I am delighted to meet you, friends old and new here today.Let me first express warm congratulations on the opening of the sixth Annual Meeting of the New Champions, or the Summer Davos, and extend a sincere welcome to all the distinguished guests present.夏季达沃斯论坛2007年在中国首次举办,迄今已经走过六个年头,成为具有广泛国际影响力的世界性论坛。本次论坛以“塑造未来经济”为主题,反映了大家对推动可持续发展的远见卓识,对开创世界经济光明未来的迫切期待,具有很强的针对性和重要的现实意义。

The Summer Davos Forum, inaugurated in China in 2007, has become a global forum with extensive influence.The theme of the forum for this year – “Creating the Future Economy” is highly relevant and practical.It reflects your vision on sustainable development and meets the high expectation for a bright future of the world economy.中国经济实现了长达30多年的快速发展。特别是过去十年,我们紧紧抓住和用好国家发展的重要战略机遇期,奋力拼搏,开拓进取,经济社会发展实现了新的历史性跨越。2002年到2011年,国内生产总值年均增长10.7%,从世界第六位上升到第二位,人均国内生产总值由1000多美元提高到5432美元,对外贸易总额由世界第六位上升到第二位,外汇储备超过3万亿美元;产业结构优化升级,农业基础进一步巩固,区域发展协调性明显增强;各项社会事业全面发展,人民生活显著改善。我们经受住了许多灾害、困难和风险的考验,特别是近五年,有效应对国际金融危机的巨大冲击,保持了经济平稳较快发展。所有这一切都源于改革开放的伟大力量和中华民族自强不息的伟大精神;源于推动科学发展、构建和谐社会的不懈探索和努力。这里我愿意向大家谈谈我们的一些做法和体会。

China has enjoyed fast economic development for over 30 years.During the past decade in particular, we firmly seized the strategic opportunities for development, made hard and pioneering efforts, and scored new historic achievements in economic and social development.From 2002 to 2011, China's GDP grew at an average annual rate of 10.7%, and moved up from the sixth to the second place in the world.Our per capita GDP rose from 1,000-plus US dollars to 5,432 US dollars.China's foreign trade volume also climbed from the sixth to the second place in the world, and foreign exchange reserves exceeded three trillion US dollars.China's industrial structure was upgraded, its agricultural foundation was consolidated, and regional development became much more balanced.All-round progress was made in social programs and people's livelihood significantly improved.We have withstood the test of many disasters, difficulties and risks.In the recent five years in particular, we effectively tackled the huge impact of the international financial crisis and sustained steady and fast economic growth.We owe these achievements to the strength of reform and opening-up, the persevering spirit of the Chinese nation and our tireless efforts in exploring a path of scientific development and harmonious society.Here I wish to share with you what we did and what we have learned in this course of our endeavors.——坚持加强和改善宏观调控,着力促进经济平稳较快发展。这十年,中国经济运行的一个最突出特点,是经济增长速度快、波动幅度比较小。我们充分发挥市场在资源配置中的基础性作用,科学运用宏观调控手段,及时纠正市场失灵,防止经济出现大的起落。特别是国际金融危机爆发后,我们把扩大国内需求和稳定外需结合起来,把增加投资和刺激消费结合起来,把调整振兴产业和推动科技创新结合起来,把拉动经济增长和保障改善民生结合起来,把克服当前困难和促进长远发展结合起来,全面实施一揽子计划,在世界率先实现经济回升向好,也为全球经济走向复苏发挥了至关重要的作用。对于我们应对危机的一揽子计划,有人不顾事实地歪曲和指责,甚至说是不必要的代价。我想郑重地说明,正是因为当时的果断决策和科学应对,我们才避免了企业倒闭、工人失业、农民返乡,继续保持了中国经济发展的好势头,维护了社会和谐稳定,防止了现代化进程出现大的波折。这些年,社会财富不断增加,资产质量不断提高,抗风险能力不断增强。2009年至2011年底,我国城镇保障房开工建设2100多万套,基本建成1100万套;新增铁路营业里程1.35万公里,新增公路里程37.6万公里,其中高速公路2.46万公里;城市轨道交通、农村电网线路等基础设施明显改善,完成了7000多座大中型和重点小型水库除险加固;解决了大量农村人口饮水安全问题;建成一大批基层医疗卫生教育文化服务设施;一个新的汶川拔地而起,灾区经济社会发展实现了整体性跨越。同时,我们比较好地控制了财政金融风险。2011年财政赤字和国债余额占国内生产总值的比重分别为1.8%和15.28%,低于2002年的2.57%和16.07%;银行业金融机构不良贷款率从2003年底的15.2%下降到2011年底的1.8%;我们摸清了地方政府性债务情况,这两年,地方政府性债务规模总体稳定,风险总体可控。

– We enhanced macro-regulation to promote steady and fast economic growth.Fast growth and low fluctuation was the most salient feature of China's economic performance in the past decade.We gave full play to the basic role of the market in resource allocation, exercised macro-regulation in a scientific way, acted quickly to correct market failures and prevented major fluctuations in the economy.After the international financial crisis broke out, we fully implemented a package plan, making parallel efforts in expanding domestic demand and stabilizing external demand, increasing investment and stimulating consumption, reinvigorating industries and promoting technological innovation, boosting economic growth and improving people's livelihood, and overcoming current difficulties and pursuing long-term development.Thanks to these efforts, China was among the first to achieve an economic upturn and what we did was also vital in promoting world economic recovery.Some people made accusations about China's package plan in disregard of facts and they even said that we paid an undue price in this process.I want to make it clear here that it was exactly due to our resolute decision and scientific response that China was able to avoid factory closures, job losses and return of migrant workers to their home villages.These stimulus measures helped us keep the good momentum of economic development, maintain social stability and harmony and protect China's modernization process from major setbacks.Over the past several years, social wealth has increased, asset quality has improved and our capacity to resist risks has enhanced.From 2009 to the end of 2011, we began construction of 21 million units of low-income urban housing, and 11 million units have been basically completed.The operational mileage of railways increased by 13,500 kilometers.The mileage of highways was extended by 376,000 kilometers, including the 24,600 kilometers of expressways.Infrastructural facilities such as urban rail transport and rural power grid were significantly improved.Over 7,000 large-and medium-sized and key small aging reservoirs were reinforced.We extended access to potable water to many more rural people.A large number of community facilities providing medical, health, education and cultural services were established.A new Wenchuan was built and all-round progress was made in economic and social development of the disaster-stricken areas.Meanwhile, we had fiscal and financial risks under control.Our budget deficit and outstanding government debt in 2011 were 1.8% and 15.28% of the GDP, both lower than their 2002 levels of 2.57% and 16.07%.The ratio of non-performing loans in the banking sector went down from 15.2% at the end of 2003 to 1.8% in 2011.We obtained a true picture of local government debts.The scale of local government debts in the past two years was on the whole stable and risks were basically under control.——坚持调整和优化经济结构,着力提高经济发展的质量和效益。这十年,中国发展导向的一个根本性变化,是从“快字当头”转为“好字优先”。我们把经济结构战略性调整作为转变发展方式的主攻方向,提高了发展质量,拓展了发展空间,增强了发展后劲。我们坚持内需外需均衡发展,实施一系列扩大内需的政策措施,经常账户顺差占国内生产总值的比重降低到2.8%,最终消费对经济增长的贡献率由43.9%提高到50.8%,消费、投资、出口协同拉动经济增长的格局正在形成。坚持创新驱动,制定实施科技、教育、人才中长期发展规划纲要,全国研究与试验发展经费支出占国内生产总值的比重由1.23%提高到1.83%,专利授权量增加18.2倍,企业已经成为投入和研发的主体。推动经济增长向依靠第一、第二、第三产业协同带动转变,农业综合生产能力不断提高,粮食产量实现历史性的“八连增”,粮食储备超过5000亿斤,是历史最高水平;制造业规模跃居全球首位,高技术制造业总产值年均增长22%,成为国民经济重要的先导性、支柱性产业;服务业增加值占国内生产总值比重提高1.6个百分点,特别是金融保险、现代物流、软件信息等现代服务业实现跨越发展。推动工业化、城镇化、农业现代化同步发展,实施区域发展总体战略,初步扭转了工农差别、城乡差别、地区差别扩大的趋势。城镇化率由39.1%提高到51.3%,实现了城乡结构的历史性变化。2008年以来,中部、西部、东北地区经济增速持续超过东部地区,地区生产总值占全国比重明显提高,各具特色、良性互动的区域发展格局正在形成。

