尊敬的温家宝总理阁下,尊敬的各国国家元首们,来自政府国际组织、商界、市民社会、学术界、科学界、文化界,以及媒体的各位代表,世界经济论坛各位会员、朋友们,我非常荣幸也非常高兴能够欢迎中华人民共和国国务院总理温家宝阁下再次到天津来、您的故乡来参加第四届夏季达沃斯年会。
温总理,在您的关心之下,我们与中国的伙伴方包括主办城市天津,中国发展与改革委员会、外交部以及其他部委,共同将夏季达沃斯建设成为新领军者的全球盛会。这些杰出的组织和个人,通过倡导新的科学技术和商业的解决方案,构建着世界的未来。
夏季达沃斯有力地体现了利益相关者的概念,这个概念在世界经济论坛40多年成立以来一直是未来的基础,也就是在全球社会的领导者之间促进合作与伙伴关系,创建更美好的未来,一个更加可持续的和更具有社会包容性的世界。
温总理,我们都知道您个人以及中国的领导人是如何地致力于可持续增长的使命和任务。因此,我们在座的1500多人,来自85个国家的代表们,如果能够在今年的夏季达沃斯年会中作出重要的贡献,为世界提供观点、想法,还有政策以及解决方案,以实现一个全新的经济增长的时代化,我们会非常的自豪。

Let me begin by extending congratulations on the opening of the fourth Annual Meeting of the New Champions, the Summer Davos, and a welcome to you all.At the crucial juncture when the world economy is slowly recovering, the meeting will explore the way forward for future development under the theme of “Driving Growth Through Sustainability”.This is highly relevant and significant, and I wish the meeting full success!
过去的两年,在极为困难、复杂的情况下,中国在世界率先实现经济回升向好,保持经济平稳较快发展,这是我们全面实施一揽子计划的结果。在国际金融危机冲击最严重的时候,我国经济增速一度大幅下滑,不少企业处于停产半停产状态,有的甚至倒闭,不少工人失业,大批农民工返乡。由于我们及时实施了一揽子计划,从2009年第二季度开始,经济增速下滑趋势迅速扭转,当年增长9.1%,今年上半年增长11.1%。城镇就业不断增加,居民收入持续增长,社会保持和谐稳定。事非经过不知难。一个13亿人口的国家,如果没有一定的经济增长速度,实现充分就业、提高人民福祉就是一句空话。实施一揽子计划的成效,不仅在于保持了当前经济增长和社会稳定,更重要的是保持了中国经济发展的好势头,现代化进程没有因巨大的外部冲击而出现大的波折,其意义重大而深远。
The past two years have seen China emerge as one of the first countries to achieve an economic rebound and maintain steady and relatively fast economic development under extremely difficult and complex circumstances.We owe our achievements to the comprehensive implementation of the stimulus package.At the height of the international financial crisis, China's economic growth rate dropped by a big margin.Many enterprises completely or partially suspended operations, and some even closed down.Many workers lost their jobs and a large number of rural migrant workers had to return to their home villages.In view of this, we acted immediately to introduce a stimulus package.From the second quarter of 2009, the downward trend in economic growth was quickly reversed.The economy grew by 9.1% in 2009 and 11.1% in the first half of 2010.Urban employment has kept expanding, people's income has been increasing, and social stability and harmony has been maintained.As a Chinese saying goes, one would never fully appreciate the difficulty unless he has experienced it in person.For a country like China with 1.3 billion people, without a certain rate of economic growth, full employment and people's well-being can only be empty talk.The stimulus package has enabled us to not only maintain the current economic growth and social stability, but also, and more importantly, secure the sound momentum of economic development.The severe external shock did not cause a big fluctuation in China's modernization process.This is of major and far-reaching significance.在应对国际金融危机中,我们始终高度重视推动经济发展方式转变和经济结构调整。两年来,国内需求特别是消费对经济增长的拉动作用持续增强,2009年社会消费品零售总额实际增长16.9%,为1986年以来最高增速,今年以来这一势头得到延续,上半年实际增速与去年同期基本持平。产业结构升级加快,今年前7个月,高技术产业增加值同比增长17.7%,高于规模以上工业增加值增速0.7个百分点。基础设施建设得到加强,2008年8月1日,我国第一条具有完全自主知识产权、世界一流水平的高速铁路——京津城际铁路通车运营,全程运行时间只有30分钟,使两大直辖市形成同城效应;去年12月26日通车运营的武广高速铁路又成为目前世界上一次建成里程最长、速度最高的高速铁路。节能减排和环境保护扎实推进,去年关停了小火电机组2617万千瓦,淘汰落后炼钢产能1691万吨、炼铁产能2113万吨、水泥产能7416万吨,今年9月底前将再淘汰落后炼钢产能825万吨、炼铁产能3000万吨、水泥产能9155万吨,“十一五”前四年单位国内生产总值能耗累计下降15.6%。区域发展协调性增强,2009年中部地区、西部地区规模以上工业增加值增速分别比全国快1.1和4.5个百分点,今年上半年中部地区比全国快3.1个百分点,西部地区与全国持平,中西部地区占全国规模以上工业增加值的比重由2008年同期的38.1%上升到38.8%。更为重要的是,我们从全局和战略的高度,对加快经济发展方式转变和经济结构调整做出了全面部署。所有这些都将对我国经济长期稳定健康发展起到重要推动作用。
In tackling the international financial crisis, we have always given top priority to transforming the economic development pattern and restructuring the economy.In the past two years, domestic demand, consumption in particular, has played an increasingly strong role in driving economic growth.Total retail sales in 2009 rose by 16.9 percent in real terms, the fastest since 1986.This good momentum is continuing and retail sales in the first half of this year grew at roughly the same rate as the same period of last year.The upgrading of the industrial structure has been accelerated.In the first seven months of this year, the value added of high-tech industries increased by 17.7 percent year on year, 0.7 percentage point higher than that of the industries above a designated level.Infrastructure development has been strengthened.On 1 August 2008, the Beijing-Tianjin Intercity Railway, China's first top-class high-speed rail with full intellectual property, was put into operation, shortening the travel time between Beijing and Tianjin to only 30 minutes and binding the two major municipalities as one.The Wuhan-Guangzhou high-speed railway that went into operation on 26 December 2009 set the world record of the longest and fastest high-speed railway completed on an uninterrupted basis.Solid progress has been made in energy conservation, emissions reduction and environmental protection.Last year, we shut down small thermal power plants with a total capacity of 26.17 million kilowatts and phased out inefficient production capacity of 16.91 million tons of steel, 21.13 million tons of iron and 74.16 million tons of cement.By the end of this month, we will have eliminated an additional amount of inefficient production capacity, including 8.25 million tons of steel, 30 million tons of iron and 91.55 million tons of cement.Energy consumption per unit of GDP has been reduced by 15.6 percent in the first four years of the 11th five-year plan period.Regional development has been more coordinated.In 2009, the growth rates of value added of industries above a designated scale in the central and western regions were 1.1 and 4.5 percentage points higher than the national average respectively.In the first half of this year, such growth in the central region was 3.1 percentage points higher than the national average, and that in the western region on a par with the national average.Also in the first half of this year, the central and western regions' contribution to the value added of industries above a designated level in the national total increased to 38.8 percent from 38.1 percent of the same period in 2008.What is more important is that we have made all-round arrangements for accelerating the transformation of economic development pattern and economic restructuring from a macro and strategic perspective.All these will give a strong boost to the stable and healthy development of China's economy in the long run.我们实施积极的财政政策和适度宽松的货币政策,刺激力度前所未有,同时又比较好地控制了财政金融风险。这两年,我国财政赤字和国债规模分别控制在国内生产总值的3%以内和20%左右;银行资产质量和抵御风险能力提高,目前资本充足率和不良贷款率分别为11.1%和2.8%,都处于安全范围内。我们清醒地看到财政金融领域的潜在风险,特别是地方政府融资平台的债务风险,这个问题由来已久,但近期风险有所加大。我们已经出台加强地方政府融资平台公司管理的有关办法,正在抓紧落实。面对突如其来的国际金融危机冲击,我们采取超常规的政策措施是必要的,这些政策措施在发挥积极作用的同时,难以避免会带来一些负面影响,关键是要把这些影响控制在可以承受的范围内。从这个角度来说,我们比较好地处理了兴利与除弊的关系,总体上看效果是好的。
