各位友邦元首、各位贵宾、各位侨胞、各位乡亲父老、各位电视机前与网络上的朋友，大家早安，大家好！

第五次总统直选的历史意义：迈向成熟民主

一月十四日，我们顺利完成中华民国第五次总统直选。这是台湾民主迈向成熟的重要里程碑。自由与公正的选举程序，台湾全体选民所展现的高度民主素养，都获得国际社会的赞扬；我也要肯定我的竞争对手—蔡主席英文和宋主席楚瑜在选举结果揭晓时展现的民主风度。朋友们，让我们一起，为台湾民主喝采！

回顾四年：改革已见成效，国家回到正轨

回顾过去四年，首先我要特别感谢全国民众的支持。我们共同度过金融海啸的侵袭，让台湾经济成长回到东亚四小龙的前列；我们共同走过八八水灾的冲击，重建我们的家园；我们导正政治风气，守护宪法精神，提升司法的公正透明； 我们完成中央政府精简与县市合并升格两大改革工程；我们力行节能减碳、推动「居住正义」、大幅扩大社会安全网；我们缔造了六十年来最和平的台海情势，赢得长期盟友的信赖与国际社会的肯定，让中华民国国民在127

英九个国家与地区，免签证入境。在此，也要感谢萧前副总统万长、刘前院长兆玄、吴前院长敦义、陈院长冲与所有执政团队伙伴，以及王院长金平所领导的立法院，英九在过去四年和人民一起打拚。由衷感谢大家的辛劳与贡献，并将继续借重他们的经验与智慧。

黄金十年：五大支柱，厚植台湾竞争力

展望未来四年，英九要以「黄金十年」的国家愿景，和全体国人共同奋斗。我们的目标，是建设和平、公义与幸福的国家。政府将以「强化经济成长动能」、「创造就业与落实社会公义」、「打造低碳绿能环境」、「厚植文化国力」、以及「积极培育延揽人才」作为国家发展的五大支柱，以全面提升台湾的全球竞争力，让台湾在这四年脱胎换骨、迈向幸福。

强化经济成长动能，是提升台湾竞争力的第一大支柱。动能的核心，在经济环境自由化和产业结构优质化。

我们看到，美韩自由贸易协议在今年三月生效；中国大陆与日、韩的自由贸易协议谈判也将在今年内启动，我们必须加快自由化的脚步，不能再蹉跎。台湾向世界开放，世界才会拥抱台湾。面临全球政治经济秩序重组、经济重心向亚洲移转的时代，我们必须改变保护主义的思维，翻修不合时宜的法制，排除贸易和投资的人为障碍，为台湾打造一个真正自由开放、与国际接轨的经济环境。我们正规划设立「自由经济示范区」，高雄就是其中之一，这是台湾迈向「自由贸易岛」关键的一步。我们要尽快完成「两岸经济合作架构协议」的后续协商，加速与新加坡、新西兰等重要贸易伙伴洽签经济合作协议，并在未来八年内做好加入「跨太平洋经济伙伴协议」的准备，以掌握融入国际经贸体系的历史机遇。我国的产业虽然曾经缔造过辉煌的成绩，但早已面临成长瓶颈。未来我们要积极推动产业结构优质化，以过去强调效率的生产模式为基础，积极发展「创新导向」与「价值创造」的新产业模式。我们的策略是将服务的特质纳入制造业，将科技与国际的元素引入服务业，而且建立传统产业的特色。唯有这样，我们的产业才能更加多元，创造更高的附加价值；也唯有这样，我们的产业才能真正脱胎换骨，并且在国际经济体系中建立起无可取代的地位。

提升台湾竞争力的第二大支柱，就是创造就业与落实社会公义。全球化的开放市场让就业变成世界性的竞争，我们要追求经济成长，才能创造更多的就业机会；经济成长必须促使各行各业的薪资同步调升，否则经济成长就没有意义。我们更要坚持公平正义，缩短贫富差距，让经济成长的果实，由全民共享。健全政府财政结构是当前要务，我们正努力落实「量能课税」与「租税正义」，建构完整的社会安全体系，维护弱势群体的基本权益。我们同时也要合理配置基础建设、公共服务及教育资源，建立均衡而各有特色的区域发展模式，以缩短城乡差距，务必要让每一个人不分性别、地区、血缘或出身，都有追求幸福的公平机会。

长期的少子女化与高龄化是台湾必须面对的国安课题，因此，我们需要制订前瞻性的人口政策，建构周延的全民健保与国民年金制度，并尽速推动长期照护体系，用更完善的幼儿托育及照护措施，提供父母与子女最温暖的支持力量。司法是保障人民权益的正义防线。四年来，我们完成「刑事妥速审判法」、「法官法」、「家事事件法」的立法，成立廉政署，最高法院的保密分案制也已走入历史。司法必须独立，但绝对不能孤立，更不能背离人民对司法正义的合理期待。未来四年，英九会竭尽所能，全力推动与社会脉动结合的司法改革，要让我国百年前从西方移植而来的司法制度，真正在台湾生根，使法治成为我们生活的方式、人权成为我们内化的价值。

提升台湾竞争力的第三大支柱，就是打造低碳绿能环境。全球气候变迁、资源供需失调，对台湾是挑战也是机会。未来全球所有的产业都将强调绿色生产，绿色产业是未来产业竞争的新领域，消费型态也必须符合节能减碳的要求。因此 我们将鼓励民间扩大对绿能产业、绿色建筑与绿色生产的研发与投资，让绿色产业成为带动就业与成长的新亮点，让台湾一步步成为「低碳绿能岛」。我们一定要坚持永续发展的理念，为我们下一代留下清朗的天空，干净的空气，丰沛的水资源，以及生意盎然的山林、溪流、湿地与海洋。

