十一、安全预案
1、比赛进行期间道路暂时封闭。
2、应急救护车三辆分居三个主要地段覆盖整个现场，安排调度人员随时联系
3、所有参赛人员必须投保。
4、友谊第一，比赛第二。比赛结果分两类，即男生组和女生组。公平、公正、公开
5、搞好联络系统，应对突发事件。在比赛中如发生意外情况，工作人员能自行解决的要妥善解决，处理完后及时向副组长汇报，不能自行解决的要及时找到副组长或组长进行协调解决。
6、参加比赛的运动员需到校医院进行体检，确认身体无误后方可参加比赛。如没进行体检参赛者，在比赛过程中出现意外后果自负。

3随着经济的不断发展、社会的进步，旅行已经成为人们生活中不可或缺的一部分。然而相对于传统的繁华都市，崇尚原生态、贴近大自然的户外旅行受到越来越多年轻人的青睐。许多大学成立了户外社团，组织社员徒步、骑车、露营等户外项目。而伴随着户外旅行不断扩大的参与面和大学生户外俱乐部和大学生创业的口号，一些非盈利的户外社团逐渐走向商业化运作，大力推广户外旅行，并在大学生中形成了一定的影响力。
大学校园人员集中，学习压力较初高中时期较小，会有较多的课余时间，另外，在大学学生中更注重人际关系的交往和友谊的增进，通俗的说就是大家喜欢一起出去游玩，增进友情和关系网络，甚至爱情。大学生的消费也不能看低，存在一定的攀比，高消费现象。再加上人员集中，人员众多，组团容易，据不完全统计，只在青岛地区就有40多所大学，平均每所大学1-2万人，市场潜力巨大。再加上我公司有一定的资源基础和人员配置，可以实行一些优惠政策来开发这一潜在的市场。
平度地区环山傍水，自然环境优美，距离青岛等校园集中的地方较近，交通方便，非常适合以户外远足，山地自行车形式的旅游项目的开展。针对这一发展前景，我对这一项目的开展做出以下规划：
1.组织形式
组织形式有两种选择：一是在青岛设立专门的办事处，组织和策划活动，平度地区具体实施和辅助组织工作。二是开始杰玛仕自行车专卖店，兼职办事处的作用，这样的好处是可以顺便打广告，增加业务量。
2.人员设置
以办事处为例，2-3人即可，分管组织和广告宣传工作，提成式经营，公司不必特意管理。
3.营销方式
营销方面建议和各大学的社团和体育部的主管老师等合作，提成制营销。由我公司具体策划、施行，大学社团负责组织人员。
4.活动组织方式和具体流程
我方主要负责学生的接送（即包车）、食宿、自行车车辆出租、安全保护、活动用品（如需帐篷、篝火、食品、急救箱等）、专门教练和负责人等，这些费用全部计入基本成本中。另外，可在实践中逐渐发展我们的特色，服务到位，更多的吸引客户前来。
活动方式可以以远足、旅行、山地运动、野营、自行车比赛等方式进行。
5.盈利愿景
费用设置基本可设置在全部费用（基本费用+学校社团提成）的1-2倍，剩余利润由公司和办事处分成。（经过市场调查后设立一个合理的营销费用）。
基本费用统计：