We have implemented a pro-active fiscal policy and a moderately easy monetary policy with an unprecedented intensity, and at the same time successfully kept fiscal and financial risks under control.In the past two years, China's budget deficit and government debt have been kept below 3 percent and around 20 percent of the GDP respectively.The asset quality of banks and their ability to fend off risks have improved.The capital adequacy ratio and NPL ratio now stand at 11.1 percent and 2.8 percent respectively, both in the safe territory.This being said, we are keenly aware of the latent fiscal and financial risks, especially the debt risks of the financing platforms of local governments.This is not a new problem, yet the risks have somewhat increased in recent months.We have formulated the measures to strengthen the regulation of those financing platforms and implementation is well underway.In the face of the sudden international financial crisis, the extraordinary policy measures that we have adopted are necessary and these measure have played a positive role.Yet some negative impacts are hardly avoidable.What's important is to keep those negative impacts within a scope that we can manage.In this sense, we have done a good job in balancing the need of promoting positive effects with that of reducing negative ones.Taken as a whole, the results of our stimulus package are good.中国实施一揽子计划,不仅保持了本国经济稳定和较快增长,也为世界经济复苏做出了重要贡献。当主要发达国家经济出现负增长之时,中国等发展中大国经济迅速回稳和保持较快增长,极大地增强了世界战胜国际金融危机的信心,为世界经济提供了强劲增长动力。2009年中国实现进口10056亿美元,全年贸易顺差减少了1020亿美元;今年前7个月,中国实现进口7666亿美元,同比大幅增长47.2%,贸易顺差同比减少226亿美元。这表明,中国经济增长为跨国公司提供了重大发展机遇,为主要经济体和周边国家创造了大量需求,成为世界经济复苏的重要引擎。
By implementing the stimulus package, we have not only maintained China's economic stability and relatively fast economic growth, but also made important contribution to the world economic recovery.At a time of negative economic growth for major developed countries, the fast economic stabilization and rapid economic growth of China and other major developing countries greatly boosted international confidence in overcoming the financial crisis and provided a strong impetus to the world economic growth.In 2009, China's imports totaled 1.0056 trillion U.S.dollars, and its trade surplus dropped by 102 billion U.S.dollars.In the first seven months of this year, China's imports reached 766.6 billion U.S.dollars, a surge of 47.2 percent year on year.This shows that China's economic growth has provided major development opportunities for the multinationals and created huge demand for major economies and neighboring countries.It has become an important engine for the world economic recovery.总之,无论从短期看、还是从长期看,无论从实体经济领域看、还是从财政金融领域看,我们应对国际金融危机采取的一揽子计划和政策措施都是符合中国实际的,是及时的、有力的、有效的,是造福当代、利于后人、惠及世界的正确选择。当前中国经济运行呈现增长速度较快、结构逐步优化、就业持续增加、价格基本稳定的良好格局。二季度后一些主要经济指标增速出现回落,主要是基数影响和主动调控的结果。我们完全有信心、有条件、有能力继续保持经济平稳较快发展。我们将坚持把处理好保持经济平稳较快发展、调整经济结构和管理通胀预期的关系作为宏观调控的核心,把稳定政策作为宏观调控的主基调,保持政策的连续性、稳定性,增强调控的针对性、灵活性,进一步巩固和发展好的势头。
To sum up, from both the near and long-term perspective and in both the real economy and the fiscal and financial field, our stimulus package, policies and measures are timely, forceful, effective and suited to China's realities.They are the right choice that will bring benefits to both the current and future generations and serve the interests of the world.China's economy is now in good shape, featuring fast growth, structural improvement, rising employment and basic price stability.Growth of some major economic indicators moderated in the second quarter of this year.This is mainly due to the high level of the base figures and our proactive macro-control measures.We have the confidence, conditions and capabilities to maintain steady and fast economic development.In exercising macro-control, we will take it as a central task to appropriately handle the relationship between maintaining steady and rapid economic development, adjusting the economic structure and managing inflation expectations, and we will take policy stability as the main focus.While maintaining the continuity and stability of our policies, we will make macro-control measures more targeted and flexible to consolidate and strengthen the sound momentum of development.女士们,先生们:
Ladies and Gentlemen,国际金融危机的深层次影响还没有完全消除,世界经济还没有进入稳步增长的良性循环,系统性和结构性风险仍然比较突出。要巩固和扩大应对国际金融危机冲击成果,并统筹考虑当前和长远发展,在继续促进经济复苏的同时,通过经济结构性的改革,为可持续发展创造条件。这是世界各国面临的共同课题。中国经济发展中也存在一些不平衡、不协调、不可持续的问题,主要是:经济结构不合理,科技创新能力不强,资源环境约束强化,城乡区域发展不平衡,经济社会发展不协调。这些问题有的是经济发展现阶段很难避免的,有的是体制改革不到位造成的。我们将把短期调控政策和长期发展政策有机结合起来,把深化改革开放和推动科学发展有机结合起来,切实解决这些深层次、结构性问题。这样,中国经济才能实现更大更持久的发展。当前和今后一个时期,我们将着重在以下几个方面做出努力。
The underlying impact of the international financial crisis has not been fully eliminated, the world economy has yet to enter a benign cycle of steady growth, and systemic and structural risks are still prominent.We need to cement and build on what we have achieved in countering the financial crisis.We need to take into consideration both the immediate needs and long-term development and, while continuing to energize the recovery, create conditions for sustainable development through structural reform.This is a common task for all countries.In case of China, there is a lack of balance, coordination and sustainability in the economic development.The main problems include the unreasonable economic structure, weak capabilities for scientific and technological innovation, rising resources and environmental constraints, uneven urban-rural and regional development and lack of coordination between economic and social development.Some of these problems are inescapable in our current stage of economic development, and some are caused by inadequate institutional reform.To effectively address these deep-seated and structural problems, we will take an integrated approach that balances near-term macro control with long-term development and advances reform and opening-up in the broader context of scientific development.Only in this way can the Chinese economy achieve greater and more sustainable development.For now and in the time to come, we will focus our efforts in the following fields.——我们要坚持内外均衡发展,着力构建扩大内需特别是消费需求的长效机制。中国有世界上潜力最大的国内市场,充分挖掘市场潜力,有效释放国内需求,是促进中国经济长期稳定发展的关键所在,也是解决经济运行中突出矛盾的重要途径。我们将加快推进收入分配制度改革,努力提高居民收入在国民收入中的比重和劳动报酬在初次分配中的比重,创造条件让更多群众拥有财产性收入,尽快扭转收入差距扩大趋势,促进居民收入和消费可持续增长。我们将坚持统筹城乡区域协调发展,积极稳妥地推进城镇化,因地制宜地把符合条件的农民工逐步转为城镇居民,继续加快新农村建设,加强农村基础设施建设和改善公共服务,继续实施区域发展总体战略,大力推进西部大开发和东北地区等老工业基地振兴,促进中部崛起,着力培育内需增长新动力,拓展农村和中西部地区的内需增长新空间。同时,我们要坚持面向国际国内两个市场。中国经济是开放型经济,我国既是出口大国,也是进口大国。我们发展对外贸易,并不追求贸易顺差。目前中国对美国、欧洲等有顺差,但对日本、韩国有逆差;加工贸易有顺差,但一般贸易有逆差;出口恢复性增长很快,但进口增长更快。我们不能、也不会关起门来搞发展。我们将在扩大内需的同时,积极稳定和拓展外需,努力实现内外均衡发展。
--We will pursue balance growth of domestic and external demand and establish a long-term mechanism to expand domestic demand, consumer demand in particular.The Chinese market is one with the largest potential in the world.To fully tap the potential and effectively unleash the domestic demand holds the key to long-term and steady development of China's economy, and represents an important means to meet the prominent challenges in the economy.We will speed up the reform of the income distribution system, and raise the proportion of individual income in the national income and the proportion of the primary distribution that goes to wages and salaries.We will create conditions for more people to earn income from property, reverse the trend of widening income gap as quickly as possible, and boost the sustainable growth of people's income and consumer spending.With a commitment to coordinated development between urban and rural areas and between different regions, we will take active and prudent steps to advance urbanization, and allow eligible rural migrant workers to gradually become urban residents in line with the local conditions.We will accelerate the building of the new countryside and