在政策上，我们要让能源价格合理化，创造节能减碳与促进投资绿能产业的动力。我们要让油电等公用事业回归市场机制，落实「使用者付费」的原则；更要进一步响应民意对改革国营事业、提升经营效率的高度期待，创造消费者与生产者双赢的局面。

厚植文化国力，是提升台湾竞争力的第四大支柱。台湾有三个文化特质：一是公民素养植根最深厚；二是传统文化保存最完整；三是传统与现代的衔接转化最细致。民主制度造就了我们的公民社会，公民社会中开放的风气、自由的精神，成为创作家的土壤。在开放和自由的土壤上，我们既保存了歌仔戏、木偶戏等传统文化，又发展出云门舞集、朱宗庆打击乐团等当代文化品牌。我们一方面追求高科技与国际化，一方面又主张草根民众的文化公民权。

开放的社会才会有奔放的创意，自由的环境才容许大胆的想象；台湾的创意注入电影、流行音乐、图书出版等等，成为文化产业，也都在华文世界有举足轻重的地位。但是产业必须要有整合工具，把文化价值与内容，透过创意加值与智慧财产机制，转换成营销全球的经济产值，而让经济产值又回头来灌溉我们的创作者。

文化不只是艺文、创意与产业，文化也是人民日常生活的一部分。最近大陆知名作家韩寒发表访台亲身经历：出租车司机拾物不昧、眼镜行老板热心助人，都让他震撼与感动。不久前，有位花莲运将曾世诚，把日本乘客遗失在车内的皮夹，用飞车、驳船追上已离港的邮轮，最后以吊篮送到失主手中。英九认为，这些令人动容的善举，都是因为中华文化中「善良」与「诚信」的核心价值，已经融入台湾的日常生活。

我们要把文化看做国力，文化的建设，就是国力的建设；文化的投资，就是国力的投资。

积极培育延揽人才，是我们提升台湾竞争力的第五大支柱。因为，台湾缺乏天然资源，人才是我们最重要的资源，也是国家发展的关键。

我们要让大学校园成为培育本土人才的摇篮与国家竞争力的泉源。我们更要以开放前瞻的政策，「筑巢引凤」的方式，打造一个宜居、友善、国际化、无歧视以及薪资有竞争力的环境，留住本土优秀人才，并延揽全球的优秀人才。孩子是我们永远的关切。让每一个孩子，不分贫富都有机会成为国家的人才，拥有上进的机会，这才是教育的核心。事实上，不只李安和萧青阳在文创领域大放异彩、张逸军与陈星合都登上太阳剧团的舞台，古又文和吴季刚也在国际服装设计界大放光芒；四年来，我们台湾子弟更在欧、美、亚等各种国际发明展与设计展中，屡屡拿下总冠军。台湾拥有极佳的人才与创造力，我们要更用心培育下一代，提供优质的十二年国民教育，让每一个生命都能发光发热。

国家要发展，就必须改革；要改革，就要承受调整的阵痛。我们绝对不能把烫手山芋与沉重包袱留给下一代。英九深知，一位连任总统最重要的责任与使命，就是与人民一起打造幸福的未来。在未来的任期中，我们要踏出坚定的步伐，进行实时、深入、广泛的沟通，以争取民众的支持。用五大支柱「打造幸福台湾」，是英九第二任的目标，台湾要提升竞争力才能生存，人民幸福才有保障。国家安全铁三角：和平两岸、活路外交、坚强国防

国家安全是中华民国生存的关键，英九认为，以两岸和解实现台海和平、以活路外交拓展国际空间、以国防武力吓阻外来威胁，是确保台湾安全的铁三角，我们必须同等重视、平衡发展。

铁三角的第一个角，就是以两岸和解实现台海和平。四年来，政府坚持「对等、尊严、互惠」的理念，「以台湾为主、对人民有利」的原则，恢复两岸制度化协商，签署16 项协议，实现两岸和解。行政部门公开且透明地对国会负责，并加强与在野党沟通，努力寻求共识，两岸和解因此建立制度化的保障。过去四年，我们改善两岸关系，降低台海紧张，带来和平与繁荣，获得广大民众的支持，但仍有部分民众对我们的大陆政策存有疑虑。英九要在此郑重指出：中华民国宪法是政府处理两岸关系的最高指导原则；两岸政策必须在中华民国宪法架构下，维持台海「不统、不独、不武」的现状，在「九二共识、一中各表」的基础上，推动两岸和平发展；而我们所说的「一中」，当然就是中华民国。依据宪法，中华民国领土主权涵盖台湾与大陆，目前政府的统治权仅及于台、澎、金、马。换言之，二十年来两岸的宪法定位就是「一个中华民国，两个地区」，历经3 位总统，从未改变。这是最理性务实的定位，也是中华民国长远发展、保障台湾安全的凭借。两岸之间应该要正视这个现实，求同存异，建立「互不承认主权、互不否认治权」的共识，双方才能放心向前走。

过去四年，我们依循「先急后缓、先易后难、先经后政」的原则，推动两岸交流，不论是在经贸、交通、卫生、文化、教育、司法、金融等各方面，都创下历史新高的纪录。未来四年，两岸要开拓新的合作领域，继续巩固和平、扩大繁荣、深化互信。也期盼两岸民间团体在民主、人权、法治、公民社会等领域，有更多机会交流与对话，为两岸和平发展创造更有利的环境。

两岸人民同属中华民族，都是炎黄子孙，拥有共同的血缘、历史与文化，也都同样尊崇国父孙中山先生。我们不能忘记 国父「天下为公」的理念，以及自由、民主、均富的建国理想。台湾实施民主的经验，证明中华民族的土壤，毫不排斥外来的民主制度。英九衷心期盼中国大陆的政治参与逐步开放，人权与法治日渐完善，公民社会自主成长，以进一步缩短两岸人民的心理距离。

