Dear Chinese friends, Tonight, we come to the end of 16 glorious days which we will cherish forever.Thank you to the people of China, to all the wonderful volunteers and to BOCOG!Through these Games, the world learned more about China, and China learned more about the world.Athletes from 204 National Olympic Committees came to these dazzling venues and awed us with their talent.New stars were born.Stars from past Games amazed us again.We shared their joys and their tears, and we marveled at their ability.We will long remember the achievements we witnessed here.As we celebrate the success of these Games, let us altogether wish the best for the talented athletes who will soon participate in the Paralympic Games.They also inspire us.To the athletes tonight: You were true role models.You have shown us the unifying power of sport.The Olympic spirit lives in the warm embrace of competitors from nations in conflict.Keep that spirit alive when you return home.These were truly exceptional Games!And now, in accordance with tradition, I declare the Games of the XXIX Olympiad closed, and I call upon the youth of the world to assemble four years from now in London to celebrate the Games of the XXX Olympiad.Thank you!

在社会各界的大力支持下，“第四届中国计划生育/生殖健康新技术新产品博览会”隆重开幕了！借此机会，我代表国家人口计生委对科技部、卫生部、食品药品监管局、质检总局等协办单位表示感谢！对联合国人口基金驻华代表处、人口与发展南南合作伙伴组织、世界卫生组织驻华代表处、联合国艾滋病规划署驻华代表处、帕斯适宜卫生科技组织、玛利斯特普国际组织等机构的大力支持表示感谢！对所有国内外参展单位和莅临开幕式的各位嘉宾表示诚挚的欢迎！

十几年来，伴随着我国人口和计划生育工作思路、工作方法发生重大转变的历史进程，生殖健康产业得到不断壮大，已经成为我国现代社会发展的产业群体，成为国民经济社会发展新的增长点，成为推动整个社会和谐、文明、进步的动力之一。

党中央、国务院高度重视生殖健康产业的发展。2000年3月，《中共中央国务院关于加强人口与计划生育工作稳定低生育水平的决定》提出“以事业带动产业，以产业促进事业”的战略构想。2003年3月，中央明确赋予国家人口和计

划生育委员会“促进生殖健康产业发展”的职责。2006年12月，《中共中央国务院关于全面加强人口和计划生育工作统筹解决人口问题的决定》再次提出“大力发展计划生育生殖健康产业”的战略任务。

计划生育生殖健康产业的发展，对于稳定低生育水平，提高出生人口素质，推进国民经济的结构性调整，促进经济增长方式的转变，推动公共服务事业发展，促进社会公平、公正与和谐，满足群众生殖健康多元化需求，促进人口与发展领域的国际交流与合作等多方面，都发挥着十分重要的作用。坚定不移地以科学发展观统领经济社会发展全局，坚持以人为本，促进人的全面发展；坚持以不断提高全国人民的生活水平和生命质量为核心，促进计划生育生殖健康产业发展。

当前的主要任务是：

（一）加强生殖健康科技创新。包括避孕节育新方法、新技术和新材料的研究，重大出生缺陷干预技术的研究，性病/艾滋病及其他重大生殖系统疾病的研究，生殖健康中医药学研究和生殖健康医疗设备研究等。

（二）促进生殖健康产业资源整合。理顺生殖健康产业监管和发展的关系，促进生殖健康产业资源有效整合，合理

布局；强化品牌意识，加强质量监管力度，对推广应用的生殖健康技术产品质量和使用情况，进行长期、系统地监测，为生殖健康高新技术产品面向国内和国际市场提供有效服务。

（三）扩大生殖健康产品的社会服务。根据人口流动和分布情况，及时引入新技术、新产品，调整免费发放计划生育药具管理和服务模式；对育龄人群的计划生育药具和生殖健康产品服务需求进行有针对性的市场细分，将免费服务和社会营销有机结合起来；稳步扩大计划生育社会营销试点，逐步建立符合条件和要求的计划生育药具和生殖健康产品的连锁经营专门机构。

（四）加快生殖健康科技成果转化和推广。依据社会需求，建立生殖健康产业基地，引导和组织企业对优秀的生殖健康科技成果进行及时转化、生产。整合政府、企业、社会和网络资源，充分发挥科研院所的技术优势和人口计生技术服务系统的网络优势，建立生殖健康高新技术产品的服务推广体系，积极推广应用生殖健康高新技术产品，满足人民群众的生殖健康服务需求。

为了推动计划生育生殖健康产业的发展，六年来，人口计生委已经联合有关部门成功举办了三届计划生育生殖健康新技术新产品博览会，基本实现了生殖健康产业“配置资

源、规范市场、组织企业、引导消费”的目标，带动形成了一批拥有自主知识产权和知名品牌、竞争力较强的龙头企业，推出了一批计划生育、生殖健康、优生优育新技术、新产品，初步形成了以企业为主体、市场为导向、产学研相结合的技术创新体系。2007年3月，成立了中国生殖健康产业协会，这标志着生殖健康产业的发展进入了一个新的阶段。本届“博览会”主要有三个显著特点：

一是彰显时代主旋律。本届“博览会”以“健康、和谐、发展”为主题，突出体现了实践“三个代表”重要思想、落实科学发展观、构建社会主义和谐社会的时代要求，体现了实现好、维护好、发展好人民群众切身利益和根本利益的宗旨要求；体现了开创人口和计划生育工作新局面、统筹解决人口问题的重大历史意义。

二是展示丰富独特内容。以生产经营企业、科研院所、计划生育及药具服务机构等为展示主体，组织了“展示、展览、会议、经贸、文化”五大版块，宣传人口和计划生育事业近年来的重大事项及成就，展示国内外计划生育生殖健康新技术、新产品，开展政府采购、项目投资和贸易洽谈，举办计划生育生殖健康科技产业论坛和科普知识讲座会议，进行计划生育生殖健康信息技术和文化交流。参展单位除了国内的许多企业以外，一些国外的知名企业也积极参展，展会

规模大、活动内容多、技术价值高，体现了规模化、专业化、市场化和国际化的特色。

三是发挥资源整合效力。按照“政府搭台，市场运作，精心策划，防范风险，确保安全，争取效益”的原则，引入市场运行机制，实行专项管理、项目招标等方式，将政府导向与市场运作、公益性与商业性、成果展示与产品技术展览相结合，力争实现经济效益与社会效益双丰收。

我们相信，在科学发展观的指导下，在社会各界的共同努力下，中国计划生育生殖健康新技术新产品博览会必将越办越有成效，中国计划生育生殖健康产业必将越来越壮大！让我们团结携手，坚定信心，努力拼搏，勇于创新，为稳定低生育水平，统筹解决人口问题，促进人的全面发展和社会和谐做出更大的贡献！