– We improved the economic structure to raise the quality and efficiency of economic development.A shift from fast growth to sound growth was a fundamental change in the priorities of China's development in the past decade.We took strategic adjustment of the economic structure as the main task of shifting the growth model, and raised the quality, expanded the scope and bolstered the momentum of development.To balance the development of domestic and external demand, we rolled out a number of policies and measures to boost domestic demand.As a result, our current account surplus as a percentage of GDP came down to 2.8%, the contribution of final consumption to economic growth rose from 43.9% to 50.8%, and a pattern in which economic growth is jointly driven by consumption, investment and export is taking shape.Guided by an innovation-oriented approach, we formulated and implemented the mid-and long-term programs for science and technology, education and human resources development.National R&D spending as a percentage of GDP rose from 1.23% to 1.83%, the number of granted patents increased by 18.2 times, and enterprises have become the backbone of investment and R&D activities.We pursued economic growth by relying on the coordinated development of primary, secondary and tertiary industries.Overall agricultural productivity was enhanced, grain output grew for eight consecutive years, and grain reserves reached a historic high of over 250 million tons.The manufacturing sector became the largest in the world.High-tech manufacturing expanded at an average rate of 22% annually and became a leading pillar industry in the economy.Value-added of the service sector as a share of GDP increased by 1.6 percentage points and modern service industries such as finance, insurance, logistics, software and information enjoyed fast development.We promoted parallel development of industrialization, urbanization and agricultural modernization, implemented the overall strategies for development of different regions and achieved initial success in closing the widening gaps between industry and agriculture, urban and rural areas, and among different regions.The urbanization rate rose from 39.1% to 51.3%, bringing a historic change in China's urban-rural structure.Since 2008, the central, western and northeastern regions have been growing faster than the eastern region and the share of GDP of these regions in the national total has notably risen.A regional development pattern featuring sound interaction among regions and distinctive local features is coming into being.——坚持节约资源和保护环境,着力增强可持续发展能力。这十年,中国践行可持续发展理念的一个重大的标志性举措,是把建设资源节约型、环境友好型社会确定为国家发展的重要战略。我们把节能减排作为约束性指标纳入国民经济和社会发展规划,加大资金投入,加快构建有利于节约能源资源和保护生态环境的产业结构、生产方式和消费模式,大力发展绿色经济,促进人与自然的和谐统一。单位国内生产总值能耗和二氧化碳排放显著下降;今年修订了环境空气质量标准,增加了细颗粒物(PM2.5)等监测指标;森林覆盖率由2003年的18.21%上升到2011年的20.36%。发布实施应对气候变化国家方案,在“共同但有区别的责任”原则下,积极开展应对气候变化国际合作。

– We conserved resources and the environment to enhance capacity for sustainable development.To build a resource-saving and environment-friendly society was identified as an important strategy of national development.This was a major step China took in pursuing sustainable development in the past decade.We incorporated mandatory targets of energy conservation and emission reduction into the national economic and social development plan, scaled up financial input, accelerated the development of an industrial structure, mode of production and consumption pattern conducive to saving energy and resources and protecting the eco-environment, and made vigorous efforts to develop green economy and promote harmony between man and nature.As a result, China's energy consumption per unit of GDP and CO2 emissions both dropped significantly.The environment and air quality standards were revised this year and such new monitoring indicators as fine particulate matter(PM2.5)were added.Forest cover rose from 18.21% in 2003 to 20.36% in 2011.We released and implemented the national plan on climate change and played an active part in international response to climate change under the principle of “common but differentiated responsibilities”.——坚持经济社会发展相协调,着力保障改善民生和促进社会公平正义。这十年,中国发展进程中最浓墨重彩的一笔,是坚持民生优先。我们始终把保障改善民生作为一切工作的出发点和落脚点,努力使发展成果惠及全体人民。坚持实施积极的就业政策,城镇新增就业十年内超过1亿人,连续5年超过千万人。全面实现九年制免费义务教育,建立起完整的家庭经济困难学生资助体系,兑现了“不让一个孩子因贫困失学”的庄严承诺。覆盖城乡的社会保障体系建设取得历史性进展,新型农村社会养老保险和城镇居民社会养老保险实现制度全覆盖,城乡救助体系基本建立。全民医保体系初步形成,超过13亿的城乡居民参保,基本医疗保险覆盖率超过95%。积极调整收入分配关系,连续8年提高企业退休人员基本养老金,年均增长10%,大幅调高最低工资标准、个人所得税起征点、国家扶贫标准,城镇居民人均可支配收入和农村居民人均纯收入年均实际分别增长9.2%和8.1%,是新中国历史上增长最快的时期之一,近两年农村居民收入增幅超过城镇居民。认真落实联合国千年发展目标,中国成为全球唯一提前实现贫困人口减半的国家。加大保障性住房建设力度,保障房覆盖面从2008年的不足4%提高到目前的11%。中国亿万个家庭和他们生活所在的城镇与乡村,在这个过程中发生翻天覆地的变化,讲述了一个又一个通过努力奋斗改变自己生活与命运的动人故事。

– We balanced economic and social development to improve people's livelihood and promote social equity and justice.To put people's needs first was the most visible highlight in China's development in the past decade.We took improvement of people's lives as the starting point and ultimate goal of all our work, and made real efforts to make development fruits shared by all.We pursued a proactive employment policy.Over 100 million new urban jobs were created in the past ten years, including more than 10 million jobs annually for the past five consecutive years.We made free nine-year compulsory education fully available, established a complete financial aid system for students from poor families and fulfilled our solemn commitment of “not letting a single child drop out of school due to poverty”.We made historic progress in building a social safety net covering both urban and rural populations.The new rural pension scheme and the old-age pension scheme for non-working urban residents achieved full coverage, and an urban and rural social aid system was basically established.The medical insurance system covering the entire population took initial shape.More than 1.3 billion urban and rural residents subscribed to the programs and the coverage of basic medical insurance programs topped 95%.We took active steps to adjust income distribution.Basic pension for enterprise retirees increased at an average annual rate of 10% for eight consecutive years.Minimum wage, threshold for personal income tax and the national poverty line were significantly raised.The per capita urban disposable income and per capita rural net income increased at an average annual rate of 9.2% and 8.1% respectively in real terms, making the past decade one of the fastest-growing periods in the history of New China.And, rural income grew faster than urban income in the past two years.We earnestly implemented the UN Millennium Development Goals.China became the only country in the world to meet the goal of cutting its poor population by half ahead of schedule.We scaled up input in building low-income housing and raised its coverage from less than 4% in 2008 to the current 11%.Hundreds of millions of Chinese families and the towns and villages where they live and work experienced tremendous changes in these past ten years, and there were numerous touching stories of Chinese people changing their lives and destinies through hard work and perseverance.——坚持深化改革和扩大开放,着力增强经济社会发展的活力与动力。这十年,中国改革攻坚不断取得新突破,继续成为最鲜明的时代特征。我们加快构建充满活力、富有效率、更加开放、有利于科学发展的体制机制。我们不断完善公共财政体系,把预算外资金全部纳入预算管理,实现预算、决算公开,统一内外资企业税制,全面实施增值税转型,加快推进营业税改征增值税试点,推进成品油价格和税费改革,在全国范围内实施原油、天然气资源税从价计征改革。全面深化金融改革,国有大型商业银行股份制改革顺利完成并成功上市,平稳解决上市公司股权分置问题,人民币汇率形成机制和利率市场化改革有序推进,金融体系竞争力、抗风险能力显著提高,在应对国际金融危机冲击中发挥了关键作用。深化农村综合改革,彻底取消了农业税,集体林权制度改革有序推进,草原承包经营登记依法开展。毫不动摇地巩固和发展公有制经济,毫不动摇地鼓励、支持、引导非公有制经济发展,平等保护物权,多种所有制经济共同发展,竞争力和整体实力明显增强。随着改革不断深化,广大人民的积极性、主动性、创造性明显提高,经济社会发展充满新的生机与活力。我们大力实施互利共赢的开放战略,全面履行加入世贸组织的承诺,坚持出口和进口并重,利用外资和对外投资并举,不仅拓展了自己的发展空间,促进了中国经济发展,也为区域和世界经济发展作出了重要贡献。

