第三篇：英语四六级考试作文评分标准

四六级作文采用总体评分(global scoring)方法，阅卷人员就总的印象给出奖励分(reward scores)，而不是按语言点的错误数目扣分。我们要从内容和语言两个方面对作文进行综合评判。内容和语言是一个统一体。作文应表达题目所规定的内容，而内容要通过语言来表达，要考虑作文是否切题，是否充分表达思想，也要考虑是否用英语清楚而合适地表达思想，也就要考虑语言上的错误是否造成理解上的障碍。

这里我将对是否用英语充分表达思想解释一下，也许大家看到hot door的时候可能会想到热门，因为我们使用了back-translation, 我们在用中文的思维方式替学生考虑，来猜测他想要表达什么意思，但是在改试卷当中，这是绝对不允许的，我们必须严格按照英语的思维来考虑，试想一个英语国家的人看到这个表达方式的时候他肯定是不会没明白这个是什么意思的。

也就是说，在真正实际批改中，如果你出现i is, you am等现象，或者一个单词少了一个字母这些情况我们是不会太在意的，如果语言的错误 导致了我们不能够使用英语的思维来理解，那么分数就高不上去了。

阅卷的标准分为5等，2分、5分、8分、11分和14分。另有标准样卷，我们参照样卷对大家的作文进行评分，首先人们和哪个档次的样卷接近，则上下浮动1分。

2分标准：条理不清，思路紊乱，语言支离破碎或大部分句子都有错误，且多数为严重错误。

On December 5, 2010,1.03 million people took part in this year's national civil service examination, a drop of 10,000 participants compared to last year.For the first time in many years, the frenzy to take the examination for civil service posts has cooled down a bit.Sources with the State Bureau of Civil Servants explain: First, China's recovering economy is providing people with more job opportunities;second, more people are showing reason about the rush to sitting in the examination;and third, 85 percent of government departments are demanding candidates have at least two years' work experience, which has disqualified many new college graduates.In fact, the ratio of examinees to successful admissions is still as high as 63.6 to 1 on average and 4,961 to 1 for the hottest position.It's still hard to say civil service posts are becoming less attractive.Why? It's because people believe these posts are privileged and well paid.More importantly, their holders can have almost all their livelihood needs paid for by the state, which is a big contrast to the majority of other professions.Whether a cooling down is really happening depends on effective restriction of civil servants' privileges and accelerated reforms of income distribution, in order to enable people to believe that even if they are not civil servants, a decent and affluent life is still readily available.China slowly adopts tobacco-free laws

China has more than 300 million smokers, most of whom are males.About 740 million people, including 180 million children and teenagers, were exposed to second-hand smoke in 2010, according to a report recently published by the Chinese Center for Disease Control and Prevention(China CDC).In 2005, the direct cost of smoking, that is, the cost of smoking-related diseases, amounted to 166.5 billion yuan($24.5 billion).China ratified the WHO Framework Convention on Tobacco Control in 2003, pledging to effectively curb tobacco use, including smoke-free legislation, placing large and clear warnings on the harmful effects of tobacco on cigarette packs, as well as total bans on all forms of tobacco advertising, promotion and sponsorship.China promised to ban smoking in public places “in an all-around manner” in March this year in its 12th Five-Year Plan-the first time that the country has included an anti-smoking measure in its five-year plan.Restaurants, schools and hospitals face penalties if people smoke on their premises, according to the regulations.Fines can range from 2,000 to 30,000 yuan($308 to 4,626).Also, businesses can be forced to close temporarily if they break the new law.“Government policy is one thing, but not the only important part of tobacco control initiatives.Raising public awareness remains the key to succeed in tobacco control,” Yang Gonghuan said.