improve rural infrastructure and public services.We will continue to implement the overall strategy for regional development, push forward the development of the western region and the reinvigoration of the old industrial bases in northeast China and other places, energize the development of the central region, cultivate new drivers for domestic demand, and open up new space for the growth of domestic demand in rural areas and central and western regions.At the same time, we will continue to make full use of both the international and domestic markets.China's economy is an open economy, and China is both a major exporter and a major importer.We do not pursue surplus in foreign trade.China runs a trade surplus with the United States and Europe, yet a trade deficit with Japan and the ROK.We have a surplus in the processing trade, yet a deficit in general trade.Our export growth is rapidly recovering, yet our import has grown even faster.We cannot and will not pursue development with our door closed.We will expand domestic demand and at the same time actively stabilize and expand external demand, and strive to achieve balanced development of domestic and external demand.——我们要坚持创新驱动,着力推动科技进步和产业结构优化升级。这是从根本上解决我国资源环境约束,适应国际需求结构调整和国内消费升级新变化,全面提升国民经济发展质量、效益和国家竞争力,促进经济可持续发展的战略重点。我们将把提高科技创新能力与完善现代产业体系有机统一起来,用先进技术改造传统产业,培育一批有自主知识产权和知名品牌、国际竞争力强的优势企业,建设一批具有国际水平和带动能力的现代产业集群,促进我国由制造大国转变为制造强国。我们将牢牢把握未来科技进步新趋势,加强政策支持和规划引导,积极培育发展战略性新兴产业,加快形成新的支柱性产业,力争实现跨越式发展。加快服务业对内对外开放步伐,营造有利于服务业发展的政策和体制环境,提高服务业在国民经济中的比重。

--We will continue to conserve resources and protect the environment, and raise the efficiency in resources utilization and capacity in tackling climate change.To conserve resources and protect the environment is China's basic state policy.We must accelerate the formation of an industrial structure, production model and consumption pattern that are conducive to energy and resources conservation and eco-protection to promote harmony between man and nature.We will further improve laws and standards, strengthen accountability evaluation in meeting environmental targets, and advance the development of circular economy.We will make all-round efforts to save energy, water, land and materials and make comprehensive use of all kinds of resources, enhance the conservation and management of all natural resources, and take a holistic approach to protect and repair the eco-environment.We will energetically develop low carbon industrial, construction and transport systems, increase the forest carbon sink and speed up the R&D, demonstration and industrial application of low carbon technologies.We will comprehensively enhance our capacity for tackling climate change, and actively carry out international cooperation against climate change under the principle of “common but differentiated responsibilities”.——我们要坚持经济社会协调发展,着力保障改善民生和促进社会公平正义。保障和改善民生,让经济发展成果惠及全体人民,是经济社会发展的根本目的。让人民生活有基本保障、无后顾之忧,是现代政府的重要职责。目前许多国家都面临失业率高企的共同难题。中国也面临着相当严峻的就业形势。我国劳动力人口近8亿,相当于所有发达国家劳动力资源的总和,每年新进入人力资源市场的劳动力远远超过能够提供的就业岗位,劳动力总量供大于求与结构性用工短缺矛盾并存。我们将把促进就业作为经济社会发展的优先目标,实施更加积极的就业政策,积极开发就业岗位,鼓励自主创业,促进充分就业。我们将着力增强政府提供公共服务能力,逐步形成比较完整、覆盖城乡、可持续的基本公共服务体系,提高社会保障、基本医疗卫生等领域的均等化水平。住房问题既是经济问题,更是影响社会稳定的重要民生问题,稳定房价和提供住房保障是各级政府的重要责任。我们要进一步规范市场秩序,完善土地、财税、金融政策,加快建立促进房地产市场健康发展的长效机制,抑制投资、投机性需求,引导市场增加普通商品房供给,加快保障性住房建设,发展公共租赁住房,促进形成合理的住房供给结构,满足多层次的住房需求。
--We will strike a balance between economic and social development and strive to ensure and improve people's livelihood and promote social equity and justice.To improve people's livelihood and extend the benefits of economic development to all is the fundamental goal of economic and social development.And to meet the essential needs of the people and free them from worries for daily necessities is an important responsibility of modern government.Many countries now face the challenge of high unemployment.China is also confronted by a rather severe employment situation.There are almost 800 million people of working age in China, equivalent to the workforce of all developed countries combined.The annual increase of workforce in the job market far exceeds the number of jobs available.The oversupply of labor and structural labor shortage exist side by side.We will make employment expansion a priority target in economic and social development, implement a more pro-active employment policy, vigorously create new jobs, and encourage self-employment to promote full employment.We will enhance the government's capability in providing public services, gradually establish a fairly complete and sustainable system of basic public services that covers both urban and rural areas, and promote equal access to social security and basic medical and health care services.The issue of housing is both an economic issue and more importantly, a major issue affecting people's livelihood and social stability.To stabilize the housing price and ensure housing availability is an important responsibility of governments at all levels.We must further rectify the market order, improve the land, tax and financial policies, accelerate the establishment of a long-term mechanism for the healthy development of the housing market and curb investment and speculative demand.We need to guide the market towards greater supply of ordinary commercial housing, speed up the development of low-income housing and build public rental housing in order to form a rational structure of housing supply and meet the diverse housing needs.——我们要坚持深化改革,着力增强可持续发展的动力与活力。中国的发展进步得益于改革开放,中国要实现富强民主文明和谐的现代化目标,仍然要靠改革开放。中国的改革已经到了攻坚阶段,必须以更大决心和勇气全面推进各领域改革。我们要通过深化经济体制和政治体制等全面改革,使整个体制更加适应现代经济发展和社会主义民主政治建设的要求,更加有力地推进社会公平正义,更加有利于人的自由和全面发展。

China's huge market volume, sound infrastructure, strong industrial support ability and stable and fair market environment are attracting more and more multinational enterprises to invest and establish business in China.China is now one of the world's largest foreign investment destinations.More than 470 of the top 500 global companies have established their presence in China.By July this year, China had received 1.05 trillion U.S.dollars of foreign investment in cumulative terms, ranking the first among developing countries for 18 years in a row.In the first seven months this year, foreign investment in China increased by 20.7 percent over the same period last year.Foreign invested enterprises on the whole enjoy good operation in China and have reaped good returns.Many have become the bright spot and profit center in the global business growth of their parent companies.All of these demonstrate that the efforts of the Chinese government to foster a favorable investment environment have been recognized by the investors and bolstered foreign investors' confidence.We will continue to improve the foreign-related economic laws, regulations and policies, and improve the business environment for foreign investors in China.We sincerely welcome enterprises from all countries to actively participate in China's reform and opening-up process, and hope that all types of enterprises will strictly abide by China's laws and regulations, run businesses in China according to law, and share the opportunities and benefits of China's prosperity and progress.谢谢大家!

尊敬的施瓦布先生,尊敬的各国元首和政府首脑,尊敬的各位嘉宾,女士们、先生们,朋友们:很高兴和大家相聚在中国天津,共同出席第八届夏季达沃斯论坛。在此,我谨代表中国政府对论坛召开表示热烈祝贺!对远道而来的贵宾表示热烈欢迎!
