全国英语等级考试(PETS)介绍
全国英语等级考试(Public English Test System,以下简称PETS)是经中华人民共和国教育部批准,由教育部考试中心主办的全国统一考试。北京市教育考试指导中心是北京地区的考试承办机构,负责考试的组织实施。
全国英语等级考试是面向全社会、以全体公民(除义务教育阶段学生外)为对象的非学历性证书考试,主要测试应试者实际英语交际能力。在参加考试的资格方面,无职业、受教育程度的限制,原则上任何人都可报名参加。考生可以根据自己的英语水平选择参加任何一个级别的考试。
根据教育部考试中心有关规定,自2007年9月起,全国英语等级考试不受理义务教育阶段的学生报考,但在2007年上半年一级B考试中,取得笔试或口试单科合格者,可以报名参加2008年上半年一级B考试,仅限报考2007年3月份考试不合格或者没有报考的笔试或口试单科。
PETS是教育部考试中心设计、开发和主办的全国性英语水平考试体系。共5个级别:
PETS-1是初始级。通过该级考试的考生,其英语基本符合诸如出租车司机、宾馆行李员、门卫、交通民警等工作,以及同层次其他工作在对外交往中的基本需要。(下设一个附属级“1级B”)

这5个级别的考试标准建立在同一能力量表上,相互之间既有明显的区别又有内在的联系。
PETS各级考试成绩仅供考生个人和考生成绩使用者参考,教育部考试中心负责解释PETS各级考试的水平;考生成绩的使用权在录取部门或用人单位。
PETS考查的能力是建立在“交际语言行为模式”上。这种模式以语言交际需要为掌握外语的目的,将语言能力分为“接受”、“产出”、“互动”等,根据各种情景和任务,在特定主题和话语下,结合相关的语言行为进行教学或考查。这些能力与通常所说的“听”、“说”、“读”、“写”等能力的关系是:
接受能力—读和听;
产出能力—写和说;
互动能力—书面和口语的直接交流。
PETS重点考查交际能力,但并不完全排斥对语言知识(语法、词汇等)的考查。所以,PETS考查的内容包括:听力、语言知识、阅读、写作、口语。
1999年9月首次开考PETS-1至PETS-4以来,考生人数逐年增长。截至2005年11月,全国已有31个省级考试承办机构(含中国人民解放军总参系统)承办PETS考试,累计考生人数已超过275万(含1997、1998两年的PETS-1B和1999年开始的PETS-5的考生人数);累计获证人数近100万。
随着PETS考试在全国的推开,一些全国性的机构开始对该考试产生了浓厚的兴趣,准备在其系统内使用该项考试的成绩。PETS考试一般安排在每年3月和9月的一个周末。笔试(含听力)在周六上午进行,口试在周六下午、周日全天进行。具体考试时间,以教育部考试中心的文件为准。
PETS考试将笔试和口试分成两个相对独立的测试部分。笔试成绩是听力、英语知识运用、阅读理解和写作部分成绩的总和,满分100分,60分以上(含60分)为合格。口试满分5分,3分以上(含3分)为合格。
每个级别的考试都包括笔试和口试两种形式,先笔试后口试。笔试中包含读写、听力测试内容;笔试题型分为客观性试题和主观性试题,考生解答客观性试题时,需要在答题卡上进行填涂。口试采用面对面交谈的方式,由两名口试考官对两名考生(一级B是一名考生)进行测试,其中一名口试考官不参与交谈,专事评分,另一名考官主持口试,适时与考生交谈、引导考生之间交谈并评分。
各级别的考试时长不同:
一级B:笔试 90分钟,口试时间上限为 3分钟;
一 级:笔试 90分钟,口试时间上限为8分钟;
二 级:笔试120分钟,口试时间上限为10分钟;
三 级:笔试120分钟,口试时间上限为10分钟;
四 级:笔试140分钟,口试时间上限为12分钟。
各级别均可报考全项也可单独报考笔试或口试,不允许同时报考不同级别(包括报名参加单项考试),同一级别不允许多次报名。单项合格成绩可保留到同一级别相邻的下一次考试。
PETS考试报名时间:
上半年报名时间大致安排在每年1月,开考级别为:一级B、一级、二级、三级;
下半年报名时间大致安排在每年7月,开考级别为:一级、二级、三级、四级。

凡参加考试的考生都有“成绩通知单”。
发放证书和“成绩通知单”的时间大约在考试结束两个半月左右,具体时间考生可通过网上报名系统查询或与各考点联系查询。
考生的单项(笔试或口试)合格成绩允许保留到相邻的下一考次。一次考试或相邻两次考试中,笔试、口试都合格者,教育部考试中心将核发相应级别的《全国英语等级考试合格证书》。跨考次的成绩将不予保留。