– We deepened reform and opening-up to boost the vitality and momentum of economic and social development.China's reform made continuous breakthroughs in the past decade.This has been the most distinctive feature of our time.We accelerated the building of institutions and mechanisms that are dynamic, efficient, open and conducive to scientific development.We improved the public finance system, placed all extrabudgetary funds under budgetary management and made public budgets and final accounts.We unified the tax regimes for Chinese and foreign businesses, carried out a comprehensive VAT reform and speeded up the trial program of replacing business tax with VAT.We pushed forward the pricing and tax reform of refined oil products and launched a price-based reform of resource tax on crude oil and natural gas across the country.We deepened reform in the financial sector.The share-holding reform of large state-owned commercial banks and their listing on the stock market were completed, the problem of split-share structure in listed companies was smoothly resolved and the reform of RMB exchange rate forming mechanism and reform of making interest rates market-based moved forward steadily.Our financial system became much more competitive and resilient to risks, and played an essential role in countering the international financial crisis.We deepened comprehensive rural reform, completely rescinded agricultural taxes, pressed ahead with the reform of tenure in collective forests and launched registration for contracting pastureland in accordance with the law.We unwaveringly consolidated and developed the public sector of the economy, unswervingly encouraged, supported and guided the development of the non-public sector, and ensured equal protection of property rights.All economic sectors developed side by side and their competitiveness and overall strength markedly improved.The deepening of the reform process highly motivated the enthusiasm, initiative and creativity of the people and injected new vigor and vitality into our economic and social development.We pursued a win-win strategy of opening-up, fully met our commitments made upon WTO accession, and placed equal emphasis on exports and imports and on attracting foreign investment and investing overseas.This has not only helped us gain broader space for our development and economic growth, but also made important contribution to economic development in the region and the world.回望十年来走过的每一步,我对古老而又常青的祖国,始终充满了深情,充满了热爱,充满了信心。十年的奋斗,我们推动经济社会发展迈上了一个大台阶,为今后发展奠定了更加坚实的物质、技术和体制基础。今天的中国,新的经济增长点不断形成和壮大,科技和教育支撑能力明显提升,社会资金供给充裕,劳动力整体素质大为改善,基础设施日益完善,体制机制更加健全,各类企业更具活力,政府宏观调控水平显著提高,社会政治环境保持稳定,特别是我们确立了科学发展道路,这些都是长期起作用的重要因素。中国发展仍然处于重要战略机遇期,深入推进工业化、城镇化、信息化和农业现代化,将继续释放出巨大的发展潜力,中国经济这艘巨轮一定能够继续平稳快速前进,驶向更加光明的未来!

As I look back at each and every step I took in the past ten years, strong emotions well up inside me.They are emotions of a deep love and strong confidence that I have always cherished towards my beloved country, an ancient civilization brimming with youthful energy.Through ten years of hard work, we have elevated our economic and social development to a new level and laid a more solid material, technological and institutional foundation for future development.In today's China, new growth areas keep emerging and strengthening.Science, technology and education are playing a bigger role in driving economic development.There are ample supply of social funds, a better educated labor force, improved infrastructural facilities and a sound institutional framework.There is booming businesses, improved macro-regulation by the government and a stable social and political environment.In particular, we have established a path of scientific development.All these are important factors that will make a difference for a long time to come.China is still in an important period of strategic opportunities for development.The advance of industrialization, urbanization, information technology and agricultural modernization will continue to unleash huge development potential and the giant ship of the Chinese economy will sail ahead fast yet steadily and reach the shore of a brighter future.女士们,先生们!

Ladies and Gentlemen,今年以来,国际政治经济形势复杂多变,中国经济发展面临的困难增多。我们按照稳中求进的总要求,加强和改善宏观调控,坚持实施积极的财政政策和稳健的货币政策,进一步提高政策的前瞻性、针对性和灵活性,正确处理保持经济平稳较快发展、调整经济结构和管理通胀预期的关系,把稳增长放在更加重要的位置,保持了经济平稳较快发展。针对经济运行中出现的一些新情况、新问题,我们不断加大预调微调力度,特别是5月份以来集中出台了一些政策措施。主要包括:加大结构性减税力度,重点推进营业税改征增值税试点,抓紧完善试点方案,扩大试点范围,同时实施一系列减轻小微企业税费负担的政策措施;发挥货币政策逆周期调节作用,降低存款准备金率,两次调低存贷款基准利率,扩大利率特别是贷款利率浮动区间,保持货币信贷平稳适度增长;中央财政投入268亿元,支持企业技术改造;出台“新36条”的42个实施细则,鼓励民间投资;大力实施“节能家电惠民工程”;加大关系民生的基础设施建设,加快推进保障性安居工程和农村危房改造,启动部分大城市地下管网改造和给排水工程,加强农田水利设施建设;落实和完善稳定出口的政策措施,进一步推进贸易便利化,积极扩大进口;取消和调整314项部门行政审批项目等。这些措施对增强市场信心、促进经济增速企稳,起到了比较好的作用。上半年国内生产总值同比增长7.8%,内需继续成为经济增长的主要拉动力,经常账户顺差占国内生产总值的比重进一步下降到2.3%;就业形势稳定,头7个月城镇新增就业人数812万人,同比增长5%;农业形势进一步向好,夏粮连续9年增产;居民消费价格指数7月份同比上涨1.8%,通胀压力明显减轻。从宏观经济各项指标的组合看,我国经济社会发展形势是好的,经济增速仍保持在年初确定的预期目标区间内,并已经呈现出缓中趋稳的态势。随着近期密集出台的政策措施落实到位并发挥作用,中国经济有望进一步趋稳。我们将根据经济运行的态势,充分利用我国财政货币政策空间较大的优势,充分发挥国内需求的巨大潜力,充分调动各地区、各部门的积极性,坚持把稳增长放在更加重要的位置,继续实施积极的财政政策和稳健的货币政策,保持政策的连续性和稳定性,进一步加大预调微调力度,实施结构性减税,保持货币信贷平稳适度增长,着力刺激消费需求,着力扩大有效投资特别是激发民间投资活力,着力稳定外部需求,着力促进实体经济发展。我们完全有信心、有条件、有能力克服前进道路上的困难,继续保持经济平稳较快发展,并实现更长时期、更高水平、更好质量的发展。

This year, international political and economic situation has remained complicated and fluid, and brought more difficulties to China's economic development.In line with the overall requirement of making progress while maintaining stability, we have strengthened and improved macro-regulation, followed a proactive fiscal policy and a prudent monetary policy, and made our policies more forward-looking, targeted and flexible.We have properly handled relations between maintaining steady and robust economic development, adjusting the economic structure and managing inflation expectations, laid greater emphasis on stabilizing growth, and sustained steady and fast economic growth.We have intensified anticipatory adjustments and fine-tuning to respond to the new developments and problems in the economy.In particular, we have taken a host of policy measures since May.They are mainly as follows: We stepped up structural tax cuts and advanced the VAT for business tax pilot program on a priority basis.We improved the plan of the reform and extended it to more places.We took a series of measures to ease the tax burden on small and micro businesses.We gave play to the role of monetary policy in making counter-cyclical adjustments, lowered the required reserve ratio, cut the benchmark deposit and lending rates twice, widened the floating range of interest rates, lending rates in particular, and maintained steady and moderate growth in money and credit supply.We allocated 26.8 billion yuan from the central budget to support enterprises in undertaking technological upgrading.We adopted 42 provisions of implementation for the Guidelines of the State Council on Encouraging and Guiding the Sound Development of Nongovernmental Investment(the “new 36 Guidelines”).We launched the program of promoting energy-efficient home appliances to the benefit of the people.We stepped up infrastructure development that concerns the people's well-being, moved faster in building low-income housing and renovating dilapidated rural houses, launched the projects of upgrading underground pipe networks and water supply and drainage facilities in some big cities, and improved the water conservancy facilities for farmland.We implemented and improved the policies and measures for stabilizing exports, pushed forward trade facilitation and actively expanded imports.We abolished and adjusted 314 administrative items that require government review and approval.All these measures have helped boost market confidence and promote steady economic growth.In the first half of this year, China's GDP grew by 7.8% year-on-year.Domestic demand remained a major force driving economic growth.The share of current account surplus of GDP dropped to 2.3%.Employment is stable.In the first seven months this year, 8.12 million new urban jobs were created, up by 5% year-on-year.The agricultural situation has further improved, evidenced by increase in summer grain output for nine consecutive years.The Consumer Price Index(CPI)in July rose 1.8% over the same period of last year and inflationary pressure has notably eased.Macroeconomic indicators show that China's economic and social development is in good shape.The speed of growth is still within the target range set at the start of the year, and although growth is slowing down, it is being more stable.As the recent measures are implemented and take effect, we expect the economy to further stabilize.We will, in light of the trend of economic performance, fully utilize the ample fiscal and monetary policy space, fully tap the huge potential of domestic demand and fully motivate the various localities and departments.We will give greater priority to stabilizing growth, continue to follow a proactive fiscal policy and a prudent monetary policy, and maintain the continuity and stability of our policies.We will step up anticipatory adjustments and fine-tuning, press ahead with structural tax cuts and keep the increase of money and credit supply at a steady and moderate level.We will make stronger efforts to spur consumer demand, expand effective investment with a focus on bringing out the energy of nongovernmental investment, stabilize external demand and bolster the real economy.We are fully confident that we have the conditions and ability to overcome the difficulties on our way ahead, maintain steady and robust economic growth and achieve development at a higher level and with better quality for a long time to come.女士们,先生们!