本届论坛以“推动创新,创造价值”为主题,具有很强的现实意义。创新是人类社会的永恒话题,也是经济社会发展的不熄引擎。世界经济稳定复苏要靠创新,中国经济提质增效升级也要靠创新。近几年,中国经济之所以能够保持持续发展,向健康方向前进,主要动力还是来自于改革创新。
今年以来,世界经济形势错综复杂,发达国家经济复苏艰难曲折,新兴市场国家经济增速放缓,中国经济下行压力加大。我们坚持稳中求进的总基调,保持定力,主动作为,没有搞强刺激,没有放松银根,而是强力推动改革,大力调整结构,着力惠民生,保持了经济平稳运行。上半年,中国经济增长7.4%,居民消费价格涨幅2.3%。在增速放缓的情况下,1—8月,31个大中城市调查失业率保持在5%左右,城镇新增就业970多万人,与去年同期相比增加了10多万人。
在经济下行压力加大的情况下,就业不降反增,主要是改革发了力。本届政府成立以来,我们加快行政审批制度改革,各部门已取消和下放了600多项行政审批事项,今年又在全国推行商事制度等改革,企业准入的门槛降低了,“紧箍咒”松了,极大地调动了全社会创业兴业的热情。1—8月,新登记注册市场主体800多万户,其中3—8月工商登记制度改革后新登记注册企业同比增长61%,出现了所谓“井喷式”增长,带动了千万人以上的就业。我们不仅改革商事登记制度,而且推进投融资体制、税收、流通体制等领域的改革,进一步打开了服务业等新兴产业发展的闸门,对扩大就业起到了重要的“推进器”、“容纳器”作用。
中国经济的积极变化,不仅表现在就业增加和居民收入增长上,也体现在结构优化上。简政放权加上“定向减税”、“定向降准”等财税金融措施,有力地支持了服务业、“三农”、小微企业、民营企业和新兴业态的发展。上半年,电子商务、流通快递等新产业、新商业模式迅速增长;新登记注册服务业企业增幅达70%以上,第三产业增速和比重超过第二产业,在国民经济中处于领先地位;民间投资占固定资产投资比重同比提高1.4个百分点;高技术产业和先进装备制造业增长均快于工业整体增长。
结构调整深入推进,提高了经济增长质量。我们以改革创新为动力,一手抓压减过剩,尤其是淘汰落后产能,一手抓培育新的增长点,推进企业兼并重组,加大节能减排力度,促进了经济机体新陈代谢。上半年,高耗能、高排放行业投资和生产增速明显放慢,单位GDP能耗同比下降4.2%,碳排放强度下降5%左右,是多年来降幅最大的。实现同样的经济增长率,对煤电油运的依赖比以往小了。
经济总体平稳、稳中提质,重要的是在区间调控下实施了定向调控。我们抓住经济社会发展的关键领域和薄弱环节,更多运用改革创新的办法,聚焦在“激活力、补短板、强实体”上,精准发力,定向施策。这实际上是一种结构性调控,既包括改革,也包括调整。努力使市场在资源配置中起决定性作用,大力破除市场障碍;更好发挥政府作用,努力促进社会公平。我们积极平衡国内国外需求,协调区域发展,缩小城乡差距,稳定农产品[0.87% 资金 研报]供给。几个月来,加强了中西部铁路、棚户区改造、污染防治等民生和发展工程建设,扩大的都是长期制约我们平衡发展的“瓶颈”,有力地支持了新型城镇化,也有效增加了公共产品供给。
在经济运行的新常态下,我们保持定力、深处着力,更加关注结构调整等长期问题,不随单项指标的短期小幅波动而起舞。比如,7、8月份用电量、货运量等指标出现一些波动,这是难以避免的,也是预料之中的,因为国内外经济形势仍然复杂多变。而去年下半年,我们发展的基数又比较高。看中国经济,不能只看眼前、看局部、看“单科”,更要看趋势、看全局、看“总分”。我们坚持区间调控的基本思路,只要经济增速保持在7.5%左右,高一点,低一点,都属于合理区间。尤其应当看到,稳增长是为了保就业,调控的下限是比较充分的就业。
随着总量扩大,尤其是服务业发展迅速,经济增长的就业容量扩大了,对波动的容忍度也提高了。还要看到,中国经济有巨大韧性、潜力和回旋余地,我们采取的措施既利当前、更惠长远,有能力防范出现大的起伏,更不会发生“硬着陆”。当然,并不是说我们在发展中没有困难、没有挑战,相反,我们遇到的困难和挑战依然是艰巨的。
今年后四个月,我们将统筹稳增长、促改革、调结构、惠民生、防风险,不断完善和创新宏观调控思路和方式,在区间调控的基础上加强定向调控,推进结构性改革与调整,抱定壮士断腕、背水一战的决心,推动牵一发而动全身的重点改革,着眼长远解决眼前问题。一是继续从政府自身革命做起,进一步加大简政放权力度,深化财税改革,推进预算管理制度改革,使公共资金公平有效地使用。
继续支持服务业发展,尤其是扩大“营改增”试点;深化金融改革,推进民营银行试点工作,清理规范金融业准入限制,推进多层次资本市场发展;深化国有企业改革,推进价格改革,完善能源产品、药品和医疗服务价格形成机制;深化投资体制改革,推进政府购买服务、公私合作模式和特许经营制度。
二是继续围绕破解深层次结构性矛盾,进一步增加公共产品有效供给,以带动有效需求,补上投资的短板,扩大居民消费,拓展新的增长领域。三是继续用好和盘活财政金融增量与存量资金,进一步加大对实体经济和新兴产业、新兴业态的支持力度,更多惠及“三农”、小微企业、服务业。通过我们的努力,把“改革的红利”转化为“发展新动能”“民生新福祉”。中国有信心有能力也有条件不断克服前进中的困难,实现今年经济社会发展的主要预期目标。
女士们、先生们!中国还是一个发展中国家,必须始终坚持以经济建设为中心。发展是硬道理,是解决一切问题的根本。经济发展方式不转变不行,经济不适度发展也不行。当然,我们所说的发展,是就业和收入增加的发展,是质量效益提高和节能环保的发展,也就是符合经济规律、社会规律和自然规律的科学发展。

The Summer Davos Forum, inaugurated in China in 2007, has become a global forum with extensive influence.The theme of the forum for this year – “Creating the Future Economy” is highly relevant and practical.It reflects your vision on sustainable development and meets the high expectation for a bright future of the world economy.中国经济实现了长达30多年的快速发展。特别是过去十年,我们紧紧抓住和用好国家发展的重要战略机遇期,奋力拼搏,开拓进取,经济社会发展实现了新的历史性跨越。2002年到2011年,国内生产总值年均增长10.7%,从世界第六位上升到第二位,人均国内生产总值由1000多美元提高到5432美元,对外贸易总额由世界第六位上升到第二位,外汇储备超过3万亿美元;产业结构优化升级,农业基础进一步巩固,区域发展协调性明显增强;各项社会事业全面发展,人民生活显著改善。我们经受住了许多灾害、困难和风险的考验,特别是近五年,有效应对国际金融危机的巨大冲击,保持了经济平稳较快发展。所有这一切都源于改革开放的伟大力量和中华民族自强不息的伟大精神;源于推动科学发展、构建和谐社会的不懈探索和努力。这里我愿意向大家谈谈我们的一些做法和体会。
China has enjoyed fast economic development for over 30 years.During the past decade in particular, we firmly seized the strategic opportunities for development, made hard and pioneering efforts, and scored new historic achievements in economic and social development.From 2002 to 2011, China's GDP grew at an average annual rate of 10.7%, and moved up from the sixth to the second place in the world.Our per capita GDP rose from 1,000-plus US dollars to 5,432 US dollars.China's foreign trade volume also climbed from the sixth to the second place in the world, and foreign exchange reserves exceeded three trillion US dollars.China's industrial structure was upgraded, its agricultural foundation was consolidated, and regional development became much more balanced.All-round progress was made in social programs and people's livelihood significantly improved.We have withstood the test of many disasters, difficulties and risks.In the recent five years in particular, we effectively tackled the huge impact of the international financial crisis and sustained steady and fast economic growth.We owe these achievements to the strength of reform and opening-up, the persevering spirit of the Chinese nation and our tireless efforts in exploring a path of scientific development and harmonious society.Here I wish to share with you what we did and what we have learned in this course of our endeavors.——坚持加强和改善宏观调控,着力促进经济平稳较快发展。这十年,中国经济运行的一个最突出特点,是经济增长速度快、波动幅度比较小。我们充分发挥市场在资源配置中的基础性作用,科学运用宏观调控手段,及时纠正市场失灵,防止经济出现大的起落。特别是国际金融危机爆发后,我们把扩大国内需求和稳定外需结合起来,把增加投资和刺激消费结合起来,把调整振兴产业和推动科技创新结合起来,把拉动经济增长和保障改善民生结合起来,把克服当前困难和促进长远发展结合起来,全面实施一揽子计划,在世界率先实现经济回升向好,也为全球经济走向复苏发挥了至关重要的作用。对于我们应对危机的一揽子计划,有人不顾事实地歪曲和指责,甚至说是不必要的代价。我想郑重地说明,正是因为当时的果断决策和科学应对,我们才避免了企业倒闭、工人失业、农民返乡,继续保持了中国经济发展的好势头,维护了社会和谐稳定,防止了现代化进程出现大的波折。这些年,社会财富不断增加,资产质量不断提高,抗风险能力不断增强。2009年至2011年底,我国城镇保障房开工建设2100多万套,基本建成1100万套;新增铁路营业里程1.35万公里,新增公路里程37.6万公里,其中高速公路2.46万公里;城市轨道交通、农村电网线路等基础设施明显改善,完成了7000多座大中型和重点小型水库除险加固;解决了大量农村人口饮水安全问题;建成一大批基层医疗卫生教育文化服务设施;一个新的汶川拔地而起,灾区经济社会发展实现了整体性跨越。同时,我们比较好地控制了财政金融风险。2011年财政赤字和国债余额占国内生产总值的比重分别为1.8%和15.28%,低于2002年的2.57%和16.07%;银行业金融机构不良贷款率从2003年底的15.2%下降到2011年底的1.8%;我们摸清了地方政府性债务情况,这两年,地方政府性债务规模总体稳定,风险总体可控。
