关于组织小学生英语口语测试的安排

乡属各小学：

2011-2012学年第一学期教学工作已进入尾声，为促进小学生英语综合语言运用能力的提高，强化小学英语过程性评价，根据《吴忠市区小学生英语学业水平评价意见》和教研室教学质量调研会议精神，本学期小学3-6年级英语口语测试工作由中心学校自行组织，经学校行政会议研究决定，于2011年12月5--8日进行小学生英语口语测试，现将有关事宜安排如下：

一、测试时间：12月5---8日

5日下午：八小

6日上午：十四小；下午：三小。

7日上午：四小；下午：龙一

8日上午：龙二

二、测试年级：临时通知

三、测试办法：从抽测年级各班随机平均抽取若干名学生，抽签测试。

四、测试内容：以本学期教学内容为主，只作适当扩展。

五、测试进度：Module 1 — Module 8

六、测试形式：参照《评价意见》及【口试样题】。

七、测试安排：各村小的准备工作同往年完全相同。

八．测试人员：由中心学校教务主任、英语教研员与选聘的测试教师

2009年吴忠市区农业机械购置补贴实施方案

为赏彻落实“中央一号”文件及自治区农村工作会议精神，推进社会主义新农村建设，进一步做好市区2009年农机购置补贴工作，根据《宁更回族自治区农业机械购置补贴资金使用管理办法（试行）》宁财(农)发[2005]356号)精神的规定及自治汉农牧厅关于印发《2009年宁夏回族自治区农业机械购置补贴实施方案》的通知要求，在总结前四年农机购置补贴工作实施经验的基础上，结合市区农业、农村经济及农业机械化工作实际，特制定本实施方案。

一、指导思想

按照建设社会主义新农村的要求，市区2009年农机购置补贴工作要紧紧围绕吴忠市十大产业基地建设和农业节本增效、农民增产增收这个中心日标，以提高农业技术装备水平、改善装备结构和增强农业综合生产能力为主线，以推进水稻、玉米等主要粮食作物以及设施农业、奶产业生产关键环节、关键技术的机械化为重点，兼顾提高青贮机械化。充分尊重农民购买农机自主权，推进粮食作物和特色优势产业，促进农业、农村经济持续健康快速发展，二、主要目标

（一）提高吴忠市区水稻、玉米、奶产业等优势产品集中生产区农机装备水平，改善装备结构，进一步增强农业综合生产能力。

（二）围绕水稻、玉米等主要粮食作作以及牧草、畜牧业、渔业等特色优势产业和设施农业，加大以保护性耕作技术、冬小麦种植技术等为主的一批先进适用农机具摊广应用力废，不断提高关键生产环节、关键技术的机械化水平。

（三）增强农民购买农业机械的能力和推广农业机械的意识，完善农机社会服务功能，扩大农户直接受益范围，促进农民增收。

（(四）促进市区农业企业生产结构调整和提高产品质量，鼓励各农机销售企业走正规化，规模化的路子，繁荣市区经济。

三、基本原则

（一）结合吴忠市区农业产业结构调整的发展趋势，农机购置补贴向冬小麦、玉米、水稻三大作物播种、收获关键生产环节、关键技术倾斜，向农机化示范园区倾斜，向农机专业合作社和农机大户倾斜，向设施农业、养殖业关键环节倾斜。

（二）公开、公平、公正、透明动作。农机补贴的品种、范围、标准、办法等及时几社会公布，向农民公开，接受社会和群众监督。

（三）操作程序科学、简便、高效，在保证实施效果的前提下，尽可能减少中间环节，降低运行成本。

（四）充分尊重农民购机自主选择权。

（五）坚持统分结合、因地制宜、普遍收益与突出重点相结合。

（六）鼓励农机大户购置先进的大型农业机械，如：半喂入联合收割机、青饲玉米收获机械、高速插秧机、激光平地仪等。

四、实施规模和范围

2009年，自治区下拨给吴忠市区第一批农机购置补贴资金总额1030万元，其中动力机械及农机具140万元，秸秆加工机具30万元，设施农业80万元，奶站机械780万元。实施范围覆盖市区各乡、镇及孙家滩管委会。今年，吴忠市区农机购置补贴以玉米机械化收获、秸秆加工调制、奶站机械、设施农业和水稻全程机械化生产为重点。