铁三角的第二个角，就是以活路外交拓展国际空间并增加国际贡献。过去四年，我们不采取「烽火外交」，而选择「活路外交」与「正派外交」，在「目的正当、过程合法、执行有效」的援外原则下，我们与邦交国进行合作计划，邦交国也在国际组织中不断为我国仗义执言。我们与美国重建互信，强化沟通管道，在许多领域紧密合作，已建构三十年来最坚实的「安全与经济伙伴关系」。我们与日本在设馆、航空、文化与投资等领域都展现重要成果，建立四十年来最友好的「特别伙伴关系」。欧盟及欧洲议会分别多次发表声明及通过决议，支持我们的大陆政策与强化台欧经贸关系。

拓展国际空间方面，我国在三年前，正式以大会观察员的身分，回到离开38 年的「世界卫生大会」；九十九年又加入世界贸易组织下的「政府采购协议」。事实证明，两岸关系的进展与我们国际空间的扩大，不但不必相互冲突，甚至可以相辅相成。未来四年，我们要扩大参与国际组织，包括气候变迁、民航安全等联合国专门机构的相关活动。我们也希望在国际非政府组织中，两岸能彼此包容、相互协助，让这个良性循环的模式发挥更大的正面效益。

增加国际贡献方面，台湾立足世界最宝贵的资产，就是民间组织的充沛活力，以及民胞物与的人道关怀。

英九九十九年一月海地发生大地震，跟赶赴现场的我国特种搜救队分队长陈顺天通电话，电话那一头传来兴奋的呼喊声。因为，十五分钟前他们救出1 名生还者，这是我国国际搜救史上的第一次；去年311 日本海啸，民间和政府合力捐助新台币66 亿元，不但是世界第一，也超过其他九十多国的捐助总额；还有一位到灾区为老人默默服务的台南女孩蔡雨桦，她的善行更感动了两国人民。今英九年四月，到非洲遇见了在当地行医近二十年的黄其麟医师，他无怨无悔的付出，让世人看见台湾医生沸腾在白袍下的热血。这些例子说明，台湾人拥有丰沛的生命热情与不怕难的韧性，也为台湾赢得真诚的友谊。

铁三角的第三个角，就是以国防武力吓阻外来威胁。「天下虽安，忘战必危」，古有明训。我们不求战，但绝不畏战。四年来，我们在国防工业自主、强化新一代兵力整建以及灾害防救等方面，都有明显成果。同时，增加训练能量、大幅提升国军体能及战技，而整饬军纪及反贪防弊，亦有相当成果，这也是我们建军备战的具体成效。

在对外军购方面，上任以来，美国已三度同意军售台湾，总计183 亿美元，不论是质与量都超越以往。这让我们未来拥有适当的防卫力量，使政府与人民更有信心与意愿，继续稳健发展两岸关系。

未来四年，我们仍将向外采购无法自制的防卫性武器，也将完善募兵制及相关配套，在「防卫固守、有效吓阻」的战略下，以「创新、不对称」思维，建立量少但质精的坚强国防武力。同时强化我国与周边各国关系，积极参与国际事务，推动建立制度化的战略对话合作管道，以捍卫中华民国主权与保障台湾安全，并对区域和平作出积极贡献。

站在历史分水岭上：新的百年、好的开端

各位乡亲，回想过去四年，英九内心有深深的感激。我们一起走过金融海啸的风暴，我们一起迎接建国百年的欢欣，我们曾为天灾巨变的创伤流泪，也曾为台湾子弟在各方面的成就，欢喜 难眠。

我们就是一家人，台湾就是我们共同的家园。我们深信，不管朝野之间有什么歧见，我们都是一家人。即使过去几年朝野和解存在不少困难，但英九相信，民主是我们的共同价值，在这个基础上，我们一定可以寻求共识，合力

解决问题。四年来，英九持续邀请各种公民团体来对谈。英九也诚挚的希望，尽速与

英九在野党领袖展开对话，我们要让民众看到，朝野不是 只有相互竞争，也能彼此合作。为了全民福祉，让我们一起为台湾民主建立良好的典范。

今年是中华民国第一百零一年，我们正站在历史的分水岭上。

过去一百年，先人的奋斗历程清晰在目；未来一百年，国家的挑战与机会轮廓鲜明。英九有幸身为中华民国跨入新的一百年第一位宣誓就职的总统，感到责任无比重大。

英九在此庄严而神圣的典礼上，与执政团队再度接受全民的付托，犹如千钧重担在肩头，唯有以如临深渊的心境，如履薄冰的态度，全力履行宪法所赋予的职责，才能符合国人的信赖与付托。

站在新的一百年起跑点上，英九希望，今天我们奠下的基础，将成为孩子走向未来的盘石； 今天我们种下的幼苗，将不断长成下一代共享的果实。让我们一起坚持理想、携手改革、打造幸福台湾。

《来宾称谓略》

中华民国各位友邦元首、使节及代表团、各位贵宾、亲爱的国人同胞：

感谢来自海内外的各位贵宾，共同参与中华民国第十一任总统、副总统的就职大典。今天我们在这里所见证的，是台湾民主前进的脚步，也是两千三百万人民共同写下的一个难能可贵的故事。

在此欢欣的国家庆典中，个人承受人民所赋予的庄严使命。此时此刻，在我的心中与脑海浮现的并不是华丽的赞词，而是更大的责任、更多的谦卑、更深的省思。

在二十世纪的最后一年，台湾跨越了首次政党轮替的历史门槛，迈向民主发展的新里程。随着新旧世纪的交替，我们同时走过一段崎岖艰难的民主道路。在世纪首航的惊涛骇浪之中，旧有与新生并存、脆弱与坚强共生、危机与转机同在。