– We enhanced macro-regulation to promote steady and fast economic growth.Fast growth and low fluctuation was the most salient feature of China's economic performance in the past decade.We gave full play to the basic role of the market in resource allocation, exercised macro-regulation in a scientific way, acted quickly to correct market failures and prevented major fluctuations in the economy.After the international financial crisis broke out, we fully implemented a package plan, making parallel efforts in expanding domestic demand and stabilizing external demand, increasing investment and stimulating consumption, reinvigorating industries and promoting technological innovation, boosting economic growth and improving people's livelihood, and overcoming current difficulties and pursuing long-term development.Thanks to these efforts, China was among the first to achieve an economic upturn and what we did was also vital in promoting world economic recovery.Some people made accusations about China's package plan in disregard of facts and they even said that we paid an undue price in this process.I want to make it clear here that it was exactly due to our resolute decision and scientific response that China was able to avoid factory closures, job losses and return of migrant workers to their home villages.These stimulus measures helped us keep the good momentum of economic development, maintain social stability and harmony and protect China's modernization process from major setbacks.Over the past several years, social wealth has increased, asset quality has improved and our capacity to resist risks has enhanced.From 2009 to the end of 2011, we began construction of 21 million units of low-income urban housing, and 11 million units have been basically completed.The operational mileage of railways increased by 13,500 kilometers.The mileage of highways was extended by 376,000 kilometers, including the 24,600 kilometers of expressways.Infrastructural facilities such as urban rail transport and rural power grid were significantly improved.Over 7,000 large-and medium-sized and key small aging reservoirs were reinforced.We extended access to potable water to many more rural people.A large number of community facilities providing medical, health, education and cultural services were established.A new Wenchuan was built and all-round progress was made in economic and social development of the disaster-stricken areas.Meanwhile, we had fiscal and financial risks under control.Our budget deficit and outstanding government debt in 2011 were 1.8% and 15.28% of the GDP, both lower than their 2002 levels of 2.57% and 16.07%.The ratio of non-performing loans in the banking sector went down from 15.2% at the end of 2003 to 1.8% in 2011.We obtained a true picture of local government debts.The scale of local government debts in the past two years was on the whole stable and risks were basically under control.——坚持调整和优化经济结构,着力提高经济发展的质量和效益。这十年,中国发展导向的一个根本性变化,是从“快字当头”转为“好字优先”。我们把经济结构战略性调整作为转变发展方式的主攻方向,提高了发展质量,拓展了发展空间,增强了发展后劲。我们坚持内需外需均衡发展,实施一系列扩大内需的政策措施,经常账户顺差占国内生产总值的比重降低到2.8%,最终消费对经济增长的贡献率由43.9%提高到50.8%,消费、投资、出口协同拉动经济增长的格局正在形成。坚持创新驱动,制定实施科技、教育、人才中长期发展规划纲要,全国研究与试验发展经费支出占国内生产总值的比重由1.23%提高到1.83%,专利授权量增加18.2倍,企业已经成为投入和研发的主体。推动经济增长向依靠第一、第二、第三产业协同带动转变,农业综合生产能力不断提高,粮食产量实现历史性的“八连增”,粮食储备超过5000亿斤,是历史最高水平;制造业规模跃居全球首位,高技术制造业总产值年均增长22%,成为国民经济重要的先导性、支柱性产业;服务业增加值占国内生产总值比重提高1.6个百分点,特别是金融保险、现代物流、软件信息等现代服务业实现跨越发展。推动工业化、城镇化、农业现代化同步发展,实施区域发展总体战略,初步扭转了工农差别、城乡差别、地区差别扩大的趋势。城镇化率由39.1%提高到51.3%,实现了城乡结构的历史性变化。2008年以来,中部、西部、东北地区经济增速持续超过东部地区,地区生产总值占全国比重明显提高,各具特色、良性互动的区域发展格局正在形成。
– We improved the economic structure to raise the quality and efficiency of economic development.A shift from fast growth to sound growth was a fundamental change in the priorities of China's development in the past decade.We took strategic adjustment of the economic structure as the main task of shifting the growth model, and raised the quality, expanded the scope and bolstered the momentum of development.To balance the development of domestic and external demand, we rolled out a number of policies and measures to boost domestic demand.As a result, our current account surplus as a percentage of GDP came down to 2.8%, the contribution of final consumption to economic growth rose from 43.9% to 50.8%, and a pattern in which economic growth is jointly driven by consumption, investment and export is taking shape.Guided by an innovation-oriented approach, we formulated and implemented the mid-and long-term programs for science and technology, education and human resources development.National R&D spending as a percentage of GDP rose from 1.23% to 1.83%, the number of granted patents increased by 18.2 times, and enterprises have become the backbone of investment and R&D activities.We pursued economic growth by relying on the coordinated development of primary, secondary and tertiary industries.Overall agricultural productivity was enhanced, grain output grew for eight consecutive years, and grain reserves reached a historic high of over 250 million tons.The manufacturing sector became the largest in the world.High-tech manufacturing expanded at an