Audiovisual records – film, video, radio and recorded sound material – mirror human creativity and the living fabric of our cultures.They not only preserve in space and time priceless testimonies of our history but also encourage cultural dialogue and better understanding of different cultures and perspectives.In this International Year for the Rapprochement of Cultures, saving and savouring our audiovisual heritage, the theme of this fourth day for Audiovisual Heritage, assumes a special relevance.音像制品 – 电影、录像、广播、录音材料 – 折射出人类的创造力,是活的人类文化织体。音像制品不仅跨越时间和空间记录了极其珍贵的历史见证,同时也能促进文化间对话,更好地理解不同的文化和观点。今年是国际文化和睦年,因此第四个世界音像遗产日的主题:保护和享用你的音像藏品,具有特别的现实意义。
Yet savouring this heritage is conditional on its survival.The world’s audiovisual heritage is endangered.Too much of it has already been lost through neglect of its value, chemical decay or technological obsolescence.Its disappearance would represent an irremediable impoverishment of the memory of the world.享用这一遗产的前提是要将它们保存下来。世界音像遗产正濒临危境,由于对其价值的无知,或由于化学腐蚀,或因为技术陈旧,我们已经失去了太多的音像遗产。这些遗产的消失是世界记忆不可补救的损失。
Can we contemplate the eclipse of seminal moments in our history that we have the power to preserve: the first moon landing in 1969 or the walk to freedom of Nelson Mandela after his release from prison in 1990? These are engraved in the minds of those who witnessed them at the time, but will future generations have the chance be able to experience them with the same sense of immediacy? 在我们有能力保护音像遗产的时候,一些人类历史上重要时刻的记载却黯然消失:1969 年人类首次登上月球、1990 年纳尔逊?曼德拉从监狱获释走向自由……,这不应该引起我们深思吗?这些景象印刻在了当时目睹者的脑海里,可后代人还能像亲历者那样感受这些重要时刻吗?
Audiovisual heritage is by nature fragile.UNESCO, in partnership with the Coordinating Council of Audiovisual Archive Associations, and heritage bodies around the world, has taken a leading role to preserve and share these ephemeral documents.音像遗产从本质上说是脆弱易损的。为此,教科文组织与音像档案协会协调理事会以及世界各地的遗产机构开展合作,发挥了主导作用,保护和共享这些寿命短暂的人类文献。
UNESCO’s Memory of the World Programme was launched to safeguard valuable documentary heritage and to raise awareness about its inestimable value for present and future generations.The Memory of the World Register, established in 1997, contains close to 200 examples of documentary heritage, including audiovisual, deemed of universal value.教科文组织发起《世界记忆计划》就是为了保护这些宝贵的文献遗产,提高当代人和后代人对文献遗产难以估量的价值的认识。1997 年建立的《世界遗产名录》收录了近200 项文献遗产的样本,包括被认为具有普遍价值的音像遗产。To safeguard the world’s audiovisual heritage is to preserve our collective memory, and to ensure its transmission to future generations.We must understand the past to shape a common future founded on dialogue and understanding.On this Fourth World Day, I invite Member States, National Commissions, non-governmental organizations and public and private institutions to promote public awareness and recognition of the significance of the audiovisual heritage and to support efforts to preserve it as a testimony to future generations.保护世界音像遗产就是保护我们的集体记忆,以确保当代人与后代人之间的传承。只有了解历史,我们才能在对话和理解的基础上,构建我们共同的未来。值此第四个世界音像遗产日,我请会员国、各国全委会、非政府组织、公共和私营机构努力提高公众的觉悟,认识音像遗产的重要意义,协助保存音像遗产,并将其作为历史的见证传递给后代人。

加快建设与小康社会相适应的现代邮政业
在秋高气爽的日子里,我们迎来了第**届世界邮政日。借此机会,我代表省邮政管理局,向一直以来关心、支持**邮政事业发展的各地区、各部门和社会各界表示崇高的敬意和衷心的感谢!向全省邮政行业的广大干部职工致以节日的问候和良好的祝愿!