The international financial crisis has entered its fifth year, yet its underlying impact is still with us.Advanced and emerging economies alike are all experiencing an economic slowdown.The sovereign debt crisis in some countries continues to develop.International financial and commodity markets are undergoing greater fluctuations, market expectations remain low and the downward risks in the global economy are not to be underestimated.Yet at the same time, we should recognize that major economies and international organizations are forging a broad consensus and taking focused measures to address the prominent challenges in the domestic, regional and global economies.It is all the more important for us to boost confidence and stick together to meet the difficulties head-on.I always believe that confidence provides a source of strength and technological innovation offers a fundamental means to overcome the crisis.I believe green development is the main goal of economic transformation and opening-up and cooperation is an irreversible trend of the world.I hope that the international community will strengthen macroeconomic policy coordination, push forward reform of the global governance structure, resolutely oppose trade and investment protectionism, advance trade and investment liberalization and facilitation, and work jointly for an early steady recovery of the world economy.I hope that entrepreneurs of all countries will invest more in technological R&D and product innovation, vigorously develop green industries that are energy efficient and environment-friendly, create new market demand and growth areas, and bring about an all-win outcome where businesses boom, industries get stronger, the economy prospers and society progresses.女士们,先生们!

China today is a fully open market economy.The opening-up policy has both benefited China's development and the well-being of its people and contributed to regional and global economic growth.Ladies and gentlemen, With its development entering a new historical stage in the second decade of the 21st century, China is in an important period of strategic opportunities.Peace, development and cooperation remain the trend of our times.The international environment is generally conducive to China's pursuit of peaceful development.Numerous factors--continuous industrialization, urbanization and agricultural modernization, huge market potential, a relatively high savings rate, better R&D capacity, better education, a more skilled labor force, deepening reform and overall stability--have created enabling conditions and vast space for continued economic and social development in China.On the other hand, we are still facing a pressing problem, that is, China's development is not yet balanced, coordinated and sustainable and there are many institutional constraints hindering scientific development.As the size of the Chinese economy grows, it will become difficult to keep high-speed growth over a long period of time.However, the new developments, both internationally and in China, have not changed the fundamentals of China's development.We have the right conditions, and we have both the ability and confidence to maintain steady and fairly fast growth of the economy and bring China's economy to a new stage of development.The current 12th Five-year Plan period is a critical stage in China's efforts to build a society of initial prosperity in all respects.Taking into full consideration the future trend and conditions as well as China's goals for 2020 and responding to the need for changing the model of growth at a faster pace, achieving scientific development and bringing the benefits of reform and development to all the people, we have set the following goals and strategic tasks for these five years:--China will continue to follow the strategy of expanding domestic demand, with focus on improving the structure of demand and increasing consumer demand to drive economic growth.Domestic demand is crucial and a necessary choice for a big country to achieve sustainable economic growth.China has 20 percent of the world's population.With income in national income distribution and the share of labor remuneration in primary distribution.We expect that per capita urban disposable income and per capita rural net income will both grow by more than 7 percent annually.We will put in place systems providing basic old age care and basic medical and health care for the whole urban and rural population, and extend the coverage of government-subsidized housing to 20 percent of the urban population.--China will continue to deepen reform and opening up and resolutely remove institutional hurdles to increase the momentum of pursuing sustainable development.China owes its rapid development in the past 30 years and more to reform and opening up, and this will be equally true for its future development and progress.We will continue to advance both economic and political structural reform to create strong impetus for economic and social development.We will uphold and improve the basic economic system, speed up fiscal, uncertainties and destabilizing factors are growing.Both the advanced and emerging economies have experienced slowdown in growth.Sovereign debt risks are growing in some countries, causing turbulence on the international financial market.Unemployment in major advanced economies remains high, while emerging economies are facing upward inflationary pressure.All this shows that world economic recovery will be a long-term, difficult and complicated process.In addressing the Davos forum in early 2009, I said that the crisis is a global challenge.To overcome the crisis, we need to have confidence, strengthen cooperation and live up to our responsibility.The crisis also puts to the test the international community's sincerity for and commitment to cooperation, and it puts to the test our wisdom.I still hold this view today.With so many uncertainties facing global economic recovery, the international community must have more confidence, enhance cooperation and jointly tackle the challenges.We should strengthen dialogue and coordination on macroeconomic policy and accelerate the building of a just, equitable, sound and stable new world economic order.Governments should fulfill their responsibilities and put their own house in order.The major developed economies should adopt responsible and effective fiscal and monetary policies, properly handle debt issues, ensure the safety and stable operation of investment in the market, and maintain confidence of investors around the world.China's economy is generally in good shape.Since the beginning of this year, its economic growth has taken an orderly shift from being driven by policy stimulus to self generating growth, moving in the right direction of macroeconomic regulation.In the first half of this year, China's GDP grew by 9.6 percent, and its trade surplus decreased by 17.6 percent, thanks to increasing domestic consumption.A total of 6.55 million urban jobs have been created.Price rises as a whole are under control, market supply of important goods is ensured and structural adjustment of economic sectors is moving forward.Business profits and government revenues are increasing quite fast.People's income has steadily increased, and their lives have further improved.Since the second quarter, the economic growth has dropped somewhat, but this is mostly the result of proactive macro regulation and is not beyond our expectation.We will address the pressing challenges in the economy and continue to implement a proactive fiscal policy and a prudent monetary policy.We will maintain continuity and stability in macroeconomic policy and make our policy responses more targeted, flexible and forward-looking in light of changes in the economy.We will maintain control over the intensity, pace and focus of macroeconomic regulation and strike a balance among maintaining stable and fast economic growth, adjusting economic structure and managing inflation expectation.This will enable us to maintain general stability of prices as a whole, prevent major economic fluctuations and meet this year's goals for economic and social development.I am confident that China's economy will grow over a 尊敬的克劳斯·施瓦布主席,女士们,先生们:

今天在这里与新老朋友相聚,我感到非常高兴!首先对第六届夏季达沃斯论坛的召开表示热烈祝贺!对各位嘉宾的到来表示诚挚欢迎!

夏季达沃斯论坛2007年在中国首次举办,迄今已经走过六个年头,成为具有广泛国际影响力的世界性论坛。本次论坛以“塑造未来经济”为主题,反映了大家对推动可持续发展的远见卓识,对开创世界经济光明未来的迫切期待,具有很强的针对性和重要的现实意义。

中国经济实现了长达30多年的快速发展。特别是过去十年,我们紧紧抓住和用好国家发展的重要战略机遇期,奋力拼搏,开拓进取,经济社会发展实现了新的历史性跨越。2002年到2011年,国内生产总值年均增长10.7%,从世界第六位上升到第二位,人均国内生产总值由1000多美元提高到5432美元,对外贸易总额由世界第六位上升到第二位,外汇储备超过3万亿美元;产业结构优化升级,农业基础进一步巩固,区域发展协调性明显增强;各项社会事业全面发展,人民生活显著改善。我们经受住了许多灾害、困难和风险的考验,特别是近五年,有效应对国际金融危机的巨大冲击,保持了经济平稳较快发展。所有这一切都源于改革开放的伟大力量和中华民族自强不息的伟大精神;源于推动科学发展、构建和谐社会的不懈探索和努力。这里我愿意向大家谈谈我们的一些做法和体会。