average rate of 22% annually and became a leading pillar industry in the economy.Value-added of the service sector as a share of GDP increased by 1.6 percentage points and modern service industries such as finance, insurance, logistics, software and information enjoyed fast development.We promoted parallel development of industrialization, urbanization and agricultural modernization, implemented the overall strategies for development of different regions and achieved initial success in closing the widening gaps between industry and agriculture, urban and rural areas, and among different regions.The urbanization rate rose from 39.1% to 51.3%, bringing a historic change in China's urban-rural structure.Since 2008, the central, western and northeastern regions have been growing faster than the eastern region and the share of GDP of these regions in the national total has notably risen.A regional development pattern featuring sound interaction among regions and distinctive local features is coming into being.——坚持节约资源和保护环境,着力增强可持续发展能力。这十年,中国践行可持续发展理念的一个重大的标志性举措,是把建设资源节约型、环境友好型社会确定为国家发展的重要战略。我们把节能减排作为约束性指标纳入国民经济和社会发展规划,加大资金投入,加快构建有利于节约能源资源和保护生态环境的产业结构、生产方式和消费模式,大力发展绿色经济,促进人与自然的和谐统一。单位国内生产总值能耗和二氧化碳排放显著下降;今年修订了环境空气质量标准,增加了细颗粒物(PM2.5)等监测指标;森林覆盖率由2003年的18.21%上升到2011年的20.36%。发布实施应对气候变化国家方案,在“共同但有区别的责任”原则下,积极开展应对气候变化国际合作。

Ladies and Gentlemen,今年以来,国际政治经济形势复杂多变,中国经济发展面临的困难增多。我们按照稳中求进的总要求,加强和改善宏观调控,坚持实施积极的财政政策和稳健的货币政策,进一步提高政策的前瞻性、针对性和灵活性,正确处理保持经济平稳较快发展、调整经济结构和管理通胀预期的关系,把稳增长放在更加重要的位置,保持了经济平稳较快发展。针对经济运行中出现的一些新情况、新问题,我们不断加大预调微调力度,特别是5月份以来集中出台了一些政策措施。主要包括:加大结构性减税力度,重点推进营业税改征增值税试点,抓紧完善试点方案,扩大试点范围,同时实施一系列减轻小微企业税费负担的政策措施;发挥货币政策逆周期调节作用,降低存款准备金率,两次调低存贷款基准利率,扩大利率特别是贷款利率浮动区间,保持货币信贷平稳适度增长;中央财政投入268亿元,支持企业技术改造;出台“新36条”的42个实施细则,鼓励民间投资;大力实施“节能家电惠民工程”;加大关系民生的基础设施建设,加快推进保障性安居工程和农村危房改造,启动部分大城市地下管网改造和给排水工程,加强农田水利设施建设;落实和完善稳定出口的政策措施,进一步推进贸易便利化,积极扩大进口;取消和调整314项部门行政审批项目等。这些措施对增强市场信心、促进经济增速企稳,起到了比较好的作用。上半年国内生产总值同比增长7.8%,内需继续成为经济增长的主要拉动力,经常账户顺差占国内生产总值的比重进一步下降到2.3%;就业形势稳定,头7个月城镇新增就业人数812万人,同比增长5%;农业形势进一步向好,夏粮连续9年增产;居民消费价格指数7月份同比上涨1.8%,通胀压力明显减轻。从宏观经济各项指标的组合看,我国经济社会发展形势是好的,经济增速仍保持在年初确定的预期目标区间内,并已经呈现出缓中趋稳的态势。随着近期密集出台的政策措施落实到位并发挥作用,中国经济有望进一步趋稳。我们将根据经济运行的态势,充分利用我国财政货币政策空间较大的优势,充分发挥国内需求的巨大潜力,充分调动各地区、各部门的积极性,坚持把稳增长放在更加重要的位置,继续实施积极的财政政策和稳健的货币政策,保持政策的连续性和稳定性,进一步加大预调微调力度,实施结构性减税,保持货币信贷平稳适度增长,着力刺激消费需求,着力扩大有效投资特别是激发民间投资活力,着力稳定外部需求,着力促进实体经济发展。我们完全有信心、有条件、有能力克服前进道路上的困难,继续保持经济平稳较快发展,并实现更长时期、更高水平、更好质量的发展。
This year, international political and economic situation has remained complicated and fluid, and brought more difficulties to China's economic development.In line with the overall requirement of making progress while maintaining stability, we have strengthened and improved macro-regulation, followed a proactive fiscal policy and a prudent monetary policy, and made our policies more forward-looking, targeted and flexible.We have properly handled relations between maintaining steady and robust economic development, adjusting the economic structure and managing inflation expectations, laid greater emphasis on stabilizing growth, and sustained steady and fast economic growth.We have intensified anticipatory adjustments and fine-tuning to respond to the new developments and problems in the economy.In particular, we have taken a host of policy measures since May.They are mainly as follows: We stepped up structural tax cuts and advanced the VAT for business tax pilot program on a priority basis.We improved the plan of the reform and extended it to more places.We took a series of measures to ease the tax burden on small and micro businesses.We gave play to the role of monetary policy in making counter-cyclical adjustments, lowered the required reserve ratio, cut the benchmark deposit and lending rates twice, widened the floating range of interest rates, lending rates in particular, and maintained steady and moderate growth in money and credit supply.We allocated 26.8 billion yuan from the central budget to support enterprises in undertaking technological upgrading.We adopted 42 provisions of implementation for the Guidelines of the State Council on Encouraging and Guiding the Sound Development of Nongovernmental Investment(the “new 36 Guidelines”).We launched the program of promoting energy-efficient home appliances to the benefit of the people.We stepped up infrastructure development that concerns the people's well-being, moved faster in building low-income housing and renovating dilapidated rural houses, launched the projects of upgrading underground pipe networks and water supply and drainage facilities in some big cities, and improved the water conservancy facilities for farmland.We implemented and improved the policies and measures for stabilizing exports, pushed forward trade facilitation and actively expanded imports.We abolished and adjusted 314 administrative items that require government review and approval.All these measures have helped boost market confidence and promote steady economic growth.In the first half of this year, China's GDP grew by 7.8% year-on-year.Domestic demand remained a major force driving economic growth.The share of current account surplus of GDP dropped to 2.3%.Employment is stable.In the first seven months this year, 8.12 million new