当前,我省邮政业
发展进入了历史上最好的发展时期,通过邮政体制改革,行业蕴藏的巨大生产力得到极大释放,全省邮政业持续保持快速发展态势,发展质量水平稳步提高,服务民生和经济社会发展的基础性作用逐步增强,行业面貌发生历史性变化,进入了在新的历史起点上实现新突破的崭新阶段。尤其是今年以来,全省邮政行业认真学习贯彻党的十八大精神和**省十二次党代会精神,按照国家邮政局确定的“到2020年建成与小康社会相适应的现代邮政业”的奋斗目标和省委加快发展现代服务业和现代物流业的总体要求,深入贯彻实施《邮政法》和《**省邮政条例》,努力推动提升邮政普遍服务能力和水平,努力推动提升快递产业经营规模和服务水平,努力提升邮政监管能力和水平,为全面建成小康社会贡献力量。今年上半年,全省邮政业业务收入累计完成21亿元,同比增长17.9%。业务总量累计完成18亿元,同比增长16%%。全省快递企业累计完成业务量**万件,同比增长81%。全省快递服务月平均业务量接近700万件,其中有5个月业务量超过700万件,4月份业务量达到779万件,创历史新高。预计到2020年,我省邮政业将在转变发展方式上取得实质性进展,发展质量、效益明显改善的基础上,实现业务收入比2010年翻两番以上,人民群众用邮水平将全面提高,企业培育将跃上新台阶,邮政业将成为省内现代服务业新的增长点,对陕西经济社会发展的贡献全面提升。
为实现上述目标,我们将注重处理好邮政基本公共服务领域和竞争性领域、产业升级和加快发展以及发挥行业管理作用和尊重市场规律三个方面的关系,重点抓好五个方面的工作:一是着力激发市场主体新活力。注重引导、培育企业的创新驱动发展新动力。增强发展后劲,构建现代邮政业发展的管理机制和技术体系。推动市场主体加快建立现代企业制度,完善多种所有制并存、多元市场主体竞合、多层次服务共生的邮政市场新格局。促进提高市场集中度,保证行业各种所有制经济依法平等使用生产要素,公平参与市场竞争,提升行业的开放型经济水平。二是着力完善保障监督邮政普遍服务的长效机制。强化邮政基础设施建设,设有邮政局所的乡镇比重达到100%,行政村通邮率和城镇居民信报箱安装率明显提高。加强邮政服务的质量管理,完善邮件处理和运输的安全保障措施,加大普遍服务标准监督检查力度,健全邮政普遍服务综合绩效考核机制,形成责权统一的邮政普遍服务保障与监督机制。三是着力提升行业科技水平和自动化、标准化、信息化应用水平。加快收寄、分拣、运输、投递等环节生产装备及新技术的研发和推广运用。开发渠道丰富、规范有序的运输和配送资源市场,提升邮政和快递网络的承载能力。四是着力促进协调发展。优化产业结构,促进区域协调发展,促进产业联动发展。依托综合交通运输体系,推动企业功能整合和服务延伸,融入产业链、服务链和供应链,提升产业层次,促进与电子商务、制造业等协同发展。五是着力加强行业文化建设。以践行社会主义核心价值体系为核心,努力建设面向现代化、具有行业特色的文化体系。
今年以来,中央把“稳增长”战略放在更加突出的位置,强调坚持稳中求进,稳中有为,把发展服务业作为打造经济“升级版”的重要战略举措,坚持生产性服务业和生活性服务业并举,坚持现代服务业和传统服务业并举,着力把服务业打造成经济社会可持续发展的新引擎。邮政业作为重要的基础性产业,广泛服务于经济社会发展和人民生活。我们要在国家邮政局和陕西省委、省政府的正确领导下,按照科学发展跨越发展的决策部署和建设“三个陕西”的要求,以转变发展方式为主线,以惠民强业为目标,以转型升级为核心,以构建公平公正、竞争有序的邮政市场环境为保障,加快行业科学发展步伐,显著提升邮政业对经济社会发展的支撑能力,加快建设与小康社会相适应的现代邮政业,为建设西部强省、富裕三秦百姓作出新的更大贡献。
第三篇:世界电信日致辞
一百六十年前,塞缪尔•莫尔斯采用一连串简单的点和线发出了世界上第一封电报,人类从此迎来了电信时代,经过不到十年的发展,电报就已经成为一项日常的公众服务。今天信息通信技术发展日新月异,越来越多的人意识到,人们的日常生活离不开使用电视、广播以及移动电话和互联网。然而对于生活在世界上最贫困国家的千百万人来
说数字鸿沟仍然存在,他们无法享受到信息通信技术所带来的益处。
今年世界电信日的主题是“PromotingGlobalCybersecurity”,中文名称为“推进全球网络安全”。这使我们再次认识到,信息通信技术是实现经济发展激起重要的工具。以价格可以承受的技术服务于社区人们,能够有效的促进社会和物质生活的变革。为使人类战胜饥饿,保护环境,实现各国政府和首脑在2000年联合国千年首脑会议上一致认同的《千年发展目标》,获取信息和技术专业知识至关重要。然而,要想充分发挥信息通信技术的潜力,我们必须在各国政府、私营部门、民间团体和联合国系统之间建立全球性伙伴关系,促进人类的共同发展。
前年12月,在日内瓦召开的信息大会世界峰会第一阶段会议上,与会各国领导人就和在全球范围内消除内容和基础设施方面的数字鸿沟达成了共识,这次会议是第一次全球性信息社会峰会。令我伸手鼓舞的是,峰会提出了许多创新提议,并作出一定要改善世界上许多人所处不利境况的坚定承诺,在此我敦促联合国各会员国和所有其他利益相关方在筹备明年信息社会世界峰会突尼斯阶段会议时继续履行自己的承诺。
藉此世界电信日之际,让我们坚定决心,竭尽全力,迈向真正开放、包容和繁荣的电信时代。

世界环境日致辞
席卷全球的经济和金融危机实实在在地敲响了醒世警钟,它告诫人们必须改进旧的增长模式,要过渡到更绿色和更清洁发展的新时代。今年世界环境日的主题是“你的地球需要你”,它是要激励我们所有人尽自己的一分力。
地球面临气候变化的严重威胁。尽管所有国家都会受害,但是穷人将首当其冲。不过我们还有机会改变进程。12月将在哥本哈根举行极其重要的气候变化问题谈判。我们必须共同敦促各国政府达成协议,缔结新的气候问题协定。
世界还需要“绿色新政”,着重对可再生能源、有利生态的基础设施和能源效率作出投资。这不仅会创造工作机会,促进复苏,而且有助于处理全球变暖问题。如果我们把巨额新经济刺激一揽子方案的一部分投资到绿色经济中,我们就能把今天的危机变成明天的可持续增长。此外,向低碳社会过渡的国家不仅将获得极大的环境收益;它们还可以与其他国家分享其新技术。
但是我们地球需要的不仅仅是政府和公司采取行动;它还需要我们每一个人采取行动。虽然个人的决定对全球性威胁和趋势而言也许似乎微不足道,如果数十亿人民为共同目的携手共进,我们就能使世界大为改观。
今天是世界环境日,为了把我们地球变得更绿,更清洁,我鼓励各国人民采取各种具体步骤。关灯,使用公共交通,回收利用,种树,清扫当地公园,让公司对其环境做法负责,并敦促贵国政府代表在哥本哈根达成协议。
Secretary-General's message on World Environment Day