对于华人社会以及其他的新兴民主国家而言，台湾的民主不仅是一个试炼、也是一个示范。西方的民主政治经过千锤百链才有今日的水准，身为年轻的民主国家，历经挫折磨练的台湾经验更显得弥足珍贵。台湾的经验证明：民主不是坐享其成的乌托邦，也没有一步到位的直达车，必须一点一滴的耕耘，才有一步一脚印的前进。

在第一波的民主化过程当中，从解除戒严、国会全面改选到总统直接民选，我们确立了主权在民的价值观以及台湾的主体性。第二波的民主工程，重点在于公民社会的建立以及国家共同体的再造。

从社区公民意识的形成，到国家公共政策的参与，包括公民投票的实践，都是公民社会权利义务的确认和提升，也促使我们发展更成熟、理性、负责的民主内涵。透过公民社会的建立，经由偕同参与、集体创造的土地认同与共同记忆，才能超越族群、血缘、语言、文化的局限，迈向一个新的国家共同体的重建。

当前的台湾社会确实存在认同与族群的严肃课题，我们不需要掩饰，更不能够漠视。身为执政者，包括阿扁个人和民主进步党，都愿意率先反省、坦诚面对，并且寻求有效的化解。

回想数百年前，我们的祖先跨越黑水沟，渡海来台寻找安身立命的所在。不论先来后到，尽管来自不同的地方，使用不同的语言，甚至怀抱不同的理想，最后都在这里落地生根，彼此命运相同、休戚与共。不管是原住民、新住民、旅居海外的侨胞、注入新血的外籍配偶，包括在相同的太阳底下辛勤流汗的外籍劳工，都对这一块土地有不可抹灭的奉献，也都是台湾新家庭不可或缺的一部份。

不同的族群或许因为历史记忆与民族情感而有认同的差异，但是彼此应该相互包容、用

心理解。在过去威权戒严的时代，曾经存在族群地位的不平等和语言文化的压抑，但是我们必须认知的是，除了极少数的当权者之外，所有的族群都是相同的受害者。在二二八事件和白色恐怖当中，受难者同时包括本省籍和外省籍，其成因要归咎于当权者权力的滥用，而非族群的压迫。

台湾是一个多数移民的社会，不是少数殖民统治的国家，没有任何一个族群应该背负莫须有的历史包袱。在今日的台湾，不管你出生在广东或者台东，不管我们的母亲来自越南或者台南，每一个人都拥有同样的地位和尊严。阿扁认为，不管是认同台湾或者认同中华民国，其实都是相同的归属。“族群多元、国家一体”是台湾这一块土地上最美好完整的图像，没有本土和外来之分，也没有少数和多数之别，两千三百万台湾人民应该是一个命运相同、荣辱与共的整数。

这一次的总统大选空前的激烈，选举结果揭晓之后，在野党的候选人提出了质疑和诉讼。身为现任的总统，阿扁以最大的诚意表达完全尊重司法的独立公正，不论结果如何，个人绝对愿意坦然接受。阿扁相信，遵循法治、信任司法是解决争端唯一的路，如果因为一次的选举而推翻了人民对民主法治与司法独立的信任，最后只会导致全民皆输的结果。

今天的下雨来得正是时候，让我们的激情降温，让我们冷静下来，也让我们头脑更加清楚。

民主政治定期选举的设计，除了实践主权在民的原理之外，也是人民意向与社会价值的具体检视。激烈的竞争，可以对政治人物有最直接的检验和启示。包括阿扁个人以及执政的团队，都在这次的选举当中接受最严格的考验，并且因此而反省改进。不同的阵营之间，难免有理念的差异、政策的辩论，甚至民众的动员，但是，民主选举的结果，不是成王败寇的结局，更不应该演变为民众之间的对立。政党政治监督制衡的设计，乃是民主健全的根基。负责的执政党以及忠诚的反对党，都代表国民意志的一部分，也都是国家人民的政治资产。不管扮演执政或者在野的角色，都是人民所赐与的一个机会，也是一个责任。

个人认为，此次选举最终的考验，已经不是跨越多数门槛的问题，而是朝野全民如何跨过对立的围墙、如何超越信任的鸿沟。不能够因为选票的距离拉近，而使得社会的矛盾扩大。纵使无法消弭于一时，个人仍将继续秉持“倾听、理解、法理、团结”的用心，弭平选举的对立、重建朝野的信任。

团结台湾、稳定两岸、安定社会、繁荣经济，这些都是当前人民殷切的期待，也是政府未来施政的首要。其中任何一项，都不是一人、一党所能独力完成，所以我要恳请在野政党以及社会舆论共同支持鞭策，更要祈求人民赐给阿扁力量。

相信台湾，必须持续创造国家的竞争力，打造一个人文关怀、生态环保的永续家园。坚持改革，是要让政治、司法、教育、金融、财政、媒体及社会的改革，回应人民长久的期待。相信就有力量，坚持才能实现理想。现在付出的一切努力，是要让我们的下一代生活在一个符合社会正义、经济正义、司法正义、性别正义、以及国际正义的公义新台湾。当前，台湾面对全面、激烈、快速的国际竞争，如何凝聚全民的力量，进一步提升政府的效能已经是攸关国家发展的当务之急。但是，由于特殊的国情以及历史的因素，使得政府效能的改造，立即面临宪政体制的难题。

宪法是国家的根本大法，也是政府与人民的契约书。我国宪法囿于当初制订的时空背景，绝大多数的条文早已不符台湾当前及未来所需。推动宪政改造的工程，重建宪政秩序，不仅是人民的期望，也已经获得朝野政党的共识。

宪政改造的工程是为了政府的良好管理及效能的提升、为了确立民主法治的根基，更是为了国家的长治久安。其中，立即而明显的问题包括：三权分立或五权宪法、总统制或内阁制、总统选制为相对多数或绝对多数、国会改革及相关的配套条文、国民大会的定位与存废、省政府组织的存废、投票年龄的降低、兵役制度的调整、基本人权与弱势权益的保障、国民经济条款„„等，可以说是工程浩大、影响至深。