——坚持加强和改善宏观调控,着力促进经济平稳较快发展。这十年,中国经济运行的一个最突出特点,是经济增长速度快、波动幅度比较小。我们充分发挥市场在资源配置中的基础性作用,科学运用宏观调控手段,及时纠正市场失灵,防止经济出现大的起落。特别是国际金融危机爆发后,我们把扩大国内需求和稳定外需结合起来,把增加投资和刺激消费结合起来,把调整振兴产业和推动科技创新结合起来,把拉动经济增长和保障改善民生结合起来,把克服当前困难和促进长远发展结合起来,全面实施一揽子计划,在世界率先实现经济回升向好,也为全球经济走向复苏发挥了至关重要的作用。对于我们应对危机的一揽子计划,有人不顾事实地歪曲和指责,甚至说是不必要的代价。我想郑重地说明,正是因为当时的果断决策和科学应对,我们才避免了企业倒闭、工人失业、农民返乡,继续保持了中国经济发展的好势头,维护了社会和谐稳定,防止了现代化进程出现大的波折。这些年,社会财富不断增加,资产质量不断提高,抗风险能力不断增强。2009年至2011年底,我国城镇保障房开工建设2100多万套,基本建成1100万套;新增铁路营业里程1.35万公里,新增公路里程37.6万公里,其中高速公路2.46万公里;城市轨道交通、农村电网线路等基础设施明显改善,完成了7000多座大中型和重点小型水库除险加固;解决了大量农村人口饮水安全问题;建成一大批基层医疗卫生教育文化服务设施;一个新的汶川拔地而起,灾区经济社会发展实现了整体性跨越。同时,我们比较好地控制了财政金融风险。2011年财政赤字和国债余额占国内生产总值的比重分别为1.8%和15.28%,低于2002年的2.57%和16.07%;银行业金融机构不良贷款率从2003年底的15.2%下降到2011年底的1.8%;我们摸清了地方政府性债务情况,这两年,地方政府性债务规模总体稳定,风险总体可控。

——坚持调整和优化经济结构,着力提高经济发展的质量和效益。这十年,中国发展导向的一个根本性变化,是从“快字当头”转为“好字优先”。我们把经济结构战略性调整作为转变发展方式的主攻方向,提高了发展质量,拓展了发展空间,增强了发展后劲。我们坚持内需外需均衡发展,实施一系列扩大内需的政策措施,经常账户顺差占国内生产总值的比重降低到2.8%,最终消费对经济增长的贡献率由43.9%提高到50.8%,消费、投资、出口协同拉动经济增长的格局正在形成。坚持创新驱动,制定实施科技、教育、人才中长期发展规划纲要,全国研究与试验发展经费支出占国内生产总值的比重由1.23%提高到1.83%,专利授权量增加18.2倍,企业已经成为投入和研发的主体。推动经济增长向依靠第一、第二、第三产业协同带动转变,农业综合生产能力不断提高,粮食产量实现历史性的“八连增”,粮食储备超过5000亿斤,是历史最高水平;制造业规模跃居全球首位,高技术制造业总产值年均增长22%,成为国民经济重要的先导性、支柱性产业;服务业增加值占国内生产总值比重提高1.6个百分点,特别是金融保险、现代物流、软件信息等现代服务业实现跨越发展。推动工业化、城镇化、农业现代化同步发展,实施区域发展总体战略,初步扭转了工农差别、城乡差别、地区差别扩大 的趋势。城镇化率由39.1%提高到51.3%,实现了城乡结构的历史性变化。2008年以来,中部、西部、东北地区经济增速持续超过东部地区,地区生产总值占全国比重明显提高,各具特色、良性互动的区域发展格局正在形成。

——坚持节约资源和保护环境,着力增强可持续发展能力。这十年,中国践行可持续发展理念的一个重大的标志性举措,是把建设资源节约型、环境友好型社会确定为国家发展的重要战略。我们把节能减排作为约束性指标纳入国民经济和社会发展规划,加大资金投入,加快构建有利于节约能源资源和保护生态环境的产业结构、生产方式和消费模式,大力发展绿色经济,促进人与自然的和谐统一。单位国内生产总值能耗和二氧化碳排放显著下降;今年修订了环境空气质量标准,增加了细颗粒物(PM2.5)等监测指标;森林覆盖率由2003年的18.21%上升到2011年的20.36%。发布实施应对气候变化国家方案,在“共同但有区别的责任”原则下,积极开展应对气候变化国际合作。

——坚持经济社会发展相协调,着力保障改善民生和促进社会公平正义。这十年,中国发展进程中最浓墨重彩的一笔,是坚持民生优先。我们始终把保障改善民生作为一切工作的出发点和落脚点,努力使发展成果惠及全体人民。坚持实施积极的就业政策,城镇新增就业十年内超过1亿人,连续5年超过千万人。全面实现九年制免费义务教育,建立起完整的家庭经济困难学生资助体系,兑现了“不让一个孩子因贫困失学”的庄严承诺。覆盖城乡的社会保障体系建设取得历史性进展,新型农村社会养老保险和城镇居民社会养老保险实现制度全覆盖,城乡救助体系基本建立。全民医保体系初步形成,超过13亿的城乡居民参保,基本医疗保险覆盖率超过95%。积极调整收入分配关系,连续8年提高企业退休人员基本养老金,年均增长10%,大幅调高最低工资标准、个人所得税起征点、国家扶贫标准,城镇居民人均可支配收入和农村居民人均纯收入年均实际分别增长9.2%和8.1%,是新中国历史上增长最快的时期之一,近两年农村居民收入增幅超过城镇居民。认真落实联合国千年发展目标,中国成为全球唯一提前实现贫困人口减半的国家。加大保障性住房建设力度,保障房覆盖面从2008年的不足4%提高到目前的11%。中国亿万个家庭和他们生活所在的城镇与乡村,在这个过程中发生翻天覆地的变化,讲述了一个又一个通过努力奋斗改变自己生活与命运的动人故事。

——坚持深化改革和扩大开放,着力增强经济社会发展的活力与动力。这十年,中国改革攻坚不断取得新突破,继续成为最鲜明的时代特征。我们加快构建充满活力、富有效率、更加开放、有利于科学发展的体制机制。我们不断完善公共财政体系,把预算外资金全部纳入预算管理,实现预算、决算公开,统一内外资企业税制,全面实施增值税转型,加快推进营业税改征增值税试点,推进成品油价格和税费改革,在全国范围内实施原油、天然气资源税从价计征改革。全面深化金融改革,国有大型商业银行股份制改革顺利完成并成功上市,平稳解决上市公司股权分置问题,人民币汇率形成机制和利率市场化改革有序推进,金融体系竞争力、抗风险能力显著提高,在应对国际金融危机冲击中发挥了关键作用。深化农村综合改革,彻底取消了农业税,集体林权制度改革有序推进,草原承包经营登记依法开展。毫不动摇地巩固和发展公有制经济,毫不动摇地鼓励、支持、引导非公有制经济发展,平等保护物权,多种所有制经济共同发展,竞争力和整体实力明显增强。随着改革不断深化,广大人民的积极性、主动性、创造性明显提高,经济社会发展充满新的生机与活力。我们大力实施互利共赢的开放战略,全面履行加入世贸组织的承诺,坚持出口和进口并重,利用外资和对外投资并举,不仅拓展了自己的发展空间,促进了中国经济发展,也为区域和世界经济发展作出了重要贡献。

过去的两年,在极为困难、复杂的情况下,中国在世界率先实现经济回升向好,保持经济平稳较快发展,这是我们全面实施一揽子计划的结果。在国际金融危机冲击最严重的时候,我国经济增速一度大幅下滑,不少企业处于停产半停产状态,有的甚至倒闭,不少工人失业,大批农民工返乡。由于我们及时实施了一揽子计划,从2009年第二季度开始,经济增速下滑趋势迅速扭转,当年增长9.1%,今年上半年增长11.1%。城镇就业不断增加,居民收入持续增长,社会保持和谐稳定。事非经过不知难。一个13亿人口的国家,如果没有一定的经济增长速度,实现充分就业、提高人民福祉就是一句空话。实施一揽子计划的成效,不仅在于保持了当前经济增长和社会稳定,更重要的是保持了中国经济发展的好势头,现代化进程没有因巨大的外部冲击而出现大的波折,其意义重大而深远。