生鲜乳收购站机械装备补贴由农机管理推广嗠中心和畜牧局共同落实，畜牧局负责组织实施，并提供相关审批材料，市区农机管理推广服务中心按照有关程序做好相关材料的审批、归档、验收及机具编号等工作。具体补贴程序为：生鲜乳收购站在购买补贴机具时，须通过乡镇畜牧兽医站向畜牧局提出申请，畜牧局根据优先补贴条件进行审查，确定购机者名单和

数量，报市区农机管理推广服务中心，经农机补贴领导小组会议商定后由农机管理推广服务中心和畜牧局联合张榜公示，公示后与购机者签订购机补贴协议，并报农牧厅农机局和畜牧局备案后组织实施。截止7月15日未能实施完的生鲜乳收购站补贴资金经农机购置补贴领导小组商定后，由农机管理推广服务中心统筹安排。

五、补贴机具种类

2009年，按照中央和自治区农机购置补贴政策，吴忠市区农机购置补贴专项资金主要用于补贴大中型拖拉机、耕整地机械、种植施肥机械、田间管理机械、收获机械、收获后处理机械、畜牧水产养殖机械、农田基本建设机械、设施农业机械等九大类二十四小类66种的机具。上述补贴具及有关要求如下：

六、补偿对象及标准

（一）补贴对象及其确定

补贴对象为在吴忠市区直接从事农业生产的农牧民(含农场职工)，农民(农机)专业合作组织、直接从事农机作业的农业生产经营组织，以及取得工商登记的奶农专业合作社、奶畜养殖场所办生鲜乳收购站和乳品生产企业参股经营的生鲜乳收购站。

补贴对象的优选条件是：农民（农机）专业合作组织；直接从事农机作业的农业生产经营组织、农机大户有（种养大户）；列入农业部科技入户工程中的科技示范户；“平安农机”示范户；奶农专业合作社、奶畜养殖所办生鲜乳收购站、乳品生产企业参股经营的生鲜乳收购站。优选条件相同时，列入自治区农机化示范区、重点扶持的农机专业合作服务组织、农机大户优先享受补贴。另外，少生快富工程项目农户、贫困残疾农户购置小型饲草料加工机械在现行补贴标准的基础上再增加100元补贴资金。

申请人员条件相同或不易认定时，根据申请补贴的先后顺序或农民接受的其他方式确定。

（二）补贴扶持的重点

1、农机专业合作组织。通过农机购置补贴政策的引导带动，围绕特色优势产业发展，重点补贴扶持发展1-2个有一定规模、带动能力强、服务范围广的农机作业合作社，不断扩大规模，增强发展活力。

2、农机化示范园区。扁担沟玉米全程机械化示范园区，主要补贴购置玉米机械化生产所需机具，特别是茎穗兼收型玉米收获机；金银滩冬麦种植机械化示范园区，主要补贴购置冬麦免耕播种机械化生产所需机具。

3、秸秆青黄贮饲料配料中心。围绕秸秆加工利用，在吴忠市区建设2个大型饲草料加工配送中心，补贴所需的青饲收获机、茎穗兼收玉米收获机械以及大中型铡草机械等。年加工生产、配送青贮（秸秆颗粒、压块）饲料20万吨以上。

4、生鲜乳收购站。补贴奶站所需的挤奶机和奶罐，全面提高奶站机械化水平，保障人民群众生命安全。

5、补贴的重点环节是玉米收获机械、秸秆加工调制、覆膜机械、奶站机械等，玉米收获机要重点补贴茎穗兼收型玉米收获机或带回收装的玉米联合收获机。

（三）补贴数量和补贴额度

1、农机具补贴率不超过机具价格的30％，且单机补贴额不超过5万元。100马力以上大型拖拉机、高性能青饲料收获机、大型免耕播种机、挤奶机械单机限额可提高到12万元、凡补贴率超过机具价格30％的部分由地方财政资金负担。