为了避免重蹈过去十年内六次修宪的覆辙，宪政改造的工程不应该由一人或一党主导，更不能只着眼于一时之便。未来，我们将邀请朝野政党、法界、学界及各领域阶层的代表，共同筹组宪政改造委员会，针对宪政改造的范围及程序寻求社会最大的共识，并且接受人民及舆论的监督。

在2008年阿扁卸任总统之前，能够交给台湾人民及我们的国家一部合时、合身、合用的新宪法，这是阿扁对历史的责任，也是对人民的承诺。基于相同的责任与承诺，阿扁也深切了解，涉及国家主权、领土及统独的议题，目前在台湾社会尚未形成绝大多数的共识，所以个人明确的建议这些议题不宜在此次宪改的范围之内。至于首次宪改的程序，我们仍将依循现行宪法及增修条文的规定，经由国会通过之后，选出第一届也是最后一届的任务型国代，同时完成宪政改造、废除国大、以及公投入宪，为民主宪政长远的发展及未来人民公投复决国会宪改提案奠定开阔的基石。

过去四年，全球政经情势产生明显的变化，台湾面对国际新秩序的变动，除了必须自我提升、站稳脚步之外，在全球化的竞争与国际的合作之间，也必须寻求新的立足点。长久以来，台湾与美、日及许多国际友邦的友谊基础，不仅在于维护共同的利益，更重要的是建立在自由、民主、人权与和平的“价值同盟”关系。

台湾的民主发展与台海的和平稳定，一直备受国际关注。对于这些天涯若比邻的友谊，个人要代表我国政府及人民再一次表达由衷的感谢。台湾人民爱好和平，我们绝对比任何人更关心自己的国家安全，面对海峡对岸持续增加的武力威胁，朝野全民应该凝聚坚强的国防意识，积极强化有效的防备，提升自我防卫的能力，也盼望国际社会继续关注并协助维护台海的和平与亚太地区的稳定。

在此，阿扁号召大家、朝野全民以热烈的掌声感谢国际友邦的友谊及真情。

台湾愿意持续以积极奉献的角色参与国际社会，这是两千三百万人民应有的权利，也是我们做为世界公民的义务。在全球反恐的浪潮以及国际人道援助的行列中，台湾一直没有缺席。过去这几年，我们筹设民主太平洋联盟、成立民主基金会，积极参与国际非政府组织，与地球村的其他成员共同分享并维护自由、民主、人权的普世价值。

台湾目前是世界第十五大贸易国，各项国际竞争力的评比都名列前茅，我们仍然经过十

二年的努力，才得以成为世界贸易组织的第144个会员国，其中的艰辛不可言喻。如今，我们仍在锲而不舍的努力加入世界卫生组织。去年SARS疫情蔓延的殷鉴不远，基于医疗、卫生、防疫无国界以及基本人权的普世价值，台湾理应获得更公平的对待。

在此，阿扁呼吁大家，我们更应团结同心，继续努力，希望在未来两年之内完成加入世界卫生组织的心愿。

不久之前，欧洲联盟热烈的庆祝十个新会员国的加入。欧盟经过数十年的努力，在尊重个别国家及其人民自由意志的选择之下，成功整合了欧洲人民共同利益的宝贵经验，对于新世纪的全球局势产生巨大的影响和冲击。区域整合不仅是当前、也是未来的趋势。这种区域整合加上全球化的发展，使得人类社会原有的国家主权原理，乃至于国界的藩篱，都产生结构性的变化。世界大同已经不是遥不可及的梦想。

海峡两岸新世纪的领导人，为了创造人民最大的福祉，应该都能前瞻这个新趋势，并且以全新的思维和格局，共同来面对和处理两岸未来的问题。

两岸人民曾经拥有共同的血缘、文化和历史背景，过去一个世纪以来也都遭逢强权的欺凌和专制的统治。如今，两岸人民都有站起来当家作主的坚强意愿，这一点应该能够获得彼此充分的理解。

我们可以体会海峡对岸源于历史情结与民族情感，无法放弃对于“一个中国原则”的坚持。相对的，北京当局也应该要充分了解，台湾人民要民主、爱和平、求生存、求发展的坚定信念。如果对岸不能够体会两千三百万人民单纯良善的心愿，继续对台湾施加武力的威胁和政治的孤立，无理的将台湾阻绝于国际社会之外，只会让台湾的民心和海峡的对岸越离越远。

中华民国在台澎金马存在、台湾在国际社会存在的事实，不容许任何人以任何理由加以否定，这就是台湾人民集体意志之所在。过去半个世纪以来，两千三百万人民胼手胝足所创造的台湾经验，不仅印证了中华民国存在的正面价值，也应该是华人社会及两岸人民的共同资产。

历史的缘故让两岸发展出相当不同的政治制度和生活方式，但是如果以积极的态度来看待两岸发展的“异”与“同”，应该可以善加利用，走向进一步合作互惠的关系。台湾是一个完全自由民主的社会，没有任何个人或政党可以代替人民做出最后的选择。如果两岸之间能够本于善意，共同营造一个“和平发展、自由选择”的环境，未来中华民国与中华人民共和国或者台湾与中国之间，将发展任何形式的关系，只要两千三百万台湾人民同意，我们都不排除。

过去十几年两岸人民的互动交流，已经发展出极为密切的关系，对于两岸关系的进展具有重要的价值与意义。未来，我们希望在既有的基础之上，持续放宽并且扩大两岸新闻、资讯、教育、文化、经贸交流的相关措施，推动两岸恢复对话与沟通的管道，如此才能拉近彼此的距离，建立互信的基础。