The past two years have seen China emerge as one of the first countries to achieve an economic rebound and maintain steady and relatively fast economic development under extremely difficult and complex circumstances.We owe our achievements to the comprehensive implementation of the stimulus package.At the height of the international financial crisis, China's economic growth rate dropped by a big margin.Many enterprises completely or partially suspended operations, and some even closed down.Many workers lost their jobs and a large number of rural migrant workers had to return to their home villages.In view of this, we acted immediately to introduce a stimulus package.From the second quarter of 2009, the downward trend in economic growth was quickly reversed.The economy grew by 9.1% in 2009 and 11.1% in the first half of 2010.Urban employment has kept expanding, people's income has been increasing, and social stability and harmony has been maintained.As a Chinese saying goes, one would never fully appreciate the difficulty unless he has experienced it in person.For a country like China with 1.3 billion people, without a certain rate of economic growth, full employment and people's well-being can only be empty talk.The stimulus package has enabled us to not only maintain the current economic growth and social stability, but also, and more importantly, secure the sound momentum of economic development.The severe external shock did not cause a big fluctuation in China's modernization process.This is of major and far-reaching significance.在应对国际金融危机中,我们始终高度重视推动经济发展方式转变和经济结构调整。两年来,国内需求特别是消费对经济增长的拉动作用持续增强,2009年社会消费品零售总额实际增长16.9%,为1986年以来最高增速,今年以来这一势头得到延续,上半年实际增速与去年同期基本持平。产业结构升级加快,今年前7个月,高技术产业增加值同比增长17.7%,高于规模以上工业增加值增速0.7个百分点。基础设施建设得到加强,2008年8月1日,我国第一条具有完全自主知识产权、世界一流水平的高速铁路——京津城际铁路通车运营,全程运行时间只有30分钟,使两大直辖市形成同城效应;去年12月26日通车运营的武广高速铁路又成为目前世界上一次建成里程最长、速度最高的高速铁路。节能减排和环境保护扎实推进,去年关停了小火电机组2617万千瓦,淘汰落后炼钢产能1691万吨、炼铁产能2113万吨、水泥产能7416万吨,今年9月底前将再淘汰落后炼钢产能825万吨、炼铁产能3000万吨、水泥产能9155万吨,“十一五”前四年单位国内生产总值能耗累计下降15.6%。区域发展协调性增强,2009年中部地区、西部地区规模以上工业增加值增速分别比全国快1.1和4.5个百分点,今年上半年中部地区比全国快3.1个百分点,西部地区与全国持平,中西部地区占全国规模以上工业增加值的比重由2008年同期的38.1%上升到38.8%。更为重要的是,我们从全局和战略的高度,对加快经济发展方式转变和经济结构调整做出了全面部署。所有这些都将对我国经济长期稳定健康发展起到重要推动作用。

In tackling the international financial crisis, we have always given top priority to transforming the economic development pattern and restructuring the economy.In the past two years, domestic demand, consumption in particular, has played an increasingly strong role in driving economic growth.Total retail sales in 2009 rose by 16.9 percent in real terms, the fastest since 1986.This good momentum is continuing and retail sales in the first half of this year grew at roughly the same rate as the same period of last year.The upgrading of the industrial structure has been accelerated.In the first seven months of this year, the value added of high-tech industries increased by 17.7 percent year on year, 0.7 percentage point higher than that of the industries above a designated level.Infrastructure development has been strengthened.On 1 August 2008, the Beijing-Tianjin Intercity Railway, China's first top-class high-speed rail with full intellectual property, was put into operation, shortening the travel time between Beijing and Tianjin to only 30 minutes and binding the two major municipalities as one.The Wuhan-Guangzhou high-speed railway that went into operation on 26 December 2009 set the world record of the longest and fastest high-speed railway completed on an uninterrupted basis.Solid progress has been made in energy conservation, emissions reduction and environmental protection.Last year, we shut down small thermal power plants with a total capacity of 26.17 million kilowatts and phased out inefficient production capacity of 16.91 million tons of steel, 21.13 million tons of iron and 74.16 million tons of cement.By the end of this month, we will have eliminated an additional amount of inefficient production capacity, including 8.25 million tons of steel, 30 million tons of iron and 91.55 million tons of cement.Energy consumption per unit of GDP has been reduced by 15.6 percent in the first four years of the 11th five-year plan period.Regional development has been more coordinated.In 2009, the growth rates of value added of industries above a designated scale in the central and western regions were 1.1 and 4.5 percentage points higher than the national average respectively.In the first half of this year, such growth in the central region was 3.1 percentage points higher than the national average, and that in the western region on a par with the national average.Also in the first half of this year, the central and western regions' contribution to the value added of industries above a designated level in the national total increased to 38.8 percent from 38.1 percent of the same period in 2008.What is more important is that we have made all-round arrangements for accelerating the transformation of economic development pattern and economic restructuring from a macro and strategic perspective.All these will give a strong boost to the stable and healthy development of China's economy in the long run.我们实施积极的财政政策和适度宽松的货币政策,刺激力度前所未有,同时又比较好地控制了财政金融风险。这两年,我国财政赤字和国债规模分别控制在国内生产总值的3%以内和20%左右;银行资产质量和抵御风险能力提高,目前资本充足率和不良贷款率分别为11.1%和2.8%,都处于安全范围内。我们清醒地看到财政金融领域的潜在风险,特别是地方政府融资平台的债务风险,这个问题由来已久,但近期风险有所加大。我们已经出台加强地方政府融资平台公司管理的有关办法,正在抓紧落实。面对突如其来的国际金融危机冲击,我们采取超常规的政策措施是必要的,这些政策措施在发挥积极作用的同时,难以避免会带来一些负面影响,关键是要把这些影响控制在可以承受的范围内。从这个角度来说,我们比较好地处理了兴利与除弊的关系,总体上看效果是好的。

We have implemented a pro-active fiscal policy and a moderately easy monetary policy with an unprecedented intensity, and at the same time successfully kept fiscal and financial risks under control.In the past two years, China's budget deficit and government debt have been kept below 3 percent and around 20 percent of the GDP respectively.The asset quality of banks and their ability to fend off risks have improved.The capital adequacy ratio and NPL ratio now stand at 11.1 percent and 2.8 percent respectively, both in the safe territory.This being said, we are keenly aware of the latent fiscal and financial risks, especially the debt risks of the financing platforms of local governments.This is not a new problem, yet the risks have somewhat increased in recent months.We have formulated the measures to strengthen the regulation of those financing platforms and implementation is well underway.In the face of the sudden international financial crisis, the extraordinary policy measures that we have adopted are necessary and these measure have played a positive role.Yet some negative impacts are hardly avoidable.What's important is to keep those negative impacts within a scope that we can manage.In this sense, we have done a good job in balancing the need of promoting positive effects with that of reducing negative ones.Taken as a whole, the results of our stimulus package are good.中国实施一揽子计划,不仅保持了本国经济稳定和较快增长,也为世界经济复苏做出了重要贡献。当主要发达国家经济出现负增长之时,中国等发展中大国经济迅速回稳和保持较快增长,极大地增强了世界战胜国际金融危机的信心,为世界经济提供了强劲增长动力。2009年中国实现进口10056亿美元,全年贸易顺差减少了1020亿美元;今年前7个月,中国实现进口7666亿美元,同比大幅增长47.2%,贸易顺差同比减少226亿美元。这表明,中国经济增长为跨国公司提供了重大发展机遇,为主要经济体和周边国家创造了大量需求,成为世界经济复苏的重要引擎。

By implementing the stimulus package, we have not only maintained China's economic stability and relatively fast economic growth, but also made important contribution to the world economic recovery.At a time of negative economic growth for major developed countries, the fast economic stabilization and rapid economic growth of China and other major developing countries greatly boosted international confidence in overcoming the financial crisis and provided a strong impetus to the world economic growth.In 2009, China's imports totaled 1.0056 trillion U.S.dollars, and its trade surplus dropped by 102 billion U.S.dollars.In the first seven months of this year, China's imports reached 766.6 billion U.S.dollars, a surge of 47.2 percent year on year.This shows that China's economic growth has provided major development opportunities for the multinationals and created huge demand for major economies and neighboring countries.It has become an important engine for the world economic recovery.总之,无论从短期看、还是从长期看,无论从实体经济领域看、还是从财政金融领域看,我们应对国际金融危机采取的一揽子计划和政策措施都是符合中国实际的,是及时的、有力的、有效的,是造福当代、利于后人、惠及世界的正确选择。当前中国经济运行呈现增长速度较快、结构逐步优化、就业持续增加、价格基本稳定的良好格局。二季度后一些主要经济指标增速出现回落,主要是基数影响和主动调控的结果。我们完全有信心、有条件、有能力继续保持经济平稳较快发展。我们将坚持把处理好保持经济平稳较快发展、调整经济结构和管理通胀预期的关系作为宏观调控的核心,把稳定政策作为宏观调控的主基调,保持政策的连续性、稳定性,增强调控的针对性、灵活性,进一步巩固和发展好的势头。