2、纳入自治区农机化示范园区示范，推广的农业机械补贴率不超过机具价格的50％。

3、年废内一户农民享受补贴的购机数量原则上不超过一套（4台，即1台主机和与其匹配的3台作业机具）；农机作业合作社和直接从事植保工作的植保作业服务队，内享受补贴购置植保机械的数量原则上不超过10参套。一个生鲜乳收购站内享受补贴的购机数量不超过1套（3台，即1台挤奶机、1个储奶罐、1个运输奶罐）。一户农民（养鱼户）内补贴购置增氧机、投饵机、清淤机的数量分别不超过6台、6台六1台。

七、购置补贴程序

1、农机专业合作服务组织或农户向市区农机管理推广服务中心提出购机补贴申请，并填写购机申请表。

2、申请表由乡（镇）农业服务中心对农户填报情况进行核实，并经乡镇签署意见后，上报市区农机管理推广服务中心。

3、市区农机管理推广服务中心根据补贴额度、优先补贴条件和申请的先后顺序进行审查，确定购机者名单、补贴机型、补贴金额和数量，经农机补贴落实小组会商后张榜公示七天，听取购机者所在行政村农民意见。

4、由市区农机管理推广服务中心与经公示无意见的申请购机者签订购机补贴协议书，并填写《农机购置补贴资金申请表》一式两份上报自治区农牧厅农机局审批。

5、经自治区农牧厅（农机局）审批后的《购机补贴资金申请脯》一份留存备案，一份交由吴忠市农机管理推广服务中心按审批的内容组织农民购机。

6、经审核被确定为享受农机具购置补贴的农户或农机服务组织持农业机械购置补贴协议书到中标的农机经销企业及其指定的销售点，按照协议书确定的机型购机。购机时农民或农机服务组织应提交购机补贴协议书，并与经销商或生产企业按市场规律商定销售价格（销售价格不得高于中标价格），按扣除补贴一的机具差价款交款提货，供货方出具购机全额发票。

7、吴忠市农机购置补贴工作领导小组组织人员对购机协议书、购机发票，对照所购机具进行自验，并登记建档、编号，在机具显著位置喷涂享受购机补贴机具标识。凡购买的拖拉机、联合收割机同时办理入户持牌手续，驾驶操作人员要进行培训考试，办理相关证件。

八、组织领导和监督管理

㈠吴忠市成立由农牧局主要领导为组长，市财政局分管农财工作领导、市农牧局分管农机工作领导为副组长，局属农机、畜牧等单位负责人为成员农机购置补贴工作领导小组，领导小组下设办公室在农机管理推广服务中心，具体负责农机购置补贴工作。成立由市农牧局纪委书记为组长，农牧、财政有关人员为成员的农机购置补贴纪检小组，负责农机购置补贴实施的监督工作。成立由政策法规科科长为组长，农机中心有关人员为成员的农机购置补贴质量监督小组，负责购置补贴农机质量监督工。各、乡、镇、孙家滩管委会及有关单位也要指定专人负责，加强对农机购置补贴工作的领导，确保安全落实。

㈡严格按自治区财政厅、农牧厅《宁夏回族自治区农业机械购置补贴专项资金使用管理办法（试行）》（宁财〔农〕发〔2005〕356号的有关规定，规范操作，严格管理。强化社会监督，将补贴政策实施的内容、程序、要求等通过媒体公开，让广大农民了解政策，接受社会监督。各乡、镇、孙家滩管委会及农机经销企业不得弄虚作假，套取农机购置补贴资金。

㈢享受补贴购置的农机具，原则上两年内不得转卖或转让，因特殊情况需转让的，须经市区农机购置补贴领导小组批准，由协调领导小组办公室报自治区农机局备案。凡是补贴购置的拖拉机、收割机必须按规定到吴忠市农机监理所办理入户等相关手续，监理所两年内不予办

理过户手续。

㈣搞好农机补贴计算机信息档案管理。吴忠市区农机管理推广服务中心明确专人及时做好项目档案信息的采集、登录、统计分析及上报。

㈤吴忠市区农机购置补贴工作定于10月底结束，农机服务中心必须按时保质保量全面完成下达的补贴任务。

㈥做好阶段性和全年执行情况总结工作。吴忠市区农机管理推广服务中心在每月的中旬和月底向自治区农机局上报辖区内农机补贴实施情况，并于6月1日前和11月20日前上报半年和全年的专项资金执行情况，总结报告和电子档案材料。

㈦设立农机购置补贴举报电话，对群众举报的违规违纪行为及时认真查证。