The economic and financial turmoil sweeping the globe is a true wake-up call, sounding an alarm about the need to improve upon old patterns of growth and make a transition a new era of greener, cleaner development.The theme of this year's World Environment Day – “Your planet needs you” – is meant to inspire all of us to do our part.The Earth faces the grave threat of climate change.While all countries will suffer, the poor will bear the brunt of the impact.But we also have an opportunity to change course.Crucial climate change talks will take place in Copenhagen in December.Together, we must press governments to “Seal the Deal” for a new climate agreement.The world also needs a “Green New Deal” focused on investing in renewable sources of energy, eco-friendly infrastructure and energy
efficiency.This will not only create jobs and spur recovery but also help tackle global warming.If we invest even part of the substantial new economic stimulus packages in the green economy, we can turn today's crisis into tomorrow's sustainable growth.Moreover, countries that make the transition to a low-carbon society will reap more than significant environmental benefits;they will be well-placed to share their new technology with others.But our planet needs more than just action by governments and corporations;it needs each of us.Although individual decisions may seem small in the face of global threats and trends, when billions of people join forces in common purpose we can make a tremendous difference.On this World Environment Day, I encourage all people to take concrete steps toward making the planet greener and cleaner.Switch off the lights.Take public transportation.Recycle.Plant a tree.Clean up your local park.Hold corporations responsible for their environmental practices.And urge your government representatives to Seal the Deal in Copenhagen.Secretary-General's message on World No Tobacco Day
Every year, some 5.4 million people die from illnesses caused by tobacco consumption – 80 per cent of them in low-and middle-income countries.Up to half of all smokers die from a tobacco-related disease, and science has shown that second-hand smoke harms everyone who is exposed to it.Left unchecked, tobacco-related deaths will rise to more than 8 million by 2030.Lung cancer, heart disease and other tobacco-related illnesses are part of a broader epidemic of non-communicable diseases, which include strokes, cancer, chronic respiratory diseases and diabetes.These diseases have become the world's leading cause of mortality.Sixty per cent of all deaths globally are caused by them, with women being the hardest hit.That we continue to allow such diseases to be caused by tobacco consumption is a global tragedy.It also comes at vast expense.Economies are harmed by the costs of treating of tobacco-caused diseases and by decreased productivity due to illness and premature death, while families whose members die or become ill due to tobacco use endure an unnecessary financial burden.On this World No Tobacco Day, I urge governments everywhere to address this needless threat to public health.