To sum up, from both the near and long-term perspective and in both the real economy and the fiscal and financial field, our stimulus package, policies and measures are timely, forceful, effective and suited to China's realities.They are the right choice that will bring benefits to both the current and future generations and serve the interests of the world.China's economy is now in good shape, featuring fast growth, structural improvement, rising employment and basic price stability.Growth of some major economic indicators moderated in the second quarter of this year.This is mainly due to the high level of the base figures and our proactive macro-control measures.We have the confidence, conditions and capabilities to maintain steady and fast economic development.In exercising macro-control, we will take it as a central task to appropriately handle the relationship between maintaining steady and rapid economic development, adjusting the economic structure and managing inflation expectations, and we will take policy stability as the main focus.While maintaining the continuity and stability of our policies, we will make macro-control measures more targeted and flexible to consolidate and strengthen the sound momentum of development.女士们,先生们:

Ladies and Gentlemen,国际金融危机的深层次影响还没有完全消除,世界经济还没有进入稳步增长的良性循环,系统性和结构性风险仍然比较突出。要巩固和扩大应对国际金融危机冲击成果,并统筹考虑当前和长远发展,在继续促进经济复苏的同时,通过经济结构性的改革,为可持续发展创造条件。这是世界各国面临的共同课题。中国经济发展中也存在一些不平衡、不协调、不可持续的问题,主要是:经济结构不合理,科技创新能力不强,资源环境约束强化,城乡区域发展不平衡,经济社会发展不协调。这些问题有的是经济发展现阶段很难避免的,有的是体制改革不到位造成的。我们将把短期调控政策和长期发展政策有机结合起来,把深化改革开放和推动科学发展有机结合起来,切实解决这些深层次、结构性问题。这样,中国经济才能实现更大更持久的发展。当前和今后一个时期,我们将着重在以下几个方面做出努力。

The underlying impact of the international financial crisis has not been fully eliminated, the world economy has yet to enter a benign cycle of steady growth, and systemic and structural risks are still prominent.We need to cement and build on what we have achieved in countering the financial crisis.We need to take into consideration both the immediate needs and long-term development and, while continuing to energize the recovery, create conditions for sustainable development through structural reform.This is a common task for all countries.In case of China, there is a lack of balance, coordination and sustainability in the economic development.The main problems include the unreasonable economic structure, weak capabilities for scientific and technological innovation, rising resources and environmental constraints, uneven urban-rural and regional development and lack of coordination between economic and social development.Some of these problems are inescapable in our current stage of economic development, and some are caused by inadequate institutional reform.To effectively address these deep-seated and structural problems, we will take an integrated approach that balances near-term macro control with long-term development and advances reform and opening-up in the broader context of scientific development.Only in this way can the Chinese economy achieve greater and more sustainable development.For now and in the time to come, we will focus our efforts in the following fields.——我们要坚持内外均衡发展,着力构建扩大内需特别是消费需求的长效机制。中国有世界上潜力最大的国内市场,充分挖掘市场潜力,有效释放国内需求,是促进中国经济长期稳定发展的关键所在,也是解决经济运行中突出矛盾的重要途径。我们将加快推进收入分配制度改革,努力提高居民收入在国民收入中的比重和劳动报酬在初次分配中的比重,创造条件让更多群众拥有财产性收入,尽快扭转收入差距扩大趋势,促进居民收入和消费可持续增长。我们将坚持统筹城乡区域协调发展,积极稳妥地推进城镇化,因地制宜地把符合条件的农民工逐步转为城镇居民,继续加快新农村建设,加强农村基础设施建设和改善公共服务,继续实施区域发展总体战略,大力推进西部大开发和东北地区等老工业基地振兴,促进中部崛起,着力培育内需增长新动力,拓展农村和中西部地区的内需增长新空间。同时,我们要坚持面向国际国内两个市场。中国经济是开放型经济,我国既是出口大国,也是进口大国。我们发展对外贸易,并不追求贸易顺差。目前中国对美国、欧洲等有顺差,但对日本、韩国有逆差;加工贸易有顺差,但一般贸易有逆差;出口恢复性增长很快,但进口增长更快。我们不能、也不会关起门来搞发展。我们将在扩大内需的同时,积极稳定和拓展外需,努力实现内外均衡发展。

--We will strike a balance between economic and social development and strive to ensure and improve people's livelihood and promote social equity and justice.To improve people's livelihood and extend the benefits of economic development to all is the fundamental goal of economic and social development.And to meet the essential needs of the people and free them from worries for daily necessities is an important responsibility of modern government.Many countries now face the challenge of high unemployment.China is also confronted by a rather severe employment situation.There are almost 800 million people of working age in China, equivalent to the workforce of all developed countries combined.The annual increase of workforce in the job market far exceeds the number of jobs available.The oversupply of labor and structural labor shortage exist side by side.We will make employment expansion a priority target in economic and social development, implement a more pro-active employment policy, vigorously create new jobs, and encourage self-employment to promote full employment.We will enhance the government's capability in providing public services, gradually establish a fairly complete and sustainable system of basic public services that covers both urban and rural areas, and promote equal access to social security and basic medical and health care services.The issue of housing is both an economic issue and more importantly, a major issue affecting people's livelihood and social stability.To stabilize the housing price and ensure housing availability is an important responsibility of governments at all levels.We must further rectify the market order, improve the land, tax and financial policies, accelerate the establishment of a long-term mechanism for the healthy development of the housing market and curb investment and speculative demand.We need to guide the market towards greater supply of ordinary commercial housing, speed up the development of low-income housing and build public rental housing in order to form a rational structure of housing supply and meet the diverse housing needs.——我们要坚持深化改革,着力增强可持续发展的动力与活力。中国的发展进步得益于改革开放,中国要实现富强民主文明和谐的现代化目标,仍然要靠改革开放。中国的改革已经到了攻坚阶段,必须以更大决心和勇气全面推进各领域改革。我们要通过深化经济体制和政治体制等全面改革,使整个体制更加适应现代经济发展和社会主义民主政治建设的要求,更加有力地推进社会公平正义,更加有利于人的自由和全面发展。

China's huge market volume, sound infrastructure, strong industrial support ability and stable and fair market environment are attracting more and more multinational enterprises to invest and establish business in China.China is now one of the world's largest foreign investment destinations.More than 470 of the top 500 global companies have established their presence in China.By July this year, China had received 1.05 trillion U.S.dollars of foreign investment in cumulative terms, ranking the first among developing countries for 18 years in a row.In the first seven months this year, foreign investment in China increased by 20.7 percent over the same period last year.Foreign invested enterprises on the whole enjoy good operation in China and have reaped good returns.Many have become the bright spot and profit center in the global business growth of their parent companies.All of these demonstrate that the efforts of the Chinese government to foster a favorable investment environment have been recognized by the investors and bolstered foreign investors' confidence.We will continue to improve the foreign-related economic laws, regulations and policies, and improve the business environment for foreign investors in China.We sincerely welcome enterprises from all countries to actively participate in China's reform and opening-up process, and hope that all types of enterprises will strictly abide by China's laws and regulations, run businesses in China according to law, and share the opportunities and benefits of China's prosperity and progress.谢谢大家!

Firstly, I'd like to give you a New Year's greeting in the arrival of Chinese Year of the Ox.Year of the Ox symbolizes industry, dedication and affluence, I heartily wish the world economy be revive and progress, people's lives be happy and safe in the Year of the Ox,我很高兴出席世界经济论坛2009年年会,并发表特别致辞。首先,我要感谢施瓦布主席的盛情邀请和周到安排。本届年会意义特殊,在历史罕见的国际金融危机之中,各国政要、企业家和专家学者聚集在这里,围绕“重塑危机后的世界”这一主题,共同探讨维护国际金融稳定、促进世界经济增长的举措,探索全球综合治理之道,既有重要的现实意义,也体现了会议举办者的远见卓识。各方面热切期盼从这里听到富有智慧的声音,凝聚战胜危机的力量。我们有责任向世界传递信心、勇气和希望。我预祝本届年会取得成功!