二十一世纪的前二十年，不仅是台湾要全面向上提升的关键转型期，也是中国大陆迈向

民主化及自由化的机遇期，双方的政府理应掌握机会全力打拼，放眼于全球竞争的趋势，不要再虚耗于政治争辩的僵局。我们已经注意到，中共的领导人近来一再强调稳定发展的重要，强调十三亿大陆人民的福祉，并且选择“和平崛起”做为拓展国际关系的基调。我们也相信，北京当局应该认知维持台海和平的现状，对于两岸各自的发展以及亚太区域稳定的重要性。

个人深信，唯有两岸致力于建设与发展，协商建立一个动态的和平稳定互动架构，共同确保台海的现状不被片面改变，并且进一步推动包括三通在内的文化经贸往来，才能符合两岸人民的福祉与国际社会的期待。

身为中华民国的总统，接受台湾人民的付托，个人必须捍卫国家的主权、安全与尊严，兼顾国家的永续发展及台海的和平稳定，汇聚全民的意志和共识，妥善处理两岸未来的关系。今天，个人愿意在此重申，公元2000年520就职演说所揭橥的原则和承诺，过去四年没有改变，未来四年也不会改变。在此基础之上，阿扁将进一步邀集朝野政党及社会各界共同参与，成立“两岸和平发展委员会”，凝聚朝野的智慧与全民的共识，拟定“两岸和平发展纲领”，共同策进两岸和平稳定、永续发展的新关系。

各位贵宾、亲爱的国人同胞，摊开世界地图来看，台澎金马只是太平洋边的几个小岛，但是如果仔细检视这些岛屿上美丽的山河、多元的族群、多样的生态，细数两千三百万人民过去几个世纪所写下的政治、经济、文化篇章，你会发现犹如进入一部精彩丰富的百科全书。海洋国家的包容，世界岛的开阔，让这一块土地上的子民，视野和胸怀随着地平线无限的延伸。

台湾的故事所以动人，不是因为天生丽质，而是历经挫折砥砺、苦难锤链之后，所蕴含散发的光彩。这就是“台湾精神”，从我们的祖先一直流传到我们每一个人的身上。

如今，历史的火炬再一次交到阿扁的手上，也握在每一位国人同胞的手中。未来四年，阿扁自我期许能够做到讲诚信、存慈悲、大公无私、中道治国，更希望国人同胞给我支持、给我鞭策。

阿扁是一个平凡的人，我一直相信，没有伟大的总统，只有伟大的人民可以成就伟大的国家。援引人民的力量，为民主永续、改革永续、人文永续、和平永续的国家发展奠基，让台湾中华民国迈向团结和谐、公平正义、富足均衡、生生不息，这是历史赋予阿扁的责任，也是人民交付的使命。

今年的228，上百万的民众站在福尔摩沙这一块土地上，不分族群、年龄、性别，手牵着手，筑成一座长达五百公里的民主长城，完成一幅最美的台湾图像。台湾不但要站起来，还要勇敢的走出去，在世界地图上永续发展、屹立不摇。

亲爱的国人同胞，让我们一起对土地感恩、向人民致敬！让我们继续团结台湾、守护台湾、牵手向前，再一次写下二十一世纪动人的台湾故事。

My fellow citizens: I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors.I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.Forty-four Americans have now taken the presidential oath.The words have been spoken during rising tides of prosperity and the still waters of peace.Yet, every so often, the oath is taken amidst gathering clouds and raging storms.At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forebearers, and true to our founding documents.So it has been.So it must be with this generation of Americans.That we are in the midst of crisis is now well understood.Our nation is at war, against a far-reaching network of violence and hatred.Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age.Homes have been lost;jobs shed;businesses shuttered.Our health care is too costly;our schools fail too many;and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.These are the indicators of crisis, subject to data and statistics.Less measurable but no less profound is a sapping of confidence across our land--a nagging fear that America's decline is inevitable, and that the next generation must lower its sights.Today I say to you that the challenges we face are real.They are serious and they are many.They will not be met easily or in a short span of time.But know this, America: They will be met.On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn-out dogmas, that for far too long have strangled our politics.We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.The time has come to reaffirm our enduring spirit;to choose our better history;to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.In reaffirming the greatness of our nation, we understand that greatness is never wealth or faction.This is the journey we continue today.We remain the most prosperous, powerful nation on Earth.Our workers are no less productive than when this crisis began.Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year.Our capacity remains undiminished.But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions--that time has surely passed.Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.For everywhere we look, there is work to be done.The state of the economy calls for action, bold and swift, and we will act--not only to create new jobs, but to lay a new foundation for growth.We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together.We will restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost.We will harness the sun and the winds and the soil to fuel our cars and run our factories.And we will transform our schools and colleges and universities to meet the demands of a new age.All this we can do.And all this we will do.Now, there are some who question the scale of our ambitions--who suggest that our system cannot tolerate too many big plans.Their memories are short.For they have forgotten what this country has already done;what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.What the cynics fail to understand is that the ground has shifted beneath them--that the stale political arguments that have consumed us for so long no longer apply.The question we ask today is not whether our government is too big or too small, but whether it works--whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified.Where the answer is yes, we intend to move forward.Where the answer is no, programs will end.And those of us who manage the public's dollars will be held to account--to spend wisely, reform bad habits, and do our business in the light of day--because only then can we restore the vital trust between a people and their government.Nor is the question before us whether the market is a force for good or ill.Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control--and that a nation cannot prosper long when it favors only the prosperous.The success of our economy has always depended not just on the size of our gross domestic product, but on the reach of our prosperity;on our ability to extend opportunity to every willing heart--not out of charity, but because it is the surest route to our common good.As for our common defense, we reject as false the choice between our safety and our ideals.Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations.Those ideals still light the world, and we will not give them up for expedience's sake.And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: Know that America is a friend of each nation and every man, woman and child who seeks a future of peace and dignity, and that we are ready to lead once more.Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions.They understood that our power alone cannot protect us, nor does it entitle us to do as we please.Instead, they knew that our power grows through its prudent use;our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.We are the keepers of this legacy.Guided by these principles once more, we can meet those new threats that demand even greater effort--even greater cooperation and understanding between nations.We will begin to responsibly 多证据显示，我们利用能源的方式壮大我们的对敌，威胁我们的星球。

