国际教育与交流中心团总支召开紧急会议——认清目前中日关系形势和维护校园稳
定工作的专题报告会议
针对目前中日关系紧张的问题和当前学校存在不稳定因素的情况下,国际教育与交流中心团总支与2010年10月17日早上8点在A14号楼系办公室召开紧急会议,该系团总支书记程洪涛领导和08级,09级,10级的团小组以及部分学生干部一起参加会议。会上,国际教育与交流中心团总支书记程洪涛传达了关于新乡学院关于“正确处理中日关系和维护校园稳定工作”的相关事项,并且明确指出同学们要正确表达爱国热情,禁止利用假期组织大型游行示威活动,同时要杜绝同学之中搞串联和煽动性活动。其中,团总支书记程洪涛严格要求学生干部要密切关注同学们的思想和行为动向,同时要定期做好思想汇报工作.,使同学们把爱国思想正确的落实到实践中去。
本次会议成功召开,使该系团小组和部分学生会干部认识到目前中日关系复杂和维护校园稳定工作的重要性,而从有利于同学们以清醒理智的态度来关注现实,保证了教学和生活的秩序。

China Center for International Educational Exchange 教育部中国教育国际交流协会(CEAIE)是中国教育界开展对外教育交流的全国性非盈利、非官方机构。1981年7月经中华人民共和国国务院批准,1991年在中华人民共和国民政部注册,1993年在联合国注册为国际非政府组织,柳斌同志(全国人大常委、原国家教委副主任、国家总督学)任会长。
中教国际教育交流中心是由中国教育国际交流协会主办(简称“中教国际”),是以促进中国教育同世界各国教育交流与合作为主旨,以中国教育国际交流协会的全国网络和积累20多年的国际教育交流经验、关系和渠道为依托,广泛开展国内外教育资源整合、中外合作办学、国内外会展论坛、出国考察及留学服务等业务,经过多年的不断发展,中心已在中国国际教育交流领域发挥了重要的作用。

市建委召开全市建委系统安全生产紧急会议
进入10月以来,本市建筑工地连续发生5起伤亡事故,死亡9人,特别是城建道桥公司和中铁隧道集团分别于10月5日和10月8日发生两起死亡3人的重大事故,造成了极其恶劣的社会影响。截止到10月11日,全市建筑工地共发生伤亡事故57起,一共死亡67人,伤亡人数已经超过去年全年,建筑工地安全生产形势十分严峻。为此,市建委于10月13日召集十八个区(县)建委主任、北京经济技术开发区建管局局长和建工、市政、城乡、住总等20家施工单位一把手,以及北京市地铁建设集团主管总经理,举行全市建委系统安全生产紧急会议,共同商讨全市安全生产形势控制方案。会议由市建委委员孙乾主持,市建委主任刘永富、副主任栾德成、市安全生产监督局副局长刘岩、市路政局副
局长姜帆等出席会议,做了讲话。栾德成副主任首先对近期的安全生产情况做了通报,他指出,北京市建筑施工现场的安全生产形势已经达到了近10 几年来最为严峻的程度,分析事故原因,主要有三,一是安全生产责任制、尤其是项目经理安全生产责任制不落实,违章指挥、违规作业现象严重;二是各级领导对安全生产工作重视程度有很大差距,有些单位未设立独立的安全部门,有些单位安全部门形同虚设,人员配备严重不足;三是施工现场管理漏洞大管理人员、安全员、监理人员脱岗、漏岗现象严重。他要求各单位立即行动起来,在9月全市安全整顿月的基础上,制定杜绝伤亡事故、确保施工安全的具体措施;加强对施工人员的安全教育和培训,培养外施人员良好的安全技能和安全习惯;特别要加强安全监管工作,强化责任制落实和责任追究手段,加大对事故相关责任人的处罚力度。随后,姜帆副局长和刘岩副局长分别结合轨道交通建设特点和全市安全生产形势,对建筑工地的安全生产工作提出了具体要求。最后,刘永富主任再次重申,安全生产事关人命,北京市建筑施工现场的安全生产形势已经严峻到不能再发展下去的程度,各单位领导务必要以对人民群众生命安全高度负责的态度,把安全生产工作当作切实落实“三个代表”的具体行动,坚决做好安全生产工作。他强调,做好安全生产工作,关键是要切实提高企业对安全生产的认识,特别是各级领导干部,要切实将安全生产工作重视起来;其次要强化施工现场管理,切实将安全管理措施落实到位,要解决普遍存在的“以包代管、包而不管”的问题,形成全面抓安全、全员抓安全的安全生产局面;第三要将安全生产责任制落实到施工现场每个施工角落,建立完善的责任制包保体系,加强对责任制落实的监督检查,加大责任追究力度;第四要加大对事故的追究处罚力度,依法严肃处理责任单位和责任人,对触犯刑律的,要坚决追究其刑事责任。刘永富主任要求,各单位在会后一定要将会议精神切实落实下去,从根本上扭转本单位的安全生产局面,重点要做好4个方面的工作:一是各集团、各区县建委要立即组织开展为期一周的安全生产大检查,各集团、公司将全市所有的建筑工地彻查一遍,各区县建委要重点检查各集团、公司的检查落实情况,确保查完的工地不再存在安全隐患;二是全市建筑工地,无论大小必须配备专职安全员,大的群体工程必须设立安全机构;三是各施工企业要建立一套有效的安全包保体系;四是各集团、公司老总要向建委递交一份《安全保证书》,保证本企业在今年剩余的建设施工过程中不再发生伤亡事故。