It's a pleasure for me to attend the 2009 annual symposium of World Economic Forum and deliver the special address.Firstly, I'd like to give my gratitude to the cordial invitation and thoughtful arrangement of President Schwab.This annual symposium has special significance, in this international financial crisis which rarely happened in the history, the politicians, entrepreneurs, experts and scholars of every country are gathering here, discussing about maintenance of the international finacial stabiliy, the measures of accelerating the world economy increase, and the way of exploring global comprehensive control.This symposium has important realistic significance, also has reflected the foresight and sagacity of the symposium organizers.Every party earnestly expects to hear the sapiential voices and the power of conquer the crisis.We are responsible to transmit the confidence, courage and hope to the world.I wish this annual symposium be successful!

我们正在经历的这场国际金融危机,使世界经济陷入上世纪大萧条以来最困难的境地。各国和国际社会纷纷采取积极应对措施,对提振信心、缓解危机、防止金融体系崩溃和世界经济深度衰退起到了重要作用。这场危机的原因是多方面的。主要是:有关经济体宏观经济政策不当、长期低储蓄高消费的发展模式难以为继;金融机构片面追逐利润而过度扩张;金融及评级机构缺乏自律,导致风险信息和资产定价失真;金融监管能力与金融创新不匹配,金融衍生品风险不断积聚和扩散。“吃一堑,长一智。”我们必须从中认真吸取教训,正确处理储蓄与消费的关系,金融创新与金融监管的关系,虚拟经济与实体经济的关系,从根本上找到化解危机之策。

The international finacial crisis which we are suffering now made the world economy fell into the hardest situation.Every country and internation communities take the proactive measures one after another to cope with it, these measures had played very important roles in mustering the courage, relieving the crisis, preventing the collapse of the finacial system and the world economic profound decline.There are many reasons for this crisis.The most important of them are: the relevant economic entities has inappropriate macro-economic policies, the develop mode of permanent low savings and high consumptions makes it difficult to continue;the financial organizations' unilateral pursuit of the profit makes themselves overexpansion;the financial and rating organizations lack the self-discipline have resulted in aberrance of the risk information and asset pricing;the capacity of financial supervision and financial innovation dose not match, the risk of financial ramification continuously accumulate and proliferate.A fall into the pit, a gain in your wit.We must learn a lesson earnestly from it, correctly deal with the relationship between the savings and consumption, financial innovation and financial supervision, the suppositional economy and entitative economy, to find a fundamental solution to end the crisis.坦率地说,这场危机对中国经济也造成较大冲击,我们正面临严峻挑战。主要是:外部需求明显收缩,部分行业产能过剩,企业生产经营困难,城镇失业人员增多,经济增长下行的压力明显加大。

Frankly speaking, this crisis had also created rather big impact to the Chinese economy, we are confronting with the severe challenge.The main challenges of them are the external demand is distinctly shrinking, part of the industries had surplus capacity, the enterprises have dificulties in the manufacturing and management, the unemployed people in the towns are increasing, the pressure under the economic increase is distinctly enlarging.中国作为一个负责任的大国,在危机中采取了积极负责的态度。我们把扩大国内有效需求特别是消费需求作为促进经济增长的基本立足点。及时调整宏观经济政策取向,果断实施积极的财政政策和适度宽松的货币政策,迅速出台扩大国内需求的十项措施,陆续制定和实施一系列政策,形成了系统完整的促进经济平稳较快发展的一揽子计划。这个计划包括:

China, being a responsible big country, had adopted the proactive and responsible attitude in the crisis.Enlarging the the internal effective requirement especially the consumption requirement is our fundamental stand of improving the economic increase.Timely adjust the orientation of macro-economic policy, decisively actualize positive financial policy and liberal monetary policy, promptly publish the 10 measures of enlarging the internal demand, successively enact and actualize a series of policies, makes the systemic and integrative package program which enforce the steady and fast development of economy come into being.This program contains the following aspacts:

一是大规模增加政府支出和实施结构性减税。中国政府推出了总额达4万亿的两年计划,规模相当于2007年中国GDP的16%。主要投向保障性安居工程、农村民生工程、铁路交通等基础设施、生态环保等方面的建设和地震灾后恢复重建,这里既有“十一五”规划内加快实施的项目,也有根据发展需要新增的项目。这个计划经过了科学论证,在资金保证上作了周密的安排,其中中央政府计划投资1.18万亿元,并带动地方和社会资金参与建设。中国政府还推出了大规模的减税计划,主要是全面实施增值税转型,出台中小企业、房地产交易相关税收优惠政策等措施,取消和停征100项行政事业性收费,一年可减轻企业和居民负担约5000亿元。

First, extensively increase the government expenditure and implement structural tax reduction.Chinese Government has rolled out a two-year plan with regard to the total sum of 4 trillion yuan, the scale is equivalent to the 16% of Chinese 2007 GDP.These fund are mainly delivered for the infrastructure, and eco-environmental protection such as protective housing project, rural people's livelihood project, railway traffic and the post-earthquake reconstruction , these projects including both the rapidly implemented one in the “11th Five-Year Plan”, and the new one according to the development needs.The plan has been experienced the scientific verification, and the financing has been guaranteed meticulously, central government had arranged 1.18 trillion yuan of the total sum promoting the local and social capital for the development.Chinese Government has also rolled out a plan for the large-scale of tax reduction, mainly for the measures of comprehensive implementation of value-added tax transformation, to publish the preferential tax policies for the small and medium enterprises, and the one which connected with real estate transactions, abolish and cease 100 administrative fees and charges which could alleviate the burdens of enterprises and residents, the total sum of that could reach 50 hundred billion yuan.二是大频度降息和增加银行体系流动性。中央银行连续5次下调金融机构存贷款利率,其中一年期存、贷款基准利率累计分别下调1.89和2.16个百分点,大幅度减轻企业财务负担。连续4次下调存款准备金率,大型金融机构累计下调2个百分点,中小型金融机构累计下调4个百分点,共释放流动性约8000亿元,使商业银行可用资金大幅增加。我们还出台一系列金融促进经济增长的政策措施,扩大贷款总量,优化信贷结构,加大对“三农”、中小企业等方面的金融支持。

Second, frequently cut the interest and increase the liquidity of banking system.The Centrual bank had continually downscaled the deposit and lending interests of the financial institution, of which the One-year deposit and lending rate had been downscaled 1.89 and 2.16 percent respectively, this has therefore alleviated the financial burden of the enterprises.In addition, the deposit reserve ratio has been downscaled four times continually , and the large financial institution has downscaled 2 percentage, the medium and small financial institution had totally downscaled 4 percentage of these funds, the total sum of the release of liquidity adds up to about 80 billion yuan, which made the Commercial banks largely increased there available funds.What’s more, we have also promulgated a series of policies and measures for the financial promotion of economic growth, to increase total quantity of the loan,to optimize the credit structure, and to extend our financial support to agriculture, farmer and rural area, and the medium and small businesses.三是大范围实施产业调整振兴规划。我们抓住机遇全面推进产业结构调整和优化升级,制定汽车、钢铁等重点产业的调整和振兴规划,既着眼于解决企业当前存在的困难,又致力于产业的长远发展。采取有力措施,推进企业兼并重组,淘汰落后产能,发展先进生产力,提高产业集中度和资源配置效率。我们鼓励企业技术进步和技术改造,支持企业广泛应用新技术、新工艺、新设备、新材料,调整产品结构,开发适销对路的产品,提高生产经营水平。我们不断完善和落实金融支持政策,健全信用担保体系,放宽市场准入,支持中小企业发展。

Thirdly, extensively implement industrial restructuring and revive project.We seize the opportunity to push the product mix adjustment and upgrading, make some adjust and revive project for some important industies such as Automobile and steel, give an eye to solve the current difficulties of the enterprises, and take up with the long-term development of industries.Take strong measures to push the amalgamation and recombination of the enterprises, eliminate the backward productivity, and develop the advanced productivity, improve the concentration ratio and resource collocation efficency.We encourage the technical progress and technical transformation,support the broad application of new technology, new technique, new equipments and new materials, adjust te product mix, develop the marketable products, improve the production and management.We are going to perfect and carry out the financial support policy, strengthen the guarantee system, broadent the market admittance, uphold the development of the medium and small businesses.