urban jobs were created, up by 5% year-on-year.The agricultural situation has further improved, evidenced by increase in summer grain output for nine consecutive years.The Consumer Price Index(CPI)in July rose 1.8% over the same period of last year and inflationary pressure has notably eased.Macroeconomic indicators show that China's economic and social development is in good shape.The speed of growth is still within the target range set at the start of the year, and although growth is slowing down, it is being more stable.As the recent measures are implemented and take effect, we expect the economy to further stabilize.We will, in light of the trend of economic performance, fully utilize the ample fiscal and monetary policy space, fully tap the huge potential of domestic demand and fully motivate the various localities and departments.We will give greater priority to stabilizing growth, continue to follow a proactive fiscal policy and a prudent monetary policy, and maintain the continuity and stability of our policies.We will step up anticipatory adjustments and fine-tuning, press ahead with structural tax cuts and keep the increase of money and credit supply at a steady and moderate level.We will make stronger efforts to spur consumer demand, expand effective investment with a focus on bringing out the energy of nongovernmental investment, stabilize external demand and bolster the real economy.We are fully confident that we have the conditions and ability to overcome the difficulties on our way ahead, maintain steady and robust economic growth and achieve development at a higher level and with better quality for a long time to come.女士们,先生们!

当前,世界经济不稳定不确定因素依然较多,中国经济正处于深层次矛盾凸显和“三期叠加”的阶段,到了爬坡过坎的关键时期。下半年和今后一段时间,我们要加快转变经济发展方式,以结构性改革促进结构性调整,用好创新这把“金钥匙”,着力推进体制创新和科技创新,使中国经济保持中高速增长、迈向中高端水平,打造中国经济升级版。
加快体制机制创新步伐,是创新的其中应有之意。中国经济每一回破茧成蝶,靠的都是创新。创新不单是技术创新,更包括体制机制创新、管理创新、模式创新,中国30多年来改革开放本身就是规模宏大的创新行动,今后创新发展的巨大潜能仍然蕴藏在制度变革之中。试想,13亿人口中多达8、9亿的劳动者都动起来,投入创业创新和创造,这是多么大的力量啊!
关键是进一步解放思想,进一步解放和发展社会生产力,进一步解放和增强社会活力,打破一切体制机制的障碍,让每个有创业愿望的人都拥有自主创业的空间,让创新创造的血液在全社会自由流动,让自主发展的精神在全体人民中蔚然成风。借改革创新的“东风”,在960万平方公里土地上掀起一个“大众创业”、“草根创业”的新浪潮,中国人民勤劳智慧的“自然禀赋”就会充分发挥,中国经济持续发展的“发动机”就会更新换代升级。
中国全面深化改革未有穷期,政府带头自我革命,“开弓没有回头箭”。我们将深化行政管理体制改革,力争用更短的时间完成取消和下放行政审批事项的五年任务,释放市场潜能和发展动力。如果说简政放权是激励市场活力、鼓励大众创业的“先手棋”,那么制度建设就是“连环炮”。一方面,要拿出完整的“权力清单”,政府应该干什么,“法无授权不可为”,这样才能防止公权滥用,减少寻租现象,使政府真正履行为人民、为大众服务的职责。另一方面,要给出“负面清单”,政府要让企业明了不该干什么,可以干什么,“法无禁止皆可为”,以形成公开透明、预期稳定的制度安排,促进企业创新活力充分迸发。还有一方面,就是要理出“责任清单”,政府该怎么管市场,“法定职责必须为”,以建立诚信经营、公平竞争的市场环境,激发企业动力,鼓励创新创造。
政府要加强事中事后监管,当好市场秩序的“裁判员”和改革创新的“守护神”。“只有拔掉杂草,稻谷才能长得茂盛”。宽容违法者,就是对守法者的不公,甚至会导致“劣币驱逐良币”的现象。对假冒伪劣、坑蒙拐骗、窃取商业机密等行为,不管是国内企业还是国外企业,都要一视同仁依法加以惩治。保护知识产权,就是保护发明创造的火种、维护创新者的权益。对严重侵犯知识产权的行为,更要依法惩处,包括实行巨额赔偿惩罚,使违法者付出难以承受的代价,为创新助力。
加大科技创新力度。中国经济总量虽然已居世界前列,但许多产业仍处在世界的中低端,传统的粗放式增长路径已经行不通了,必须更多地依靠科技进步调整结构。这是一种战略性、结构性、创新性调整。我们将坚持有扶有控、有保有压,培育壮大新产品、新业态,促进服务业、高技术产业、新兴产业加快发展;积极化解产能过剩矛盾,加快传统产业改造步伐,淘汰落后产能,提升中国产品和服务在全球价值链中的位置,使创新真正能够创造更高价值;加强人力资本投入,提高劳动者素质,提升产业技术、质量和品牌水平。特别是要通过加快改革,破除对企业,包括个体创新者的种种束缚,并且给他们以必要的扶持、职业的培训,推动教育的发展。
今天是中国的教师节,中国教育的发展是科技发展的基础。中国人不仅有勤劳的禀赋,也有智慧的源泉。在中国的劳动力当中,有数以亿计的各类专业人才和各类技能劳动者,大概将近2亿人。可以试想一下,如果这么多人,哪怕是大部分能够发挥他们的聪明才智,形成“万众创新”、“人人创新”的新形态,体力加脑力,制造加创造,甚至可以开发出先进的技术乃至于所谓颠覆性的技术,中国的发展就一定能够创造更多的价值,上新的台阶。
中国城乡和区域发展还很不平衡,差距大、潜力也大。推进以人为核心的新型城镇化,是最大的结构调整。我们将抓住世界新技术和产业革命机遇,加快“宽带中国”“智慧中国”等建设,发挥城市星罗棋布带动广阔腹地发展的作用,促进城乡一体化和区域梯度开发,实现新型工业化、信息化、城镇化和农业现代化同步发展;同时,大力发展民生事业,促进基本公共服务均等化,加强社会保障,包括为创业当中的失败者提供保障,这也是为他们再次创业提供机会。扩大居民消费,形成内需拉动经济增长的新动力。
中国经济还处于发展中阶段,但资源环境矛盾已经十分突出,必须加大节能环保力度。应对气候变化,既是中国作为一个负责任大国应尽的国际义务,也是我们自身发展的迫切需要。中国加强生态文明建设只会前进,不会倒退。我们已提出向污染宣战,并认真履行相应的国际责任,正在研究2030年前后中国控制温室气体排放行动目标,包括二氧化碳排放峰值、碳排放强度比例下降、非化石能源比重上升等。中国推进绿色、循环、低碳发展不仅有决心而且有能力,我们将紧紧依靠科技创新,进行艰苦卓绝、持续不断地努力,来加大环境治理的力度,加快发展节能环保产业,着力完成节能减排的任务,与世界各国一道为应对全球气候变化并采取实实在在的行动。

众所周知,当今世界已经错综复杂、互联互通,而且快速发展。此时此刻,要应对我们所面临的挑战,全球政企合作比以往任何时候更加重要。而这正是世界经济论坛的宗旨所在,也是我们各位聚集一堂的原因。在这里,我们有来自90个国家和地区的2000多个领导者,我们看到不仅在中国,而且在世界各地,我们都必须实现经济转型,使其能够成为更具备环境可持续性和社会兼容性的经济。技术发展日新月异,创新在这样的背景之下已经成为提高经济和社会发展的一个重要推动力。高创新型国家和低创新型国家相比,将会更有可能在未来获得繁荣,同时,也更有可能改进人民的福祉。[ 7年前,世界经济论坛从瑞士的高山之巅来到了中国的渤海之滨,当时我正在辽宁工作,亲身经历了夏季年会的创办工作。7年过去了,达沃斯论坛的夏季年会轮流在中国的大连和天津举办,影响越来越大,吸引了众多的外国政要、企业界、媒体的朋友。大家共享着世界和中国经济增长的成果,交流着体会。此次论坛的主题叫做“创新:势在必行”,这本身就反映了世经论坛历来所具有的前瞻性和引领性。我相信这会激发与会者更多的思想火花。[ 2013-09-11 17:32 ] [李克强] 从2008年9月至今,国际金融危机爆发已整整五年。目前,世界经济形势仍然是错综复杂,有些发达经济体刚出现一些好的迹象,而一些新兴经济体又面临着下行等诸多压力。可以说是一波未平一波又起。受多重因素影响,中国经济增长速度也有所放缓,让世人瞩目。昨天,我和施瓦布先生一起与部分企业家进行了交流,大家对中国经济当前、未来发展的态势、走势都十分关心。一段时间以来,国际上对中国经济也有不少议论,有担心会不会出现一些国家曾经遇到过的增长过缓问题,甚至出现所谓的“硬着陆”。我想告诉大家,中国经济现在正处在转型升级的关键阶段,当前经济发展的基本面是好的,经济运行是平稳的。[ 2013-09-11 17:35 ] [李克强] 今年一季度,中国经济增速从去年四季度的7.9%下行到了7.7%,二季度又下行到7.5%。投资、消费、外贸增速都出现下行的趋势。而且中央财政收入也出现了多年来少有的负增长,引起一些担心和议论。这是难免的。但是,面对经济下行压力,我们坚持稳中求进的总基调,采取了一系列创新性的政策措施,统筹稳增长、调结构、促改革,保证了经济平稳运行。[ 2013-09-11 17:36 ] [李克强] 第一,兼顾当前和长远,稳定宏观经济政策。经济下行时,用短期刺激政策把经济增速推高,不失为一种办法。但是权衡利弊,我们认为这样无助于深层次问题的解决。因而选择了既利当前、更惠长远的策略,保持宏观政策的稳定。这本身就不容易。在财政政策方面,坚持不扩大赤字,而是调整支出结构,压缩行政开支,加快支出进度,尤其是加大对中西部地区、结构调整和保障民生的支持,对小微企业实行税收优惠。在货币政策方面,保持定力,即使货币市场出现短期波动,我们也沉着应对,不畏艰险,既不放松也不收紧银根,重点是通过盘活存量、用好增量来支持实体经济发展和结构调整。我们还通过加强监管和规范发展,积极防范与化解财政金融领域的潜在风险。对大家都很关心的中国地方政府性债务问题,我们正在采取有针对性的措施,有序规范和化解。可以有把握地说,总体是安全可控的。[ 2013-09-11 17:39 ] [李克强] 第二,坚定不移推进改革开放,着力激发市场活力。改革创新是一个国家发展的不竭动力。本届政府开门做的第一件大事,就是以转变政府职能为核心,大力推进行政管理体制改革。