2015,国际合作与交流中心在省教育厅、省台办等上级主管部门的悉心指导下,在校党委、校行政的高度重视下,在相关部门和学院的配合帮助下,稳步推进国际交流互访、校际合作办学、教师海外研修、学生交换学习等主要工作,同时加强中心内部建设,加强对以往档案资料的搜集整理和回溯归档,中心网站栏目的建设等工作。一年来,各项工作开展稳定有序,扎实有效,现总结如下: 积极开展国际交流,通过“请进来”和“走出去”,开拓国际视野 1.1 与XX大学实现互访:本,我校组织5人代表团赴XX大学访问1次,XX大学来我校访问2次,双方签署了全面友好合作交流协议,就加强两校合作交流的内容和模式方面进行深入了探讨,在深化合作办学方面取得了诸多共识和成果;

1.6赴台湾XX大学:组织由15名青年教师组成的教学法研习团赴台湾XX大学进行教学法研习,体验了以“教学卓越”为主体的“学程架构与课程规
划”、“学习气氛营造与课堂管理”、“教学资讯系统Moodle运用”、“问题教学法、个案教学法”等14门专题课程,开拓了青年教师的教学视野; 建立战略合作伙伴关系,加强教师研习交流和学生交换学习,培养国际化人才

认真研读国家外专局、教育部和省外专局关于各类引智项目的文件要求,进一步改革我校外国专家聘请机制和流程,努力提高我校外国专家的层次,同时加强外国专家的管理和服务。
目前我校聘请外国专家3名,其中爱尔兰籍1名,美国籍1名,韩国籍1名;在日常工作和生活中,尽可能为外教提供方便,中秋节和圣诞节期间,组织探望和节日慰问,让他们感受温暖;并为外专来华工作证件的办理、延期等手续提供服务。积极加强中心业务能力建设,提升外事工作服务水平
4.1 补足、补强专业外事工作人员:本,国际交流中心引进具有xx学位的英语专业人才1名担任中心主任;引进具有xx秘书工作经历的人员1名担任中心秘书;目前,本中心工作人员3名,外事工作能力明显增强; 4.2 加强外事档案、资料搜集整理、回溯归档工作:外事工作中会涉及各级各类重要文件材料,包括上级主管部门的指示、批复、回函等,以及学校审批、纪要、去函等,合作院校双方签署的协议、备忘录、邀请函等,个人出(国)境审批表等;对各类文件资料的搜集归档、留案备查工作至关重要;本中心积极加强对以往外事材料的搜集整理,按时间、按类别整理归档,共整理出近一年来出(国)境审批表29份,合作协议、备忘录9份,出(国)境人员办理的各类手续3人份;
4.3 加强中心网站建设:网站是本中心工作宣传的重要窗口和便捷办公的有效途径,一年来,及时上传各类外事工作的新闻报道13篇;上传外事工作通知、公告7篇;更新、上传《xx省省直党政机关因公临时出国经费管理办法》等政策规定14篇;更新、上传各类出(国)境审批表格11份;
调整、上传《xx教职工因公出国(境)手续办理指南》、《外国专家证办理指南》等材料11份;同时调整、公布了最新的中心成员、联系方式等信息,畅通了与师生沟通办事的渠道,有效提高了中心的外事服务能力;
一年来,国际合作与交流中心在对外合作互访交流、教师研修培训、学生交换学习项目等方面取得一定的成果;在新一将再接再厉,在青年教师海外研修、对外合作办学、联合培养项目等方面拓展优质渠道,提升合作层次,为我校教育国际化工作迈向新的台阶。