这些都是得自资料和统计数据的危机指标。比较无法测量但同样深沉的，是举国信心尽失——持续担心美国将无可避免地衰退，也害怕下一代一定会眼界变低。

今天我要告诉各位，我们面临的挑战是真的，挑战非常严重，且不在少数。它们不是可以轻易，或在短时间内解决。但是，美国要了解，这些挑战会被解决。

在这一天，我们聚在一起，因为我们选择希望而非恐惧，有意义的团结而非纷争和不合。在这一天，我们来此宣示，那些无用的抱怨和虚伪的承诺已终结，那些扭曲我们政治已久的相互指控和陈旧教条已终结。我们仍是个年轻的国家，但借用圣经的话，摆脱幼稚事物的时刻到来了，重申我们坚忍精神的时刻到来了，选择我们更好的历史，实践那种代代传承的珍贵权利，那种高贵的理念：就是上帝的应许，我们每个人都是平等的，每个人都是自由的，每个人都应该有机会追求全然的幸福。

为了我们，他们携带很少的家当，远渡重洋，追寻新生活。

为了我们，他们胼手胝足，在西部安顿下来；忍受风吹雨打，筚路蓝缕。为了我们，他们奋斗不懈，在康科特和盖茨堡，诺曼地和溪山等地葬身。

前人不断的奋斗与牺牲，直到双手皮开肉绽，我们才能享有比较好的生活。他们将美国视为大於所有个人企图心总和的整体，超越出身、财富或小圈圈的差异。

这是我们今天继续前进的旅程。我们仍旧是 全球最繁荣强盛的国家。这场危机爆发时，我们的劳工生产力并未减弱。我们的心智一样创新，我们的产品和劳务和上周或上个月或去年相比，一样是必需品。我们 的能力并未减损。但是我们墨守成规、维护狭小利益、推迟引人不悦的决定，这段时期肯定已经过去。由今天开始，我们必须振作起来，拍掉身上的灰尘，再度开始重塑美国。

我们无论朝何处望去，都有工作必须完成。经济情势需要大 胆、迅速的行动，我们将有所行动，不光是创造新工作，更要奠定成长的新基础。我们将造桥铺路，为企业兴建电力网格与数位线路，将我们联系在一起。我们将让 科学回归合适的用途，运用科技的奇蹟来提高医疗品质并降低费用。我们将利用

太阳能、风力和土壤作为汽车的燃料和工厂的能源。我们将让中小学及大专院校转 型，因应新时代的需要。这些我们可以作到。我们也将会作到。

现在，有人质疑我们的雄心，暗示说我们的体系无法承受太多的大计画。这些人的记性不好。因为他们忘记了这个国家已经完成的成就，当创造力朝同一个目标发展，不受约束的男男女女可以完成何等成就，必要的是勇气。

怀疑者无法理解的是他们的主张已经站不住脚，长期以来折磨 我们的陈腐政治争议已经行不通。我们今天的问题不是政府太大或太小，而是有无功效，是否能帮助家庭找到薪水不错的工作，支付得起照顾费用，有尊严的退休。哪个方向能够提供肯定的答案，我们就往那里走。答案是否定的地方，计画就会停止。所有我们这些管理大众金钱的人都将负起责任，花钱要精明，改掉恶习，正大 光明作事情，只有这样我们才能重建政府与人民间最重要的信任。

我们眼前的问题也不是说市场的力量是善或恶。市场创造财富 和增加自由的力量无与伦比，但是这场危机提醒我们没有监督时，市场发展将失控，当市场只偏爱有钱人时，国家无法永续繁荣。我们经济成功的依据，不只是国内 生产毛额的规模，还有繁荣可及的范围，以及我们将机会拓展给每个愿意打拚的人，不是因为施舍，而是因为这就是达到我们共同利益最稳健的途径。

至於我们的共同防卫，让我们必须在自由和理想之间作一抉 择，是错误的，我们拒绝接受。我们建国诸父在我们难以想像的危难之中。拟具了确保法治和人权的宪章，被一代代以鲜血扩大充实的宪章。这些理想依然照亮这个 世界，我们不会为了便宜行事而扬弃它。同样地，今日在观看此情此景的其他民族和政府，从最宏伟的都城到家父出生的小村庄，我要说：任何一个国家、男、女、和孩童，只要你在追求一个和平且有尊严的未来，美国就是你的朋友，我们准备再次带领大家。

回想先前的世代力抗法西斯主义和communist，靠的除了飞弹和战车之外，还有强固的联盟和持久的信念。他们知道单单力量本身不足以让我们自保，也不能让我们为所欲为。相反地，他们知道我们的力量因为谨慎使用而增强，我们的安全源自我们理想的正当性，我们所树立楷模的力量，以及谦逊和克制所具有的调和特质。

我们是这些遗产的保存者。在这些原则的再次指引下，我们可以面对那些新的威胁，这些威胁有赖国与国间更 大的合作与谅解方能因应。我们将开始以负责任的方式把伊拉克还给它的人民，并在阿富汗建立赢来不易的和平。我们会努力不懈地与老朋友和昔日的对手合作，以 减轻核子威胁，和地球的暖化。我们不会为我们的生活方式而道歉，也会毫不动摇地保护它，对那些想要藉由带来恐怖与杀害无辜以遂其目的者，我们现在告诉你，我们的精神强过你们，无法摧折，你们不可能比我们长久，我们必定打败你们。