今年以来,我们已取消和下放了200多项行政审批事项,目的就是是通过简政放权,把该放的权放开、放到位,把政府该管的事情管好、管到位,为各类企业创造公平竞争的环境,以激发市场主体的创造活力。我们扩大了“营改增”试点范围,积极推动利率市场化进程、铁路等基础设施投融资体制、资源性产品价格、政府购买公共服务等领域改革。推进结构性改革,发展混合所有制经济,在金融、石油、电力、铁路、电信、能源开发、公用事业、服务业等领域放宽市场准入,引导民间投资增长,为各类所有制企业提供更大的发展空间。中国的发展要依靠改革,也离不开开放。我们不断探索对外开放的新路子,上半年与欧洲国家瑞士和冰岛签署了自贸协定,最近又与东盟领导人商议打造中国—东盟自由贸易区升级版。在上海建立自由贸易试验区,探索负面清单管理模式,重点在投资准入、服务贸易领域扩大开放方面探索经验。我们还推出了提高对外贸易便利化等措施来促进进出口的平稳增长。[ 2013-09-11 17:41 ] [李克强] 第三,着眼转型升级,调整优化结构。中国经济已经到了只有转型升级才能持续发展的关键阶段。扩大内需是最大的结构调整,促进城乡和区域协调发展是主要任务,实现工业化、信息化、新型城镇化和农业现代化是基本途径,发展服务业是重要的战略支撑。我们积极培育新的消费热点,推动实施“宽带中国”战略。加强薄弱环节建设,增加节能环保、棚户区改造、城市基础设施、中西部铁路等方面的投资,加大对集中连片特困地区的支持力度。还专门出台政策措施,促进养老、健康、文化、教育等服务业发展。加快实施创新驱动发展战略,大力推进技术创新,促进科技和经济的深度融合,营造创业、创新的社会环境。[ 2013-09-11 17:43 ] [李克强] 今年以来,中国稳增长、调结构、促改革协调推进,得益于宏观管理方式的创新。我们根据经济发展潜力和当前实际,科学确定经济运行的合理区间,守住稳增长、保就业的“下限”,把握好防通胀的“上限”。这也可以说是预期调节的预警线。同时,制定与经济运行合理区间相配套的宏观经济政策框架。只要经济运行在合理区间,经济总量政策就保持稳定,主线是转变经济发展方式,着力点是调整经济结构,主动力是推进改革创新,以不断释放内需潜力、创新的动力和改革的红利,来激发市场的活力,形成经济增长的内生力量,打造中国经济升级版。这些举措,使中国经济运行呈现企稳向好的势头。从7、8月份情况看,制造业经理人采购指数(PMI)、工业生产者出厂价格指数(PPI)、工业增加值、进出口、用电量、货运量等主要指标普遍回升,实体经济活跃,城镇就业继续扩大,物价总水平保持稳定,市场的信心在增强,社会预期向好。这种稳中有进的发展态势使我们坚信,中国今年经济社会发展的预期目标、主要任务一定会实现。同时,我们仍然保持着清醒的头脑,清醒地看到,目前经济回升的基础仍不牢固,不确定因素还很多。我们不能也绝不会掉以轻心,会用坚定的信心、毅力、智慧去克服困难和挑战,做好各种准备。[ 2013-09-11 17:46 ] [李克强] 女士们、先生们!中国经济持续30多年的高速增长,创造了世界发展史上的奇迹。当前,中国经济已进入中高速增长阶段。7.5%左右的增速与过去中国两位数增长相比是慢了一些,但从世界范围看,仍然是世界主要经济体当中的高速度。中国经济总量比过去明显增大,目前又进入了转型发展阶段,潜在增长率有所下降,经济增长由高速转为中高速符合发展规律。如此庞大的经济体,如果能够实现中高速长期持续增长是不容易的,也是对中国乃至对世界的贡献。尤其是我们未来的增长必须是以提高质量和效益为前提,必须以资源节约和生态环保为支撑,必须以科技创新和技术进步为动力,必须是保证就业和居民收入相应增加的增长。也就是说,要让改革和发展的成果惠及最广大的人民群众。[ 2013-09-11 17:49 ] [李克强] 展望未来,中国发展前景光明。我们完全有能力、有条件保持经济长期持续健康发展。中国的工业化、城镇化任务远未完成,区域发展的回旋余地和市场潜力巨大;改革大势不可逆转,推进改革必将释放出新的制度活力。只要我们持续发展经济,不断改善民生,促进社会公正,坚定不移地沿着改革开放之路走下去,咬定长远发展目标不放松,解决眼前问题不懈怠,中国这艘经济巨轮一定能够乘风破浪,扬帆远航。中国经济一定能保持长期持续健康发展!我们一定会努力实现而且必将实现这一目标。[ 女士们、先生们!当今世界,经济全球化、世界多极化、社会信息化深入发展,我们同住一个“地球村”,没有哪一个国家能变成离群索居的“鲁宾逊”。我想很难找到现代“鲁宾逊”了。这些年来,中国经济的发展从对外开放中获益匪浅。同时,中国已经成为世界经济增长的主要推动力量之一,在应对国际金融危机中也发挥了重要作用。预计未来5年中国进口将达10万亿美元,对外投资将超过5000亿美元,出境旅游人数将超过4亿人次。中国经济转型升级,将对世界经济的繁荣和发展作出更大贡献。中国愿与世界共同分享这一巨大的商机,也希望各国能够为中国发展提供更好的合作环境。[ 2013-09-11 17:54 ] [李克强] 中国作为一个发展中大国,在国际事务中应当有自己的责任和担当。随着经济体量的增大,中国在国际上发挥的作用也会相应增大。中国有句古话,叫做“君子成人之美”。只有美人之美,才能美美与共。我们愿意更多参与国际治理,尽可能提供国际公共产品;与其他发展中国家分享减贫经验,提供力所能及的帮助;为全球经济强劲、可持续、平衡增长分担应有的责任。当然,中国依然是一个发展中国家,按照国际标准,我们还有一亿多人口生活在贫困线下。中国实现现代化还有漫长的、艰辛的路要走,中国承担的国际责任和义务只能与自己的发展水平相适应。当前世界经济复苏艰难曲折,国际社会应该加强宏观经济政策协调,完善应对跨国金融风险的准备,加快全球经济治理改革。提升发展中国家在国际事务中的代表性和话语权,尽可能减少一些国家宏观经济政策调整对世界经济特别是对新兴市场国家和发展中国家可能带来的冲击。各国还应进一步扩大相互开放,旗帜鲜明地反对各种形式的贸易保护主义,齐心协力做大世界经济这块大蛋糕。中国将一如既往鼓励外国公司来华投资兴业,进一步优化投资环境,强化知识产权保护,营造平等使用生产要素、公平参与市场竞争、同等受到法律保护、共同承担社会责任的环境。我们将继续用事实证明,选择中国是跨国公司兴旺发达的明智之举、上乘之策。[ 感谢总理!我想借这个机会问您两个问题。我的第一个问题是,中国的金融体制改革可谓涉及中国经济的方方面面,可以说金融体制的改革在中国“牵一发而动全身”。我想请问总理,中国如何进一步推进金融体制改革? [ 2013-09-11 18:01 ] [李克强] 刚才我演讲的题目叫做《以改革创新驱动中国经济长期持续健康发展》。中国经济要实现长期持续健康发展,必须依靠改革。全面改革包含着经济体制改革,经济体制改革当中一项重要内容是金融改革,这是一个复杂的系统工程。正因为是复杂的系统工程,也表明中国的改革进入了深水区、攻坚阶段。所以,我们不仅要有勇气,而且要有智慧,要寻找、抓住“牵一发动全身”的改革。我们不畏难,也不惜力,并不是想仅做巧事,事半而功倍。但我们还是愿意求得出一招能够影响全局乃至满盘皆活的效果。在金融体制改革中,抓住重点和难点或者说是关键问题,将有利于经济体制改革的推进,会影响中国经济社会生活的方方面面,有利于促进全面改革的深化。[ 2013-09-11 18:05 ] [李克强] 我们下一步要推进的金融体制改革,关键还是要坚持市场化改革的基本取向,积极稳妥地推进利率、汇率的市场化,逐步推进人民币资本项下可兑换。而且要推进金融机构的改革,特别是要放宽市场准入,让多种所有制金融机构有更多的发展空间,也使多层次的金融体系得以培育。正像自然界有大树,也有小草。企业界有跨国公司,也有小微企业。金融系统也应该既有生态的大循环,也有小循环,既有大银行,也有小银行,乃至有村镇银行。这样就可以更全面、有效地支持各类企业发展,支持实体经济发展,有利于更多的人口就业和增加收入。[ 2013-09-11 18:10 ] [李克强] 下一步,我们还要积极推动多层次资本市场的培育发展。中国现在的储蓄率比较高,这有好的一面,也有不利的一面。我们正在不断采取措施,扩大内需、刺激消费,而且希望通过有效的措施来优化投资结构,提高投资效率。这需要提高直接融资比重,让社会、企业、个人有更多的投资渠道。也就是说,要拓宽投融资的渠道,使社会、企业、个人有更多的选择,市场更有活力。[ 2013-09-11 18:12 ] [李克强] 我们在讲到金融改革的时候也不能忘记必须同步推进金融监管。刚才我讲到了五年前发生的国际金融危机。经济的发展需要金融的支撑,但金融出现危机会严重冲击经济的平稳运行。其实,加强金融监管本身也是一种改革。我们将完善金融监管体系,增强金融监管机构的协调性,并且择机推出存款保险制度,要坚决守住不发生系统性、区域性金融风险的底线,让储蓄、投资者对未来都有稳定的、可预期的回报。说到底,金融体制改革就是要惠及实体经济、有利于结构调整,使更多的人民群众受益。谢谢![ 2013-09-11 18:15 ] [施瓦布] 感谢总理刚才您全面地回答我提出的问题。在您刚才的演讲中,您提到了全球自由贸易的重要性。目前,多哈回合谈判陷入僵局,在这个情况下出现了一系列地区贸易安排,请问中国政府怎么看待全球贸易体系? [ 2013-09-11 18:15 ] [李克强] 你问我的这个问题包括三个方面,也可以说是三个问题,我还需要比较全面的回答你。我想反过来回答,你刚才提到多边贸易体系,我经常听到有人说,中国是多边贸易体系的受益者、受惠者。我觉得,这种说法有对的一面,但也不完全准确和全面。中国加入WTO,确实使中国更加开放,也使中国的企业面临压力、增强动力,更使中国的人民愈加勤奋。中国是受益者,但中国也付出了代价。随着世界多边贸易的发展和中国在其中扮演的角色,带来了贸易扩大、经济增长、物美价廉商品到处出现,使多国人民受益。当然,也使中国人民受惠。我们始终认为,多边贸易体系是一个双赢、多赢、共赢的体系。[ 2013-09-11 18:19 ] [李克强] 现在我们已经看到,双边和区域的贸易安排在许多国家和地方发生,可以说十分活跃。对像TPP、TTIP等,中国都是持开放和包容的态度。我们认为,世界经济的一体化、贸易的自由化,这是不可阻挡的趋势。在这个过程当中,增加区域贸易安排和发展多边贸易体制,可以形成“两个轮子一起转”。当然,我们也希望不论是区域的,还是双边的贸易安排,都应该遵守多边贸易的基本规则,也应该本着开放、包容、透明的原则。这个基本原则就是,要有利于贸易的自由化,坚决反对贸易保护主义,而且无论怎样的区域贸易安排,最终目的还是要实现全球经济的一体化,它不应该也不可能替代多边贸易安排,这也是世界经济持续发展繁荣的必由之路。[ 2013-09-11 18:25 ] [李克强] 当然,我们也要看到,现在多边贸易体制的发展遇到一些问题,特别是多哈回合谈判遇到困难,甚至在一些问题上出现了僵局。如果多边贸易体制不能继续往前发展,将会影响世界经济一体化的进程,也会影响世界经济复苏的进程,增加复苏的难度,会使贸易保护主义更多地抬头。所以,我们希望有关国家在关键问题上要敢于做政治决断,推进一些问题的解决,把握住早期收获的机遇,使多边贸易体制往前走,不停顿。这样会和世界经济的复苏同步,不发生更多的曲折,避免不该有的障碍,会使全球各国和各国人民受惠。这里我想代表中国政府再次重申,中国将继续坚定不移地扩大开放,坚决反对贸易保护主义。欢迎更多的外国企业到中国来投资兴业,进行贸易等方面的活动。我们会取得共赢的局面。[ 2013-09-11 18:28 ] [李克强] 最后,我想感谢尊敬的施瓦布主席邀请我来这个会场发表致辞,并回答你提出的问题。我还要增加一句,中国政府也会鼓励中国有信誉、有实力的企业到外国、到在座嘉宾的国家去投资兴业。相信会得到你们的欢迎。谢谢![ 2013-09-11 18:29 ] [施瓦布] 我代表在座各位感谢总理先生作出的精彩致辞,说到许多实质性的内容,直接直率地跟我们讨论了一些相关问题。另外,感谢总理先生对世经论坛的支持!在您的致辞中,就提到了对论坛的支持。谢谢您来参加夏季达沃斯年会。谢谢![ 2013-09-11 18:34 ] [新华网] 施瓦布宣布开幕式结束。新华网直播到此结束。[ 2013-09-11 18:34 ]