As the world charts a more sustainable future, the crucial interplay among water, food and energy is one of the most formidable challenges we face.Without water there is no dignity and no escape from poverty.Yet the Millennium Development Goal target for water and sanitation is among those on which many countries lag the most.在全世界策划一个更可持续的前景之际,水、粮食与能源的相互作用是我们面临的最巨大挑战之一。没有水,就没有尊严,也无法摆脱贫穷。然而,《千年发展目标》里水和环境卫生的指标却属于许多国家最落后的指标。
In little over a generation, 60 per cent of the global population will be living in towns and cities, with much of the increase taking place in the inner city slums and squatter settlements of the developing world.The theme of this year’s observance of World Water Day--“Water for Cities”--highlights some of the main challenges of this increasingly urban future.约略再过一代,全球人口的60%将住在城市,其中大部分增加人数将出现在发展中国家的市中心贫民区和棚户区。今年纪念世界水日的主题——“城市用水”——凸显这个日益城市化的前景所具有的一些主要挑战。
Urbanization brings opportunities for more efficient water management and improved access to drinking water and sanitation.At the same time, problems are often magnified in cities, and are currently outpacing our ability to devise solutions.城市化带来更有效管理用水和更能获得饮用水和环境卫生的机会。同时,城市里的各种问题往往扩大,目前逐渐超出我们拟订解决办法的能力。
Over the past decade, the number of urban dwellers who lack access to a water tap in their home or immediate vicinity has risen by an estimated 114 million, and the number of those who lack access to the most basic sanitation facilities has risen by 134 million.This 20 per cent increase has had a hugely detrimental impact on human health and on economic productivity: people are sick and unable to work.过去十年,家里或附近没有水龙头可用的城市居民的人数估计增加了1.14亿,没有最基本的环卫设施可用的城市居民的人数则增加了1.34亿。这个20%增加数额对人类健康和经济生产力都有极其有害的影响:人民生病不能工作。
Water challenges go beyond questions of access.In many countries, girls are forced to drop out of school owing to a lack of sanitation facilities, and women are harassed or assaulted when carrying water or visiting a public toilet.Moreover, the poorest and most vulnerable members of society often have little choice but to buy water from informal vendors at prices estimated to be 20 to 100 per cent higher than that of their richer neighbours, who receive piped city water in their homes.This is not just unsustainable;it is unacceptable.用水方面的挑战还不限于取得用水的问题。许多国家的女童因为缺乏环卫设施而被迫退学,妇女提水或上公用厕所时被人骚扰或侵犯。此外,最穷最弱的社会成员往往不得不向非正式的贩子买水,价钱比在家里接引本市自来水的有钱邻居所付的价钱大约高出20%至100%。这种情况不仅不可持续,而且不可接受。
Water problems will figure prominently at the forthcoming UN Conference on Sustainable Development in Rio de Janeiro, in 2012 – Rio + 20.My High-level Panel on Global Sustainability and UN-Water are examining ways in which we can connect the dots among water, energy and food security, with the aim of reducing poverty and inequality, generating jobs, and minimizing the risks of climate change and environmental stress.在将于2012年在里约热内卢举行的联合国可持续发展大会(里约+20)上,水的问题将居于显著的地位。我的全球可持续性和联合国水机制问题高级别小组正在研究我们可以采用什么方法把水、能源和粮食安全之间的关系建立起来,以期减少贫穷和不平等现象,创造就业机会,并尽量减少气候变化和环境压力的危险。
On World Water Day, I urge governments to recognize the urban water crisis for what it is – a crisis of governance, weak policies and poor management, rather than one of scarcity.Let us also pledge to reverse the alarming decline in pro poor investment in water and sanitation.And let us reaffirm our commitment to ending the plight of the more than 800 million people who, in a world of plenty, still do not have the safe drinking water or sanitation they need for a life in dignity and good health.在世界水日,我呼吁各国政府认识城市用水危机的真相——这是治理方式、软弱政策和管理不善造成的危机,而非供不应求的危机。我们还要保证把水和环卫方面有利于穷人的投资急剧下降的趋势扭转过来。同时让我们重申:我们承诺终止8亿多人民的苦难,他们虽然处于一个富足的世界中,却仍然得不到他们的尊严和健康生活所需的安全饮用水或环境卫生。