因为我们知道，我们拼凑组合而成的遗产是我们的强处，而非弱点。我们是由基督徒和穆斯林，犹太教徒和印 度教徒，以及非信徒组成的国家。我们由取自世界四面八方的各种语文和文化所形塑。而且由於我们曾尝过内战和种族隔离的苦果，并且在走出那黑暗时期之後变得 更坚强和团结，这让我们不得不相信旧日的仇恨终究会过去，部族之间的界线很快就会泯灭。随着世界越来越小，我们共通的人性也会彰显，而美国必须扮演引进新 和平时代的角色。

对穆斯林世界，我们寻求一种新的前进方式，以共同的利益和尊重为基础。那些想播植冲突并把自己社会的问 题怪罪於西方的领袖，须知你的国民藉以判断你的，是你能建立什麽，而非你能毁坏什麽。那些靠着贪腐欺骗和箝制异己保住权势的人，须知你们站在历史错误的一 边，而只要你愿意松手，我们就会伸出援助之手。

Here before me is the Bible used in the inauguration of our first President, in 1789, and I have just taken the oath of office on the Bible my mother gave me a few years ago, opened to a timeless admonition from the ancient prophet Micah: “He hath showed thee, O man, what is good;and what doth the Lord require of thee, but to do justly, and to love mercy, and to walk humbly with thy God.”(Micah 6:8)

This inauguration ceremony marks a new beginning, a new dedication within our Government, and a new spirit among us all.A President may sense and proclaim that new spirit, but only a people can provide it.Two centuries ago our Nation's birth was a milestone in the long quest for freedom, but the bold and brilliant dream which excited the founders of this Nation still awaits its consummation.I have no new dream to set forth today, but rather urge a fresh faith in the old dream.Ours was the first society openly to define itself in terms of both spirituality and of human liberty.It is that unique self-definition which has given us an exceptional appeal, but it also imposes on us a special obligation, to take on those moral duties which, when assumed, seem invariably to be in our own best interests.You have given me a great responsibility--to stay close to you, to be worthy of you, and to exemplify what you are.Let us create together a new national spirit of unity and trust.Your strength can compensate for my weakness, and your wisdom can help to minimize my mistakes.Let us learn together and laugh together and work together and pray together, confident that in the end we will triumph together in the right.The American dream endures.We must once again have full faith in our country and in one another.I believe America can be better.We can be even stronger than before.Let our recent mistakes bring a resurgent commitment to the basic principles of our Nation, for we know that if we despise our own government we have no future.We recall in special times when we have stood briefly, but magnificently, united.In those times no prize was beyond our grasp.But we cannot dwell upon remembered glory.We cannot afford to drift.We reject the prospect of failure or mediocrity or an inferior quality of life for any person.Our Government must at the same time be both competent and compassionate.We have already found a high degree of personal liberty, and we are now struggling to enhance equality of opportunity.Our commitment to human rights must be absolute, our laws fair, our natural beauty preserved;the powerful must not persecute the weak, and human dignity must be enhanced.We have learned that “more” is not necessarily “better,” that even our great Nation has its recognized limits, and that we can neither answer all questions nor solve all problems.We cannot afford to do everything, nor can we afford to lack boldness as we meet the future.So, together, in a spirit of individual sacrifice for the common good, we must simply do our best.Our Nation can be strong abroad only if it is strong at home.And we know that the best way to enhance freedom in other lands is to demonstrate here that our democratic system is worthy of emulation.To be true to ourselves, we must be true to others.We will not behave in foreign places so as to violate our rules and standards here at home, for we know that the trust which our Nation earns is essential to our strength.The world itself is now dominated by a new spirit.Peoples more numerous and more politically aware are craving and now demanding their place in the sun--not just for the benefit of their own physical condition, but for basic human rights.The passion for freedom is on the rise.Tapping this new spirit, there can be no nobler nor more ambitious task for America to undertake on this day of a new beginning than to help shape a just and peaceful world that is truly humane.We are a strong nation, and we will maintain strength so sufficient that it need not be proven in combat--a quiet strength based not merely on the size of an arsenal, but on the nobility of ideas.We will be ever vigilant and never vulnerable, and we will fight our wars against poverty, ignorance, and injustice--for those are the enemies against which our forces can be honorably marshaled.We are a purely idealistic Nation, but let no one confuse our idealism with weakness.Because we are free we can never be indifferent to the fate of freedom elsewhere.Our moral sense dictates a clearcut preference for these societies which share with us an abiding respect for individual human rights.We do not seek to intimidate, but it is clear that a world which others can dominate with impunity would be inhospitable to decency and a threat to the well-being of all people.The world is still engaged in a massive armaments race designed to ensure continuing equivalent strength among potential adversaries.We pledge perseverance and wisdom in our efforts to limit the world's armaments to those necessary for each nation's own domestic safety.And we will move this year a step toward ultimate goal--the elimination of all nuclear weapons from this Earth.We urge all other people to join us, for success can mean life instead of death.Within us, the people of the United States, there is evident a serious and purposeful rekindling of confidence.And I join in the hope that when my time as your President has ended, people might say this about our Nation:

that we had remembered the words of Micah and renewed our search for humility, mercy, and justice;

that we had torn down the barriers that separated those of different race and region and religion, and where there had been mistrust, built unity, with a respect for diversity;that we had found productive work for those able to perform it;

that we had strengthened the American family, which is the basis of our society;

that we had ensured respect for the law, and equal treatment under the law, for the weak and the powerful, for the rich and the poor;

and that we had enabled our people to be proud of their own Government once again.I would hope that the nations of the world might say that we had built a lasting peace, built not on weapons of war but on international policies which reflect our own most precious values.These are not just my goals, and they will not be my accomplishments, but the affirmation of our Nation's continuing moral strength and our belief in an undiminished, ever-expanding American dream.
