们全面深化改革,就要激发市场蕴藏的活力。市场活力来自于人,特别是来自于企业家,来自于企业家精神。激发市场活力,就是要把该放的权放到位,该营造的环境营造好,该制定的规则制定好,让企业家有用武之地。我们强调要更好发挥政府作用,更多从管理者转向服务者,为企业服务,为推动经济社会发展服务。
To comprehensively deepen reform, we need to stimulate market vitality.Market vitality comes from the people, especially from business leaders and their entrepreneurship.To energize the market, we need to effectively delegate power, foster an enabling environment, and work out necessary rules so that the entrepreneurs feel encouraged to leverage their strengths.We need to stress the importance for the government to better fulfill its role, to be more of a service provider than an administrator, and to offer services to businesses and economic and social development.我们全面深化改革,就要为创新拓宽道路。如果说创新是中国发展的新引擎,那么改革就是必不可少的点火器,要采取更加有效的措施把创新引擎全速发动起来。我们致力于发挥创新驱动的原动力作用,更多支持创新型企业、充满活力的中小企业,促进传统产业改造升级,尽快形成新增长点和驱动力。
To comprehensively deepen reform, we need to broaden the path for innovation.If innovation is the new engine for China’s development, reform is the indispensable igniter.We need to take more effective measures to enable the engine of innovation to run with full power.Committed to leveraging the role of innovation as the original driving force, we have given more support to innovation-driven businesses and vibrant small and medium-sized enterprises, and promoted transformation and upgrading of traditional industry, in a bid to shape new growth areas and driving forces.我们全面深化改革,就要推进高水平对外开放。中国致力于构建开放型经济新体制,放宽市场准入,扩大服务业包括资本市场的对外开放,扩大内陆沿边开放;致力于建立发展创新、增长联动、利益融合的开放型亚太经济格局,推动在今年启动亚太自由贸易区进程,制定亚太经合组织推动实现亚太自由贸易区路线图;积极探索准入前国民待遇加负面清单的管理模式,为中国全面深化改革开放探索新途径、积累新经验。
To comprehensively deepen reform, we need to advance opening-up at a higher standard.China is committed to building new systems for an open economy.We will ensure greater market access, increase openness of the services sector including the capital market and open up more hinterland and border areas.China is committed to shaping an open economy in the Asia-Pacific featuring innovative development, interconnected growth and integrated interests.We will launch the FTAAP process this year and formulate the Roadmap for APEC’s Contribution to the Realization of an FTAAP.We will explore the management model of pre-establishment national treatment plus the negative list, which will help China blaze new trails and gain fresh experience in the process of comprehensively deepening reform and opening-up.我们全面深化改革,就要增进人民福祉、促进社会公平正义。一切改革归根结底都是为了人民,是为了让老百姓过上好日子。中国实行更加积极的就业创业政策,推动人民收入持续提高。今年前3个季度,中国城镇新增就业1082万人,居民消费价格指数同比上涨2.1%,城镇和农村居民人均收入分别增长6.9%和9.7%。中国正在建设更加公平可持续的社会保障制度,健全公共服务体系,创新社会治理体制。To comprehensively deepen reform, we need to improve people’s well-being and promote social equity and justice.Ultimately speaking, all reform measures must benefit the people and deliver a better life.China has introduced a more proactive policy to boost employment and entrepreneurship, and pushed for the continued increase in people’s income.In the first three quarters of this year, 10.82 million new urban jobs were created, rise in CPI was kept at 2.1%, and urban and rural per capita income increased by 6.9% and 9.7% respectively.China is building a more equitable and sustainable social security system, improving its public service system and making innovation in the social management system.总之,我们正在推行的全面深化改革,既是对社会生产力的解放,也是对社会活力的解放,必将成为推动中国经济社会发展的强大动力。
In a word, comprehensively deepening reform will not only liberate the productive force but also unleash the vitality of the society.It will serve as a strong driving force for China’s economic and social development.女士们、先生们、朋友们!

The Chinese economy is increasingly interconnected and interdependent with the Asia-Pacific and world economies.China will stay focused on managing its own affairs well and endeavor to bring more benefits to the Asia-Pacific and the world with its own development.China will continue to build friendship and partnership with its neighbors, implement the policy of harmony, security and common prosperity in its neighborhood and uphold the principles of amity, sincerity, mutual benefit and inclusiveness in its neighborhood policy.China wants to live in harmony with all its neighbors.据统计,从2005年到2014年上半年,吸收中国投资排名前10位的经济体中有6个是亚太经合组织成员,总额超过2000亿美元。预计未来10年中国对外投资将达1.25万亿美元。今后5年,中国进口商品累计将超过10万亿美元,出境旅游等人数将超过5亿人次。中国发展给亚太和世界带来的机会和利益是巨大的,带来的商机是持久和无限的。
According to statistics, between 2005 and the first half of 2014, six of the top ten destinations of Chinese investment overseas are APEC members, with an aggregate volume of over US$200 billion.It is estimated that China’s outbound investment will total over US$1.25 trillion over the next ten years.Meanwhile, in the next five years, China will import over US$10 trillion of goods, and the number of outbound Chinese tourists will also exceed 500 million.For the Asia-Pacific and the world at large, China’s development will generate huge opportunities and benefits and hold lasting and infinite promise.随着综合国力上升,中国有能力、有意愿向亚太和全球提供更多公共产品,特别是为促进区域合作深入发展提出新倡议新设想。中国愿意同各国一道推进“一带一路”建设,更加深入参与区域合作进程,为亚太互联互通、发展繁荣作出新贡献。
As its overall national strength grows, China will be both capable and willing to provide more public goods for the Asia-Pacific and the world, especially new initiatives and visions for enhancing regional cooperation.China is ready to work with other countries to promote the building of the “Silk Road Economic Belt” and the “21st Century Maritime Silk Road”, get more engaged with regional cooperation, and make new contribution to the connectivity, development and prosperity of the Asia-Pacific.在此,我高兴地向大家宣布,亚洲基础设施投资银行筹建工作已经迈出实质性一步,创始成员国不久前在北京签署了政府间谅解备忘录。中国还将出资400亿美元成立丝路基金,为“一带一路”沿线国家基础设施建设、资源开发、产业合作等有关项目提供投融资支持。我们愿同大家一道努力,推动亚洲基础设施投资银行及早投入运作,成为各方在互联互通、金融等领域开展合作的新平台。
Here, I am pleased to announce that a substantive step forward has been made in the preparatory work for the establishment of the Asian Infrastructure Investment Bank(AIIB).An inter-governmental MOU was signed by the founding members of the bank not long ago here in Beijing.China will commit US$40 billion to the establishment of a Silk Road Fund to provide investment and financing support for countries along the Belt and Road to undertake relevant projects in infrastructure, resources development and industrial cooperation.We are ready to work with all other parties to push for the early operation of the AIIB, and build the bank into a new platform for cooperation in connectivity, finance and other areas.女士们、先生们、朋友们!