市道路交通安全工作联席会议办公室副主任、市公安局交警总队总队长陈志康首先传达了公安部预防重特大道路交通事故会议精神,通报了近期全国和本市道路交通事故情况,其中据统计,今年截至10月18日,全市共发生一般以上道路交通事故1599起,死亡710人,伤1361人,同比分别下降7%、9.2%和9%。发生一次死亡3人及以上事故6起、死亡30人,同比减少4起、5人。陈志康总队长还对下一阶段本市道路交通安全管理工作进行了部署:一是立即开展交通事故隐患排查整治工作。各单位要深刻汲取国庆期间全国连续发生3起特大道路交通事故的教训,清醒认识本市“9〃14”、“10.16”事故暴露出的不足和问题,举一反三,采取综合措施,全面排查整治各类交通事故隐患。各单位分管领导要亲自牵头组织,会同安监、交通等部门开展交通事故隐患排查整治工作。工作重点是:对道路交通标志标识、安全设施等进行全面检查;对客运车辆(包括旅游巴士)进行重点检查,注意发现违规的租赁、转包等情况,并抓紧清理客运车辆和驾驶员的交通违法记录;对容易发生超速、超载等严重交通违法行为的重点路段要增加“电子警察”,并有针对性地调整路面警力勤务部署,加强现场执法检查,发现一起、查处一起。凡是排查出的问题,各单位要抓紧解决。二是立即开展“三个必查”工作:对7座以上的客运车辆,在出入市境道口要做到“逢车必查”;对始发站开出的客运车辆,必须严格实行“始发必查”,有一辆查一辆。在督促运营单位对车辆性能、安全设施等加强检查的同时,要加强严禁中途上下客、严禁携带易燃易爆危险物品及严禁超载、超速等方面的宣传教育;对超员、超速的车辆必查。对超员的客运车辆,要责令当场转驳超员乘客,确保安全隐患消除后方可放行。此外,要注意及时发现在高速公路、城市快速路、高架道路上违规停车的情况,一旦发现要立即派员到场处置。三是加强对“四类车辆”的安全检查。各单位要会同交通、旅游等部门,从“源头”上加强对旅游巴士、租赁车辆、客运车辆(包括校车)以及长途大客车的安全检查,督促落实旅游组织单位的交通安全主体责任,杜绝发生私自租车、包车、揽客等违法行为,尽最大努力将安全隐患消除在出车之前。要重点对旅游巴士、租赁车辆、客运车辆的运营资质、车容车况等进行检查,并加强对驾驶员安全行车的宣传教育。对于长途大客车,要在实施市境道口“逢车必查”措施的基础上,加强行驶途中的执法检查,发现问题一律严肃处理。四是积极落实应急联动处置措施。第四季度是雨、雪、迷雾、冰冻等恶劣天气高发时期。遇恶劣天气,各单位一定要结合工作实际,落实各项应急处置工作预案。公安、交通、安监等部门要完善应急联动机制。对高速公路要加强隐患排查整治,并在易积雪、结冰路段和事故多发点段储备盐、沙、草垫、防滑链、融雪剂等应急物资和大型清雪、除冰设备,派驻人员加强值守。各级公安交警部门要发挥屯兵街面的优势,最大限度地安排警力上路,强化对雨、雪、雾和结冰路段的巡逻管控,及时发现天气变化对道路交通安全带来的不利影响,及时发出预警和安全提示。各区(县)政府要组织好力量,对于雨雾等恶劣天气及可能发生的突发状况,要提早谋划应对措施,确保第一时间快速、有效处置。
最后,肖秘书长就做好下阶段道路交通安全重点工作提出两点要求:一是要齐抓共管、形成合力,进一步落实各项路面交通安全隐患整治工作措施,加大重大事故隐患治理力度,加强路面交通秩序管控力度以及加强交通安全宣传力度;二是要突出重点、强化源头,进一步深化客货运安全隐患整治专项行动,加强客货运隐患排查整改,强化交通安全责任制落实,加强客货运驾驶人员教育管理。
此外,肖秘书长还对今年第四季度的排堵保畅工作提出了具体要求,他表示今年8月中下旬开始,一系列工程项目陆续开工建设,加上受国庆、元旦等节假日及交通出行需求旺盛、机动车保有量持续增长等因素影响,预计第四季度交通出行总量较前期将有明显上升,道路交通可能面临较大压力。为此,他强调,公安、建设、交通等部门一定要相互配合、形成合力,共同将各种影响通行的不利因素降到最小限度,确保本市不发生人为因素、管理不到位引发的大面积、长时间拥堵。
