近年来，市委、市政府高度重视信访信息化建设，借助“数字湖南”建设的契机，加大经费投入，整合网络资源，强化培训力度，规范“网上信访”运作模式，建成了以国家信访信息系统为主干，以市信访网站为补充，“横向到边、纵向到底”的“网上信访信息系统”，为营造和谐稳定的社会环境做出了贡献。截至3月，共受理群众网上信访件次，处理各类矛盾纠纷余件次，某某信访网上点击量累计超过余万次。
一、联网受理。一张网整合力量。市信访局成立了信息网络处，明确一名处长、三名具备计算机应用能力的干部，26个市直单位、00个区县（市）和高新区配备1-2名专职管理员，乡镇（街道）、村（社区）设立了网上信访代理员，重点工程指挥部成立网上民情室（站）。目前，全市共有专职网上信访管理员426人，网上信访代理员2689人。一平台共享资源。市政府出台了《某某市信息化建设规划纲要》，对全市网络资源进行整合，全市先后投入1400余万元用于信访信息网络建设。5月，“某某网上信访”互通平台正式开通；目前，000个区县（市）、000区、96个市直部门、286个乡镇（街道）开通网上信访，实现了与政府公众信息网资源共享。一个口受理诉求。我们把书记市长信箱、电话信访、网上投诉、建言献策等全部归口到网上信访，实现了真正意义上的变上访为上网。全市共用一个数据库，统一处理标准、统一汇总报送、统一分析研究，减少了人财物浪费，避免了多头受理、重复交办。一时间作出反应。我们还严格筛选聘请86名经验丰富、有一定知名度和影响力的网民担任舆情监督员，随时关注网情动态，群众表达诉求不受时间和地域限制，各级政府部门能一时间听取群众呼声、一时间作出反应。
二、联动培训。一是制度化。制定《某某市信访系统培训计划》，建立了干部培训制度，明确每年3-5月为全市信访系统应用管理队伍培训期，组织专业技术人员和业务骨干到市、区县（市）讲课答疑，现场指导，集中授课。培训时间不少于一个月。以来，共培训2800人次。二是结合化。采用走出去和请进来相结合的办法，学习外地网上信访先进工作经验和做法。先后分批组织到北京、上海、南京、沈阳等地学习考察，从邯郸、株洲等地聘请专业人员来授课，借鉴信息化成功经验；安排系统管理员不定期到省信访局办公室和办信处跟班学习，参加系统应用培训班。三是专业化。为解决系统运行专业技术人员不足的瓶颈制约问题，与等专业技术服务单位建立友好协作关系，由专业技术公司承担某某信访系统运维和全市系统建设技术指导工作，使技术队伍更加专业。四是系统化。市委、市政府将网上信访系统培训纳入某某市政府信息中心培训计划，同预算、同规划、同培训，以来共4次参与市信息中心组织的学习培训，参训干部137人。通过多层次、多方位、多类型的培训学习，提升了全员素质，促进了信访信息系统应用水平的提高。
三、联调处理。一是日常业务内部流转。建立了网上受理、网上分流、网上转办、网上交办、网上督查、网上回复等日常工作流程，2个工作日交办、10个工作日反馈、3个工作日审核，确保15个工作日回复。湖北网民左先生因外甥女在某某深陷传销窝点，多次营救无门，通过某某网上信访写信救助。市信访局网上交办后，市公安、工商、综治等采取联合行动，端掉传销窝点，成功解救人员。二是热点问题网络征询。对网民提出的政策调整，尤其是征地拆迁、社会保障、民政救助等热点敏感话题，在网上广开言路，组织展开讨论，征询网友意见。一方面宣传党的政策，另一方面引导网络步入良性循环。如有网民发帖举报我市某信访干部不知道有《信访法》后，立即有网友跟帖指出我国目前只有国务院《信访条例》，有理有据，随后很多网民就《信访条例》知识展开讨论，提出了大量很好的建议。三是特殊个案视频听证。针对私改遗、文革、知青等特殊个案处理单位已经分离的不便之处，通过网络视频，远在省城的专家可以通过视频听证，组织政策解释、疏导当事人情绪，指明诉求方向，既节省了群众来回反复奔波的麻烦，又节约了时间和费用。四是疑难杂症联合会办。组建了网上信访事项联合办理工作组，由公安、法院、民政、人社、国资、法制、城管等部门单位组成。联合会办主要采取约访方式，由市、区县（市）信访局筛选出疑难杂症、涉及多个层面、处理难度大的信访问题提交本级联席会议，通过召开相关责任部门和单位参加的多方协调会，寻求化解问题的办法，让群众感受“一条龙”式服务的便捷和实惠。仅今年，市信访局通过网上信访事项联合会办，共协调化解信访积案32件，成功率98%。
四、联合规范。一是岗位责任制。实行网上信访“首问责任制”和“限时办理承诺制”，要求干部必须及时 录入每一个信访信息，认真处理好每一封网民来信、每一条工作建议，做到“谁办理、谁负责，问到谁、谁负责”，凡转送交办的信访事项，必须限时办结，并随时督促检查办理进度，对问题得不到及时解决的，要求责任部门配合调查，协调处理，直至问题解决。二是目标考核制。将网上信访工作列入信访工作目标绩效考核，对网上信访硬件建设、人员配备、数据录入、案件办理、系统应用、工作成效等逐一细化，对信访数据录入系统运用不达标的单位实施一票否决。三是督查通报制。组织对各区县（市）和市直单位使用网上信访及全国信访信息系统情况进行专项检查和跟踪督查，每月通报，季度讲评，考核。通报推介好的经验和做法，督促工作不力的部门和单位，促使全市工作协调推进。四是责任追究制。市委、市政府印发了《某某市信访工作责任追究规定》，对网上信访办理不力或激发矛盾等情况，逐一明确了责任追究形式。
